"Hecla Limited’s No. 4 Shaft at the Lucky Friday Mine is the largest capital expenditure in the corporation’s 128-year history and is considered the deepest shaft in the United States. This paper will discuss the project’s history and lessons learned from the initial conceptual design work in 2007 through project commissioning in 2017. Change management was key for the owner, contractors, and vendors in delivering the operational and organizational success on the project. The No. 4 Shaft has extended the life of the Lucky Friday Mine by 21 years to 2039. INTRODUCTION The Lucky Friday Mine of Hecla Mining Company (Figure 1) is the oldest active (77 years) and deepest mine in the Coeur d’Alene mining district, producing approximately 725 tonnes (800 tons) per day from narrow, vertical, silver, lead, and zinc veins. Primary access into the mine is via the Silver Shaft, a 5.5-m (18-ft) diameter, concrete lined shaft sunk to an original depth of 1,890-m (6,200-ft). Current production is from the Gold Hunter vein system, approximately 1,525-m (5,000-ft) northwest of the Silver Shaft.Cut and fill stoping is currently employed at depths to 2.3 km (7,500 ft) below ground surface, making it one of the deepest mines in the western hemisphere. No. 4 Shaft is a 5.5-metre (18-foot) diameter, concrete lined circular shaft, constructed as a 1.2 km (3,860 feet) deep winze in the Lucky Friday Mine. The 2.4 m (8 ft.) diameter, double drum, double clutch, Siemag hoist and associated headworks are situated at the 4760 level, top station at 4940 and shaft stations at 5900, 6500, 6580, 7500, 7580, 8300, 8380, 8500, and 8620. Shaft stations reference depth below Silver Shaft top station. The 4 Shaft was designed, constructed and commissioned over ten years, between 2007 and 2017. Basic design work was completed by Nordmin Engineering, followed by detailed design completed by Cementation Canada. Shaft construction was awarded to Cementation USA and lateral development was initiated in early 2008. Over the course of the next nine years, the project was suspended and restarted twice, dealt with the loss of a miner, added scope including shaft depth and mine infrastructure facilities, experienced squeezing ground that required liner replacement, changed excavation section, and dealt with a final alignment that was not within design requirement for verticality. Hecla and Cementation were successful in delivering a facility that provides fully functional access from collar at 4940 level to shaft bottom at the 8620 level. Two active mining levels below the collar, 5900 and 6500 are accessed. In addition, the shaft provides access to the future mining level at 7500, skip loading facility at 7580 level, station and loading pocket cutouts at 8300 and 8380 levels, spill pocket at 8500 level, and shaft bottom pumping facility at 8620 level (Figure 2)."

DAVIS,' in an investigation of solute redistribution along molten rods of dilute silver in tin, concluded that at horizontal temperature gradients below approximately 5°C per cm very little convective mixing takes place. Cole and winegard2 observed temperature oscillations in horizontal melts of tin, with temperature gradients of several deg per cm. They associated the temperature oscillations with the presence of convective flow in the melt. At temperature gradients less than 1°C per cm they did not detect convective flow. In the present work, direct measurements of con-vective flow in liquid tin have been made using a radioactive tracer technique. The results indicate that extensive convective flow occurs at temperature gradients below those previously reported. The apparatus used to determine the extent of con-vective flow is shown in Fig. 1. The graphite boat Fig. l(a), has two rectangular channels both of which contain molten tin. Radioactive Ag110 in the form of Sn-0.2 pct Ag alloy was introduced at the end of one channel, by rotating the cylinder shown. A series of fixed thermocouples were positioned along the center of the second channel to determine the temperature gradient. It was assumed that the two channels had identical temperature distributions. The graphite boat was inserted into a vycor tube which was surrounded by a multiple winding tube furnace as shown in Fig. l(b). The tin was melted in an argon atmosphere. "New tax rules that can apply to the repayment, extinguishment, or other settlement of a company's debt are finally taking shape. These new rules are far-reaching in their application, and can affect mining companies in a serious, negative way.IntroductionIn his February 1994 budget, Finance Minister Paul Martin announced changes to the Income Tax Act that could have an adverse impact on a company that restructures its debt. Since then, the new rules have undergone considerable transformation during their fetal stage: draft legislation was introduced in July 1994; revised draft legislation was introduced December 1994; and a third version of draft legislation was introduced February 1995. It seems that the new rules have now been pretty well finalized, and they contain some serious traps that the unwary could fall into. The new rules are of particular importance to mining companies, because a mining company's resource pools will be caught under the new rules, whereas these pools escaped the wrath of the old rules. The following commentary summarizes the new rules that are generally referred to as the ""debt forgiveness"" rules."

