With the current economic situation, the demand for nickel and other base metals has fallen significantly. More than 440 kt/yr world nickel capacity has been taken out of production within the last year, or more than 25% of the total [1]. This situation is similar to that at the end of 1970?s and it will take a number of years for the demand to recover to the levels before the economic downturn. In the meantime, the challenges facing the industry have increased due to diminishing ore grades, more inaccessible and complex deposits, mounting capital and operating costs and the various external pressures which include socio-economic, environmental, and energy challenges. All industries will be faced with paying the ?total ownership costs? in the future. This will only increase the burden on the industry. How to cope with this in what Thomas Friedman calls the ?Energy-Climate Era? [2] will be the most pressing challenge for the next generation of metallurgists and managers. It will force us to take a broader view of the problems and the solutions beyond mere technical. The metallurgists, engineers and project managers will have to look at the overall projects and their objectives in designing the solutions, requiring a top-down strategic approach.

Maghemite - A Source of Heavy Medium for Coal Washeries Use of magnetite as heavy medium in coal preparation plants has been increasing steadily in recent years. It might be in short supply in some areas or excessively costly in certain times. In Turkey, the cost of heavy medium magnetite has almost tripled since 2003. As a result, alternative sources of heavy medium material have been evaluated. A maghemite ore from Elbistan-Kahramanmaras was found to be an interesting source. Tests showed that the maghemite ore can be enriched via magnetic separation at 1556 gauss to obtain a heavy medium material with 4.93 g/cm3 density and 97.22 per cent magnetic recovery. Further tests were conducted to determine the optimum field strength for magnetic separation, friability and regeneration recovery.

Expert Online, as a software system, is aimed at providing plant operators in the minerals industry with effective training and on-the-job assistance. It incorporates a number of features to achieve this goal, of which the most important is its ability to explain the dynamics of the plant and control system in simple language, mimicking an informed plant expert who has online access to the inner workings of the plant and control system. This is made possible by a novel form of Artificial Intelligence, called the Interpreting Expert System. Previous implementations of the IES were only capable of explaining controller actions. Expert Online will extend this capability to also perform the more difficult task of explaining process behaviour. Expert Online will implement three main processes, namely the accumulation of data from the controllers and plant models, the interpretation, processing and filtering of that data and lastly communicating the relevant information to the user, both as written messages and in other audio-visual forms. Although Expert Online is aimed at the operator, other plant personnel, like supervisors and plant managers, will also benefit from it. This paper focuses on the structural and functional design of Expert Online for implementation on the latest version of Mintek’s open control platform, PlantStar, highlighting advances and additions since the previous implementations of the Interpreting Expert System and concluding with an example illustrating some of the principles.

"Aging effect on the wear resistance of alumina particulate-reinforced 6061 aluminum matrix composites with a block-on-ring wear tester has been investigated. Specimens with various Al2O3 volume fractions of 0%, 10% and 20% were employed in this work. Experimental results indicated that over-aged monolithic 6061 Al had the best wear resistance, as compared with under-aged and peak-aged conditions. For the composite containing 10% Al2O3, over-aging and peak-aging resulted in similar wear resistance, which was higher than that for underaging conditions. For the composite containing a high volume fraction (20%) of Al2O3, the wear resistance reduced with the increase in aging time. Although longer aging time was favourable to the wear resistance of monolithic 6061 Al, it was detrimental to that for the Al2O3/6061 Al composite with high volume fraction of particles. IntroductionMetal-matrix composites (MMCs) have received attention in many engineering applications because of the demands for high specific strength (strength-to-weight ratio) and specific stiffness, good high temperature capabilities and wear resistance. The manufacturing processes of fiber-, whisker-, and particulate-reinforced MMCs have been well developed (Hosking et al., 1982). Because of the reduction in fabrication cost, the applications of MMCs have been widely extended to light weight-bearing sleeves, calipers, automobile parts (brake rotors, drive shafts, connecting rods, piston rings, and cylinder liners), sporting goods, aerospace components, tanks (wheels, speed brakes, and track shoes) and other industrial applications. Among the three types of metal matrix composites, particulate-reinforced MMCs are promising because of their homogeneous and isotropic material properties and low cost. Additionally, they can be formed using conventional metal processing techniques."

Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. Empirical methods involve the scientific interpretation of real-world experience. Many problems in ground control lend themselves to an empirical approach because the mines provide us with plenty of experience with full-scale rock structures. During the past 10 years, powerful design techniques have emerged from statistical analyses of large databases of real-world pillar successes and failures. These include the Analysis of Retreat Mining Pillar Stability (ARMPS), the Analysis of Longwall Pillar Stability (ALPS), the Mark-Bieniawski rectangular pillar strength formula, and guidelines for preventing massive pillar collapses. In the process, our practical understanding of pillar behavior has been greatly enriched.

The objective of this research was to establish the relationship between production, consumption and energy cost in the surface mining of bituminous coal. Specific energy sources such as diesel, gasoline, electricity, explosives and bituminous coal were considered in this study. Gain in net energy, proportion of the cost of energy consumption and total energy cost relative to total revenue of extracted coal were determined, and a new energy efficiency index and a new energy-cost ratio were established. A case study on an operating surface coal mine was carried out to demonstrate the application of the newly developed method. The results of this study can be used by the mine operators in establishing strategies for the optimization of energy production and consumption, and for reducing the cost of bituminous coal extraction.

Although some of the platinum(II/IV) and rhodium(III) chemistry is considered ?old? and well-known, the application of modern multinuclear NMR spectroscopic methods to this chemistry in solution reveals new details about their rich and relevant solution chemistry. In this paper we will briefly illustrate that the highly-sensitive 195Pt NMR shielding is an excellent probe to explore aspects such as solvation, ion-pairing, and the hydrolysis chemistry of inter alia [PtCl6-n(H2O)n]n-2 (n=0-5). Moreover the novel use of 35Cl/37Cl and 18O isotopes effects as unique NMR ?fingerprints? leading to a new and unambiguous method of chemical speciation of the numerous possible PtII/IV and RhIII complexes present in halide-rich aqueous solutions. In the case of Rh(III) chemistry a new, direct speciation distribution diagram has been established for [RhCln(H2O)6-n]3-n complexes (n = 3-6) in HCl solution at 292 K with these methods.

The paper summarises the results of a recent study of minerals planning policies of the Member States of the EU. The study has shown that contrary to the public opinion the production of industrial minerals and construction minerals is significant the former accounting for about 20 percent of global production, the latter amounting to about 3 billion tonnes per annum. In contrast the importance of metal ores has diminished although metal production in some European countries can still be significant. The study revealed that very few Member States have clearly defined mineral policies. Common to most mineral policies is the emphasis on reducing minerals consumption and recycling whereas the important aspect protecting access to minerals resources is not adequately addressed by most policies. Access to mineral deposits is regulated in most Member States by land use legislation and administration. Information on mineral deposits in land use planning data bases tends to be scarce. This together with the absence of formal mineral policies places minerals at a disadvantage in land use decision making. The emergence in the recent past of environmental legislation and in particular environmental impact assessments has had a crucial effect on the duration of the authorization process for new mineral projects. Examples are given how minerals planning is handled in some of the Member States.

