INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco's development of the Weipa bauxite deposits in Northern Queensland in the late 1950's, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960's, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA's interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt's is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor's balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor's activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER'S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor. "The use of Ishikawa cause and effect diagrams in an analysis of requirements for improving safety and productivity at Falconbridge's Strathcona Mill is presented. The analysis lead to numerous small improvements being made with the cumulative effect being a significant improvement in both areas.INTRODUCTIONMill management in the 90's involves the major requirements to improve both safety and productivity in the workplace. These objectives, once seen as unrelated or even mutually exclusive, are now accepted as being complementary. Managers, trained either on the job (coming up through the ranks) or in an engineering discipline followed by first and second line supervisory experience are now turning to methods developed in consumer product manufacturing to ensure that all the components are in place to ensure the ore processing facilities are safe and efficient.This paper shows how management at Falconbridge' s Strathcona Mill used the Ishikawa ""fishbone"" diagram ( 1) , a method further developed by Deming(2), to put into place a comprehensive safety and productivity process. The Ishikawa/Deming concept is that no one element or program will itself continually improve a process or service. It is only by examining and then improving all the elements that are involved in the process or service that continuous improvement is obtained. The process was built on the Deming principle of worker ownership where management is the facilitator for putting into place the mechanisms whereby workers can themselves improve the operation. The process is illustrated mainly by examples of the changes made in the hope that these may be of direct help to other operations."

S ULFURIC acid made in the United States during the last four years has averaged approximately 7,000,000 tons of 50" B6 acid a year. This is double the production of the year 1913. About 66 per cent of the acid is made from sulfur, 16 per cent from pyrite, 13 per cent at copper, lead, and zinc smelters, and the remainder from miscellaneous sources it her the chamber process or the contact process, (at some plants both) is used. In 1923, the contact process accounted for nearly 30 per cent of all the sulfuric acid made in this country and since then it has been increasingly employed. It was first introduced here in 1898, and has always .proved less expensive than the chamber process for the manufacture of .acid of high concentration and purity, but the latter produces acid of low strength suitable for many industries.

"This paper presents the results from a case study on the comparison of two strain acquisition instrumentation technologies, Geokon rebar strainmeters and Embedded Data Collectors (EDC) for the DC Water Main Pump Station project, in Washington D.C. These two instrumentation systems were installed by AVER in a single 18-inch (0.45 m) diameter augercast pile (with one-1.25 inch (3.175 cm) dywidag bar) at critical locations to determine the load transfer mechanism and establish a comparison between strain/load measured with these two systems along the pile. A quick static load test was performed on the test pile as per ASTM D1143 standard.Prior to the installation of the pile, a 24-inch (0.6 m) diameter outer casing was installed to the proposed cutoff elevation of -22.5 feet (-6.85 m) to discount the frictional resitance within the upper overburden zone. The pile was then drilled through the outer casing to the tip elevation of -65.02 feet (-19.8 m) with inner casing within the overburden zone. Strainmeters along with EDC were installed on dywidag bar at various locations and then wet set into the concrete following auger retrieval. The loads measured with EDC and Geokon sensors were within 15% percent of each other.PROJECT BACKGROUNDProject Background & Requirements:Like any other foundation piles, augercast piles are extensively used in the public and private sector structures in the United States for many years. It is a common practice to perform static compression (ASTM D1143), tension (ASTM D3689), and lateral load tests (ASTM D3966) depending on the project requirements. In recent years, embedded strain sensors, manufactured by Smart Structures, USA has gained prominence for its use to collect both static and dynamic measurements for driven piles. In addition, AVER has successfully used EDC for collecting long term static measurements for an abutment drilled shafts for I-95 Hotlanes project in Virginia, USA.Geokon sisterbar strain gages are widely used in the foundation industry to monitor the load transfer mechanism within pile foundations throughout the world. As the Geokon strainmeters are vibrating wire and are welded to a sister bar, there is often a debate within the engineering community with regards to what modulus to use when converting measured strains to loads. EDC sensors, unlike Geokon strain gages are embedded directly into the concrete and therefore do not have the same concern."

