To many people, the word cartel implies illegality. However, although it is illegal in the US, cartels are an effective and legal way to conduct business elsewhere in the world. But be-fore we continue, what is a cartel? The American Heritage Dictionary defines a cartel as "a combination of independent business organizations formed to regulate production, pricing, and marketing of goods by the members." However, that definition does not fit many of the "cartels" we are examining today. The International Tin Council is an organization of both consumer and producer nations--no individual companies are represented. The buffer stock is used by the ITC to provide protection for both producers and consumers, and has only been in effect since 1955. (Earlier tin producers groups date back to 1921 when the Federated Malaysia States and the Netherlands East Indies formed the first intergovernmental tin agreement, known as the Bandoeng Pool, which only lasted three years.) The International Bauxite Association only dates back to 1974 when seven nations--Australia, the Dominican Republic, Ghana, Guinea, Guyana, Haiti and Jamaica--agreed to three main objectives: 1) to promote the orderly and rational development of the bauxite industry; 2) to secure a fair and reasonable return on the raw material for the benefit of the nations' citizens; and 3) to safeguard the interests of member countries in relation to the international bauxite industry. 1 Again this organization is composed of nations, not separate firms. This generally follows the pattern that the oil producing countries (OPEC) chose since the nations' mineral product-ion is controlled and often owned by the state. However, the group I am going to discuss fits the more classic mode of a cartel. The informal lead-zinc producers' cartel can be dated as far back as to Roman times when Romans are said to have imposed a quota system on British lead production to safeguard their Spanish lead mines. Also, the lead-zinc producers group is composed only of individual companies, not do not include any lead-zinc consumers. Finally, the activities of the group are not open to public scrutiny, and details are only now available due to a leak in the Australian government. At this point, it is necessary to split the two metals since while many of the members of the cartels produce both lead and zinc they do have different histories and marketing arrangements.

Dewatering of ultra-fine clean coal slurry to a low moisture level of20 percent is difficult using the conventional techniques. A novel approach, which utilized mixing of fibrous waste material, such as paper, carpet and wood, with coal slurry prior to dewatering was developed. It was found that addition of about 10 Kg/t of carpet fibers or 5 Kg/t of raw paper pulp lowered the filter cake moisture from 22.5 to 18 percent. The compressive strength of the filter cake improved from 0 to 4.5 Kglcm2 and impact resistance from 0 to 4. The experimental data indicated that the handling character of the dewatered fine coal was improved significantly.

Dimension stone on the other hand has been utilized by man to glorify conquests - both in the battlefield and corporate arena. Both commodities are important, but dimension stone has an additional use in that the survival lessons learned by the domestic industry can be applied to other contemporary industrial minerals, Specialization in the market place and customer service have allowed domestic producers to survive: subsidized foreign competition, obsolete equipment, and lack of capital.

An active list of permissible explosives was published in December 1936 as part of Bureau of Mines Report of Investigations 3324, under the title "Active List of Permissible Explosives and Blasting Devices Approved Prior to July 31, 1,936." This list included 170 brand names. Changes in the list that have been authorized to June 30, 1937 placed 35 additional brands of permissible explosives on the active permissible list as a result of tests, changes in brand names, or transfer from the inactive list. Ten permissible explosives were transferred from the active to the inactive list. The present list contains 196 brand names, one explosive having been placed on the list subsequent to June 30, 1937. A laboratory assessment of prompt and delayed neutron activation analysis with 252Cf and 14MeV neutron sources, for use as an in-situ method of determining low-level copper concentration has been performed. A simulated borehole using porphyry ore was constructed and varying copper concentrations were simulated using copper rods. Prompt neutron activation analysis experiments were consistant with earlier work and do not appear to be feasible fur copper concentration of 1.5% or less. Delayed neutron activation analysis experiments indicate that copper ore concentrations of less than 0.1% are detectable using either the 511-KeV gamma-ray of copper-64 or the 1039-KeV gamma-ray of copper-66, with high resolution detectors such as Ge (Li) or intrinsic germanium.

In the smelting section, flexible fuels such as coal or coke are used in place of heavy fuel oil in order to utilize energy sources more efficiently. Heat recovered from the off gas of the furnace has been converted by the waste heat boiler into steam, which is used for self power generation and for heating or maintaining various temperatures. The amount of the recovered steam in the smelter is currently increasing due to maximum utilization of powdered cokes. The heat source required to maintain the temperature of the electrolyte in the tank house is electric power and steam. However until recent year this steam was provided by its own heavy oil combustion type boiler in the tank house since the amount of steam consumed in heating the electrolyte is large. Though experimental work over the last few years has shown the advantages of reducing steam in the tank house by fully covering the cell, the implementation of the full cover can lead to other operating problems. However various improvements, mainly the covering of the cell with a simple device, have led to greatly reduced steam consumption. As a result, steam for the tank house is now provided by the waste heat boiler only bringing more efficient energy usage.

