In the first half of 1990, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in August led to the Persian Gulf War in January and February 1991. The subsequent oil shock contributed to a dampening of the U.S. economy, and the U.S. gross national product rose only 0.9 % to $5,463 billion (U.S. billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The U.S. Department of Defense continued to review stockpile goals and upgrade several mineral materials. In addition, the U.S. Bureau of Mines continued to maintain the standby Emergency Minerals Administration. After the Defense Production Act, which authorizes priorities, allocations, and supply expansion, lapsed on October 20, 1990, the Selective Service Act of 1967 became the authority to ensure that orders of the Armed Forces and defense atomic energy programs were given priority treatment.

The Bureau of Mines has developed a system using a high-speed electropneumatic mechanism for the rapid (grab) sampling of dusts and gases during an explosion. The sampling system consists of an aluminum housing that incorporates two 30-cm3 preevacuated glass vials with rubber septums. Upon actuation, the sampling probe needle is driven through the septum with a pressurized air pulse, filling the tube with gas and dust from the mine explosion. After a predetermined time, the sampling probe needle is retracted by a second high-pressure air pulse to its normal (quiescent) state, allowing the sampling tube to reseal. The onset and the duration of sampling are independently variable and controlled by a time-delay relay package. This technique enables the monitoring of pyrolysis-charring in coal particles and the generation and combustion of the pyrolysis vapors in both large- and small- scale explosions. The following results were obtained from full-scale dust explosion tests at the Bureau of Mines Lake Lynn Laboratory: (1) Gas sampling of the leading edge of the flame front shows the large concentration changes, characteristic of the flame front; (2) gas samples taken entirely in the flame zone consist of pyrolysis and combustion products with very low residual oxygen; and (3) the particles collected in the flame zone show signs of extensive pyrolysis and charring.

Many of the major copper ore bodies throughout the world contain chalcocite (79.9% Cu) as the principal copper mineral, yet the grades of copper concentrates produced from these ores rarely exceeds 25 to 28% Cu and in one known instance went as low as 13%. The low grade has traditionally been attributed to the presence of "activated pyrite" and/or chalcopyrite, and the universal approach has been excessive regrinding with all of its inherent effects-high capital, energy and maintenance costs, excessive sliming, and concentrate filtration difficulties (high moisture content). E. P. Cadwell, former Chief Metallurgist for American Cyanamid Company, did extensive microscopical studies on several of these types of concentrates from South American operations during the 1950's and discovered they all had one common feature--the pyrite particles in the concentrate were all rimmed with thin films of secondary chalcocite or covellite. As far as a flotation bubble or reagent is concerned, a rim of chalcocite is the same as a solid particle of chalcocite, and as long as a rim is present, the particle is going to float. Upon examination of these rimmed particles under the microscope, it becomes quite obvious why regrinding will never solve the problem and why maximum increases in grade by this technique rarely give improvements in grade of greater than 3 to 5% Cu.

