Author?s note: Diversity in practice exists in the application of Generally Accepted Accounting Principles (GAAP) for purchase price allocations with respect to the recognition of Value Beyond Proven and Probable Reserves or VBPP, as defined by the Emerging Issues Task Force (EITF) in EITF 04-3: ?Mining Assets: Impairment and Business Combinations?. This diversity appears to arise from differing interpretations of what constitutes sufficient information to value components of VBPP in business combinations. Concerned with this diversity in practice, respected members of the mining community formed a working group which prepared an issues paper that discussed this diversity and provided recommendations for recognition and valuation of VBPP in business combinations. The working group then submitted this paper to the EITF, requesting further guidance be issued on the concept of VBPP. In conjunction with the submission to the EITF, the working group also provided this paper to the United States Securities and Exchange Commission (SEC) for review and comment. The EITF discussed this issue at its May, 2008 agenda committee meeting. However, it declined to add this topic to the EITF agenda for further consideration. Absent additional guidance on VBPP from the EITF, the working group submitted a proposed definition of VBPP to the U.S. Securities and Exchange Commission for its consideration. The following article, which is consistent with the issues paper that was submitted to the EITF and the SEC, discusses the components of and valuation techniques for VBPP. The correspondence with the U.S. Securities and Exchange Commission, which includes the proposed definition of VBPP by the working group, is attached as Appendix 1 to this article.

Safety and cost in mining coal beds under the extreme pressures found at depth, full extraction to conserve resources, and even surface subsidence to minimize damage of improved areas have directed much well-deserved attention, in the United Kingdom; to roof-control methods. Because the effects of pressure will be felt intensely as our Pennsylvania anthracite mines grow deeper, the senior author took advantage of an opportunity afforded by a mission to Europe3/ to observe, to a limited extent, the effects of pressures found in deep mines and the manner in which they are con trolled. Organized research relating to strata control has been carried on in Great Britain for nearly 25 years. These activities have been ably outlined by Dr. D. W. Phillips.4/ Physical properties of coal-measure rocks, movements of roof and floor, and types of face and roadway supports have been investigated. Same of the forces induced by the extraction of coal have been measured. The results of this research have been publicized and openly discussed, and much progress has been made in establishing a better factual understanding of roof-control problems and their solution.

The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

Due to improvements in the safety of other aspects of mining (primarily in roof control), haulage related accidents, particularly rail haulage accidents, are about to become the most common category of hazards causing death and injuries to underground coal miners. The major causes of these accidents are collisions between vehicles, men caught between rib and trip or between cars, derailments, and runaway cars. Such hazards can be greatly reduced if the motorman has the capability to selectively couple and uncouple cars from the cab of the locomotive, to transmit braking intelligence to the coupled cars, to determine if the trip is intact, and if brakes are automatically applied in any uncoupled car. These capabilities can be provided through an improved coupler system, designed and built by Foster-Miller Associates under a Bureau of Mines contract. Early in the program, a survey of rail haulage patents and literature was conducted. Manufacturers of couplers, mine cars and braking systems were contacted and information relevant to the remote control mine haulage application was collected. From this information evolved a working specification and a design concept. The key elements of the specification, shown in Table I, are the result of a detailed tradeoff study and considerable thought given to the specific problems encountered in the mining environment. A brief explanation of each element is as follows: Automatic Coupling - The couplers operate similarly with most already in underground use - they latch together when a trip is backed into a car intended for coupling. Remote Uncoupling - From the locomotive, the motorman can decide how many cars are to be uncoupled, operate the appropriate controls, and the desired coupler is opened.

