West Virginia, although having adequate solar insolation, has witnessed very little actual solar development to date. The reasons for this lack of development are varied, but the primary obstacles to future development appear to be the absence of state-level policies and regulations promoting growth in the solar industry. West Virginia possesses large tracts of under-utilized land throughout the state created by previous mountaintop mining operations that could theoretically be re-purposed for solar farm development. Accomplishing this task will require not only revisions to the current legislation, but also acceptance by utility companies, landowners, and mining companies. Solar developers will need confidence that they can secure revenue from the electricity and Renewable Energy Certificates (RECs) generated by solar projects. Additionally, solar companies will need assurance they will be protected from any non-related environmental liabilities that could arise in the future. The primary avenue in bringing significant solar development to West Virginia will come through large corporate clients demanding or partnering with utility companies for incorporation of solar options into their energy portfolio to help meet established sustainability goals. This scenario has been witnessed in other states where a large client demands renewable options. Solar development could also represent a means through which mine operators might alleviate some of their reclamation and bonding obligations; where the landowner could supplement income from their underutilized land holdings; and where displaced miners could be repurposed in solar installation/maintenance jobs. Utilizing data from the West Virginia Permit Database, this report identifies several mine sites that hold potential for solar development in the future. INTRODUCTION The diversification of energy sources in the United States (US) has seen major shifts during the past decade resulting from: • A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques. • Incentive-driven policies leading to new development in alternative energy. • The emergence of renewable energy sources, proliferated by state and federal level incentives and falling capital costs. Coal was once the primary low-cost fuel source for the generation of electricity in the US for most of the last century, providing approximately 50 percent of the total production capacity. However, within the past decade lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and renewable sources have steadily grown to account for approximately 10 percent of the overall mix.

A number of standards and guidance materials currently exist to assist equipment designers. The ISO process, however, is a formal process and change often lags behind technology development. In some cases, this may result in weak or ineffective standards that need to be written in general terms to accommodate future technology developments, meaning some standards may only establish minimum requirements and not be overly helpful to equipment designers, in particular when designing for workforce diversity and inclusivity. By contrast, advisory information as issued by various mining regulatory bodies is able to respond more quickly to changes in technology. Standards do however have a safety and productivity focus providing design consistency between equipment manufacturers, a basis for auditing purposes, assistance in mining regulation and compliance, and in the development and application of safety management systems. As an example of challenges facing equipment designers, ISO3411 (2020) provides data approximating the 5th, 50th and 95th percentile of the ‘earth-moving machinery operator population’ for numerous static dimensions relevant to the design of earth-moving equipment. These data are then utilised in ISO6682 (2020) to provide recommendations regarding the location of controls. Attempting to utilise the data provided in ISO3411 (or other sources of static anthropometric data) creates further challenges for equipment designers, in that reference percentiles is problematic for design purposes. There is no ‘5th or 95th percentile operator’ as individuals vary along each dimension (Robinette and Hudson, 2006). Although dimensions have some degrees of correlation, when multiple dimensions are considered, the range of individuals which fall within a given range on all dimensions reduces substantially. For example, only about 82 per cent of individuals in a population will fall within the 5th to 95th percentile ranges for both height and weight. The more dimensions are considered, the smaller the range of people who actually ‘fit’ the description.