"We made site visits to determine potential environmental issues caused by artisanal and small-scale mining (ASM) in the Tarkwa Mining Area (TMA) of Ghana. Activities of the diggers were observed to degrade vegetation, land and water. Improper handling of mercury was also identified as a major threat to people and ecosystem. Large abandoned pits and trenches posed fall traps to farmers, hunters and wildlife. We argue that lack of adequate monitoring and regulatory enforcement by Ghanaian authorities, together with inappropriate mining processes, probably due to lack of technical expertise are contributing factors to the environmental issues of artisanal and small-scale mining in the TMA. INTRODUCTION Environmental degradation caused by artisanal and small-scale mining (ASM) has been a major concern to many people and governments around the world. ASM is often associated with health, safety and environmental issues in communities where it is practiced (Kitula, 2006; Asiedu, 2013; Sousa et al., 2010). Some of the environmental issues that have been reported include land degradation, mercury contamination, cyanide release, and pollution of rivers/streams. These issues have been attributed to improper mining methods, inefficient technology, lack of technical training and environmental awareness, and lack of regulatory enforcement (Serfor-Armah et al., 2005; Bansah et al., 2016a; Hentschel et al., 2002). In Ghana, ASM typically occurs in rural communities, providing jobs to many people and contributing towards socioeconomic growth of the country (Banchirigah & Hilson, 2010; Bansah et al., 2016b; Osei-Kojo & Andrews, 2016). As a result of the environmental issues, many people have called on government to develop drastic measures to control ASM operations. It is in this regard that this paper examines potential environmental issues caused by ASM in the Tarkwa Mining Area in Ghana, and suggests mitigation measures to ensure environmental sustainability. ASM in the area comprises of registered (licensed) and unregistered (unlicensed) operations that adopt surface or underground mining methods to exploit gold-bearing materials. Surface operations typically involve clearing of vegetation, removal of overburden, excavation of mineral deposit, washing/grinding of excavated gravels and processing with mercury. Except grinding, washing and mercury recovery, underground operations are conducted below ground with limited impact on the surface. Alluvial mining is also commonly practiced in streams and along river banks. These activities can have devastating impact on biodiversity of the ecosystem. To achieve the objective for this study, field visits were made to ASM sites to observe operations and interact with diggers. Visits were also made to host communities of ASM and government officials to obtain their perspectives on ASM in relation to environmental impact. The study area (Tarkwa Mining Area) is located in the Western Region of Ghana (see Figure 1). It is endowed with natural resources such as gold and manganese. Hence, mining is the major economic activity in the area. ASM is widespread, with 15 registered operations and several unregistered mines. The environmental issues observed in the study have been grouped into three main categories: vegetation and land depletion; water quality and pollution issues; and mercury contamination issues."

Thousands of mine air samples are taken underground each year by MSHA inspection personnel in order to further assure that miners have a safe and healthy environment in which to work. While most air samples are taken with stain tubes, many samples are obtained in evacuated containers and returned to a laboratory for more accurate analysis on a gas chromatograph. In order to enhance the accuracy, reliability and repeatability of the samples taken with evacuated containers, improved procedures have been developed, which are described in this report, for filling two different types of evacuated sample containers using either mechanical or electrical pumps. In those instances, such as when sampling strata gases in drill holes, where mathematical calculations may be required for proper sampling, example calculations are provided. The use of a third type of evacuated container, which is generally restricted to non-specific sampling of the ambient mine atmosphere, is also described.

General statement.-The briquetting tests conducted by the technologic branch of the United States Geological Survey had their beginning in the testing of coals and lignites at the Louisiana Purchase Exposition, St. Louis, Mo., in 1904. Briquetting tests were made at the fuel-testing plants at St. Louis, Mo., and at Norfolk, Va. Similar tests to be made at the experiment station of the Bureau of Mines at Pittsburg, Pa., form an essential part of investigations looking to the determination of the fuel value of the coals and lignites belonging to or for the use of the United States. The tests have comprised (1) the manufacture of briquets to determine the adaptability of different coals and lignites to the process and the merits of different binding materials; (2) physical tests to establish the fitness of the briquets to withstand weathering, transportation, and handling; and (3) steaming tests to prove the calorific value of the briquets in boilers of different types used by the Government, and, by comparison with the raw coals, the benefits to be derived from briquetting. Details of the tests have been issued in other publications. list of Government publications on fuel testing and briquetting is given at the close of this volume. Tests at Norfolk.-The fuel tests conducted at Norfolk included a detailed investigation of a number of Virginia and West Virginia coals that are bought by the United States Government for the Navy and for use in constructing the Panama Canal, and are extensively used by the merchant marine, manufacturing plants, and railroads. Through a cooperative arrangement with the Navy Department steaming tests of the coals were undertaken to determine the relative merits of the same coal when burned raw or as briquets in marine boilers. Preliminary arrangements were made between Joseph A. Holmes, then expert in charge of the technologic branch of the United States Geological Survey and now director of the Bureau of Mines, and Rear-Admiral Charles W. Rae, Chief Engineer of the United States Navy. The tests were made on board the U. S. torpedo boat Biddle, designated for the purpose, beginning December 6, 1907, and ending January 27, 1908. The coal used in these tests came from the Sewell and Beckley beds in the New River district of West Virginia. With the particular equipment used in the tests both coal and briquets were far. from smokeless; consequently the data of this bulletin are applicable only by analogy to parallel operation with a coal more nearly smokeless, but nevertheless applicable with much reliability. The possibilities of coals of different composition are indicated by the data to be published in a bulletin of the Bureau of Mines, wherein the present authors describe a number of tests in which only a very slight amount of smoke was emitted while burning raw coal from the Pocahontas No.3 bed, West Virginia, and briquets made therefrom at rates of combustion very much higher than any rates used in the torpedo-boat boiler. At a combustion rate of 120 pounds of the Pocahontas briquets per square foot of grate surface there was scarcely any smoke. It was the original intention to make a set of preliminary steaming tests alongside a dock (which tests furnish material for this bulletin) and to finish with a set of running tests at sea; but the running tests were never made, for lack of time and men.

