This paper presents the results of a. study of the relationship of the electrokinetic or zeta potential to flotation phenomena. The relationship is established on the experimental evidence that mineral behavior in flotation and in cataphoresis is generally governed by the chemical properties and amount of the reagents adsorbed at mineral surfaces. Cataphoresisl-5 or electrophoresis is the name given to the movement of a charged particle in a liquid medium under the influence of an applied electric field. Mineral behavior in cataphoresis, as indicated by the magnitude and sign of its ionic charge, can be represented by the term zeta potential. In this paper, the zeta potential represents the difference in potential between the immovable liquid layer attached to the surface of a solid particle and the movable liquid layer in the body of the liquid, and is the result of the tendency of ions on the surface of the particle and within the liquid boundary layer to establish a condition of equilibrium. A high positive zeta potential means that the mineral surface is dominated by cations, a high negative zeta potential indicates domination by anions, and a low zeta potential indicates that the surface is influenced almost equally by cations and anions. In terms of observed quantities the zeta potential is given by the relation _ 4µ(300)² Z= kx in which z is the zeta potential expressed in in volts, µ the viscosity of the solution in poises, u the velocity of particles in centimeters per second, x the impressed potential gradient in volts per centimeter, and k the dielectric constant of the solution in c.g.s. units. A convenient source for the derivation of the equation is the book by Thomas. The term zeta coefficient is an expression coined to denote the difference between the magnitude of the zeta potential of a mineral suspended in solution A, and that of the same mineral suspended in solution B, which consists of solution A and an additional chemical agent, but is at the same pH. For example, the difference between the zeta potential of galena particles in distilled water and that in any chemical solution at the same pH is a zeta coefficient. Or, when the zeta potential of a mineral particle is measured first in distilled water, then in a mixture of water and copper sulphate, and finally in a mixture of water, copper sulphate and xan-thate, we can calculate the zeta coefficient

The Yarnell gold depoSit, located in the Weaver mining district of Yavapai County, Arizona is found within a structurally controlled, hydrothermally altered zone that occurs within a 1700 Ma granodioritic intrusive. Both potassic and sericitically altered rock that occur around and above the low-angle northeast striking Yarnell fault are known to host economic gold mineralization; a wider envelope of weakly-propylitic alterred rock also occurs in this area. During mineralization, strong sericitization accompanied several stages of quartz ± adularia veining, stockwork formation, and localized silicification and potassic replacement, in association with deposition of specularite, pyrite (now oxidized), and gold. The footwall of the fault is also sericitically altered but poorly mineralized. Mineralization along the Yarnell fault continues both northeast and southwest from the main deposit although the thickness of the zone and associated alteration envelope diminish away from the orebody. A sample of undeformed illite taken from the Yarnell fault zone was K/Ar dated at 69 ± 1.6 Ma; this date reflects a minimum age for both mineralization and latest movement on the fault. Gold mineralization is accompanied by modest increases in Ag, As, Cu, and Mo content. Both CO2-and H20-rich fluid inclusions were studied and suggest mesothermal pressures and temperatures of formation for the deposit.

The annual reports of the supervising engineers of the nine sections comprising the Mining Division are assembled here and constitute the annual report of the division. In planning activities the aim is to adapt them to changes in conditions, in the needs of the mining industries, and in the public interest; those that contribute most to solving the present problems are emphasized, investigations of less immediate importance being recessed if necessary. The strategic minerals investigations of the bureau afford an example of this change in emphasis to problems of immediate and urgent interest, and during 1941 they comprised, upon the basis of appropriations and expenditures, more than 90 percent of the work of the division.