"In the last decade Afitex developed the Draintube™ geocomposite, which provides simultaneous drainage and waterproofing functions. This new type of drain tubes planar geocomposites (DTPG) differs from other geocomposites as the drainage core is composed of multiple corrugated and perforated pipes instead of biaxial or triaxial nets. It is furthermore associated with needle-punch stitched layers of non-woven geotextiles, which act either as capillary mediums or as filters.In this paper, the structure of the Draintube™ drainage composite is presented along with its key properties and the drainage mechanism associated with its particular structure.The relevance of this kind of structure is then reviewed based on past and current laboratory bench evaluations and field installations for mining applications such as the covering of acid rock drainage (ARD) tailings for the Central Manitoba Mine (Canada) site-rehabilitation; and as a pregnant solution collection layer in heap leach pads.Some of the demonstrated critical advantages of Draintube™ in the mining industry are as follows: reduction of the thickness, hence lower volume of granular drain layers improvement of fluid and gas collection and reduction of the hydraulic load reduction of secondary collector network mechanical protection of the sealing membrane fast and economical installation of interlifts stability under extreme conditions (compression, temperature, pH) increased stability of entire covering system and reinforcement of protection of dykes filtration of the covered material customised drainage positive connection of the geocomposite to collector pipes enable leaks detection (using a conductive textile layer) with an electrical test.CITATION:Saunier, P, Ameglio, L and Durkheim, Y, 2015. About a year ago, I attempted in a general way to trace the origin and development of some of the marketing problems of the petroleum industry, and to describe certain trends which it then seemed possible to foresee. To summarize briefly, it was pointed out that the consumption of gasoline, after increasing for more than a decade at an almost unbelievable rate, was slowing down, but that the two factors which determine the supply of gasoline —-namely, the production of crude oil and the percentage of gasoline derived therefrom—were tending steadily to mount. It was suggested that, while the increase in gasoline outlets began with and probably was justified at the start by the rapidly increasing demand, long after all reasonable requirements as to number of outlets had been met the number continued to increase—if anything, at a still more rapid rate—because by that time the overproduction of crude had begun to exert an impelling urge upon the owners of that crude to seek assured outlets for it in the form of gasoline. As more and more companies became integrated all the way from crude oil to marketing, there took place an ever-increasing competition among them, not only for the existing outlets but for new ones. The wide margin between wholesale cost and retail price, which is characteristic of the early stages of most new industries, persisted in the oil industry longer than in most industries, for various reasons. The existence of that wide margin provided in large measure the means of attracting new outlets, for as the gallonage per outlet declined with the increasing number of outlets, competing companies simply offered the dealers a larger part of the total margin. The very nature of competition suggests that such a process would continue until practically all of the available margin was thus given away, and such was clearly the tendency. It was a system that in turn produced increasing marketing expense per gallon on account of the diluted gallonage per outlet; this increased expense might seem to have provided a justification for continuing wide margins. A single-particle laminar-flow technique was used to study oxidation of four synthetic nickel mattes, which were screened into three size fractions, Experimental conditions were: reaction gas from N2 - 21 to 75 vol-% O2; gas preheating temperatures ranging from 500 to I 100'C. The four mattes were synthesized so that Ni/Cu ratios of I and 10 were obtained with high and low iron contents. Chemical analysis of the particles was used to determine the oxidation degree of the materials, and optical and scanning electron microscopy were used to detect their morphology, internal composition and structure. The best sulfur removal from the synthetic nickel mattes was achieved under the most oxidizing conditions with the finest size fraction. The matte with Ni/Cu = 1 and high iron content was found to be most reactive. The least reactive matte was with Ni/Cu = 10 and low iron content; the coarse fraction particles did not react at all under the conditions studied.

