The U.S. Bureau of Mines has prepared this report on strategies for maintaining high job attendance among underground coal miners because high absenteeism is a threat to miners safety and seriously hampers productivity. A substantial number of research studies on the effectiveness of various strategies for reducing absenteeism among the employees of nonmining industries have been reported in the literature. These strategies have aimed at improving job attendance through one or more of the following: (1) improving employment procedures, (2) overcoming problems that adversely affect one's ability to attend work, and (3) increasing miners motivation to attend work. Many of these strategies appear applicable to the mining industry, and are reviewed in the first half of this report. The second half of this report describes how one could develop and implement a program for maintaining high attendance at underground coal mines. The steps include: measuring and evaluating attendance levels; formulating attendance goals and an absenteeism policy; developing and implementing an attendance promotion program; and periodically going through the preceding steps known as recycling.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Watershed tungsten deposit is located in the Hodgkinson Province of north Queensland, Australia. The deposit is hosted by Siluro-Devonian flysch-type meta-sediments of the Hodgkinson Formation, which were subjected to four major deformation events. Mineralisation has occurred syn- to post-D4 and is related to the intrusion of S-type granitoids of the Permian Whypalla Supersuite.Watershed is located within a regional NW–SE-striking melange zone composed of brecciated and intermixed arenites and shales. The major NW–SE-striking Tullah fault zone is situated in close proximity to the east of the deposit.The Watershed deposit occurs within a tightly folded upright anticline with NW-plunging fold axis. The anticline contains a major package of coarse-grained to conglomeratic arenite, which harbours the Watershed mineralisation. Several alteration styles occur within the arenites, of which Fe-poor calc-silicate alteration dominated by clinozoisite/epidote is the most significant. Less widespread but locally important alteration styles comprise garnet-dominated calc-silicate alteration, albitisation and sericitisation. The arenites are enveloped by unmineralised carbonaceous shales and shale breccias.Tungsten mineralisation occurs solely as molybdenum-poor scheelite and can be found as three styles: disseminated mineralisation in calc-silicate altered arenites, vein-style mineralisation with quartz-albite-scheelite veins and minor but high-grade mineralisation in albitised felsic dykes.Contact metamorphic rocks and geophysical data indicate the proximity of an underlying granitic body. It is believed that this granitic body was the main driver of the hydrothermal system generating the Watershed deposit. An early mineralisation stage caused the selective calc-silicate alteration of the arenites, while a second stage caused the vein-style high-grade mineralisation. The folded shales enveloping the arenites worked as an effective barrier that kept the mineralising fluids in a confined rock volume.The scheelite mineralisation at Watershed is open to depth, with a granite-hosted porphyry or greisen-style mineralisation anticipated below the current resource.CITATION:Griessmann, M and Williamson, J, 2015. Over half of the molten aluminium produced at the 52,000 tons/ year eapacity plant operated by Comalco Aluminium (Bell Bay) Limited in Tasmania is cast into saleable produets by the direct chill process. Considering the importance of direct chill casting to the aluminium industry it is surprising that so little published literature on the subject is available, although Easton (1947), Smart (1954), and Uppert (1940, 1944, 1945) have contributed much toward lifting the veil of secrecy surrounding the process.The direct chill, or D.C. process as it is commonly called when related to aluminium, consists basically of feeding molten aluminium or its alloys into; water-cooled mould from the bottom of which solid aluminium is continuously extracted. Although the casting procedure is continuous in principle, the equipment is normally operated in an intermittent manner. Castings up to 20 ft long are formed during a cycle. At the end of the cycle casting is stopped and the pit into which thc castings are dropped is cleared before a new cycle commences. Depending on the size of the casting in relation to the cross sectional area of the pit and the support mechanism (commonly a hydraulic ram), 'drops' of up to 15 tons are not uncommon. This method of D.C. casting IS termed vertical D.C. casting and is the one most commonly employed in the aluminium industry.Horizontal casting has come more to the fore in recent years with the casting being extracted from the mould in the horizontal plane and is a truly continuous casting method since flying saws can be simply used to cut the continuously cast shape into required lengths as it emerges from the mould...

