Risk exposure in tunnel projects is extremely high due to various factors such as variability of subsurface conditions, selection of inappropriate design and tunnelling methods, improper risk assessment on adjacent surface and subsurface structures and utilities, and inadequate contractual practices. The risks in tunnelling must be borne by the contractor, designer and the owner of a tunnelling project. There have been a number of improvements in the last ten to 15 years in the manner in which tunnel projects are developed and implemented in terms of their design, construction, financing and operations. One significant improvement has been the manner in which underground conditions and their risks are being managed. Owners are less willing to transfer the full responsibility to the contractor for managing the underground conditions, although this is a familiar manner in which underground major urban projects have been previously contracted and managed. The owners of tunnel projects in Singapore have advanced the risk management process for their projects through geotechnical interpretative baseline reports (GIBRs), geotechnical data reports (GDRs) and project specifications (PSs). This paper discusses industry practice and its development as well as the application during the preparation and use in Singapore on the Deep Tunnel Sewerage System (DTSS) and the Marina Coastal Expressway (MCE) project in Singapore. The DTSS trunk sewer is 48 km and ranges from 3.3 m to 6 m finished diameter up to 50 m below the ground. The underground conditions ranged from Old Alluvium, strengths of about 1 MPa to competent Bukit Tima granite, with strengths of over 230 MPa. The total route length of the MCE is about 5 km. About 3.6 km will be constructed underground, consisting of dual five-lane carriageways. The underground construction will be cut-and-cover, and 2.6 km will be constructed about 13 m underground, and 1 km of tunnel will range from 13 m to 24 m as the tunnel passes under a 420 m wide reach of Marina Bay, whose crossing will be constructed as a two-phase cofferdam.

At the request of some of the members to whom I have shown a collection of specimens of sulphur from southern Utah, I herewith present some notes relating to the mines and the method of extracting the sulphur from the ore. In preparing these notes I have borrowed from a paper by Prof. G. vom Rath, published in the Neue Jahrbuch fur Mineralogie, vol. i., 1884, dated Salt Lake City, December, 1883. The Cove Creek sulphur-bed, now worked by the Dickert & Myers Sulphur Co., is in Beaver county, near the line of Millard county. It was first discovered by Mr. Ferdinand Dickert in 1869 ; other beds in the same neighborhood mere found by him from 1872 to 1875, making altogether 22 mining claims. The want of railroad communication prevented the early development of these claims; but in 1883 Mr. F. Dickert put up a plant for extracting sulphur from the ore, which proved a perfect success; and in 1885 the property was transferred to a stock company organized under the laws of Utah. The railroad station nearest to the Cove Creek mines is Black Rock, on the Utah Central Railroad, 204 miles south from Salt Lake City, and about 26 miles west of the mines. The road from Black Rock to the mines passes through desert and lava-bed, to the road leading from Kanosh to Beaver, which latter road it joins near Cove Creek fort, a square stone enclosure, erected by the Mormons for protection against the Indians. Cove Creek fort is situated near the eastern limit of a plain bounded on the west at a distance of about 12 miles by the Mineral range, and on the east by the Sulphur mountains, forming part of the Tushar mountains. To the northwest the plain runs into the Sandy desert. About 3 miles from the fort rises a solitary hill about 1000 feet above the

This paper presents the results of the second in the series of annual canvasses on the consumption of ferrous scrap and pig iron in the United States, inaugurated in 1935 by the Bureau of Mines and published in Report of Investigations 3329. The study was undertaken in response to requests from trade organizations and others for detailed statistics on this phase of the iron and steel industry. Thus, for the first time, producers, buyers, sellers, and consumers of iron and steel scrap have had an accurate statistical picture of this important raw material As originally contemplated, the study was to be continued on an annual basis, but, owing to budgetary limitations for the fiscal year 1937-38, the Bureau may be unable to conduct the canvass for 1937.