THE new 4800-ton fine-grinding plant at the Hollinger Consolidated Gold Mines property at Timmins, in the Porcupine district of northern Ontario, went into operation in November 1937, and represents the culmination of an experimental program. The plant is a moderately low rectangular building of hollow tile on a steel frame, large enough to house four 7 by 15-ft. ball mills, with a 12 by 27-ft. classifier beside each mill. At one end is space for the addition of another mill and classifier or a mill and classifier for the regrinding of table concentrates. This regrinding is now done in the old grinding department of the main mill building. Also within the new building are the four 6-in. sand pumps for lifting the product from the low-dis- charge ball mills up to the classifier feed launders and the containers and appurtenances of a complete dust-collecting system. Together with the usual overhead crane, these constitute the major units of equipment within the new plant. The location is at the lower end of the main mill buildings toward the old tailings pond, now so neatly leveled off and sodded to rival the very best of our own W.P.A. projects. Close by the new grinding plant is a large dome-shaped structure-the new fine-ore bin designed arid built by Mr. Longmore and the Hollinger milling and engineering staffs. There are four separate automatically loaded inclined belt conveyors leading up from the bottom of the bin to the grinding plant. Each belt is equipped with a recording weightometer, in the grinding building. The whole structure and the machinery within it give the impression of permanence and a carefully integrated design with close attention to details, giving the operators every advantage for consistently good work. The many ideas and opinions behind this achievement were all ably organized and executed by the Hollinger milling and engineering staffs, anti not a few were directly initiated by them. It is sometimes necessary to resort to extremes in order to call attention to something that is pertinent to safety in mining. When some of the experts in occupational safety talk about this topic, they usually refer to a 'regulation' established by the Romans which stated that, due to the health hazards, usually death, no Romans but only slaves should work in mining. Since the time of the Roman Empire, a lot of ground has been covered in the field of mine safety. Nowadays, it can be said that occupational safety is being seriously addressed, with the result that the number of mining accidents has reduced dramatically, fatalities in this industry are less frequent, and the rate of accidents compared with other activities, such as construction or fanning, is low. This achievement has been possible initially through government legislation and by procedures established by the mining companies themselves. However, the dilemma for government is whether to regulate and if so, how much. It is pleasing to observe that most companies are establishing working procedures which conform with new government legislation, placing strong emphasis on the duty of care for mine employees. There will always be some regulatory aspects of legislation, and perhaps the best example of this is in the use of mine hoists where there are no international or Australian standards, and the regulations applied are of an empirical nature that err on the side of safety.

The relationship between the geology of porphyry copper deposits and their processing performance is an area of interest. Being able to predict comminution properties of the ore from physical characteristics and geological descriptions would allow an increase in the precision of capital cost estimates, operating cost estimates and throughput rates. This geometallurgical approach would reduce the requirements for expensive comminution tests.As the comminution circuit is the highest capital cost item in the plant and a possible throughput bottleneck, understanding the variability in hardness within the orebody is critical. A geometallurgical model allows calculation of ore hardness values in mining blocks from ore characterisation data. This model subsequently uses a combination of simulation and power-based approaches to relate ore hardness and flotation feed size to grinding circuit throughput.This paper reviews the geometallurgical models developed for seven porphyry copper deposits and discusses the strengths and shortfalls of the methodology and similarities and differences between the different deposits.CITATION:Harbort, G J, Lam, K and Sola, C, 2013. "Crystal phase of copper-containing slag regulation by the slag viscosity, cooling speed and cooling method, where the slag viscosity is related to the temperature and alkalinity. According to the mineralogy properties of a copper-containing slag, experiments of crystal phase regulation and flotation were conducted. When the copper-containing slag that adding a small amount of calcium oxide was cooled slowly at a rate of 3°C/min and about 1050°C n a cinder inclusion system, the viscosity of slag can be remained under 0.25 Pa·S and more than ??% of copper particles that the grain size is larger than 20 ?m in slag. The whole flow of flotation experiment was carried out to recover copper from the copper-containing slag with crystal phase regulating and the copper concentrate grade was ?????%, the recovery efficiency of copper was 94.18%.INTRODUCTIONChina's annual output of copper slag is more than 6 million tons, the current total has reached 80 million tons. It is equivalent to 640 thousand tons of copper metal with the copper grade of 0.82%. Most of the smelting slag were storage. It is not only occupy the land and pollute the environment, but also make a huge waste of resource (Alp, Deveci, & Süngün, 2008; Carranza, Iglesias, Mazuelos, Romero, & Forcat, 2009; Gorai, & Jana, 2003), therefore, it is good way to achieve copper slag resources by the effective recovery of valuable component from copper smelting slag, which is an important measure of the current process of copper smelting slag and implement the central authorities to vigorously develop the circular economy, improve the recycling of resources, increase copper production of intensive development (Zhou, et al., 1994; Zhang, Zhang, & Wang, 2005). Currently, researches on comprehensive utilization of the coppercontaining slag made a much progress (Wei, 2004; Liu, Gai, Yang, Sui, Li, & Fu, 2008; Liu & Zhu, 2008; Zhang, 2010; Sun, Chen, & Tang, 2012; Qin, Wang, Ren, Wei, Peng, & Gu, 2012). Flotation is one of the most effective method to recover the copper from smelting slag, which has the features of low cost and high efficiency (Song & Liu, 2001; Zhang, Wang, & Li, 2012). But the copper particles in the copper smelting slag distribution is very uneven, and the thickness of the material is very serious. The copper content in the micro level is higher, the size of copper sulfide ore is less than 0.043 mm, which leads to the difficulty of the monomer dissociation (Tossavainen, Engstrom, Yang, Menad, Lidstrom, Larsson, & Bjorkman, 2007; Moustakas, Mavropoulos, Katsou, Haralambous, & Loizidou, 2012). In this study, according the process mineralogy of a smelting copper slag, the crystal of smelting copper slag was optimized by controlling the temperature, alkalinity, cooling rate and cooling method, which makes the fine copper mineral particles in the copper slag crystal further, and can be used to meet the particle size requirements of flotation, thereby enhancing the flotation of copper."