"INTRODUCTION In 1990, the uranium production of SDAG Wismut in East Germany was stopped. 45 years of inconsiderate destructive exploitation had scarred both landscape and nature. With the “Wismut law” which came into force in December 1991, the Federal Republic took responsibility of the remediation of the legacies from former uranium ore mining and milling in Saxony and Thuringia. A unique opportunity turned out in order to remove environmental damage, to enhance the life quality of the local population, to shape new landscapes and to advance the economic restart. (1) The results of nearly 25 years of remediation activity are evidence that this opportunity was used at all former SDAG (Sowjetisch-Deutsche Aktien-gesellschaft) Wismut sites. The reference project “Wismut“ has evolved into a joint project of all parties involved and radiates beyond the affected regions. This is particularly reflected by the Know-how transfer starting from Wismut and the increasing activities for third parties abroad.WATER MANAGEMENT AT WISMUT REHABILITATION Within the Wismut project, water management and conventional technical water treatment are by far the most cost-intensive long-term tasks of the remediation programme. Over the medium term, there is no viable alternative to the operation of active systems to catch and treat contaminated mine waters at the Ronneburg, Schlema, Königstein, Pöhla, Seelingstädt and Helmsdorf sites. Based on the status quo, this paper outlines the key issues of the Wismut GmbH water management strategy over the medium and long term. It is focused primarily on achieving protection goals for potentially impacted water bodies in the surroundings of Wismut sites and on optimising associated remediation expenditures as well as on creating the prerequisites for achieving low post-remedial care and maintenance or walk-away system status over the long term. (2) The applied mining practices during the active SDAG Wismut period have not been up to the high standards of modern mining operations and their requirement to leave former production premises and deposited residues in a condition that was not only physically but also chemically stable. Rather the emission of mine and seepage waters laden with high acidity, metal and salt content is a frequent corollary and difficult legacy of historic mining and processing operations (4, 5). As a consequence, the control or mitigation, respectively, of environmental impacts associated with contaminated mine waters ties up enormous public resources worldwide (6, 7)."

The discussion in this paper centres on examples of mining that are drawn mainly from the coal mining industry. The intention is to review the opportunities that exist for incorporating environmental planning into mining industry practice in New Zealand. The coal mining examples serve to make some general points which have some application for many types of mining.

"Vale Long Harbour Processing Plant (LHPP) was designed to process Voisey’s Bay nickel concentrate into finished nickel and associated copper and cobalt products. The plant includes a secondary grinding circuit comprising two Stirred Media Detritors (SMDs) operating in parallel. The ultrafine grinding circuit was designed to process concentrate at a rate of 33 t/h and produce a ground product (P80) of 20 µm to feed the leach circuits. Start-up of the grinding circuit at LHPP was undertaken in December 2014.The objective of this paper will be to describe the design, commissioning, start-up and performance of the secondary grinding circuit with a focus on the two Metso SMD-355-C mills. Following a brief overview of Vale’s LHPP and the SMD technology, the paper will review the design of the SMD secondary grinding circuit from lab tests through to scale-up performance prediction. This will be followed by the results of circuit commissioning outlining some of the issues raised and addressed after which SMD performance will be outlined. Specifically, the SMD circuit grinding performance will be examined since start-up which will include the effect of media size and wear on grinding. Furthermore, impeller wear will be examined by determining initial “shear volume” and worn “shear volume” as well as its effect on mill power and the means to maintain it. The paper closes with a discussion on grinding performance."

Owing to the number of chemical processes now in use for the separation of metals from their ores, and the consequent employment of chemicals at the mine, it is sometimes necessary to be able to produce them on the spot. This particularlyapplies to sulphuric acid which may be required for the manufacture of chlorine and of sulphate of copper, or for the treatment of'sulphides and other purposes. It can be made from brimstone for rather less than £3 per ton, but when delivered to any distance from the works, the cost of packages and other charges would amount to more than the value of the acid.I hope therefore, that to any of the members of the Institute who may find it necessary to make sulphuric acid for their own requirements an outline of the process, and some details of the plant etc may be useful, and perhaps lead to their devising improvements, mechanical or otherwise. Though acid can be made from pyrites in Europe for about 15/- per ton, it is probable that for most metaIIurgical purposes the quantity required. and the uncertainty as to how long it would be needed, would make it advisable to spend as little as possible on plant, and so use brimstone, though more expensive, I have therefore given no details of pyrites burning, which is very fully treated by Prof, Lunge in his work on " Sulphuric Acid and Alkali."