The effect of four different second-phase additions on the strength of composite alloys with a common matrix was investigated. The four compositions each consisted of 85 pct by volume of silver with additions of 15 pct of either tungsten, molybdenum, tungsten carbide, or nickel. These particular additives were chosen because of their low mutual solid solubilities with silver at room temperature, the alloys consisting essentially of a dispersion strengthened silver matrix in which the second phase is distributed randomly. Test specimens were prepared by a powder metallurgy procedure consisting of ball milling the mixed powders, compacting, and sintering at 920°C for 1 hr in hydrogen. The constituent powders were of CP quality and of particle size between 2 and 10 ?. The compacts were subsequently hot pressed at 1000 psi and 1400° in an Inconel die, coined at room temperature at 60,000 psi and finally annealed and outgassed in vacuum at 800°F. The microstructures of the alloys are shown in Fig. 1, and the microscopically observed porosity grade was A-2 or better as evaluated by ASTM Recommended Practice B 276-54. The properties of the sintered compacts are listed in Table I, and the load-deformation curves in bending are shown in Fig. 2. The samples, of rectangular cross section, were loaded at the center of 58 in. span, and the reported stress was calculated on the basis of linearly elastic behavior in order to allow the comparison of specimens of slightly different dimensions. It is apparent that the tungsten, molybdenum, and tungsten carbide alloys exhibit very similar deformation curves. The moduli of elasticity were determined from the slopes of the stress-deflection curves at small loads. The measured values agree quite well with those calculated by the strength of materials approximation proposed by Paul1 for the elastic constants of mixtures, the calculated values being 15.0, 15.0, 17.4, and 13.4 million psi, respectively, for the tungsten, molybdenum, tungsten carbide, and nickel combinations with silver. The strength of the Ag-Ni composition is appreciably lower than that of the other three alloys. The discrepancy between the two groups is accounted for by the following characteristics of deformation and failure which were observed microscopically during the tests: A) The deformation of the W, Mo, and WC alloys did not involve the second phase particles to any appreciable extent. Slip and fracture took place in the silver-rich matrix alone, although the fracture path generally skirted the particles by favoring the phase boundaries. The deformation proceeded according to the following sequence: 1) formation of small, discontinuous microcracks in areas of the matrix adjacent to a particle, 2) general slip in the matrix and extension of cracks, 3) failure of specimens by propagation of cracks through matrix. The near coincidence of the 3 load-deflection curves suggests that the nature of the second phase particles does not decisively influence the plastic behavior of composite alloys of this composition as long as the particles do not undergo any considerable deformation themselves. B) A markedly different behavior was exhibited by the Ag-Ni composition where the relatively low flow strength is associated with the low yield strength of the nickel grains. Slip in the nickel grains was first observed at a stress of approximately 10,000 psi, although failure, at a later stage, took place by the propagation of cracks through the matrix. The ductility of this aggregate, in which both components deform plastically, is appreciably greater than that of the elastic-plastic composites. In summary: 1) The measured values of the moduli of elasticity of the composite alloys under discussion are in good agreement with the "strength of materials" approximation proposed by Paul.' 2) The overall plastic behavior of these particle-strengthened alloys is unaffected by the nature of the second phase particles, if the latter remain elastic. "I AM CONSCIOUS of the honour you pay me by having invited me to address you on the subject of the Rehabilitation of the Sydney Steel Corporation. The true architect of the revival and rehabilitation is Robert Burns Cameron. Because of the numerous myths which have grown up around what seems to be the miracle of the revival of the Sydney Steelworks, I propose to go back to the time when they came under the full control of the Province, on the 1st of January, 1968. Late in 1967, the decision was taken by Premier G. I. Smith to keep the Steel Plant running for at least another year, in an endeavour to see whether the enormous losses being sustained by Dosco could be reduced to a level which would permit their continuing operation. When that decision was taken, Dosco was to continue management until the 30th of April, 1968, and in the intervening period, the Provincial Government would seek management of the right calibre to ensure that an objective view of the Steelworks operations could be secured. By a combination of circumstances which can only be described as most felicitous, the man selected for the task was R. B. Cameron. He very quickly determined that to permit Dosco to continue management of the Steelworks until April 30 could only result in heavy losses to the Province and a consequent deterioration in the already critical financial position and a declining morale of the worke"

By using the data of E.A. Hersam and F.C. Bond's equation for energy consumption in comminution, a method was developed to analyze the performance of industrial jaw crushers. The study showed that industrial jaw crushers are generally operated below capacity. The study also showed that industrial jaw crushers generally have sufficient installed power to operate at, full capacity. The method presented can be used to estimate the capacities and power requirements of jaw crushers.

