The Bureau of Mines investigated the complete ternary system K2 HfF6¬K2ZrF6-l.25 weight-percent HF at 40° C. In addition, solubility curves have been established at 25°, 30°, 500, 60°, and 70° C. These solubility data implemented a study of hafnium enrichment in feed solutions for liquid-liquid extraction processes.. Selected K2HfF6-K2 ZrF6-1.25 weight-percent HF mixtures were equilibrated in a constant temperature bath. Compositions of the equilibrated solutions and wet residues were established from combined hafnium and zirconium oxide and total fluorine analyses. All solubility curves were essentially parallel on triangular coordinates. At 40° C, the solid phase of the K2HfF6-K2ZrF6-1.25 percent HF system is a series of solid solution hydrates with K2HfF6-H20 and K2ZrF6.3H2O segments existing at the respective extremes. Since this system contains K2HfF6-H20 and K2ZrF6.3H20 segments, it is not ideal for simple separation of high-purity K2HfF6 from K2HfF6-K2ZrF6 mixtures by recrystallization. However, it would be useful for producing hafnium-enriched feed solutions from zircon concentrates for liquid-liquid extraction of hafnium from zirconium.

The following is a summary of the changes that were incorporated into the new Federal Explosives Regulations, 27 CFR Part 55, dated 9/2000. However, in light of the recent events of September 2001, additional changes in the Federal Explosives Laws and Regulations may be forthcoming. The nature and extent of any such potential changes are impossible to gauge at this time. However, this synopsis of the changes contained in the September 2000 Orange Book, ATF P 5400.7 was current at the time of this writing. Any questions regarding this paper should be directed to the Public Safety Branch in ATF Headquarters in Washington, D.C.

Selective flocculation and dispersion processes for the concentration of hematite ore are strongly dependent on the ionic content of the process water. It has been noticed that magnesium ions are more detrimental to iron recoveries during desliming and flotation processes than calcium. This phenomenon was studied by measuring the zeta potential of hematite ore at various concentrations of magnesium, calcium, strontium and barium at a pH of 11. Results show that zeta potential inverts from negative to positive at very low concentrations of magnesium ions in the solution. It takes a significantly higher concentration of calcium, ions to achieve the same effect. This difference may be attributed to the ability of magnesium ions to adsorb to all surface hydroxyl groups, whereas calcium, due to their larger size, can only adsorb to every other hydroxyl group. This hypothesis was confirmed by results similar to those seen with calcium when this test was repeated with strontium and barium ions. The tendency for calcium ions to adsorb to every other surface hydroxyl group causes higher concentrations of calcium to be less detrimental to hematite concentration processes than magnesium.

The Tenth International Conference of Directors of Safety in Mines Research was held in the United States from September 28 through October 2, 1959, at Hotel Webster Hall, Pittsburgh, Pa. The Conference was organized by the Federal Bureau of Mines. In accord with the program outlined at the Ninth Conference (1956, Heerlen, Holland), the papers submitted dealt with the following three subjects: 1. Safety of coal mine explosives 2. Explosion hazards in mines 3. Ignition and fires in mines Seventy papers were presented. There were eight technical sessions followed by an extended tour of the Bruceton facility of the Bureau of Mines on October 2. Simultaneous translation was provided in the three official languages of the Conference--English, French, and German.

