Depending upon the probability one assigns to project go-ahead, up to $10 billion (1978 figures) could be required for resource based projects in Australia in the next decade. In the past major resource projects were readily financeable against sales contracts. In the future the complexities imposed by such matters as political risk, inflation, currency movements and environmental and other socio- economic considerations on project development costs and returns may require a different approach. This paper addresses itself to the ramifications of providing development finance for resource based projects in the future - and in particular examines such factors as project completion guarantees, sales contracts, protection against exchange rate fluctuations, interest rate structures and debt/equity ratios as each relates to the provision of finance. In order to understand the flotation kinetic behavior of coal and associated mineral matter, a detailed investigation was conducted in a 2-liter Denver flotation cell using three high sulfur coals at three feed sizes, minus 28. 100 and 200 mesh. Subsequently. the flotation products were sieved into different size fractions and analyzed for their ash and pyritic sulfur content in order to delineate the effect of particle size on the rate at which each constituent floats. The results were tested with several different flotation kinetic models and the best model for coal was then chosen. The flotation rate constant and the ultimate recovery calculated from a kinetic model were used to delineate the effect of particle size, collector (dodecane) and frother (MIBC) dosages on the flotation kinetics of coal, ash and pyrite.

"Electrochemical techniques are a valuable means of analyzing the passivation of commercial copper anodes. Electrochemical impedance spectroscopy (EIS) provides information concerning transport and reaction phenomena occurring at an electrode surface. Commercial. copper anodes of varying compositions have been examined using EIS. Experiments were conducted in a flat cell with an electrolyte of 40 gil Cu2 + and 160 gil H2S04 maintained at 65 DC. Impedance spectra were obtained at the potentials characteristic of the open circuit voltage and passive region for each anode. The spectra of the passivating films exhibited a flattened resistive/capacitive loop at middle to high frequencies and an inductive loop at low frequencies. An equivalent· circuit utilizing an inductor-resistor series in parallel with the double layer capacitance and charge transfer resistance was adequate in modeling the impedance data. The influence of anodes impurities on the components of the equivalent circuit is discussed and correlated with a hi-layer passivation model.IntroductionPassivation of copper anodes during industrial electrorefining has received considerable attention in the past few decades. Great strides have been made in understanding the roles of anode impurities [1-25], electrolysis parameters [20,26], and electrolyte chemistries [20,26]. Even so, passivation still occurs even in the most modem of refineries. The exact cause of passivation is not fully understood. It is known that the anode surface becomes covered by a passivating film. This film has been proposed to be CuS04'&5H20, Cu20, or mixed oxides. The localized concentrations of Ft, Cu+, and Cu2+ ions determines which phase is more favorable. The presence of these ions is controlled by the reaction kinetics and diffusion of species through the slimes layer.Reaction kinetics between Cu, Cu +, and Cu2+ are based on the dissolution mechanism of copper. There exists four different models to describe the dissolution of pure copper. The classical model of Mattsson and Bockris [27] involves two single electron transfers with the cuprous-cupric reaction being the rate detennining step. More recently, Wong, Collier, and MacFarlane [28] used ac impedance to elucidate a more complex mechanism involving the affect of pH and anions. Their findings indicate that the formation of cuprous ions in solution, Cu(I)so~ is favored over Cu(1I) ions adsorbed to the electrode surface in the presence of sulfate and as pH increases from pH 1 to pH 5."

