More than a decade ago, CANMET management recognized the need to make better use of existing technological information in mining and extractive metallurgy-two fields basic to the economic well-being of Canada. There were at that time no indexes or files dedicated to disseminating technical information for the many minerals mined and processed in Canada, including coal. CANMET, with the nation's largest research and library resources in the minerals field, was in a unique position to fill this need. Initial efforts were concentrated on building a mining file, beginning with identification of world sources of published information, development of a special thesaurus of terms for language control and adoption of a manual indexing/retrieval system. By early 1973, this file held 8,300 references, with source, abstract and keywords given for each reference. In mid-1973, operations were computerized. Software for indexing and retrieval by batch mode was written by CANMET staff to utilize the hardware facilities of EMR's Computer Science Centre. The resulting MINTEC file-one of the few files of technological information produced in Canada-is the basis for the national literature search service in mining offered by CANMET. Attention is now focussed on building a sister-file in extractive metallurgy using the system already developed. Published information sources have been identified and a thesaurus of terms is being compiled and tested. The software developed for CANMET's file-building operations has several features, including the selective dissemination of information and production from magnetic tape of photo ready copy for publication, as in a bi-monthly abstracts journal.

"Finance Minister Paul Martin's second budget might be good for Canada's mining industry in the long run, but the budget raises a number of concerns for the industry in the near term. The budget papers suggest that the 25% resource allowance is not working as intended, and report that the Department of Finance will be reviewing this valuable allowance. The so-called ""large corporations tax"" rate will be increased. This annual tax, which is imposed on a corporation's capital even when the corporation is not in production, is particularly harmful to the mining sector.IntroductionThe Honourable Paul Martin, in his second federal budget, emphasized spending cuts and made only modest tax changes. Explosives safety requirements in the United States began in 1909 when the American Railroad Institute questioned explosives manufacturers regarding distances necessary to protect employees and property. In response to this inquiry, a group of explosives manufacturers collaborated to study over 200 explosive accidents. This study resulted in the 1914 American Table of Distance (ATD) published by the Institute of Makers of Explosives (IME). The 1914 ATD provided suggested separations between explosives and inhabited buildings, public highways, and public railways.

Probabilities of encountering coalbed discontinuities during vertical or horizontal drilling in a specific coalbed can be estimated based on analysis of mined-out areas of the coalbed where the size, shape, orientation, and distribution of discontinuities are known. The result- ant probability estimates can be applied to cost-risk evaluations of drilling programs proposed for exploratory, developmental, or methane drainage purposes in undeveloped areas of that coalbed. Data compiled from mine maps of the Beckley Coalbed in southern West Virginia were used to estimate the probabilities that discontinuities would be encountered in two illustrative hypothetical drilling programs--one for drilling vertical boreholes and the other for drilling horizontal boreholes. Analysis based on a mined-out area of the Beckley Coalbed indicated that vertical methane drainage boreholes spaced 1,000 feet apart in a square grid pattern would each have a 29 percent probability of encountering a discontinuity in a geologically unexplored area of the coalbed. It was also determined that exploratory vertical drilling could locate most of the discontinuities if a borehole spacing of 2,500 feet were used. For horizontal drainage boreholes in the Beck- ley Coalbed, the analysis indicated a linear relationship between hole length and the probability of encountering a discontinuity.

The carbonatite orebody in Jacupiranga is situated some 230km (140-mi) southwest of Sao Paulo and is mined by Serrana S/A de Mineragao, producing an apatite concentrate for fertilizer production and a calcite tailing for cement manufacture (see Figure 1). The orebody (Table 1) is mined by open pit and the total production is 4.5 million mt/year of carbonatite ore with a further 2.2 million mt/year of overburden. The carbonatite low-grade ore (Table 2) is fed to the concentration plant at 460 mt/h , comprising of four parallel lines of grinding, by rod mills 2.7m x 4.5m (9 x 15-ft), operating in closed circuit with hydrocyclones. The grinding circuit product is deslimed in four stages using hydrocyclones and the deslimed product is conditioned with corn starch and subsequently floated, using fatty acids as collector to, recover the apatite.

