Under various state laws enacted mostly within the last 20 years, reclamation requirements and standards for hard-rock mining operations have been established virtually everywhere in the western United States. Unlike the uniform and detailed coal mine reclamation requirements under the federal Surface Mining Control and Reclamation Act ( "SMCRA" ) and state programs mode led after SMCRA, the various state law hard-rock mine reclamation requirements are based upon a variety of objectives, and therefore are subject to varying standards from state to state. While the diversity of reclamation requirements complicates the determination of what reclamation measures will be required at any particular mine, there are valid reasons for this diversity. There are dozens of different commodities mined in the United States, and mining methods are different for each commodity. Local natural conditions such as climate, precipitation, geology, hydrology, and biology vary widely across the county. Site-specific conditions also affect mining and reclamation methods. Also, factors such as economics, land use, and environmental protection issues receive different priorities in different states and communities within those states. State reclamation requirements in general provide the flexibility to consider site-specific circumstances, allowing operators to design and engineer the best reclamation measures for each mining site. To the mine developer or manager, reclamation requirements must be translated into design, operational, and closure measures for mine planning. Each of these measures must then be assigned additional costs to be factored into the economic decisions for a particular mining operation. On a broader level, reclamation costs must be factored into decisions such as where to invest in exploration and mine development. The purpose of this paper is to provide a summary of the state non-coal mine reclamation requirements in twelve western states. This summary comparison may be useful as a starting point in considering how local reclamation requirements will impact potential mining costs.

The solubilities of calcium sulfate in HCl-CaC1z-H20 solutions up to 100°C were successfully modelled with the aid of OLI software after bringing proper modification to it. Modelling, more specifically, was carried out with the help of the Environmental Simulation Program, V-6.6.0.4 (www.olisystems.com). New model parameters were obtained by regressing the solubility data. A private databank was established by adding the newly defined model parameters and the calcium sulfate hemihydrate phase that is not included in the original OLI database. The McGill-modified OLI software was successfully applied not only to modelling solubilities but also the transformation of the various CaS04 phases, namely dihydrate, hemihydrate and anhydrite. In this paper, the modelling methodology will be discussed along with a comparison of the capabilities of the newly developed model vs the original OLI model.

THE present organization of Copper Queen employ-ees, known as the Employees' Conference Com-mittee, is really an outgrowth of the former Grievance Committee, which, in turn, had developed from the original Hospital Committee. The relatively small membership of these older organizations, the practical limitation of their activities to the presenting of grievances, and their lack of initiating powers, were the principal defects which the plan now in operation seeks to overcome. A somewhat parallel scheme was instituted in our Sacramento Hill division about four years ago; this gradually developed into the Ways and Means Committee, which, in addition to providing a forum for the discussion of operating problems, was instrumental in establishing an excellent and mutually satisfactory bonus system. Before recommending adoption of the plan now in force, we made extensive inquiries among those who have had any experience in such matters, and ended by proposing a modification of a scheme developed by John Leitch,1 which was characterized by its similarity to the constitution of the Federal Government. As finally remodeled, the. plan was submitted to vote of the entire working forces at the Copper Queen mines, and was adopted by them in May, 1920. Mining opera-tions since that date have been so interrupted that it is scarcely possible to state exactly what the results have been. The following quotations are from a printed pamphlet containing the constitution of the organization, as finally adopted. The first extract is from a letter addressed by the management to the employees: The plan submitted for your approval and adoption is modeled after the constitution of our own country, under which every individual is given an opportunity for advancement, according to his ability and determination, and every citizen is given a voice in the laws that shall govern him. So it is to encourage the individual employee in advancement, and to give him a voice in making the rules that shall govern his conduct, that we favor the adoption of the proposed constitution.

