Grain boundary attack in 16 pct HCl was found to be substantially the same at low penetrations in zone-refined aluminum (individual impurities 0.1 at. ppm), superior electrolytically refined aluminum (51 at. ppm), and aluminum with various impurities at much higher levels. It was concluded that impurity atom segregation affecting corrosion would have been detected and that the corrosion susceptibility did not originate in this segregation but in the structure of the boundary. It was pointed out that the significance of most previous studies in this system had been obscured by an unrecognized autocatalytic copper reaction. Although general corrosion rate was also impurity-insensitive , there was shallow pitting attributed to iron seg-regation and a hillocked surface texture associated with copper; these were interpreted as due to cathodic damage affecting- cathode distribution. THE grain boundary corrosion suffered by high-purity aluminum in hydrochloric acid has been the object of some interest (the earlier work is summarized in Ref. 1). The central metallurgical question here is whether the corrosion susceptibility of a boundary originates in its structure or in impurity atom segregation. An attempt to study this question revealed large catalytic effects associated with small quantities of the copper impurity in the aluminum, 220 ppm, or in the corrodent, and these magnified the preferential boundary attack and obscured the intrinsic susceptibility question.' After the catalytic effects had been examined,"' test conditions could be designed to avoid them and methods developed for studying the shallow boundary penetrations prevailing when they were absent.= It then became possible to determine whether intrinsic boundary corrosion in aluminum involves impurity segregation. The older work provided no firm information on grain boundary segregation of specific solutes influencing corrosion although several studies suggested iron segregates.4,5 perryman4 found in 10 pct HC1 that the slowly developing (microns per month) grain boundary grooves were deeper in material of higher iron content (range 10 to 550 ppm, with 5 to 80 pprn Cu) but he did not measure the depths of general corrosion, which were probably several times greater, and his reference surfaces may have varied more than did the groove depths. Metzger and Intrater's results for 20 pct HC~,' which yielded higher time-average rates (mm per month) and deeper penetrations, suggested that boundary segregation of iron (range 4 to 230 ppm, with 22 pprn Cu) decreased the penetration rate. IMD effect of the copper impurity is greater1,2 and it is now evident that their corrosion rates had been much magnified by this effect and did not provide a proper basis for the analysis of segregation. In exploratory studies of other solutes (made under the same conditions), 1000 ppm additions of Mg, Mn, or Si or 100 ppm Ca were without effect.1 Montariol6 noted that boundary attack in 22 pct HC1 persisted after zone refining although with fewer deep fissures (ranges 0.06 to 4 ppm Cu, 4 to 23 ppm Fe). Autocatalytic effects may have influenced these results also and those of Perryman.4 The present objective was, as a first step, to see whether quantitative tests designed to exclude autocatalytic influences would indicate the existence of low-level impurity effects on intrinsic boundary corrosion. Comparison of electrolytically refined with zone-refined aluminum of lower copper and iron contents revealed no differences in boundary corrosion, but certain impurity-sensitive differences in general corrosion morphology were noted and investigated further at higher impurity levels. I) EXPERIMENTAL PROCEDURE A) Material. A selection from commercially available material was made with the cooperation of several producers. An electrolytically refined lot (III-A, 1 ppm Cu, 2.4 ppm Fe) studied previously3 provided a starting point. Since material of substantially higher copper content could not be used if the autocatalytic corrosion reaction were to be avoided,2,3 a lot (III-B) of about the same purity was added as a check, two zone-refined lots (I-A and I-B) with copper and iron an order of magnitude lower were selected for comparison, and an intermediate lot (11) was included. Analytical data are given in Table I. For copper in I-B and iron in I-A and I-B, the actual concentration is thought to be near the limit given, i.e., about 0.1 ppm. For titanium, vanadium, and chromium in III-B, the actual amounts are thought to be, like those in III-A, substantially lower than in the zone-refined lots (these elements concentrate in the solid on freezing). Data are given later for some additional lots surveved. B) Specimen Preparation and Procedure. one by 3 cm blanks with a notched stem were cut from 1-mm cold-rolled sheet, annealed 24 hr in air at 650°C, and quenched in an air stream (42°C per sec initial cooling rate, 100 sec to cool to 100°C). The high annealing temperature maximized diffusivities and approach to equilibrium impurity distributions. A water quench, in principle more efficient in preserving the distribution established, was undesirable because the boundaries were almost plane and they tended to shear and migrate during the quench and thus to be separated from any existing impurity atmosphere. The removal of tritium from tritiated water (-0.5 µCiIL) was studied by metallothermic reduction using aluminum. The influence of the three variables namely the aluminum powder amount, the NaOH concentration and the reaction time has been studied on the tritium activity reduction. The experimental results and statistical analysis showed that more than 85% of tritium can be removed from the tritiated water. Further work on the tritium recovery as well as efforts to totally decontaminate water by incorporating a cryogenic concept is currently pursued.