"The Red Dog Mine is both the largest known zinc reserve and the largest zinc producer in the world. The mine started in 1989, and by 1999 had increased production from approximately 300,000 tonnes per year (t/yr) of zinc concentrate to in excess of 900,000 t/yr. The VIP Mill Optimization Project further increased zinc concentrate production to 1.1M t/yr while improving both product quality and zinc recovery. The Mill Optimization project also addressed a number of issues related to risk reduction: power generation capacity, water treatment capacity and concentrate thickening. The project was faced with numerous challenges, the most daunting of which was the schedule. This US$105M project was executed, from conception to completion, inside of two years. Less than nine months elapsed from concept to delivery of materials and equipment to site. The project also faced a 100-day ice-free shipping window, the challenges of construction in an Arctic environment, and an extremely tight labour market for qualified craft personnel. These challenges were successfully addressed with several innovative approaches to project execution, including an Alliance contracting arrangement between the owner, engineer and contractor; full integration of the team; construction of modules in Anchorage; and fast-track engineering, procurement and construction.INTRODUCTIONThe Red Dog Mine, which began operations in 1989, is located above the Arctic Circle in Northwest Alaska, approximately 145 km north of Kotzebue (Figure 1). An 80-km road connects the mine site to the DeLong Mountain Transportation System (DMTS) port site. Red Dog is the largest known zinc deposit in the world, with known reserves totalling 94.5M tonnes, and is the largest zinc producer with a concentrate production rate of more than 1.1M t/yr.Open-pit mining is by typical drill, blast and load operation using moderately sized mining equipment. Ore is processed through conventional crushing, grinding, and flotation to produce separate lead and zinc concentrates. Filtered zinc and lead concentrates are trucked year-round to the DMTS port site, where they are stored in two A-frame buildings, 330 and 440 m long. A lightering barge system is used to transfer concentrate from the shallow water load-out to deep-sea vessels anchored approximately two miles offshore. Shipping is limited to a 100-day, ice-free window beginning in early July."

The Golden Cross project was a joint venture between Coeur NZ Ltd (80 per cent) and Viking Mining Company (20 per cent). The site is located in the Waitekauri Valley, 8 km north-west of Waihi, on the Coromandel Peninsula, in the North Island. The mine-site is situated close to the Coromandel Range Divide between the headwaters of the Waitekauri River and the Martoto Stream. The site has a history of Gold Mining dating back to 1892. The more recent mine comprised an open pit and underground gold and silver operation from December 1991 to April 1998, MacGillivray, Maton and Goldstone (2000).Doug Hood Ltd commenced the first of three contracts on site in September 1997 and was responsible for completing the final stages of open pit mining, landslide remedial works mine closure and rehabilitation works. The Mill Closure and Rehabilitation and Drainage Works contract, for which this submission relates, commenced in September 1999 and was officially completed by Doug Hood Ltd. on the 26 May 2001.This paper endeavours to highlight the project objectives and backgrounds them against the difficulties experienced with respect to the site-specific conditions, the design complexities and risks associated with the contract, from a contractorÆs perspective.

WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

The shear behaviour of reinforced rock joints is investigated for the bolt-grout-rock interaction and for failure mechanism. The effectiveness of the bolt application under lateral and axial loading conditions within surrounding materials is investigated in different medium strength. Double shearing testing of bolts were studied in concrete blocks of 20, 40, 50 and 100 MPa strengths, subjected to different pretension loads of 0, 5, 10, 20, 50 and 80 KN respectively. The experimental study was complemented with three-dimensional numerical analysis. Parameters examined include: shear resistance, shear displacement, induced strains and stresses during bolt bending process and its ultimate failure across the sheared joint planes. The conclusions drawn from the study were; the level of bolt resistance to shearing was influenced by the bolt profile configuration, the strength of the rock or medium influenced the level of load generated on the bolt, and the increase in bolt pretension has contributed to the increased shearing load of the bolted medium.

Mine operation strategies are commonly optimised with a net present value (NPV) maximisation objective. There are well known properties of a typical mining project optimised for NPV, including high production rates and declining cut-off grade schedules. In practice, however, frequently there are operations that diverge from such NPV-maximising properties. Although a range of reasons for this can be at play, one possible explanation is that operators intuitively adjust their strategies to compensate for the flaws inherent to NPV maximisation. In particular, NPV analysis does not reflect the benefits of managerial flexibility inherent in a mining plan. Real options valuation (ROV) is an alternative approach that addresses this issue. We compare the properties of NPV and ROV optimisation solutions generated for the same scenario. Our simple case study demonstrates that the presence of real operating options in the optimisation model not only entails increased project value as expected, but also tends to encourage lower processing capacity (with lower associated capital cost), higher cut-off grades and greater use of stockpiles.CITATION:Elkington, T and Gould, J, 2012. The physical properties and related geological and petrographic data for 81 rock types obtained from operating mines or selected test sites are presented in this report. Most of these rock data were obtained to supplement structural studies in underground mines; however, the data may be equally applicable to other problems where the physical properties of rock are an important factor. Stress-strain curves are presented, where available, and free medium velocities from laboratory and field measurements are compared for several rock types. Rock-type, geographical, and geo-logical indexes are included for reference relative to physical property data in this and previously published Bureau of Mines physical property reports. INTRODUCTION This report presents the physical properties of 81 rock types from 16 different projects (sections 53-68). Three previous physical property reports2 3 4/ (herein after referred to as parts I, II, and III) presented data on 244 rock types from 52 project areas. (Part I included sections 1-25, part II sections 26-36, and part III sections 37-52).

