Recommendations for safe practices in the operation of Diesel engines underground must take into consideration the hazards that might be created if the composition of the underground atmosphere differs from that of normal air. One aspect of this problem was discussed in the second report6/ of this series, which presented the results of tests in which a Diesel engine was operated with mixtures of normal air and exhaust gas supplied to the intake of the engine. The flame safety lamp with metal-gauze enclosure was invented by Sir Humphrey Davy more than a century ago, primarily for its safe light; however, it soon became the standard device for detecting the presence of methane in mine atmospheres. It still is the most widely used device for this purpose and is also the most practicable means of detecting deficiency of oxygen in coal mines. A permissible flame safety lamp is similar in all respects to one that, after a series of tests, has been approved by the Bureau of Mines as safe for use in gassy mines. However, safety depends largely upon the way lamps are maintained and used.

This paper reviews the postwar changes that have occurred in the expenditure and financial behavior of mineral corporations, and in particular the relative importance of factors that affect the industry's supply and demand for funds. This quantitative statistical investigation of factors affecting sources and uses of funds of mineral corporations is achieved through the formulation of a simultaneous equation model of sources and uses of funds. After a description of the study sample in Section I, the postwar cyclical and secular financial behavior of mineral corporations is analyzed in detail in Section II. Section III formulates an econometric model of mineral corporate financial behavior which is then estimated and reviewed in Section IV. Section V discusses policy issues regarding depletion allowances, investment tax credits, and industrial organization of the mineral sector. Finally, the optimum financial structure of mining firms is discussed in Section VI, which analyzes the effect of corporate financial structure on the mining corporations' average Cost of capital.

"1. INTRODUCTION- WHAT IS P3 OR PPP ?The Public Private Partnership (PPP or 3P) is a project delivery scheme based on the government providing land and/or a concession agreement, and on a private entity providing the design, construction, financing, operation and maintenance of the project for an extensive duration of time (up to thirty years). At the end of the operation-maintenance period, the project is turned over to the public entity, which fully owns the project at all times. While there are many PPP delivery schemes used around the world, for the present paper, we are going to analyze the impact of the Design-Build-Finance-Operate-Maintain (DBFOM) scheme on the deep foundation specialty subcontractor. There are couple of reasons that the PPP delivery system started to be used and implemented not only by developed nations (e.g. United Kingdom, USA etc.), but also by the International Development Bank for delivering major infrastructure projects in developing nations. From the point of view of government agencies, some of the reasons to use PPP are the following:??The primary use of private capital in an era where borrowing and/or supplemental taxation represents too much of a political risk. Budget deficits and taxation limits are extremely hot topics in every election (national or local) and the level of education of the electorate in this area is making it more and more difficult for politicians to use borrowed funds and additional taxation finance sources for public projects. At the same time, we see an increase in the social expenditures of the government in parallel with a needed increase in expenditures on infrastructure due to aging and neglect.??Bundling the construction risks with the operational and maintenance risks naturally pushes the private entity to increase the level of innovation and communications in the primary phase ( the construction phase) in order to develop future process based upon the innovation and communications utilized in the operation and maintenance phase of the project. This is true if contractual incentives are properly structured because “all revolves around incentives. In a world of ‘incomplete’ contracts, where it is difficult to foresee and contract about uncertain future events, it is important to get the incentive structure right” (Grimsey and Lewis, 2004).??The transfer of very expensive risks such as differing site conditions, schedule, design, construction, maintenance and operation costs from the public authority to the private entity.??The timespan of development and construction of a PPP project is usually shorter than the traditional procurement process (e.g. “ the I-595 P3 provided capacity improvements fifteen years sooner than a conventional plan would have offered. In Maryland, an innovative expansion of the Seagirt Marine Terminal in the Port of Baltimore was completed two years ahead of schedule due to the P3 model. As a result, the Port of Baltimore is only the second port on the US East Coast to have unrestricted access to both a fully functioning 50-foot channel and 50-foot berth.”)"