When evaluating mining investment opportunities, one should consider the risks associated with mineral exploration and development. These are commonly classified as technical, economic, and political risks, and are accounted for in the investment decision by changing the discount rate. Thus, a company may use different discount rates associated with varying risks in order to compensate for the variability of success. The discount rate has a tremendous effect on the economic evaluation of mineral projects. Even when all other factors used as inputs for calculating the NPV (net present value) are equal, the project under consideration may be accepted or rejected depending upon the discount rate. Determining a realistic discount rate for a given project is therefore the most difficult and important aspect of cash flow analysis. It should be determined with the consideration of proper technical, economic, and political conditions surrounding the specific project undergoing economic evaluation. One key problem for determining the appropriate discount rate is that it typically depends more on subjective perception of the degree of risk or other experience factors than on a systematic approach. Thus, this study aims to identify, analyse, and document the type, role, and impact of risk factors influencing the determination of discount rates, and then to determine discount rate by using the aforementioned factors.

DURING the past year, as in the preceding ones, prices continued to fall, production to decrease, and more mines were closed. Much attention is being given by the industry to suggested plans for betterment of its position, and if the scheme recently brought out for consolidation of sales agencies into district agencies is loyally carried out, it cannot but help to improve conditions. The progress in the anthracite industry is shown in the report of its chairman, E. H. Suender; changes in coal preparation are outlined in the report of J. B. Morrow, chairman of Committee on Coal Preparation, while increased mechanization of the western mines is described by Eugene McAuliffe, chairman of the Committee on Machine and Strip Mining. In spite of the depression, interest in the Coal Division has been increasing, its meetings have been well attended, and its committees are active and have been doing excellent work.

Many factors -- political, environmental and technological -- will determine the extent to which the United States realizes the potential of its vast coal resources. Not the least of these factors is technogical development including mining, processing and transportation. With regard to processing technology, about 50% of the 800x106 tons of coal mined annually in the U.S. is processed in preparation plants. The purpose of the physical separations accomplished in these preparation plants is to remove ash (present as clays and other oxide minerals) and sulfur 'present mostly as pyrite). Coal flotation circuits for such separations are becoming more important in the processing of minus 28 mesh coal. (1,2,3) For example in the U.S. in 1960, 31 flotation plants processed 26,500 tpd; whereas in 1980, there were 80 flotation plants which processed 78,300 tpd. This corresponds to an annual growth in flotation plant capacity of 10 per year during the past two decades. Coal flotation is based on the natural or induced hydrophobicity of coal particles which are separated from hydrophilic ash and sulfur constituents by attachment to air bubbles. The coal particle/air bubble aggregates are collected in a froth phase which is created by the addition of a suitable frother such as MISC. Without exception, such separations are made in a conventional flotation cell, which, in essence, is a stirred tank reactor with a shrouded rotor to shear the air as it passes through a hollow shaft. The dispersed air bubbles (4.0 mm diameter) are stabilized by addition of the frother. Collision of the air bubbles with, and/or precipitation of the air bubbles on, the coal particles results in the formation of coal particle/air bubble aggregates which rise in the gravitational field and are collected in the froth phase developed at the top of the flotation cell. Restraints on successful separation by this conventional flotation technique are particle size and retention time. Generally it is found that effective flotation is only achieved for particle sizes between 10 and 1000 microns. Further, with respect to retention time, it is found that a nominal retention time of at least 2 minutes is required for successful separations. These facts limit the effectiveness of conventional coal flotation. Coal fines may be lost in the reject stream and disposal is frequently a problem. The retention time required for conventional flotation results in large floor space demands which limit the capacity of the plant.

