The utilization of high sulfur Illinois coal by utility plants has been decreasing since the enactment of 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.

Presented is a rigorous solution for the three-dimensional stability analysis of vertical shafts (excavations) subjected to the self-weight of the soil based on the upper-bound theorem of limit analysis approach. A rigid-block translational collapse mechanism is assumed, with energy dissipation taking place along planar velocity discontinuities. This mechanism is optimized to obtain the critical failure mechanism giving the lowest factor of safety for stability of shafts. Based on comparisons with other solutions, the method is generally found to be accurate in predicting the stability of vertical cuts.

The selective depression of pyrite obtained from Kentucky No.9 seam in coal flotation with various kinds of inorganic and organic chemicals was systematically examined. Most of the organic chemicals tested showed little selectivity in pyrite depression. It was found that both orthophosphate and pyrophosphate were effective for the selective depression of coal pyrite in coal flotation using fuel oil as a collector. At substantially low concentrations of pyrophosphate, the flotation of coal pyrite was completely depressed over a wide pH range, while the coal flotation remained unaffected. The mechanism of the selective depression of pyrite by phosphates has been explained with the help of thermodynamic calculations of iron-phosphate-water systems and zeta potential measurements. It was shown that pyrophosphate reacts strongly with iron ions of pyrite to form stable hydrophilic iron pyrophosphate complexes on pyrite surfaces.

The Palabora Mining Company has successfully extended the life of its operation by developing a 30,000tpd block cave underground mine below the now closed open pit. The process of transitioning from surface to underground mining has been technically, operationally and managerially challenging. This has been due to a number of factors; in particular, the development of a block cave in a very competent rock mass. The competence of the rock mass is clearly demonstrated in the open pit that preceded the block cave, one of the steepest deep open pit excavations in the world. With cave breakthrough, however, the pit was ?instantaneously? deepened by 400m causing a major failure of the northwest wall involving close to 100Mt of waste material.

A belt-wearable self-contained self-rescuer (SCSR) manufactured by the CSE Corp. and designated the "SR-1OO" was evaluated for safety in the underground mine environment by the U.S. Bureau of Mines. The evaluation consisted of laboratory tests on the chemicals contained in the unit and field trials to simulate the mine environment. This report summarizes the test results and compares the results with those from earlier tests with chemical and compressed oxygen self-rescuers. It was concluded that the new SCSR did not pose any different or more severe hazards than the earlier units. In view of the mine-proven safety record of the SCSR's now in service, no reason could be found to disallow use of the belt-wearable unit.

Declining metal prices over the last few years have reduced the number of new metallurgical plants being built and limited opportunities for introducing new processes. However, technological advances are still being made. With increasing economic pressures, the emphasis is now on reducing unit costs by making equipment larger and through use of technologies with lower operating costs. This trend can be seen in the increasing size of grinding mills and flotation cells used in recent plant designs and in the adoption of HPGR crushing as an alternative to SAG milling. Few new technologies achieve widespread introduction until there are clear economic or operational drivers. These might currently include: ò          increasingly stringent environmental standards; ò          availability of exotic materials for equipment construction; ò          increasingly sophisticated instrumentation and control systems; ò          the need to treat increasingly refractory oretypes; and ò          the length of supply routes to many new plants. As a result of these drivers, a number of new and revitalised technologies will get increasing prominence in the design of new operations, such as: ò          use of ultrafine milling equipment such as MIM's Isamill for treatment of refractory gold ore concentrates; ò          use of thiourea as an alternative for cyanide in sensitive locations; ò          novel hydrometallurgical routes for treating base metal ores in remote locations; ò          paste thickening for tailings deposition; and intensive cyanidation of gravity concentrate

In mineral exploration the place that yields the first significant result is marked and two questions are posed immediately. Where should the next sample be drawn and how big should it be? At present the answers are arbitrary and ad hoc. They depend on personal experience and sentiment?that is hunch. The thought processes involved in reaching the decisions are unsatisfactory and unsatisfying for professionals. This paper proposes guidance on choosing sample spacing and sample size. The guidance is obtained from the grades of the samples. The grades also imply the extent of influence of each sample assay. Thus sampling and assay are integrated. The integration is achieved by changing the unit of value in which assays and grades are expressed and by exposing meanings and functions of grade beyond that of measuring rock value. The proposals are extended to guide comminution of particle size in sample size reduction and to deal with the problem of erratic high assays. Also, elucidation becomes possible of the computation of a reliable figure for average grade as a statistical weighted mean.

Conventionally low carbon ferromanganese is manufactured globally by refining high carbon ferromanganese in liquid state. This process is an expensive and lengthy technique. Hence, the present work was undertaken with the objective of understanding the feasibility and kinetics of the solid state refining of ferromanganese. The process involved transformation of carbon rich carbides viz. Mn3C2, Mn7C3 into metal rich carbide i.e. Mn15C4, Mn23C6 by subjecting the alloy powder to a flowing stream of carbon dioxide. Effect of the process governing parameters such as time, temperature, particle size, pressure on the extent of decarburization was studied. Without any loss of manganese in the form of fumes or slag, it was observed that, there was substantial reduction, viz. 65 per cent in the total carbon content, by this technique. Subsequently, the process was investigated to find out the mechanism of carbon removal. Depending upon the temperature and the particle size, it was found that the rate controlling mechanism changes from chemical reaction control to product layer (ash) diffusion control. The activation energy for each of the aforesaid mechanism was computed. The values thus obtained substantiated the aforesaid mechanisms.