IT is now generally conceded that coal is the product of deposition and transformation of debris of forests and swamps.29 Ample data are available to illustrate the metamorphosis of biochemical substances through biological action; other data show the progressive regional metamorphism existing in coal beds;25 and numerous examples of change effected by intrusion of igneous dikes into coal deposits have been established .R3 However, often the relative importance of the biological and the geological factor in determining the character of the various natural coals is a debatable question. Since both biological and geological factors are ever present in nature, the problem, at first glance, would appear to resemble certain probability problems: specifically the simultaneous toss of two coins, with the biological factor as heads and the geological as tails. The probability is 2:I for the combined effect of both factors, as compared to the exclusive effect of either one, if the a priori probability is the same for each factor. This condition can be analyzed by a thermodynamic treatment of data, which may be obtained from a consideration of pertinent biological, chemical, geophysical and geological facts. SYNOPSIS OF BIOLOGICAL AND CHEMICAL FACTS The biosphere is not sterile; i.e., microorganisms are always present. Microorganisms have been established in the ocean deep, under the ice of the polar regions, in the sand of the deserts, and in swamps far below the surface. The various biological media may be acid, neutral, or alkaline, and they may or may not be readily accessible to air. Microorganisms are encountered almost everywhere, except where the temperature is not within the range tolerable by microbial life. Of course, with changing conditions, the type of microorganisms will change. All chemical products of life-proteins, fats, carbohydrates, lignins, waxes, resinsmay serve as a habitat of microorganisms. In the decomposition of a medium, some microorganisms macerate organic matter mechanically and remove certain constituents for their own nutrition; others decompose a large part of the organic matter but may leave certain constituents undecomposed. Some attack only certain specific ingredients of the organic matter. All of them build up cell substance. The nitrogen content of the medium largely determines the degree of decomposition. Below 1.7 per cent nitrogen, growth of microorganisms and hence decomposition of organic material is retarded; consequently organic material will accumulate.17,32 Such accumulations of organic material may give coal eventually. Coals differ in type and rank. The nature of the original vegetation and the conditions attending the transformation of the accumulated debris determine the type of coal such as bright, splint, cannel, and algal or boghead coals. The incidence of liquid inzmiscibility in binar)) indium alloys has been theoretically analyzed on the basis of the Hildebrand-Alott equation. Bedictions of miscibility or otherwise Imve in general been found to agree with those phase diagrams that are already publislzed in the literature. Out of a total of 27 systems, where either the complete phase diagrams are published or liquid immiscible behavior is reported, the Predictions agree with the experimental data in 25 systems, the exceptions being the Te-In and Ni-In systems. According to the equation, liquid immiscibility is also indicated in the binary alloys of indium with K, Rb, Cs, Na, Sr, Ba, Ti, Zr, V. Nb(Cb), Ta, W, U, Re, Ru, Rh, Os, and Ir. RECENT investigations by the author have shown that indium when alloyed with iron, chromium, and cobalt shows liquid immiscible behavior.1"3 The Fe-In phase diagram shows a wide range of compositions where the liquids are immiscible.4,5 No intermediate phases are present in this system. No precise information is available about the extent of liquid immiscibility in the Co-In system. However, it is certain that there is a range of compositions where the liquids are immiscible and that there are two or three intermediate phases,376 in the system. Liquid immiscibility is also strongly indicated in the Cr-In system and no evidence was obtained in the brief investigation to indicate the presence of intermediate Cr-In phases.2 The present paper deals with a theoretical analysis of binary alloys of indium with certain elements of the periodic table and indicates the systems where liquid immiscibility may be expected. The incidence of liquid immiscibility in binary systems has been theoretically examined by many workers and many excellent papers are available on the subject. In this paper, the alloy systems are examined on the basis of the more recent ideas proposed by Mott.7,8 It has been claimed8 that the Mott parameter predicts the incidence of miscibility or otherwise with reasonable accuracy and consistency. BACKGROUND TO MOTT&apos;S APPROACH Hildebrand applied his immiscibility rule for non-polar liquids to various alloy systems.9 The basis of this rule is that the equation for the excess free energy of formation of a liquid solution is rather similar to the theoretical expression for the energy of mixing of a regular solution. He postulated that when the heat of mixing is sufficiently high, separation into liquid phases will occur and the condition for complete CUPPAM DASARATHY is at the Research Centre, British Steel Corporation, (South Wales Group), Port Talbot, Glamorgan, Great Britain. Manuscript submitted March 12, 1969. IMD miscibility was shown as where VA and VB were the atomic volumes of the components A and B, and ?EV the energy of vaporization of the component. The term (?EVA/VA)1/2 was regarded as a measure of the binding energy of the component A and was called the L&apos;solubility parameter" 8A. On this basis immiscibility occurs when 1/2(VA+VB)(bA-bBf > 2RT [2] Apparently, however, there were several inconsistencies in that according to Eq. [2] several systems known to be miscible in the liquid state were predicted as immiscible. MOTT&apos;S ANALYSIS ~ott&apos;" regards that the reason for the inconsistencies arising out of Hildebrand&apos;s equation was largely due to the electrochemical attraction between the two elements, not being considered. Hence, Eqs. [I] and [2] were modified by taking into account the electro-negativities of the two elements XA and XB, and Mott arrived at an equation for immiscibility, i(VA + VB)(6A - aB)2 - 23,Q60n(XA - XBf > 2RT [3j which can be written as i **&£*&* >&apos;*°™- &apos;• HI T being the melting point of the more refractory component of the system. In Eq. [4], the numerator was called the Hildebrand term, the denominator, the electronegativity term, and their ratio, the Mott number. Mott observed that if the Mott number of a given binary system was greater than the maximum number of Pauling bonds which the two metals could form, then liquid immiscibility could be expected. The maximum number of bonds formed by a given metal was considered to be directly related to the number of bonding electrons available, i.e., to its maximum valency. Since the valencies of the elements considered vary from 1 to 6, Mott assumed that if the ratio of the Hildebrand term to the electronegativity term was >6, then immiscibility could be expected. On the contrary, if the ratio is <1, the metals should be miscible. Further, the alloying behavior is not only influenced by the valencies of the two elements but also by the relative atomic sizes that influence the types of packing and hence the coordination number. Mott considers that on average the maximum number of near neighbors of unlike atoms is 6. Thus, on both valency and size factor considerations, Mott concludes that the maximum number of bonds&apos; possible in any system was 6, this being the upper limit of the Mott number for miscibility. Field measurements and theoretical studies have been made of pressure surges—momentary variations in fluid pressure—produced by movement of pipe in mud-filled boreholes. Pressure measurements were recorded by five pressure gauges located at various positions in the borehole. An important positive pressure peak was found to occur as the casing moved with maximum velocity. Important negative peaks were found as the casing was lifted from the slips and as brakes were applied to stop pipe movement. A rigorously formulated theory has successfully predicted the sequence and magnitudes of these positive and negative surges and has established a basis for understanding how they occur. Both the measurements and theory indicate that the most important pressure surge is usually due to viscous drag of the flowing mud. The theory of viscous-drag pressure surges has been approximated by simplified graphs and calculation procedures to facilitate ready use in field operations. Comparison of measured results with those predicted by the simplified theory shows that the magnitude of this surge can be predicted accurately. INTRODUCTION It is widely recognized that raising or lowering pipe in a fluid-filled borehole produces momentary variations in fluid pressure, commonly called pressure surges. Both negative (or "swabbing") surges and positive (or "fracturing") surges may occur. In 1934, Cannon1 measured the negative surges and showed that they could be large enough to cause flow of formation fluids into the well-bore and, in extreme cases, lead to blowout conditions. Later, Coins2 measured the positive surges associated with lowering pipe. His results and subsequent field operations strikingly demonstrated that pressure surges could be an important factor in some cases of lost returns. In addition, although the evidence is less clear than in the case of blowouts and lost returns, other investigators 3, 4 feel that pressure surges probably play a part in many instances of minor gas cutting, salt-water flow and other hole trouble. The importance of pressure surges in drilling operations led naturally to attempts to explain the physical causes, nature and magnitude of the surges. Cardwell5 was the first to publish a theory which allowed the quantitative prediction of momentary pressure variations. He assumed that the drilling fluid was a 300-cp Newtonian fluid in turbulent flow. Most field muds have a considerably lower viscosity and are generally believed to be Bingham plastic in nature.6 However, card-well&apos;s results were useful because they were presented in a form convenient for field use and, in some cases, gave a reasonably accurate predicted value for the maximum pressure surge. Subsequently, Ormsby7 published a more comprehensive theory of pressure surges. He discussed both laminar and turbulent flow and considered the theory of mud-bypass devices for reducing pressure surges. As a consequence of his more rigorous approach, his results were more accurate but more complex and difficult to use. Further, both Ormsby and Cardwell considered only the pressure surge arising from viscous drag of the moving mud. Clark later published idealized graphs of surges and presented equations for predicting their magnitudes. In addition to pressure variations arising from viscous drag, he considered those caused by inertial effects. His theory was in this respect more complete than those of Cardwell and Ormsby, although he did not discuss pressures due to breaking of the gel. Furthermore, his equations, while not exceptionally complicated, were too complex for ready use at a drilling location. One difficulty common to all three theories is that none was tested rigorously by direct comparison with measured pressure surges. Their accuracy, therefore, could, not be demonstrated. Further, the two theories based on most realistic assumptions (Ormsby and Clark) required the solution of one or more rather complex algebraic equations. The research described in this paper was undertaken to supplement that described and to overcome some of the difficulties noted. It seemed obvious that a fully satisfactory study of pressure surges should encompass three main phases. 1. A valid theory useful in all field situations must be developed. This theory must be based upon realistic assumptions, must be formulated rigorously and should lead to clear concepts whereby the nature of pressure surges can be easily understood. 2. The theory, however complex and involved, ultimately must be presented in simplified form for convenient field use. This may involve extensive machine computations and the use of figures and empirical equations. 3. The accuracy of the simplified equations must be established by comparing measured pressure surges with those predicted by the theory. These must agree both in their characteristic nature and in magnitude. &apos;This means that careful measurements of surges occurring in actual field operations must be made.

