Well planned and executed environmental management plans can reduce life-of-mine operating costs and the need to deal with major environmental issues at the time of mine closure. With proper planning during the exploration, feasibility and execution phases of a project, final closure costs can be reduced. The reduction of closure costs should be considered during exploration and initial feasibility studies and when process facilities, waste rock dumps and tailings impoundments are designed. During the mining of the resource, closure cost reduction will depend on effective and efficient environmental management plans for ongoing land clearance, segregation of mine waste materials, management of mine site water and workshop wastewaters, and the establishment of progressive rehabilitation strategies. These issues are the responsibility of planning, production, technical support and maintenance personnel at an operating site. The successful implementation of environmental plans will ensure that all impacts are reduced and that closure issues with major cost implications are addressed prior to closure of the mine.

The Estonia Mine, operated by Eesti Energia Kaevandused AS (EEK), the mining division of the Estonian Government's energy company, Eesti Energia AS, is a large room and pillar mine located in Eastern Estonia. It supplied approximately 4.9 Mt/a of oil shale in financial year ending 2010, which is used for electricity and shale oil generation. Due to the Estonian climate and the power station's need for a dry product, Estonia Mine has developed a planning system where short-term demands of the power stations dictate the schedule. Such an arrangement requires maximising flexibility and consequently the mine only operated for 199 days in 2010.The footprint plays a key role in achieving mass mining rates as the 12 km + 12 km lease area allows the mine to split into mining districts that act independently of each other and maximise the number of work areas available. Coupled with this, the geology of the mine is relatively homogenous over the mining lease, simplifying the mine design and production methods.During the last five years, EEK has commissioned a comprehensive conveyor network. Consequently, material handling only requires loaders to dump oil shale direct from the production face onto a chain conveyor that feeds the conveyor network that ultimately supplies the enrichment plant. Dewatering is also of critical importance, with 90 Mm3 of water discharged annually. EEK uses large trenches up to 3.5 m deep and 1.2 m wide to channel groundwater. Track mounted mechanical saws are used to cut slots in the floor, to control overbreak in blasting these trenches.EEK has introduced Salzgitter Machinenbau GB 280S auger drills that drill three 280 mm diameter holes simultaneously. This has improved void hole drilling times and reduced the drilling required for each face, reducing the overall production cycle time. Blasting activities have also been decoupled from other mining activities negating the need for firing times through the use of small independent firings, required to control vibrations.

The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research to evaluate and improve remote mine seal construction technology for mine fire control and suppression. The main focus of this work is to develop reliable technology that will remotely seal a mine opening from floor-to-roof and rib-to-rib. NIOSH, in partnership with Strata Mine Services Inc.1, is evaluating the capability of a two-component phenolic foam-based product, called Rocsil®1, that is intended for cavity filling, air and gas sealing, and consolidation of highly fractured strata. Rocsil® can be rapidly applied, has a quick cure time, a high expansion rate, good compressive resistance and excellent anti-static properties. When the resin and catalyst are mixed, an immediate foaming reaction occurs followed by rapid expansion up to 30 times the original volume. By virtue of its fire-resistance properties, Rocsil® foam has application for sealing underground mine areas undergoing heating from spontaneous combustion and it could be useful for remote mine seal construction to aid in mine fire control and suppression. This paper presents an overview of remote mine sealing technology, introduces the use of Rocsil® foam for remote mine seal installations, offers a case study of the use of this rigid foam material to remotely construct a temporary in-mine seal and discusses technology improvements. Flinders Mines is an iron ore explorer and developer with a tenement package located in the Hamersley Ranges region of Western Australia, approximately 70 km north of Tom Price. Exploration over the past five years has identified a Global Resource in excess of 900 Mt at a grade of 55.2 per cent Fe (+50 per cent Fe cut-off). This resource is spread across multiple deposits and has been divided into a number of mineralisation type domains. These domains are comprised of transported hematite rich detrital iron deposits (DID) and goethite dominant channel iron deposits (CID) as well as in situ bedded iron deposits (BID). The BID at PIOP is low in alumina and silica with a high calcined iron content making it an attractive exploration target. BID exploration techniques include a combination of mapping, structural analysis, downhole gamma logging and 3D geological modelling. Relationships identified between existing BID mineralisation, geology and structure has aided in targeting additional mineralisation across the tenement and highlighted other previously untested areas that warrant further investigation.CITATION:Tylkowski, L N, Corlis, N J, McDonald, G D, Petts, A E, Jennings, M F and Thomas, B J, 2013. The State of California has instrumented numerous buildings, bridges, and dams throughout the state with earthquake recording devices. These accelerometers are strategically placed to measure the response of the structure to a specific seismic event. This comprehensive program enlightens the field of seismic engineering after each earthquake. The Office of Strong Motion Studies, California Strong Motion Instrumentation Program, a sub-branch of the Division of Mines and Geology, provides a professional service unequalled in the world. Within hours of a local earthquake, a preliminary report with the epicenter / hypocenter, structural damage, and time history records are available to all interested parties. The included partial report in the appendix, see section 5.1, is one of the reports that C.S.M.I.P. produced after the Loma Prieta Earthquake of October 17,1989. The diagram on the cover is even of interest. This is a small portion of San Francisco. The values on the diagram are the recorded maximum horizontal ground accelerations at that location in the city. For example, the acceleration at Yerba Buena Island was 0.06g. (The "g" refers to the acceleration of gravity. Thus, a 0.06g acceleration refers to the force, F=m*a, that the structure would experience. For this case, the force would be six percent, 6 % , of the mass of the structure.) Yet, directly on the other side of the Bay Bridge, at Treasure Island, the acceleration was 0.16g. Yerba Buena Island is a natural island composed of hard granular material. Whereas, Treasure Island is a man-made island of imported filled. Here one can see the absorption / transmission difference between hard material, which interact with short seismic wavelengths, and soft cohesive material, which interact with long seismic wavelengths.