This Bureau of Mines report presents several factors that currently enter into the design, manufacture, and testing of windows and lenses used in explosion-proof enclosures. Emphasis is also given to the sealing concepts for lenses. Criteria for adhesives and sealants are suggested based on the survivability of an explosion-proof enclosure as a structure, rather than upon the minimum material properties of its constituents. Procedures for surface preparation of adherends are also discussed.

"Magnetic roasting process, aiming at obtaining magnetite concentrate, is the principle method of exploiting siderite as a raw material in iron and steel industry. Study on preparing DRI from siderite through coal based reduction technology is sporadic. To make the process of how siderite is reduced to iron clear, roasted ore reduced from siderite by lignite under different time periods were analyzed. The results indicated that: at the temperature of 1050°C, siderite was rapidly decomposed into magnetite, and further reduced as Fe30r?FeO?Fe, the later step was slower than the previous one. A fracture of particles was found during the process of thermal decomposition and the reduction of newly formed magnetite. As the reduction proceeded, metallization rate of products increased, and the iron grain grew along with time.IntroductionWith the rapid development of economy, China demands more and more iron ores for the iron and steel industry. China has rich iron ore resources, but 97% of them are below 30% in iron grade, many are refractory and unutilized [1], therefore large quantities of imported iron ores are in a desperate need. China imported 686 million tons of iron ore in 2011 (data from the China Customs), accounting for nearly 60% of the total consumption. To guarantee the healthy development of iron and steel industry, domestic refractory iron ores have to be utilized both economically and environmentally."

The objective of the paper was application of bacterial leaching on two brown coal samples from locality Mine Druzba, seams Antonin and Josef (Sokolov brown coal basin, Czech republic). Based on the results of bacterial leaching and petrologic analyses of the given samples, it is possible to say that application of bacterial leaching gived good results. Applying bacterial leaching it is possible to remove from 34% to 47% of total sulphur and from 45% to 64% of pyritic sulphur from the coal.

Seismic tomographic imaging, based on the same principles as a medical CAT Scan (Computer-Aided-Tomography). has been used for many years in the oil industry for large-scale subsurface stratigraphic characterization. and has most recently been applied to various structure- and stress-related problems in the coal industry. New developments in signal processing have greatly enhanced the speed, resolution, and range of applications of topographic imaging in underground settings, and recent innovations in data acquisition hardware have further increased data reliability and repeatability. Whereas past structure mapping applications relied on Seismic velocity and/or attenuation tomopraphy within an enclosed seismic source gram receiver array, recent developments in "True Reflective Tomography- (TRT TM) have expanded the application of this technology considerably. For example, in-seam TRT TM seismic reflection tray now he used to image structure, and/or old workings from one general location in the mine face areas of mains and panel developments) well ahead of planned developments largely eliminating the need to probe-hole drill on regular intervals. This new reflective technology bas also been combined with traditional cross-hole seismic tomography-providing a comprehensive, powerful tool for velocity attenuation. and reflective imagine utilizing the same source/receiver array data sets (borehole-to-borehole. borehole-to-entry and entry-to-entry). These new developments in data acquisition and image processing have greatly expanded the variety of applications for tomographic site characterization allowing the mine operator considerable flexibility to cost-effectively characterize previously inaccessible areas of the property. This paper presents examples of 2-D and 3-D .seismic topographic imaging applied to (1) the location of old works in Appalachian room-and-pillar operations and (2) the identification of anomalous zones ahead of mining/tunneling developments these applications demonstrate the state-of-the-art in seismic ground imaging using velocity, attenuation. aril reflection techniques land combinations thereon, and further illustrate the flexibility of data acquisition from a variety of tinning arid tunneling settings. Recent examples are presented from projects in the United States and Europe.

