Stability analyses of fractured and faulted rock masses require delineation of the position, extent, and orientation of geologic discontinuities. The size of the smallest active discontinuity that may potentially be resolved using the spatial distribution of microseismic event locations is Limited by the accuracy and precision of the location methods. At a hard-rock mine in the Coeur D'Alene mining district of northern Idaho, two data sets consisting of calibration blast signals from a known source site and origin time and microseismic event signals were recorded using a stope-wide accelerometer array. These seismic signals are used to quantify various sources of error in event location. Five factors influencing source location errors are examined in this U.S. Bureau of Mines study: (1) biases of the numerical source location techniques, (2) receiver array geometries, (3) uncertainties in receiver positions, (4) errors in picking arrival times, and (5) uncertainties in seismic velocity structure, including the effect of mine openings. In addition, synthetic data (accelerometer positions, travel-time picks and wave velocity) are used to determine the effect of known systematic and random errors on source location calculations. It is shown that the commonly accepted association of minimum travel-time residuals with the best location solution does not necessarily hold true when there is a systematic error in seismic velocity. Recommendations are made for increasing the accuracy and precision of locations of microseismic events detected under similar field conditions.

Extensive thick lignite apparently lies within 250 feet of the land surface in Dyer, Lake, Lauderdale, Obion and Tipton counties. Information on geology, land use, soils, groundwater and instability is compiled, along with a bibliography. A test and monitoring site was investigated at Fort Pillow Prison in Lauderdale County. Analyses were made of lignite, overburden, associated water and leachate. Lignite has high BTU (about 7800) and low sulfur (1.1% avg.). A year or more of data are presented on rainfall, water levels, and chemistry of surface water, groundwater, leachate and water from test pits. Main potential environmental problems are quality of surface water, and possibly shallow groundwater. The main aquifer of the region will likely be un-affected by mining. Low transmissibility of shallow aquifers will minimize lowering water levels of wells. Soil reclamation and conservation should be readily accomplished, Dangerous earthquakes have a low probability and mines are not significantly more hazardous than steep bluffs.

High-pressure grinding rolls (HPGR) are an accepted, but continuously expanding, comminution technology. The copper industry has a growing need to process harder ores with progressively lower grades, more challenging metallurgy and increasing demand for efficient bacterial leaching applications. This has resulted in a major focus on HPGR use in a crushing circuit. If the industry is to increase leach extraction while lowering energy costs in high-throughput hydrometallurgical operations, HPGR will be of inherent significance. The following paper summarizes test work on copper leach ores utilizing the benefits of HPGR comminution, while increasing several critical metallurgical parameters. Based on the current work and previous investigations, it was found that HPGR comminution within a crushing circuit, in specific instances, can result in 2 - >10% increases in cop-per extraction. The tested variables are crush size, rock type and copper mineralogy dependence. Various other process parameters may also be optimized.

BECAUSE of its magnitude, and the type of occurrence, the deposit of boron minerals in the Kramer district, Kern County, California, is unlike any other in the world. Discovery of this vast deposit has brought about many changes in the borax industry, so a discussion of the geology, and the occurrence, would not be complete without a brief history of the development of the borax industry. Until the discovery of boron minerals in the desert regions of California and Nevada some seventy years ago, borax was imported from Tibet and India, principally for medicinal purposes, at almost prohibitive prices. Following the discovery of commercial deposits of boron minerals in California and Nevada, and the subsequent development of new uses for borax and boric acid, the consumption has steadily increased until today borax is used in some form or other in every household.

ALL technical men who are planning to visit the Century of Progress Exposition in Chicago this summer-and all reports indicate that it will be worth visiting-should try to be there during Engineers' Week, beginning June 26. At that time most of the national engineering societies of the country will hold important meetings in that city. Engineers will thus have an opportunity not only to see the Fair at a time when special programs have been arranged for their benefit, but will have the opportunity to meet their professional brothers and to attend technical sessions of direct interest to them. The A.I.M.E. headquarters will be at the Stevens Hotel, and it will be to the interest of every Institute member who expects to attend the Fair at that time to secure his accommodations as promptly as possible. Blasters are usually strictly liable for injury or damage caused by flyrock (trespassory invasion) and blast-induced vibrations (non-trespassory invasion). The application of strict liability to non-trespassory invasions has resulted in significant litigation that has hampered the use of blasting and the blasting industry. Stark (2002) proposes that blasters should not be held strictly liable for non-trespassory invasions but should be liable only if their conduct is proven to be negligent. This change in legal standard was proposed because improvements in blasting technology over the last thirty years allow blasting to be conducted without substantial risk of harm to property and thus the amount of harm imposed by a blast can be related to the level of care exercised by the blaster. It is anticipated that a negligence standard will reduce the amount of litigation because a plaintiff will have a greater burden to overcome. To facilitate the acceptance of a negligence standard by a court of law, this paper summarizes the standard of care using the 1977 Surface Mining Control and Reclamation Act, extensive U.S. Bureau of Mines research, and current blasting techniques, such as blasting mats. It is important for the blasting industry to promulgate a standard of care so a judge can feel confident that blasting can be routinely and systematically controlled and if the legal standard is changed from strict liability to negligence a subsequent judge or jury will be able to evaluate the level of care exercised by the blaster. This paper also suggests that the industry and/or ISEE develop and disseminate a comprehensive standard of care that courts can use to further justify a change from strict liability to negligence and evaluate the standard of care.