Preliminary Bureau of Mines studies of mafic igneous rocks collected from the Rabbit Creek area, northwestern Alaska, indicated concentrations of platinum (412 to 1,406 ppb) and palladium (343 to 892 ppb) in five of eight samples analyzed. The samples represent boulders and cobbles of mafic/ultramafic rocks from this locality. They are not from outcrop. Petrologically, (on the hand specimen scale) the samples are crudely to well-layered and are troctolitic ± gabbroie in character, with primary igneous mafic minerals strongly altered. Small patches of interstitial sulfide minerals, including chalcopyrite, bornite, pyrrhotite, pyrite, and covellite are associated with these altered zones and elsewhere through the specimens. Copper values ranged from 0.1 to 0.3 pct in samples analyzed semiquantitatively; nickel, cobalt, and chromium contents are low. Chemical, mine alogic, and petrographic relationships suggest that the rocks of similar character outcropping in northwestern Alaska could also be considered as prospective for- concentrations or platinum, palladium, and copper.

The carbon-in-pulp (CIP) process is now well established in the South African gold industry, with a total of over I million metric tons of material being treated each month in six large plants. This tonnage is derived from ground ore, from filtered pulp, from calcine, and from reclaimed sand-tailings dumps. With this new process and the new large plants, those concerned with CIP are experiencing a learning process, since each new plant presents a different set of problems to be overcome. The knowledge and experience gained from these plants is being shared, and will be of benefit in the design and operation of new plants. The CIP process can be subdivided into the following unit operations: prescreening at a fine size, adsorption, acid-washing and elution, reactivation, and electrowinning. Results concerning each of these unit operations, which were obtained from pilot plants and from large-scale CIP plants in South Africa, are presented. The latest developments in each of these areas is summarized. Tables that are included as an appendix contain some information concerning the equipment in these new CIP plants plus operating results from some plants.

Test work indicated and plant operation has since confirmed that SAG milling is a viable option for INCO's Sudbury Operation milling rationalization project only if pebble crushing is included in the SAG/ball mill circuit. Throughput increases more than fifty percent with pebble crushing incorporated into the comminution process. The finer product of high speed pebble crushing provides further energy savings. The unconventional approach of pumping the pebble crusher product, while simplifying plant layout, has produced challenging wear problems.

"The development of the Minnovex SAG Power Index (SPI) Test in Canada has created a new and accurate way to measure ore hardness in a SAG environment. Coupled with the standard Bond Ball Mill Work Index Test it is now possible to determine from these two relatively inexpensive laboratory tests, the amount of energy required to grind an ore from the primary crushed size to the desired liberation size. By testing multiple samples to discover where the hard and soft ore zones are located, the representative hardness distribution for the ore body can be determined and grinding equipment selected that is capable to meet production targets for all mining areas of the deposit.In the last century, it was deemed prudent to select up to 50-tonne samples of ore for Semi Autogenous Grinding (SAG) pilot plant tests and a second 5-tonne sample for metallurgical pilot plant work. The methods outlined in this paper show how the 50-tonne sample is no longer required for SAG design because it is better to measure the representative hardness distribution of the ore body than the hardness of a “chosen” representative sample. This is demonstrated to be true by the fact that the lower horizons of an ore zone cannot initially be accessed to recover 150mm pieces, and the bulk samples taken, rarely represent the desired design hardness of the ore. Median hardness will not yield a good result in most cases and a clear understanding of the location and extent of the hardest zones is imperative to achieve a truly successful grinding circuit design.This paper discusses two plants (Kubaka and Agnico Eagle) that have been designed using SPI and Bond with no pilot plant test backup. Both have been very successful in that they can grind design tonnage on the hardest ores in the mine. This guarantees that the mine’s profitability is protected in any mining sequence. It also allows the extra power to be converted to higher throughput on softer ores if additional cash flow is needed. The advantages from the owner’s point of view are dramatic. This procedure will be attractive as well when considering the costs for test work, and the samples for testing. Existing diamond drill core is normally used and this allows the inclusion of data from the deepest regions of the mine. In addition, it is also clear that the decision to use a crusher can now be made at the design stage of a project based on measured parameters and the estimated capital costs of alternative designs."

Several of the current concepts of brittle fracture involve consideration of the existence of defects or flaws. Griffith 1 observed that the tensile strength of brittle materials was several orders of magnitude less than might be expected from the calculated strength of the molecular bonds. He was able to show that the stress concentration at the tip of an elliptical crack is sufficient to raise the local stress level many fold. He therefore proposed that real materials do contain such stress risers in the form of minute cracks and that this accounts for the rather large difference between theoretical and actual strengths of brittle materials. The degree of stress magnification depends to a great extent upon the orientation of the crack with respect to the general stress system, and to the general geometry of the crack.