Foster-Miller Associates has developed a set of guidelines to permit hoist manufacturers, mine owners, and MESA mine inspectors to design, purchase, install or inspect a safe and effective Emergency Escape Hoist, as required by the Coal Mine Health and Safety act of 1969. A series of surveys were carried out to determine: 1. The attitudes and local needs of the MESA District Managers. 2. Current escape hoist installations. 3. Equipment available for future designs. 4. Foreign methods and equipment for mine rescue. From these survey studies, preliminary guideline objectives were developed.

THE INVESTIGATION of barrier pillars in the Western Middle field is part of the comprehensive study of the mine-water problem in the anthra¬cite region of Pennsylvania by the Federal Bureau of Mines (1, 2, 5, 6, 7, 8,9,10,11,1,2,15,16).8 The Western Middle field is in Schuylkill, Columbia, and Northumberland Counties in eastern Pennsylvania. It has an area of 120 square miles, is 42 miles long from Delano on the east to Trevorton on the west, and is 2 to 5 miles wide. In the Western Middle field are 58 underground water pools containing 38 billion gallons of water (5). Some of the pools overflow to the surface, and the water from others seeps into adjacent mines through permeable barrier pillars separating them from abandoned mines. Several active mines are interconnected to workings in abandoned mines, which are partly filled with water. These mines are separated by barrier pillars that are considered effective only below the altitude of the connections. In some abandoned mines, pumping stations maintain the water at altitudes where the hydrostatic pressure against the barrier pillars is not excessive and does not endanger adjacent active mines. If water in these abandoned mines is allowed to rise to where it can overflow into the active mines, it must be pumped from the active mines at lower altitudes; this materially increases the cost of pumping. It is estimated that from 1944 to 1948 approximately 30 percent of the water pumped to the surface was from abandoned mines.

Magnesium, the lightest structural metal, has not yet been considered as a serious contestant for automotive use due to its weaknesses in corrosion. Electroless nickel-boron alloys are well known for their corrosion resistance and hardness. An electroless nickel-boron layer was successfully deposited first on the chemical conversion pre-treated AZ31 alloy and also on the Ni-P coating which was deposited on the conversion coating. The electroless bath contained nickel sulphate and dimethylamine borane (DMAB) as main salts and the samples were activated by a 5 g/L AgNO3 solution before the electroless plating process. The presence of the conversion coating between the nickel coating and the AZ31 substrate acted as a barrier and prevented corrosion of the alloy. The morphology of the nickel-boron layer was studied using SEM. The crystal structure and the composition were examined by EDS and the hardness was measured. The corrosion behaviour of the nickel-boron layer deposited on the conversion coating and on the Ni-P coating was studied using potentiodynamic polarization in a 0.5M NaC1 solution. A saturated standard calomel electrode was used as a reference electrode. The results show that the nickel-boron coatings had a significantly better corrosion resistance than the AZ31.

This paper considers the current methods of analysis employed, the validity of assumptions made and the reliability of results and predictions derived; where appropriate, alternative methods are proposed which are more accurate and can be applied with greater confidence. In regard to data collection, new local blasting data has been analysed and conclusions drawn but, due to the restricted amount of space available, reference to data set A only has been made in the text. The problem of mathematical model choice is considered and results for two and three parameter power laws are compared. The very important matter of parameter determination is discussed fully, with major emphasis being placed on the comparative merits of log-log linear, log-log planar and direct power law regression. Supporting data analysis examples are included. Assumptions regarding the normality of ‘best-fit’ regression model residual distributions are questioned and the reliability of associated safety limit determinations is discussed.

This report is the second of a series of three that will evaluate, in order, the metallothermic, carbothermic, and electrolytic methods of magnesium production. The historical development of the carbothermic process is outlined. Production costs varying from 38.9 to 21.8 cents per pound of magnesium are estimated for different versions of the process. Additional suggested process modifications are listed. The technical and economic potential of the different versions are compared. Areas deemed most promising for future research on the process are delineated.