Al. though the period is short, the volume of activity and legislation designed to make that planning effective has been nothing short of enormous. Those who have been privileged to see and study a few of the codes to regulate our mineral industry, such as those for oil, coal, steel, and copper, are driven to the conclusion that nothing was really known about the proper way to conduct those industries in this country prior to June, 1933; or if anything was known, nobody in actual practice made use of that knowledge. And yet those industries, in days gone by, helped to make this country the most prosperous in the world, and to maintain a standard of living even today higher than that of any other country. Without wishing to assume any first-hand knowledge of the Russian standard of living, I must confess that the evidence seems to indicate that even with dictatorial authority, national planning encounters unexpected difficulties. "There are significant ground support hazards to both personnel and equipment when longwall equipment must mine through cross-panel entries. Backfilling support strategies are often cost prohibitive. Additionally, it is often very difficult to install backfill material in full contact with the mine roof in backfilled entries. This paper will demonstrate the use of fiber-reinforced concrete crib material as a method for standing support in longwall cut-through entries. Despite conceptions of poor performance in potentially high convergence environments, fiber-reinforced concrete crib material can be used in longwall support environments subject to high abutment loads and convergence. Central to the proper design of these supports is the use of yield material between crib layers and at the mine roof/crib interface. The placement location of cribs within the cut-through entry has a significant effect on the main roof behavior and associated ground conditions in the longwall abutment zones. It is particularly important to engineer the proper load displacement characteristics of the installed crib to support expected ground conditions. The cost of fiber-reinforced crib supports is less than 50% of backfilling methods.INTRODUCTIONThe design and execution of a longwall cut-through is perhaps one of the most difficult and risky endeavors in the field of ground control. The magnitude of abutment loads and potential for ground failure present a significant safety hazard to underground personnel. In addition, there is significant financial risk, with replacement costs of face equipment exceeding $200 million. Faced with these consequences, it is both advisable and common for an engineer to design ground support with a significant margin of safety. This paper outlines a robust support system that possesses a significant margin of safety along with significantly lower costs than most other support systems employed in similar conditions.SITE PARAMETERSThe mine site described in this study operates in the Herrin No. 6 seam in southern Illinois. The seam height is typically 76- 84 inches. Mining height in gateroads and mains is typically over 96 in, and typical mining height on the longwall face is 82 in. The overburden depth is 950-970 feet in the area of the longwall cutthrough."

The slag produced in metallurgical smelting processes contains considerable amount of valuable metals. The present work focuses on recovery of copper value by froth flotation from the copper smelter slag. The slag samples are subjected to detailed characterization including automated quantitative mineralogy using Mineral Liberation Analyzer (MLA). The MLA results indicate that a part of copper is present in sulphide form in fayalite (iron-silicate) matrix and very poorly liberated. SEM-EDX analyses also reveal that a certain part of the copper is present within the fayalite (Fe-Ca-Si) matrix, perhaps either as lattice impurity or very fine grain. The copper smelter slag is ground in wet mode in a ball mill, to particle size distribution suitable for flotation. Subsequently, the slurry undergoes froth-flotation in lab-scale Denver-type flotation cell. Various combinations of sodium iso-propyl xanthate (SIPX) and alkyl hydroxamate collectors are used along with pine oil as frother. A multiple collector dosage is required for effective flotation of non-sulphide copper phases associated fayalite and alkyl hydroxamate is identified as one of the effective collector for non-sulphide minerals. The copper recovery can be enhanced by 7-10% with a combination of collectors as compared to conventional sulphide flotation using only xanthate type collectors. This paper presents pit slope monitoring and back-analysis case studies con-ducted to evaluate and, if possible, stabilize slopes at the Berkeley Pit in Butte, MT. Two specific slopes were studied in detail. The first slope was determined to be near limiting equilibrium, as evidenced by its response to the initiation and cessation of mining, while the second failed on three occasions. Back-analysis of the failed slope verified the laboratory-derived geomechanical properties of the earth materials. Early detection of slope movement can show a need to take action, including modifying slope geometry, dewatering if the slope were wet, and/or investigating and implementing artificial supports. Monitoring slope displacements in open-pit mines can supply data for predicting collapses and preventing serious damage, injuries, and/or loss of life.