The two Agrico Chemical Company self unloading Phosphate Rock barges put into service in 1976 operate at over their design carrying capacity. Each barge now carries 26,000 short ton instead of the planned 25,000 short ton at 32 foot of draft. They are in service between Agrico's Tampa, Florida Terminal and the Donaldsonville, Louisiana Fertilizer Complex, moving a total of 2,500,000 short tons each year. This was the first use of the Parascrew design for a marine application. The barges, with their 3,000 STPH unloading and matching loading rate is the vital link in this total transportation and handling system. Rock is moved from the Pierce, Florida Mines through the Tampa Big Bend Terminal, across the Gulf of Mexico, and up the Mississippi to the Agrico Faustina Phosphoric Acid Plant 30 miles below Bacon Rouge, Louisiana. The trip from the terminal to the plant is 600 miles and the turnaround time is just about six days. Seven years operating experience has proved that the system works. Fittingly, the two barges are named the "Faustina" and the "Pierce". They have a beam of 85-feet and are 495 feet long. folded depth is 43 feet, with a ballasted light draft of 19 feet and a typical loaded draft of 32 feet. There are four separated holds with the machinery room located forward of 101 hold. Each hold is 51 feet wide at the coamings with an 18 foot straight section on the side, and a 24 foot long, 600 slope sheet for a 23 foot clear reclaim width at the bottom. The Parascrew in each of the holds is 37 feet long between the bearings and is supported on a 14 inch diameter hollow shaft. The screw pitch varies and the diameter of the flights step up from l'-9" diameter to 2'-6" diameter on the discharge end. By sloping the centerline, a minimum four inch bottom clearance is maintained across the hold. Some bending of the tube does take place.

Mine ventilation is an essential part of underground mining operations used to provide fresh and cool air, as well as to dilute and remove contaminants from the work environment. This paper presents an overview of the ventilation and gas management systems in one of the underground coalmines in Iran: Parvadeh_1 mine. The mine is located in the Tabas coalfield in the South Khorasan province. It is the only fully mechanised mine in Iran utilising the longwall retreat technique. The mine produces 1.1 to 1.3 Mt of coking coal annually. The mine ventilation system currently utilises two 630 kW exhaust surface fans. The gas management system includes surface to in seam (SIS) predrainage boreholes. The underground mine is equipped with an underground gas reticulation pipeline that is connected to a surface plant for the production of methane gas. This study shows that the ventilation and gas management systems of the Parvadeh_1 mine are in line with the standards of Australian underground mines.CITATION:Hasheminasab, F, Aminossadati, S M and Bagherpour, R, 2017. The main, though rarely mentioned advantage, is likely to be the standardisation of best practice and product. In a batch process conditions vary cyclically, but with a continuous process they would, at least ideally, remain the same for long periods of time. The other main advantages of continuous over batch processes are likely to be reduced operating and capital costs, the improved possibilities for automatic control, and more consistent product quality. Recent developments are surveyed for ironmaking and steelmaking with reference to blast furnaces; solid-product and molten-product direct reduction; the trough-type processes of Thring, Worner, the Japanese National Research Institute for Metals and Glinkov; basic-oxygen furnace (LD) variants; spray steelmaking; continuous casting and vacuum degassing; rolling; and coating. Encouragement in the devleopment of continuous processes may be drawn from the way unexpected difficulties, such as trouble with sulphur and refractories, were tackled and overcome to achieve the float glass process

Backfilling techniques are widely used in large-scale underground mines. Massive pillars, which have been left in place for stability, limit mining activity. Backfilling allows safe recovery of the ore remaining in pillars and assures long term stability. In deep mines expected high stress can be relieved with the backfill. Initially, waste rock was used to fill the openings with mixed results. The need to improve safety and reduce costs has prompted the industry to investigate alternatives. Hydraulic filling with Portland cement added has shown considerable promise, but little has been done to define the parameters of design effective system. The purpose of this study is to determine the relationship between backfill and mining components that can be used to effectively design a best-case hydraulic backfill.

