Abstract This paper deals with the application of the cyanide process to recover gold from a pyrite concentrate produced by means of differential flotation. This concentrate before cyanidation contains from 0.09 oz. to 0.14 oz. gold per ton, of which only about 60 per cent is recoverable. The rest is so fine that it remains interlocked in the pyrite and therefore is not acted on by the cyanide. The concentrate also contains about 15 per cent pyrrhotite and 0.4 per cent chalcopyrite, both of which are cyanicides. The cyanicidal effect of the pyrrhotite is inhibited by preacracing the pulp with lime, and maintaining a high lime alkalinity during cyanidation. The effect of the chalcopyrice is reduced as far as possible by removing those particles which are free by means of a further flotation step immediately prior to cyanidation. This involves the flotation of some very fine material. After nullifying as far as possible these two cyanicides, the concentrate is cyanided directly, i.e., without being roasted. This leaves the pyrite available for subsequent sale as a source of sulphur dioxide and sulphuric acid, and the entire residue of the cyamde plant, amounting to about 500 tons per day, 1s now being disposed of in this way. Prior to deciding on direct cyanidation, a number of laboratory roasting tests were made. These showed chat, 1f proper control were exercised, a better recovery of gold could be effected from the roasted product than by the direct method of treatment. The tests also showed that the capital cost o the plant would be much higher than that needed for the procedure adopted. The possibility of subsequently selling the pyrite for its sulphur content would also have been eliminated. Introduction A previous paper has described in considerable detail the application of the flotation process to improve gold recovery from Noranda's milling ore, and in so doing has covered the production of an auriferous pyrite concentrate. The present paper deals with the recovery of gold by cyanidation from that concentrate. This gold, though intimately associated with the pyrite, can, for metallurgical purposes, be considered as all occuring in the native state.

Wangaloa Coal Mine opened in 1945, and by the time of its closure in 1989, had produced 750 000 tonnes of coal and disturbed an area of 75 ha. The original mining licence required land rehabilitation to exotic forestry, however the current owner, Solid Energy, has worked with Crown Minerals and local councils to write a new rehabilitation objective. The site is now being stabilised and replanted with native species, and may be available for public use before the coal mining licence expires in 2007. Site discharge permits expire in 2017, and by that time, it is anticipated that discharge water chemistry will be similar to background levels. MWH are currently contracted for management of the mine rehabilitation project. The Kaitangata coal unit mined at Wangaloa is sulfurous lignite with associated pyrite. Kaitangata coal contains 3.2 wt per cent sulfur, which is higher than most New Zealand coals. Initial analyses at Wangaloa indicate low pH (2.56.2) values in soil, groundwater and surface waters as a result of acid rock drainage (ARD) processes, leading to increased metal mobility and challenging conditions for vegetation. Pilot studies indicate pinus radiata needles contain up to 67 mg/kg boron, and elevated As, Cu and Zn concentrations in surface waters. The main lake at the site has a pH of approximately 4.9, despite lime dosage in 2002. There is a real need for a complete geochemical model of the Wangaloa coal mine. Such a model could be applied to similar restoration projects, and would assist by pinpointing geochemical processes and toxic metal relationships most harmful to the receiving environments. Using this model, rehabilitation in the future will be targeted and more efficient. This project is part of a larger scheme to characterise and model the Wangaloa mine site restoration, including waters, soil, vegetation, geology and invertebrates.

WE are living in a mineral and technological civilization. The Encyclopedia Britannica defines civilization as follows: "It is the final test of a progressive civilization that a given effort shall produce a larger modicum of average individual comfort, and the pursuit of this ideal has been from first to last the impelling force which drives civilization onward". This "individual comfort" demands labour-saving machines and devices such as motor cars, radios, and thousands of other inventions, most of which require minerals and metals in vast quantity for their manufacture. In fact, more minerals and fuels have been used in the last third of a century than in all previous world history. Since 1800, the world's production of metals has increased more than a hundred fold (1). Scientific discovery is now advancing on a wide front, thanks to the research work that is being carried on in progressive countries. The world's work is now being done with very much less human drudgery than in the past. We do not have to toil for our living as our ancestors did, even if we follow their occupations. The average man has had many years added to his life-span, but, apparently, little to his spiritual stature and less to his common sense.