After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. An overwhelming amount of data can be collected around the blasting process. This information can include blasting product, pattern design, blast results, and routing. It is only when these data sources are combined in a concise and accurate form that they are of real use in determining the safety and economic implications of each parameter. Two key technological aspects of blasting are drill fleet management (DFM) and size fraction analysis (SFA). As these technologies are integrated as near-real-time measurement and QA/QC tools, the resolution and realization of blasting parameters is significantly increased. The Freeport-McMoRan Morenci Mine has integrated these technologies along with other existing database structures to create a responsive and sustainable tool for reconciliation, forecasting and parameter matching. This ability allows Morenci to customize blast patterns to meet the criteria most critical to each shot, whether the impact is influenced by routing and recovery, equipment maintenance or safety concerns. DRILL FLEET MANAGEMENT The current DFM was stabilized in its current form in mid 2009 after database and hardware maintenance met stability requirements. Currently the system is running on 12 production drills. The system receives pattern layout and is capable of semi-autonomous drilling over the entire district. The fleet is capable of drilling in highly altered intrusive units and hard granites through the range of sedimentary and volcanic units that comprise the Morenci District. The system brings a level of accuracy not achievable with earlier paint-marked patterns. Depth control is also increased along with more consistent wear and maintenance patterns due to semi-autonomous drilling.

Saudi Arabia’s mineral potential offers development target that compliment the national effort to diversify the income of this oil and gas economic based nation. Ma’aden, a joint stock company with paid-up capital of US$1 billion, has from its inception in 1997, actively developed in-house engineering and management skills to transform the Arabian shield’s mineral potential into such real projects. Gold mine operating facilities of 100,000 oz/yr underground and 50,000 oz/yr open pit are de-scribed, as well as 3 targets, two of which are underdevelopment; Al Hajar (3,000 tpd at 2.5 gpt Au)and Al Amar (5,000 tpd at 20 gpt Au). Emphasis is also on exploitation of phosphate rock and down-stream fertilizer products, based on the Kingdom’s107,000 sq. km. northern basin geological reserve. Al Jalamid, the prime target, represents 216 million tonnes of these P2O5 reserves. Saudis and expatriates, together, lead international engineering companies and contractors operating and developing these facilities.

The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

The Minerals Data Source Directory is a compilation of descriptive information on the availability, content, and location of minerals data in the Federal Government. It is intended to assist Government personnel and the general public in locating and acquiring minerals information. Included in the Directory are descriptions of data bases, publications, information systems, and information offices containing data pertaining to ail aspects of mineral production, consumption, trade, and related information. These mineral data sources include the Federal agencies such as the Department of the Interior's Bureau of Mines and Geological Survey whose major mission is the collection and dissemination of mineral information. Also included are agencies such as the Departments of Agriculture, Commerce, Labor, State, Transportation, and Treasury, the Central Intelligence Agency, the Environ- mental Protection Agency, the Federal Reserve System, the interstate Commerce Commission, and the Securities and Exchange Commission, whose primary mission is the collection of data in nonmineral subject areas, but in which the mineral industry is a component.

The primary objectives of this project are (1) the determination of manpower demand in primary lead and zinc production for the years 1985 and 2000, and (2) the estimation of the availability of the required manpower for these years. In order to meet the first of these objectives relationships between employee requirements and metal production in the various states were established, The total primary lead and zinc production from United states mines in 1985 and 2000 has been predicted by the U.S. Bureau of Mines. These forecasts and the 1974 figures are as follows: [1974 1985 2000 Lead metal, tons 669,000 700,000 900,000 Zinc metal, tons 494,000 585,000 995,000] Mining By analysis of ore reserve data and industry characteristics, the authors estimated the portion of the primary production which each state would yield in the future years. As manpower requirements are determined by the tons of ore produced and by worker productivity, these figures were determined for each mining state and district by developing relationships between lead and zinc metal production, ore production, ore to recoverable metal ratios, employee productivity, and number of employees required. The number of new employees required annually to compensate for attrition and production growth is provided, also.

