The Multilateral Investment Guarantee Agency(MIGA) is part of the World Bank Group, and has as its mission the facilitation of foreign direct investment by providing political risk insurance (guarantees) to foreign investors and lenders. As a development institution, MIGA is required to ensure that the projects that it insures will bring development benefits to the host country. Demonstration of this includes review and analysis of the environmental and social soundness of a prospective investment. Environmental guidelines and policies developed by the World Bank Group are important components both in analyzing the environmental and social soundness of a prospective investment and in risk management. MIGA has recently formalized and adopted environmental assessment and disclosure policies. The approach taken by MIGA to environmental review of investments and implementation of these policies is described in this paper.

In many instances, the actual production from a longwall face does not equal the planned capacity. General problem areas which have been identified include face length and panel depth, face area and gate entry roof support, face conveyor and shearer wear, outby haulage system failures, number of entries in longwall gate development and longwall move time. The performance of a longwall face is totally dependent on the interaction of these and many other factors. To explore fully these interactions, a systems analysis of longwalls has been performed. In this paper, the systems approach, the factors considered in the analysis, and the results of the analysis are presented.

The new international fact of life that has emerged in the 70's is that foreign energy sources can no longer be considered either reliable or low in price. As a result, the United States is turning its full attention to its domestic energy resources. The figures about proved domestic reserves are often used to reassure us about the Nation's energy future: assuming a 50 percent recovery factor, there are at least 219 billion tons of recoverable bituminous coal and lignite, of which 31 percent is available by surface methods; proved reserves of crude petroleum and natural gas liquids total 34.3 billion barrels and 6.4 billion barrels, respectively. There is also about 4 billion tons of recoverable anthracite coal, a premium low-sulfur fuel of high heating value, which is all but priced out of the market because of the high costs of producing it. Total fossil fuel resources are even larger, although there are no guarantees concerning how much might become usable, and when, and at what cost. The figures, however, are impressive. They include the equivalent of about 200 billion barrels of oil potentially recoverable from high grade oil shale; 100 billion barrels in "heavy oil" deposits; and the equivalent of 25 to 35 billion barrels of oil in domestic deposits of "tar sands," and substantial quantities of conventional oil and gas resources. Continuously monitor and record respirable dust levels underground by a reliable, sensitive, and fast-response device. Approach A light-scattering photometer, having a LED (Light Emitting Diode) light source and other significant improvements, has been designed and incorporated into a portable continuous monitor. How It Works The monitor continuously draws air into the sampling inlet through a cyclone that removes dust particles larger than respirable size. The dusty air enters the photometer vertically downward through a cylinder which is intersected by the optical system. (This cylinder appears as a circle in the drawing of the photometer.) The center of he column of dusty air intersects a beam of pulsing light from the LED, causing some of the light to be reflected, scattered, and refracted. Only the light that is scattered at an angle of about 700 from the light beam passes through a lens to the photodetector which generates an output voltage Signal proportional to the dust content in the air. A new assessment model has been proposed for metal production and its recycling system. The model consists of three processes, smelting of ore, cascading and upgrading of metal scrap. The present approach is to assess the total energy consumption of the system, by introducing two equations for describing the relationships between critical impurity content and the mass of production or scrap recycling. The total energy consumption in the system can be described as a function of recycling rate and performance of the upgrading process. The present model suggests that the impurity removal efficiency and yield in the upgrading process are essential to reduce the energy consumption in the systems. Especially, such points should be explicitly controlled in recycling of aluminum. The potential capability of this model was also discussed by obtaining several quantitative information required for the process design and the operational control of beneficial recycling of metals.

