Full scale load tests are frequently performed immediately prior to deep foundation construction to verify the design assumptions. Occasionally, load tests are performed during design development and applied to the final design for critical and non-redundant structures. We believe that full scale load tests can be very valuable and economical for projects, especially in a geologic environment where the record of full scale load testing is very limited or non-existent. The load testing for the Utah Transit Authority?s Airport Light Rail Trax project provides an example of the advantages of a load test in design development. The savings realized by the owner was in excess of $800 thousand dollars.

This paper introduces the technical characteristics, transformation scheme and production practice of the project in which Copper P-S Converter was replaced by Bottom Blowing Continuous converting for the first time, and introduces the technical achievements obtained by the project. The application practice proves that bottom blowing copper continuous converting technology can completely solve the problems of fugitive off-gas pollution in the ladle transportation, large amount of flue gas and fluctuation of flue gas caused by P-S converting. Comprehensive energy consumption and operating costs of producing blister copper, safety and environmental risks are greatly reduced, and economic, environmental and social benefits are significant. It is one of the preferred technologies for upgrade and to replace P-S converting technology. INTRODUCTION At present, more than 80% of copper production capacity is still using the P-S converting technology with a history of more than 100 years. During P-S converting process, melted copper matte needs to be transported by ladle, and it needs to rotate the furnace body several times, causing a lot of serious environmental and safety risks such as SO2 flue gas emission and low-altitude SO2 pollution. In addition, the high operating cost caused by low rate of air blowing, the short life of the refractory materials and high energy consumption during P-S converting become big problems. Other problems such as large amount of flue gas, low SO2 concentration, large fluctuation of flue gas volume and SO2 concentration, and discontinuous flue gas cause high cost of subsequent flue gas treatment are also needing to be solved. In order to solve these problems during the P-S converting, metallurgical engineer in various countries has spared a lot of efforts to develop continuous blowing process for decades. "Blasting is a principal step in the surface mining process for breaking and, in the case of overburdencasting, moving rocks and minerals. As many surface mines are coming to the end of theiroperational life, blasting can once again play an important role through the earthmoving operationsrequired to rehabilitate the minesite. Since blasting is such an energetic and destructive process, itis difficult initially to envisage its use in rehabilitation. However, blasting has found applications inmany civil engineering projects aimed at rehabilitation, including well digging, channelling and soilcompaction. For surface mine rehabilitation, the main purpose of earthmoving operations is toproduce a stable landfonn that will sustain revegetation. In particular, blasting can be applied toreducing the slope of steep walls left by quarrying and open pit mining through a modified form ofthe overburden casting technique. Blasting can also be applied to breaking up pit floors andbenches to speed and improve revegetation of these areas (subsoiling)."

This Final Report covers the work performed for Contract No. H0377043, "Cables for Face Equipment" from August 1, 1977 to April 1, 1981. It reports the findings in three areas of research: cable protection, circuit-breakers, and high-voltage cable couplers. Laboratory and analytical studies have been conducted in the three areas to determine proper circuit-breaker settings, cable sizes, and coupler performance. Also, an extensive field-monitoring program was established to relate in-mine epxerience to laboratory findings. Further, various pieces of equipment was designed for laboratory testing, particularly in the area of cable reeling and unreeling.

