This report reviews the first three "investigative and concept generation" phases of the referenced contract, and details task performance of Phase IV. This last phase integrated the most promising concepts from Phases I, II, and III into a prototype detailed design which was manufactured, and then tested on a mine locomotive. The concepts developed during the first three phases provided "Improved Pole Tracking," automatic "Rapid Pole Retraction" in the event of dewirement, and servo-operated "Remote Pole Repositioning" on the trolley wire. The Appendix of this report supplies detailed information for the design and construction of the prototype system which is comprised of an RCB (Remotely Controlled Base subassembly), an RCL (Remote Control Lever subassembly) and an SAU (Servo Amplifier Unit) subassembly.

Methane gas is emitted during both underground and surface coal mining. Underground coal mines need to monitor methane gas emissions to ensure adequate ventilation is provided to guarantee that methane concentrations remain low under different production and environmental conditions. Prediction of methane concentrations in underground mines can also contribute towards the successful management of methane gas emissions. The main objective of this research is to develop a forecasting methodology for methane gas emissions based on time series analysis. Methane time series data were retrieved from atmospheric monitoring systems (AMS) of three underground coal mines in the USA. The AMS data were stored and pre-processed using an Atmospheric Monitoring Analysis and Database Management system. Furthermore, different statistical dependence measures such as cross-correlation, autocorrelation, cross-covariance, and variograms were implemented to investigate the potential autocorrelations of methane gas as well as its association with auxiliary variables (barometric pressure and coal production). The autoregressive integrated moving average (ARIMA) time series model which is based on auto-correlations of the methane gas is investigated. It is established that ARIMA used in the one-step-ahead forecasting mode provides accurate estimates that match the direction (increase/decrease) of the methane gas emission data.

In response to numerous requests from metallurgists and operators for information regarding the status of the sulphur dioxide leaching process , developed at the Southwest experiment station of the U. S. Bureau of Mines , Tucson , Ariz . , the following statement has been prepared . A more complete report is now in course of publication and will appear as Technical Paper 312. This process was devised to provide a cheap and efficient method for treating the so- called "porphyry " copper ores of the Southwest which generally contain both " sulphide " and "nonsulphide " copper minerals , mixed in such proportions that they can only be satisfactorily treated by a method which will concurrently recover both the sulphide copper and the nonsulphide copper . The latter term has been adopted to include all the minerals commonly referred to in operating phraseology in the mills of the Southwest as " oxidized" , " oxide " , or " soluble " copper . confident that the sulphide dioxide leaching process , as developed by us with the cooperation of the Miami Copper Co. and the Arizona Copper Co. , is suitable and commercially available for a wide range of ores .

Working with junior mining companies as a valuer, my experience with regulators is that simplicity works and the sales comparison method is the way to go. What I like about Mr. Ellis?s approach (as in his Table 7) is the integration of commodity prices with the timing of acquisitions and the implication of price changes in gold on the adjustment of individual project valuations. However, the sample gold-related appraisals in Ellis?s paper are pre-2008 transactions and readers should be made aware of the current market for such projects. Before moving on, to be noted is that the effective date of the Las Brisas appraisal (Ellis?s sample Appraisal 3) is Feb. 10, 2006; given that the subject value of Transaction 9, Choco 10 in Ellis?s Table 6 was listed as $353 million for a 95% interest in the con-cession, I am uncomfortable accepting that the acquisition was suddenly worth the adjusted value of $1,205 million (as given in Ellis?s Table 7). In some cases, illiquidity discounts can apply, and commodity-wise, in the one-month period between the acquisition in January 2006 and the adjustment to the Las Brisas conditions as of February 10, 2006, the indicated gold price change was only 41 cents/g ($12.60/oz); i.e., from $17.50/g to $17.91/g ($544.40/oz to $557/oz).