This report describes the sinking of No. 3 shaft at the Westvaco mine. It is one of a series of publications of the Bureau of Mines on mining methods and practices in the United States. The Westvaco mine is in Sweetwater County, Wyo., approximately 23 miles northwest of the town of Green River (fig. I), There are no permanent habitations in the vicinity of the mine, and employees live in Green River or Rock Springs, Wyo., 14 miles us t of Green River. The mine plant is on a windswept, treeless plain, from which low buttes and flat-topped ridges rise. The altitude at the collar of No. 3 shaft is 6,351 feet. The climate is arid, with temperatures as low as 40° below zero in the winter. Blacks Fork, a tributary of the Green River and a perennial stream, flows near the mine.

Since 1882, world zinc production has increased. In contrast, United States zinc production rose until about 1915, but since then has remained nearly constant, with a slight tendency to decrease. Production from the Tri-State district, the largest early source of zinc in the United States, has gone down steadily; this decline has been balanced by a growth in the rate of other districts. These changes in United States production are due to economic, not geological, factors. Recent exploration has located large mineable ore bodies; additional deposits will undoubtedly be found in the strata-bound carbonate rock and volcanogenic environments. A statistical analysis of the exploration effort in the Middle Tennessee district indicates that new discoveries can be expected there. Thus, the United States is in an early stage of the production cycle for zinc. Of major mining districts in the United States, only the Tri-State is exhausted under current economic conditions; large zinc resources of low-grade material, which would repay mining at higher prices or improved technology, are known to exist in that district.

The removal of calcium from the retentates of reverse osmosis (RO) treated minewater is desirable since it allows the recovery of both additional potable water (through RO) and higher-purity salts (in downstream processing). This, in turn, reduces the need for costly and unsustainable evaporation ponds and enhances the economics and operability of potential zero-liquid discharge downstream processes, e.g. evaporative-, cooling- and eutectic freeze-crystallisation. For this study, a multi-component retentate high in sodium content was considered, typical of those emanating from minewater reclamation plants in Mpumalanga, South Africa. Four technologies were evaluated to remove calcium: gypsum precipitation by addition of lime; calcium carbonate precipitation by addition of soda-ash; heating crystallisation of calcium sulphate anhydrite; and cooling crystallisation of gypsum. Full processes were developed and simulated using electrolyte thermodynamics. Using the results of these simulations, capital- and operating costs, as well as revenues were calculated and used in economic comparisons of the processes. Sensitivities to key purchasing and selling prices were also investigated to understand the impact of changes in these variables. For the case of a low magnesium-to-sodium ratio in the feed, gypsum precipitation through lime addition was found to have the lowest operating and total annualised costs; but, if revenue could be derived from the sale of sodium sulphate, calcium carbonate precipitation through soda-ash addition was favoured. Observations made from laboratory analysis of samples of fine-grained argillaceous materials (shales) subjected to various changes in moisture content have been correlated to loss of strength in the rock material. This reaction to a change in in-situ conditions (subsequent to mining) at a mine site combined with the observed relationships of surface-disturbing subsidence features at locations where the predominant overburden material is fine-grained, provides a predictive tool for the subsidence engineer.