"The vulnerability of Canadian and U.S. companies, their directors, officers and employees to onerous penalties associated with violations of environmental statutes and common law actions has provided the impetus for the increasing use of environmental audits. This trend is developing in direct proponion to the cost and difficulty of obtaining liability insurance. Companies operating in British Columbia should be cognizant of developing legislative and enforcement trends and their implications for individual and corporate responsibility. Canadian mining companies doing business in the U.S. should be particularly aware of the environmental exposure which may be assumed with property acquisition or by operations which produce or use any of an ever-increasing list of regulated substances.The environmental audit is now a key component of prudent business planning which will identify noncompliances and environmental liabilities, outline defensive strategies, and assist in a legal defence should charges be laid. This paper will discuss the purpose and mechanics of an environmental audit with emphasis on those features which will maximize protection against statutory and common law actions.IntroductionThe environmental audit is but one weapon in a comprehensive defensive strategy for corporate and individual survival in an increasingly litigious world. The principles of the environmental audit have been formulated as a logical response by management to an ever-growing list of environmental vulnerabilities, which often have the potential to result in plant shutdowns, prosecutions or fmancial liability of major proportions. Accordingly, the audit may play a critical role in maintaining profitability as well as assisting in the defence of a company and its employees against actions taken by regulatory agencies and citi7.cns under statute and common law. Should convictions result from these actions, the penalties are likely to be ameliorated by the demonstration of due diligence through management policy supporting the audit procedure.An awareness of environmental sensitivities, strict adherence to licensing requirements, and planning for environmental emergencies are now generally considered to be as important to profitable performance as operating costs, metal prices, and labour peace. Why is this so? The increased priority given to environmental matters is partly a result of changing attitudes amongst the mining profession, but perhaps more importantly, it is also a direct consequence of the proliferation of ever more stringent environmental legislation, the targeting of management for responsibility and the draconian penalties imposed for violations of such legislation. Contributing to this trend are recent court decisions involving disputes of an environmental nature in which the standard of care required for a successful defence now requires almost super-human diligence in environmental management. The principle of ""strict liability"" (in which negligence or permit violation does not have to be shown) is also being increasingly applied in the resolution of civil actions."

Introduction The weight of a Mining Truck can be affected by field modifications, the selection of items like tires, rims or even the conditions in which it operates. Truck performance and the compliance with a number of ISO standards, e.g. braking, steering and ROPS are dependent on truck weight. It is critical that truck owners understand the impact of changes in weight1. What makes this even more difficult for owners to evaluate is that there is no standard terminology or definitions for Mining Truck weights. This paper discusses and defines weight terminology, how it applies to performance and standards and the impact on the application of Mining Trucks.

As a result of strategic analysis in respect of the needs for air quality management a new advanced and holistic approach to air quality management process was introduced in the North West Province (NWP) of South Africa. The process is based on the principle of co-operative management. It involves both active participation of all Interested and Affected Parties (I&AP) and the holistic approach to solving problems with the underlying principles of shared ownership and sustainable development. The process consists of the followings phases: ? Industrial process quantification ? Quantification of impacts ? Formulation of the required control measures ? Definitions of certificate conditions ? Implementation of an adequate compliance management system at company level ? Ongoing co-operative air quality and system management with the strategic objective of continuous improvements The system has been successfully introduced in the North Province and proved to be an effective management tool and aids assurance of sustained environmental ability to cope with the pressure of industrial developments. The benefits and effectiveness are discussed using Hernic Ferrochrome as an example. Hernic Ferrochrome is one of the first companies, which successfully implemented this system.

Security concerns have prompted the Department of Homeland Security to investigate the use of recording systems on all vessels holding materials used for blasting; a new regulation is expected in the near future. By measuring the strain developed in the legs of vessels with bolt-on sensors, it is possible to monitor the weight of vessel contents. Several companies make this type of sensor and recent versions give the required accuracy. This paper describes two generations of sensor, the second generation having a simpler method of installation that uses standard power and hand tools. Three types of indicator are available to monitor the material weight. 1) A simple electronic bar-graph indicator with a digital weight display. 2) A touch-screen display showing bar-graphs of multiple silos with digital weight displays plus their associated trend graphs, recent readings and an alarm log. 3) A data acquisition unit which acquires the weight digitally from up to 32 vessels and stores the raw and filtered date and time stamped data in a local computer database. This local computer then transmits the data via an Internet connection to a secure central database which allows the weights of all the storage vessels for a company to be viewed anytime and anywhere via the Internet. Historical trend graphs can be viewed and the data can be uploaded into an Excel file for further processing; for example to determine filling or discharge amounts. In addition, E-mail and SMS (Short Message Service) text alerts can be sent automatically when selected alarm levels are reached. Current research and development includes connection of vessels to the central database by a cellular wireless modem when a local computer or Internet connection is not available, as well as connection of remotely located vessels to a central point via “Wi-Fi bridge" radio data links. Future versions will include digital I/O (Inputs and Outputs) to record, for example, activation of filling and discharge devices as well as opening and closing of doors.