In 1997, a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded that (1) that Canadian industry and Natural Resources Canada (NRCan) should fund a small secretariat in Ottawa to support technology transfer in Canada and, (2) that it was important for industry to continue the momentum of MEND on an international scale. The need for the International Network for Acid Prevention (INAP) was strongly endorsed by consultants, company, university, and government experts from Australia, Canada, and the United States who convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP?s members to promote the dissemination of successful practices, the identification of knowledge gaps, and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed as sufficient justification for the formation of INAP. INAP was officially launched in October 1998, and is now an effective, industry-based initiative to globally coordinate research and development in the management of sulphide mine waste. Significant improvements in the management of sulphidic mine materials through knowledge sharing, research, and development of technology by INAP will reduce liability associated with acid drainage. The catalytic effect of ferrous ion in the industrial biohydrometallurgical heap and dump leaching processes is explained. During the bacterial leaching of metal sulfides, ferric ion will partly be hydrolyzed and a variety of sols, gels, amorphous and/ or crystalline mono- and polynuc- lear hydroxo- and sulfato complex species formed, especially by olation and aggregation reactions. There are many problems associated with these iron precipitates especially in the purification of leach solutions. The present study will discuss the iron precipitation reactions; gives kinetic and thermodynamic evaluations of the effect of temperature on pyrite and ferrous iron oxidation; and reports on the tolerance of heavy metal ion concentrations by Thiobacillus ferrooxidans.

The primary water supply system for the City of San Francisco and adjacent peninsula areas consists of aging and deteriorated pipelines crossing under the San Francisco Bay (the Bay). This system is highly vulnerable to seismic damage from the nearby San Andreas and Hayward fault zones. The Bay Tunnel Project will replace the existing system with a 8-km-long (5-mi-long) tunnel underneath the Bay. The tunnel will be constructed using earth pressure balance methods and will have a two-pass lining system of precast concrete bolted, gasketed segments for initial support, and a welded steel pipe final lining. The project challenges include tunneling through both soft ground and rock conditions without any intermediate shaft access over the entire alignment. Seismic performance criteria include maintaining service flows after a large earthquake.

The smelting plant and equipment at Mount Isa, as originally designed and built, was described by J. M. Callow (1) *.F. A. Forward (2) described alterations and additions to the plant and discussed the metallurgy of mixed carbonate-sulphide concentrates at Mount Isa, prior to 1933, in the Proceedings of this Institute.In 1933, A. F. McAskill (3) gave full mechanical details of the plant in a paper presented to the Institution of Engineers, Aust.FLOW SHEETSFig. No. 1 represents the present general flow sheet. Forward's (2) flow sheet is reproduced here as Fig. lA, and will serve for comparison in depicting subsequent deletions from, and alterations and additions to, the plant.Fig. No. 2 presents the daily tonnage flow sheet of 1939 practice.ALTERATIONS SINCE 1933General. Many changes in metallurgy and operation have taken place, particularly subsequent to March, 1935, when the treatment of a mixture of carbonate and sulphide ores was discontinued and the mill commenced operating on all-sulphide ore. This alteration brought about the elimination of gravity concentration-Jigs and Tables and resulted in the production of all-floatation concentrates of a very fine sizing. Refer Table No. 2, page?) Radical changes in the analyses and physical nature of concentrates also followed (see Table Nos. 1 & 2, page ?) and, similarly, radical changes in the smelting plant have been slowly brought about.