A microestrutura de cerâmica incorporada com 0 e 10% em peso de lixo, e depois disparada a 600°C, foi avaliada por microscopia óptica, microscopia eletrônica de varredura e difração de raios X. Os resultados mostraram que o desperdício altera a microestrutura da cerâmica argilosa aumentando a porosidade, bem como formando novas fases cristalinas, principalmente com compostos de cálcio.

Excavation by tunnel boring machines (TBMs) offers many advantages over conventional excavation methods, in terms of safety level, working environment, advance rate and overall cost. While TBMs have been extensively used in civil tunnel construction, they are also viewed as a competitive alternative to the drill-and-blast method for underground mining, attracting increasing attention from the mining industry. This paper presents an overview and general assessment on applications of TBMs in mines, by reviewing more than 60 TBM applications in underground/open pit coal and hard rock mines around the world. The projects range from the early exploratory trials of TBMs in mines in Germany, England, South Africa and America in the 1960s and 1970s, to the ongoing projects in Australia, China and Chile. The paper focuses on the geological compatibilities, the problems encountered, the solutions undertaken and the lessons learned from those projects. The paper summarises the progress made in the past and highlights the challenges faced by TBMs in mining due to complex ground conditions and geometrical requirements. Built-in-place (BIP) refuge alternatives (RAs) are designed to provide a secure space for miners who cannot escape during a mine emergency. Heat and humidity buildup within RAs may expose miners to physiological hazards such as heat stress. To minimize the risk of heat stress, Title 30 Code of Federal Regulations (CFR), or 30 CFR, mandates a maximum allowable apparent temperature (AT) for an occupied RA of 35 °C (95 °F). The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive research on the thermal environment of occupied RAs intended for use in underground coal mines. NIOSH research has demonstrated that a fully occupied BIP RA can exceed the AT limit by more than 5.6 °C (10 °F) in mines with elevated mine strata and air temperatures. In this circumstance, an RA cooling system could provide a solution. This paper provides an overview of test methodology and findings as well as guidance on improving the performance of a cryogenic air system prototype by optimizing the flow rate, increasing the tank storage capacity, and improving the efficiency of the heat exchanger of the cryogenic system. This may enable BIP RAs to meet the 35 °C (95 °F) AT limit in mines with elevated temperatures. The information in this paper is useful for RA manufacturers and mines that may choose to implement a cryogenic air system as a heat mitigation strategy.

The "Pile Prediction Event" at the ASCE GeoInstitute's Deep Foundation Conference in February 2002 involved prediction of drivability and capacity of three 14m long, 324mm diameter, closed-toe pipe piles driven into loose to compact fine sand to slightly silty sand. Predictors were provided the results of two soil borings and three cone penetrometer tests, as well as type and model of hammer to be used for the pile driving. A total of 33 persons submitted predictions. As to penetration resistance distribution, many predictions were far below actually observed values. As to capacity in compression, the predicted values ranged from 270KN through 2,340KN with a mean of 1,070KN. As to capacity in tension, the predicted values ranged from 100KN through 1,650KN. The maximum load applied to the compression pile in the static loading test was 1,25OKN, at which no more reaction load was available. The reaction system for the tension test failed early in the test. CAPWAP analysis on End-of-Driving blows showed capacities at the end of the driving for the push and pull piles of 670KN, and 710KN, respectively. No restrike tests were made. Additional CPT soundings indicate that the pile driving had densified the soil. Static analysis and calculations from the CPT indicated that capacities ranged from 1,000KN through 2,000KN. The paper presents the data and discusses the various methods of determining pile capacity and addresses influence of set-up Lessons useful for future similar events are indicated.