As part of an investigation aimed at improving the health and safety and competitiveness of the mining industry, the U.S. Bureau of Mines evaluated the application of common offset radar profiling, using a 250-MHz ground-penetrating radar (GPR) system, for the detection of fractures in igneous rock. A series of radar reflection surveys were conducted to detect and delineate the extent of fracturing at various granodiorite and gabbro quarries and outcrops located in Minnesota. The application of radar profiling for detecting joints, sheeting fractures, shear zones, and depth to water table was demonstrated to be feasible with minimal processing. Radar reflection interpretations were verified by visual inspection of the rock mass and field mapping of local structure. The radar reflection section provides a simple, rapid, and cost-effective means for mapping of shallow (less than 10 m) small-scale fractures (greater than 0.25 cm) in igneous rock masses (characteristic of velocities between 0.061 m/ns for gabbro and 0.125 m/ns for granodiorite). Depth or distance estimates to fractures are within 10 pct of the actual, and time-shift compensation is necessary only when topographic irregularities exceed 30 cm.

"Establishing ventilation in the early stages of a new mine is an essential step to achieve scheduled outcomes that ultimately drive the financial success of an operation. If the primary ventilation is not in place in time to support a contractorÆs work output, then the ore delivery is likely to be severely impacted. Options to increase ventilation in order to address shortfalls are limited. This in turn can lead to reduced revenue generation at a time when a mine is at its highest capital outlay. This can have implications for any company, but even more for an explorer moving to producer. The ventilation put in place to cover the start-up period is also unlikely to cover any extended or increased load required to meet schedule delays.The following paper examines two issues in relation to ventilation with a focus on small to medium projects where the company is establishing a mine using a mining contractor. The issues being: potential impacts on the contract and tender process when using a mining contractor key mine design considerations, such as æcrunch timeÆ, as they interact with ventilation achieving a successful ramp up.A recommendation is made for higher levels of detail around secondary ventilation leading up to the primary fan installation. The information should be included as part of the tendering process and preliminary project execution planning. Understanding the æcrunch timeÆ concept can lead to strategies, as well as back up plans, to minimise any negative impact.By understanding key risks around primary ventilation establishment for a new mine, detailed design work can be completed where it is needed most. Value is added by reducing uncertainty and a payback with better contract terms and a more robust ramp up plan. Owners have seen several major tunnel projects in recent years fall victim to a general reduction in the number of bidders as well as an erratic range of pricing. It should be noted though that this is not a universal trend and some projects have seen good competitive bids. Contractual terms and conditions are an important factor in attracting good competition. The Front End documents of tunnel projects have come under increasing scrutiny as tunneling contractors in the U.S. industry are looking much more closely at their risk exposure in the contract terms and conditions. Considering the amount of tunnel construction work upcoming in North America, it is important that General and Special Conditions are put together in a way that provides a reasonable basis to execute the Contract and also provide a fair, balanced and swift way to resolve disputes.

This paper presents the application of a simple genetic algorithm (SGA) to a coal slurry grinding process in order to find the optimum set of conditions under which the desired slurry properties can be attained. The operating parameters of the process were; slurry % solids, dispersant dosage, ball size, and mill speed. The optimization algorithm, which is based upon the mechanics of natural genetics, was used to find near-global optimum points specific to responses measured In terms of fineness, specific energy consumption, viscosity coefficient, and viscosity exponent. In order to minimize the viscosity of the slurry and simultaneously achieve a condition of maximum packing density, optimization was carried out by the penalty method using an overall objective function incorporating several responses. Computer results and analysis demonstrate the ability of the genetic algorithm to perform better than a traditional technique such as response surface methodology (RSM) and to rapidly locate "the global optimum".

"Longwall mining is by far the most common method of underground coal extraction in Australia. The industry trends and expectations are placing increasing emphasis on the reliability and productivity of these operations. The longwalls are becoming wider and longer while retreat rates are continuously increasing due to significant improvements achieved in longwall equipment reliability and automation. This increased longwall productivity is placing significant emphasis on the reliability of longwall panel development.Although there have been significant improvements in the reliability of continuous miners and hydraulic drill rigs, the traditional resin encapsulated bolt installation is still the principal method used in all major coal-producing countries around the world. Anglo American realised an opportunity existed to introduce an alternative roof bolt installation technique called “spin to stall” in Australia. Spin to stall was first introduced in Anglo American Coal in South Africa where it has been successfully used for over a decade, though implementation of South African spin to stall resin in Australia has proven to be near impossible due to a significant difference in geotechnical conditions, mining method, and, subsequently, roof bolting equipment. Therefore, a new spin to stall development project was initiated between Anglo American Coal and Jennmar Australia (SPIN2STALL®). This paper summarises the journey of this project, the results, and the successful implementation of spin to stall achieved at Grasstree Mine.INTRODUCTIONThe Anglo American Coal business unit operates Grasstree and Moranbah North underground longwall mines in the Bowen Basin of Central Queensland, with a third longwall mine, Grosvenor, currently being developed, and two more (Aquila and Moranbah South) in the project pipeline. The vision for Anglo American is to achieve “Zero Harm” through the effective management of safety at all operations, while for the coal business unit, at the same time to achieve industry-leading operational performance. Currently, both Grasstree and Moranbah North longwalls are operating at industry best practice rates. This is placing increased pressure on the development process to allow such high productivity levels to be sustainable."

