The VTC has now focused its activities on the areas of technology; education and training; applied research; and career education. were identied as the hus around which activities would e conducted to create a tunnelling industry education city. The VTC provides ustralias tunnelling industry with an education facility that not only provides laour training, ut enales the industry to come together to meet, participate in product launches, undertake research, work with new technologies and promote tunnelling careers.

Uncertainty and debate currently pervade the mining industry in New Zealand. The operational uncertainties, whether external (eg gold prices, the exchange rate), or internal (eg coal expansion difficulties), are large. In addition, many wider factors which influence mining are in a state of flux. State Coal Mines, the operating branch of the Mines Division of the Ministry of Energy I may be made a state corporation, with the remaining Mines Division functions being revamped. The agencies administering environmental legislation are to be restructured. Mining legislation amendments have been proposed and then dropped, and the area is now to be reviewed (The Press, 31 July 1985). Some mining licences have been withdrawn, and become the subject of heated debate in the community (The Press, 19 July 1985, and subsequent letters to the editor).

"These proceedings consist of papers presented at a Bureau of Mines Technology Transfer Seminar on postdisaster survival and rescue research. Several seminars are held each year to bring the latest results of Bureau research to the attention of the mining industry as quickly as possible.INTRODUCTIONThe postdisaster research program is directed toward research and development of technology and equipment that increases the chances of a miner surviving or being rescued after an underground mine disaster. A disaster is an accident of major proportions, and it may result in the entrapment of miners whose normal egress from the mine is cut off. This often necessitates a rescue operation and a means of keeping the trapped miners alive while they await rescue. The Bureau is currently pursuing research to develop the technology that will enhance the ability of miners to survive such an occurrence. The research is divided into two basic problem areas, survival and rescue. Both areas are concerned with the inability of miners and rescue teams to cope with the postaisaster environment, such as toxic gases, unstable roof conditions, water flooding, and lack of oxygen. In addition, research is also conducted to find ways of locating and quickly reaching trapped miners. Most of the research conducted by the Bureau has been directed toward the postdisaster problems associated with coal mines. However, most of the research results are also applicable to noncoal mines as well.The papers presented in these proceedings address some of the recent research conducted by the Bureau of Mines that has been directed toward the postdisaster problems outlined above. The topics covered range from an overview of the technology developed for oxygen selfrescuers to training programs for mine rescue. Any questions or comments pertaining to this research are encouraged and appreciated. The rapid; depletion of' known high-grade ore deposits in the Tri -State lead-zinc district and the recognized need for the development of additional reserves led the Bureau of Mines to make preliminary examination of sites possibly adaptable to low-cost open-pit mining methods. Abandoned mines whose ore deposits were known to have occurred at shallow depths naturally presented favorable test points for the development of possible open-pit orebodies. The Lone Elm mine was in this category.

The pellet reactor was developed approximately 20 years ago in the Netherlands for softening drinking water. Since then, some 35 plants have been built, ranging in capacity up to 8500 m3/h. Applications now also include removal of phosphates and fluorides and the production of metal carbonates and sulphides from waste streams. The pellet reactor consists of a fluidized bed, wherein the process solution is thoroughly mixed with the precipitation reagent at special inlet nozzles to give over-saturation of the compound to be precipitated. In water softening applications, the compound is CaCO,. In the case of nickel or other metal waste streams, Na2CO3 solution is added in sufficient amounts to precipitate metal (hydroxy) carbonate on the fluid bed particles. These grow typically to dense spheroids, which are removed when they reach 0.8 to 1.0 mm diameter. These spheroids are easily dewatered, free flowing and low dusting. The latter property is becoming an attractive advantage in connection with new plant hygiene regulations. The operation of a 60 cm diameter pellet reactor on nickel containing plating waste is described and the properties of the produced nickel carbonate spheroids are discussed.