The Government of Canada recently passed a new regulation to control the liquid discharges from metal mines in Canada. The Metal Mining Effluent Regulation of the Federal Fisheries Act will come into force within the next six months. As a result the Ontario Regional Office of Environment Canada has developed a compliance promotion program to accompany the new regulation. How the mines implement the regulation will be key to its success. This paper will briefly outline the components of this regulation, including the reporting structure, the discharge parameters and limits, as well as the requirement for the mines to conduct long-term environmental effects monitoring on their effluent discharge. The presentation will give a brief account of the compliance promotion program, and then focus on the spill trends from Ontario mining operations. The province of Ontario has the largest concentration of metal mining operations in the country with approximately 40 active mines.

Lack of skilled workforce in mining industry during the current decade has been a serious concern for most mining organization globally. At the beginning of this decade the major envisioned difficulty was related to generational breach of mining professionals. By 2003, mining industry recover from a low metal prices cycle following by a worldwide mining investment boom in 2005 that triggers a talent war among mining companies that was not only limited to professional level but skilled operators as well. Despite world?s economy collapse in October 2008, impact on mining industry was small comparing to other industries and appears to show evidence of healing. Under this context, fundamentals that have been driven lack of skilled workforce for the mining industry in previous years still valid. Starting in 2007, Minera Argentina Gold SA - Barrick Veladero, subsidiary of Barrick Gold, initiated an innovative selection and training program for candidates without exposure to mining. Following our corporate social responsibility mandates, Barrick Veladero decided to change its hiring process entirely, concentrating on selection and training of local people with no experience rather than hire experienced mining operators. This paper shares Barrick Veladero experiences on its hiring program, challenges faced, and current results.

This paper discusses the determination of the percentage of crystalline material in a natural silica deposit which would be considered harmful to health (<10 ¦m). A sample of the natural silica material was recovered and split into a number of subsamples. Samples were sieved using a conventional dry sieve to remove material >300 ¦m before testing. Particle size analyses of the fine fraction showed 75 per cent of the material was below 10 ¦m. Initially XRD and XPS were run on the samples to determine the minerals and composition of the sample. The XRD revealed strong quartz peaks and smaller tridymite peaks with a high amorphous background. The XPS indicated traces of iron, titanium and carbon with dominant silicon and oxygen peaks. The structure of the sample was investigated using the SEM. It was apparent that there were a number of larger quartz crystals (>30 ¦m) with a mix of amorphous and crystalline in the finer fraction. It was also observed that amorphous material was attached to the surface of the crystals. In order to determine the percentage of crystalline quartz a known amount of quartz was added to the sample incrementally. On each addition an XRD scan was performed and the area under the peaks recorded. Back analysis of these peaks with an assumed percentage of crystalline material in the original sample gave a crystalline content of 30 per cent. The quantity at the respirable fraction was estimated to be 18.7 per cent.

This report presents guidelines on methods of dust control in conventional coal mining operations. The normal mining cycle and equipment used in a room and pillar conventional section are described. Main ventilation, section ventilation and face ventilation are discussed in detail. Proper installation of line brattice, maintenance of proper air flows at the face and split ventilation are stressed. The effects of maintaining the end of the line brattice near the face are described. The advantages and disadvantages of blowing and exhausting face ventilation are presented. The use of water sprays on cutter bars and loading machines is described. The design of a nonclogging water spray system developed under a Bureau of Mines contract is presented. Other methods of reducing dust exposure are discussed and include alternative procedures for shot firing and administrative controls.

The European Union has listed vanadium (V) as one of the critical raw materials for the transition to a future green society, as stated in the Critical Raw Material Act, written by Grohol and Veeh (2023). In the steelmaking industry based on V-containing iron ore, V is a possible by-product from the slag. A requirement for slags to be suitable for V extraction is a V content preferably above 8 wt per cent as V2O3 and a phosphorus (P) content below 0.1 wt per cent as P2O5. Hence, it is important to keep V in the slag phase while the P is moved to the metal phase during the steelmaking process.