Minnesota contains a major low- grade copper-nickel sulfide resource within the Duluth Gabbro Complex. Several companies have actively explored this resource. Open pit mining would be required to develop portions of the resource, and as a result, large quantities of sulfide-bearing lean ore and waste rock would be stockpiled. Although the problems associated with high-sulfide tailings and acid mine drainage are well documented, the leaching characteristics of low-grade mineralized stockpiles must be understood for environmental impact assessment, siting, and planning. The Minnesota Department of Natural Resources and AMAX have cooperated in a research program to study leaching and revegetation -of test stock- piles, Six small (1600 'tons) stockpiles were constructed at the MINNAMAX Project Site and they range in composition from 0.29 to 043 g % copper, 0.075 to 0.09% nickel, and 0.6 to 1.45% sulfur. Two of the stockpiles were covered with mineral soil, one was covered with topsoil, and three were not treated Revegetation plots were established on the piles which received a soil cover. Leachate samples and flow measurements were collected at the base of the piles. Initial results indicate that metal concentrations in leachate samples range from 10 to 10,000 times the concentrations found in the streams of the area. During the first growing season, the test pile covered with topsoil yielded 30% less water than untreated test piles. No reduction in yield was observed for the piles that were covered with the less fertile mineral soil. First-year vegetative growth, expressed as biomass, was four times greater on the-topsoil pile than on the mineral soil piles. The long-term effects of vegetation on leachate quantity and quality continue to be investigated.

Many of the trace elements found in coal are associated with mineral matter, making it possible to remove them by physical coal cleaning. As part of work funded by the Electric Power Research Institute, both conventional and advanced coal cleaning processes were found to provide large reductions in the concentration of many trace elements that, if released into the atmosphere, are considered to be potentially toxic or environmentally harmful. Advanced physical cleaning technologies appear to provide greater reductions than conventional technologies. Chemical cleaning processes may also remove many trace elements, possibly including organically-bound elements such as beryllium. Care must be taken in the disposal of coal cleaning plant refuse because oxidation and leaching of this material can create highly acidic leachate and many trace elements are mobile in an acid environment. Laboratory leaching procedures are potentially useful in determining the degree of risk of water contamination by trace elements should an acid environment form.

M ANY elements can now be obtained in radioactive form. The radioisotopes have the same chemical properties as the corresponding inactive forms, differing from them only by their nuclear instability. This combination of properties permits radioelements to act as atomic tracers, the tracer atoms revealing themselves at the time of their decay with emission of electrons and positrons (beta radiation), helium nuclei (alpha radiation), or electromagnetic radiation (gamma radiation). The tracer technique is particularly attractive for the study of surface chemistry problems in general and flotation problems in particular because of its extreme sensitivity. A large proportion of the ionizing events, initiated by the characteristic decay emissions in a radioactive sample, can be recorded by radiation probes of suitable design and geometry. An idea of this sensitivity can be gathered from the following example: assume that 0.001 mg of pure RaD (radiolead), a beta-ray emitter, is used in a flota¬tion tracer experiment. This is 1210 X 10-1 mole; since the fraction trans¬formed per second (the so-called decay constant), is 9.92 X 10-10, the number of ionizing events per second would be (6.023 X 1023 X y,,, X 10-1) X 9.92 X 10-10 = 2.845 X 106. (The decay constant is expressed in sec-'. Its product with the half life, expressed in seconds, is the pure number, natural logarithm of 2 = 0.693. The half life is the length of time required for decay of one half of the total number of radioactive atoms of one particular type.) (See reference (1) at the end of this article.)

"Hudson Bay Mining and Smelting Co., Limited, Flin Flon, Manitoba, Canada, has developed a metallurgical wastewater treatment system employing two-stage lime neutralization, sludge recirculation and conventional mechanical thickening.Laboratory investigations, initiated in 1970, led to the construction of a pilot-scale minewater treatment plant, at Schist Lake Mine, in early 1971. This plant, treating 600 cubic meters/day wastewater containing 30-60 mg/l zinc, demonstrated metal extraction efficiencies of 99% under normal operating conditions.On the basis of this pilot work, a second pilot-scale treatment system was established in 1975 at the Flin Flon metallurgical plant to treat zinc refinery process waste water. Through numerous improvements, including automatic control equipment, the system has evolved to a full-scale operation capable of treating 800 cubic meters/ day wastewater containing 4-11 gm/l zinc. Treated effluent contains 0.2-20 mgll zinc. Hydroxide sludge produced returns to the metallurgical process for recovery of metals while clarified effluent discharges to waste.With the system, Hudson Bay Mining has achieved its original goal: the reduction of environmental contamination, while realizing ii return from metal recovery."