Construction materials indeed face a dilemma...as does the building industry as a whole. A stop & go economy; a severe drop; in housing starts; lingering indecision over just what corrective steps are to be taken or to their degree of commitment; no less basic disagreement in regard to which of the, Nation's problems is really the most pressing -- inflation or recession? Optimism has become a rare quality these days. At moat the cautious view is that this new year will see a long, hard struggle back, with hopes that 1976 at least can truly mark a dual anniversary celebration for the United States and its economic health. Yet the paradox is that once recovery does return, those very construction minerals and materials --which in recent years have experienced the ups and downs of overcapacity, shortage, and now declining demand again-- will once more face the spectre of mass inability to service revived and growing needs for its product. Mounting costs, present marginal expansion investment, and substantial lead times required for new facilities to come into production, could well form a bottleneck to economic upswing. The result again can be another cycle of shortage-induced inflation, and with it continued gyrations within the demand supply relationships of the country's building industries.

El presente trabajo señala el proceso de optimización en la recuperación del cobre y molibdeno en la concentradora de Toquepala. La implementación y desarrollo de la remolienda del flujo de concentrado desarrollan un mayor grado de liberación, y por ende, una mayor recuperación del cobre y molibdeno en el circuito. Asimismo, el descarte de relave OK-50 ha permitido normalizar las recuperaciones de cobre y molibdeno en ciertas secciones de la flotación rougher de la planta, incrementando en la recuperación del cobre de 0.8% y 1.8% en molibdeno. Por ello, es factible mejorar las condiciones de operación de la planta a través del desarrollo de pruebas metalúrgicas llevadas adelante como un esfuerzo conjunto entre todos los integrantes del equipo Concentradora Toquepala.

The gold mining industry has mainly relied upon the use of highly polluting chemicals, such as mercury and cyanide to recover gold from its ores. The Coal Gold Agglomeration (CGA) process was developed some years ago and has the advantage in that gold is recovered by a procedure which has little or no negative impact on the environment. A gold ore containing liberated gold particles is contacted with coal-oil agglomerates, where by the gold is recovered into the coal/oil phase. Laboratory scale batch tests were performed on an artificial mixture gold slurry and gold recoveries of up to 85% were found under optimized conditions. By recycling the coal/oil phase, it was found that the gold loading onto the agglomerates was increased. Tests performed on an industrial ore yielded slightly lower gold recoveries, and X-ray Diffraction (XRD) analysis on the coal/oil phase showed that minerals other than gold was recovered into this phase. A comparative study was conducted whereby the CGA process was compared to mercury amalgamation. Gold recoveries obtained through amalgamation were 15% lower than by the agglomeration process, which indicates that this process can be considered favourably as an alternative to amalgamation.

A series of petrological studies were carried out on the characteristics of alteration and mineralisation in mainly structural-controlled (Deep Star, Meikle, Deep Post) and predominantly lithological-controlled (Post-Betze-Screamer and West Leeville) gold deposits in the northern district of the Carlin trend, Nevada. Alteration and mineralisation in these deposits are hosted in a sequence of calcareous clastic units of the Devonian Popovich Formation, into which have been emplaced a number of Jurassic intrusions, and syn- to post-mineral Eocene dikes. Four hydrothermal events have been recognised in these deposits: an initial Devonian base metal system and early diagenesis; a Mississippian stage of alteration in conjunction with burial metamorphism; contact and hydrothermal alteration and base metal-gold mineralisation associated with the emplacement of the Jurassic intrusions; and a Carlin-style gold system related to Eocene magmatism.

The range of composition of gases synthesized from solid fuels which are exchangeable with natural gas on current gas appliances was evaluated by theoretical principles. These principles consider primarily the flashback, blowoff, and yellow-tipping characteristics of air-entraining burner flames. It was found that complete identity between the synthetic and natural product is not necessary. Gases such as may be obtained by hydrogasification of coal and other solid fuels without the removal of unreacted hydrogen offer advantages in flame characteristics. Between 25 to 37 percent hydrogen can be tolerated in the sendout gas.