The Water Delivery Alliance (WDA) was established to design, construct and commission the pump station and desalinated water delivery pipeline to link the desalination plant on the Kurnell Peninsula (constructed by others) with the existing distribution network at Erskineville, Sydney, Australia. The WDA consisted of McConnell Dowell Corporation Ltd (Macdow), Bovis Lend Lease Pty Ltd (BLL), Kellogg Brown and Root Pty Ltd (KBR), Worleyparsons Ltd (WOR), Environmental Resources Management Group Inc (ERM) and Sydney Water Corporation (SWC).Sydney’s Desalination Project is one of the initiatives to secure Sydney’s water supply against the effects of climate change, population growth and drought. The desalination plant, 100 per cent powered by renewable energy, can supply up to 250 million litres of water per day (mld), which is up to 15 per cent of Sydney’s water needs. The project involved the construction of an 18 km pipeline with an ultimate capacity of 500 mld to accommodate any future increase in the output of the desalination plant.The Alliance procured three full-face tunnel boring machines (TBM) from Herrenknecht AG to construct the 6.5 km of tunnel that would provide a conduit for the DN1800 welded mild steel cement mortar lined (MSCL) pipeline at a number of locations along the route. Nineteen shafts and 16 tunnels were required to complete this work.Crucially one of the TBM drives involved construction of a tunnel into Botany Bay under protected marine life habitats; enabling the connection of the MSCL water carrier pipeline into the dredged section of pipeline underwater, approximately 800 m off-shore in Botany Bay.This paper details the retrieval of the 17.4 m long TBM from the ocean floor upon completion of the Botany Bay tunnel allowing for subsequent use on the Project. Elements covered in the paper include the 835 m tunnel, design and construction techniques for the tunnel and recovery, and details of the methods used to install the DN1800 water carrier pipeline.

This publication, an abstract of a progress report covering an investigation of hazards in thermal coal-drying plants has been prepared according to the suggestions and recommendations of a committee6/ appointed by J. J. Forbes, Director of the Bureau of Mines, when the original report was reviewed at a meeting of representatives of the mining industry, operators of coal-drying plants, coal-mine workers, and the Bureau in Washington on May 6, 1955. The investigation on which the report is based was made in accordance with action taken at a previous conference in Washington on May 19, 1954, called by Director Forbes to consider what should be done to prevent explosions and fires in coal-drying plants. Scope of Investigation The investigation was planned to obtain information considered essential for properly appraising fire and explosion hazards in different types of coal driers. A questionnaire sent to Bureau personnel provided preliminary information on coal-drying facilities at more than 270 preparation plants. Information on methods used in operating different types of driers, with their furnaces, fans, cyclones, and other auxiliary equipment, was obtained by personal visits or conferences with the operators at 13 plants. Factual data on operating temperatures, composition of the drying gases, air flow, dust loading of the air or gas currents, use of water sprays, auxiliary air controls, and other factors were obtained by conducting full-scale tests at six different plants and making laboratory investigations with samples of dust and gas collected during the tests.

