"Regardless of orebody value, at some stage, the pit will reach a depth where the reward for mining wider and/or deeper is not justified by the anticipated returns. ‘Last-blast’ strategies may help to some degree in recovering additional quantities of the resource but when a pit remains, there is often significant value left in the ground. In addition, in many cases, one or many good reasons may dictate why going underground and pursuing the orebody below the pit is also not justifiable. Whereas the company can hopefully move on to other more prospective parts of the orebody, the remaining options for the pit are usually very limited. Typically the pit is either held for potentially more favourable future pit expansion opportunities or it could be used for an alternative purpose, such as tailings or waste storage. This paper will present an alternative option that involves the direct extraction of values using in situ recovery (ISR) methods to recover additional value metals from the walls and/or floor of the pit. ISR involves circulating a fluid through the remaining orebody, solubilising the target metal and subsequently returning the solution to the surface for metal recovery. ISR is not the panacea to all but it has been employed selectively in the minerals industry for some time and the production of metals, such as uranium, rely heavily on this approach. ISR is not yet considered by many operators as an approach to compete with open pit or underground mining, largely because of the perceived limitations of this approach and the perceptions of risk. Rapid recent development of tools and enabling technologies relevant to ISR have made us reconsider the most economic approach to extracting many other metals from known mineral systems, even those currently listed as subeconomic. We suggest that ISR has the potential to make mine operators rethink the end of the pit life and adopt an innovative ISR approach to work toward a more complete recovery of value metals from existing pits.Citation:Kuhar, L L and Robinson, D J, 2016. The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.

Pre-support measures for urban tunneling have seen a substantial development in the recent past. Ground improvement techniques, pipe-arch and spiling methods now allow for non-disruptive tunneling at very shallow depths under sensitive structures, rail tracks and roadways. The paper presents experience gained on national and international projects built over the past decade that represent case histories and therefore may be used as guidance for the development of similar solutions for future tunneling projects at shallow depths. Reference projects include tunnels for the Washington, DC Metro, London Underground, Dulles Inter-national Airport, Busway tunnels in Boston and the Ft. Canning Tunnel in Singapore.

Sunshine Mining Co.'s Kellogg operation is the primary silver producer in the US. Maintaining a comfortable working environment in this deep underground mine historically has been a complex and costly problem. To improve the ventilation and cooling systems at a time of declining and un-certain silver markets, it was proposed to optimize the performance of existing facilities at minimum cost. This paper discusses a two-year, $400,000 optimization program that resulted in increased total mine airflow, cooler ambient temperatures, reduced compressed air usage, and lower energy consumption by primary fans, air compressors, and refrigeration plants. This saved the company about $650,000 per year.

DELEGATES from 26 Local Sections and- Divisions of the Institute had three stimulating sessions during the Annual Meeting, a few topics still remaining to be discussed after the two Monday sessions.. The final session was held on Thursday morning. An abstract of the discussion will be transmitted to each delegate present. The topics included: Student relations. Section operation, membership, employment, MINING AND METALLURGY, a new nonmetallic minerals Division. licensing of engineers, and increased allotments of money to Local Sections. Some of the Sections felt that the present limit of $250 allotted to them - from the national treasury was insufficient to carry on their activities, and that this maximum should he increased. A resolution to this effect was passed for transmission to the Board of Directors.

The last 25 years have seen rapid expansion in the use of helical screw pile foundations and tiebacks for new and retrofit construction of buildings and earth retention structures. An estimated $100 million was spent in 2002 on helical foundations and tiebacks in the United States alone. While design information is available in the literature, information regarding quality control, inspection and performance monitoring is lacking. Recognition of at least one manufacturer's helical foundation material by the Uniform Building Code, Standard Building Code, and BOCA (all three codes now combined into the ICC International Building Code) has given added urgency to the dissemination of reliable and practical quality control, inspection and performance monitoring procedures. This paper describes a set of such procedures that have been followed for 17 years by engineers experienced in the industry who have directly installed or been involved in the installation of over 140,000 helical foundations and tiebacks in divers soil conditions for various types of structures, including earth retention structures. Topics covered include design responsibility, building code listings and requirements, manufacturer ISO certification, manufacturing process, material and installation specifications, installation contractor certification, field placement, installation procedures, field inspection, building code inspection and performance monitoring. The paper concludes with a step by step example of practical quality control, inspection and performance monitoring procedures on a typical helical foundation project.