The natural lives of machines and components vary tremendously! Maintenance managers struggle constantly to maximize their equipment lives while minimizing their maintenance costs, but they normally lack the tools and techniques they need to do this properly. This paper proposes a methodology based on probabilities of failure and expected values for repairs that recognizes the variation among individual machines and components as well as the high costs associated with catastrophic failures. It enables a user to determine the optimum change-out intervals for many types of equipment. The approach proposed here is sophisticated enough to be reliable but simple enough to be applied by the maintenance staff on the shop floor. It will complement existing preventive and predictive maintenance programs.

13.1-SUBSIDENCE AND GROUND MOVEMENT ROBERT STEFANKO 13.1.1-SUBSIDENCE AND FAILURE This treatment of subsidence and ground movement will be confined to subsidence control for limiting surface damage by assessing the significant parameters affecting ground movements during mining to optimize mining techniques. The material will be equally applicable to evaporite mining as well as coal but will not deal with block caving or similar systems where failure is deliberately induced and surface protection is not necessary or provided. When an underground opening is established, the original equilibrium is disturbed with resultant stress concentrations. While many factors are involved in opening stability, the span (W) undoubtedly is one of the most important factors in failure. Assuming it is relatively small, the overlying rock strata can bridge across the opening and little if any movement or convergence of top and bottom will occur. However, as the span increases, a point is reached where the stress in the overlying rock strata exceeds some strength value of the rock, and the top breaks. If the opening span is limited to some subcritical value (-We) and/or is at great depth (D), a pseudo-arch will form, achielring stability before rupture occurs to the surface. The boundary of this arch is thought to approximate an ellipse in form with the major axis vertical and equal to four times W, although there has been little field research to substantiate this theory. However, if the width of this opening is increased at this horizon to some critical value (W,) or the same span is created in a shallower seam, the overlying strata ill progressively rupture to the surface and the characteristic subsidence trough is formed (Fig. 13-1) The area of the surface affected is much greater than the area of the seam extracted, depending on the "angle of draw" (a), which is the angle between a vertical line from the edge of the opening and another line extended to a point at which subsidence tails out to zero. This angle has been found to be about 35° in Europe but is rather academic, being a function of instrument precision in detecting subsidence. Since the subsidence effect is so small at any point beyond n 25° angle, this latter may be considered the practical limit of subsidence. Further- more, indications are that the angle of draw varies with depth and nature of the strata.' In a field study over a 1,000-ft-deep potash mine in New Mexico, the maximum angle of draw was found to be 51.5°.2 So far, only a single opening has been considered. However, the width of the excavation applies to any complex mining system of entries, rooms and longwalls as long as the seam has been fully extracted and the width represents the distance from one solid rib to another. It will be noted that the amount of vertical displacement varies from point to point on the surface (s), but the maximum subsidence for a given trough occurs at the center (S). This latter value may not he equal to the maximum possible subsidence (Sm) which occurs only if a critical or super- critical (+W,) width has been exceeded (Fig. 13-1). Substantial surface damage can result when subsidence occurs. Factors affecting the amount and type of ground movement are: thickness and properties of the seam, angle of draw, width of excavation, depth and type of overburden, inclinations of strata and surface, and the amount of support left in the gob. The inadequacy of traditional geostatistical methods for estimating some precious metals deposits has become apparent in the last few years. New methods or estimation such as Indicator, Probability and Multigaussian Kriging are difficult to understand and apply. Case studies using a new method of variogram calculation proposed by Srivastava show the method valuable for variogram estimation in precious metal deposits. The value of mineral production increased 6.2% in 1976. With the exception of coal, practically all commodities registered an increase in production and value; most had an increase in unit value. Total value exceeded $1 billion for the first time. The increase in nearly all nonmetallic mineral production was a complete reversal of the 1975 experience. Alabama led the Nation in the production of crushed marble and was second in bauxite and scrap mica, third in oystershell, third in kaolin, and fifth in dimension limes-tone and dimension marble. International Trade.-The international trade passing through the Mobile customs district was valued at $2,524 minion in fiscal year 1976, up 20% from that of the previous year. Of the total value of trade passing through the district, 52% of the value of experts and 89% of the value of imports were handled through the port at Mobile. The major export Commodity was coal through McDuffie Coal Terminal which amounted to nearly 2.9 million tons, up from 2.4 million tons in 1975. In the 1940's a top blown water-cooled oxygen lance was developed to inject oxygen into liquid iron. This process, the LD or BOF process technique, today is used in 65% of the world's steel production, and represents the largest oxygen market for temperature enhancement in steel and non-ferrous smelting applications. There are three major approaches to the use of oxygen in metallurgical processes: (1) general enrichment of the air supplied to burners or tuyeres, (2) under-flame enrichment or injection, and (3) the use of an auxiliary oxy-fuel burner as a heat source. With each of these techniques there are technical and economic trade-offs.