The known northern ore zones of the New Lead Belt of Southeast Missouri extend to the drainage divide between the Meramec River draining north and east and that of the Black River draining southward. Intensive geochemical studies related to the environmental impact of the new mining area have been carried out in the vicinity of some of the newly developed mines, mills and smelter complexes (Bolter,1970; Gale, et al, 1973; Wixson, et al, 1969, 1977). Other investigations have related to fringe studies of the Northern New Lead Belt and the possible additions of heavy metals to the surface waters, stream sediments and selected aquatic life (Proctor, et al, 1975, 1976). Similar studies have been completed in the Joplin area in the Tri-State district, and in the fringe area near Springfield, Missouri (Proctor, et al, 1974). A surface geochemical study is currently underway on the lead-zinc-copper-cobalt-nickel province near Fredericktown, Missouri (Proctor and Sinha, 1977). This report summarizes some of the distribution patterns of heavy metals in the waters, stream sediments and selected aquatic life in the Upper Meramec River drainage basin just north and west of the known northern portions of the New Lead Belt of Southeast Missouri. The region studied includes the site of the proposed and somewhat controversial Meramec Dam and the reservoir site behind it. Some 3905 km2 (1508 mi2) are included within the drainage basin of the Upper Meramec River. Six distinct drainage areas are included within the drainage basin; 1) a combined, lightly industrialized and farm area around Rolla and Salem, Missouri representing the Dry Fork drainage; 2) a primitive, mostly forested area with some farms and cattle rancheseast and north of Salem, Missouri comprising the Upper Meramec River

The valuation of mineral properties in the U.S. is only partially regulated. The regulations which have jurisdiction or impact appear to have such mainly as a consequence of unintended fallout, since the regulations were designed for other purposes. Court case history can also be important. The combined results are a mixture of bad and good, with important lessons to be learned. Since 1981, the Securities and Exchange Commission has prohibited U.S. listed companies from reporting quantitative estimates of mineralization and the value of mineralization, other than proven and probable reserves. This results in the minerals appraiser (valuator) working with a shortage of data in his everyday work, both on the subject property and in sales analysis. Between 1989 and 1995, all 50 states and essentially all federal agencies adopted the Uniform Standards of Professional Appraisal Practice (USPAP) for real property appraisals (valuations). The major national appraisal societies also require their members to abide by USPAP. A significant portion of minerals appraisals must now follow these standards. This paper will discuss the content of USPAP. It provides a very good framework for the valuation of a minerals property or a mine, both as real property and as a business. However, the credentialing standards for real property appraisers are now prohibitive for minerals appraisers.

The U.S. Bureau of Mines has conducted a study to identify the sources of respirable dust and appropriate dust controls applicable to today's high tonnage longwall faces. The primary source of respirable dust identified is the cutting action of the shearer; however, the pct contribution of dust from coal transport through the stageloader/crusher was significant. This was primarily due to the high rate of mining, requiring rapid and constant coal transport. Techniques implemented for the control of shearer-generated dust included high drum water flow rates, deep cutting, shearer-clearer-type external water spray systems, and radio-remote control. The high water flow rates, and an enclosed stageloader with scrubber, were used to control dust during coal transport. No novel or effective control technology exists to control dust during support advance. Administrative controls for dust avoidance, and manual and batch-activated electro-hydraulic control systems were used to keep support movers out of the dust generated during support advance.

Chemical Initiatives? Umbogintwini plant is the production facility of Chemical Initiatives? business. Umbogintwini?s J Plant manufactures sulphuric acid. The plant was designed and built by Simon Carves, and was commissioned in 1974. The plant was designed to produce 500 tons/day of Sulphuric acid (H2SO4) at maximum rates. The Sulphuric acid manufacturing is through the famous contact process whereby liquid Sulphur is injected through dried air in a burner operating at 1000 °C to form sulphur dioxide (10.5% SO2). The SO2 gas is then cooled in waste heat boiler no.1 before being fed to a four pass converter which provides 99.5% SO2 conversion to sulphur trioxide (SO3). The SO3 gas is the absorbed by 98.5% H2SO4 through the inter-pass & final tower to make more concentrated acid and dilute it with water back to 98.5% H2SO4 in acid pump tanks and dispatched to storage tanks. The manufactured Sulphuric acid is supplied to a variety of industrial manufacturing customers includes Pulp & Paper industry, Mining industry, Chemical manufacturing industry etc. During the 1st quarter of the year 2007, Chemical Initiatives undertook a study to up rate the sulphuric acid plant output by 10% (i.e. from 500 tpd to 550 tpd).