The focus of this study was on the evaluation of hydrologic and environmental behavior observed in GeoWaste and waste rock test piles. GeoWaste is a mixture of fast-filtered tailings and waste rock prepared as a tailings-dominated mixture. The two test piles included potentially acid-generating (PAG) waste rock and were operated for 26 months to evaluate whether GeoWaste can suppresses sulfide oxidation and production of metal-rich acid mine drainage relative to PAG waste rock. The test piles were constructed in the shape of truncated 5-m-tall pyramids with 25-m base sides and flat 5-m × 5-m top surfaces. Water content, temperature, electrical conductivity, and oxygen concentration were monitored in four layers and at five locations within each layer in both test piles. In addition, 5-m × 5-m lysimeters were installed at the base of each pile to collect leachate. Approximately 2660 mm of water was added to the surfaces of the test piles via precipitation and irrigation (irrigation ≈ 1050 mm applied at an approximately constant rate for 70 days). The measured saturation, oxygen concentration, electrical conductivity, and temperature in the GeoWaste and waste rock piles suggest more sulfide oxidation occurred in the waste rock pile compared to the GeoWaste pile. Observations from the pile experiments suggest that co-managing mine waste in the form of GeoWaste reduced acid generation compared to waste rock alone due to the lower permeability and unsaturated state of the GeoWaste pile that reduced downward migration of moisture and inhibited drainage.

The American Society of Mechanical Engineers extends an invitation to members of the Institute to participate in an exceedingly interesting excursion on Saturday, November 11. Permission has been secured for a visit to the plant of the Electric Boat Co. at New London, Conn. There will be run a special-test on a high-power 8-cylinder, 4-cycle Diesel engine. A large number of submarine and other engines in various stages of construction will be seen, also the boring of torpedo tubes, cylinders and other equipment for submarines. The drafting rooms and foundry mill also be open for inspection. The party will have an opportunity to see at close range the submerging of several submarines, and an attack on a vessel on the surface, an exhibit which is being arranged by courtesy of Rear Admiral A. W. Grant, who is in command of the submarine forces of the United States. The Boston members will leave South Station on train No. 7 at 8.30 A. M. Those from Providence will board this train at 9.36 A. M. The Worcester members will leave on train No. 745 at 8.36 A. M. The New York contingent will leave the Grand Central Terminal at 8.31 A. M. on train No. 8. This train will leave New Haven at 10.30 A. M. Upon arrival at New London, each group will go directly to the Mohican Hotel, where a "get-acquainted" luncheon will be served

A CBMM aplicou aços micro ligados ao nióbio em dois tipos de caçambas de carregadeiras de rodas que operam na usina de Araxá, Brasil. O objetivo foi avaliar os benefícios destes aços relacionados com redução dos custos, aumento da produtividade e vida útil dos componentes. Uma das máquinas analisadas coleta peças quentes de ferro nióbio para carregamento dos silos do britador. O uso de um aço ferramenta de alta resistência e resistente ao desgaste solucionou os problemas de deformação, desgaste e rachaduras durante o serviço, aumentando a vida útil da caçamba em cerca de 190%. A outra máquina avaliada foi uma carregadeira de rodas que opera na mina de minério de nióbio. O novo desenho com aços de alta resistência mecânica e resistente ao desgaste reduziu o peso em 14%, correspondendo ao incremento na capacidade de carga. A carga extra possibilitou um aumento na produtividade dos caminhões de 42 toneladas. Com os novos materiais, as trincas anteriormente encontradas na caçamba da pá carregadeira foram eliminadas, enquanto foi mantida a resistência ao desgaste antes oferecida pelo aço revestido com carbeto de cromo reduzindo também os custos de investimento em 7%.

[Secretary's Note.—The following official tables, prepared by the government of the State of Nuevo Leon, and presented to the Institute at the fifth seseion of its Mexican meeting, held at Monterrey, November 26, 1901, present in compact form a general summary of the mineral and metallurgical industry of the State for the preceding calendar year, together with a statement of the railway-shipments of ores from January 1 to October 31, 1901, which, in the absence of direct official mining and metallurgical statistics (not yet available for that year), clearly indicates an increased activity and productiveness of these industries. In other words, the mines are reported to have yielded in 1900 a total product of 83,960,169 kilos of ore; whereas, the railway is reported to have carried, in 10 months of 1901, a total of 108,318,647 kilos of ore. At this rate, the railway-shipments for 1901 mould amount to nearly 130,000,000 kilos. It is, of course, possible that the railwaystatistics include other freight than ores, or that they include duplications, such as would be involved in the record, first of certain ores transported, and afterwards of the " base bullion " produced therefrom. An accurate comparison is therefore impossible ; yet, after making all reasonable allowances for such items as have been named, it seems safe to infer that the mining and metallurgical industry of this State accomplished in 1901 a substantial progress.]

