After months of negotiations, the U. S. has agreed to buy between 6000 and 7000 long tons of Bolivian tin now stockpiled at Peruvian and Chilean ports, at $1.175 per lb, f.o.b. South American Ports. Harry A. McDonald of the Reconstruction Finance Corp. signed the contract with Victor Andrade, Bolivian ambassador. The Mercantile Metals and Ore Corp., of New York City, acted as the agent of Bolivia's Banco Minero in negotiating the deal. The contract is a short term one. Throughout the talks, the U. S. refused to make a long term agreement because of the possibility that Bolivia will soon nationalize its mines. The Bolivians desired to sell the U. S. 18,000 tons during a one-year pact. The price agreed upon is roughly the same as with Malayan producers. In the meantime, American Smelting & Refining Co., signed over control of its operations to the Bolivian Government. The formal act of leasing the mines to the Bolivian Government follows the announcement last July by the company that it was closing operations because of high costs. Contract terms were not disclosed.

"Due to the increase of automotive vehicles, available parking spaces become a new type of limited resource in central cities of China, especially in those old districts without visionary urban planning. Additional mechanical parking in underground space is an efficient solution to provide parking spaces under the situation where the urban space is constrained. Shichahai district is an old protected zone in Beijing which is close to the Forbidden City and there are many Hutong (alleyway) and Quadrangles (courtyard house). No spaces are available for car parking on the ground and all vehicles are parking in Hutong without order currently. The local government plan to do renovation work for this district and improve the residential environment. Several innovative solutions are studied including parking in deep shafts, parking under existing buildings by under-pinned method, parking under buildings by covered excavation method, parking under roads built together with utility tunnel etc. 5000 difference types underground parking spaces are planned to be constructed in the following three years. Project examples are also introduced in this paper. INTRODUCTIONCar parking resources are very limited in central cities, especially in old districts without planning for increasing automotive vehicle volume. Traffic get worse when cars park on the side of the roads or move slowly to find parking spaces. Investigation shows the normal (parking space/ automotive vehicle volume) ratio is about 1.2 in most big cities such as New York, Tokyo and Hong Kong, while this ratio is only 0.5 in Beijing. One solution is to move cars out of central cities. But there are still huge parking requirements for the citizens living in central cities. Shichahai district is an historic protected zone in Beijing which is close to the Forbidden City and there are many Hutong and Quadrangles (refer to Figure 1 for project location). No spaces are available for car parking on ground and all vehicles are parked in Hutong without order currently. The local government had a plan to do renovation work of this district and improve the residence environment. 5000 different types of underground parking spaces are planned to be constructed in the following three years. One project designed and to be constructed by Zhongyan Technology will be introduced in this paper. Other innovative solutions will be introduced briefly as well."

The chief source of metallic iron for steelmaking in India, even today, as it is in most part of the world, is through blast furnace (BF) route. This will continue to be so in the foreseeable future as the technology is most efficient, both process and economy-wise. However, as the world is moving into the next millennium, a critical look is being given to the process primarily because of its non-ecofriendliness (as a result of extensive use of metallurgical coal/coke requiring elaborate pollution control facilities) and huge investment involved for supporting facilities like extensive raw material preparation and handling, agglomeration, adoption of sophisticated instrumentation and control system, etc.

"Permanent magnets have been applied extensively to several electronic products such as printers, TV sets, microphones, microcomputers and headphones, presently manufactured in large scale by industrial economies. Sm-Co alloys represent about 20% of the world market for permanent magnets and their industrial processors generate 20-30% of magnetic scraps which can be recycled. This paper discusses a process route to recycle SmCo5 using acid treatment, solvent extraction of Sm and electrowinning of Co. The results confirm the feasibility of the alternative proposed. Basic operational variables are suggested as guidelines to design a plant for recycling magnetic scraps.The use of hydrometallurgical processes to recycle scraps from the industry of permanent magnets has been suggested in some recent papers related to recycling of metallic alloys [ 1 ]. These research efforts might be understood as a worldwide tendency towards the development of self sustainable metallurgical processes which mean the reduction of environmental impacts.CETEM -Center for Mineral Technology leads in Brazil several research programs concerning recycling and treatment of industrial residues. The work on samarium purification and concentration by solvent extraction, producing also a solution of cobalt sulfate as partially reported here is one of these programs. Previous results related to the sulfuric acid digestion of SmCo5 are presented somewhere else [2]"