This publication contains routine analyses and related source data for 419 natural gas samples from 22 States collected during calendar year 1964 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863/ and 576.4/ Six previous publications have been made to present the results of 6,293 gas analyses made by the Bureau of Mines, Helium Activity, prior to 1964. The Big Jim mine of the United Eastern Mining Co. is at Oatman, Mohave County, Ariz. Oatman is in the foothills on the western side of the Black Mountains, at an elevation of about 3,000 feet. It is on a paved highway about 30 miles west of Kingman, the principal distributing; center for mining supplies in the district, and 25 miles from Topock, en the Colorado River. Both latter towns are stations on the Santa Fe Railroad; Oatman has no roil connection. Mining conditions are typical of western Arizona; water is scarce, no mine timber is available locally, and the winters arc mild and the summers hot. The supply of a killed labor is usually adequate, but in 1933-34 it w not more than sufficient for the restricted operations. Wages have been $4.00 to $4.50 for miners. Electric power was supplied from Kingman and cost about 2.6 cents per kilowatt-hour.

Possible consequences of continuing internal political unrest and the imposition of foreign sanctions raise concerns about the traditional reliability of the Republic of South Africa as a major world supplier of important minerals. A recent Bureau of Mines' technical report (Open File Report 76-86) examined the impacts of temporary peacetime disruption scenarios for six key materials and mitigating options. Because of South Africa's dominant producer position for these minerals (except for cobalt), expansion of primary production capacity outside of South Africa is not a short term mitigative option. However, prospects of a longer term disruption would likely spur investment in capacity expansion in alternative Market Economy Country supply sources. This report identifies the resources, production costs, and burdens that would be placed on alternative MEC producers of chromium, cobalt, gold, manganese, and platinum-group minerals if South Africa's production were subject to a long term; disruption. When long term supplies from South African deposits are discounted, more than a few years reserves were found only for cobalt and manganese. Even for these two minerals, higher sustained prices would be required to increase manganese production capacity and to support means of cobalt transportation not through South Africa.

The contractor examined L.T. White's Patent No. 3524680 and, finding it in need of engineering refinements, proceeded with a conceptual design of a variable wall mining machine. The contractor then proceeded to assess the feasibility of the variable wall mining machine measured against the criteria specified by the U.S. Bureau of Mines. The feasibility was judged from a physical aspect, a health and safety aspect, and an economic aspect. The Variable Wall Mining Machine was judged to be feasible on all three aspects provided that certain specified practices were adopted. Description The specifications and design and performance parameters of the Variable Wall Mining System as conceptualized are summarized in Tables I and II. The system consists of a side-cutting auger operating in a string of identical 12 ft. sections, along a 500 ft. retreating longwall face. In addition to the 41 identical sections, there is a special drive and discharge section at the head gate.

Rehabilitation approaches, methods and outcomes have changed markedly over the last 100 years, and especially over the last 20 years. Alluvial gold dredges have moved from creating a legacy of boulder fields and ponds to radiata pine plantations and highly productive dairy pastures. The rehabilitated farmland has reduced flood risk, improved drainage and efficient paddock design. The next challenge is to include areas of environmental diversity in these projects, for example, shelter belts, patches of native trees, and wetlands that were part of the original landscape.   West Coast coal mines have also come from a legacy of leaving it to nature to rehabilitate damage by mining to establishing native ecosystems or plantation forests. Developments in techniques at Stockton Mine are used to illustrate the changes in approach to rehabilitation of native forest and tussock heathland ecosystems. The proposed Cypress Mine will adopt a full range of avoidance, remediation through rehabilitation, and off-site mitigation techniques in a æthree-prongedÆ approach.   We propose a coordinated extractive industry approach to mitigate for the impacts of mining on native ecosystems and achieve nationally important conservation benefits that individual projects cannot afford. This approach is particularly beneficial in New Zealand, as our native ecosystems must be actively managed to conserve native plants and animals. Currently, some important species and ecosystems are not being actively managed for conservation.

THE official opening at the 134th general meeting of the Institute was held on Oct. 6, but it was prefaced by two round table conferences on Oct. 5. The open-hearth group held the fourth of their semi-annual conferences at the William Penn Hotel, devoting the morning session to discussing a paper by R. L. Cain on the "Manufacture of Forging Steel by the Open-hearth Process," and the afternoon to discussing P. H. Shaeffer's paper on the open-hearth charge. At the Bureau of Mines, a round table conference on the combustibility of coke was held on Tuesday morning, and the afternoon was devoted to a similar conference on the testing of coke. The formal opening session of the meeting assembled in the Music Hall of Carnegie Institute at 10.30 a. m. Graham Bright, chairman of the Pittsburgh Section; called the meeting to order and presided. President Taylor welcomed the visiting members and guests to his home city and reviewed briefly the advancement of mining in the past half century during which, for ex- ample, the coal output had increased from 53,280,000 tons to 523,357,000 tons per year. He emphasized the important part Pennsylvania played in mining and brought out the principal changes that had taken place in methods. In part, his remarks were as follows: The centennial year, 1876, found the coal business of. this country, as a whole, producing 53,280,000 tons, of which amount the bituminous mines of this State yielded 24 per cent. In 1925, this country produced 523,357,000 tons of coal, of which Pennsylvania produced 24 per cent.