"My first reaction to Joanna LaForte’s discussion paper is that she has quite properly assumed that I would like the process of equitable participation between aboriginal landowners and mining companies to be a fast process. On the other hand, I have been a business lawyer long enough to know that the past experiences of the parties will have a significant effect on how they will proceed at any one time.In my article, I was trying to convey the importance of responding to the wishes, aspirations and fears of aboriginal communities in Arctic regions without land settlements. I agree that if it is necessary to wait for governments, the process will be quite slow. My article did point out that often aboriginal communities and mining companies who have become comfort-able that a project is in their mutual interest regard the government(s) involved as their common enemy. I agree that the education and training of aboriginals should “expedite the negotiations and end the power struggles equitably”. Also, I did not mean to suggest that the elders distrust of changes in traditional land use was solely due to concern for alienation and separation from their offspring; however, I suspect it is one reason for their caution. I also agree with this author that establishing opportunities that enable the young aboriginal community members to remain in the north and avoid the problems that await them in southern urban culture should be a common concern of the mineral developer and the Arctic aboriginal community.When this author suggests I am “overly concerned about how much land the aboriginals will control, how educated they may become, how ignorant they are of mining procedures, how objections from aboriginals will escalate expenses, etc.”, she attributes to me as “concerns” matters that were intended to be general information for my readers. My references to the increased land holdings and the improvement in education of aboriginal peoples was intended to deter mining companies from any attempt to be inequitable in their dealings with aboriginal communities."

THE object of this investigation was to make a comprehensive study of the degassing of molybdenum in order to determine how rigorous a treatment was necessary to completely remove sorbed gases from molybdenum electrodes in vacuum tubes. Some work has also been done with tungsten, nickel, iron and carbon. As a logical development of this work it has been shown that the gas is present throughout the body of the metal and a study has been made of the solubility of nitrogen in molybdenum and tungsten and the rate of diffusion of nitrogen through molybdenum has been calculated. Tests were made on molybdenum from all the commercial sources and no difference was discovered in the nature of the gases present, the amounts or the ease of removal. The reason for this was apparent when a study was made of the manner in which gases are absorbed by gas-free molybdenum. It is necessary to heat molybdenum to 1760°C.oin a vacuum of the order of 0.001 micron for a time which varies lineally with the thickness, in order to obtain a condition in which no further gas is evolved by the sample. A sample so degassed can be handled and subsequently assembled in a tube and then degassed readily. The gases obtained from molybdenum are carbon monoxide and nitrogen, the nitrogen being the more difficult to remove. APPARATUS AND TECHNIQUE The apparatus is shown in Figs. I and 2. It consisted of two units, a degassing system and an analytical system. Each had a bake-out oven, as shown surrounding the systems in the sketches. The system will be traced, starting from the sample in the degassing system. A water-cooled quartz chamber surrounded the sample. The high-frequency coil, which heated the sample, extended only around this chamber and was cooled by an air blast. High-frequency power of 0800-meter wave length was obtained from a self-rectifying oscillator circuit with a maximum power input of 20 kw. A graded seal connected the quartz to the rest of the apparatus, which was of hard&apos; glass. The temperature of the molybdenum sample was observed by an optical pyrometer through an optical window about 40 cm. distant from the sample. Since the object viewed under these conditions was not &apos;a black body, true temperature was not observed, but the so-called "brightness temperature." The correction of this to true temperature is discussed in a later section. The apparatus was taken apart just above the graded seal; the quartz chamber was slipped off, washed with nitric acid, water and alcohol, and dried by an air stream. The old sample was removed by