PROMINENCE has been given lately in engineering circles to the question whether an organisation with manifold interests can be as effective as one with a single aim, especially if that single aim be the furtherance of affairs of moment and the welfare of engineers in general. In its earlier days, the A. I. M. E. was forbidden by its constitution to engage in non-technical public affairs, but the members altered the constitution in this respect, in the year 1912, in response to the growing demand that engineers be more human in their interests and that the engineering societies represent them in this respect. Since that time, the activity of mining engineers in public affairs has been growing rapidly, and we are happy that the Institute has been able to render very valuable economic services. Doubtless the greatest public service rendered by engineers in a recent great emergency was the work of the Naval Consulting Board, without which the U. S. Navy would never have been able to enter promptly into service upon our entrance into the war, ,and both Navy and Army would have been a long time without the munitions that came at an early date. We can never forget that this Board was established through the direct activity of the then President of the A. I. M. E., with the hearty cooperation of other national organizations.

The Sechol Nickel-Cobalt Laterite Project is located in East-Central Guatemala, 140 km northeast from Guatemala City. In-situ resources in the immediate Sechol area, including those on other mining concessions contain 133 million tonnes of mineralization, grading 1.5 1% nickel. Considering the ever-increasing market for these metals, and the potential quick return on the initial investment, Jaguar Nickel Inc. is confident that by late 2006, it will be producing the first nickeltcobalt hydroxides from Guatemala. The path from now until the production stage passes through a pre-feasibility study, scheduled for completion by mid 2004, and bankable feasibility by mid 2005. Jaguar's objective, however, is not only to have a producing nickel-cobalt mine by late 2006, but also to continue with the exploration work in order to make Guatemala one of the world's leading nickel-cobalt producers. The Sechol group of deposits is conformed of several lateritic pockets, delimited by tectonic faults, and hosted by ultramafic rocks of the Sierra de Santa CW. ophiolitic belt that intruded the Maya Continental Block during the Early Tertiary age. The intrusive is mainly represented by a layered sequence of dunites, peridotites, and pyroxenites, usually strongly serpentinized. Existing data indicate that these rocks underwent fractional crystallization, and probably some degree of magma mixing and contamination previous to their main tectonic event. The most complete profiles are usually present over weathered dunites and serpentinites, while on top of the less altered pyroxenites, there is usually the formation of only a limonitic zone. The relative complexity of the ophiolitic belt explains the variety of mineral resources in the area, which include Ni-Co-Fe laterite, chromite, bauxite, magnesia, and also has the potential for gold, PGMs, and precious and semi-precious stones such as jade, nephrite, and chrysoprase. Metal recovery from the Sechol deposit will be based on an atmospheric chloride process, followed by solution purification, production of an intermediate nickellcobalt hydroxide suitable for sale, and finally acid and magnesia recovery by standard spray roasting technology. The chloride process will allow exploitation of the whole lateritic profile to produce 20,000 Mt of nickel hydroxide and 800 Mt of cobalt hydroxide per year. The exploration work completed to date has concentrated mostly on the Sechol group of deposits, representing less than 5% of the current land position of Jaguar in Guatemala. Within Sechol, the company has identified a large pocket of more than 5 Mt of laterites grading 2.1% nickel and 0.08 % cobalt as a startup pit "El Inicio". The feldspars are a series of related aluminum silicates containing varying proportions of potash, soda, rind lime; smaller amounts of other minerals arc likely to be present as impurities. They comprise three principal types: Potash spars, microline and orthoclase (KA12Si208); soda feldspar or albite (NaA1Si308); and soda-lime e (plagioclase) fellspars. The last-named is an intermediate group ranging from albite through oligoclase, andesine, labradorite, and bytownite to anorthite or line feldspar (CnA12Si2O8), Minor varieties are barium feldspar or celsian and a potash-barium feldspar. Perthite is a mixture of orthoclase end albite in alternate layers. Graphic granite or "corduroy spar" is an intergrowth of feldspar and quartz characteristically in the ratio of 3:1. Cornwall stone is a natural mixture of feldspar, quartz, end kaolinite imported in former years in sizable quantity from Cornwall, England. (A similar synthetic mixture, including some fluorspar, has been blended and marketed in the United States as "Carolina stone".)

Between 1988 and 1990, the U.S. Bureau of Mines studied the mineral resources of San Juan National Forest to appraise and determine types and locations of deposits that could be mined economically now and in the foreseeable future. The study included a comprehensive field examination and literature search. Substantial amounts of lead, zinc, copper, gold, and silver have been mined from within the Forest in the La Plata, Rico, Silverton, and Dunton areas. At least one buried 200 million ton stockwork molybdenum deposit occurs in the Rico area. Similar size porphyry copper deposits occur at the surface and about 1,700 feet below the surface in the Bedrock Creek area of the La Plata district. Numerous smaller base-and precious-metal and uranium deposits have been prospected and mined throughout the Forest. Coal, oil, and gas have been or are currently being produced in the western and southern parts of the Forest. Carbon dioxide occurs in the western part of the Forest. Strategic elements occurring within the Forest include platinum, palladium, cadmium, gallium, indium, bismuth, and tellurium; however none of these elements is economically recoverable at present. Several geothermal areas are scattered across the eastern two-thirds of the Forest. Industrial minerals within the Forest include sand and gravel, limestone, and decorative stone.