According to the practice of mining management in the system of industrial complexes, the Kazakhstan gold mines are part of the mine processing industrial concerns providing ore-mining and ore-dressing. The cycle technology of winning operations used at the mining of vein deposits in the mines of the industrial concern is mainly provided by the systems of scrapping, scipping and electric locomotion. At present the information and computer system, elaborated on the basis of the Maikain underground mine is intended for creation of the system of automatic operation for the industrial complex mines. The information and computer system includes: - parametres characterising the accepted technology of works; - the main parametres characterising the technical devices of operation and control ; - information about the material, technical and personnel resources available at the mine; - mining and geological conditions of the deposit; - the facilities of the subsidiary units, of the mine; - the direct parametres and technico-economical indices in which the mine efficacy and activity is estimated. The suggested structure of the automatic operation system can be sensibly realized with the application of the microprocessor on the first level, the personal computer IBM PC/XT or PC/AT on the second level. For the complete realization of the project each mine will need 4-5 computers (as PC/XT), one IBM PC/AT and each mine complex - one super IBM for creation of the distributed information bank and its including in the integral world communication system.

This eight-chapter document is the second volume of a two-volume report that presents a comprehensive outline of coal-mine electrical power systems from theory to practice. Together, the two volumes contain the vital aspects that go into planning and designing a mine power system. Building upon Volume I, the subject of protective equipment and relaying starts Volume II, first as an introduction in Chapter 8, then by a treatment of device selection in Chapter 9. Chapter 10 continues system protection in terms of transients and overvoltages. Chapter 11 describes the design of major power equipment, including power centers, switchhouses, and substations. Solid-state applications in mining are given in Chapter 12, and batteries and battery charging are discussed in Chapter 13. Chapter 14 covers electrical-equipment in hazardous locations of mining operations. The report concludes with Chapter 15, a discussion of electrical maintenance as well as some specific mine electrical problems. Information on surface and underground use is included in all these chapters. An index finishes the documentation and is cross-referenced to both report volumes.

THE influence of mineral production on the development of the western United States has been profound. From 1848 to 1860, there was only gold production, the effect of silver began in 1860, and from then on both had a powerful influence. Lead production started in 1863, copper in 1863, and zinc in 1885, but was small until 1898. Gold alone was therefore the stimulus of the early settlement and exploration of the Western States.. But mineral deposits caused neither acquisition of territory nor determination of boundary lines. Arizona, California, Nevada, New Mexico, and parts of Utah, Wyoming, and Colorado were formally acquired from Mexico fourteen days after the actual date of the discovery (January 19, 1848)1.2 of gold at Sutters Mill, near the present town of Coloma, California (a discovery which, with the immediate new discoveries, aroused the world several months later) ; but the acquisition was by treaty (under negotiation for some time but signed February 2, 1848)3 in settlement of a war involving the boundaries of the grassy plains of Texas, an area at that time not known to contain any metals, and to date found to have but few metal deposits.4 The international boundary at 49º latitude for the far northwest states was determined by causes other than mineral deposits.

Limestone, including dolomite, is the most widely used of all rocks - nearly 300 million tons annually in the United States alone. It occurs in some form in every State and is produced in thousands of localities. Because of its attractiveness, substantiality, and durability it is employed extensively as a building stone. In crushed and broken form it is used for concrete aggregate and railroad ballast and in highway construction, metallurgy, agriculture, and a host of chemical and industrial processes. This paper proposes to furnish general information on the origin and occurrence of limestone and dolomite, chief production centers, major uses, and methods of quarrying and preparing stone for market. Footnote references will guide the reader to sources of more complete information.