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

WHEN the Bureau of Mines initiated the program of large-scale research and development in the field of synthetic liquid fuels authorized in the Synthetic Liquid Fuels Act of April 5, 1044, the Coal Preparation Section was assigned the task of obtaining data on the preparation characteristics of the coal in large reserves that might be adaptable to use in this new industry. It is natural that, as the rapidly developing general research program brought about new concepts of raw-material quality, preferred geographical location, and the like, the orientation of coal-preparation investigations should have undergone some change. The first major assignment was the sampling and testing of a series of typical American coals deemed to he suitable for hydrogenation based on early research work conducted by the Bureau of Mines. This first series of tests has been completed and is reported in this paper.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and materials.

Virtually zero gas emission smelting is promoted as a means for securing environmental advantages and the general public’s acceptance. Concerns about climate change will increasingly make it more difficult for new primary metals projects to come to fruition unless greenhouse gas emissions are decreased. Assuming a sustainable market for sulphuric acid is not locally available, the next best option is high temperature reaction of strong SO2 with limestone or dolomite. This is followed by CO2 liquefaction and disposal either underground or in the deep ocean. The Voisey’s Bay nickel project is cited as an example where appropriate location of a new smelter close to large dolomite or limestone deposits would lead to a virtually zero gas emission operation. Most of the electrical energy required for producing technically pure oxygen and for liquefying CO2 and transporting it to disposal can be derived from smelting a bulk sulphide concentrate and then reacting SO2 at high temperature. Provided the smelter gases are properly cleaned before sulphur fixation, the sulphated stone should be uncontaminated and environmentally benign and possibly of use in the building and construction industry.

Zircon sand may be reacted with sodium hydroxide at 600° C. to form sodium zirconate and sodium silicate. Sodium zirconate is water insoluble and so may be washed free of sodium silicate. The sodium zirconate may then be converted to zirconyl chloride by the action of hydrochloric acid and the zirconyl chloride crystals separated by cooling the solution. This approach produces zirconyl chloride of satisfactory purity with less cost than is involved in buying anhydrous zirconium chloride and converting it. "With cities’ development, underground space exploitation presents a need for bigger and deeper constructions now. Technical problems founded during the construction of deep foundation pit support become more and more important. The supporting system has to cut or partly cut off hydraulic connection outside and inside the foundation pit, control the ground settlement caused by dewatering and make sure safety of foundation pit and its surroundings. Some preliminary study and application of ultra-deep soil reinforcement methods have been conducted in Shanghai’s deep excavation engineering. On the basis of engineering practice of ultra-deep foundation pit in Shanghai, some field and laboratory test, this paper analyzes effects of different ultra-deep soil reinforcement methods and their influence characteristics of surrounding environment. It also summarizes these methods’ sealing effect, construction and economic efficiency and concludes their characteristicsINSTRUCTIONShanghai is formed from marine sedimentation. In Shanghai, from earth’s surface to 30~40m underground, soil is mainly consist of soft clay with 40% moisture content. There are also many thin silty-sand layers in the earth, so the soil is both soft and permeable. Under 40m, soil is mainly thick silty-sand layers and fine-sand layers with medium density and confined groundwater whose water head is about 7m high.With the rapid development of Shanghai’s municipal construction and high-rise buildings in the recently ten years, the number of underground structure including subway station, tunnel and high-rise building basement are constructed rapidly. Due to the permeability and softness of Shanghai’s soil, it is necessary to reinforce soil to make sure the safety and high construction rate of engineering project in Shanghai.Because of deeper excavation depth and bigger excavation area in Shanghai, ultra-deep soil reinforcement is used preliminarily in Shanghai. Combining with engineering practice of ultra-deep foundation pit in Shanghai and employing field and laboratory test, this paper analyzes effectiveness of different ultra-deep soil reinforcement methods and concludes these methods’ characteristics and their applicability. All this can guide further application of these methods."

