During the past two years, a large number of creep tests has been carried out on electrolytic lead, special assay lead and ordinary refined (Port Pirie) lead. Some of these tests have already been reported.1§ In addition, an attempt has been made to estimate the influence of the individual elements present in small traces in Port Pirie lead. The present paper gives the results obtained when small additions are made to "U" lead of the composition shown in Table 1.(which has been used throughout these investigations during the past few years). The additions were silver, antimony, bismuth and zinc. The results of the addition of tellurium have already been communicated. This investigation was intended to run parallel with a similar one using electrolytic lead as a basis and adding one element at a time.Actually, the experiments using "U" lead have got rather ahead of the others. The important point has emerged, however, that the effect of a .given addition may be appreciably influenced by the presence of traces of other elements.In most of these tests, an initial stress of 500lb. per sq. in. has been used. Whilst it is fully appreciated that this stress is higher than those used in practice, it has to be borne in mind that an improvement in creep resistance was *Manuscript received December 11th, 1936.

[SECRETARY'S NOTE.-This paper, presented in oral abstract, at the San Francisco meeting, was not at first supposed by Mr. Bain to be required for publication in the Transactions; and the excursion to Japan, in which he took part, immediately after the San Francisco meeting, delayed his presentation of the manuscript. After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. LECTURE, it appears, is a discourse that is supposed to be instructive. I am quite sure that you will derive no instruction from what I have to say. I will be satisfied if my remarks provoke thought along one or two mental paths that have not been traveled so fre¬quently as to be devoid of interest. I have no particular message apropos of professional engineers or professional engineering, and any conclusions that I may seem to reach will be purely tentative and incidental. Probably at times you have wondered, in a casual way at least, why so many people who are not, never have been, and never will be engineers, want to use the title. For example, I recently received a communication from a life insurance broker or salesman, whose chaste letterhead bore the legend "Estate Engineer." He was perfectly serious about it, as is also the expert accountant who assumes the imposing name of cost-analysis engineer. Dozens of equally amazing titles might be cited. Then there is that class of individuals who have been engineers, in the true sense of the word; who have gone into some other kind of occupation; but who cling tenaciously to the name engineer, usually prefixing some word or other which at once gives them away by telling what their work really is. For example, we have such pseudomorphs as the management engineer, and the sales engineer. It is quite evident that engineer is a word to conjure with. Evidently both the man who appro¬priates the designation without any justification and the ex-engineer who persists in calling himself an engineer even after he has abandoned engineer-

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. Mine safety and quality of life of miner working in underground mines depend to a large extent on mine illumination and communication. The provisioning of reliable, safe, and cost-effective illumination is critical, particularly in underground gassy coal mines. To prevent firedamp explosion by electrical switching operation in coal mining industry requires implementing intrinsically safe illumination circuit. The luminaire design also needs to be certified and installed properly. The current illumination systems installed inside mines require a lot of energy which is obtained from nonrenewable resources. In this work, the design and implementation of solar-powered optical fiber-based illumination are studied and implemented in the Jhanjra underground coal mine, Eastern Coalfield Limited, and a Li-Fi-based communication system for underground coal mines is proposed. Silicate optical fibers of various core diameters and numerical apertures are characterized for illumination applications and their efficiencies are reported. The possibility of achieving optical fiber-based solar, laser, and hybrid illuminations in underground mines is discussed. The design and fabrication of a Fresnel lens-based solar tracker for solar illumination are also presented. The optical fiber-based illumination system is installed in an underground coal mine and the illumination of over 70 lux is achieved at the work plane. Finally, optical fiber-based illumination and simultaneous basic Li-Fi communication are demonstrated and will be beneficial to the underground coal mining industry.