Introduction The Cove gold-silver deposit is located in Lander County, NV about 50 km (30 miles) southwest of Battle Mountain, NV (Fig. 1). The deposit is in the north-central part of the Fish Creek Mountains within the McCoy mining district. Gold was first discovered in the McCoy district in 1914 by Joseph H. McCoy (Vanderburg, 1939). From 1928 to the early 1930s, minor production occurred from shallow underground workings. Total gold production was less than 311 kg (10,000 oz; Stager, 1977). The district was inactive until the mid-1960s when it was explored by Bear Creek Mining, Summa Corp., Houston Oil and Minerals Corp., Gold Fields, and Tenneco Minerals. Tenneco began a detailed reevaluation of the McCoy deposit in the fall of 1984. Tenneco's decision to place the deposit into production was based on a geological reserve of 8.7 t (280,000 oz) of gold (Kuyper, 1987). Subsequent exploration and development drilling of the McCoy skarn deposit has more than doubled the mineable skarn reserves to 19 t (615,000 oz) of gold. In September 1985, Tenneco began development work on the McCoy gold-skarn deposit. The project is an open-pit, heap leach mine. The first gold was poured in April 1986. Echo Bay Mines acquired Tenneco's precious metals properties in October 1986. The mining operation and district exploration started by Tenneco is continuing under the Echo Bay's ownership. The Cove deposit was discovered in January 1987 and production began in February 1988. The deposit will begin as an open-pit, heap leach operation. It will be converted into an open-pit and underground mine with a 9-kt (10,000-stpd) mill. Geologic setting The Cove gold-silver deposit is situated on the east flank of the Fish Creek Range. Surface elevations range from 1460 to 1680 m (4800 to 5500 ft). The deposit is 1.6 km (1 mile) northeast of the McCoy gold-skarn deposit. The Cove deposit is hosted by the Augusta Sequence of Triassic age. Three formations of the sequence are mineralized at the Cove. In ascending order they are the Favret, Panther Canyon, and Augusta Mountain formations. The Favret formation is a gray, locally silty limestone that is commonly fossiliferous. The base of the formation is not exposed. Exposed and drilled intervals are more than 60 m (200 ft) thick. Conformably overlying the Favret formation is the Panther Canyon formation. This formation is 215 m (700 ft) thick and consists of a siliclastic and carbonate sequence of conglomerate, quartzite (sandstone), mudstone, limestone, and dolomite. It is a distinctly coarsening-upward sequence of rocks. The top of the unit is conglomerate with chert and quartzite clasts up to 150 mm-diam (6 in.-diam). The Augusta Mountain forma-

The 53 countries that constituted Africa in 1991 accounted for a significant portion of total world output of a number of mineral commodities. However, total output for the continent declined for many major mineral commodities produced compared with that of 1990. Also, Africa's share of total world output of these commodities generally declined. (See tables 1 and 2.) The most conspicuous declines were for cobalt and copper owing to mining and metal processing difficulties experienced by the world's two largest cobalt producers, Zaire and Zambia. Phosphate rock output declined primarily owing to a sharp fall in production from Morocco, also a leading world producer. Morocco's state corporation for phosphate production experienced marketing problems, leading to the decline.

On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this $5 million installation climaxed three years of development, testing, and construction. The mine and concentrator are located approximately 30 miles from the town of Waratah in a rugged semi-mountainous terrain. The open pit mine will produce approximately 5 million long tons a year of crude ore, which is ground in autogenous mills, separated magnetically, thickened and prepared for the pipeline. The 53-mile pipeline transports the 2,250,000 tons of concentrate north to Port Latta. The Port Latta facilities include the receiving, storage and thickening equipment for the slurry as well as filtering, balling and pelletizing equipment to produce the 2,250,000 tons of high grade iron ore pellets. Five vertical shaft furnaces are used for pelletizing.

This paper presents numerical and experimen¬tal results dealing with the application of ferric ion oxidation of uranium in acidic media. Conclusions are derived from matching numerical results to experimental data taken on one-dimensional laboratory leaches using ore from a South Texas Coastal plain deposit. Since the numerical results can be made quite general, we are able to extract and quantify the effects of oxidant concentration, flow velocity, mass transfer, chemical kinetics, and competitive oxidant consumers (pyrite and molybdenite) on the experimental results. Our results suggest that the leaching of uranium is a mass transfer controlled while that of pyrite is kinetically controlled.

WMC has mined the Perseverance disseminated orebody exclusively by SLC (sublevel cave) methods. Deteriorating ground conditions in the vicinity of an orebody inflection forced a re-evaluation of future mining at Perseverance and a strategy to drop down below the inflection zone and recommence the cave was implemented. This strategy has led to increased production at higher grades, resulting in lower costs and better mill recoveries. This paper describes the evolution of mine planning, development, support and production strategies through the successful process of implementing the ædrop-downÆ and re-establishing the SLC.

Blasting crews, explosive product drivers, drillers, blasters, supervisors, and salespeople all arrive daily at customer blast sites in vehicles of every type whether passenger cars, pickup trucks, or bulk trucks. The majority of these vehicles are company owned and re p re s e n t a substantial investment and risk for the company. That may explain why the costs resulting from blasting incidents is often surpassed by those involving motor vehicle accidents.