It has been shown for the first time that Poisson?s ratio decreases with increase in elastic moduli, E & G and ultrasonic velocities. This new correlation between two independent elastic constants may lead to the reduction in independent elastic constants for isotropic solid materials from two to one, at least for a given alloy system with different microstructural conditions.

In 1937 the employees of the Hollinger Consolidated Gold Mines Ltd.. at Timmins. Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only—the provision of medical services, including the accessory services such as hospitaliza-tion, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee—mother, father, or other relative—who are declared by the employee to be wholly dependent upon him must be examined. A mine is essentially a series of operations, including drilling and blasting, crushing, milling, flotation, and leaching, that are interconnected and therefore interrelated, with the performance of one operation affecting the performance of another. Optimizing each stage separately without considering the whole system often causes potential economic benefits and energy savings to be missed. However, the PIO methodology is a thorough approach which considers these individual process activities within the context of the whole process. The basic principle is to optimize the process as a whole, rather than each process step in isolation from the others. Metso?s Process Technology and Innovation (PTI) group offers a global consulting service for the mining and construction industries. A significant amount of this consulting work involves process integration and optimization (PIO) studies. When conducting a PIO study, every aspect of the process is considered. In addition to drilling and blasting, transportation, handling and storage, crushing, screening, grinding, flotation, separation, and recovery, other aspects including equipment utilization and energy consumption and even greenhouse gas emissions are also included if necessary. In a PIO project, it is very important to understand what type of material is being processed at any point in time. That is, which domain or domains is the material part of? This is necessary in order to observe the effect of different ore sources (and the blending of sources) on concentrator performance. Linking the ore from the pit to the concentrator required the development of an ore tracking system. As a result, PTI developed a radio-frequency based material tracking system called SmartTag?. This system allows tracking of ore from its source through blasting, run-of-mine (ROM) pads, crushers, intermediate stockpiles, and finally into the concentrator. Using the SmartTag? system, definitive correlations can be made between the performance of the plant and the plant feed characteristics, including the domain from which the feed ore originated. Since its commercialization in 2007, SmartTag? has been used in the majority of PTI?s consulting projects and several permanent systems have been installed worldwide1. Successful applications of the SmartTag? system have encouraged development to allow the system to be used in a wider variety of plants, in particular plants with finer crushing and screening stages. This paper describes how the SmartTag? system is being utilized by PTI and the benefits being gained by its use in PIO projects, as well as presenting some case studies.

On 23rd October, 1969, 54 members of the Institute set out at an early hour from Rand Airport in two chartered Dakota aircraft for a visit to the Hendrik Verwoerd Dam site. The weather was at the start rather unpromising but after passing Bloemfontein the overcast cleared and it turned into a glorious day for a most memorable visit. The Institute is indebted to U.C-Dumez-Borie Dams Limited, the main civil engineering contractors, and Mr J. D. McNamara their executive manager, for the very excellent arrangements made for this excursion. From the time the aircraft landed till a slightly belated departure the organisation of the extensive tours arranged for the parties was quite outstanding and a matter for congratulation to all concerned. At each of the many places visited there was a senior official to give an authoritative and comprehensive description of the work under his control. In addition the guides on the buses, loaned by the Department of Water Affairs, kept up an interesting running commentary throughout the day. A further much appreciated facet was the introduction of many of the experts on the site and a brief talk by each after an excellent lunch served at the recreation club. Each visitor also received a brochure with a progress report and a detailed site plan, with various sections highlighted in colour, and obviously prepared at the cost of much time and effort. The visit included tours of the large dolerite quarry, where some 150 000 tons of rock are removed each month, the 42 in. gyratory primary crusher, the secondary crushing and screening plant, the rod mill plant for sand production, and the automated blending and concrete batching plant. The transport of mixed concrete by 'silobuses' to the 6 cu. yd buckets of four Blondin cableways, two of which are radially movable and two with buffing towers, and the placing of the concrete in the huge blocks of the wall was watched from a vantage point. The most interesting part of the visit was without a doubt the inspection of the wall itself and the explanations of the many intricasies of its design and care in construction, covering aspects such as positioning of galleys, interlocking of blocks, reinforcement, refrigeration, actual concrete placing, subsequent grouting, etc. Other points of interest were the very complicated design of the wall itself, the river diversion plans, with three stages of coffer dams, the spillways, and the very well cut penstock tunnels.

The paper deals with the importance of design, and of codes of practice, in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.