Success of the environmentally benign semiconductor manufacturing depends on the cost-effective integration of the principles of reduce, recover, reuse and recycle from source material to final product disposal. Increasing demand combined with current shortage of polysilicon provided unique opportunities to recover the silicon waste, caused by various defects, in wafer manufacturing process. Current practices relating to recovery and reuse of waste silicon produced, from crystal growth process to finally polished and epitaxially deposited silicon wafer, at Mitsubishi Silicon America is presented. Future plan to recycle the process generated silicon fines produced during the intermediate steps of the wafer manufacturing process such as grinding, slicing, lapping and polishing is also discussed.

Exposure to mineral aerosol is an occupational health hazard in mining and mineral processing industries because of the risk of developing pneumoconiosis. Agricola (1556) described this hazard for metal mining in Carpathia. He described shortness of breath and consumption, conditions that are now associated with asthma and emphysema. By the end of the nineteenth century, several respiratory diseases were known to affect miners, including silicosis and coal workers' pneumoconiosis (Fletcher, 1948; Seaton et al., 1981). For example, silicosis, not tuberculosis, was clearly recognized as the hazard in the Vermont granite quarries and stone-cutting sheds (McFarland, 1927). The Gauly Bridge Tunnel disaster in the mid-1930s caused the deaths of an estimated 700 workers by acute silicosis and focused the nation's attention on this disease (Cherniack, 1986). By the mid-twentieth century, it was clear that risk of simple pneumoconiosis is associated with a miner's cumulative exposure to mine aerosol in the respirable size range and that prevention lies in reducing that exposure through regulation (Seaton, 1986). In the United States, regulation of mine worker exposure to airborne mine dust is the responsibility of the Mine Safety and Health Administration (MSHA) in the U.S. Department of Labor. The key legislation relating to improved mine worker health was the Federal Coal Mine Health and Safety Act, enacted in 1969 (U.S. Congress, 1969) and subsequently amended as the Federal Mine Safety and Health Act of 1977 (U.S. Congress, 1977). MSHA receives technical assistance from the National Institute for Occupational Safety and Health (NIOSH). NIOSH also provides recommended exposure limits (RELs) for contaminants to MSHA. MSHA's regulation of mines includes the establishment of a dust standard administratively based on the these RELs. Some mine operators must submit a dust control plan designed to meet the dust standard. Periodic mine inspections determine if mines are com- plying with both the dust standard and the dust control plans (MSHA, 1991). The most common dust measurements are those for respirable dust (according to the definition given in Fig. 26-7), that is, the fraction of aerosol particles able to reach the gas exchange region of the lungs. The other health-related size fractions (inhalable and thoracic-see Fig. 25-1, and "total" dust) are also occasionally measured. A "total" dust measurement is defined by the common practice of the last 30 years or so, using 25 mm or 37mm plastic cassettes (e.g., from PAL, MIL, SKC ). The types of mines have been categorized

"The flotation separation of sulphides bulk concentrate containing Cu, Zn, Mo and Bi, which was obtained by both table-flotation of gross sand of gravity separation of wolframite and bulk flotation of wolframite slimes using butyl xanthate and oil No. 2, etc., has been conducted by using the cyanide process in the tungsten concentrator. The process has problems of high reagents consumption (25 tonne of cyanide dosage per year) and mineral processing cost (800~1000 RMB reagents cost per tonne of by-product concentrates), high mutual containing loss in the by-product concentrates and serious environmental pollution caused by lots of cyanide-containing wastewater. In order to solve this problem, a new cyanide-free separation technology is studied, which is used to process this sulphides bulk concentrate with 8.68% Cu, 8.98% Zn, 0.26% Mo, 1.58% Bi and 40.12% S. The results of the closed circuit test show that Cu, Zn, Mo and Bi can effectively be separated from this sulphide minerals concentrate by using the reasonable flotation-gravity flowsheet, high-efficiency collectors and regulators simultaneously. The metallurgical recovery and concentrate grade are as follows: molybdenum recovery is 94.63% with 50.62% Mo content; copper recovery is 85.18% with 29.29% Cu content; zinc recovery is 75.92% with 46.49% Zn content; total Bi recovery is 65.08% with 16.86% Bi content. The new technology is an alternative to the cyanide process due to its low cost for reagents, satisfying separation results and economic profits, and solves the problem of environmental pollution caused by the use of large quantities of cyanide. Some important parameters in separating the Cu-Zn-Mo-Bi sulphides concentrate are also introduced in this paper. This study provides pretty good technical support for separating the polymetallic sulphide ores containing Cu, Zn, Mo and Bi by cyanide-free technique."