The U.S. Bureau of Mines conducted a human factors analysis of hazards associated with roofholting activities in underground coal mines. Emphasis was placed on hazards related to the movement of the drill-head boom or mast of a roof bolting machine. The objective was to identify hazards and recommend solutions. The data-collection effort consisted of analysis of U.S. Mine Safety and Health Ad-ministration accident data; visits to underground mines and interviews with experienced roof bolting machine operators; discussions with roof bolting machine manufacturers; interviews with workers injured while performing roof bolting tasks; and reviews of research on roof bolting safety. A set of recommendations to increase the safety of roof bolting operations was developed. In particular, the following list of recommendations was presented in ranking order: (1) use an interlock device to cut off power to controls when an operator is out of position, (2) place fixed barriers at pinch points, (3) provide appropriate control guarding, (4) reduce fast-feed speed, (5) use automatic cutoff switches at pinch points, (6) redesign control bank to conform to accepted ergonomic principles, and (7) use resin insertion tools and resin cartridge retainers.

The dramatic rescue of nine Pennsylvania coal miners trapped nearly 90 m (300 ft) underground for77 hours probably would not have happened without the high technology equipment and improved mine rescue training techniques available today. By now, most everyone has heard the story of the accident that occurred at the Quecreek Mine near Somerset, PA. At about 9 pm on Wednesday, July 24, the miners were drilling coal in the room-and-pillar mine. Their drilling accidentally punched through to the adjacent, abandoned Saxman Mine. Old mine maps of the Saxman Mine led Black Wolf Coal, Quecreek’s owners, to believe they were between 60 to 90 m (200 to 300 m) away from the abandoned mine. Those maps proved to be inaccurate.

A1though the expanding Eltran1 configuration has been used in induced polarization exploration for several years, there has been little application of this method to straight resistivity problems. A comparison of results of resistivity exploration by this technique versus those obtained from Wenner configuration surveys reveals a number of advantages in interpretative resolution as well as in field operation. The application of electrical resistivity to ground-water exploration is well known.= In the past a major portion of this work has been accomplished by use of one or more variations of a technique employing the Wenner3 electrode configuration. With the introduction of the frequency domain technique of induced polarization measurements, used primarily in the exploration for disseminated sulfide deposits, there arose the need for an electrode configuration by which potentials could be measured externally to the current electrode spread in order to minimize coupling between current sending and potential receiving circuits. It was also deemed desirable that the configuration would provide information laterally along profile as well as with depth. To reach these objectives the expanding dipole-dipole configuration (which probably first was used in the electrical transient method of exploration and from which the name 'Eltran' was derived) has been adapted to induced polarization exploration. "The concept of risk is well established in the mining industry. It is acknowledged when estimates of reserves are expressed as proven or probable, when mining and metallurgical recoveries are applied to the ore, and when contingencies are added to costs. However, it is difficult to provide a quantitative assessment of risk. The significant sources of risk in a mineral project and how these are addressed in project evaluations are discussed. The discount rate is examined as a fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed, and a methodology for the analysis of risk levels is proposed that assesses the constituent components of the discount rate: real interest, mineral project risks, and country risk.IntroductionThis paper examines the components of the discounted cash flow discount rate and proposes a method of estimating project-specific discount rates. The motivation for this work comes from experience of project evaluations in which owners and purchasers had agreed on virtually every aspect of the evaluation except how much the project was worth. Agreement was reached on reserves, grad~, recovery, capital costs, operating costs, taxes, and, by combining these components, even on the fmal cash flow values. The only difference in opinion concerned the discount rate to be used in the calculation of the net present value. Depending on the life of the project, such differences of opinion can cause a variation of more than 50% in the value placed on a project! This is illustrated in Figure 1."

This Paper describes a sudden spill of rock waste used for backfilling from a waste pass at one of the underground mine in Canada thus causing a major failure/accident. The mine operator immediately launched a detailed investigation to understand the causes of this accident and develop procedures to prevent any recurrence of such events in future. The investigators from McGill University were invited to collaborate with the engineers at the mine to examine this accident. The events leading to the accident were studied and appropriate measurements were taken and samples of the waste material was collected for further test and analysis. The field visit and the interview of the witnesses allowed a detail documentation of the events. The sequences of events related to the incident together with the experimental results obtained in the course of the investigation is detailed. The waste material was characterised in the laboratory with regard to its behaviour in the presence of water. This information is then discussed and the failure mechanism involved in this accident is identified. The full recommendation as well as the immediate operational measures implemented by the mine to prevent future occurrence of such events are discussed and presented.