A comparison of microstructures associated with W single-crystal ([001], [011], [111]) rods prior to deformation (as grown), and after quasi-static compression (at a strain rate of ~1/s) by transmission electron microscopy (TEM) shows several orders of magnitude difference in dislocation density. Dislocation substructures were not significantly different amongst the deformed sample orientations. In contrast, [001] W rods penetrated into steel targets, at impact velocities of ~1.3 km/s, exhibited heavy dislocation densities and dynamic recrystallization as very distinct microstructural regimes accommodating the penetration process. Twinning on {112} also occurred as a precursor to, or remnant of, these microstructures near the projectile head. These results suggest that deformation accommodating the extreme strains and strain rates associated with the penetration of a single-crystal rod into a metal target is not adequately represented by conventional deformation

The Bureau of Mines entered into a cooperative agreement with an eastern Kentucky coal mining company to comprehensively redesign the flow of equipment and supplies throughout its underground mines. Items were tracked from delivery to the warehouse and from surface storage areas to their final usage locations underground. Three underground mines were visited, and a great variety of tasks were videotaped for subsequent laboratory analysis. Of particular interest were tasks that required manual handling of the supplies or equipment components. Activities such as handling daily supplies (concrete blocks, rock dust, and cross- beams) and handling or lifting the continuous miner power cable were determined to be the most hazardous. Recommendations to the company included redesigned surface storage areas to facilitate the use of forklift vehicles to load the underground supply cars. Designs were also developed for different mechanical- assist devices to help in unloading the supply cars underground and to handle equipment maintenance tasks underground. Additionally, the videotapes of the underground manual handling tasks became the basis for simulating those activities in controlled laboratory conditions. This testing will contribute to developing guidelines for proper lifting techniques for low-seam coal mines.

"Work in CSIRO with several Australian ores has shown that?by heating a high-phosphorus goethitic iron ore and then leaching with caustic or acid, the phosphorus levels in the ore can be lowered to a commercially acceptable value of around 0.08 weight per cent phosphorus (P). With increasing heating temperatures up to 1300¦C, the extent of phosphorus removal increased. This is considered to be associated with mineralogical changes in the iron oxide phases in the ore during the heating.Little phosphorus was removed from four high-phosphorus goethitic iron ores containing 0.12 - 0.16 weight per cent P in leaches with boiling water. However, leaches with sulfuric acid removed ten to 20 weight per cent of the phosphorus and leaching with sodium hydroxide removed even more phosphorus to produce leach products containing between 0.08 and 0.12 weight per cent P from three of the ores.After heating at 300¦C, leaches at a low pulp density of 0.5 weight per cent solids with 1 - 5 M NaOH and 0.1 - 1 M H2SO4 gave leach products with 0.06 - 0.09 weight per cent P. The lixiviant concentration required and extent of phosphorus removal depended on the ore. At a higher pulp density of 25 weight per cent solids, leach residues with between 0.07 - 0.14 weight per cent P were obtained.More phosphorus was removed from ores heated at 900¦C. Leaches at both the low and high pulp densities, with 1 - 5 M NaOH and 0.1 - 1 M H2SO4, gave leach products with 0.05 - 0.09 weight per cent P. However, the lowest phosphorus levels were obtained after heating the ores at 1200 or 1300¦C and leaching with 1 M NaOH or 0.1 M H2SO4. Leach residues with 0.02 - 0.06 weight per cent P were obtained, even from leaches at the higher pulp density of 25 weight per cent solids. Leaching tests on heated samples under heap leaching conditions at ambient temperatures have shown that phosphorus levels can be reduced to similar levels to that achieved in an agitation leach within ten days.CITATION:Fisher-White, M J, Lovel, R R, Sparrow, G J and Washington, B M, 2013. "At one time the Alaskan Eskimo lived in many small settlements scattered along the Arctic coast. These settlements extended as far south as Bristol Bay and several miles inland on the large rivers. When the white man established trading posts, schools, hospitals, and missions, these people gradually congregated around them in a few large villages. The natural fuel supply near many of the large villages along the Arctic coast became exhausted as a result of the abnormally large influx of people from small outlying settlements.The population of Barrow, Alaska, according to the 1940 census, is 363 persons, but since that time it has increased considerably, and later estimates place the present population between 400 and 500 persons. With the exception of 25 white persons, the entire population is comprised of Eskimos.The government maintains a school, hospital, radio station, and weather station at Barrow. In addition to the government, installations, there is a church, a privately owned trading post, and cooperative store owned by the Eskimos.For many years the Barrow Eskimos depended on driftwood and petroleum residue from Cape Simpson for their fuel supply. This fuel provided not only warmth for the Eskimo during the long cold winters but also heat for melting ice, the only source of 'water during .the winter. In recent years the sources of petroleum residue and driftwood have not been adequate to meet the demands for fuel During the winter of 1942-43 and again in 1943-44, Barrow experienced an acute shortage of fuel.The fuel problem at Barrow was brought to the attention of Governor Ernest E. Gruening, who was instrumental in getting a Bureau of Mines engineer4/ to investigate reported coal occurrences in the vicinity. Coal deposits along the Meade River and at Peard Bay were examined during the spring and fall of 1943. The Alaska Native Service shipped in mining equipment in September 1943 and commenced stripping an open-pit mine on the Meade River in June 1944. In conjunction with this work, an engineer5/ of the Bureau explored by churn drilling to determine the tonnage of- coal in the vicinity of the mine. In addition to this work, the Bureau of mines examined coal deposits in Peard Bay area and along the Kuk River south of Wainwright."