The Port of New York and New Jersey is one of the most heavily used transportation arteries in the world, handling nearly 40 per-cent of the North Atlantic shipping trade and directly providing nearly 230,000 jobs to the local economy. In 2004, $100 billion worth of consumer goods moved through the port. To accommodate future cargo volumes in the port, which are expected to double over the next decade and possibly quadruple in 40 years, deeper shipping channels are needed to provide access for a new generation of cargo mega-ships with drafts exceeding 13.7-m (45-ft) when loaded. Current channels within the harbor range in depths up to 13.7-m (45-ft), thus preventing carriers from using these larger ships, or requiring significant reductions in cargo to achieve lesser drafts to operate safely within the harbor. As part of the Harbor Deepening Project, the Anchor-age Channel would be deepened to 15.2 m (50 ft) below mean low water (MLW), for a length of 5,790 m (19,000 ft). The New York City Department of Environmental Protection (NYCDEP) owns, operates and maintains two existing water siphons in the harbor. Due to their shallow depth, both existing siphons must be relocated before dredging of the Anchorage Channel can be completed. Tom Costanzo, manager of capital programs for the Port Authority of New York and New Jersey (PANYNJ), says that ?While the re-location of the existing siphons under the Anchorage Channel is vital to the success of the deepening program, it is also a story of cooperation among key agencies at different levels of government resulting in improvements that will benefit the people of this region greatly.?

To provide a flexible, low-maintenance, low-cost continuous mine air monitoring system as an alternative to conventional fixed-point, electronic monitoring systems. Background Continuous monitoring of mine air is highly desirable (and often required) not only to improve miner safety, but also to increase mine productivity. Continuous air monitoring systems can provide earl" warning of developing fires, excessive methane accumulation, reduced oxygen levels, and other developing problems in remote, inaccessible or sealed areas, and in active workings. Fixed-point, electronic systems require one Sensor for every gas to be measured at every defined monitoring location. As the number of monitoring locations increases, so does the cost, along with increases in the time required for routine maintenance and calibration of the sensor System cost also increases when monitoring locations are identified for mine areas requiring permissible electrical equipment.

The utilization of secondary titanium was determined in a study by the Bureau of Mines, and a 10-year statistical table showing supply and distribution patterns is presented in this report. Over the total 10-year period, estimated scrap consumption is larger than estimated scrap supply. Trends from the estimated data indicate that titanium is in short supply and probably will continue to be in the future. Because of higher processing costs for recycle scrap, scrap will tend to migrate to the steel and aluminum industries and to ferrotitanium production and exports. Nonrecoverable losses of titanium metal during processing was determined to be a potential area for research.

For most industrial minerals, the color is directly associated with economic value. In terms of physics, the principal property that defines the term ?color? is the intensity of light reflected (or transmitted) by an object over the visible band, comprehended between 400 and 700 nm. This reflectance spectrum serves as the starting point for a variety of color-describing factors, the most common in the mineral industry being the brightness (TAPPI, 1977 and 1986) and the L*a*b* system (HunterLab, 2008). Quality specifications for mineral products are usually based on these colorimetric parameters. This market is becoming increasingly more selective and demanding over the quality of raw materials and alongside the traditionally controlled characteristics, such as particle size distribution and chemical composition, a trend exists towards the establishment of increasingly more strict specifications for the optical properties of these materials. This is due to the fact that most plants consuming these industrial minerals incorporate them into products in which the visual appearance is controlled. For these plants, most of them being the manufacturers of plastics, paper, paints, and ceramics, variations in the color of mineral materials result in difficulties to achieve the right color in the final product. Therefore, these plants set strict specifications for colorimetric parameters such as whiteness and yellowness, as well as colorimetric coordinates like L*, a*, and b*. For the manufacturer of industrial minerals, this translates into difficulties simply because many of these parameters are usually alien to the tradition of the mining industry. The main quality parameter in the kaolin industry is brightness, which is a weighted average of reflectance values over the range of 400-510 nm (TAPPI, 1977). Due to the lack of a better property, producers tend to use brightness to also assess the quality of the in situ ore and along the processing operations. However, the unprocessed kaolin is often accompanied by ?contaminant? minerals. For Brazilian kaolins, which are the object of this study, the most important contaminants are hematite (Fe2O3), goethite (FeOOH), and anatase (TiO2). Each of these contaminant minerals has a distinct color and behaves differently during the processing of the kaolin ore. Hematite and goethite in particular are particularly strong pigmenting agents and at concentrations as low as 100 ppm they can make the difference between a high-quality white pigment product for paper coating and waste material. As each Fe-bearing contaminant has a different color and responds differently to processing operations (for example, magnetic separation, chemical bleaching, selective flocculation, and/or flotation in the case of kaolin), the in situ brightness tends to show a poor correlation with the brightness of the final product. Brightness measurements are sometimes complemented with X-Ray Fluorescence (XRF) analysis of Fe and Ti, but the total oxide content provided by XRF is also poorly correlated with product quality because Fe may be in the form of goethite, hematite, or inside the crystalline structure of kaolinite. Thus, a more robust technique capable of distinguishing each mineral phase is desirable. Diffuse reflectance spectroscopy has been used to analyze iron oxide/hydroxide content both qualitatively (Torrent and Barrón, 2003; Liu et al., 2011) and quantitatively (Jiet al., 2002 and 2006). These authors correlate slopes and inflection points at characteristic absorption bands with oxide/hydroxide content in natural soils. The approach presented here involves the extensive use of the Kubelka-Munk (K-M) theory, which has been used for color matching (Schabbachet al., 2009 and 2011) and particle size determination (Otsuka, 2004) in a simplified version. Unfortunately, the scattering constant S is very difficult to measure for dry powders, because the equations require a thin layer of material. Attempts have been made (Gonçalves and Petter, 2007, and Gonçalves, 2009) but the experimental errors tend to be high. Thus, this paper aims to develop a tool for the quantification of contaminant minerals in kaolin based on the K-M theory without resorting to measurements over thin layers. This tool is based on a new two-constant approach, which takes into account differences in scattering between materials over the whole measured spectrum. The experimental dataset consists of the reflectance spectra of mixtures between a bleached kaolin and synthetic Fe pigments.

