IT has been 5 years since the writer left the Philippine Islands and while in that country his chief work did not lie in this field, though he has visited all but one of the localities mentioned in this article. The principal field studies relating to oil were made by his colleague, Mr. Wallace E. Pratt. The writer's investigations dealt with the general stratigraphy and paleontology of the Philippines. With the exception of the investigations made by Mr. Pratt and the writer very little information on this subject is available. A number of geologists in the employ of large oil companies have visited the Islands from time to time but, following the general rule, the public has scarcely ever been permitted to learn anything of the results. The writer is indebted to the Bureau of Insular Affairs, Washington, for late information regarding recent legislation in the Islands relating to petroleum. All the known oil seeps, petroleum residues, such as ozocerite, and natural-gas emanations are associated with Tertiary sediments. The chief seeps and most promising prospects are located as follows: 1. Bondoc Peninsula (lower end), Tayabas Province, Southeast Luzon. 2. The west coast of the island of Cebú from Alegria north to, and perhaps beyond, Toledo. 3. Central Mindanao not far from Lake Lanao. 4. The ozocerite veins on the Island of Leyte in the northwestern part in the vicinity of the town of Villaba. 5. Natural gas from some deep wells in Tertiary shale formations on the eastern flank of the Cordillera and extending out under the plain on the island of Panay.

Iron separation from rare earth elements has always been an essential operation in almost all steps of rare earth element recovery and purification processes. As RE3+ and Fe3+ behave similarly in many operations the separation can sometime be either difficult or cost-inefficient. This article attempts to review the methods and options for removing the iron content within the process, with the focus on the existing or proposed precipitation and solvent extraction technologies. The precipitation of iron from REE solution as iron hydroxide, jarosite, goethite, hematite, or phosphate are briefly introduced. Methods for precipitating REE from solutions leaving iron impurities in the aqueous phase are discussed. Some proposed solvent extraction flow sheets for separating iron from REE are conceptually reviewed in this article.

Recent trends in blasting engineering and its related fields, at the level of professional academia, have tended to exclude detailed discussion and examination of the formative experiences of the engineering student. In particular, the extra-curricular aspects of the undergraduate program in engineering—focused, in this case, on the summer job—will be shown to contain a wealth of heretofore underappreciated knowledge in the field. In Surveying the Damage: Post Traumatic Stress and Pre-Blast Surveys, I intend to outline and examine some of the more unusual experiences afforded me by my work as a preblast surveyor in the summer of 2007. In this capacity, I was required to make a visual note of existing conditions of surrounding residential and commercial structures within 100 m (328 ft) of two separate blasting sites in central-east Ontario. In the interest of both convenience and specificity, I have attempted to organize the paper as a crossdiscipline survey of the field according to the conference’s list of suggested topics. In the paper’s first section, I will discuss the topic of Environmental Improvement and Remediation by using a case study in which not one, but two dead cats were found during the course of a routine pre-blast survey. The second section will undertake a discussion of on-site blaster gossip as an entry point into a wider discussion of Workplace Communications Management. In the paper’s final section, I will detail an early morning encounter with a 300 lb, stark-naked trailer park inhabitant as a cross-sectional analysis of the topics of Drilling in Hostile Environments, Vibration and Seismology (Sizemology?), Ethics in Blasting, Crisis Management, Risk Assessment and Public Relations. It is my hope that this paper will begin to open up a critical space for discussion of the formative experiences of engineering students during the undergraduate university program in terms of their far-reaching effects on later performance within the industry.

ALTHOUGH most persons will agree that an individual or a nation can profit from the experience of other individuals or nations, there is always room for debate over the degree of similarity of their past and present conditions and of their future problems. Noting the increasing interest that Americans are showing in our mineral problems, I have felt that we could profit from reviews of the experiences in mineral exploitation acquired by the industrial nations of Europe. Whether we can learn much from Europe's experience in exploiting such minerals as petroleum may be debatable, but certainly, with a record of metal production extending back nearly 3000 years, Europe should hold much of value for America. A trip to Europe in 1926 permitted me to visit 28 mining districts, of which about half are now or have been in times past outstanding sources of several metals. The districts range from England to Greece and from Spain to Poland. To summarize briefly my impressions of these mining districts, as well as such reactions to the thought and life of Europe as so short a visit permits, I shall only venture the opinion that Americans can review with great profit the ideas and actions of Europeans, with regard not only to the production of metals but to many expressions of life. I believe that America has made and is making new contributions to the art of living, as well as to the arts of mining and metallurgy, but in so far as Europe is and has been a laboratory of economic, social and political experiments, the results she has attained deserve the thoughtful attention of America. I have come to believe that many of the problems that harass Europe lie in our path not far ahead. I have therefore hoped that a review of metal production in Europe in the light of its geologic, economic and political background may -serve to clear our vision with regard to our own metal production.