PROBABLY the most critical and difficult period in an engineer's career is that between the completion of his college work and his attainment of professional recognition and accepted status in the industrial world. Upon leaving school the young graduate breaks his immediate ties with his educational institution and in a sense finds himself adrift. At this time in his life a society like our Institute has both the responsibility and the privilege of meeting a vitally important need in his professional life. Some of these young men are Student Associates, in the year after graduation, and some are Junior Members, but all need advice and assistance. In some respects this situation will be accentuated by the war. Not only will thousands of young engineers be mustered out of military service but the process we describe generally as industrial reconversion will make necessary many readjustments in personnel. About two years ago the Institute recognized the opportunity of helping the younger member to help himself by appointing a new standing committee to be known as the Committee on Professional Development of Junior Engineers. Herbert Hoover is Honorary Chairman and it is my privilege to serve as Chairman. The name of the Committee is not entirely satisfactory but it expresses the general objective. The present article is in the nature of a progress report of the work of this Committee.

LESS advances in the technology of non-metallic minerals than for several years past mark 1931, and the cause is easily found. The universal depression and decreased markets for non-metallic as well as other mineral commodities has forced the producers to cut out all unnecessary expense and reduce operating costs to a minimum in order to keep going, even on a reduced output, and to prevent insolvency. The result. has been that but 'little research has been carried on, and such as has been completed has in but few cases been put into commercial practice on account of the expense involved in new equipment and plant changes. The trend in the industry has been more economic than technologic, and the greatest effort put on market studies and sales attempts to expand markets and scrutiny of present operating 'practice leading to reduction of cost of production. This tendency has been increased by highly competitive conditions and the buyer's market which has prevailed and to the fact that price has been a greater factor than quality in placing orders. Only in cases where improvements in technology would immediately and effectively reduce costs or where in special cases there was but little competition with almost a monopoly control has actual technical development taken place.

The McCoy/Cove mine is located 48 km (30 miles) south of Battle Mountain, Nevada, USA, in the Fish Creek Mountains at an elevation of 1548 m (5080 ft), see Figure 1. Joseph H. McCoy first discovered gold at this location in 1914. This discovery led to the Gold Dome Mine which produced the first gold from this area in 1928. After the Gold Dome era, the land remained relatively dormant until Houston oil and Minerals Corporation purchased the claims from the Summa corporation and defined an ore body at the present day McCoy pit. In 1986 Tenneco Minerals (formerly Houston oil and Minerals corporation), sold the McCoy mine and adjoining claims to Echo Bay Minerals corporation. The Cove ore body was discovered soon after the sale to Echo Bay. Echo Bay expanded the heap leach operation and built the present mill which began processing ore in the fall of 1989.

Despite the large areas of sedimentary basins in Western Australia, the coal resources are very meagre., This is a serious problem for the State, which-at present-lacks any other alternate source of fuel-for power production.. Located coal deposits are all poor in quality and mostly brown coals of little importance. The best..coal suitable for extraction is at Collie, where a black=sub- bituminous non-coking coal is mined. Most other coals recorded are low grade or lignite, with high ash'and moisture content and a low calorific value. Coal was first discovered in Western Australia in the bed of the Irwin River, 50-miles south-east of Geraldton, by the Gregory brothers, explorers, in the year 18+6,. but although investigated, it has never been developed. The most noteworthy discovery of coal was in the Collie River, 26 miles east of Bunbury, by Arthur Perrin in 1883. Production commenced in 1898 and ever since, Collie has continued to be the State's sole producing coalfield.

The safety record of the mineral and mineral-fuel mining and processing industries in 1966 was improved slightly for the second consecutive year as indicated by reduced injury-frequency and injury-severity rates. The overall operating activity was higher in 1966, as measured by the increased number of men working and the total man-hours of worktime. Injury Experience.-The rate of occurrence of all disabling work injuries in the mineral industries was 17.38 per million man-hours in 1966. This overall rate comprised frequencies of 0.28 for fatal and 17.10 for nonfatal work injuries, compared with respective rates of 0.28 and 17.26 in 1965. Fatalities totaled 543; 5 more than in 1965. The total of 33.091 nonfatal injuries was 291 higher than in 1965. However, the larger number of disabilities was offset by the increased worktime in 1966. so that the fatality frequency was unchanged and the nonfatal frequency rate decreased from 1965.