"Recycling of industrial waste provided they have enough valuable elements requires significantly less investment compared with ore processing. Promising man-made raw material of rare earth elements (REE) is phosphogypsum. Works performed on dismantlement of phosphogypsum only concern phosphogypsum processing from apatit. In this case, none of the developments was tested for phosphogypsum produced on the basis of phosphorus, chemical and mineralogical composition of which is markedly different from apatites. We studied phosphorites of the Karatau deposits (Kazakhstan). Mineralogically all the layers are composed of three main ingredients: phosphate, silica and carbonate, which account for 92-96% of the weight composition of ores and rocks. Of impurities there are pyrite, iron hydroxides, gypsum, fluorite. In addition to the actual composition of phosphate in phosphate ores there are apatite. Silica is presented by chalcedony and quartz, and carbonate by calcite and dolomite. The results of X-ray microanalysis showed point cluster of grains containing REE in samples of phosphate ore. Analysis of the grain showed that REE are in the form of phosphates and silicates, which according to numerous studies in apatites is not established. In this regard, phosphogypsum, waste of production, is different in composition too. Therefore, transfer of techniques proposed in the methods for extracting REE from phosphogypsum after processing apatite, did not give the stated results and required a new approach to solving this problem. It should be noted that the phosphogypsum produced by processing the Karatau phosphorite contains medium group of REE by 2.6, and heavy group by 7.8 times more than phosphogypsum from processing the Kola apatite. Given the shortage of medium and heavy REE research to develop ways to extract the lanthanides from phosphogypsum after processing phosphate rock is promising. The study contains results of studies on the extraction of REE from phosphogypsum after Karatau phosphorite processing."

"The South Hartford Conveyance and Storage Tunnel (SHCST) project is a significant component of the Hartford Metropolitan District’s (MDC) long-term control plan (LTCP), which is overseen by the Connecticut Department of Energy and Environmental Protection (CTDEEP). This project will address a portion of the MDC’s Clean Water Project (CWP), which will reduce combined sewer overflows (CSOs), eliminate sanitary sewer overflows (SSOs), and reduce nitrogen released into the Connecticut River. The purpose of the SHCST project is to eliminate West Hartford and Newington SSOs, eliminate Franklin area CSOs discharging to Wethersfield Cove and minimize CSO discharges to the South Branch Park River. The locations of each overflow are shown in Fig. 1. In 2010, the district prepared a preliminary design report (PDR) for the SHCST project, which included relief of the Folly Brook trunk sewer and proposed to keep the tunnel boring machine (TBM) retrieval shaft within the city limits of Hartford. Figure 1 shows the 2010 PDR recommended tunnel route. Subsequent to the PDR, the objectives of the SHCST have slightly shifted. In accordance with ongoing revisions to the LTCP, relief of the Folly Brook Trunk Sewer is no longer necessary. Additionally, the MDC has decided to perform less sewer separation in the Franklin Avenue drainage area. To replace the sewer separation, new relief points are proposed within the Franklin area and will be diverted to the SHCST. Figure 1 also shows the current recommended tunnel route (Alignment F). During 2012, the MDC conducted an evaluation of the potential of connecting the proposed North Tunnel (originally proposed as an independent tunnel with its own pump station) into the South Hartford Conveyance and Storage Tunnel. This evaluation concluded that the two proposed tunnels could reasonably be connected together and operated as a single tunnel system utilizing the tunnel pump station at the eastern terminus of the South Hartford Tunnel (Fig. 2). It also was concluded that this alternative was less costly than two independent tunnel systems."