In planning and designing of underground excavations and construction, it is of considerable importance that the stresses and displacements in the rock mass subjected to arbitrary sequences of unloading and loading be within allowable limits. For determination of the stress and displacement fields, the usual approach is to treat the rock as an elastic material and to apply the principles of the theory of elasticity. However, analytic solutions are available only for a limited class of problems of simple geometry and idealized material properties. Nonhomogeneity and anisotropy of material coupled with complex geometrical configuration and initial stress fields that are almost always preexistent in rock masses at great depths, render the problem intractable by analytical methods. Approximate solution techniques using numerical procedures have, therefore, to be resorted to. The finite element method as applied to plane stress analysis was introduced by Clough.1 It has developed into a powerful tool for the analysis of various field problems in structural and continuum mechanics. The method is well documented in the literature2-6 and, therefore, its historical development will not be discussed here. Wilson's analysis of the plane stress/strain problem has found extensive use in the area of soil and rock mechanics including stresses around underground openings; stresses and displacements in dams, foundations, etc.7-11 In his analysis of the axisymmetric solid,3 Wilson proposed a procedure to allow for certain cases of nonlinear material properties. It is impracticable to prepare for the present number of the Bi-Monthly Bulletin a detailed account of the memorable Joint Meeting of the Iron and Steel Institute and our Institute, held in London, the last week in July, and of the, innumerable festivities, entertainments and excursions which accompanied and followed it, in England, Scotland, Wales and Germany. This preliminary sketch, from which all " useful particulars "' have been carefully omitted, is published unofficially, as a convenient answer to the manifold inquiries of members who did not go, and who are now trying to alleviate their unavailing regret by indulging their curiosity. Perhaps they secretly hope to hear that they did not lose so very much, after all-that the affair was not all that could have been desired or dreamed; that there were serious drawbacks, shortcomings and disappointments; and that it is just as well to have stayed it home, and now to hear about it. Let them lay no such flattering unction to their souls. The month they have missed would have been the time of their lives. They will never, never know how good a time it was, or adequately repent of their folly, if they could have gone with us, and voluntarily did not go of course, those who would but could not, have our immeasurable pity, without blame. I shall present here no consecutive and minute story, but only a series of general paragraphs concerning different aspects and stages of our experience. THE WEATHER. The proverbial good fortune of the Institute attended its visiting members and guests at every stage of the late London meeting and the numerous excursions which accompanied or followed it. The past decade shows record increases in global demand for minerals and metals with an accompanying significant decline in skilled personnel. Mining companies today are examining new technologies to maximize production, reduce costs, and create safer work conditions to deal with this shortfall. Automation of an open-pit mine haulage system is receiving attention as a beneficial option since it provides more consistent and efficient operation of mining equipment, it removes workers from potential danger, it reduces fuel consumption significantly reducing greenhouse gas (GHG) emissions, and it can help optimize vehicle repairs and equipment replacement because of more-predictable and better-controlled maintenance. This paper describes a simulation model under development using the EXTENDSIM software package to examine scale-up issues and constraints of autonomous vehicles in comparison to a manual system. The software can predict and manage Key Performance Indicators (KPIs), such as productivity, safety, cost, equipment failures, fuel consumption, and tire wear under different road and load conditions. By breaking-down the various systems of an autonomous haulage truck and simulating the overall haulage system using a Monte Carlo approach, the model becomes a flexible and powerful tool to use within a mining organization. Direct comparison to a manuallyrun system can be done to show the cost and operational benefits of automation. Project managers can use this tool to guide decision-making about possible application of autonomous haulage trucks at a specific mine site.