Introduction The relationship between precious metal miners and gold refiners has been uneasy over the years. Reasons for this uneasiness and lack of trust include technical factors, economics of scale, and cultural differences. Technical factors take two forms. First, concentrates, precipitates, and sponge produced at the mine site are notoriously difficult to sample. A nonrepresentative sample can be the cause of misunderstanding and distrust. Dote, however, is relatively homogeneous and can be correctly sampled and analyzed with greater reliability. Second, the technology and chemistry of fine gold and silver production is complex and quite different from dote production. Most mining companies are content not to be involved with additional processing steps. From the standpoint of process economies, it is easy to see why miners and refiners are separate groups. Mine location is dictated by the natural occurrence of ore bodies. Heavy capital investment requirements for infrastructure in remote locations usually limits companies to produce the first marketable product from a mine. Beyond that point, the economies of scale and large capital investments for refineries generally dictate that the outputs of several mines be combined to feed a single refinery. The refin¬ing process is so complex that refineries are generally built in larger cities with a skilled labor pool. Therefore, only the largest mines can afford to refine their own output. Lastly, there are cultural differences between the miner and the refiner. The miner, particularly the small gold miner, is by definition a risk taker in a risky business. Refineries, on the other hand, have historically been operated under legal or implied monopolies approved by the government. The government is interested in owning gold, either for currency reasons or because many national mints are major users of gold coins. It is not surprising, then, to find that miners may regard refiners as part of an unresponsive government bureaucracy or, worse, as "city slickers." It is easy for the two groups to distrust each other with these different backgrounds. The interface between miner and refiner does exist and affects nearly all precious metal mining companies and most refineries. This paper discusses the technical and economic aspects of the interface. It points out how both parties can improve the relationship. Technical interface Precious metals selectively dissolve to produce a pregnant solution. They are then recovered from solution by zinc precipitation (Merrill-Crowe process) or by absorption onto activated carbon. This is followed by stripping and electrowinning. At this point, the mining company must decide whether to ship precipitates (or sponge) to refiners or to produce a dote. Some factors the company must consider are the ability to sample precipitates, concentrates or sponge, security of storage, and production rates. An important factor is the incremental cost (capital and operating) of converting precipitates or sponge into dote at the mine. Generally, mines prefer to melt precipitates or sponge to dote to avoid prob¬lems associated with sampling them. There are three types of fur¬naces used by mining operators to melt precipitates to dote. The first and most widely used is a sil¬icon carbide crucible heated ex¬ternally with a gaseous liquid fuel. The crucible is easy to use and slag can be skimmed before pouring dote. This simple system is capable of handling 1 t/a (32,000 oz per year) gold. It could cost as little as $20,000. More complex systems could cost up to $200,000. The second type of furnace is the gas- or propane-fired rever¬beratory furnace. This is usually used only by large-scale opera¬tors in the silver business. Precip¬itates in reverberatory furnaces come in direct contact with the flame. The large volumes of flue gas can carry significant amounts of dust and fume that must be re¬moved from the gas before dis¬charging it to the atmosphere. In the days when the Rand re¬finery in South Africa used reverberatory furnaces, the silver leaving the furnace in the form of vapor and fume was estimated at 2.2% of the total silver charged to the furnace. The gold in the gases was about 0.03% of the gold charged. Most of this silver and gold was recovered in the exhaust gas scrubber system. These scrub¬ber systems can be more costly than the furnace itself.

The Upper Freeport coal in the Freeport and New Kensington quadrangles, Pennsylvania, varies from a bony streak to a thick coal deposit often exceeding ninety inches, the "Double" or "Thick Freeport". Distinctive basal partings, a central bone layer, and a canneloid top bench may be present. The appearance of a sandstone roof, sandstone rolls, and bony coal at the top of the main coal bench can be anticipated in thin Freeport areas when basal partings are absent. When the two basal partings are present, a shale roof is normal. These effects are correlated with the original topography upon which the coal was deposited. The original depositional high areas tend to coincide with present structural highs. Preliminary data indicate that coal quality, in part, is affected by the deposi-tional setting. In "high" areas, a tendency exists for the main coal bench to contain higher percentages of fusain and mineral matter. Within limits, some-what higher ash fusion temperatures appear to correlate with paleotopographic highs. As a result of these findings, critical examination of the paleotopography and related sediments is indicated in other areas and other coals. The Upper Freeport coal is quite variable both in thickness and composition in the Freeport and New Kensington quadrangles of Pennsylvania (Figure 1). The coal horizon in these quadrangles is marked either by a thin carbonaceous shale bed or by a single bed containing a variable number of partings (binders). The complex coal zone known locally as the "Double" or "Thick Freeport" contains the Upper Freeport Coal Bed at the base; but in addition, it has an overlying bone layer and an upper coal bed occasionally capped with a canneloid layer. The "Thick Freeport" often exceeds 90 inches in thickness, whereas the normal Upper Freeport coal usually varies between 34 and 50 inches.