Several infrastructure projects are in various stages of construction and planning in India and almost all of them involves open ground excavation extending to varying depths. These structures are generally multipurpose and fulfil several needs of the society, their failure can be catastrophic. The design and construction of deep open excavations is generally associated with a high level of risks due to a whole series of uncertainties involved, and the success of such projects depends on various factors including appropriate evaluation of ground behavior and response to excavation stages, correct choice and analysis of construction supports, control of ground water flow during excavation, etc. One of the most critical amongst all these is ground water flow during construction and stability of underground excavation depends to a large extent on ground water control. This paper uses numerical studies for the assessment of the potential impact of ground water and ground water movement for the design of underground deep structures. The studies are being conducted using PLAXIS 2D finite element software and analysis all construction stages to which an open underground excavation shall be subjected. The paper discussed in detail the impact of water table fluctuations and comparative evaluation of different water flow conditions – a) Different Stages of excavation in line with the construction sequence (Phreatic), b) Coupled flow analysis (Transient- 1 year and 2-year duration) and c) Steady state flow conditions. The paper also covers seepage calculation and design of dewatering system.

It has been reported in the literature that there is a substantial economic incentive for removing sulfur from coal. Therefore, U. s. Steel initiated an investigation to determine the feasibility of lowering the sulfur content of its Pittsburgh-seam coal. Preliminary crushing and washability studies on a representa-tive sample indicated that substantial sulfur reductions could be attained. Figure 1 shows the effect of the top size of a given coal sample on the sulfur content of the float-l.45 specific-gravity fraction of coal. At a top size of 3 inches, the raw-coal sulfur content of 2.32 percent was reduced to 1.64 percent. Crushing to a top size of 20 mesh reduced the raw-coal sulfur to 1.25 percent. Below a top size of one inch, the sulfur content decreased rapidly as top size was decreased. Figure 2 shows the effect of specific gravity of separation on pyritic sulfur. Normally this coal has an organic-sulfur content of approximately 1 percent. As expected, pyritic sulfur was reduced as the separating gravity was lowered for all the various size fractions shown. The rate of decrease in pyritic sulfur was gradual above 1.45 specific gravity, but great below 1.45. Greater sulfur reductions were attained on the coarser sizes with decreasing

Social licence to mine is influenced by society’s perception of the mining sector’s ability to effectively rehabilitate mined land and for governments to appropriately regulate that process for the broader community benefit. In Queensland, Australia, many mine rehabilitation personnel working for active coalmines, as either staff, consultants or contractors, belong to the Central Queensland Mine Rehabilitation Group (CQMRG). The CQMRG was established 23 years ago with the aim of sharing informal knowledge related to practical aspects of rehabilitation in order to leave as positive a legacy as possible from mined land. This voluntary group of professionals also includes members from regulatory agencies and civil society. Within the dynamic regional mining environment, mine rehabilitation professionals benefit from sharing their informal knowledge.CQMRG is currently a group in transition. Mining boom and downturn cycles have exacerbated the loss of accumulated knowledge in the core CQMRG membership due to rapid changes in personnel at mines in the region. Additionally, some of the most experienced CQMRG-affiliated rehabilitation practitioners are approaching the end of their careers and want their valuable and less formal knowledge retained. Abstract Earthborne vibrations from blasting and other sources, including rock bursts, can now be recorded effectively. The nature and magnitude of vibrations from various sources have been investigated and certain applications of the knowledge thus gained have been made. Vibrations from blasting have been measured on special equipment over a range from an electric blasting cap at a few feet, through the largest quarry shot in history to date ( 1,-362,985 lb.), to the first atomic bomb, in uew Mexico on July 16th, 1945. Laws relating amount of explosive to amount of vibration at different distances have been developed and tested. Special studies have been made of the effects of vibrations on buildings, particularly from the standpoint of possible structural damage. Recorded vibrations are used to study the effects of modern short-period delay shooting. It ?has been found that short-period delay firing is extremely effective in reducing vibrations under the right conditions, but with certain limitations. In quarry shooting, there appears to be a minimum number of holes below which vibrations are not appreciably reduced by short-period delay firing. In several instances this minimum has been near 7. Vibrations in the ground from rock bursts and the effects of mining in stresesd ground have been studied both underground and on the surface in a search for a rock burst warning system. Introduction Earthborne vibrations from blasting and other sources, including rock bursts, can now be recorded effectively. Analyses of blasting records have been yielding increasing funds of information of practical as well as theoretical interest. The nature and magnitude of the vibrations have been investigated with special reference to their effects on structures.