The most complete mining show ever held in the United States and the largest exposition of its kind to be held anywhere in the world in 1988. That's how the American Mining Congress is billing its "MINExpo International '88," to be held April 24-28 at Chicago's McCormick Place, the largest exposition facility in the country. MINExpo International '88 will combine for the first time two previously separate AMC-sponsored shows - the International Coal Show and the International Mining Show. Starting with the 1988 show, MINExpo International will be held every four years. The next show, in 1992, will be held in Las Vegas. The MINExpo in Chicago will feature more than 500 mining equipment and services exhibits covering 3 hm2 (320,000 sq ft) of exhibit space. Exhibitors will display products ranging from small safety devices to large earth-moving equipment. MINExpo is one of the few trade shows selected by the US Department of Commerce for its Foreign Buyer Program. Commerce is working with US embassies around the world to publicize MINExpo and to form delegations of visitors from many countries. Overseas visitors to the show will be assisted at an on-site International Business Center. It will provide currency exchange, translation, and other services to foreign buyers. Registrants at MINExpo will also be able to attend their choice of 27 morning-only program sessions. At these sessions, international mining experts from industry, government, and academe will analyze technical, strategic, and policy matters and discuss the outlook for the industry. "Toward the 21st Century" is the theme of this year's program. The technical workshops and managerial seminars are designed to assist mining executives, engineers, and geologists as well as mine superintendents, managers, and foremen in handling their responsibilities. Based on previous attendance at AMC international mining shows, the association says that more than 25,000 persons are expected to attend the Chicago show. It is expected that approximately 15% of the attendees will be from foreign countries. The Soviet Union will be among those exhibiting at MINExpo. The Russians have leased more than 2.8 dame (3000 sq ft) of space to display their mining machinery and equipment. It is the first time that the Russians have joined in an exhibition of mining equipment in the US. The two largest manufacturers of mining equipment in the Soviet Union, Setmash and Avtoexport, will put on display in Chicago a variety of Russian-made equipment. It will range from 100 t (110 st) heavy-duty dump trucks and diesel engines to drilling, hoisting, and conveying equipment. In addition to some 400 US exhibitors of mining equipment and services at MINExpo, nearly 100 companies will be present from other major mining nations such as Australia, Canada, Great Britain, Japan, the Netherlands, and West Germany. And, for the first time, a Chinese manufacturer will take part in the AMC show, participating with its US marketing partner.

The vast coal resources of North Slope, Alaska can be expected to attract substantial interest because the nearly flat lying coal beds of the coastal plan are specially amenable to surface mining. Mining on a scale large enough to justify coal development in this area could have severe environmental effects. The mitigation would be uncertain because large scale coal mining and reclamation operations have not been carried out in the arctic The deficiency of the scientific data base is another factor that requires consideration if coal mining has to develop in accordance with the objectives of PL 95-87. The objective of this paper is to establish the interrelationship between the problems due to permafrost and factors in reclamation of post mining land in order to find ways to transform nature in a rational and purposeful manner and to suggest specific reclamation approaches that may be appropriate in this region.

The lean, but extensive iron ore deposits of the Dunderland Valley north of Mo i Rana, Norway, is the raw material for the Rana Mines which is a division of the state owned steel mill A/S Norsk Jernverk. Activities for the exploitation of the orebodies were commenced in 1902 by the English Dunderland Iron Ore Company. During its operating period the company constructed a total of two large scale concentrating plants. The activities were strongly marked by technical problems and labor disputes. Thus actual production was limited to the years 1904-1908, 1928-1931 and 1937-1939. During these periods a total of 1.9 million tons of crude ore was mined and 0.6 million tons of concentrates produced for export. The present plant commenced operations in late fall of 1964. Up to and including 1976 about 26.6 million tons of crude have been put through the concentrating plant and about 10.7 million tons of concentrate produced.