As fractures are propagated through rocks, energy is absorbed near the extending crack tip. Apparent surface energies for several rocks have been measured by cleavage under dynamic con-ditions. At nominal crack velocities from 0.5 to 500 in (min, measurements showed that fractures propagated in discrete jumps. Calculated surface energies and moduli were relatively insensitive to nominal rate of cleavage. in another set of experiments, rocks were cleaved under high confining stresses. The rocks were submerged in low leak-off fluids which formed a filter cake on the freshly cleaved surfaces (similar to the hydraulic lracturing process). Apparent surface energies were increased substantially as the surrounding fluid pressure was increased. Moduli in bending increased significantly upon application of the first 1,000 psi but were insensitive to stress level at greater pressures. INTRODUCTION For almost 20 years, hydraulic fracturing processes have been utilized effectively to stimulate oil and gas wells. During this period, some process improvements have resulted from studies of fracture orientation, mechanics of fracturing, areas generated, conductivities of cracks, etc. Yet many questions remain concerning the conditions and pressures needed during fracture propagation. In this paper we will report additional studies of the mechanics of fracture extension. It was shown previously3 that large rock samples could be cleaved under controlled conditions so as to measure the apparent surface energy (that amount of energy absorbed per unit area of new surface created). In this paper we consider the effects of two additional factors on surface energies, viz.: (1) effect of cleavage rate and (2) effect of confining stress level. THEORY Cleavage experiments were conducted on rock samples similar to that illustrated in Fig. 1. Blocks of rock several inches wide, 2- to 3-in. thick, and up to 3 ft in length were grooved longitudinally with shallow guide slots. A crack was initiated and allowed to extend along the web as the top of the rock specimen was pulled (or pushed) apart. Auxiliary equipment permits the measurement of (1) force applied at the top, (2) separation at the top and (3) crack length. (Further experimental details will be given in the next section.) The rock beams created by the crack are considered ton be cantilever beams. The deflection (or separation of the rock beams) at any point is calculated 4,5 by the beam Eq. 1.

The Boston Marine Industrial Park (BMIP) Boat Section, which is part of contract C04A2 of the Central Artery/Tunnel (CA/T) project, is currently under construction in South Boston, Massachusetts (Fig. 1). The Boat Section is approximately 900 feet long and varies in width from about 135 to 185 feet (Fig. 2). The depth to the top of the Boat Section base slab varies from about 28 to 31 feet below final ground surface and about 23 to 26 feet below normal ground water levels. The Boat Section is supported on 578 anchors drilled into the underlying bedrock each designed for a working load of 630 kips. Design and Construction Team The owner of the project is the Massachusetts Highway Department (MHD). The owner&apos;s representative is the Management Consultant, Bechtel/Parsons Brinckerhoff. The section design consultant (SDC) consisted of HDR Engineering, Inc. with GEI Consultants, Inc. as the geotechnical subconsultant. The general contractor was the joint venture of Kiewit, Perini, Atkinson, and Cashman. The boat anchors were installed by the subcontractor Delta Geotechnical Services, Inc.

The design of tailings containment structures relies on well-understood engineering methods being applied consistently. Unfortunately, not all facilities are designed or managed to the same level of competency. To standardize procedures, the Mining Association of Canada (MAC, 1998) prepared a “Guide to Tailings Management.” It recommended review of designs and an assessment of the risks associated with tailings impoundments be implemented during all phases of amine life. This paper describes how the quantitative risk assessment (QRA) process can be used to define risks associated with the design, construction and operation of a tailings management facility. And it discusses how, once the risk tolerability curves (RTC) are defined for a project, they can assist the risk management (RM) process.