On-line monitoring of low rank coal quality during input to a process has the potential to provide benefits through: ò anticipation of coal quality variations prior to utilisation; ò provision of a tool to help determine the influence of coal quality on process behaviour, and ò provide a direct measure of coal quality for pricing. Moisture and ash are the two most significant coal quality parameters for combustion. They determine the energy content which can be derived from the coal and the problems arising from the presence of ash in the process (eg ash fouling, corrosion, erosion, particulate emissions and ash disposal). Extensive pilot-scale testing and full-scale experience has shown that specific coal/ash constituents (eg Na2O/ash ratio, acid-soluble aluminium, silica, sulphur contents, etc) are also important for the behaviour of Latrobe Valley brown coal during combustion, ash formation, deposition and removal of ash in precipitators and furnace ash hoppers. This paper discusses the range of on-line analysis techniques which have been investigated and their application to low rank coal analysis. Preliminary results from a joint SECV/CSIRO project which aims to develop two separate advanced instrument systems are also presented. These systems are based on: ò microwave attenuation and phase shift - for direct determination of moisture content; and ò inelastic neutron scattering - to provide total hydrogen, carbon, chlorine and ash contents, with potential for calculation of moisture content, specific energy, sodium content and Na20/ash ratio using correlations.

Magnesite-rich and dolomite-rich ores from the Savage River region of Tasmania are being considered as potential feed material for a commercial process for production of magnesia.Two selected samples have been characterized by chemical analysis, X-ray diffraction, and differential thermal and thermogravimetric analysis. The materials differ in calcination behaviour, with magnesite decomposing at a significantly lower temperature than dolomite. Calcination conditions have a marked effect on the rate and percentage of magnesium dissolved as the bicarbonate when slurries of the calcine are leached with carbon dioxide. From a process point of view, the feed should have the highest possible magnesite/dolomite ratio, while the optimum calcination conditions are determined by the behaviour of the magnesite component of the feed.From batch calcination tests, it is apparent that the optimum calcination conditions for magnesite-rich ore are a temperature in the vicinity of 700°C and a calcination time of one hour.

Diesel powered equipment has been operated in underground coal fir mare than 50 years. According to the Mine Safety and Health Administration (MSHA), there are approximately 3,000 diesel units operating in underground coal mines in the United States. This number is expected to reach 5,000 diesel units in 250 coal mines by the year 2000. Also, there are approximately 5,000 diesel units operating in metal/nonmetal mines such as trine, potash and salt mines: and more than 3,000 diesel units operating in Canada. This increased popularity of diesel powered equipment over trolley wire, electric trailing cable or battery powered equipment is because of improved safety, greater mobility, higher productivity and increased power of diesel equipment. The operation if diesel powered equipment is not without challenges. Diesel engines generate exhaust emissions, in particular carbon monoxide, oxides of nitrogen, sulfur dioxide, unburned hydrocarbons, and diesel particulate matter that must be maintained at safe levels. The chief method to control ambient exposure has been dilution by ventilation. A new concept to ensure continued safe ambient emissions levels from diesel equipment in underground mines is the EMISSIONS MANAGEMENT PROGRAM™. The program encompasses all factors that will influence diesel emissions. By ESTABLISHING low tailpipe emissions through technology, such as clean engines, clean fuel selection, exhaust aftertreatment devices and filtration of the exhaust gases via the Dry System ™, this program ensures that the baseline emissions are at their lowest technically feasible concentrations. The DST Dry System™ exhaust conditioner reduces DPM by over 98%, as demonstrated through laboratory research at the West Virginia University. Carbon monoxide and hydrocarbon emissions and odor are similarly reduced. MAINTAINING these low emissions requires an expanded training program for operators and mechanics, onboard feed-back devices and a maintenance program with special focus on events and faults that can alter emissions. Finally, an on-board emissions sampling system allows the mechanic to VERIFY emissions levels and help diagnose engine faults. If the tailpipe emissions fall outside an established limit for a particular equipment, corrective actions will be initiated.

"The inert anode is a key enabling technology for dramatic energy and emissions reduction in extractive metallurgy. In molten salts, the materials challenge is nearly insurmountable: the anode must conduct electrons at high temperature in a pure oxygen and molten salt environment. A solid electrolyte, e.g. zirconia, between the salt and anode removes the molten salt stability constraint, and can act as a container for a liquid metal anode. This can be liquid silver for oxygen-generating inert anodes, or several metals for natural gas-fueled anodes; it is possible to switch between these modes. The solid electrolyte brings several other benefits: it eliminates molten salt contamination of the anode gas, creates a reducing environment enabling low-cost steel vessels, increases current efficiency, and eliminates carbon contamination of the product. New developments presented here, including current collector and low-cost anode designs, amplify these benefits for producing aluminum, magnesium, rare-earths, and other metals.IntroductionReactive metals such as magnesium, aluminum and rare-earths play increasing roles in efficient transportation and clean energy. In response to new fuel economy standards, automotive OEMs are planning large increases in use of aluminum and magnesium to reduce vehicle weight. Rareearth permanent magnet motors and generators exhibit better power-to-weight and efficiency than induction motors and other designs, making this today's primary motor technology for hybrid and electric vehicles, and for wind turbines. Nickel metal hydride (NiMH) batteries with lanthanum are dominant in hybrids. In 2011, transportation comprised 28.6 out of 103.1 EJ of US energy consumption [1] and 1,845 out of 5,471 million metric tonnes (MMT = 109 kg) CO2e of US greenhouse gas (GHG) emissions [1], creating big targets for economy-wide reductions.Unfortunately processes for making reactive metals for these applications are very inefficient and heavily-polluting. In primary aluminum production, Hall-Heroult cell electricity use [2] is more than double the reaction enthalpy due to heat losses through frozen cryolite side-walls and anode gases, graphite anode plants add significant energy use and GHG emissions [2] (see Table 1). Magnesium is even worse: silicothermic reduction by the Pidgeon process in China produces about 85% of the world's magnesium using coal or coke gas [3]. Chloride electrolysis begins with high-purity MgO and requires carbochlorination or hydrochlorination and costly chloride dehydration [4]—rendered unnecessary for aluminum by the Hall-Heroult cell. Production of neodymium and lanthanum with graphite anodes leads to inconsistent carbon content: small cells make 1 kg batches for analysis, sorting and sale by carbon content, with very high labor and analysis costs. And vertical electrodes give no incentive to reduce anode effect: some reports indicate that China's rare-earth metal industry emits more CF4 and C2F6—with global warming potential (GWP) 6500 and 9200 times CO2 respectively—than China's aluminum industry [5]."

Flat jack stress determinations in selected colliery roadways have revealed a range of measured stress from 330 lb/sq. in. tension to 3,750 lb/sq. in. compression. Photoelastic examination of loaded plastic and actual rock model mine openings has shown that the primary horizontal stress required to attain these measured stresses would be from one to three times the superincumbent vertical load.Examination of roof movement with a borehole extensometer and a series of anchors at various horizons to 30 feet in a vertical roof borehole showed that when a standing face was advanced the roof movement was practically confined to the lower two feet. The majority of this movement occurred during the 36 hours after mining at this face commenced.The use of a radioactive isotope and a scintillation counter in a pair of parallel boreholes is a sensitive and accurate method of roof bedding plane crack detection.INTRODUCTIONA knowledge of strata stresses is required to understand the deformation of an underground opening and, in particular, the roof behaviour. It is the aim of investigations currently being conducted by Australian Coal Association (Research) Ltd. to determine the stress existing around mine openings and the location and magnitude of roof movement.STRATA PRESSURE MEASUREMENTMost measurements of strata stress are performed at the surface of underground openings and the majority measure the change of strain resulting from stress relief. The accuracy of the measured value of stress depends upon knowledge of the rock modulus of elasticity. The flat jack method has the advantage that strain relief is restored by a measured stress applied directly by the jack. The rock modulus of elasticity can also be determined.

As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...".