A recent increase in energy demand has resulted in the rapid growth of coal consumption in the People?s Republic of China (PRC), which is the largest coal producer and consumer in the world. Reportedly, the safety issues in Chinese coal mines have been improving, but the number of fatalities and serious injuries continues to be alarmingly high. The number of fatalities from catastrophic accidents have prompted researchers to review the Chinese mine safety situation and to look for potential solutions. Marshall Miller & Associates, Inc. (MM&A), along with various collaborators, has investigated these issues as part of its work on various projects in the PRC and has discussed the concerns with relevant Chinese officials. Preliminary investigations by MM&A of coal mine accidents during 2001?2006 in the PRC indicate that 65%-78% of the total fatalities were the result of gas explosions and roof falls in underground mines. Even though the drainage of methane has been practiced for decades, current practices do not always produce satisfactory results due to technical constraints and equipment limitations. Based on prior experience of in-seam degasification at the Daning Coal Mine located in Shanxi province, MM&A believes that in-seam directional drilling technology can be a viable solution to degas the low-permeability Chinese coal deposits. This paper 1) reviews current Chinese coal mine safety conditions, 2) analyzes the advantages/disadvantages of current degasification practices in China, and 3) presents the pre-mining degasification practices for the longwall panel at the Daning Coal Mine.

Measuring dynamic effects on existing structures such as dams and bridges during earthquakes or blasting is frequently done using strong motion detectors. However, a more comprehensive dynamic structural evaluation requires direct measurement of deflection, strain, and pressure changes during dynamic events. Many existing structures have vibrating wire gages already installed that can be used with modifications to the data acquisition systems to provide direct measurement of dynamic displacement, strain, and pressure. The project described in this paper provided the opportunity to demonstrate the feasibility of using vibrating wire technology to measure dynamic effects on existing structures.