"Consumer products are a complex man-made mixture of sometimes in excess of 50 elements. In order to recover these complex mixtures of elements either as metals, compounds or energy requires versatile technology in physical separation but also smelting and energy recovery. This paper explores this by referring to the innovative application of Top Submerged Lance (TSL) technology and associated theoretical and environmental aspects to process (recycle) post consumer materials and industrial intermediate products and residues. A diversity of applications has been tested in Ausmelt’s pilot plant in Dandenong and many have gone to commercial scale globally. This paper reviews the varied applications ranging from e-waste recycling, lead and NiCd battery recycling, metals recovery from slags, zinc leach residue processing, electric arc furnace (EAF) dust, Municipal Waste Incinerator bottom ash processing, carbon containing residues such as retort ashes and spent pot liner from the aluminium production process as well as use of the technology for materials such as automotive shredder residue (ASR) and plastics. Introduction The modern resource cycle is a link between primary production of metals linked to the recycling of post-consumer goods. The sometimes complex combinations of materials and metals in consumer products such as televisions depicted by Figure 1, does require a range of technology to recover materials, metals and energy for reuse and/or recycling in an economically feasible as well as environmentally friendly manner."

An upsurge in demand for Australian coal has seen a much needed programme for a new generation of coal ports. This paper discusses design concepts in planning a large modern terminal, with the 25 Nt/a Port Kembla and the 50 Mt/a Newcastle facilities as practical examples. The need is emphasised for a studied Master Plan, in-built materials handling flexibility and staged development. Trends in bulk ship design and loading methods are noted. Features of these Australian designs include methods of dealing with poor ground conditions, functional civil engineering for environmental protection and optimal marine structure designs.

The year 1977 generally was a year of growth in overall world mineral industry activity, although there were downturns in major elements of the world's iron and steel industries. The sharp upturns in market economy nation activities that were noted in 1976, following the reduced performance levels of 1975, were moderated, and in the centrally planned economy nations, overall mineral industry activity apparently continued to increase, but at a pace in keeping with that of 1916 rather than at the higher rates of the earlier 1976's. Noteworthy during the year, if only in a negative sense, was the inability of world powers to reach any significant agreement on issues relating to deep seabed mining. Interest from a commercial viewpoint centered around deposits or so-called manganese nodules. These materials, which indeed are chiefly manganese in terms of their content on a quantitative basis, really were of commercial interest primarily far their copper, nickel, and cobalt content. Participants at the Third United Nations Law of the Sea Conference looked into seabed mining rights, but reached no mutually agreeable decisions.

A list of permissible mine equipment approved by the Bureau of Mines before January 1, 1937, was published in Bureau of Mines Information Circular 6942.3/ Information Circular 7007,4/ published as a supplement thereto, listed equipment approved. Burin', the calendar year 1937. The present list includes most of the material liven in these two publications, as well as approvals that have been issued up to January l, 1940. Some equipment formerly listed has been omitted because it has become obsolete or is no longer actively marketed. The list now includes electrically-operated air compressors, coal drills, loading machines and conveyors, mining machine, mine ones, rock-dusting machines, room hoists, storage-battery gathering and haulage locomotives and storage-battery power trucks, mine telephones, junction boxes, electric cap lamps, flame safety lamps, electric hand and trip lamps, electric flood lens, flashlights, methane detectors, and single and multiple-shot blasting units. The appendix at the end of this circular lists trailing, cables that have passed tests prescribed by Schedule 2D. When equipment passes the inspections and tests prescribed by the United Status Department of the interior, Bureau of Mines, in published "schedules" or standards, it is formally approved as "permissible" for use in gassy mines, and the manufacturer is then permitted to mark it with an approval plate that identifies it as having been approved by the Bureau. The inspections and tests are designed to insure that each equipment satisfies the minimum requirements for safety in use. WHILE 1931 was a most important year in the history of Canadian copper smelting and refining, nevertheless, due to the low price of copper and the in- ability of the International Nickel Co. to market its full capacity of nickel. the production of both copper and nickel was considerably less than the total installed capacity for the production of these metals. IIY the nor- mal course of events, 1931 should have seen a great increase in the production. of both copper and nickel in Canada, because the large extensions to both the copper smelting plants and the copper and nickel refinery capacity, which had largely been completed in the year 1930, should be showing their effect.