Inn mining communities throughout the western United States, cows have always been part of the landscape as they graze on surrounding rangelands. Until recently, mining companies regarded these animals as something to be kept off their properties — especially any freshly reclaimed lands. During the last few years, though, this situation has begun to change. Today, cattle can be seen in a handful of mine settings, moving up and down the slopes of mine tailings and waste rock. These animals are being used by several companies to do some of the reclamation work once performed by large earth-moving equipment, mechanical spreaders, rippers and seed drillers. This is because cows can contour slopes more naturally and produce and spread soil nutrients in ways that tractors and ripping machines cannot.

The new Cooper River Bridge will replace two existing bridges along U.S. Highway 17. The cable-stayed bridge will be one of the largest in the U.S and will connect the City of Charleston and the town of Mount Pleasant, South Carolina. The 1,546-foot long main span over Cooper River is supported by two diamond-shaped towers and will allow for 1000-foot wide navigation channel. The Charleston high-level approach is approximately 4351-foot long and will provide 250-foot wide navigation channel over Town Creek, while the Mount Pleasant high-level approach is 2090-foot long. Due to the high seismicity in the region, potential vessel impact, and hurricanes, large lateral loads are expected. Among various types of foundations, 10-foot diameter drilled shafts were selected for their high capacity against lateral loading. The shafts are founded on a stiff to very stiff lightly cemented calcareous sandy clay or sandy silt layer, called Cooper Marl, which underlies coastal sediments of interbedded clays and sands. The main towers will be supported on a group of 11 shafts and protected from ship collision by a rock island. The High Level Approach piers will be supported on a pair of 2 shafts. The shaft tip elevation is up to 230 feet below water line. An elaborate geotechnical investigation has been conducted on the site including a load test program on full-scale shafts under axial and lateral loads. The results of the tests were used to calibrate the lateral and axial soil resistance. The objective of this paper is to present the different aspects of the bridge foundation design.

"How Wall Street Darling Molycorp Undermined the U.S. Economy, Degraded our National Security and Distorted the Global Economic Balance and How These Falsehoods Continue to be Promoted Even Today INTRODUCTION & SUMMARY In 2007 the Molycorp Mountain Pass rare earth mine was resurrected from its desert-grave in California by its then-owner Chevron Mining. Responding to elevated rare earth prices Chevron began processing on-site rare earth concentrates left over from past mining operations that were terminated in 1998i. Chinese demand had sparked what was being described as a commodities super-cycleii. Commodity prices were on the move. Wall Street smelled opportunity. In 2008 Goldman Sachs, Pegasus Partners, Resource Capital Funds, Traxys North America LLC and Carint Group LLC acquired the mining assets from Chevron. In an environment of ever-declining ethical standards and regulatory consequences the private capital group and their investment bankers would bring Molycorp to market. Molycorp, with its high powered investment banking team of Morgan Stanley and J.P. Morganiii, easily dominated the contest. Molycorp promoted itself, largely based on its past operating history and proven reserves, as the best company to challenge China’s monopoly control over the production of rare earths: a group of elements critical to most advanced technologies and U.S. defense systemsiv. Most of Wall Street’s hottest investment sectors were dependent on these materials: alternative energy, green technologies, computing, personal communications, advanced electronics and defense systems. By late 2010 there were dozens of prospective rare earth start-up ‘mining companies’ seeking capital. Eventually the number of prospective rare earth mining companies seeking capital exceeded 400, despite the reality that supply requirements of this market were disproportionally small when compared to other natural resource sectorsv. In the world of finance ‘smart money’ picks the winners. Consequently just twovi projects attracted nearly all of the capital (Molycorp and Lynas). Wall street picked Molycorpvii. This paper will primarily focus on Molycorp. By early 2010 the words “Molycorp” and “Rare Earths” electrified many people in the mining industry, most non-Chinese manufacturing technology companies, U.S. & allied defense contractors, technocrats in the U.S. national security community and eager investors across most of the world’s stock markets. It was the hottest story of the yearviii. The financial, technology and defense press coverage verged on euphoric: heaping fuel on fuel until the highly combustible Molycorp-pyre cast a long shadow over all of its rivalsix. When the IPO match was lit the spectacular flaming pyre sucked all of the oxygen out of the rare earth spacex. Molycorp was ranked the most lucrative IPO of 2010, resulting in record breaking profits to its private investors and massive returns for its early stock holding investors."