An atmospheric acid leaching process for leaching nickel and cobalt from highly-serpentinized saprolitic fractions of nickel laterite deposits has been developed and patented [I]. The process involves leaching the highly-serpentinized saprolitic portion of the nickel laterite ore profile in strong sulphuric acid solutions at atmospheric pressure and temperatures between 80°C and 100°C, essentially autogenously, to extract over 85% of its contained nickel content and a large proportion of its cobalt content after leaching times of about one hour. The amount of sulphuric acid used in the leaching process is between 80% and 100% by weight of the finely ground highly-serpentinized saprolite ore on a dry weight basis. A portable, stand-alone instrument especially designed for recording strong ground motion was used in this study to create a large database of peak particle velocities measured underground. A total number of 39 sites located in stopes mining Carbon Leader and Ventersdorp Contact Reefs were investigated. Peak particle velocities whith values up to 3 m/s were recorded at some sites. The data recorded on the skin of the excavations were compared to the data recorded by the mine seismic networks to determine the site response. The maximum site response was obtained for source radii of between 5 m and 30 m and events locating within 200 m of the site. The extreme values of peak particle velocities were obtained in cases were the face-area lay within the source radius. Un instrument portable unique spécifiquement conçu pour enregistrer les mouvements dynamiques des terrains, a été utilisé dans cette étude pour créer une base de données importante sur la vélocité maximum des particules, mesurée en souterrain. Un nombre total de 39 sites situés dans les excavations exploitant les récifs appelés ‘Carbon Leader et Ventersdorp Contact Reefs’, a été investigué. Une vélocité maximale avec des valeurs allant jusqu’ à 3 m/s a été enregistrée sur certains sites. Les données enregistrées sur le bord de l’excavation ont été comparées aux données enregistrées par les réseaux séismiques de la mine pour déterminer la réponse du site. La réponse maximum du site a été obtenue pour des sources de rayons entre 5 m et 30 m et des évènements situés dans les 200 m du site. Les valeurs extrêmes de vélocités maximales ont été obtenues pour les cas où la zone de face se trouve à l’intérieur du rayon de la source. Ein mobiles, alleinstehendes Instrument, speziell entworfen um starke Formationsbewegungen aufzuzeichnen, wurde in dieser Studie verwendet um eine große Datenbank von Partikelspitzengeschwindigkeiten, die Untertage gemessen wurden, aufzuzeichnen. Eine Gesamtanzahl von 39 Aufstellungsorten in den Schichtabbauorten vom Carbon Leader und Ventersdorp Contact Reef wurden untersucht. Partikelspitzengeschwindigkeiten mit Werten bis zu 3 m/s wurden an einigen Standorten aufgezeichnet Die an der Oberfläche des Grubenraumes aufgezeichneten Daten wurden mit jenen Daten verglichen, die vom seismischen Netzwerk der Grube notiert wurden, um die örtliche Reaktion des Standortes zu bestimmen. Die maximale Standortreaktion wurde für Ursprungsradien von zwischen 5 m und 30 m erhalten und Ereignissen die sich innerhalb von 200 m vom Standort befanden. Die extremen Werte der Partikelhöchstgeschwindigkeiten wurdenin jenen Fällen erreicht wo sich der Abbaubereich innerhalb des Ursprungsradiuses befand.

Blasting safety is a subject that cannot be overemphasized. Two years ago, a study was published describing g a series of fatal blasting accidents which took the lives of ten metal and nonmetal miners during the period of May 1973 to August 1974.1 Each accident was described, and the direct causes were delineated. In each instance, specific MESA safety regulations were violated. Four of the victims were killed by drilling into explosives; two were killed by lingering too long in the vicinity of fuse rounds; two fatalities resulted from improper guarding of shots; one blaster did not retreat far enough to avoid the blast concussion; and another used an improper tester for checking an electric blasting cap. All of these fatalities could have been avoided by adhering to the MESA blasting regulations contained in 30 CFR Part 55 (Health and Safety Standards-Metal and Nonmetallic Open-Pit Mines), Part 56 (Health and Safety Standards-Sand, Gravel and Crushed Stone Operations), and Part 57 (Health and Safety Standards-Metal and Nonmetallic Underground Mines).