"Kidd Creek Mines places approximately 10 000 tonnes of consolidated rockfill (CRF) daily. Consolidated rockfill comprises sized aggregate mixed with different ratios and amounts of binders. Consolidated rockfill is employed to simplify subsequent pillar recovery and provide improved passive/active ground support.The consolidated rockfill is designed to sustain not only the gravitational loading of the overlaying fill material, but also to some extent the dynamic loading applied during blasting of the adjacent stopes and/or pillars. This paper describes the steps taken to optimize the pre-sent fill system at Kidd Creek Mines.The emphasis is on four areas which have high saving potential: lower cost alternative binders, structural design, quality control measures, in-situ testing techniques for back analysis. A consolidated rockfill design optimization chart was developed from these investigations."

N. A. Degerstrom, Inc. has constructed and operated a processing plant approximately five miles north of Soda Springs, Idaho for processing a byproduct phosphate treater dust from Monsanto's elemental phosphorus plant, also located in Soda Springs. The plant is designed to produce agricultural-grade phosphoric acid, gallium, and silver. The design capacity of the plant is 54.4t (60 st) of treater dust per day, which can produce 16,326t (18,000 st) of phosphoric acid, 6,600 kg of gallium, and 6,033 kg (194,000 oz.) of silver per year.

"SUMMARYThis report on the characteristics of commercial aviation gasolines presents compilations of inspection test data furnished on their products by manufacturers of commercial grades of aviation gasoline, and special data obtained in Bureau of Mines laboratories on samples of these gasolines. Data and physical samples for the survey were submitted by 15 manufacturers on 18 grade 80, 21 grade 91/98, 22 grade 100/130, end 10 grade 115/145 aviation fuels.The inspection test data supplied by the participating manufacturers consist of octane and performance numbers, tetraethyllead content, dye color, and other characteristics usually listed in aviation gasoline specifications, such as AN-F-48a or ASTM Designation D910-47T. These data are tabulated and averaged by grades in tables 1 through 4 and, as reported, meet the AN-F-48a and similar specifications with a few exceptions. Two grade 80 gasolines show a lean-mixture octane rating slightly below 80.0, and 91/98 grade fuel shows a lean-mixture rating of 90.9 and a rich-mixture rating of 97.5, two 100/130 grade gasolines have a rich-mixture performance number slightly below 130.0, and one 115/145 grade gasoline shows a rich-mixture performance number of 144.5. However, octane and performance number averages are above the mini¬mum requirements for each grade. Tetraethyllead content in the 91/98 and 100/ 130 grades generally is above the maximum outlined in these specifications, whereas dye color for each of the four grades, with the exception of two gasolines in grades 80 and 100/130, is that designated for the particular grade. Distillation requirements, with a few exceptions at individual points, are met by gasolines of all grades. Reid-vapor-pressure, copper-dish-residue, heat-of-combustion or aniline-gravity-constant, freezing-point, and copper-strip-corrosion requirements are met by all gasolines so far as reported. No data for some of these tests wore submitted on a few of the gasolines. One gasoline, grade 115/145, shows a sulfur content greater than the specified maximum."

Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

The utilization of secondary titanium was determined in a study by the Bureau of Mines, and a 10-year statistical table showing supply and distribution patterns is presented in this report. Over the total 10-year period, estimated scrap consumption is larger than estimated scrap supply. Trends from the estimated data indicate that titanium is in short supply and probably will continue to be in the future. Because of higher processing costs for recycle scrap, scrap will tend to migrate to the steel and aluminum industries and to ferrotitanium production and exports. Nonrecoverable losses of titanium metal during processing was determined to be a potential area for research.

The Renard kimberlite cluster is located in the Monts Otish region of Quebec, Canada. A Canadian National Instrument (NI) 43-101 compliant resource statement for the Renard kimberlites 2, 3, 4 and 9 and the Lynx kimberlite dyke was first issued in 2008 followed by a Preliminary Economic Assessment and the development of a conceptual mine plan. Following a successful drill program in 2009 that greatly expanded the amount of kimberlite in Renard 2, a revised resource statement was issued in December 2009 comprising 23 million carats of Indicated Mineral Resources and 13 million carats of Inferred Mineral Resources, a threefold increase on the previous estimate. The project is currently the focus of a second Preliminary Economic Assessment and it is expected that a full feasibility and permitting program will commence in 2010 leading to the creation of Quebec's first diamond mine by 2013.