Large-scale industrial production of pipe began with longitudinal hot pressure welding of wrought iron by passage of skelp (narrow strip with beveled edges) through a die or bell that curled it about a longitudinal axis until the edges were forced together. Such small to medium tubes could be reduced by rolling or drawing; with threaded connections, they were excellent for distribution of clean water and of illuminating gas for street, home and industrial lighting. Although steel lacks the fluxing slag for pressure welding it has hot strength similar to iron; hot-pressure bell welding was advantageously transferred to steel in long coiled strip with 50% higher cold strength. For pipe without weld-line defects, hot cupping followed by Pilger mill rolling produced tubing that revolutionized bicycle quality and high-pressure service for boilers and chemical processing. Mannesman hot rotary piercing produced long thick walled tube that permitted reduction or expansion by rolling to provide pipe sections up to 60 cm diameter and 12 m long. During 1910 - 1940, oil and gas pipeline technologies, notably welding evolved markedly as they proliferated in the United States, in response to far-flung petroleum fields, expanding industry consumption and the automobile revolution. In the Second World War combat pipelines were laid rapidly, such as: the Canol line through the Yukon to Alaska, and fuel supply lines across the channel and through liberated France. Perfection of welding techniques for both longitudinal and spiral weld large diameter pipe in combination with controlled-rolling of micro-alloyed steels made possible reliable Arctic pipelines. The development of pipe production and utilization in Canada is recounted. The fabrication techniques and metallurgical controls are explained.

Cassiterite was discovered in Coosa County, Ala. in 1880 by Judge John S. Bentley. Since that time intensive surface prospecting has revealed the presence of cassiterite in pegmatite bodies that occur in a zone about 20 miles long and 3 miles wide. Numerous trenches and test pits and several shafts were sunk, and one attempt was made to nine and concentrate the cassiterite commercially. The problem of a domestic tin industry and the question of the extent of the Alabama tin deposits have long been of public interest and concern. The deposits have been examined by numerous geologists and several governmental agencies, including the Geological Survey of Alabama, the Geological Survey and the Bureau of, Mines. of the Department of Interior, and others. The Bureau of Mines and the owners of the properties, Charles A. Dean and Robert A. Russell, investigated the Coosa County tin deposits under a cooperative agreement from October 1, 1948, to June 10, 1949. Sixteen hand trenches totaling 527 linear feet and 33 machine trenches totaling 6,780 linear feet were dug. Two shafts wore sunk for a total of 72 feet, and 44.4 feet of drifting was done. Thirty-one diamond-drill holes totaling 2,776 feet were drilled.. Four hundred thirty samples, representing 1,192.6 linear feet, were taken for assay and wore analyzed by the Southern Experiment Station at Tuscaloosa, Ala.

Several experiments were carried out to simulate the bath smelting reactions where iron oxide particles were dropped on to an iron-carbon bath containing molten CaO-SiO2-Al2O3 slag layer on its surface. The composition of the slags used in the experiments was %CaO:46.1; %SiO2:41.7; and %A1203:12.2. Experiments were con¬ducted with carbon saturated iron melts contained in either a pure graphite crucible whose walls were covered with a pure alumina tube, or a pure flat bottom alumina crucible, at 1723-1823 K. Degree of reduction of a pure iron oxide particle was linear with time in the initial stages (up to about 20% oxygen of the original pellet was reduced). The rate of reduction of smaller oxide pellets was smaller than that of a bigger pellet - the time for complete reduction of a 5.6 g wustite pellet was smaller than that for a 1.2 g wustite pellet. It was also established that the interaction rates obtained by adding a molten pure oxide particle of given weight to the system were lower than that determined by using a solid oxide particle of same weight. The overall rates of reduction decreased with decreasing the bath temperature. The experimentally determined rates of reduction based on the time for 70% reduction were influenced substantially by addition of slag up to about 50 g on to a bath of 78.8 mm in diameter, and remained constant when slag present on the bath surface was between 50 g and 200 g.

The Coal Research Bureau of the School of Mines at West Virginia University, using a modified design of a Russian flotation device, was able to obtain a clean coal product containing 7.64 percent ash with 94 percent yield and 97 percent coal recovery. This favorable performance was obtained with the semi-pilot scale flotation cell operating as a simulated three stage unit on slurry taken from the fine coal circuit of a coal preparation plant. This experimental device, consisting of a sheet metal cyclone-like unit mounted on a U-shaped uplift pipe, uses a combined flotation and cyclone action to beneficiate the minus 14 mesh partially cleaned feed product. In addition to providing comparable analytical results, the airlift-cyclone possesses other attractive features among them being a low capital expenditure, utilization of moderate plant floor space, efficient "operation on high density feed slurry, and absence of moving parts.