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. Magnetic liners can improve the performance of ball mills by increasing grinding efficiency, extending service life, and reducing maintenance costs. Despite their importance, the fundamental understanding and the quantitative investigation on the effects of the magnetic liners has not been addressed in the literature. This paper addresses this gap by studying charge motion, and how the use of a magnetic liner affects the breakage mechanism of the mill, using discrete element method (DEM) modeling and the Hertz-Mindlin contact model with relative velocity dependent (RVD) rolling friction. Charge motion was modeled under different mill speeds. Compared to conventional steel and rubber liners, the charge motion in the magnetic liner mill was predominantly cascading. Quantitative analysis of the energy dissipation within the mill was conducted to investigate mill breakage. Regardless of speed, over 50% of the total energy dissipation in the magnetic liner mill was in the form of abrasion and attrition. The results highlighted the appeal of magnetic liners in secondary and regrinding application, where abrasion and attrition are considered more efficient in the fine material breakage, and where impact is ideally minimized to reduce mill wear. A number of experiments were conducted to assess the effect of different model parameters on the performance of the magnetic liner mill. The highest abrasion/attrition intensity was observed with high values of the model parameters namely the restitution coefficient, static friction coefficient, and rolling friction coefficient.

The suitability of char from Yallourn brown coal as a filler for carbon electrodes used in the aluminium smelting industry has been assessed on the basis of the specifications usually laid down by electrode manufacturers for petroleum coke fillers. The purity specifications can be met by a simple acid leaching of the coal before carbonization. The true density of char produced at 1200°C is within 5 per cent of the specification figure, but the bulk density of char obtained from as-mined coal is only half that specified for petroleum coke.Although this can be increased to three-quarters of the specified figure by briquetting the coal before carbonization, further increases would be very difficult to achieve, as the remaining shortfall in density is due to an extensive microporosity developed in the particles of char during carbonization.

This paper presents the results of ground vibration measurements induced by blasting during the construction of the Istanbul Kadiköy-Kartal metro tunnel which has been driven at a depth of approximately 20-40 m deep under a highly urbanized region of Istanbul city in Turkey. This tunnel is being constructed by a joint venture group. The formation encountered during the construction is classified as hard and strong rock by laboratory and field tests performed by the joint venture group. Within the scope of the study, for the prediction of the peak particle velocity and to determine the slope of the attenuation curves together with the maximum charge per delay for the S4 shaft tunnels and S12 shaft tunnels of this tunnel route, ground vibration components were measured carefully by using four vibration monitors (Instantel Minimate Plus model) during the advancement of the tunnels which required blasting. The particle velocities and frequency values of all blast events are evaluated according to the United States Bureau of Mines (USBM) and German DIN 4150 Norms in order to predict, and compare the influence grades to the neighbouring buildings, and structures. Also, data pairs of scaled distance and peak particle velocity obtained from 114 records at S4 shaft tunnels and 79 records at S12 shaft tunnels were analysed statistically. Empirical relationships with correlation at the 95 % confidence interval were established for different rock units (diabase and arkose) and suggested for the test sites in order to estimate particle velocity of the ground vibrations.

Historically in Australia and the United States many coal mines deposited raw wash plant fines into large slurry impoundments. At the time the technology and market economics did not exist to make it viable to recover coal from these tailings. Today better technology exist to dredge and clean the tailings and there are circumstances where government regulations and market forces have come together to make coal recovery from these old tailings impoundments economically viable. This paper discusses the processes and equipment being used in tailings impoundment reclamation operations in Australia and the United States, and discusses the economic forces driving these operations.