SIDERFIN The semi-annual meeting of the Montana Section was held at the Silver Bow Block, Butte, Mont., on Friday evening, Oct. 8, 1915. An informal, subscription dinner, at $1.50 a plate, was enjoyed inn' the early evening, by 62 members and guests. After dinner a technical session was held, and a paper entitled Preliminary Outline of Paper on Mines in the Boulder Batholith was presented by J. A. Grimes, who is joint author of the paper, with Paul Billingsley. The paper elicited a lively and interesting discussion, in which a score of members took part. Expect Labrador Iron Ore Shipments by 1954 Iron ore shipments from the Quebec-Labrador area are a "definite expectation" by late summer, 1954, according to William H. Durrell, general manager of the Iron Ore Company of Canada. About $120 million have been invested in the project, with a total of $200 million expected to be reached before a ton of ore is shipped, Mr. Durrell said. According to the general manager approximately 418 million tons of open pit highgrade ore have been proven in the project. Deposits lie several hundred miles north of the mouth of the St. Lawrence River in territory which was without transportation of any kind. Construction of a railroad from Seven Islands to Knob Lake, about 360 miles, is an important part of the development plan. The railroad will be the first to adopt complete roller bearing applications. Construction is on schedule with 215 miles of the route graded. Completion involves two tunnels through rock, one of almost half mile length, a 700-ft bridge and several smaller spans.

FTIR spectroscopy has been used for the characterization of adsorbed oleate at the fluorite surface. It has been found that modest changes in the adsorption density at high temperature and high oxygen potential do not provide a satisfactory explanation for the significant increase in the hydrophobic character of the system under similar conditions. Rather, FTIR spectroscopic measurements suggest that chemical interaction between adsorbed oleyl groups occurs at high temperature and/or oxygen potential and accounts for the increased hydrophobicity. Specifically, the intensity of the =CH bond of the adsorbed oleate diminishes at high temperature and/or high oxygen potential. Such a phenomenon was not observed in control tests with the calcium oleate soap. For extensive reaction at the fluorite surface, the presence of a new surface species has been identified. These results indicate that the fluorite surface catalyzes an oxidation and/or polymerization reaction between adsorbed oleyl groups which results in a more hydrophobic structure at the fluorite surface.

Hydro-Jex® is a new enhanced method for heap leach treatment with significantly higher mineral recovery. In this case study at the Los Filos Mine in Mexico, the Hydro-Jex operation is evaluated for heap leach stability. This is pursued by numerical modeling of the heap leach pad stability and well monitoring of the phreatic surface before and after the Hydro-Jex operation. Experimental and numerical results both indicate an improvement in mineral processing under the influence of Hydro-Jex. Numerical results show an insignificant decrease and a significant increase in stability during and after Hydro-Jex injection application, respectively. The integrity of the liner is maintained in both cases. The zonal injection pressure, operationally below the overburden pressure, is found to be negligible compared with the dimensionality of the heap, and stability of the structure is not exposed to any significant risk, even up to 25%above overburden pressure. Furthermore, heap leach factor of safety increases after Hydro-Jex application. This is attributed to breakdown of the water solution build-up and thus a decrease in the phreatic surface depth below the top of the pad. It is suggested that injection wells be drilled, based on thorough geophysical data, in locations where overcompaction of heap material results in water solution build-up and pore pressure enhancement. Compared with traditional heap leaching, the Hydro-Jex technique not only expedites mineral processing by increasing chemical kinetics extraction but also increases the stability of the heap by unclogging drains.

This report deals with a portion of the research and development work in the field of synthesis gas purification, carried out by the Bureau of Mines at its Morgantown, W, Va., Station in cooperation with West Virginia University. The Bureau's work in connection with gas purification has been performed with the objective of finding effective, low-cost, processes for removing impurities from synthesis gas to protect the catalyst used in the Fischer-Tropsch process for production of liquid fuels. Synthesis gas used for the production of other chemicals, such as ammonia, alcohols, and methane, requires equally rigorous purification. Although present-day practice in the manufactured-gas industry does not require such a high degree of purification, there is increasing interest in the complete removal of sulfur compounds from city gas. Although the gas-purification work at Morgantown deals with several impurities, major effort has been devoted to organic sulfur compounds in gas; this paper represents a progress report on some of the more important studies in connection with those compounds. Because this is a progress report on the Bureau's experimental work, no attempt has been made to cover the work of others on the subject; references to the literature have been restricted to those bearing directly on the work described.