An 8.5-km (5-mile) conveyor has gone into operation in western Turkey to eco¬nomically transport crushed lignite from the mine area to a power plant. This conveyor has replaced trucks as the principal mode of transporting the lignite. One principal element of Turkish govern¬ment policy is the country's commitment to increase electricity supplies for mining and other industries. Lignite is an important source of electric power supply in Turkey. Production was about 48 Mt (53 million st) in 1987, amounting to more than 20% of the total power supply in Turkey. In the western Anatolia supply network, it plays a major role for power generation. Deposits are located in the Soma region of western Turkey. The lignite is of low quality, deposits are scattered, and the terrain is dif¬ficult and hilly. These conditions demand an economical and technically feasible method of transporting the raw material from mining areas to the central thermal power plant. The Soma power plant is located about 120 km (75 miles) northeast of Izmir, near the coast of Aegean Sea. An overland conveyor of a unique design has gone into commercial operation at the Soma power plant facilities of the Turkish state electricity organization, Türkiye El¬ektrik Kurumu (TEK). The conveyor re¬places truck transport to ensure economical use of the lignite deposits. Computer-aided design (CAD) added more precision, qual¬ity, and flexibility of engineering in design activities. It also helped quick realization of the project that was executed in cooperation with the German company Krupp Industri¬etechnik and the Turkish firm Gama Endüstri AS. Unique features The conveyor includes several major features rarely combined in a single flight: Overland long distance conveyor. • Horizontal curves. -Steep vertical concave and convex curves to match the difficult terrain. Down-hill conveying. Frequency converter drives with vari¬ able belt speed. Generating operation mode to backfeed the energy to the network. Layout The 8.5 km (5 mile) long conveyor takes the -200 mm (-8 in.) lignite from the primary crushing plant located near the mine to the central, final crushing plant located in the stockyard area near the power station. The drive and belt tensioning assemblies are situated near the tail end of the flight. The high voltage switchgear is housed in a room in the primary crushing plant build¬ing upstream from the conveyor flight. The frequency converters are installed in the low voltage switchgear room located below the control room within the primary crushing plant building. Rehabilitation of mined out areas is often enforced by environmental bonding. It is usually assumed that this process provides financial assurance that rehabilitation will be carried out as agreed at the permitting stage. Shortcomings of the current practice in environmental bonding for mining are reviewed. Of particular importance for the public, for governments and for the environment is the absence of protection against cost overruns and companies defaulting before the bond amount is entirely paid. Elements of solution are identified through the emergence of environmental insurance as a complement to bonding for cost overruns and defaults. A cover of environmental catastrophes could also be added, hence reducing the risk for the public and the environment. We examine the merit of creating a captive insurance company under the responsibility of the mining industry. The use of insurance techniques would incorporate a genuine risk management dimension to the financing of rehabilitation.

Overexposure to noise remains a widespread and serious health hazard in the U.S. service providing and goods producing industries. Excessive noise can lead to poor verbal communication and reduce the ability to recognize warning signals. These dangerous work conditions can also cause stress and fatigue. Occupational hearing loss is a permanent illness, with no recovery currently possible. Method: National Institute for Occupational Safety and Health (NIOSH) has recognized Noise Induced Hearing Loss (NIHL) as one of the ten leading work related diseases and injuries in the United States, and has emphasized its importance as one of the critical areas expressed in the National Occupational Research Agenda. Results: One of the most serious noise problems in the goods producing industries is the operation of continuous mining machines during underground coal mining. In order to minimize occupational hearing loss, noise hazards are “designed out” early in the design process. NIOSH is leading a national initiative called Prevention through Design (PTD) to promote this concept. This paper describes the quiet by design approach of a noise control that reduced noise exposures of continuous mining machine operators by 3dB(A) using the four functional areas of PTD, namely Practice, Policy, Research, and Education.

Few departments of mining, metallurgical or petroleum engineering in the United States have critical mass. Cost per student credit hour (SCH) in departments across the country are usually the highest among engineering departments, which are the highest on campus. Almost all departments are operating at fixed costs and enrollments could easily double without incurring much additional cost. However, the cost per SCH would remain unacceptably high and the probability of doubling enrollment is nil. Declining enrollment is a more likely future. The pressure to reduce SCH from university administration is unrelenting. And it has the potential for doing serious damage to program quality when standards and requirements are lowered in attempts to maintain enrollments and increase retention.

Energy required for roasting and smelting of a nickeliferous laterite ore by the rotary kiln - electric furnace process is investigated. From this work it comes that thermal energy is about 65% of the total energy needed and the rest is electrical. Also, 61.3% of thermal energy input in the roasting step (of all combustibles fed into the rotary kilns) is used for pre - heating, 11.6% for pre - reduction and the rest (27.1%) corresponds to the energy of the remaining carbon in the rotary kiln products (i.e., calcine, dust and coatings). Carbon entering the system is used as follows: 57.9% for combustion, 37.1% for reduction and the rest (5.0%) remains unburnt. Exploitation of energy from gases of both furnaces, as well as the higher possible reduction degree, the optimum temperature of the calcine and also elimination of the excess air in the rotary kilns, improve significantly energy balance and economics of the process.