The usefulness of laboratory studies - petrology and mineragraphy in the search for, and investigation of, mineral deposits should not be exaggerated, but it should not be overlooked, because such studies will always contribute to an understanding of the geology of the deposits, and can on occasions provide invaluable information not otherwise available. A few examples furnished by the investigations of the Mineragraphic Section of the Commonwealth Scientific and Industrial Research Organisation will show this.Petrology.In the early stages of the investigation of the King Island scheelite deposit, during the war, when the nature of, the deposit was not understood, a series of samples embodying the exposed rock types was submitted to the Mineragrap;hic Section for petrologicalexamination by the Mineral Resources Survey. It was at once apparent to the petrologist that the King Island scheelite ore was a contact metamorphic deposit, in which a series of argillaceous shales, calcareous shales, impure limestones and limestones had beenintensely metamorphosed. The shales had been converted to finegrained biotite and actinolite hornfels, according to their lime content, and the impure limestones to fine-grained diopside hornfels, garnetdiopside hornfels and garnet hornfels (calc-flint), the garnet being the lime variety grossularite. The limestones, however, after being first converted to marbles, had suffered intense pyrometasomatism, involving substitution of immense quantities ,of silica and' iron for lime and carbonate, and had been converted largely to a coarsegrained garnet rock, in which the garnet was the lime-iron variety, andradite. The silica and iron were derived from the mineralising solutions of the adja,cent ,granite. intrusion, responsible for the contact metamorphism, and were accompanied by tungsten and some molybdenum. The tungsten in the presence of so much mobile lime, was precipitated as schecelite, much of it finegrained and enclosed in or intergrown, with the andradite garnet or the quartz interstitial to the garnet.It was apparent that the King Island scheelite deposit, was a perfect example of selective pyrometallomatic replacement in a bedded contact metamorphic deposit. The bedded nature of the original rocks was preserved, and the scheelite was practically limited to the original limestone beds, 'Which had been so much more susceptible to replacement after recrystallization, than the other sediments. The further geological study of the deposit then resolved itself into the task of mapping the folding and faulting of the deposit, with bore cores to provide the stratigraphic sequence, and establish the number of scheelite-bearing beds.A second example is provided by a petrological investigation of the mineral composition and genesis of the talc deposits of the Gumeracha district of South Austral.ia, which was undertaken at the request of the South Australian ,Mines Department, in conjunctionwith mapping of these deposits. This paper is concerned with a study on the floor heaving in the transport road of the GLI Omerler Colliery in Tuncbilek-Turkey. This gallery has been opened at the depth of 200 m through the formation of marl in 4.6 m width and 3.5 m height in cross section. Floor heaving occurred up to 70 cm in height in maximum and caused severe problems in railway and band-conveyor transportation in the main road. In addition; after the current panel mined out, the shield support units could not be transferred to the new panel because of the deformation of roadway cross-section. The I-profile steel arch supports also sank into the weak floor rock. This situation has been studied by numerical analysis using the FLAC3Dfinite difference program in order to investigate the rock mass behaviour around the opening. The obtained outputs of the numerical model have showed consistency with the amount of floor heaving in the gallery at 200 m depth. A new gallery has been driven at the depth of 115 m and M4 longwall panel has just been taken to production. So as not to encounter with the same problems at 200 m depth, especially longwall face moving problem, various numerical models have been studied in order to keep the floor heaving in the acceptable limits required to move shield support units. Property sales and acquisition are prominent features of today's coal industry. Before selling or buying a site, a company must know the property's economic net worth. Any evaluation of economic net worth would be inadequate if determinations of a property's environmental liabilities and costs were omitted. Short-term and long-term costs can result from liabilities related to reclamation, water treatment, subsidence, and hazardous waste disposal. A structured, interdisciplinary approach can aid in the delineation, summation, and scheduling of these costs and liabilities.