SOME old-time views which have recently come into my possession have inspired me to record that part of the early history of Leadville, Color- ado, with which I am familiar, the years 1878 to 1882, in the hope that others will add to what is here mentioned. My first appearance in Leadville was in June, 1878, immediately after graduation from the University of Michigan, and I found a congenial and lively crowd of young men, already there. The old log hotel, at the corner of Pine and State streets, housed some distinguished guests in the summer and fall of 1878. It was my good fortune there to make the acquaintance of James B. Grant, afterwards Governor of Colorado, in July of that year, when we were both glad of the accommodation afforded by cots in the second floor loft of the hostelry presided over by Herman Hibschle. Grant was then building his smelter and our associates were Eddy and James, August R. Meyer, and Berdell and Witherell. The Grand Hotel-Harris and Walsh, pro- prietors-was the first-class hotel of the place; but in a very few months there were many competitors.

Polkowice region (Lower Silesia, Poland) is an area, where the copper mining activity started about 40 years ago and new technologies were applied. There are 3 underground mines, 3 processing plants, tailings pond (the biggest one in Europe), pipelines for flotation waste transport, railways. Although new technologies were applied during the copper ore exploitation, the environment in this area were polluted mostly by dust containing copper, lead, zinc and arsenic. Estimated values of heavy metals in polluted soils were compared to the natural contents of this metals. The geochemical background for Polkowice area was defined. The pollution zones occur around mining facilities. Copper ore exploitation and processing is planned for the next 20-40 years depending on market situation. After mines and other facilities closing the most important problem will be sustainable development of this area. To evaluate the scope of revitalization activities the analysis of recent soil environment condition will be necessary as well as forecasts for pollution migration. Geostatistic methods used also in mining will be very helpful for this task.

Despite limited discussion, Chemistry of Flotation is a good text and reference 1985 by M. C. Fuerstenau, J. D. Miller, and M. C. Kuhn Society of Mining Engineers Caller No. D Littleton, CO 80127 Softcover, $23.50 (member), $18.50 (student member), $28.50 (list) Review by Richard R. Klimpel Chemistry in Flotation, as stated by the authors, is intended as a textbook for students as well as a reference book for practicing flotation engineers. It covers subject matter related to surface phenomena; collectors and collector salts; natural floatability; the flotation of sulfide minerals, insoluble oxide and silicate minerals, semisoluble salts, and soluble salts; and slime coatings. There are no discussions in the book on practical plant implications of flotation chemistry, such as the influence of rate, particle size effects, dosage, flotation equipment, and methods of chemical addition. The book itself is small (only 177 pages), and, as published, is in an easy-to-handle soft cover. Once one accepts the intent of the authors, this book really does represent a very concise and convenient summary of the chemistry of flotation. It is, however, far from complete in its discussion of concepts and implications of data. Very often in the presentation, key prior knowledge (or at least subject matter awareness) not given in the book, is assumed. Thus, depending on one's familiarity with the specific subject matter, some sections can be easily followed while others could be tough going. Some of the discussion is so brief and terse on important subjects that unless the reader already realizes the meaning of the presentation, the conclusions to be drawn are not always clear. Therefore, if one is not expecting a self-contained primer on flotation chemistry, this book is very useful. To this end, the book is recommended to practitioners of flotation chemistry. The presentation of data in figures and tables is good. It helps considerably in the book achieving its conciseness. The authors certainly are qualified and knowledgeable in the subject matter - apparent in the style of presentation. In summary, this reviewer thoroughly enjoyed this book and will use it as a concise review of flotation chemistry. Richard R. A short review of the current practice and recent developments is followed by a description of a newly developed approach for the solution of the optimum ultimate pit limit problem. The new approach utilizes the network modeling of the problem for solution by maximum flow algorithm. The latest developments in the implementation of maximum flow algorithm present significant time and memory savings as compared to initial development due to Ford and Fulkerson. Results of a series of computational tests are presented to demonstrate how this approach performs as compared to the well-known Lerchs Grossman algorithm. It is also shown that the solution by the new method will automatically include several optimal solutions based on predetermined number of benches to be included in the analysis.