Real gross national product3 (GNP) grew at a seasonally adjusted annual rate of 4.2% in the fourth quarter compared with a revised 4.3% rate in the third quarter, according to the most recent estimates released by the U.S. Department of Commerce (table 1). Expanding inventories, Government purchases of goods and services, residential fixed investment, and a narrowing of the trade deficit fueled the growth. Significantly reduced consumer demand led to the heavy inventory growth. Almost half of the buildup in inventories consisted of automobiles because consumers reduced purchases when Detroit ceased most incentive programs in late summer. Reduced consumer demand also affected imports, however, and the narrowing of the trade deficit resumed after widening in the third quarter. Nonresi- [ ] dential fixed investment also declined after a strong gain in the third quarter. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 2.9%, the same as that of 1986. However, on a fourth-quarter-to-fourth-quarter basis, the real growth reached 3.8%, the highest growth since 19M, and exceeded the Reagan Administration's estimate of 3.4%. Rising merchandise exports accounted for about one-third of the growth in GNP for all of 1987 and are expected to continue to grow as domestic manufactures benefit from the lower value of the dollar vis-a-vis other major trading country currencies. Consumer demand became a less important factor of economic growth, but employment continued to grow (table 2), and civilian unemployment declined by 0.9 percentage points (December to December) as the industrial sector geared up to increase exports. Inflation, as measured by the fixed-weighted GNP price index, remained low at 3.4%.

The possibility of cheap electric power for a number of mining areas in this country has suggested to many the idea of electric smelting of nonferrous ores in small units at or near the mines. The electric smelting of nonferrous ores was tested fairly thoroughly 20 years ago by United States Bureau of Mines and by others, and the fact that it did not achieve continuing workable success in any instance is sufficient proof that it offered no advantages at that time.

This report summarizes studies of 55 Idaho national forest roadless areas completed by the U.S. Bureau of Mines (USBM) in the period 1966-1992. These roadless areas have been recommended for addition to the National Wilderness Preservation System, proposed as special management areas, or otherwise recommended for study by the U.S. Forest Service or the Idaho congressional delegation. The Bureau of Mines' studies indicate which parts of the roadless areas contain mineral resources. They also show where mining and prospecting are likely to occur in the future, where mineral production has occurred in the past, and where abandoned mine workings (possible hazards) would be encountered. The number of mine and prospect workings found are a measure not only of surface disturbance, but of areas not wilderness in character.

This paper is the fourth of a series of preliminary papers on smelting in the lead blast furnace.4 The objects of this investigation are to determine the conditions obtaining within the blast furnace by direct experimentation and to correlate these conditions with operating factors, furnace behavior, and metallurgical losses. The increasing demand for rare earth elements (REE) in highly strategic sectors such as hybrid electric vehicles, renewable energy, communication technologies, and the defense industry has made REE production methods important. In recent years, studies on REE have increased rapidly; however there are many studies on REE, there are not enough studies in the literature on the economics of the beneficiation process. RE ores are generally leached after beneficiation by gravity, magnetic and flotation methods. In this study, direct leaching, attrition scrubbing and leaching, and flotation and leaching methods are evaluated economically based on the data for the Mountain Pass (MP) facility. According to the sensitivity analysis performed as a function of capital cost (CAPEX), operating cost (OPEX), and rare earths oxides (REO) recovery, REO recovery has the biggest effect on the process economies. Although the flotation method entails additional investment and operating costs, transportation and operating costs are significantly reduced result of the higher grade and recovery. The flotation method is more profitable, with larger NPV and IRR values and a shorter payback period.

[The coarse-grained granitic pegmatities of the United States have long been a source of many important industrial minerals, because of this, they have been studied intensively by geologists, mining engineers, end metallurgists. These studies have amassed a rather astounding array of published and unpublished information. Correlation of geological studies between individual pegmatites, as well as between major districts, has brought fort come semblance of order to the knowledge of the structure and mineralogical composition of those highly complex and irregular deposits, making it possible to classify certain pegmatites and pegmatitic zones into several grouts of associated minerals, based upon the presence or absence of the minor minerals of beryllium and lithium. This classification or trouping of minerals, with the methods that have been developed for recovering certain of these minerals, possible a systematic approach to the winning of many of the industrially important minerals from pegmatite rock by u single integrated process.]