A new method for measuring the mill filling was developed by Outokumpu’s Pyhäsalmi concentrator during 1989-90. The method utilizes the power draw oscillation which is caused by the mill lifters. Each lifter bar causes a peak in the power draw and thus a continuous oscillation results. In a fixed time scale, the oscillation peaks will shift as the lifter bare hit the mill charge sooner or later depending on the volumetric filling of the mill. Thus the measuring method is based on the phase shift of the power oscillation. So far the measurement is utilized for maximizing throughput of the primary mills at Pyhäsalmi and Enonkoski concentrators and at Harjavalta slag concentrator. The paper describes the new method and the results achieved.

THIS paper is intended, in the light of recent investigations, to call attention to some of the essential features of good practice in sampling and mine-valuation. Mine-sampling may be divided broadly into two classes : (1) development-sampling and computation of ore-reserves; and, (2) stope-sampling and estimation of stope-values. DEVELOPMENT-SAMPLING. It is with development-sampling only that this paper deals-the term development being taken to mean the opening-up of a mine by cross-cuts, drives, connections, etc., preparatory to actual extraction of the ore for milling. In development-sampling the work of the sampler and the consequent estimation of the probable value of the mine or portions of the mine, as the case may be, cannot be verified until a later period, when the ground thus sampled has been exploited; hence, extreme care and accuracy are essential. Moreover, the development-sampler has to foresee and allow for contingencies which may arise when stoping is started. It follows that the sampling, in development-work, demands familiarity with the conditions likely to be encountered later in actual mining. In stopes, on the other hand, sampling is clone under actual working-conditions, and the sampler's valuations are immediately checked by the gold-output, or in some cases by a second sampling of the broken ore. A stope-sampler therefore need not be an experienced miner, though he should possess sound technical training and work accurately. Should he be somewhat inexperienced, be soon has his errors discovered for him, and learns to avoid them. Last summer Larry Miller of Roberts & Schaefer told me that his AIME committee would like me to present some thoughts on the marketing of industrial mineral fillers and pigments to this illustrious group in Las Vegas. Shortly after, Brian Coupe of "Industrial Minerals" (the magazine) notified me that I would be presenting a paper to the Fourth International Industrial Minerals Congress in Atlanta this June. It seems to me now it might have been more appropriate to reverse the papers. Las Vegas, a town based on risk, might want to hear what we have to say in Atlanta. The subject for June is "Risk Philosophies of U. S. Industrial Minerals Companies". However, upon reflection, marketing of industrial minerals reflects risk philosophies to a considerable extent, so we'll cut the deck and deal on the subject of marketing.

In the constant search for ways and means of improving the quality of coke and thus making its use at the blast-fornace more satisfactory and economical, it has become increasingly evident that the present laboratory tests do not show the full picture of a coke's value as a blast-furnace fuel. This fact was recognized by Dr. A. C. Pieldner thirty-five years ago: (Ref. 1) here is perhaps no phase of fuel technicology which has aroused more discussion or regarding which there is more difference of opinion than the properties of coke which make it most suitable for blast-furnaces and other uses." Dr. Fieldner followed this assertion with a statement to the effect that men who write on this subject today (1923) have, because of conflicting experimental evidence brought forth in recent years, far less positive opinions on the matter than did writers of some years past. One is led to wonder if these statements are not just as true now as they were when first made.