Long-haul dump (LHD) vehicles used in underground mining are known to expose workers to important levels of whole-body vibration1. These vehicles are generally designed without suspension and may be categorized as small or large LHDs depending on whether their respective load capacities are lower or larger than 3.5 cubic yards. While the majority of older vehicles are equipped with a rigid or unsuspended seat, more recent LHDs often incorporate a suspension seat. The objective of this study was to define the vibration spectral characteristics of most commonly encountered large and small LHD vehicles operating in mining operations. This was done in an effort to categorize the vehicles in terms of vibration spectral classes to be reproduced on a laboratory whole-body vibration simulator to assess the vibration attenuation performance of a typical LHD suspension seat. Methods Vertical vibration measured at the seat attachment point of 8 small and 8 large LHD vehicles operating underground in typical mining operations under loaded and unloaded conditions was considered as the basis for defining the spectral classes. By regrouping the data collected for each LHD vehicle size and load condition, the overall distribution of acceleration power spectral density (PSD) of measured floor vibration was determined over the 0.5 to 20 Hz frequency range. Mean and envelopes of maximum and minimum values of PSD spectra were computed to define the spectral classes, along with the corresponding values of frequency weighted rms acceleration determined in accordance to the ISO 2631-1 standard2. These spectra were further used to calculate the displacements needed to drive a whole-body vibration simulator consisting of a platform supported by two servo-hydraulic actuators having a total stroke of ±100 mm. For validation purposes, the vibration acceleration spectra measured on the simulator were compared with the target spectra representing the spectral classes. Finally, the vibration transmissibility characteristics of a typical suspension seat were determined under sine sweep excitation using both a rigid mass load and a human subject having a mass of 62 kg and 85 kg, respectively. The SEAT value, representing the ratio of seat to base frequency-weighted rms acceleration, was further measured under each of the defined LHD vibration spectral classes by loading the seat with an 85 kg subject. Tests were repeated three times and the mean SEAT values were determined to assess the seat’s ability to reduce exposure to whole-body vibration in LHD vehicles. Results Three spectral classes applicable to both loaded and unloaded conditions were defined as shown in Figure 1: one for large and two for small LHDs. The influence of load on frequency-weighted rms acceleration was found to be negligible for large and Class I small LHDs, while a shift of the peak acceleration PSD to lower frequencies was noted for the loaded vehicles. The Morley Coal Measures (Upper Cretaceous) at Ohai Coalfield were deposited in an intermontane basin alluvial environment of entirely terrestrial aspect. Within this regional setting, three distinct types of depositional environment are recognised; these are: (i) a sand-dominated (South Saskatchewan type) braided river system characterized by channel-bed dunes and possibly compound bars; (ii) a well-drained floodplain environment frequently subject to crevasse-splay and overbank-flow sedimentation; and (iii) a poorly-drained, commonly peat-accumulating backswamp environment locally traversed by tributary drainage systems and occasionally inundated by crevasse splays and overbank flows. All major coal seams of the Morley Coal Measures originated within forest moors under predominantly telmatic (periodically inundated) conditions. The peat-forming vegetation comprised largely arborescent forms (dominantly conifers), in addition to pteridophytes and bryophytes. In-seam vertical variations in coal type indicate groundwater levels initially decreased and then increased during the lifetime of a particular peat swamp, possibly in response to a change in the migration direction of an adjacent fluvial system. The proposed depositional model for the Morley Coal Measures has the potential to be utilised during exploration programmes and mine development to impart greater objectivity to predictions concerning seam geometry and continuity, trends in coal type and quality, and likely roof and floor conditions.

Many flotation plants use pH to adjust the pulp chemistry of their system to achieve optimum separation. For example, in a sequential lead/zinc circuit the pH during sphalerite flotation is increased to 10.5 or greater to depress galena and pyrite, thereby improving selectivity for sphalerite. However, maintaining a pulp at a particular pH value does not necessarily provide the operator with an abundance of information regarding the chemistry changes occurring within a plant. This paper provides the reader with a number of pulp chemical observations in several plants, showing that the same trends are noted over time; however, the magnitude of the measured values do change. Further, the changes in magnitude are invariably associated with a change in mineralogy. Thus, is measuring pH enough? Can the Eh, dissolved oxygen and temperature be measured at the industrial scale reliably? And, are these measurements useful?