Humankind's interest in measurement of human physical strength probably dates to the first humans. At that time, life was truly a struggle in which the fittest survived. To a great extent, fittest meant strongest. Interestingly, current interest in human physical strength in the workplace stems from 1970-1980s vintage research demonstrating that persons with adequate physical strength are less likely to be injured on physically demanding jobs. Survival in many modem workplaces may still be a case of survival of the strongest. There is, however, a flip side to this issue - that persons with limited strength are more likely to be injured on "hard" jobs. To address this problem, we can apply what we know about physical strength to job design. "Hard" jobs can be redesigned to be within the physical strength capability of most people. Since physical strength is important to these jobs, we must find ways to quantify it through testing. This publication concerns human physical strength testing. Its purpose is not to recommend any particular type of testing, but rather to describe the types of testing available and their uses. It is up to each individual user of strength testing to decide which testing technique is most appropriate for his or her particular application. This booklet discusses four types of strength testing: isometric, isoinertial, psychophysical, and isokinetic. Human Strength Before describing the different types of strength measurement, we must define the term "strength" and explain the concept of strength measurement. Strength is defined as the capacity to produce force or torque with voluntary muscle contraction. Maximum strength is defined as the capacity to produce force or torque with a maximum voluntary muscle contraction.(1,2) These definitions include some key words that must be explained. A voluntary muscle contraction is "voluntary." When a person's physical strength is measured, only the effort the person willingly puts forth at the time is measured. Thus, when we test a person's "maximum strength," we are not measuring his or her actual maximum, but some lesser value representing what he or she is comfortable expressing at the time with the existing equipment and environmental conditions. Interestingly, when researchers startled persons being tested (e.g., by setting off a starter's pistol behind them), they have found significant increases in measured strength.(3) It has been hypothesized that the lower strength displayed during normal testing provides a margin of safety against overloading and damaging muscle tissue. The test equipment and the tested person's familiarity with the process also influence the "voluntary" strength output. The interface between the tested person and the test equipment is particularly important. A poorly designed interface induces localized tissue pressures that vary from uncomfortable to painful. In this situation, testers are measuring voluntary discomfort tolerance - not strength. It is important for strength researchers to keep the "voluntary" nature of their data in mind when they are designing their equipment and protocols.

Oceana Gold (New Zealand) Limited (OceanaGold) has commenced mining operations at the Globe-Progress mine in the Reefton Goldfield, an area that historically produced 2.1 million ounces of gold from underground quartz lode deposits. During the construction phase of the operation, advanced exploration programmes targeting near-mine prospects commenced. The focus of this ongoing exploration is the discovery of near surface, refractory gold deposits that are amenable to open-pit mining methods and treatment through the Globe-Progress process plant.   One such discovery is the Supreme deposit, located along strike approximately 3 kilometres to the south of the Globe-Progress mine. The Supreme area was tested extensively with diamond drilling in 2006, defining a deposit with similar mineralisation styles and grade to the Globe-Progress deposit. The mineralisation comprises a central core of gold-bearing quartz veins, locally containing visible gold, surrounded by a more extensive halo of refractory, disseminated gold associated with an arsenopyrite-pyrite sulphide mineral assemblage. Three subparallel mineralised structures host the mineralisation. These structures are highly oblique to the country rock orientations, extending approximately 250 metres along a northeast-southwest strike and at least 220 metres down-dip, with an average thickness of 12 metres and moderate dip to the southeast. Records of historical workings indicate that mineralisation extends further down-dip and remains open at depth. 5175 ounces of gold were mined historically at the Supreme deposit. OceanaGold have defined an Inferred Resource for the Supreme deposit of 0.84 million tonnes at 1.46 grams per tonne for a total of 40 000 ounces (at a 0.8 grams per tonne cut-off). Higher-grade zones of mineralisation exist within the deposit and further drilling is planned to test the extent, continuity and geological controls of the mineralised structures.