This paper examines the zero order production phenomenon in the context of the size discretized batch grinding model. A restrictive interrelationship between the selection and breakage parameters of the model, which is mathematically sufficient to ensure zero order behavior, is delineated. Based on this interrelationship, a scheme is developed for predicting the values of the selection and breakage parameters for all size fractions from a minimum of experimental data. To test this scheme, dolomite was ground in a laboratory batch ball mill. Successful simulation of the comminution behavior of this system was achieved using the batch grinding model with the parameter values obtained from the proposed scheme. Historically, a preponderance of comminution research has centered on attempts to relate breakage energy to the performance of comminution machines. Concomitantly, grinding data were interpreted almost exclusively in terms of inherently empirical energy-size reduction relationships1-3 or "laws of comminution"4- 6 which were based on highly oversimplified descriptions of the fracture process. In some instances, these relationships provide a crude basis for the correlation of experimental data, but, invariably, this approach is inadequate for meaningful process simulation. The control and optimum design of comminution circuits require a mathematical model capable of depicting the size reduction behavior of every size fraction for grinding conditions of technological importance. Energy-size relationships do not provide this detailed information. For example, an energy-size analysis for batch ball-milled dolomite has recently been completed in the authors' laboratories.7 This analysis provided a satisfactory correlation between the hypothetical size modulus, which characterizes only the finer portion of the size distribution, and the input energy. However, this relation did not constitute an adequate description of the complete system. In general, one of two distinct viewpoints toward simulation has been adopted in recent comminution research. The first approach focuses on the fracture of single mineral specimens, with the essential aim of representing the over-all process in terms of the breakage characteristics of individual particles and the characteristics of the stress field which the particles experience within the particular size reduction device. As illustrated by Harris's review,' the actual incorporation of single-specimen fracture information into a description of the behavior of a multiparticle comminution system has seldom been attempted. The only model to accomplish this incorporation was the one developed by Schönert.8 The Schonert model treats single-passage grinding machines in terms of a distribution of effective loads acting on a particle, a distribution of required particle breakage energies, and the breakage product distribution. However, the use of single-particle fracture behavior to derive models of the size reduction process is at present limited to machines in which the particle residence time is approximately equal to the time required to apply stress. As a result, Schönert's analysis cannot be used to advantage to simulate the complex environment which prevails within a tumbling mill. For multiple-passage systems a second approach to the description of comminution processes has been more fruitful. This approach entails the formulation of a mathematical model which is phenomenological in nature in that it lumps together the entire spectrum of stress-application events which prevail in a system under a given set of operating conditions. The appropriately defined average of these individual events is then considered to characterize the over-all breakage properties of the device. Thus, to analyze the performance of a tumbling mill, the manner in which the particles of a particular size (or size fraction) are stressed need not be distinguished. Instead, a single parameter is assumed to represent the resistance of that size to fracture, given the average grinding environment which exists in the mill. The isolation of such a parameter and a related set of quantities, which constitute the breakage product size distribution for the average event in this size fraction, allows the formulation of physically meaningful descriptive equations capable of yielding precise and detailed information for simulation.

The Carson Hill mine of the Carson Hill Gold Mining Corporation is at Melones, Calaveras County, Calif. It is one of the numerous mines on the Mother Lode of California. The property extends for 8,400 feet along the outcrop of that important vein system. The elevation at the haulage level is about 1,000 feet above sea level. Numerical simulation for microseismicity due to mining at one of the collieries in Australia was carried out and the results were compared to the observed microscismicity. 3-D Stress analysis showed stress concentration on the edges of the mined areas and on the coal pillars- The stress concentration ahead of the coal face was biased to the tailgate. This is similar to the observed distribution of microseismic events. Stress reduction above and below the mined area was seen. Tensile stress was observed mainly above the mined area. It was realized that compressive failure due to nearly vertical maximum principal stress and nearly horizontal minimum principal stress in retreat direction (NS) might occur ahead of the face. Tensile failure due to nearly vertical minimum principal stress above the mined area was expected. Compressive failure due to nearly horizontal maximum principal stress in EW direction and nearly vertical minimum principal stress above and below the mined area were also expected.