INTRODUCTION Prior to excavation in soil and rock, it is useful to know the subsurface structure. This is important information both for safety and for equipment scheduling reasons. It is useful to know whether parts of the subsurface might be potentially troublesome or of different character than is generally thought present. By using geophysical probing, it is possible to infer the location and size of these unusual regions. The ground structure is commonly estimated from core samples taken from boreholes. These cores give a detailed knowledge of the structure in the borehole. However, knowledge of the structure exterior to the borehole can only be extrapolated from core data. By using seismic and electromagnetic cross-borehole geophysical probing, remote probing can be used to sense the region exterior to boreholes. A recent advance has significantly improved the state-of-the-art for defining the ground structure between boreholes. This new procedure utilizes large amounts of data and provides a detailed picture of the subsurface. The data processing algorithms used are similar to those in medical imaging of the human body using x-rays, a science called x-ray tomography. This imaging of the ground is called geotomography, which is a shortened acronym for geophysical tomography. Several examples of geotomography applied to imaging ground structure are presented. Our approach has been to probe the ground with electromagnetic and seismic waves. We map the region of interest with signals transmitted between multiple source and receiver pairs lowered in boreholes on opposite sides of the region (Figure 1). It is with considerable trepidation that I set out to defend "litigation" to Design Professionals (DPs), as a better method of resolving disputes than arbitration, in the light of my personal feeling that an increasing amount of America's productive process is being squandered in litigation. Newer methods of dispute resolution, particularly arbitration, are fashionable, and opponents of these schemes risk being viewed as cynical or self-serving. My quandary is heightened since for some smaller disputes, arbitration seems clearly the better choice. I must concede, for example, that when the cost of dispute resolution--i.e., the cost of the process (such as arbitrators fees, attorneys fees, etc.), plus the cost impact of the non-productivity of involved employees--approximates the amount of the dispute, controlling that cost may be as important as a correct resolution. This principle is particularly true for small disputes arising during the progress of a project; it is probably more cost-effective for all parties to resolve their disputes quickly than permitting the dispute to drag out.

The Material Service Thornton quarry is a multi-million annual production tons complex. Surrounded by busy surface highways, and divided by a railroad on the north/south axis and further divided by a major interstate highway on the east/west axis, blasting is a daily challenge. This paper deals with the problems of production blasting in an area adjacent to that interstate highway, and paralleling a busy four-lane highway. Discussion includes primary blasting issues such as borehole size, drill patterns and flyrock controls. Discussion also includes blast designs, timing schematics, smooth-wall blasting solutions, traffic and vibration concerns and many other factors influencing the success of this project.

The paper deals with new approach for measurement and evaluation of chemical microheterogeneity of elements in polycomponent metallic systems (i. e. steels, Ni-alloys). The method is based on the original mathematical model for determination of distribution curves of dendritic segregation of selected elements and on the original mathematical model for determination of the effective partition coefficients of these elements in the structure of analyzed alloy. Application of the method at research of chemical heterogeneity of continuously cast steel slab is also presented. The original results of measurement of dendritic microheterogeneity of eight elements (Al, Si, P, S, Ti, Cr, Mn and Fe) in structure of nine zones of a transversal section of slab are given.

"The primary control objective of the project is to achieve milling optimisation by ensuring that the energy available for rock breakage is used as efficiently as possible. This is achieved by increasing the level of mill filing until a process constraint is reached. Stable operation against this limiting constraint is then maintained to ensure long-term optimised operation.Semi-autogenous grinding (SAG) mill control optimisation presents a number of challenges. SAG mills have multiple inputs that are used to control multiple outputs (MIMO process). Secondly, the SAG mill loading process is a ‘high inertia’ process that can be approximated as an integrating process. This means that it is open-loop unstable. The hybrid control strategy presented implements an advanced ‘load stabiliser’, which transforms this integrator process into a more manageable first order process, which can be steered stably against the constraints. This SGS hybrid Expert control strategy implemented on both SAG mills at the Porgera concentrator therefore consists of two integrated parts responsible for:stabilising the mill load to a targetdriving the mill load target to the maximum determined by the process constraints (eg maximum power draw) to maximise efficiency and throughput. A comparative study is done between the operation of the plant for a period of a month before and a month after the implementation of this strategy. THE injury data and experience in this bulletin are presented in three general sections. The first section contains general and detailed data relating to 1948 injury experience in bituminous-coal and Pennsylvania anthracite mines, separately and combined into totals for all coal mines. The related employment, worktime, production, and productivity data are given in each breakdown of the statistical data. Tables 1 through 22 constitute a subsection and present statistics on number of injuries, frequency and severity rates, average severity, detailed and major causes of injuries, injury records of the coal-producing States, distribution of injuries by part of body, and distribution of injuries by days of disability. Tables 23 through 45, the second subsection, present injury experience in bituminous-coal mines by various selected factors of physical or operating conditions that ma contribute to the occurrence of injuries. The degree of mechanical loading, productivity, size of mine by number of men working and by tonnage mined, thickness of bed, length of shift, number of shifts, type of cap lamps, rating of mine as gassy or nongassy, type of ventilation, and combinations of these factors influencing mine safety are presented in this group of tables. Similar data on Pennsylvania anthracite mines are listed in tables 46 through 63, which comprise the third subsection. The second section of the report contains the generalized annual injury records of bituminous-coal, Pennsylvania anthracite, and all coal mines from the earliest available data through 1948. Tables 64 through 97 list the number of fatal and nonfatal injuries, injury rates, and causes of injuries on an industry basis, the long-term injury records of each coal-producing State, and the related employment, worktime, and production data.

