Talc is a hydrous magnesium silicate having the chemical formula H2Mg3 (SiO8 ) 4 ; it is often called steatite, soapstone or potstorie, and by the trade names talc clay, agalite, asbestine, and verdolite. The term talc may be used to include all forms of the pure mineral, whereas steatite denotes particularly the massive, compact variety, and soapstone the impure, massive form that often contains only 50 per cent of talc. Merrill 1 says: The name soapstone is given to dark-gray and greenish talcose rocks, which are soft enough to be readily cut with a knife, and which have a pronounced soapy or greasy feeling; hence the name. Such rocks are commonly stated in textbooks to be compact forms .of steatite, or talc, but as the writer has elsewhere pointed out, and as shown by the analyses here given, few of them are even approximately pure forms of this mineral, but all contain varying proportions of chlorite, mica, and tremolite, together with perhaps unaltered residuals of pyroxene, granules of iron ore, iron pyrites, quartz, and, in seams and veins, calcite and magnesian carbonates. When pure, talc is soft, having a hardness of 1, but when impure or when it grades into its varieties, the hardness increases to 3 or 4. Talc ranges in color from pure white and silvery white through gray, green, apple green, gray green to dark green, nlso yellow, brown, or reddish when impure. It is rarely, if ever, found in wellformed crystals, but often occurs in foliated plates or in fibrous aggregates. It is commonly compact or massive or in fine granular aggregates. Several analyses of talc from different regions ·are given in Table 1. Talc has several varieties, the most important of which is Rensselaerite. This variety, found in a small area near Gouverneur, St. La.wrence County, N. Y., is a hard, fibrous, -waxlike mineral having the same chemical composition as talc, but lacking its softness and its peculiar greasy feel. Its hardness and its peculiar fibrous form, even when ground, have made its grinding and separation a separate problem. In addition to the varieties of talc and soapstone, the mineral pyrophyllite or agalmatolite, a hydrous silicate of alumina, with the formula H2Al2 (Si08 ), is also mined and sold as talc. It resembles talc in color, feel, luster, and structure, and may be successfully substituted for true talc for most uses. In this paper it will be considered as one of the commercial forms of talc.

Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. On behalf of the members and leaders of the IPMI, we hope you will find value in this new publication.

This study is primarily directed toward providing an understanding of the economic complexities associated with subsidence damage on the surface resulting from underground mining. Some of the pertinent theories on the physical stresses involved are reviewed, and both remedial measures and relevant laws in various countries are discussed. Part I (Chapters 1-3) is an historical overview of various aspects of subsidence problems (theoretical, remedial, and legal) during pre-World War I, between World Wars, and post-World War II, respectively. Part II (Chapters 4-9) presents a comprehensive analysis of the economic aspects of subsidence in relation to the following mining alternatives: (a) carrying out the lowest cost mining method without regard for any surface subsidence, (b) special mining techniques, (c) partial mining, (d) full recovery with stowing, and (e) sterilization or leaving the mineral unmined beneath selected areas. These alternatives are evaluated in terms of their measurable expenses.

Kaiser Aluminum & Chemical Corp. announced that it planned to spend $66 million to increase the efficiency of its Baton Rouge, Louisiana, alumina plant. The improvements are designed to reduce energy consumption but will not change the annual capacity of the plant, now rated at about one million short tons. The project was expected to be initiated immediately and be completed by 1982. ALUMINUM Producers in this country posted unalloyed 99.5 percent aluminum ingot at 53-57.5 cents per pound, yet actual selling prices were closer to 53 cents. Domestic merchants quoted unalloyed ingot on a spot basis at 54-56.3 cents. London Metal Exchange 3-month forward contracts fell during November's trading from 55,2 cents to 52.8 cents per pound.

The survey work on protective canopy design was conducted in a 2-month period commencing November 15, 1973. The reported re¬sults under this contract are intended to provide guidance to coal mine operators in complying with federal regulations pertaining to incorporation of protective canopies on underground coal mine electric face equipment. All coal mine electric face equipment manufacturers and 11 coal mines were visited in the course of conducting this survey. Canopy designs currently being manufactured and those now being used underground were examined and discussed with manufacturers, mine operators, machine operators, and safety committeemen. The general objective was to find out what kind of canopies are now being made and used underground, what the operational problems are, and what can be done to secure improvements. Specifically, the survey scope was as follows: a. Survey all electric face equipment manufacturers. b. Survey 10 coal mines (seam height 60 inches and greater). c. Identify current production canopy configurations and minimum mine entry dimensions for each model and type of electric face equipment. d. Assess in-mine operation of canopies developed by manufacturers and/or coal companies. e. Specify optimal canopy configuration and minimum mine entry dimensions for each type and model of electric face equipment.

In light of the rapid deployment of bottom blowing smelting in China over the last ten years, one has to wonder why it has taken the copper industry so long to adopt ultra-high oxygen enrichment via Savard-Lee type injectors. As early as 1976, Kellogg and Henderson suggested, in their landmark paper on energy usage in the copper industry, that ‘maximum use of oxygen enrichment of process air’ was one of seven ‘energy saving features’ for copper matte smelting and converting. Yet today, shrouded injection and high oxygen enrichment has not been implemented in copper bath smelting outside China and Vietnam. In this paper, the authors explore the reasons why bath smelting processes such as the Noranda Reactor and the Teniente Converter still operate around 40% oxygen enrichment, while the bottom blowing SKS/BBS process typically runs at 65 to 75% oxygen, with all three processes producing white metal. Are there fundamental metallurgical explanations for this striking difference beyond the long-standing skepticism towards high oxygen shrouded injection and its perceived high implementation cost?

During the period January 1, 1977 through July 31, 1977, 5 percent (264,000 tons) of U.S. capacity was closed due to power curtailments in the Pacific Northwest because of the shortage of water. During July, one plant in Tennessee cut production by 50,000 tons annually due to a power reduction by the Tennessee Valley Authority. Full capacity production was resumed at a West Virginia smelter during September. If demand for aluminum is strong it seems likely that aluminum supply during the remainder of 1977 and in 1978 will be tight. The price was increased 3¢ per pound to 51¢ per pound effective March 28, 1977, and by an additional 2¢ per pound to 53¢ per pound, effective July 5, 1977. New projects and expansion of existing facilities are planned by Australian aluminum companies over the next 2 to 3 years. The companies listed have committed themselves to spending approximately A$801 million: Alcoa of Australia Ltd. -New alumina plant at Wagerup, south of Perth. Darling Ranges bauxite is located near the proposed project. A$650 million. Coma 1 co Industries Pty. Ltd. -Increase bauxite mining capacity and upgrade or replace other facilities at its Weipa mines on Cape York Peninsula region of Northern Queensland. A$81 million. Alcan Australia Ltd. -Expansion program that will increase capacity of the Kurri Kurri aluminum smelter north of Sydney about 50 percent, and improvement of other facilities at the plant. A$70 million.

IN spite of the uncertainty in the bituminous coal industry during 1933, progress worth recording has been made. Along with other industries, coal has felt the effects of business stagnation, but even in the worst weeks of the past four years, .the total production of bituminous coal in the United States was seldom less than half the production in some of the best weeks of the more prosperous years, a record better than that of many industries. However, the competition of other fuels and sources of power, together with the increased efficiency in the use of coal, has brought anxiety to producers. This has resulted in pressure for reduction of costs, not always by the wisest means. On the other hand, the effort to survive has directed increasing interest toward research, a wholesome development in a difficult situation. Wages, limitation of hours of labor, and the NRA have occupied much time and thought. Following a period .of wage cutting paralleling price cutting, the industry found itself rather suddenly faced by the President's Agreement, followed in due course by the Code, and then in many places by the agreement with the United Mine Workers. Although there is still some uncertainty in regard to the detailed working out of the new arrangements, there seems to be an honest endeavor by the signatories to the Code and Agreement to work them out in a straightforward manner.

Daring to try where others had failed, Herbert and Lou Henry Hoover translated from the Latin the principal (and first) textbook on the mining and metallurgical profession, De Re Metallica, 1556, which had been in use for two centuries and then had lain dormant for 350 years in a language unreadable except by a chosen few. Thus the Hoovers enriched the English tongue with a vitally important contribution to history in the fields of mining, metallurgy, and chemistry. To them it was a joint hobby, because they were actively interested in the beginnings of the mining profession in which they had both been trained. Illuminating the years of toil to perfect this translation shone their ideal of service to humanity, since, in the Preface, they refer to their task as "a labour of love", which had to find the moments for its execution in night hours, weekends, and holidays, extending over a period of about five years. And they add: "If the work serves to strengthen the traditions of one of the most important and least recognized of the world's professions, we shall be amply repaid". While a student at Stanford University, during the years of 1891-95, Herbert Hoover had become familiar with a copy of this Latin mineralogy classic, De Re Metallica, a rare book in the private library of Dr. John C. Branner, at that time head of the department of geology and mining. Another Stanford student in geology was also examining and studying the ponderous volume of twelve 'books'. She was Miss Lou Henry, of Monterey, who graduated in 1898, and the following year became Mrs. Herbert Hoover. Interwoven through the tapestry of their life experiences gleamed the silver thread of their interest in this mediaeval Latin textbook. Just nine years lacer, the Hoovers had commenced their translation, while they were in temporary residence in London after the seething years in China under the shadow of the Boxer rebellion.

THE lack of Aryan roots for the names of metals commonly known among the Aryan settlers of Asia Minor, as well as the later colonizers of Europe, indicates that these races were generally ignorant of the use of metals until they came into contact with Semitic peoples. Practically all mining-terms in current use among the earliest Greeks resemble very strongly their distinctly Semitic equivalents, which can be traced all the way in a broad belt beginning in Lower Mesopotamia, and extending westwardly to the Syrian shores of the Mediterranean. The Greek word " "metallon," for instance, used indiscriminately to designate mine or ore, probably came from the earlier Semitic equivalent, " matal." Again, the Greek words " chrysos " (gold) and " chalkos " (copper) seem to be descended from the Semitic forms " throats " and a chalak." It is a natural inference that primitive mining-methods were evolved by the dwellers in the mineralized areas of Asia Minor, from whom later Greek, Roman, and even North European miners obtained their first notions of the reduction of metallic ores, by virtue of a general westward migration of mining and metallurgy. Some traces of its passage through Turkish territory will be noted in this paper. While European Turkey can boast of one ancient gold-field, the Asiatic dominions of the Sultan may lay claim to at least two well-defined and widely-separated gold-producing districts. New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict

Workers at Anaconda Aluminum Company's primary aluminum smelter at Sebree, Ky., were back on the job December 1, after agreeing to a new 3-year contract. The old contract had expired November 15. On December 20, the Aluminum Company of America reportedly shut down a 42,000-ton-per-year potline at its Wenatchee, Wash., primary aluminum smelter and half of a 23,000-ton-per-year potline at its Vancouver, Wash., smelter as a result of a power cutback by the Bonneville Power Administration. A1 so in December, Kaiser Aluminum & Chemical Corp. reduced overall power at its Mead and Tacoma, Mash,, smelters and shut down one of eight 27,500-ton-per-year potlines at Mead. Reported shutdowns for the firms since September have amounted to 76,000 tons for Alcoa and 50,000 tons for Kaiser. Alcan Aluminum Ltd. announced plans to double the generating capacity at its Kemano hydroelectric power plant in British Columbia to 1,916 megawatts. The additional power would be equal to that required of a primary aluminum smelter with an annual capacity of 567,000 tons.

Technical developments in the American petroleum industry as regards exploration, drilling, production, and transportation were characterized by many anomalous conditions during the half decade 1914-19. A review of the literature of that period discloses the striking fact that individual geologists, engineers, and other technologists were surprisingly well versed concerning the occurrence of natural hydrocarbons and methods of extracting them and were acquainted with many of the physical and chemical characteristics that influence the behavior of fluids in natural reservoirs. However, the industry as a whole knew little of the correct application of recognized fundamentals; indeed, judged by present standards certain expediencies of self-styled "practical' operators seem cumbersome, if not evidences of ignorance.

The Bohemia mining district is a small but intensely mineralized area in western Oregon . For its size , it has made a substantial although somewhat sporadic production of gold throughout a long period of years . The veins also contain lead, zinc , and copper, but in the past these metals have not been recovered in important amounts . In reviewing the progress of mining activity in the district , an effort has been made to gather under one cover all available information on former operations , including methods of mining , production, and geology pertinent to the ore deposits , problems encountered, and other factual data that may affect future mining in the district . A special effort has been made to assemble as many maps of former workings as possible in order that these may be preserved and readily available to assist in future exploration. The data presented herein are based on brief reconnaissance examinations made during several weeks spent in the field in September 1946. These are supplemented by information obtained from various individuals actively or formerly connected with operations in the district . Only the principal properties and several of the more outstanding prospects were actually examined. Many of the older workings were inaccessible.

This report is one of a series based upon investigations made and being made within the Missouri River Basin in Montana by engineers of the Bureau of Mines , Albany Branch , Mining Division . These investigations are being made primarily to provide preliminary information to the Department of Interior agencies and to others concerned with planning the proposed Federal power developments within the Missouri River Basin. This report has been designed to permit public distribution of the factual data obtained . Virtually all known metallic -mineral occurrences and some nonmetallic mineral deposits within Fergus County were investigated in 1948. The investigations cannot be considered complete , however , because some long inactive mines or prospects may have been missed . Most of the old mine and prospect openings now are caved ; many are completely inaccessible . Many of the claims located years ago have been abandoned ; others have been relocated under different names and ownerships . Because of such conditions , much of the information regarding their development and operation necessarily has been obtained from available Federal and State publications , supplemented by information provided by owners and local residents .

Many of the difficulties faced by the U.S. mineral industry in 1982 and 1983 emanated from the worldwide recession, from the high value of the U.S. exchange rate, and, in part, from actions taken by foreign governments to protect selected industries. While some problems will be minimized with continued worldwide economic recovery, others remain and may require special attention by U.S. policymakers. These problems include declining U.S. production capacity in selected mining and mineral processing industries, the impact of the high value of the U.S. exchange rate, and protectionist trade practices by competitor nations. Illustrative of the last is the International Trade Commission (ITC) determination in June 1984 that both the domestic steel and copper industries have been substantially injured by foreign imports. In its July 1984 recommendations to the President, the ITC suggested higher tariffs and quotas for 5 years on 70 percent of steel imports but conditioned the aid on cost-cutting and modernization steps by the domestic industry. In the copper decision, two commissioners recommended increased duties, two recommended that quotas be imposed, and one recommended that no relief be provided. The President decided in September to seek voluntary restraint agreements with nations that export steel to the United States and rejected both quotas and higher tariffs on copper imports. General Economic Setting This decade opened with the U.S. mineral industries struggling to deal with double-digit inflation, record high peacetime interest rates, and almost 7 years of oil-cartel-induced energy price increases that seriously affected the profitability of energy-intensive industries such as mineral production and processing.

This report (the second in a series of five) presents the mathematical development in extending the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The probability distribution functions (those here called the compound binomial and compound multinomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, while finite population moments are developed from corresponding infinite population moments using the finite probability operator defined in part 1 of this series.

I. INTRODUCTION. WHEN so much has been written upon a subject on which so little definite information is available as upon this, some reason must needs be assigned for adding to the volume of literature. A sufficient reason is found in the probable great future importance of China as a producer of mineral wealth. The present undeveloped state of mining in the Empire is due to many causes, among which the most important are the relatively simple needs of the population, the lack of transportation-facilities, the inelastic regulations governing the industry, and the superstitious reluctance of the people to make excavations which might disturb the spirits of the earth and air, or of ancestors. Iron is the metal most in demand, yet the needs of the population, until recently, only made necessary a production of approximately 0.5 lb. of iron per capita per year. The present annual production of iron for domestic consumption, in the United States, is nearly 600 lb. per capita. The curious state of development of transportation in this interesting country has been a greater handicap upon the mining industry than upon any other. The point upon which it hinges is the absence of a road-system. Except for a few military roads, now almost impassable, there are no roads in China; that is to say, there is no land which is set aside as a right of way, belonging to the commonwealth. Throughout the agricultural districts, generally speaking, the entire area is in private ownership, and the lines of travel are between fields.