Most high, purity silica is produced from crystalline quartz-generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found which is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh's hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies - Illinois Minerals Co. and Tammsco, Inc. - mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, Illinois. Both companies mine from various locations within a ten mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Company mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, Arkansas.

BEGINNING Thursday, July 16, the National Broadcasting Co. is broadcasting from 6:30 to 6:45 p.m., over its nationwide network and possibly also by short wave a series of eleven radio programs dealing with the contributions of engineers to the prosecution of the war. The series is being arranged and sponsored by a committee of representatives of the national engineering societies, R. L. Sackett, chairman. The committee began its deliberations before Pearl Harbor and had scripts under way on blackouts, bombs, and damage to structures. The declaration of war emphasized the importance of the proposed radio program. The National Broadcasting Co. and the Office of Civilian Defense enthusiastically endorsed the committee's proposal and have been generous in their help and approval of scripts so far submitted. Controversial matters are included in the broadcasts and changes will be made when requested by O.C.D. up to the minute that a program goes on the air. In this way the latest and authoritative information will be given.

The increased adoption of unmanned aerial vehicles (UAVs) may improve the productivity and costeffectiveness of remote sensing in the mining industry. This review’s objective is to enable stakeholders to identify possible application adoption, improvement, and innovation opportunities. The review merges a building block strategy and practical screening criteria to identify possible avenues of research to answer the review questions. After the screening process, 72 documents were included in the review. Papers were classified into four categories: exploration, development, exploitation, and reclamation. Fifteen applications were identified, the majority of which were in the exploration phase. The most often researched applications were topographic surveys, reclamation monitoring, and slope management. From the two UAV types identified, multi-rotor vehicles were the most favoured for all applications. From the eight remote sensing techniques identified, photogrammetry was the one most often used. Other techniques were limited because of complexity, cost, or the incompatibility of sensors and UAVs. The review was limited to published papers in academic journals. Future studies could aim to include empirical data on the latest UAV applications used in the mining industry.

This paper aims to address the issue of the public's image of the extractive minerals industry. What is it about the industry that incites such negative feelings and are they justified? Are we really the 'rapists of the land' that many would have us believe? Has the industry really not improved since the old gold boom days?   I believe that the fundamental cause for the public's view is lack of knowledge and understanding of the industry as a result of the dislocation of the end production from its source. There are few people who look at a house, car, record, toilet, tooth-brush, bottle of coke or pair of glasses and see the mine site that supplied the source material. But the mine site and its products should be inseparably linked. This is one area where we should be educating the public û it is all very well being anti-development but the population as a whole is not really prepared to live without its 'mineral'-derived necessities. It is very easy to say that we do not want minerals development in New Zealand but are we prepared to live with the consequences, ie go without its products? We have a duty as a global citizen to develop our own resources rather than expect Third World nations desperate for overseas investment, often with governments who are not prepared to constrain or control their development, to be exploited. New Zealand is not the only 'beautiful' place in the world and we should be aware of the impact that our demands for resources have on the countries who supply us. We have a duty to be a good global citizen.   So how does the industry improve its public image? The key here has to be to educate. This does not have to be high powered or expensive but can be as simple as getting a few local kids' hands dirty panning, and gaining some firsthand knowledge of the industry. The industry also needs to be more pro-active in the public arena. Yes, the industry has skeletons, but the industry should be publicly displaying them û admit that things have gone wrong but let's do it ourselves and not leave it up to the environmental groups to accuse, point the finger and put the industry under public scrutiny. The industry should also be publicising its successes, inviting the local press, councils, etc to view the latest area rehabilitated. But more than anything else we must tell the public what the minerals industry means to New Zealand. Can they really live without us?

The purpose of this paper is to present validation studies of the mine-fire simulator using data gathered from an actual mine fire which occurred in November 1991 at the Pattiki Mine. To develop the model of the ventilation system with the fire in this validation study, the following adjustments were made: (1) flow and gas distribution in the entire ventilation network, and (2) fire parameters matching the data recorded by the monitoring system. After close correlations between simulation and real data were achieved, additional analysis of the ventilation system with the mine fire was performed. Presented and discussed in this paper are the following stages of the fire at the Pattiki Mine: (1) early fire (before the fire was detected), (2) preparation for and fire fighting with water, (3) fire sealing, and (4) fire extinguishing. This study evaluates the suitability of the computer software package for modeling underground fires. The paper also discusses the importance of the on-line monitoring system for the validation process.

A technique is presented for the integrated forward modelling of the three-dimensional structure and the geophysical response of multiply deformed terrains. This technique allows information collected by field geologists and geophysicist to be reconciled by the development of a simplified kinematic structural history of the area. The structural modelling simulates the deformation history of the area in terms of a succession of structural events, such as folds, shear zones and intrusions. The interaction of these events with a starting stratigraphy results in the prediction of the geometry of the structures. By specifying geophysical rock properties for the units in the initial stratigraphy predictions are possible for the potential field anomalies for gravity and magnetics. This approach is suited to a range of applications, and its uses in the modelling of regional structures, testing of geophysical data processing, volume balancing, multiply constrained inversion and training are discussed.