"Located in the state of Colima, Peña Colorada is one of the largest iron ore operations in Mexico. The project is owned in equal parts by ArcelorMittal and Ternium. Though boasting a production capacity of 4.1 Mt/a (4.5 million stpy) of concentrate per year, Peña Colorada is faced with declining ore grades. In order to respond to this situation, Peña Colorada had to expand production even further. This expansion created various challenges that were overcome by the adoption and application of new technology. Examples of these technological innovations are discussed in detail in this article and include improvements in geo-modeling, mine planning, and mine operations. The successful implementation of these technologies paid for itself many times over, and has led to significant improvements in production and performance, while lowering the operating costs and reducing the variance between planning and execution.Project overviewPeña Colorada is a mining company that produces about 30 percent of the iron ore in Mexico. This project generates about 1,200 direct jobs and 3,000 indirect jobs, making a significant contribution to the local economy. Similarly, Peña Colorada invests in its local communities through numerous educational programs, scholarships, university agreements, social development, environmental agreements, etc. Peña Colorada’s operations consist of an open pit mine located in Minatitlán and a pellet plant located in the port city of Manzanillo, as shown in Fig. 1. Technological innovationsMost mining projects around the world typically follow the logic of “mining the next best ore.” Consequently, head grades tend to decline over the life of the mine. In the case of Peña Colorada, a decline in head grade combined with a decline in iron ore prices forced the operation to adapt to a new business environment and adopt new technologies to face these challenges. However, the first step along this process was to increase the confidence and reliability of the resource model. This task involved additional drillhole campaigns coupled with more detailed modeling techniques. Once the block model was completed, new optimization studies and production schedules were evaluated with new optimization tools that improved many aspects of the mine plan. The Peña Colorada block model has undergone 3 expansions to reflect additional information not available in the past. The model has expanded to the East and Southwest. The latest model expansion increased the total number of benches to 98 as a result of positive exploration results. Similarly, new geotechnical studies were prepared, which provided new guidelines for pit slope design, and new technology was implemented to monitor ground movement and slope stability. The importance of timbering, not only from a financial point of view but from an actual mining point of view, is so often overlooked or slightly glossed over by the average expert and investor, that I have thought it would prove interesting to go into the matter and to invite discussion upon the subject. We will first take small veins, or reefs as they are termed in some mining countries; and by small veins it is intended to denote fissures from a few inches to three feet. The ore body is supposed to be confined within well defined walls free from gangue matter, unless the casing can be defined as such. Now, if the walls are smooth and moderately hard, no timbering is required other than the stulls, which are braced from wall to wall in order to form platforms or stages to stope from. Should the reef from wall to wall prove payable, or should the vein be of a character to prohibit cleaning or sorting; and it be determined to send the whole of the stone to the, reduction works, the stuUs should be left in place until the section or block of ground is worked out, in order that if a weak spot in the walls (especially the hanging) occur, it would be possible, without any particularly extra expense or difficulty often times accompanied by danger to brace and secure the slabs. After the block became entirely stoped, it would pay where labour was cheap to remove the majority of timbers to stull another section.

This report3/ gives the results of a reconnaissance of mining districts in Eureka County, Nevada, made from September 25 to October 20 and from October 27 to November 5, 1577. During this time, virtually all the districts were visited and many data obtained on active and inactive properties. This report covers the locations of the various districts, geological background, ownership and brief descriptions of mines and prospects, information on past and current operations, and, other data likely to be useful to those interested in the development of our mineral resources. From the viewpoint of past production in the county, the silver-lead-gold deposits at Eureka have been tie most important, followed by the silver deposits at Cortez and Mineral Hill. The period of greatest activity in the foregoing districts was from 1870 to 1990, when Eureka was one of the principal mining areas in Nevada; the production of lead was sufficient to affect its price in all the commercial centers of the world. Eureka also merits the distinction of being the birthplace of the silver-lead smelting industry in the United States.