As new legislation drives to lower SO2 emissions from metallurgical plants, plant managers face the challenge of keeping their costs under control. The Cansolv® SO2 Scrubbing System has been broadly adopted in the non-ferrous industry as a cost effective solution for smelter operators to meet the new SO2 emissions targets. The Cansolv® SO2 Scrubbing System is an amine-based regenerable process that selectively absorbs SO2 from a variety of gases, including dilute smelter gases, such as furnace and converter gases. The system produces a pure, water-saturated SO2 byproduct stream, which can then be directed to the front end of a sulfuric acid plant for conversion to sulfuric acid. When deployed in a smelter complex, the Cansolv® SO2 Scrubbing System may also be used to process acid plant tail gas, allowing single absorption sulfuric acid plants to achieve emissions an order of magnitude lower than that of a double absorption acid plant with a lower capital investment. Depending on inlet gas temperature SO2 emissions in the treated gas can be controlled to as low as 55 mg/Nm3. This paper will describe some of the applications where customers have or are planning to use the Cansolv® SO2 Scrubbing System and what as well as which features and cost advantages for the treatment of smelter gases were key to the technology choice.

When most people think of explosives transport they think of a hazardous operation. We all know that we aren’t allowed to transport explosives through tunnels and are discouraged from traveling through heavily populated areas. Popular opinion suggests that explosives transport is a very risky operation. The authors decided to look into this a little more thoroughly and found just the opposite to be true. While there have been some disastrous world-wide accidents involving the transport of industrial explosives, this is not the case in the U.S. Over the past 10 years, accidents related to the transport of explosives used in mining and construction have resulted in 5 major injuries, 11 minor injuries, and no fatalities. Explosives and ammonium nitrate (AN) transport outside the U.S. has not had such a good record; there have been 4 major explosives or AN transport accidents resulting in a total of more than 300 deaths. Most of these fatalities could have been prevented if the accident site had been evacuated once the explosive or AN cargo began burning. The safe history of explosives and AN transport in the U.S. is due to diligent efforts by government, labor, and industry. However, accidents will become more common and disastrous if we become complacent.

Better utilisation of electric power and coke is vital in reducing production costs and CO2-emissions in production of ferromanganese. All FeMn smelting operations consume 10 to 30 % more carbon than the carbon needed to reduce MnO and FeO to metal and the carbon contained in the alloy. Potassium which re-circulates and builds up in the furnace has been shown to be the main culprit causing both excessive carbon consumption, by catalysing the Boudouard reaction, and increased electric power consumption. The reaction between CO2 and ordinary metallurgical coke or coke impregnated with potassium has been studied at temperatures from 800 to 1100°C in a thermobalance apparatus. Ordinary coke did not react to any great extent at temperatures up to 1000°C, whereas the addition of potassium (2-10 %) resulted in a huge increase in reaction rates. The ultimate goal is to fit the results into a reaction rate model containing the equilibrium constant for the solid-gas heterogeneous reaction between CO2 and a free active site on the carbon reactant producing CO and adsorbed oxygen (an occupied site). The model includes the partial pressures of CO and CO2, a reaction rate constant that is a function of both the total number of reaction sites of carbon, and the potassium content. The potassium dependency is taken care of by introducing activity coefficients for the carbon sites. As the first step towards such a model, a regression line for the Boudouard reaction rate has been established.

"This paper presents results of a study undertaken to determinethe feasibility of mining plains overburdens with bucket wheel excavators. Based on extensive geotechnical testing of overburdens under study, the relations between material geotechnical properties and its cuttability were defined. The properties with the highest correlations to the cuttability werethen used to develop the material diggability classification. This classification may be used for identification of overburdens and coals mineable by bucket wheel excavators.IntroductionLow cost of mining and high productivity can be achieved when mining unconsolidated soils and soft rocks with bucket wheel excavators. As a result this mining equipment will likely be introduced into plains coal mines. At present there are plans to use a bucketwheel excavator (BWE) in at least one mine by the end of this decade. Unfortunately, the performance of a BWE deteriorates rapidly with the increasing strength of mined material. To avoid costly misapplication, material diggability must be defined in advance of an application (i.e. the force required at the cutting edges of BWE buckets must be quantified). Correct definition of material diggability permits reliable selection of a BWE, or may indicate unsuitability of this equipment for a particular application.The reported studyu i was undertaken to investigate the diggability of typical prairie overburdens and thus provide a guidance for likely future applications of bucketwheel equipment. Investigations concentrated on the parts of overburden most likely to create problems for a BWE mining. These are defined in Table 1. At present, thin layers of the two investigated materials (samples K and L) are mined by a BWE in an oil sand mine, after being loosened by blasting."