Theory pertaining to the exchangeability of fuel gases on appliances has been extended to exchanges of propane or butane with mixtures of these. In particular, new considerations were developed bearing on the hazard of an occasional emission of carbon monoxide and flashback and blowoff possibilities. The new considerations involve using current requirements for approval of liquefied petroleum gas appliances. These requirements were used to predict allowable tolerances in chemical composition of liquefied petroleum gases for existing appliances. In addition, changes in gasline pressure were computed which may be substituted in place of fuel exchanges during testing of appliances,

The Geita gold mines in north-western Tanzania have produced 5 Moz of gold from an estimated endowment of 15 Moz. They are generally classified as typical Archaean orogenic banded iron formations (BIF)-hosted gold deposits in banded iron formations as described by Goldfarb, Groves and Gardoll (2001); Neall and Phillips (1987); Phillips and Powell (1993) and Neall (1987). The controls on gold mineralisation have been reassessed to conclude that Nyankanga, and we conclude that Nyankanga, the largest deposits within the group, developed during a dynamic and protracted deformation history intimately associated with several stages of hydrothermal fluid flow and alteration. The fluid-induced fractures associated with gold mineralisation are primarily manifested as submillimetre to metre-scale fractures and breccias developed preferentially in rocks that have been previously deformed and altered by silicification or seafloor metasomatism. This realisation detracts from the exploration and mining strategies that would solely concentrate on fluid pathways and associated wallrock alteration and veining solely within the BIFs as hosts for economic gold mineralisation.

Both armored personnel carriers and light combat vehicles are increasingly vulnerable to a variety of highly lethal antitank land mines. As a result, there is a need for modeling and understanding the interaction of mine blast products with respect to the resulting loading and damage mechanisms inflicted by explosive blast and impact on vehicle structures. However, the mechanics of blast soil interactions are still poorly understood. The objective of this investigation is to computationally simulate a series of experimental buried mine explosions in saturated sand soil -- over a wide range of scale – and compare the predictions of blast loading to data. Small scale tests have recently been conducted at the University of Maryland with a few grams of RDX acting against an aluminum plate, while recent full-scale tests at ARL involve several kilograms of TNT against 12,500 kg of RHA. The ARL measurements reported here are based on the Vertical Impulse Measurement Fixture (VIMF) facility, a structural mechanical device that responds to blast loading by measuring the vertical displacement of a fixed mass vertical guide rail, which is a direct measure of the imparted impulse. CTH predictions for vertical momentum of the target plate are within 60 – 80 % of the reported impulse data for this wide ranging set of tests. One of the comparisons, however, suggests that the TNT charge in a particular VIMF test may not have fully reacted.

All general measures of the safety record of the coal mining industry worsened appreciably in 1970. Injury experience for the year was 260 fatal and 11,552 nonfatal injuries at respective frequency rates of 1.00 and 44.40 per million man-hours of worktime. The fatality total was 57 higher and the rate of occurrence was 18 percent higher than the corresponding figures of 203 fatal injuries with a frequency rate of 0.85 in 1969. The worsened fatality record in 1970 resulted primarily from a major disaster (a single accident which results in the death of five men or more) on December 30, 1970, that killed 38 men. There were no major disasters in 1969. The total of 11,552 nonfatal injuries in 1970 was the highest annual total since 1960. It was 1,635 higher and the frequency rate was 6 percent higher than the corresponding totals for 1969 of 9,917 nonfatal injuries occurring at a rate of 41.76. The injury severity rate of 8,308 days lost or charged per million man-hours was 13 percent worse than that of 7,359 in 1969. Similarly, the average severity of 183 days lost or charged per injury in 1970 was 10 days or 6 percent higher than in 1969. Aggregate worktime of 260.2 million man-hours and production of 609.8 million tons in 1970 were, respectively, 10 and 7 percent higher than in 1969. An average of 144,480 men were at work on an average of 227 active days in 6,316 mines and 544 mechanical cleaning plants during 1970.

Turning matte into anodes continues to be an area to watch: for visitors to see pyrometallurgy in action; for metallurgists to keep up with modern smelting furnaces and ever increasing production rates; for management to remain profitable using more tools than taught in school; and for environmentalists to detect the last small clouds from the ever cleaner smelter. Current converting practices have been screened and analyzed, and today, converting and casting is a modern industry. An impressive, though typical learning curve of converter productivity may be detected. Local conditions such as availability and type of raw materials, products extracted, cost factors, etc., have stimulated the development of add-ons or even alternatives to the still dominant method of converting by Peirce-Smith technology. Turning blister copper into anodes follows a similar path, namely increased productivity and improved quality. We dare to predict that development will continue.