Abstract This paper introduces tested results of rock-socketed pile in Nanjing, Wuhan and Chongqing. From a force- transfer model, a distribution of axial force for pile-body and inlaid resistance for rock-socketed pile was deduced. Comparing the results of test and calculation, it shows that the calculation result coincide with the test result. Keywords rock-socketed pile, load transfer, inlaid resistance, end resistance. L’expérimentation sur des exemples réels a permis de mettre à jour des courbes de distribution de la force axiale du corps du pieu et de la force d’ancrage avec comparaison aux courbes effectivement mesurées in situ. The establishment and survival of different grass species and cultivars on various phytotechnic treatments at a limestone quarry was studied. The treatments applied were: a) bare soil, b) bentonite, c) bentonite-straw and d) asphalt-straw. According to the results, significant differences were found among species and cultivars, growing on different treatments as far as plant growth and survival are concerned. The seed germination was higher on bentonite -straw and asphaltic-straw than on bentonite but the plants survival were higher on bentonite. Lolium perenne had higher seed germination rate and better establishment than the other tested species at all treatments. However, the survival rate of Agropyron desertorum and of the cultivars palestina and chrysopigi of Dactylis glomerata was higher than of the other species.

The Alligator Ridge Mine is located 70 miles northwest of Ely in White Pine County, Nevada. Development of the mine began in the late 1970's as a joint venture between Amselco Minerals, Inc. and Occidental Minerals Corporation, with Amselco as the operating partner. Early in 1983 Nerco Minerals Company acquired Occidental's share of the property. The mine and ore processing facility have operated at capacity since 1981 producing 680,000 tonnes of ore and 1,900 kg of gold per year. The gold ore deposits at Alligator Ridge consist of disseminated micron-size gold particles in a silicified siltstone matrix. The deposit comprises three separate but adjacent areas of mineralization that are designated as Vantage 1, Vantage 2, and Vantage 3 after the name of the basin in which the deposits lie.

A symposium on the characterization and toxicology of mineral dusts was held Sept. 19 and20 in Washington, D.C. The symposium was held to update the minerals industry, the health community, government agencies and academia on the technical, health and regulatory aspects of minerals to be evaluated by the International Agency for Research on Cancer (IARC).In October 1996, the IARC met in Lyon, France, to discuss and prepare “Volume 68 of the IARC Mono-graphs on the Evaluation of Carcinogenic Risks to Humans on Silica, Silicates, Dusts and Organic Fibers.”

The ?AMIRA Metal Accounting Project? had its origin in a workshop held in Cape Town on 1 August 2001, with the title ?Challenges in Metal Accounting and Information Management?, which was organised by the Western Cape Branch of the South African Institute of Mining and Metallurgy. This workshop identified the lack of an accepted set of standard procedures for metallurgical accounting as an industry-wide problem. Discussions which followed this workshop led to the initiation of the AMIRA Project P754, ?Improving Metal Accounting?, in 2003. The primary objective of the project was to provide tools for improving the auditability and transparency of metal accounting from mine to product and to facilitate good corporate governance. The planned deliverables of the project were a series of research projects into aspects of metal balancing in different types of metallurgical operations, a Code of Practice on Metal Accounting, and a textbook on the subject which could serve as a guide for metal accounting practitioners and students studying the topic. An additional planned deliverable was the provision of a new variety of professional experts in metal accounting, through successful completion of the research projects. Researchers were engaged at the Universities of Cape Town, Queensland and Stellenbosch and the project was sponsored by five mining companies, including three of the largest global mining groups. Research Program Eight research projects were undertaken as part of the P754 project and these are described briefly here to indicate the scope of the project. University of Cape Town ?Development of a methodology for measurement network design for metallurgical accounting at Namakwa Sands?. This project was based on the Namakwa Sands Separation Plant, with a data rich environment, and involved the investigation of measurement network design through the use of heuristics and the analysis of complex processing circuits. An industry-wide survey of current practice to facilitate the development of an expert system for plant accounting measurements was carried out. ?Metallurgical accounting design at the Waterval UG-2 Concentrator?. The objective of this project is to develop a model for predicting metal recoveries from the different components of a blended ore feed to a plant. ?Optimal measurement network design for metallurgical accounting at Zincor?. This project provided a hydrometallurgical test case for the design and evaluation of a semi-automated optimal measurement network. This project involved a case study at North Parkes Mine, in which copper and gold ore is tracked from the pit source to the product, as well as a stockpile modelling study. Low content of TiO2 and high impurities content of Ca and Mg are the shortcomings of domestic ilmenite. To meet the requirements of the material in the titania produced by chlorination process and titanium sponge industry, enrichment of ilmenite is necessary. In the process of enriching ilmenite, high temperature and reductive condition were beneficial to the formation of anosovite, but the high content of magnesium oxide which was solid soluble in anosovite baffled the following separation. So the effects of pre-oxidation and reductive conditions including reduction temperature, reduction time and hydrogen concentration on the phase composition and metallization rate were studied. The characteristics of reduction samples were analyzed by X-ray diffraction and optical microscope. Results have shown that the reduction product is mainly composed of Fe, Fe(Mg)TiO3 and TiO2 at 1123K, its metallization rate is about 65%,magnesium exists in Fe(Mg)TiO3.