Polymer dispersants, also known as grinding aids, are widely used to reduce the viscosity of mineral particle suspensions and to improve energy efficiency during fine grinding. In this study, the effect of polymer dispersant with different molecular structure on the suspension properties in the wet stirred media milling of limestone was studied. The stability of suspension was studied by combining rheological and zeta potential measurements. The PDI value of polymers corresponds to the width of the molecular weight distribution so that low PDI corresponds to narrow MW distribution and high PDI to the wide one. In this study, two traditionally fractionated polymer dispersants with high PDI (over 2) and one novel polymer dispersant with low PDI (1.2) has been tested. It was noticed that dispersants worked as electrosteric stabilizators and prevented the agglomeration of ground limestone particles. The uses of dispersants could increase solids concentration used in the grinding experiments and at the same time lower the particle size and specific energy consumption. The obtained particle sizes were about 1 µm regardless of which dispersant was used or the amount of it. The novel dispersant with low PDI reduced viscosity most when compared with the traditionally fractionated polymer dispersants. Results indicated that even higher solids concentrations can be used at the same amount of dispersant when the novel low PDI polymer dispersant is used. Alternatively, lower dosage of novel low PDI dispersant can be used compared to traditionally fractionated dispersants.

The Unit of Toxicological Risk Assessment of the Finnish Institute of Occupational Health (FIOH) is conducting a 'Health Risk Assessment for Metallic Chromium and Trivalent Chromium' under the sponsorship of the International Chromium Development Association (ICDA) and the International Stainless Steel Forum (ISSF). This risk assessment will be conducted in accordance with the current European Union legislation in force (Council Regulation 793/93/EEC, Commission Regulation 1488/94/EEC, Dir. 67/548/EEC), but also to meet the regulatory obligations as set out in the European Commission REACH legislation proposal (Consultation Document, the Registration, Evaluation, Authorisation and Restrictions of CHemicals). Further aims include outlining the criteria for the setting of occupational exposure limits for metallic chromium and trivalent chromium compounds. Human Health Risk Assessment according to the current legislation shall entail hazard identification of the toxic end points (acute toxicity, irritation/corrosivity, sensitisation, repeated dose toxicity, mutagenicity, carcinogenicity, reproductive toxicity) including, as appropriate, dose (concentration) - response assessment, and derivation of the N(L)OAELs (No (Lowest) Observed Adverse Effect Level) and/or DNELs (Derived No Effect Level). Exposure assessments for workers, consumers and humans exposed via the environment take into account all the known intended uses. Risk characterisation will compare the typical and/or reasonable worst case exposure estimates to the N(L)OAELs or DNELs to determine Margins of Safety (MOS) for all human populations by each exposure scenario and type of effect, followed by conclusions about the presence or absence of risk. Although all of the key elements of existing legislation remain in REACH, the principal change is that, the burden of proof will be transferred from the member state authorities to industry. The new proposed format of Chemical Safety Report (CSR) will include Risk Management Measures (RMM) as an essential part of the report in addition to the risk assessment. The RMM plays a role in the evaluation of further testing needs and advocating reasons for possible waiwer of requirements. The research programme started in March 2002 and will be completed within the time frame of two years.