A moving picture, "The Story of Dynamite," was shown by the courtesy of the E. I. DuPont de Nemours Company. This provoked a great deal of discussion and many questions were asked A. E. Anderson, who described the paper. John M. Jennings read a description of the United States Fuel Company's new Hiawatha tipple, after which the meeting adjourned to Hiawatha for lunch and a visit to the tipple and outside workings of the Hiawatha mine. The discussion of preceding papers continued. Paper by Joseph Harrington on "Domestic Fuel Stokers" was read by the Secretary. The expected paper by Mayne Read was not presented as Mr. Read was unable to get to Price on account of railroad conditions. The papers on the "Theory of Spontaneous Combustion," by C. P. Crawford, were also omitted through an error of the Secretary, and particular attention is called to the publication of these two articles. The new tipple of the Columbia Steel Company was described by T. C. Harvey, after which the meeting adjourned for Columbia, where luncheon was served and the nine visited. After the visit to Columbia, the delegates were taken to the Sunnyside mine of the Utah Fuel Company, where an hour was spent. Upon motion, unanimously adopted, the Secretary was instructed to express the sincere appreciation of the delegates to the Price Chamber of Commerce, the Civic Association, the Price News-Advocate, Harry Keene, Harry Duberstein, John M. Jennings, Chairman of the Committee of Arrangements, and Geo. A. Murphy of the Financial Committee, for the complete success in handling the meeting of the Institute. INTRODUCTION For various reasons I have not specified the locality where the research indicated in the following pages was undertaken. It will suffice to say that it was on the grounds of a villa once remote from, but now completely surrounded by, its neighboring city, and in close proximity to an industrial establishment of great extent and importance manufacturing many kinds of steel articles and employing upwards of thirty chimney-stacks for power and process work. The problem was to discover the cause or causes of the mortality to trees and plants on the place, and to trace these causes to their origin. Before undertaking this experimental work, the bibliography accompanying this paper was compiled and studied. It appears from an examination of the careful scientific work performed by the ablest French, German, and English chemists during the last 25 years that they are unanimous in assigning the principal-in fact, the overwhelmingly predominant-cause of the destruction of vegetation to sulphur oxides, resulting either from direct- oxidation of sulphur in oil of vitriol works, etc., or from the oxidation of the sulphur from the minerals associated with commercial coal. Schröder and Schertel showed in 1884 that the sulphates deposited upon the leaves are not injurious to the plants; and Freytag proved that free sulphuric acid could not be found

A series of laboratory evaluations examined the impact of water spray pressure, curtain setback distance, and external and underboom spray use for controlling respirable dust levels and sulfur hexafluoride tracer gas concentrations around a continuous mining machine. This mining machine was equipped with a flooded-bed dust scrubber and was positioned in the box or slab cut. Exhaust line brattice was used for all tests. Dust levels were measured in the return airway and at locations representing the operators of the continuous mining machine and the standard and off-standard shuttle cars. Increasing water pressure or using the underboom sprays produced no significant impacts on dust levels, although their interactions did produce some significant impacts. Increasing curtain setback distance often elevated dust levels, likely by reducing the amount of airflow reaching the face. Use of the external sprays created additional airflow around the mining machine that pushed the dust cloud past the scrubber inlets. This significantly increased dust levels at all sampling locations. Tracer gas levels were measured on the off-curtain and curtain sides of the cutter head and in the return airway. Increasing water pressure generally led to significantly increased gas levels on the curtain side, although a slight decrease was observed on the off-curtain side with the machine in the box cut. Increasing setback distance elevated gas levels on both sides of the cutter head and in the return by limiting the quantity of ventilation airflow reaching the face. Use of the external sprays provided additional airflow along the off-curtain side of the machine, significantly reducing gas levels in this region. These sprays adversely impacted the dilution and removal of gas on the curtain side of the cutter head. Use of the underboom sprays adversely impacted gas levels on both sides of the cutter head. Use of the external sprays provided the best control of respirable dust and face gas concentrations. The smaller increases in miner operator dust levels produced by these sprays were offset by larger reductions in face gas levels on the off-curtain side of the cutter head. Although the underboom sprays minimally impacted respirable dust levels, use of these sprays was not recommended because they increased face gas levels.

ADVANCES in mining and processing technology made it possible to reopen the De Beers diamond mine in South Africa, originally located in 1871 by Cecil Rhodes and closed in 1908. Radioactive material was used to indicate the efficiency of hydro-cyclones used in diamond concentration. Added interest was shown in recovering diamond from the sea off the coast of South-West Africa. Production of crude artificial abrasives declined because demand was paritally met by withdrawals from stocks. The value of graded grain-coated abrasives and grinding wheels surpassed those of 1962.