The works classifiable with the term "Soil Improvement" can be realised using several technologies, among which the Deep Mixing Method is distinguished for his remarkable flexibility and productivity characteristics. The Deep Mixing Method is a process whereby a rotary drilling machine mechanically drills a constant diameter hole while cement slurry is injected into the soil at high pressure. The process combines state of the art construction techniques merging mechanical and hydraulic mixing energies at the tool bit. The result is a soil-cement column of engineered strength, consistency and dimension. Whereby the soil cement column formation process is controlled by a computerised device, the result is a speedy installation, thorough mixing, and a high degree of control, repeatability and documentation.

The discovery of ore at Wabana was quickly followed by the mining of the ore beds where they outcropped in the land areas. The third phase, as at present carried out, consists of extensive submarine operations, which were commenced in 1908, by driving a pair of slopes out under Conception bay, opening. the mine for a distance of a mile and a half from the shore. Two other slopes, now driven just beyond the shore line, are being sunk to the submarine territory where, it is generally recognized, huge reserves of ore lie under the bay. The process of erosion of the land, the solution and re-disposition of its iron-bearing minerals in thick beds of ore have been considered elsewhere, but these bear small relation to the physical forces which have acted upon the ore-beds since the deposition of the strata. These physical changes are made manifest by jointing and cleavage and faulting. The discussion of these, the relation they bear to each other, and to the folding of the strata, is the purpose of this article. For the benefit of those who may not be familiar with the formation in which the ore occurs, I include a general summary of the geology of Be!! island and its environs; also a description of conditions that prevailed during the period of deposition, so that the reader may appreciate some of the later changes that took place during or subsequent to its emergence from the sea, and the folding or tilting of the strata to the position it now occupies.

"Lakeshore Gold’s Bell Creek Mill is located in Timmins, Ontario. The mill has been in operation since 2009 and has undergone several small expansions since then. In 2012 - 2013 the first major mill expansion was commissioned raising the mill capacity from 2,000tpd to 3,150tpd. This was done through the installation of a new ROM ore truck dumping facility, jaw crusher, ore storage dome, SAG mill, leach tank, CIL tank, and electrowinning cell. This paper will cover the equipment installed to raise the tonnage as well as the commissioning of the new equipment including problems encountered and how these problems were solved.IntroductionLake Shore Gold acquired the Bell Creek Mill, along with the Bell Creek Mine, from the Porcupine Gold Mines Joint Venture, a joint venture between Goldcorp Canada Ltd. and Kinross Gold Corporation, in December 2007.The Bell Creek mill, which processed ore from the Bell Creek Mine has consistently achieved recoveries of over 95%, is a conventional gold mill circuit, involving crushing and two stage ball mill grinding, gravity and leaching, followed by Carbon-In-Pulp (CIP) process for gold recovery. The facility had been placed on care and maintenance in 2002. At the beginning of 2009, the mill had been refurbished with an initial capacity of 800 tonnes per day and was subsequently refurbished to a capacity of 1,500 tonnes per day near the end of the third quarter of that year. The Mill was then expanded in 2010 to a capacity of 2,000 tonnes per day.In late 2011, the Company commenced a 50% expansion of its milling facility, from a processing capacity of 2,000 tonnes per day to 3,150 tonnes per day. Phase 1 of the expansion, which mainly involved enhancements to the solution circuit (“back end”) and increased the mill’s capacity to 2,500 tonnes per day, was completed at the end of 2012. Commissioning of Phase 2 of the expansion, to a capacity of 3,150 tonnes per day, commenced at the end of July 2013."

This paper provides an overview of a new method for avalanche control using a high explosive charge placed at the avalanche runout zone: the case charge technique. This new avalanche control technique is well-suited to mountain roads presenting several advantages over the existing methods: minimum deployment time, low cost, reduced probability of misfires, and decreased operation time in the avalanche danger zone. The research work presented in this paper was conducted via large scale laboratory experiments where the detonation velocity and the blast physical properties were measured. During the charge design, several parameters were controlled: charge mass, diameter, geometry, density, and external confinement. In addition, the effective range of case charges was increased by the use of the Mach reflection for certain topographical situations. Finally, field test results collected by the Colorado Department of Transportation (CDOT) during the 2017 winter season are presented. The CDOT avalanche control crews have adopted the new case charge as the preferred technique in numerous avalanche locations along the Rocky Mountains roads.