D.G. Wilder I found the suggestion that the amount of displacement of a fault can be numerically related to the thickness of gouge or breccia to be both intuitively satisfying and intriguing. I have long agreed that there is some type of relationship between the amount of gouge and the amount of displacement of faults. I congratulate the author for developing a numerical relationship between them. However, I am concerned that the limits for applying this relationship be fully understood. An underlying assumption in this approach is that there is either a uniform thickness of gouge or breccia along a given fault or the thickness does not vary widely. Since it is not always possible to confirm this, the displacements derived by this method should be viewed with caution unless significant fault extent can be observed. At the Nevada Test Site, in drifts constructed in granite for test emplacement of spent nuclear reactor fuel, we found a fault with 0.3 to 0.4 m (12 to 16 in.) of clay gouge. Within a few meters of this location, the fault had no clay gouge, but rather consisted of a highly fractured zone with significantly altered rock and some slickensides. Based on Fig. 1, the 0.3 to 0.4 m (12 to 16 in.) thickness of gouge would indicate a displacement in excess of 30 m (98 ft). However, no gouge thickness would indicate essentially no displacement. Based on a quartz vein that terminated on the fault, and is not identified nearby, an estimated displacement of more than a few meters was made. This estimate is consistent with that obtained using the regression line proposed in the paper if the 0.3 to 0.4 m (12 to 16 in.) thickness for the gouge is used. However, using the regression curves with zero thickness would not yield results consistent with what was observed in the field. Therefore, it is important to recognize that the suggested procedure would properly yield a range of probable displacements. ? *Work performed under the auspices of the US Department of Energy by the Lawrence Livermore National Laboratory under Contract W-7405-Eng-48. Reply by E.C. Robertson It is certainly true that the t (thickness) of gg-bx (gouge and breccia) on a fault does vary along the fault. My observations have been that near the termination of a fault, the displacement d is small and the t is also small, whereas the maximum d and t will usually be found in the central part of the fault. The information on gg-bx and t of the fault found in granite in the NTS tunnel by Mr. Wilder could be interpreted somewhat differently than he does. He speaks of the fault changing within a few meters from 0.3 to 0.4 m (12 to 16 in.) of clay gg to "a highly fractured zone with significantly altered rock and some slickensides," but no gg. The highly fractured rock may be taken to be bx, rock not so finely ground as gg but still crushed by the fault movement, equivalent to the gg in my usage, and probably occupying about the same t. Mr. Wilder's estimates for the fault in the NTS tunnel for t of 0.3 to 0.4 m (12 to 16 in.) and for d of a quartz vein, in excess of "a few meters," would place the point on the low side of the central trend line in my Fig. 1, at the lower limit. There is, of course, a problem with determining d using displacement of only one planar surface. It would be greater or lesser depending on the rake of the movement. Finally, estimating the d of a fault from its t should be made with awareness of our present uncertainties, as pointed out by Mr. Wilder. Although the central trend line in my Fig. 1 has a ratio of d/t of 100, I have put the limiting ratios at 10 and 1000. Understanding of the values of the ratio will be improved only with collection of more data, for which the discussion of Mr. Wilder is much appreciated. G.C. Waterman E.C. Robertson's paper provides significant information to a geologist attempting to deduce fault offset by noting the products of structural dislocation. However, considerable mapping in underground and open-pit mines, and examination of structures produced in different geological settings, have convinced me that gouge and breccia thickness are controlled by geological conditions and fault movement. The following paragraphs suggest geological variables that control them. 1. Depth of Loading A near-surface fault resulting from tensional stress has more breccia/gouge than is produced by a similar stress at considerable depth. A deep-loaded compressional stress may produce a linear zone of schist, or structural dislocation may occur along an earlier formed belt of schist. Such "shear zones" are common in Canadian mines in precambrian rocks. In neither case can offset be directly deduced by an analysis of the minimal gouge/breccia in the shistose rocks. At greater depth, stress may be partially to wholly relieved by flowage. I vividly recall first noting the regional "Midas Thrust" in the Lark mine, Bingham Mining District, UT (where we called the structure the North Fault). My recorded notes, as I remember them, showed a narrow gouge streak separated the `Jordan" and "Commercial" limestone units from impure, muddy limestone beds of uncertain stratigraphic position. An experimental technique has been developed for carrying out a dynamic tensile stress-strain test in which plastic strain is measured continuously throughout the microstrain region extending through the macroflow region to total deformations of 5 pet. The tests were carried out on niobium, samples having interstitial impurity levels of 160 and -800 ppm at temperatures ranging from room temperature down to 100°K. A band spectrum of activation energies was obtained from calculations based on the measured activation volumes and temperature dependence of flow stress. The inability of a single rate-controlling process to predict such a phenomenon has led to the proposal that several sequential rate-controlling dislocation mechanisms are operative in the preyield micro-strain region. These are thought to be: the motion of geometrical kinks, the formation of double kinks in edges, and finally in the macrostrain region the formation of double kinks in screws. In less pure niobium the effect of interstitial impurities is shown to be dominant in the microstrain region, suggesting that a fourth probable mechanism is overcoming interstitial barriers instead of geometrical kink motion and the formation of double kinks in edge dislocations. THE principal fundamental aim of most mechanical properties studies of crystalline solids is to determine the dislocation mechanisms responsible for the plastic behavior. The extension of such studies to the region of preyield microstrain behavior has received renewed attention in the past few years as the details of macroscopic flow behavior have become better understood. For the most part, microstrain studies have been carried out using one of two variations of a single experimental technique.1 The first method involves loading the sample at a constant extension rate to a predetermined stress level (less than the macroscopic yield stress), instantaneously unloading, and then determining the extent of plastic deformation to a sensitivity of 10"6. The microscopic stress-strain curve is then constructed from the results of a repeated series of such individual measurements, each of which involves loading to an incrementally higher stress level, by relating the accumulated plastic microstrain for each step to the maximum applied stress in that step. The second variation, also carried out by step-wise increases in stress, measures the total strain to a sensitivity of ~10"6 and relates the maximum stress to the area of closed hysteresis loops that are generated under certain conditions (namely, prestrained samples). The foregoing methods have yielded interesting information about the nature of preyield deformation and plastic response to stresses below the yield stress, but they offer certain disadvantages for studying the dynamic behavior of dislocations. In the first method it is physically impossible to specify a plastic strain rate inasmuch as the test sample is reexposed, as it is loaded to its maximum stress in a particular step, to lower stresses at which flow will take place. The strain corresponding to a given stress level on the stress-microstrain curve thus generated will then always be greater than that at the corresponding stress level of a truly dynamic test carried out at the same extension rate. The second method has been used to obtain correlations with dynamic macroscopic flow parameters by applying dislocation damping theory to the hysteresis loop areas.2 The approach has had some success but suffers in that only samples that have been prestrained a few percent can be studied. The International Ground Control Conference in Mining has always provided an open forum for the publication, presentation, discussion, and often heated debate on roof bolting systems mostly with attention to how, when, and why they work. During the last 24 Conferences at least 170 papers have been presented by International Experts on these ?simple? devices that range in length from 30-inches to 20 ft and from 5/8 to 2 inches in diameter. Roof bolts are primarily mechanically anchored, glued, cemented, or driven. Bolts are placed vertically, angled, or tied together with special fixtures (trusses and slings). They have been termed active, passive, stick-slip, and several other descriptive acronyms or mining slang expressions. This retrospective paper will present the changes in bolt types and usage, point out some of the biggest myths and hail the most significant advances (according to the authors? opinions of course).