"This paper is a commentary on selected trends within the transportation industry.In general, innovations are taking place within all modes of transport (road, rail and water) serving the industrial minerals industry which will affect future distribution patterns, methods and costs. Significant technical innovations in the transportation of solids by• pipeline will also appear, perhaps in the near future, permitting the transport of specific commodities, including some industrial minerals. However, the timing and magnitude of the commercial exploitation of solids pipelines are heavily dictated by marketing factors and distribution system logistics, as well as by the innovations likely to take place within competitive modes of transport. Competitive technological developments will include increased ship capacities, improved bulk-handling facilities, larger and specialized bulk-handling rail equipment, unit trains, containerization, larger ""off-highway"" vehicles and greater inter-modal integration. Equally significant are some ""soft-ware"" techniques such as the growing interest in total distribution cost concepts. However, the impact of the developments will not be spread uniformly over all Canadian industrial minerals."

This paper is an update of the activities of the U.S. Bureau of Mines, other government agencies, and the automotive and truck industry concerning diesel emission control. Enacted and proposed regulations from the U.S. Mine Safety and Health Administration (MSHA) and developments in diesel emission control are presented in terms of their impact on underground coal, metal, and nonmetal mines. Mine air quality regulations proposed by MSHA may require the underground mining industry to comply with new standards. Some mines may be required to take additional actions to meet new diesel particulate and lower nitrogen dioxide exposure standards; however, the mining industry is in a position to benefit from emission controls developed for the on-highway diesel engine market. The U.S. Environmental Protection Agency (EPA) has enacted regulations to reduce emissions from on-highway diesel trucks and buses. Engine manufacturers have responded by developing cleaner burning engines. Fuel producers have responded by providing cleaner burning reformulated diesel fuel, and exhaust aftertreatment devices have been developed to provide additional emissions reductions. Bureau research and development projects seek to determine the advantages of using modern engines and fuels, and to evaluate the efficacy of new exhaust control devices on mining machines. It appears that the diesel engine will continue to be a practical power source for use in confined environments because no other available power source is as mobile and efficient.

The paper reviews the efforts made to utilize powder metallurgy to solve problems encountered when using alloys at high temperatures. The following subjects are discussed: comparison of wrought and sintered super alloys, sintered aluminum powder, porous materials for transpiration cooling, molybdenum, and cermets. TODAY, powder-metallurgy techniques are be-JL coming increasingly important, producing materials which at the present time cannot be made by any other method. Among these materials are high melting-point metals such as tantalum and tungsten, porous metals for filters and lubricant-containing bearings, electrical contacts and electrodes (i.e., tungsten-copper), cutting tools of the cemented carbides, and magnet alloys. In addition, the powder-metallurgy industry has grown because, through the application of its methods, shaped parts, such as gears, can be produced at tremendous rates with a low scrap loss in comparison with manufacture by casting or forging and machining. In the past few years, by utilizing powder metallurgy, several approaches to the problem of high temperature materials have been investigated. In this paper the authors will review some of the studies on application of materials having properties above 1350°F. Since their experience lies in the aeronautical field, possible uses of powder-metallurgy techniques in the production of aircraft en- gines will be emphasized. A large portion of the work is classified, but such a restriction has not eliminated any field from discussion, although limiting the amount of detail it is possible to present. The development of high temperature alloys from powders and porous metals for cooling will be discussed as well as research done on molybdenum and molybdenum alloys, cermets, and intermetallics. Some studies on the utilization of cermets will be considered along with special problems that have been revealed through these investigations. Special interest in certain factors of sintered aluminum powder (SAP) makes it desirable to discuss this material although its use temperature is below the 1350°F limitation set for this paper. High Temperature Alloys from Powders In general, components made from powders for room-temperature application have been investigated with the primary purpose of taking advantage of the high production rates and economies made possible by powder metallurgy. From the standpoint of properties, the ojective of the powder metallurgist has been to obtain a product comparable to the cast or wrought product that is to be replaced. Comparisons of the properties of alloys made by powder-metallurgy methods with those of similar compositions made by casting and forging are reported in the literature.12 In many cases equivalent