COAL preparation will be the main topic discussed at the first fall meeting of the Coal Division at Pittsburgh, Sept. 11, 12 and 13, though valuation, mergers, safety, stream pollution and other topics will not' be neglected. It is particularly appropriate that the great changes taking place in preparing coal for the market should be discussed at length where in the plants of the Pittsburgh Coal Co. and others the opportunity is afforded to see on a large scale just what is being accomplished. In wartime, the United States broke all records in coal production, but, as the late Franklin K. Lane pointed out, every fifth car shipped consisted of dirt. Obviously that constituted a big bur- den on industry and, in the remaking of the business which is now taking place both in the anthracite and bituminous fields, clean coal has properly enough be- come a watchward. Central coal-cleaning plants are being erected as a part answer to the puzzled inquiry of those familiar with metal mining as to why miners of coal have so long been content with what are relatively small units of production. Gradually big collieries comparable in tonnage output to the biggest copper mines are being built, and excellent examples are to be seen near Pittsburgh. Effective communication is a sought-after non-technical skill in the health, safety, and environmental (HSE) function and is fundamental in achieving an organization’s safety objectives. While different channels are used to communicate HSE matters, many organizations employ posters, videos, and/ or signs containing images to convey information. Communication through signage and graphical hazard symbols has been regulated in standards, but vast sections of HSE communication are bespoke communications and exist outside the sphere of standards. Effective HSE communication through images requires an understanding of the organizational culture in which the images will be used, as well as an understanding of the semiotics of the images themselves. Creative interpretation within HSE communication can create situations where the message that was received is not the message that was intended, leading to confusion and misinterpretation. This paper is aimed at elucidating the semiotics of South African HSE visual content. It was found that the indexical mode of images was most preferred in visual communication, and text-only designs the least preferred. Senders and receivers of messages differ in their opinions on the complexity of HSE communication.

Cone crushers are used in the mineral, mining, and aggregate industry for fragmentation of rock materials. Control systems for cone crusher settings are widely used to compensate for wear and to protect the machines. The eccentric speed in a cone crusher affects the number of compressions the material is exposed to and thus the particle size distribution of the product. Eccentric speed also affects crusher capacity. However, the speed of the crusher is mostly fixed, because speed changes must be made by shifting pulleys, a process which is quite time-consuming. By applying a frequency converter, which has decreased in cost during recent years, it has become possible to adjust the speed continuously. By also applying mass-flow sensors to the process, the crusher can be run optimally to yield the most sellable products in a given moment. Existing systems normally only protect the machine. The sensors can be mass-flow meters, e.g., conveyor-belt scales. To analyze data from the process and calculate the appropriate value for the speed, an algorithm has been developed. The developed algorithm was tested and evolved at a crushing plant for aggregates that produces around 350 kton a year. The algorithm was implemented in a computer that could communicate with the frequency controller, retrieve data from four mass-flow meters, and also interact with the opera-tor. The computer was reachable over the Internet for the researchers at Chalmers and the algorithm was tuned and improved on-line. The result is a crushing stage that consistently and maximally produces the most desirable product. The performance (yield of required products) increased by 4%. As a bonus, the lifetime of the mantles increased 27% on the evaluated crusher.

Outside air for ventilating coal mines in Alabama varies considerably in both temperature and moisture content during the year. Alternate condensation and evaporation of the moisture on mine roofs may result in stresses detrimental to the strength of mine roof. It is well known that the clays in shales absorb moisture, and many investigations have noted the weakening of shales by absorption of moisture. Parker (1970) concluded that there is an annual cycle of rock deterioration in mine roof rock caused by the annual temperature-humidity cycle at the surface. He further noted that moisture reduces the strength of dry rock by one-half, that moisture added to dry rock can cause failure in compression, and that drying of wet rock causes tensile stress buildups by shrinkage. His recommendations for alleviating the moisture-temperature problem was to seal the rock in critical areas and to control ventilation so that air temperature will be lower than rock temperature. The latter recommendation will avoid condensation on the rock surfaces. Hartmann and Greenwald (1941) published the results of a very comprehensive experimental project to determine the effect of temperature and humidity changes on the behavior of mine roof. Their general conclusions included statements that roof rocks were very sensitive to moisture changes, but had low coefficients of thermal expansion. The new algorithm for high-order simulation of ore deposit grades termed HOSIM is based on the concept of spatial cumulants. The algorithm is tested using data from Apensu, a structurally controlled gold deposit in Ghana. The required high-order spatial structures are obtained from a training image or analogue of the deposit. Using the available drillhole data and training image, HOSIM realizations are able to model well the grades and geometry of the large and well sampled mineralized structures. However, under-sampled small structures remain difficult to model. HOSIM offers a promising alternative for the spatial simulation of complex non-Gaussian orebody attributes of interest.