The number of persons fatally injured in the California petroleum industry in 1932 was 24, a decrease of 6, or 20 percent from the number killed in 1931. The decrease in the number of fatalities occurring in 1932 caused the fatality curve of the California petroleum industry to reach its lowest point in 10 years. Changing conditions in the oil industry - reduced personnel, decreased active field development, and curtailed production - have undoubtedly caused a part of this decrease, but continued accident-prevention efforts by the industry have also contributed to the reduction in the number of fatalities for 1932. The Bureau of Mines has analyzed and reported annually the fatalities in the California petroleum industry for a period of 10 years. Figure 1 shows the trend of fatal accidents during that period. Fatality statistics for 1932 show that the drilling and producing, pipe line and transportation, and refining and natural gasoline divisions of the industry had fewer accidents in 1932 than in 1931, sales and marketing being the only division that showed an increase over 1931. The number of fatalities by divisions for 1931 and 1932, percent of total, and percentages of increase and decrease are given in Table 1.

"The traditional metallurgical scale-up techniques for flotation plants are based on lumped flotation rate constants, dimensionless hydrodynamic numbers and the use of safety factors. Once the plant has been designed, the flotation principles that govern scale-up play almost no role in the optimisation of the circuit to meet its metallurgical targets. This deficiency can potentially lead to a plant design incapable of meeting its targets, especially when circuits incorporate large flotation cells. This paper demonstrates the application of the k = PSbRf model in providing a suitable framework for flotation modelling, scale-up and circuit optimisation, thus presenting an integrated approach to the problem. Studies were conducted at Teck Cominco’s Red Dog concentrator to characterise cell hydrodynamics, gas dispersion properties, fioth flow behaviour, entrainment and ore floatability to obtain the key data necessary to develop a model for the flotation circuit. The findings of these studies are presented in this paper, which provide valuable insights into the modelling and optimisation of the Red Dog flotation circuit.INTRODUCTIONThe traditional methodology for flotation scale-up and plant design is based on the rule-of-thumb with safety factors, dimensionless hydrodynamic group similitude considerations, etc. With the recent trend towards larger flotation cells with volumes of 150 m3 and greater in concentrators, the problem of scale-up has become even more acute. The scale-up factors that may have been tolerated on smaller cells are not applicable to larger cells. The transportation of froth in these large cells adds further complexity to the problem. Arbiter et al. (1980) foresaw this problem and pointed out that if scale-up were attempted by rule-of-thumb and trial-and-error, then the probability of failure would increase with scale. This problem is confounded by the fact that the design and scale-up considerations used for a new flotation circuit play almost no role in optimisation of the circuit to meet its metallurgical target. This results in a plant design incapable of meeting its metallurgical targets. There have been several instances where new concentrators have required significant circuit modifications and additional capacity to achieve design targets."

A paper was presented by Bateman Minerals and Metals at INFACONX (2004) describing a simplified Computational Fluid Dynamics (CFD) Model for predicting the temperature and velocity distributions in all the fluid zones of a single electrode DC Furnace simultaneously with the temperature distributions in the refractory lining of the vessel. The boundary conditions imposed on the model consisted of the arc current, external surface film coefficients and ambient temperatures. The temperature and velocity distributions in the free-board, slag and metal were solved simultaneously by coupling across the interfaces between the fluids and transportation phenomena developing in the plasma arc. A simplified model was used to describe the ex-change of energy by radiation between the arc and surfaces enclosing the freeboard region. The strengths of this model were reported as being the ability to: ?Solve the different zones and transportation phenomena simultaneously without the need to transfer partial numerical results between different numerical analysis applications. ?Solve velocity and temperature distributions without assumptions regarding internal film coefficients and additional internal temperature boundary conditions. One of the disadvantages of the model was that the energy absorbed by the process was not modelled, resulting in vessel performance predictions under heat loss conditions only. Whilst this allowed potential problem areas such as localized refractory heating to be identified, the model was only capable of predicting how these could be improved by varying the overall geometry and materials of construction. This paper presents improvements in the application software and user defined subroutines of the model as follows: ?Incorporation of surface to gas, gas to gas and gas to surface radiation models to improve the accuracy of radiative heat transfer mechanisms within the freeboard. ?Incorporation of a process energy absorption model based on a theoretical temperature dependant enthalpy curve which incorporates melting, smelting and superheating in selected areas of the bath. This enables the effect of feed distribution and power to feed ratio changes to be estimated. The effects of a commercial arc at full power on the freeboard and slag can now be simulated with increased accuracy.

"This paper suggests that with the settlement of long-term contracts of fifteen years' duration, with prospects of extension, the coal mining industry has, for the first time, a complete commercial justification for large-scale planning.The labour costs of coal production over past years are analyzed and, with the acceptance of the premise that the basic shift rates are certain to rise in the years to come, the paper suggests that forward planning should provide &r capital investment to make a traditionally labour-dense industry into a capital-dense industry.Automated methods of manpower deployment and timekeeping and the monitoring of all equipment back to a central control point are discussed as ail-important means of obtaining maximum utilization of high-cost capital investment.Principles of payment of the work-force, and the utilization of equipment 24 hours a day, seven days a week and the maximum number of days a year, are dealt with as means of achieving maximum capital utilization. Some of the new technical underground and coal preparation problems which will undoubtedly result from the concentration of workings and maximum machine utilization are discussed, and the author makes suggestions as to how these might be solved.In short, the author predicts that if the coal mining industry is prepared to recognize the problems and invest in modern equipment backed by highly trained staff. then the outcome will justify the high capital investment involved. He stresses the importance of human communications in achieving this end."

The WEMCO Heavy Media Drum Separator was first introduced by WEMCO in California in the 1940`s, initially from their base in San Francisco and later when the company moved to Sacramento. The WEMCO Company became a part of EIMCO Process Equipment in 1985, and in 2002 EIMCO became a part of the GL&V Group when Dorr-Oliver EIMCO was created. Throughout this period of time the WEMCO Drum has been installed on a variety of different applications and is now operating at the heart of many of the world?s largest Minerals and Coal Processing Plants, as well as being used by many smaller producers and metal re-cycling operations. This paper looks at the practical aspects of using WEMCO Drums in a representative range of processing applications.

Oceanic subduction-related volcanic frontal arcs extend over 20 000 km within the western Pacific basin and over 21 500 km worldwide, yet they remain largely unexplored with respect to active seafloor mineralization. Systematic exploration of 26 major submarine volcanoes along ~840 km of the Kermadec arc northeast of New Zealand has documented ten (39 per cent) as being hydrothermally active. This frequency of venting is comparable to that on slow-to-moderate rate spreading mid-ocean ridges, which comprise ~80 per cent of the 60 000 km-long global system of spreading centers. The chemistry of fluids discharged from the Kermadec arc volcanoes is moderated by magmatic components in both the gaseous (CO2 + SO2-H2S) and liquid (Fe) phases at very high concentration.The high frequency of venting coupled with chemically rich discharge discovered during this first systematic survey of any arc system forecasts submarine arcs as being important sources of chemicals to the oceans and as potentially lucrative exploration sites for seafloor mineralization. The exploration protocols developed during these surveys include bathymetric mapping of mostly unknown volcanic edifices, followed by detailed water column profiling and sampling to detect and characterize volcanic fluid emission signatures. These procedures are being refined as the survey progresses, both for efficiency and as direct seafloor observations become available for predictive application of water column plume information to guide seafloor mineral exploration.

Controlling coal mine roofs subjected to high-horizontal stress conditions has always been difficult and uncertain. Traditional supports such as wooden cribs and posts, concrete donut cribs, and standing supports collapse and fail when the roof and floor move horizontally as mining progresses. The former U.S. Bureau of Mines (USBM) (currently the U.S. Department of Energy (DOE)), in cooperation with Western Fuels-Utah, Incorporated, conducted research to provide an alternative for traditional secondary support systems in a 3-entry gate road system subjected to high horizontal movements. The support system used in several other coal mine operations, consisted of internal high-strength galvanized resin-grouted cable supports. The system virtually eliminates the necessity for external crib, timber, or concrete supports. The support system consisted of 2.4 m (8 ft) full-column resin grouted bolts and 4.8 m (16 ft) long cable supports installed in conjunction with wire mesh and "Monster-Mats." Cable loading and roof deformations were monitored to evaluate the behavior of the immediate and main roofs during first and second panel extractions. Additionally, cable trusses were installed on the longwall headgate to protect the coal conveyance system from roof and pillar falls created by the formation of cutters and gutters. The test results indicated that the designed support system successfully maintained the roof during the extraction of two longwall panels and dramatically reduced the cost of secondary support. This paper describes the theory of high-horizontal roof movements, the advantages of vertical cable supports and cable trusses, and presents the roof and cable measurements made to assess the support performance during longwall retreat mining.

The excavation-induced stresses transferred from the panels or pillars in upper coal seams play a key role in the occurrence of rockbursts in driving roadways during close-distance coal seam mining, which has become a common problem and threat to many underground mines. The authors established a 3D finite-difference numerical model via FLAC3D software using the closedistance coal seam mining conditions in the Zofiówka Mine as a case example to reveal the rockburst mechanism in such conditions. The excavation-induced vertical stresses are analyzed, which provides a basis to build a conceptual model to explain the possible source mechanism of the rockburst under such conditions. Nine typical rockburst indicators considering different contributing factors are then selected as the evaluation criteria to assess rockburst potential in the study site. The results suggest that the superposition of multiple excavation-induced stresses of the main drift and tailgate provides an environment for stress concentration and energy accumulation. The side abutment stress induced by mining in the upper coal seam has a “strengthening” effect to the rockburst occurrence. The great deviatoric stress induced by complex excavating situations is another important exterior cause. A strict calibration procedure should be implemented before using indicators to predict rockburst potential. A methodology was proposed to estimate the location and magnitude of rockbursts combined with numerical modeling, laboratory tests, and feedbacks from the field. The study could provide some references and guidelines for preventing and mitigating rockbursts in underground mines under similar engineering conditions.

Treatment of Gold-Bearing Oxide High-Clayish Ores The analysis of modern state of treatment technologies of gold-bearing oxide high-clayish ores showed that the main method applied both in Russia and abroad is sorption leaching and heap leaching with preliminary granulating. The use of any of these processes depends on many factors including average gold grade, site and area of a deposit, clay content and etc. The two processes are often used at the same deposit. In this case, rich ores are treated according to a plant technology, poor ores and ores with cut-off grade are treated with heap leaching. Both technologies possess their own advantages and disadvantages. A plant technology is characterised by high recovery with higher capital and operating costs at the same time. Lower recovery during heap leaching can be attributed to an unstable quality of ore granulating due to both technological and weather conditions. In case of poor high-clayish ores, the use of a combined ore treatment is possible and profitable. It includes the ore disintegration and a clayish fraction treatment by using a heap leaching. In this case, capital and operating costs reduce in comparison with a plant technology and the recovery increases in comparison with heap leaching. Sometimes it reaches a plant recovery. These ores possess special features. As a rule, gold is associated with ore fraction, so it liberates readily from the association with ore ore-forming minerals even with relatively coarse grinding explain their high solution velocity in a hydrometallurgical cycle. Clayish ores are characterised by high sorption activity to gold cyanide complexes as well as extremely low velocity of filtration and thickening of slimic pulps at the same time. The paper describes the options of oxidised high-clayish ores treatment, such as, a plant technology (PIP and CIP process), heap leaching and a combined technology (disintegration, heap leaching of a crystalline fraction and sorption cyanidation). The obtained results were used when selecting a treatment technology and during construction of a plant for oxidised high-clayish ores treatment.

The H-3 Project is planning, design, and construction of a 10-mile (16 km)-long final segment of new highway that traverses the Koolau mountain range in Oahu. Interstate H-3 traverses North Halawa Valley on one side of the Koolau Mountains and Haiku Valley on the other side. The project includes a tunnel through the mountain range. The one-mile (1.6 km)-long twin-bore Trans-Koolau Tunnel will have two lanes in each direction. The total roadway width including shoulders in each bore will be 38 ft (11.6 m). The geologic and geohydrologic conditions along the alignment present a variety of tunneling problems. Geologic conditions consist of volcanic materials deposited generally in fairly thin basaltic layers. These volcanic materials generally weather down to "MH" soils which are compressible but relatively strong. Perched ground water that is recharged by heavy rainfall is present in the mountains. The paper presents results of initial geologic surveys and exploratory boring, and plans for exploratory tunneling and testing programs. A site specific classification method developed to characterize the weathered profile is presented.