The Buffelsfontein Gold Mining Company is situated in the Klerksdorp district of the Province of the Transvaal in the Republic of South Africa, approximately 100 miles west of Johannesburg. Gold production commenced in January 1957 and Uranium treatment of residue slimes as a by-product started in July 1957. The mining property is 5435 mining claims in extent, the equivalent of 7988 acres or 12.5 sq miles. The mine was initially exploited by the Pioneer Twin Shaft System, consisting of a 26-ft diam down-cast shaft and a 22 ft-diam up-cast shaft, sunk in the north-west area of the mine to cater for the hoisting and ventilation requirements for a milling rate of 150,000 tons per month. To exploit the Eastern zone of the property and assist in increasing production to 200,000 tons milled per month, it was decided to sink a further Twin Shaft System consisting of a 28-ft diam downcast shaft and a ventilation up-cast shaft -22-ft in diam, both monolithic concrete lined — 200 ft apart and 5300 ft deep. This paper deals with the sinking and commissioning of these Eastern Twin Shafts. This was achieved by one sinking crew within a period of 20 months. A) PLANNING 1) Siting: The Eastern Shaft System was sited in the north-east area of the property, 12,000 ft east on strike from the Pioneer System. (Fig. 1). Initially the system was sunk to the 5300 ft elevation to conform with the original Pioneer Shaft System. On completion a sub-vertical main shaft will be sunk to the 8000 ft elevation in the immediate vicinity, and subsequently the surface ventilation shaft will be deepened to this elevation by raising from level to level and sliping to full size. The exact positions of the shafts were chosen after: a) underground development had located certain known water bearing zones, and b) geophysical and topographical surveys had been carried out. The shafts passed through the following geological succession: Surface to 4430 ft - Dolomites of the Transvaal System 4430 to 4470 ft - Quartzites and conglomerates of the Black Reef Series of the Transvaal System. 4470 to 4470 ft - Diabasic Lava of the Venters-dorp System (Ventersdorp Contact Reef at base). 4470 to 5250 ft - Quartzites of the Elsburg Series of the Upper Witwaters-rand System. The shafts were sited to ensure that the least possible water would be encountered during sinking, and this contributed to the rapid rate of sinking. 2) Duties: a) The 22-ft diam ventilation shaft was designed to up-cast 1,400,000 cfm of air (0.060 density) against a resistance of 22 in. water gauge. b) The main shaft was designed to handle 160,000 tons hoisted per month as well as the men, material and down-cast ventilation to serve this tonnage. The 284 diam main shaft is equipped with streamlined buntons spaced at 15 ft centers set in pockets which were left during sinking. There are six compartments, four of which are sewed by two dual purpose hoists, hoisting either, twedeck man cages or 13-ton bottom discharge skips. The other two compartments are served by a single purpose winder hoisting double deck cages accommodating 60 men per deck. (Fig. 2). 3) Timing: Permanent equipment was ordered well in advance to insure continuity in the operation. Development underground reached the shaft positions before the start of sinking operations. From this development, boreholes were drilled into shaft positions to drain off water in the vicinity of the shafts. To ensure complete co-ordination of effort, all relevant data, as well as the allocation of responsibility, were made known to all persons and departments concerned. 4) Models: The extensive use of scale models during the preliminary planning stages proved most useful in deciding on design such as buntons, bunton pockets and guide cleats, and complex layouts concerning loading, spillage and pumping arrangements. E. S. Committee certain Standard Specifications for Copper, all of which were adopted or in process prior to Jan. 1, 1920, and sent with the standards the following histories of development and statements of use. FOR SOFT OR ANNEALED COPPER WIRE (B3-15) These specifications were originaly adopted by. the American Society for Testing Materials in 1912. They were prepared by a committee of the Society designated as Committee B-1 on Copper Wire. The committee consisted of eleven members; representatives of five manufacturers of -copper wire, of four manufacturers of electrical apparatus, and of two firms of consulting and contracting engineers. The members of the committee were designated by the officials of the companies to act as their representatives in the committee.