By 2045, carbon-neutral mines will be economically producing products that are vital for the world’s transition to renewable energy. After overcoming significant technical challenges (and the investment of significant capital), leaders have successfully eliminated the use of diesel and other fossil fuels by introducing a wide range of new decarbonisation technologies. These leaders will be reaping the benefits of lower production costs (resulting from elimination of diesel), stable and predictable operations, and easier access to capital for their future projects. This paper describes a future scenario of how a net zero carbon and zero-entry mine could operate by taking maximum advantage of technologies in development or already proven in other industries. Some miners have been unsuccessful in their efforts to reach decarbonisation targets. Instead, they have been forced to close or offload their assets to be acquired by operators with better sustainability credentials, or, in some cases, to indigenous or community-based enterprises with vested interest in making operations viable and sustainable. Regardless of ownership structure, all successful mining operations will have fostered strong and positive community relations that bring education, health, security and economic development opportunities to the communities while respecting their traditions, land-uses and culture. As shallow, easy to mine deposits have become scarce, the majority of new mines are underground. Advancements in electric underground technology and the feasibility of ‘zero entry mining’ (with no personnel in active mining zones) has made it increasingly possible to economically operate underground mines, even at shallow depths. The newest mines have a near zero footprint on the surface, produce no harmful by-products, and are employing in-place or in situ methods of extraction that are efficient and low impact. Surface land-uses, such as agriculture and renewable energy generation, continue in the immediate vicinity of the mine, with no significant ground disturbance, community impact or environmental footprint.

The interaction of soluble salt particles in their saturated brines is of interest from both a fundamental and practical perspective. The state of dispersion/aggregation of alkali halide particles as determined by optical microscopy can now be described based on non-equilibrium electrokinetic measurements for alkali halides. These results indicate that the sign of the surface charge has a significant effect on the extent of particle dispersion/aggregation. Atomic force microscopy (AFM) is now being used to directly measure the interaction forces responsible for the stability of these alkali halide aggregates observed in optical microscopy studies. These experimental results can be explained based on the interfacial polar interaction theory. In this regard the nature of such particle interaction forces at high ionic strengths are examined to improve our understanding of these systems.

Microcomputer analysis has long been a technique for engineering professionals to improve the theoretical and practical design of continuous mining systems. Such work has been typically composed of modeling observed events and then introducing a variety of known elements with predicted results to compare against the results of the model. Programs written in BASIC, Cobol, Fortran, or other language dominated such efforts. These programs have taken years to develop and prove out. This paper explores a new management tool used at TMC on a daily basis to track and improve continuous mining systems through the use of microcomputers and Lotus 1-2-3 software. By analyzing data provided by section foreman, shift foreman, and maintenance personnel against predetermined goals, new production targets are developed, weaknesses in the current mining systems are identified, and the results of changes are measured. The results of this system on the productive output of TMC systems are on the order of ten percent improvement.