Rock burst is one of the most serious mining hazards, adversely affecting the safety, economy and productivity of mines. It is a sudden manifestation of the release of strain energy stored in the rock mass. At present, there is no universally accepted method for predicting the timing of the rock burst. However, if the seismically hazardous regions in mines can be identified before they are exposed to mining then precautionary measures can be planned before the work begins. A study was conducted in Sudbury Nickel Belt and an approach has been proposed to identify rock burst prone workings on the basis of (a) Rock properties and bursting indices (b) In-situ approaches (c) Geological features (d) Mining conditions (e) Observations during mining operations (f) Comparison and analogy with previous case histories of bursting. This approach will facilitate the judicious application of the burst control techniques to seismically hazardous areas.

In its 2001 diesel particulate matter (DPM) rule for metal and nonmetal underground mines, MSHA established an interim concentration limit of 400 micrograms of total carbon (TC) per cubic meter of air (400TCµg/m3), and a final concentration limit of 160TCµg/m3, to be phased in over five years. Following a court challenge to the 2001 rule, MSHA, industry and organized labor reached a partial settlement of the litigation under which the agency agreed to issue a proposal to amend the 2001 rule by, among other things, changing the surrogate from TC to elemental carbon (EC), applying MSHA's traditional hierarchy of controls, and revising requirements for one-year special extensions for complying with the final DPM exposure limit. MSHA issued a final rule in 2005 converting the interim concentration limit from 400TCµg/m3 to 308 micrograms of EC per cubic meter of air (308ECµg/m3) based on a miner?s personal exposure. Pending further rulemaking, MSHA retained the final concentration limit of 160TCµg/m3. In May 2006, MSHA issued a final rule that clarified that the final limit of 160TCµg/m3 would be based on a miner?s personal exposure rather than as a concentration limit. The 2006 rule also phased in the final DPM limit in three steps over two years, beginning in May 2006 at 308ECµg/m3, followed eight months later in January 2007 with a limit of 350TCµg/m3, and finally reaching 160TCµg/m3 in May 2008. Also in the 2006 rule, MSHA committed to converting the 160TCµg/m3 limit to an EC limit in future rulemaking. This paper reviews the DPM exposure limits in the context of the MSHA rulemakings and discusses the DPM engineering controls that were utilized by mine operators to attain compliance with each progressively lower limit.

This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine's rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if' significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.