The formation and subsequent decomposition of metastable phases in Ti-Ni alloys containing up to 11 pet (atomic) Ni have been studied. The decomposition of a completely retained ß phase and of a completely transformed 8 phase in a 6 pet alloy has been followed by X-ray diffraction and metallographic methods and by hardness determinations made during the process. The possible mechanisms of the reactions are discussed. PREVIOUS investigations of the Ti-Ni system have usually been limited to phase diagram studies; but little attention has been given to metastable phases and tempering processes. These are important, however, since equilibrium conditions are rarely achieved—nor, perhaps, are they desired—in practice. Up to the present time the available transformation data for titanium alloys appear to be restricted to isothermal transformation curves for selected binary and ternary systems. No quantitative studies have been made of the mechanism by which equilibrium is approached. Several independent investigations have been carried out to determine the Ti-Ni phase diagram. Early work by Wallbaum' and later by Long et al.' produced tentative phase diagrams which were not representative of true binary conditions, since the alloys were contaminated with oxygen and nitrogen. The most recent diagram (Fig. 1) is due to Margolin et al.," and a slight modification of the a + ß/ß boundary (shown dotted) has been proposed by McQuillan.' The structure of the phase Ti,Ni was shown by Duwez and Taylor" to be face-centered-cubic, with 96 atoms per structure cell. The formation of a martensitic ß phase (close-packed-hexagonal) in Ti-Ni alloys has generally been observed when specimens of low nickel content are rapidly cooled from the 0 (body-centered-cubic) range. Margolin et al. reported an increasing tendency for P to be retained in lump specimens as the nickel content increases. McQuillan' has studied the effect on the microstructure of delay time in quenching, and has reported the formation of pro- eutectoid a precipitate in a quenched hypoeutectoid alloy. In a previous study of Ti-Fe alloys," experiments were made on powder specimens produced by filing alloy ingots. Techniques were devised for the preparation and heat treatment of alloys, and X-ray diffraction methods were used both for structure determinations and phase ratio estimations. A similar approach has been made in this study of Ti-Ni alloys. Mining technology to utilize vital lunar resources will be required for any commitment to permanent lunar basing. Lunar mining must be viewed both as a major supporting element for space resource commercialization and for creation of human settlements on lunar and planetary surfaces to support long-range space exploration. The Apollo missions to the lunar surface and results from fundamental research on analogue lunar rocks by the Bureau of Mines, and others, have provided the initial data for developing lunar mining technology. The multi-disciplinary research projected in this paper outlines the scientific and engineering needs to realize the lunar mining goals.

The process of initiating opencast blasts through long cables is onerous. An obvious alternative is to replace these with radio controlled firing apparatus. Such devices appear from time to time and with the advance of telecommunications, more are likely to appear. However, there are two crucial and seemingly intractable obstacles to overcome: firstly, the problem of malfunction of the system, which can either fire prematurely or go into a state of suspense in which it is unknown whether firing might unexpectedly occur, and secondly, the problem of terrorism, as such a system could provide the capability for an off the shelf remote bomb. The issues of accessibility and electronic reliability when linked to explosives in a mining environment have to be demonstrated to be adequately covered before serious consideration should be given to these systems, up to now largely confined to military applications.

The International Mineral Valuation (IMVAL) Committee, founded in 2012, develops strategies for conducting mineral valuations. These strategies have been developed into a mineral asset valuation template called the International Mineral Property Valuation Standards Template and is part of IMVAL's work to establish consistent international standards for mineral property valuation and reporting. This template is a living document that is updated from time to time and is based on three core values or pillars (Fundamental Principles): Competence, Materiality, and Transparency. Objectivity, Independence, and Reasonableness may be applied as required by national codes or standards. The Template harmonizes international standards for valuation of mineral assets as real property and represents a consensus of current good practices. It is not a stand-alone reporting code and does not supersede existing national reporting standards. The Template deals with mineral-property valuation as distinct from mineral-project evaluation. INTRODUCTION In his 1989 book, “The New Realities”, Peter F. Drucker, Clark Professor of Social Science at Claremont Graduate School, California, stated: “Information is data endowed with relevance and purpose. Converting data into information thus requires knowledge. And knowledge, by definition, is specialized.” (p. 209) The discipline of mineral valuation is knowledge-based and requires a mineral valuer to collect, analyze, and interpret data that are material to a mineral valuation assignment. In so doing, the valuer turns the data into information (data come first, followed by information as determined by the mineral valuer) for use by the client (from whom the valuer obtained the mineral valuation assignment) and other intended users. The valuer uses his or her experience and education (each valuer’s knowledge base) supported by a foundation built upon competency, materiality, and transparency, the three pillars of mineral valuation (“minerals valuation”, “mineral-property valuation”). The International Mineral Valuation Standards Template (“IMVAL Template”, IMVAL”, “Template”), third edition dated May 2018, defines mineral valuation as: “The estimation of the Value of a Mineral Property in money or monetary equivalent. The word ‘valuation’ can be used to refer to the estimated value (the Valuation conclusion) or to refer to the preparation of the estimated Value (the act of valuing).” (p. 14) Furthermore, the IMVAL Template clearly separates valuation from evaluation: “The Template deals with Valuation, which is distinct from Evaluation. The distinction inherent in these defined terms is that Valuation addresses the estimation of value of a Mineral Property, whereas Evaluation addresses the broader assessment of a Mineral Property for an investment decision.” (p. 2)