The Mariposa estate, a grant made by the Mexican Government to Juan 13. Alvarado, during the time when California was still under the dominion of Mexico, was purchased in 1847 by J. C. Fremont, and the United States patent issued to him in 1856. By sale, or its equivalent, money advanced, the property came into the hands of the Mariposa Company, June 25th, 1863, and through a varied existence of work and temporary inactivity, has as yet been kept as an undivided property, and rests at present with the Mariposa Land and Mining Company of California. I pass over this period of 15 years without giving the history of the ups and downs of the estate, partly because it is familiar to many, and also because I think in such a case this paper would assume too much the character of a narrative. The estate is situated in Mariposa County, California, about 170 miles southeast of San Francisco. It begins in lat. 37' 26' 38'' north, and long. 119' 55' west, and runs 6 miles north; thence 69 miles west; thence 5 miles northwesterly towards the Merced River; thence 84 miles southerly; thence 3 miles easterly; thence 1 mile southerly; thence 2 miles easterly; thence 2 miles southerly; thence 2 miles easterly; thence 1 mile southerly; thence 2 miles easterly; thence 1 mile northerly, and thence 2 miles easterly to the place of the beginning; embracing 44,387 acres (70 sq. miles) more or less. To describe this vast estate in detail as to its full geology, its numerous quartz veins, its many facilities to exploit them and work them by cheap methods, would lead me further than I intend to go at present, and I will content myself to describe the latest workings of the company and its immediate field of operations. As long ago as 1860 the late Dr. Adelberg advised the running of an adit from the northwestern edge of the estate at Benton Mills 011 the Mereed River. This circular is part 3 of the third paper (entitled "Excavation") of a series summarizing the technical problem; involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes. Fart 2 discussed the use of power scrapers, slackline cableway excavators, and hydraulic monitors. This circular discusses the use of the hydraulic, clamshell, ladder, and dipper dredge. Part 4 to follow will discus the use of haulage equipment, and subsequent parts will discuss the application of both excavating and haulage equipment to various types of deposits. HYDRAULIC DREDGE Judged by the number of installations and the tonnage produced, as recorded in part 1 of this circular, the hydraulic or pump dredge is the most popular type of underwater sand and gravel excavator.

A statistically designed pot grate- kiln test program was conducted to determine the agglomeration process variables necessary for increasing the low temperature disintegration resistance (LTD) and reducibility (R40) of magnetite-based Empire acid pellets. The ASTM tumble index and compression strength were to be maintained at an acceptable level. Six process variables, bentonite addition level, preheat time and temperature, firing time and temperature, and cooling rate, were investigated within the constraints of the Empire plant. The bentonite addition level and firing temperature had the largest effect on pellet properties. The results of this program were verified during a pl ant trial. The target firing temperature at the Empire Plant has been decreased for increasing the LTD and R40 of commercially produced Empire pellets

"INTRODUCTION Clay beds of southwestern North Dakota were investigated to determine (1) the average alumina content of the clays in four principal areas of occurrence, (2.) which, if any, would be the most feasible method of extracting alumina from the clays, and (3) whether the clays had any other commercial uses.During the investigation exposed sedimentary beds were examined for clay and the thickness and areal extent of outcropping clay beds in the more promising areas were measured. Four-principal areas of bentonitic clays, comprising 6,967 acres in Stark, Slope; and Billings Counties, N. Dak., were mapped and sampled.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our natural resources to the end that they make the greatest possible contribution to national security and economy. This paper introduces the Quantified Value-created Process (QVP), a decision-making process for use in mine design and operation. The implementation of the QVP is founded on a ten-step rock engineering design process and a ten-step strategic planning process. The potential of this approach is demonstrated by examples of value created as a result of good research, design, and planning. The QVP is divided into two parts, namely, a ‘planning the process’ section and an ‘implementing the process’ section, and can be considered to be an extension of the risk approach. All costs, direct and indirect, associated with a significant mining decision (design, operational, investment) must be quantified in advance of committing to that decision, to determine the value that will be created in the short, medium, and long terms. Ethical values, associated with health, safety, the environment, public perception, and social aspects, may be difficult to quantify in economic terms, but must nevertheless also be considered. In contrast with a traditional risk approach, the QVP will identify the upside, and allow executives to make more informed strategic decisions. In this context it is essential to actively engage upper management in the decision process.

Placer gold in the Iditarod and Innoko mining camps of western Alaska is derived from a suite of comagmatic, Late Cretaceous to Early Tertiary, alkali-calcic, meta-aluminous. volcanic-plutonic complexes and peralumi-nous rhyolite sills that intrude Mesozoic flysch. Heavy-mineral concentrates from 42 mining operations and streams draining known mineralized areas in the igneous complexes contain placer gold and a variety of ore minerals derived from epithermal to hypothermal conditions of formation. The minerals include cassiterite, ilmenorutile, samarskite, cinnabar, scheelite, chromite, stibnite, silver sulfosalts, monazite, and zircon. Results of the study show that 1) cinnabar. stibnite, and quartz formed with the bulk of the placer gold in an epithermal lode environment, 2) chromite appears to have originated in mafic phases of monzonite plutons and alkalic basalts, and 3) niobium-tin-tungsten-uranium-silver values may have been derived from stockwork accumulations in cupolas of monzonite plutons.

The panic bars (and associated linkages and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars are characteristically of the "fire door" type that is frequently encountered on outside exit doors of many public and some commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes are added to the face equipment machinery for which they are required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in 'Guidelines for the Design and Installation of Devices for Deenergization of Self-Propelled Electric Face Equipment/ Automatic Emergency Brakes" by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. L. Judy (our consultant), etc:
