Despite the assertion above, this paper is not about to provide delegates with the answer to whom they ought to consult or identify the expectations that Maori might have in regard to the consultation process. It would be a very brave person indeed who would venture an opinion on such a sensitive subject. There are no short cuts to finding out what expectations Maori might have on any given situation. Nothing can be taken for granted. What this paper will attempt to do however is provide practical insights into what might be on the minds of Maori interests as they deal with the issues associated with mineral resources, particularly those under Treaty of Waitangi Claim. The Treaty of Waitangi has a significant bearing on the current debate between Maori and the Crown regarding ownership of mineral resources in New Zealand. The Waitangi Tribunal is currently hearing a case presented by a number of Iwi over the ownership of oil and gas resources in Taranaki and Hawkes Bay. Others will follow. The Crown and Maori have never been able to settle differences over ownership rights without resorting to legal action and it looks like this scenario is about to be repeated in regards to minerals. The Crown has a duty to actively protect the Maori interest. This is a fundamental expectation in the relationship between Maori and the Crown. In the case of minerals, Maori have yet to see the Crown do its duty. The impact on developers has become evident through Maori objections to consent applications as the issues of mineral right remain unresolved.

IN most applied sciences there are two distinct methods of carrying out research and development work. One of these, the theoretical, attempts to solve problems that may arise and to predict facts of practical importance by the application of the various laws of science, the other, the experimental method, attempts to each the 'same goal by obtaining data and trying out various processes in the laboratory. Since individuals frequently find themselves better adapted for one or the other type of procedure, it is natural that -two groups should 'arise, both working toward the sane objective but with somewhat different points of view, although many in each group are thoroughly competent in both fields. Metallurgy, in particular, offers an excellent opportunity for a comparison of the two methods.

The importance of "good voltage,? especially for direct-current systems in coal mines, is not always fully appreciated. From the practical 4 aspect there are three viewpoints from which low voltage may be considered, namely: (a) its effect upon operation of electrical equipment, (b) its effect upon cost of maintenance and power, and (c) its effect upon safety in the mine. The design of electrical motor-driven equipment usually is based upon a given or assumed constant value for the voltage of the system; consequently, when there is an appreciable drop below this value, unsatisfactory operation is likely to follow. In the case of shaker conveyors, for example, one manufacturer has pointed out that these conveyors must be operated at a certain definite speed if maximum output is to be secured. As shunt motors are used in the conveyor drives, either a rise or fall in voltage will produce corresponding changes in speed and thus seriously affect the efficiency of the conveyor. The introduction of automatic control for mine equipment has been greatly retarded because the relays, contactors, and other special devices required have failed to function properly when attempt was made to operate them on systems subject to variable and low-voltage conditions.

The primary advantage of using oxalic acid is in the formation during leaching of soluble complexes that are both photo-chemically and microbiologically degradable. In this study, chemical leaching and bioleaching methods were used for quartz sand. Using the ANOVA-Yates test technique, the effects of solids rate, temperature and oxalic acid rate were investigated using chemical leaching experiments. Solids rate and temperature were effective parameters on the chemical leaching. After the tests, the removal of Fe2O3 increased to 97.02%. Finally, the iron content decreased from 0.315% Fe2O3 to 0.0094% Fe2O3 in the leached quartz sand. The effect of pulp density was investigated on the bioleaching experiments. The bioleaching of iron oxides by Aspergillus niger resulted in removal of 47.70% of the total iron in the quartz sand, and suggested that this strain has not a good ability to remove iron impurities from quartz sand in comparison with chemical leaching. The iron content decreased from 0.315% Fe2O3 to 0.164% Fe2O3 in the bioleached quartz sand.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

"Building and operating tunnels has been a highstakes endeavor in terms of costs, complexity, safety and impact on contractors, owners and the public for a long time. There are many variables that need to be closely monitored and managed to construct a tunnel on-time, on-budget and safely. Once built, there are also many elements that need to be monitored and managed to operate a tunnel safely and efficiently.Fundamentally, the risks to the safe and efficient construction and operation of a tunnel are a function of the degree of harm and the likelihood of the harm occurring. From a cyber security perspective, risk assessments used to inform decision makers and support risk responses are typically based on identification of relevant threats; internal and external vulnerabilities; the impact that may occur given the potential for threats to exploit vulnerabilities and the likelihood that harm will occur. This article focuses on creating awareness of vulnerabilities associated with technology used in tunnel construction and operation and some of the challenges associated with remediation of these vulnerabilities. As we all know, technology has been evolving at an accelerating pace and infiltrating every aspect of our lives in new and often exciting ways. In the world of tunneling, sensors and systems that provide position and time have become accurate, rugged and cost-effective enough to come out of the research labs and into the equipment and systems used every day. There are many opportunities to employ connected computing devices and sensors to costeffectively capture, integrate and analyze key data with minimal latency to manage risk better, improve safety and avoid surprises."

CEET, an acronym for Comminution Economic Evaluation Tool, was jointly developed by MinnovEX Technologies Inc. and 13 major mining companies for the purpose of designing and predicting the performance of grinding circuits. It fundamentally differs from other methods by using as its’ data set a geostatistically significant population of hardness data distributed across the mine block model. Historically the characterization of an orebody for the purpose of either designing a grinding circuit or predicting the performance of an existing circuit has been done with a relatively limited number of discrete samples. In addition to power selection, shell sizing, and costing for multiple circuit options, CEET also outputs tons per hour, P80, and operating cost on every mining block for subsequent integration back into the block model. This paper will provide an overview of what CEET is and how it works.

High pressure grinding rolls (HPGR) have been used for more than 20 years to grind iron ore pellet feed. Besides coarse comminution (crushing), where HPGR are installed upstream of the ball mill, there are numerous flow sheets where HPGR are used after ball milling and dewatering for re- or finish grinding.There is a clear growing interest in grinding of pellet feed with HPGR during the last few years. In addition to their known advantages of low specific energy consumption, high availability, low steel consumption and improved pelletising processes the lower environmental load (reduced or no water consumption) became a strong driving factor for the application of HPGR in pellet feed grinding.This growing demand increases the interest in better understanding of the HPGR grinding process with fine iron ore concentrates. One of the most important process parameters is the moisture content of the feed material which influences the performance of the HPGR enormously. The HPGR can react to fluctuations of the fresh feed properties to a certain degree by adjusting grinding force and roller speed. Nevertheless, there are limitations by the physics of the compression process and the capability of water absorption by the concentrate. The capability varies for different concentrates and different specific surface areas. This fact has to be considered during engineering of the beneficiation plant.The paper focuses on the influence of feed moisture content on the HPGR performance in view of throughput, increase of Blaine number and process stability on the basis of numerous pilot plant tests, modelling results and industrial experiences.CITATION:Heinicke, F, Günter, H and Hunger, P, 2017. A post-detonation debris collection project was led in conjunction with a large ammonium nitrate(AN) railcar detonation conducted by the Department of Homeland Security-Transportation Security Administration, Department of Defense-Combating Terrorism Technical Support Office, Sandia National Laboratories, and the U.S. Army Dugway Proving Grounds. This important work will aid in underpinning algorithms used in a Quantitative Risk Assessment (QRA) tool. The test also provided valuable data about the effects and consequences following an AN detonation. The test took place at the Utah Dugway Proving Grounds on April 27, 2018 and the debris collection was conducted the following two weeks with an average of 20 persons per day and an approximate total of 1,400 manhours. A paper was presented at the 2019 ISEE Conference on the collection efforts, challenges, and lessons learned. A complete data analysis effort was completed on the test data in 2019 that resulted in updates to the QRA Railcar Potential Explosion Site (PES)model and AN engine. The analysis included an assessment of the debris data resulting from the Derailed test. This paper is meant to serve as a summary of the analysis effort and findings and as an update to the previously presented lessons learned from the debris collection and analysis effort.

IN Bolivia, mining is still the principal economic activity, as it was before and during the Spanish Colonial period. Tin, tungsten, antimony, copper, lead, zinc, gold, silver, sulphur, and a little bismuth are produced. The Andes mountains are divided into two main ranges in Bolivia; the Western range marks the border with Chile and the Eastern range forms the backbone of the country; in the North it drops rather abruptly eastward, to the plains of the Beni, whereas in the South it splits and is separated from the Chaco flatlands by a series of folded mountain ranges. In general the mineral deposits are found within the Eastern range or in the hills that rise from the high plateau between the ranges - really parts of the Eastern range partly submerged by recent sediments. The mineral belt is thus over 500 miles long and about 100 miles wide and includes most of the principal centers of population and the most important means of communication. The region is mountainous and the roads are bad; furthermore labor is a serious problem, for the land is poor and the agricultural population is never far from hunger. The floating supply of miners is limited and soon exhausted in any emergency like the present.

"Mining companies strive to increase and maintain production, while simultaneously remaining competitive in the global economy. Furthermore, they must ensure workers’ safety and maintain good safety records. The use of virtual reality (VR) facilitates the development of tools and systems for various purposes that can improve knowledge and understanding of the work environment. VR is a rapidly growing technology that uses the ever-increasing power of computing to simulate real-world and imaginary environments and situations with a high degree of realism and interaction. The availability of 3D modelling tools and simulation programming engines that work effectively with a mid-range desktop PC and standard 3D graphics card, make VR technology viable and attractive for mainstream training applications. The design, development, and implementation of interactive VR training systems is proposed as an innovative approach to augment safety training. However, in order to assess the impact of such VR training systems it is of particular importance to determine the effectiveness of the design of such systems. This article proposes an evaluation framework for this vital purpose. This framework comprises criteria to assess VR training systems, specifically relating to usability, instructional design, VR systems design, and mining industry context-specific aspects. Although the framework was developed as an evaluation tool to assess effectiveness of the design of such systems, it can equally well be used as a set of design principles to inform the design of VR training systems for mining. IntroductionMining in South Africa has been the main driving force behind the history and development of Africa’s richest and most advanced economy (Coka, 2012). The South African mining industry is frequently criticised for its poor safety record and high fatality rate (Stoddard and Skweyiya, 2016). Inadequate or insufficient training is often cited as a root cause of accidents (Van Wyk and De Villiers, 2009; Tichon and Burgess-Limerick, 2011). Virtual reality (VR) is a rapidly growing technology that utilizes the ever-increasing power of computing to simulate real-world and imaginary environments and situations with a high degree of realism and interaction (Webber-Youngman and Van Wyk, 2013). VR is currently being used or investigated as a training solution in a variety of industries. VR technology has developed rapidly and costs have fallen to levels where it can now be considered for mainstream training applications. Sampling to determine development potential of beryllium deposits was conducted at 31 New England localities. A total of 54 additional areas where the geochemical environment appeared favorable were sampled to determine if economically interesting percentages of beryllia (BeO) might occur. Newry Hill-Plumbago Mountain, Maine, Iron Mountain, N.H., and Long Island, Maine, were investigated in some detail to determine the size and grade of deposits. The mineralized pegmatites at Newry Hill-Phunbago Mountain are extensive but very low grade; at Iron Mountain the ore bodies are very rich but of small volume; at Long Island beryl occurs with molybdenite, wolframite, and scheelite, but the tonnage of ore was not determined.

The quality of Lime Cement (L/C) columns is to a great extent dependent on the installation procedure. At a site in the south of Sweden, the client reported problems with the installed columns. To evaluate the operator and equipment dependent part of the installation, Hercules Grundläggning AB was appointed as a competitor to the site contractor. The purpose was to install a number of L/C columns with equal installation parameters for both contractors. A total of 65 test columns were installed in June 1999. The geology is a typical Swedish organic soil profile with a top layer of peat overlying gyttja and clay. Two different binders were used in the comparison; blast furnace slag with cement and lime with cement. After installation, the quality of the columns was monitored by penetration tests and a column sampler for extracting whole columns. The column penetration test were performed 28 and 134 days after installation and extraction 134 days after installation. Inspection and tests of the extracted columns showed that by using a fully computer controlled procedure, the contractor produces columns of superior quality and homogeneity.