THE dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has- been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The prestige of this board rests upon its successful treatment of the labor-troubles of the anthracite region for a period of more than eight years, and upon the fact that it has been able not only to reach decisions based upon the merits of the controversies, but to enforce its decisions upon both the employees and the employers. It has never been obliged to shape its conduct to secure the consent of the contending parties, and its decisions have been strictly and, in the main, cheerfully observed. Abstract - The Vazante Mine is located in the Vazante District, the largest zinc district in Brazil. The Vazante deposit consists dominantly of an unusual willemitic ore. Small sulfide bodies are tectonically imbricated with the willemitic ore, within the Vazante shear zone. Structural styles of deformation and petrographic and isotopic evidence indicate that willemitic mineralization and deformation occurred synchronously during the Neo-Proterozoic. Various generations of hydrothermal veins and hydraulic breccias may pre-date, accompany and overprint the mineralization. Ore-formation temperatures are deduced from stable isotope geothermometry and mineral chemistry of both sulfide bodies and willemitic ore. Temperatures during the main stage of mineralization range from 206°C to 294°C (willemitic ore) and 317°C (sulfides), and reflect the prevailing metamorphic conditions within the shear zone. The fluid from which the gangue minerals of the sulfide bodies precipitated (at 250°C) had an oxygen isotopic average value of ?18O = +19.4‰. This value appears to reflect the interaction of metamorphic fluid with the carbonate rocks of the Vazante formation. At 250°C, the fluid in equilibrium with the vein mineral phases and willemitic ore assemblage exhibits a uniform oxygen isotopic composition, with an average value of ?18O = +11.5‰. The positive linear covariance of ?18O and ?13C ratios of the carbonates is most likely due to the mixing of metamorphic and meteoric fluids. The ?34S values of sulfides indicate a direct crustal origin for the sulfur. It is suggested that the sulfur is largely derived from pre-existing sulfide bodies and has been transported by metamorphic fluids. The willemitic ore may have originated from the precipitation of metal in sulfur- poor fluids under oxidized conditions, within the Vazante shear zone.

The liquid phase mixing in Western Research Centre (WRC) pilot plant flotation column with diameter of 0.76 m has been characterized using a salt tracer. The process variables studied were gas and liquid flow rates. The response of the column to a tracer pulse input was monitored at three axial and two radial locations. For all the experimental conditions investigated in the present study, radial and axial concentration gradients were not observed. It is thus concluded that the 2 tph flotation column is behaving as a well mixed tank. This finding is consistent with the observed poor recoveries of coarse fractions in the column flotation circuit. Based on the findings of this report, it is recommended that several schemes of reducing the backmixing be implemented and evaluated for their effectiveness in improving the column recoveries.

The two parties concerned therefore draw up a contract which would detail the conditions under which concentrate sales will take place. The contract will identify treatment and marketing charges (including escalations), deductions for metal losses in the smelter, pricing formula, timing of payments, penalties for deleterious elements, etc.An understanding of the smelter contract is important to the mineral processor, for it will determine how he operates the plant to maximize economic return.Description of Contract ClausesUsing copper concentrate as an example, the smelter contract generally contains the following three basic charges:I. Metal Deductions- as the smelting process does not recover all the metal contained;2. A Smelting Charge- expressed per ton of material to cover costs on the bulk material such as receiving, unloading, thawing in winter, sampling, roasting to drive off sulphur, smelting through the matte and blister stages to recover mostof the copper and precious metals;3. A Refining Charge- expressed per pound of copper.The following is a review in some detail of a number of clauses which could be considered typical of a treatment and marketing type of copper concentrate sales contract. Most normal considerations in an agreement could be covered by the following types of clauses.Terminology- covers definitions, units of measurement to be used (e.g. short tons, troy ounces, etc.), currency (Canadian dollars). The term ""unit"" may be defined - l OJo of a ton of concentrate, e.g. one unit of copper means 20 pounds of copper per short ton of concentrate."

The Burnaby Mountain Tunnel was an integral part of the Trans Mountain Expansion Project. General Contractor, Kiewit Ledcor TMEP Partnership (KLTP), contracted with McNally Construction to build an underground tunnel between the Burnaby and Westridge Marine terminals under Burnaby Mountain. The pipeline was constructed within a 2.6-kilometre tunnel, eliminating the need to run the pipeline over the mountain and minimizing community impacts. The complexities of this Project led to multiple innovations, including the design of a Tunnel Boring Machine (TBM) capable of excavating through mixed-faced conditions concurrently thus allowing the Project team to complete the tunnel with limited geotechnical information.