The efficiency of the current design methods for computing pile resistances is evaluated using field load-settlement tests results. Twelve load-settlement test data for drilled shafts and bored piles were obtained from the literature. These load-test data were fitted using the ?t-z? method. Subsequently, the ultimate resistances were evaluated based upon the failure criteria from following methods: (1) the Davisson?s approach and (2) settlement corresponding to 5% or 10% shaft diameter approach. The ultimate resistances for these drilled shafts and bored piles were also predicted using methods based on the design code from North America (United States, Canada), Europe, and Asia (Japan). The pile resistances determined from field load-settlement tests were compared with those calculated using the design codes. The comparisons show that most design codes predict a conservative resistance for drilled shafts and bored piles. However, in the case of drilled shafts, we find that some of the design codes can over-predict the resistance and, therefore, should be applied cautiously. This research also shows that ?t-z? method can be successfully used to predict the ultimate resistance and the load transfer mechanism for a single pile.

Q.E.D. (QED) is a blast design and evaluation model that allows full three-dimensional design specification including the development of unique “live” terrains and an unlimited variety of complex charge configurations. QED’s analysis package allows the examination of likely outcomes resulting from changing various design variables in terms of vibration, fragmentation, rock-mass damage and muck-pile profile. Especially applicable to use cautious blasting applications, QED’s damage model uses vibration to estimate rock damage beyond excavation boundaries. This relates directly to operations such as Yucca Mountain Nuclear Waste Repository in Nevada, where damage beyond the excavation perimeter must be tightly controlled. The U.S. Department of Energy (DOE) h as b een studying a site at Yucca Mountain, NV to determine its suitability for long term storage of nuclear waste. The main mechanism of waste isolation will be the natural barrier of the host rock Total Systems Performance Assessment (ISPA) is used to model the excavation design and its behavior over time. Of importance to TSPA is quantifying the condition of the rock-mass before and after excavation. Ideally, there should be no excavation-induced changes to the rock-mass’ structure (removing the requirement to model the effects). At the least it may be possible to keep excavation-induced damage far enough away from waste packages so that modeling of these effects will not be required. QED can calculate a prediction of the extents of blast induced damage to the rock-mass. By using this metric as a design parameter, it may be possible to complete excavation of the repository more rapidly and inexpensively than previously thought, without jeopardizing the structural integrity of the waste containment areas or requiring blast damage to be modeled by the TSPA. This paper will explain the structure of the QED blast modeling system and show the analysis of historical data from Yucca Mountain. Processing of the historical data and the subsequent results will demonstrate how blast modeling can be used on an ongoing basis to assist the excavation process at Yucca Mountain.

"INTRODUCTION AND SUMMARYDuring the latter part of 1943 a magnetometric survey was conducted by the Geophysical Division of the Bureau of Mines at the mine, Putnam County, N. Y., in an endeavor to locate a segment of the body that reports state was cut off by a fault. The Mahepac mine was abandoned about 1895 after producing nearly 1,000,000 tons of high-grade magetite iron ore. The results of the investigation indicate the termination of the ore body by ""pinching"" or a displacement of such magnitude as to place any extension at a considerable distance the original ore body. This report describes the work done on the project and presents the data obtained. ACKNOWLEDGMENTSThe Bureau of Mines has been investigating deposits of critical and essential minerals in the United States and Alaska since 1939. The Mahopac mine was visited by W.T. THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. Retreat mining plays an important role in the coal production within Kentucky and the Appalachian Coal Basin. In Kentucky, the majority of retreat mining is performed in the Eastern coal field. However, since September 2004, Kentucky has suffered four mining fatalities during retreat mining operations, and the coal industry has focused attention on the safety concerns associated with retreat mining practices. The Kentucky Department of Natural Resources (KYDNR) engaged Marshall Miller & Associates, Inc. (MM&A) to conduct a study to ensure that retreat mining is utilizing the best technology currently available and that the current available employee training programs afford maximum safety to miners. MM&A studied 34 coal mines that were conducting active retreat mining operations and represent about one third of all the mines with approved retreat mining plans in Kentucky. This paper summarizes the major research work conducted (Feddock and Ma, 2006) and recommends the practical methods for improving safety during retreat mining operations.

Soil Nail walls, like any other structure, must meet high standards of design to be acceptable to the public and owners. On the other hand, the concept of soil nailing trails behind other structures in terms of defined design criteria that are commonly acknowledged. This is not to say that soil nail walls need to be less safe or less conservative than alternative more conventional concepts. Instead, the lack of established design criteria and design methodology entails that rules of thumb from past experience, overly simplified calculation assumptions, and the engineers' common sense judgement must substitute for a complex analysis of true stability and wall performance. Those "design approaches" must be conservative to ensure an adequate structure. Also, soil nailing may not be perceived prudent where site conditions are considered beyond past experience. For instance, site conditions may be perceived out-side the scope of soil nailing applicability where walls are very high, soil parameters variable or low, or nearby buildings close to the wall edge. Any discussion of growth and future requirements has to begin with people--both their number and their needs. Both have been rising ever since any American can remember. Together, the number of people, which has been increasing rather modestly, and their wants and desires for material things, which have been increasing very sharply, seemed to have comprised a growth imperative in mineral consumption in the United States, especially during the last several decades. While the Nation's birthrate is now well below the replacement rate and still falling, the built-in momentum of the post-World War II population boom will continue to be felt well into the 21st century. Even using the modest projection of a 0.8 percent yearly increase, we are still looking at the possibility of 265 million Americans being around by Year 2000.