Photogrammetry and laser scanning has been employed at a number of Newmont mine sites to mitigate risks associated with conventional structural mapping, determining the geometry of voids from old underground workings, and generating topography in areas of slope instability. Laser scanning has also been used to evaluate as-built pit slope configurations with respect to design assumptions, operational practices, and rock fall potential. Recently, remote sensing applications carried on an unmanned aerial vehicle (UAV) were used to generate base topography at some Newmont sites. UAV are generally more convenient and less expensive and can be utilized in areas where cloud cover prevents manned aerial photography missions. This paper discusses these applications, and provides commentary on their benefits and limitations based on recent experience.

In this article, the technologies of highly durable MgO-C bricks for the scrap impact zone and bottom blowing tuyere of converters are demonstrated. On the bases of our recent investigations, wear of scrap impact zone and bottom tuyere are explainable in terms of crack initiation and propagation. Theoretically, crack propagation in brittle material is regarded as generation of new crack surface area. It occurs when the elastic strain energy stored in the material exceeds the energy required to generate a new crack surface area. Since the overall energy consumed for crack propagation until fracture is evaluated by fracture energy, materials exhibiting high fracture energy can be regarded as materials with high fracture resistance. Therefore, two fracture energy-improving technologies for MgO-C bricks were developed. One is matrix reinforcement and the other is carbon bond enhancement. These technologies were applied to bricks for the scrap impact zone and bottom tuyere. As a result of commercial applications, notable decreases in wear rates were recognized for high fracture energy materials for the scrap impact zone and bottom blowing tuyere of converters.

The demand for natural gas continues to increase at higher than anticipated rates, partly because of its widening price advantage over most other fossil fuels when the cost of air pollution control is included. However, there are clear indications that natural gas supply from the contiguous 48 states and continental shelves will not indefinitely keep up with this rapid growth in demand. Projections are presented which define the extent of potential deficiencies from the 1970's to the year 2000. Among the sources of supplemental gas - imported pipeline natural gas from Canada and Mexico, tanker import of liquefied natural gas, and synthetic pipeline gas from coal and oil shale - by far the most abundant at potentially competitive costs is pipeline gas from coal. The state of development and relative economics of the various coal gasification processes are reviewed. It is shown that synthetic pipeline gas could become a very substantial market for bituminous coal and lignite at current minemouth prices - 60-70 million' tons of coal for each trillion cubic feet of synthetic pipeline gas produced. This corresponds to only slightly more than the current annual increase is gas demand.

China, Mexico, Spain and Turkey are the leading producers of celestite (strontium sulfate), the most common strontium mineral. Of an estimated 510 kt (562,000 st) of celestite produced worldwide during 2004, 98 percent was produced in those countries. Deposits of strontianite (strontium carbonate), another strontium mineral, have been identified in China and Malawi. Relatively small quantities are reported from the deposit in China. Although celestite deposits occur in the United States, no domestic celestite has been mined since 1959.