As we enter the new century and close out the old, it has become standard procedure for most blasters to complete a blasting log or shot report following a blast. However, how can you be sure these completed blasting logs are worth the paper or electronic space they occupy.3 Is the recorded data accurate and meaningful? Will the blasting logs stand up under investigation? This paper will attempt to define the purpose of a blasting log, illustrate common mistakes, discuss potential problems, and indicate steps that a company or individual blaster can take to improve and protect against costly errors. The end result will be a reminder of the importance of accurate documentation following a blast that must be given the same individual effort as went into the blasting itself. This paper will also attempt to achieve a proactive training resource to improve the use of blasting logs. A completed blasting log is, quite possibly, the only witness to the overall credibility of the work of the responsible blaster. The log may remain perpetually silent, only to end up in a file that is moved progressively with time to various levels of long-term storage. But, will this silent witness be ready to speak out should a concern arise from the blasting ? Will the blasting log communicate with authority and credibility, or will it be ridiculed by investigation and silenced in shame with costly adverse results for the blaster and company? It is not enough to simply complete a blasting log. The information it contains must be accurate enough to stand the test of time and arduous scrutiny. Unfortunately, most blasters and their associated blasting companies do not realize the status of the silent witness until it is too late.

Application of teleoperated and automated mobile equipment in underground metal mines represents a promising avenue to overcome some of the challenges facing the industry. This paper addresses the issues of overall effectiveness of the autonomous loading and haulage equipment in comparison with conventional man-operated machines. It overviews and discusses the factors affecting availability, utilization and production rate. It puts an emphasis on some problems and risks not present in conventional man-operated systems, as well as their character and criticality. It stresses the need to analyze the factors affecting OEE of the autonomous equipment more in-depth than it has been done up to date and to take them into consideration at the stage of feasibility studies. The paper concludes with some recommendations and indicates the directions of the future research in this field.

The objective of this paper is to analyze the evolution of the strategic drivers of the mining sec-tor over the last half century, which has been guided by a varying and expanding list of motivations. While companies cannot survive for long unless they are making profits, the strategic drivers of the industry have gone far beyond profits since at least the mid-1970s when environmental concerns began to be taken seriously. For the most part, these forces have followed global trends and public opinion, but they have been shaped and magnified by the significant, often dominant role that the mining sector plays in many economies. While the mining sector used to be primarily motivated by the first pillar of sustainable development -i.e. the economics pillar-, in the 1970s the second environmental pillar became an important factor in decision making, and in the 1990s the third social pillar emerged as a major driver.1 The entrance of new strategic drivers has also had considerable impact on technological and organizational developments in the mining industry; however, technological changes, driven by cost reduction considerations, have in turn impacted the strategic drivers of the industry, resulting in the need for further technological and organizational developments.

The year 1977 generally was a year of growth in overall world mineral industry activity, although there were downturns in major elements of the world's iron and steel industries. The sharp upturns in market economy nation activities that were noted in 1976, following the reduced performance levels of 1975, were moderated, and in the centrally planned economy nations, overall mineral industry activity apparently continued to increase, but at a pace in keeping with that of 1916 rather than at the higher rates of the earlier 1976's. Noteworthy during the year, if only in a negative sense, was the inability of world powers to reach any significant agreement on issues relating to deep seabed mining. Interest from a commercial viewpoint centered around deposits or so-called manganese nodules. These materials, which indeed are chiefly manganese in terms of their content on a quantitative basis, really were of commercial interest primarily far their copper, nickel, and cobalt content. Participants at the Third United Nations Law of the Sea Conference looked into seabed mining rights, but reached no mutually agreeable decisions.

In the interest of safety in mining, the Bureau of Mines recommends: 1. That cages or skips used for hoisting or lowering men in vertical and steeply inclined shafts shall be provided with safety catches designed to prevent falling of the cage or skip if the hoisting rope or other connections break; and 2. That cars used. for hoisting or lowering men with ropes in slopes shall be provided with arresting devices, other than ordinary brakes, that come into action if the hoisting rope or other connections break. In presenting this decision, it is recognized that the principal requirements for safety in hoisting operations are the use of hoisting ropes of ample size and strength to provide a factor of safety recognized as adequate by the best en engineering practice; their proper care, protection against undue wear and corrosion, and frequent inspection; and immediate removal of ropes from service when inspection or tests cast doubt upon their further safe serviceability.