Introduction Mineral wool may be defined as "rock, slag, or glass fibres made by a process of melting and blowing by steam or air, containing a minimum of oil and unfiberized material" (U.S. Bureau of Standards CS 117-44). The earliest production of the material was in Wales, about one hundred years ago. In the United States, the industry daces from 1870 when a plant, using slag as raw material, was established in Greenfield, New Jersey. It was not until 1897, however, that large-scale production was commenced on this continent at a plant in Alexandria, Indiana, which utilized rock from nearby deposits. Today, mineral wool is manufactured in many parts of the United States and Canada, the plants for the most part being in close proximity to deposits of suitable rock or to sources of slag. In the United States there are some seventy-five producers with a total annual capacity of nearly one million tons of wool. In Canada, in 1946, eleven manufacturers produced about fifty million square feet of batt-type mineral wool insulation material. Mineral wool is, perhaps, the most efficient of all heat-insulating materials and, moreover, it is fireproof, extremely durable, and insect- proof. Its high efficiency is due to the very low thermal conductivity of the fibres themselves and to the fact that the produce as marketed contains up to 90 per cent non-conducting air space. Depending on the degree of compression of the fibres in the manufactured product, the specific gravity ranges from 2 lb. to 10 lb. per cubic foot. Under an approved remining program, mine operators can remine abandoned coal mines without assuming legal responsibility for treatment of the previously degraded water, as long as the discharging waters are not further degraded and other regulatory requirements are satisfied. A U.S. Bureau of Mines review of 105 remining permits in Pennsylvania indicates that remining results in substantial reclamation of abandoned mine lands, utilization of significant quantities of coal, and reduction of contaminant loads (acidity and iron) from degraded mine drainage discharges. Normality tests performed on the water quality and flow data indicate generally nonnormal distributions and extreme right-skewness, tending toward lower values. The water quality of underground coal mines was observed to be more highly degraded in terms of acidity, iron, and sulfate than that of surface coal mines. The optimum baseline sampling scenario is 12 months in duration at a frequency of one sample per month. Analysis of water quality and flow rates before and after remining indicates that a majority of the mines exhibited either no change or a significant decrease in pollution rate because of remining. The discharge flow rate was the dominant controlling factor when the post-remining contaminant load was significantly better or worse than the baseline (pre-remining) load.

Low-temPeRatUre carbonization needs no introduction to the literature on coal. This paper will attempt no review of that literature; it tells the story of the commercial development of one of the processes for carbonizing coal at so-called low temperatures, dealing with the technology and economics of the process rather than with the design of equipment. The process used is that covered by the patents of C. B. Wisner, with improvements and changes made by the Pittsburgh Coal Carbonization Co. The important and novel feature of the process is the phenomenon of making the product in ball form (Fig. 1). Melting coal dust into smokeless solid fuel in an apparatus as simple as a revolving cylinder of ordinary mild steel has been proved to be practical. Furthermore, it has been found that the process has a wide application, for by applying a knowledge of why and how this balling action is accomplished, the apparatus can be designed and adapted to treat any coal that has a certain minimum agglutinating property. The operating plant is 20 miles west of Pittsburgh, adjacent to the Champion preparation plant of the Pittsburgh Coal Co. The coal used is cleaned minus ?-in. or finer sizes. The products are low-tem-perature coke, tar and tar products. Present capacity is 7000 tons per month of low-temperature coke and 140,000 gal. of tar. There is no surplus gas for sale, and none of the light oils are stripped from the gas. The coke is marketed in two sizes, 1 to 2 in. and 1 to 6 in., through retail coal dealers for domestic consumption in hand-fired furnaces, and for fireplace fuel. The smaller size is bagged by dealers. Crude tar and many distillates and road tars are sold. The mining industry's image is molded by what the general public knows, or thinks they know about mining. As we prepared for the production of Caterpillar's educational film, Common Ground, we first had to find out exactly what the public perceptions about mining were. Before we could educate people about mining, we had to find out what they already thought. As we broke down those perceptions, we were able to narrow our focus to relevant, realistic approaches for the film. We found out what people didn't know about mining. And most importantly, we singled out the facts they should know... facts that could create more favorable attitudes. This research was instrumental in our final direction for the Common Ground project.

Whildin, Mining Superintendent, Lehigh Coal & Navigation Co., Lansford, Pa., presented a. paper on Steep Pitch Mining of Thick Coal Seams, illustrated by numerous drawings. This paper will be printed in the November number of the Bulletin. A lively discussion followed the reading of the paper.