THE object that the writer has mainly in view in presenting this paper is to draw the attention of those connected with the technical side of the industry to the unsatisfactory and by no means up-to-date methods employed in estimating the tin contents of an ore. At the same time, what is regarded, from the writer's personal experience, as a satisfactory and reliable method is explained in detail. It is a curious fact that for the last 25 years tin·assay methods have made little or no advance, while those now in general use ill connection with copper and lead ores can scarcely be compared with those then obtaining, so greatly have they been improved upon. Deep cover retreat mining (overburden in excess of 750 ft) is an important emerging issue which will intensify in the future as the more easily mined shallow seam reserves are depleted. Analysis of Mine Safety and Health Administration (MSHA) statistics indicates that deep cover pillar recovery accounts for a disproportionate share of the underground coal mine roof/rib fall fatalities and injuries. Past research has shown that previously recommended Analysis of Retreat Mining Pillar Stability (ARMPS) stability factors (SF’s) may be excessive for deep cover pillar design. The objectives of this study were to evaluate the various methods and strategies by which panels, production pillars and barrier pillars are developed and extracted under deep cover, and to develop appropriate design guidelines. In the course of the research, 29 mines in 7 states were investigated to collect panel design case histories. At each mine site, underground geotechnical data were collected on the pillar line in order to document roof rock, coalbed and floor conditions. The analyses indicated that squeezes were the most likely failure mode where the depth was less than 1,250 ft, but bumps predominated in the deeper cover cases. Immediate roof rock quality, the ARMPS SF’s, and barrier pillar stability factors were all found to be important parameters in determining the outcomes of the case histories. Design guidelines, including suggestions for barrier pillars to isolate active panels from nearby gobs in bump prone ground, are also proposed.

A program of stress change and roadway deformation monitoring was undertaken to measure the forward abutment load distribution about a retreating longwall panel at Dartbrook Mine. The results of this monitoring allow roadway conditions observed at various stages of mining to be ranked according to the estimated vertical stress they have experienced. This ranking also provides a means to predict and visualise future roadway conditions at various stages of mining. This paper presents the results of the monitoring and describes the approach developed to predict future roadway conditions. The monitoring results show the vertical stress distribution associated with the front abutment from a longwall goal decreases exponentially away from the goaf edge. The vertical stress distribution peaks at the goaf edge at 5 to 6 MPa stress increase and decreases to 1 MPa within 50 m becoming imperceptible beyond 100 m By scaling this measured distribution to reflect the loading environment, the vertical stress can be estimated for different overburden depths and different stages of mining. Photographs of roadway conditions at particular vertical stress levels provide a way to visualise roadway conditions at various stages of mining in the future

For some of us, the most disagreeable part of being the blaster- in - charge is doing the required paperwork. Cost coding on time cards, drilling reports, magazine inventory logs, and blast records all eat into our time. When all goes well, which I suppose is 98% of the time, the blast records are submitted and filed, probably never to be seen again. Sometimes a progressive operation will use the information documented in the blast reports to evaluate blasting effectiveness and improve results. When the report is consistently used in this fashion, costs can be reduced and other efficiencies will be realized. A blast report in times past was a simple form that mainly was used to keep track of the drill footage and of the powder used in the shot. However, as the population and consequences of careless blasting increase, multiple levels of blast documentation are now being required nearly everywhere, during all phases of the drill and blast process. We are now compelled to create preliminary blast designs prior to commencing work. We are required to submit pre-blast plans before each shot, and we need to generate post-blast reports that document the details and results of each shot.

PRESIDENT SCOTT TURNER officiated as chairman of the opening session on mining methods, Monday morning, Feb. 15. The first paper was that of Max H. Barber on open-pit mining in the Lake Superior district, read by C. F. Jackson. W. L. Taylor stated that liquid-oxygen explosive had been tried but that the operators are satisfied with the explosives used; lb. of dynamite breaks one ton of rock. Although black powder is considered the most effective explosive, the factor of safety has decided in favor of high explosives. Lucien Eaton told of the Michigan Lime and Chemical Co.'s large L. 0. X. plant at Rogers City, Mich. Mr. Turner referred to this plant, also said that the Bureau of Mines is shortly to issue Bulletin 349 completely covering the use of L. 0. X. from its inception. W. D. B. Motter, Jr., gave some items concerning Chuquicamata, Chile. Twelve years ago the blasts moved 850,000 to 1,000,000 tons, but average shots now move 250,000 to 300,000 tons. One pound of L. 0. X. breaks 3.7 tons, against 3.1 tons by dynamite. Another speaker told of some large dynamite blasts in open pits, one of 360,000 Ib. in March, 1931, and another of 430,000 lb. to be shot in 1932. Tests have been made to determine the effect of large shots on the surrounding country. Mr. Taylor said that 4- and 5-yd. shovels were preferable to those of 8 yd.; their performance is better and cost is lower.