Hazards such as vibration, dust emission and fragment projection can result in an area called the Danger Zone being set around a blasting site. Traditionally Danger Zones have been set solely on the basis of consequences (e.g. based on the maximum distance of rock projection or expected ground vibration plus a defined safety margin). Advances in risk assessment and its growing acceptance as a safety management tool have led to the setting of Danger Zones based on both consequences and frequency of occurrence. This allows distances to be optimised on the basis of acceptable risk levels rather than the potential consequences of infrequent events. Large deposits of manganiferous iron ores, representing several million tons of metallic manganese, occur in the United States. The Minnesota deposits of such ore are of outstanding importance because of their size, state of development, ease of mining and proximity to the Great Lakes, which permits water transportation to steel centers. In view of the fact that our steel industry requires large quantities of manganese, for which no satisfactory substitute has been found, and because our reserves of ferro-grade ore are comparatively small, the development of methods that will make our large deposits of manganiferous iron ores available as a source of ferromanganese is an important problem. Realizing the importance of this problem, some years ago the North Central Station of the U. S. Bureau of Mines and the Minnesota School of Mines Experiment Station undertook jointly the development of methods for recovering the .manganese content of manganiferous iron ores in a form suitable for the production of ferromanganese, the 80 per cent. alloy indispensable in producing steel. Two types of manganiferous iron ores have been described in previous reports.' The brown ores are higher in iron and lower in manganese than the black ores; the black ores are more siliceous but contain less phosphorus. The utilization of the iron content of the brown ores in the production of steel appears to furnish the best basis for their treatment. The method of attack has been to work out modifications in iron and steel practice so as to recover manganese in the form of slag comparable to ferro-grade ores. The greater part of the experimental work has been conducted with a 6-ton blast furnace and a 1/2-ton basic open hearth. Most geophysical and geochemical data collected during regional exploration programmes are in vector form (location, value), and have traditionally been presented and interpreted in a profile or contour map format. However, the human vision system can interpret data presented in image format much more easily and new information is often revealed by the judicious application of powerful interactive computer image enhancement techniques. This paper describes a practical demonstration of the application of such tools to gravity and resistivity datasets from the Central Volcanic Region of theNorth Island.   Filtering, contrast enhancement, relief shading, pseudo-colouring and then overlaying of the gridded datasets in image format has helped identify inter-relationships such as the association between many low resistivity anomalies (epithermal deposits or geothermal resources) and the edges of large gravity anomalies (calderas or grabens). Similar revelations should result from the application of these tools to the integration of other mapped datasets from geophysical, geochemical and geological disciplines.

The U.S. Bureau of Mines seeks to increase safety and efficiency in U.S. coal mines. One approach is to develop technology for automation of a continuous mining machine. Realization of an autonomous mining machine requires development of subsystems for machine intelligence, navigation-positioning, and computer control. This report focuses on investigation of one subsystem, an onboard heading system, which would be responsible for determining and controlling machine heading. The onboard heading system investigated is a multisensor system to determine machine heading, pitch, and roll. A directional gyroscope provides heading (yaw), fluxgate sensors provide a compass heading, and gravity-referenced clinometers give machine pitch and roll. The system utilizes a dedicated microcontroller networked to an external system of computers. Tram commands, supplied to the network from external computers, are executed by the onboard system. Sensor feedback is employed for closed-loop control of machine heading by controlling pivots and turns. The report discusses operating limitations and error sources of system sensors and presents test results of closed-loop control of machine heading. Results of tests with a mining machine are used to exhibit various sensor shortcomings and to evaluate control of pivots and turns.