Wheel loaders became important bulk materials handling tools in the early fifties. As they grew in stature, productivity, reliability, and acceptance, the demand for larger, more rugged machines evolved. In the early sixties, the introduction of a 6-yard model by a major equipment manufacturer led quickly to widespread experimenting and rapid worldwide acceptance in loading blasted rock in stone quarries and smaller metal mines. As the wheel loaders grew in popularity for shot rock loading, larger models, 12- to 15-yard size were developed and saw widespread use by 1970. In the past 20 years, at most quarries and small to medium size mines, most cable operated power shovels have been replaced by large wheel loaders and more recently, hydraulic excavators as the primary loading tool. Wheel loaders larger than the 15-yard class are not used widely. Until about 1970, very few overburden haulage trucks were used in domestic coal mines. About that time, many states started enforcing stringent mine relcamation regulations and in 1977, even more stringent federal legislation was passed. These controls brought about drastic changes in coal surface mining methods in the mountainous areas of Appalachia, in smaller midwestern mines and in the large mines of the western states. Basically, simple material casting methods were replaced at most eastern mines by "haul-back" and "mountain top mining" methods using controlled placement of overburden as it is removed from the coal. These methods dictated much more extensive use of loaders/ shovels and trucks to the point that most coal mining in those areas is now by loader/shovel trucks methods. And those areas have become the home of the country's largest population of large wheel loaders and trucks in the 35- to 85-ton size class with a trend to even larger trucks and shovels. To maintain equal production or provide for growth, the new methods have caused a sharp increase in machine intensity to the extent that at some mines, up to three times as many machines were required to mine a million tons of coal in the late seventies as compared to the machine needs in the sixties. Mining costs and coal prices also took a big jump in the mid-seventies, paralleling the drastic price increases in oil and other forms of energy.

Thank you Clark, for that extraordinary introduction, but Paul Harvey would be disappointed if I didn't tell you ... the rest of the story. It's true that I began my career at the Boston Traveler newspaper, one of the last of the breed that started as an office boy and eventually advanced to staff reporter. However, what the biography doesn't tell you is that after that stellar rise to prominence in the Boston financial community, the afternoon Traveler was merged into the morning Boston Herald, and I was out of a job. Between the Traveler - which I closed - and the Brockton Enterprise - where I helped bring about the first labor strike in the newspaper's 100 year history - for a short period I worked double shifts at a bomb factory where we made beanbag mines for use in Vietnam. That is until the plant blew up one morning between my shifts - my last shift, as you can guess. Incidentally, my job was quality control. Before accepting my first public relations job with Boston Gas Company - and handling the media during that companies longest strike in history - I worked part time as a police officer in the small Massachusetts town of Halifax, during which time I wrecked the town's only patrol car - twice. Having contributed all I could to Boston Gas Company, I moved on to the parent company - Eastern Gas and Fuel Associates - where I was instrumental in closing down the last remaining coke plant in the Northeast in the Bridesburg section of Philadelphia - and got my first exposure to the coal industry - a visit to Eastern's last two coal mines in western Pennsylvania, Culver and Delmont - which were closed a month later. With the coal boom at its apex in the late '70s, the bosses thought it would be safe - and safer for the other subsidiary companies - for me to be given the opportunity to establish a formal public relations department at Eastern Associated Coal Corp. In my 10 years with Eastern Associated, I was able to help take the company from 17 operating mines down to 6, from 8 longwall sections down to 5, and eventually have the entire company sold to Peabody, While at the same time, bringing an end to the coal boom. It was at this point that journalism again beckoned, which coincided with COAL magazine purchasing Coal Age from McGraw Hill Publishing. In my l l years with the magazine, we've taken it from Coal Mining and Processing, to Coal Mining, to just COAL, and back to Coal Age - which is the best thing we ever did - and we've had the company sold ... twice.