"Comparative tests of the conventional Turam survey configuration and an alternative configuration called the Tx-parallel configuration were conducted at the McClean uranium deposit in northern Saskatchewan. Both configurations detected the known conductors at the site but the alternative configuration demonstrated its particular effectiveness in the reconnaissance role. This effectiveness results from the fact that the length of Tx-parallel traversesis controlled only by the length ofthe transmitter and not by its power. In addition, the field strength along a Tx-parallel traverse is uniform unless the traverse approaches the end of the transmitter. This freedom from a strong gradient of the primary field along a Tx-parallel traverse eliminates the gradient-induced anomaly shifts which are common in conventional Turam operations. The locations of each of the McClean conductors, that were obtained from the Tx-parallel profiles, werein better agreement with the locations known from drilling than were the locations obtained from the conventional profiles. However, the conventional profiles gave better estimates of the conductance of the targets.The results obtained over the McClean conductors indicate that current gathering has a strong influence on Tx-parallel results with consequent unpredictable influence on depth and conductance estimates. However, the depth estimates obtained from the Tx-parallel data appear to be in good agreement with the known depth of the McClean south conductor. The Txparallel results provide shallow estimates of the depth of the McClean north conductor which suggest that the fracture zone above the graphitic conductor is a significant conductor as was also suggested by earlier VLF surveys.Comparison with the wide range of published geophysical test surveys for the McClean site showed that apart from the work required to lay the transmitter, the Tx-parallel mode of operation of a Turam exploration system is operationally very similar to a moving source Slingram type of survey. At the McClean test site, it provided the same depth of exploration as a conventionally deployed fixed loop transmitter."

With the theme of û æUnderground Ore Handling SystemÆ, Kopanang Mine completed an extensive project on a specific system with technologies for the handling of ore from a dedicated drawpoint to the shaft system. The intended rail haulage tramming system had to be capable of handling the shaft design and Life of Mine (LOM) requirements. Kopanang is an AngloGold Ashanti gold mine situated in the province of the Free State in South Africa. In the Sotho language the name æKopanangÆ means to come together as a team. ItÆs an appropriate name given that 25 companies worked on this project. The future focus at Kopanang is to establish four mining levels between 3 to 4 km south-west of the shaft and two mining levels to the west. The mine has an expected life of almost 20 years and capital was approved in order to access this reserve to establish the infrastructure to handle the ore, hence this exclusive rail haulage tramming system of close to R40 million (SA rands), which took three years to construct. Apart from the fact that this system had to be capable of handling 6500 t per shift at a depth of over 2 km over a length of 3.2 km, some of the major considering factors were: safety, economic factors with improved labour productivity, efficiency and reliability, risk termination, and ergonomics. The system comprises two 20 t locomotives operating in a double header configuration from a dedicated draw point to a dedicated tip area for the reef and waste ore. With the objective of handling high speed and high capacity, this 200 t payload train is capable of running at 35 km/h powered from a 500 volt ac overhead line. Each loco consists of two 90 kW dc motors with ac/dc power conversion on the locomotive. For the system to operate at this speed, the rail system is constructed with Class 1 rails over the entire hauling distance. The tipping mechanism is unique and the span of 11 hoppers each with a load of close to 20 t is capable of tipping the pay load of 200 t in about 20 seconds hands free.

"Historically, performance at Vale’s Clarabelle Mill was measured by Mill throughput and Mill recovery. After the economic collapse in 2008, a series of reviews were performed to drive improvements in business efficiency. These identified that product quality (e.g., concentrate grade, variability in concentrate grade) had a profound impact on downstream processes and suggested that improved control of these parameters would generate the greatest value for the customer (the Copper Cliff Smelter) and the company (Vale). Consequently, a movement was initiated to transform the Mill operating philosophy to consider customer needs as paramount. Systems and strategies used to drive the transformation are described. In 2011, an unexpected furnace failure resulted in decreased capacity at the Copper Cliff Smelter. In response, a two-stage change in production strategy was developed at Clarabelle. The first stage was to modify the ore blend feeding Clarabelle so that the concentrate grade could be significantly increased with minimal impact on recovery. The second stage was a circuit modification to ensure the elevated concentrate grade could be sustained. Execution of the first stage was complete five days after the failure and the second stage was complete within 10 weeks. Steps involved in each stage are outlined and the overall benefits are presented.INTRODUCTION Clarabelle Mill is located in Copper Cliff, Ontario, Canada (approximately 350 km north of Toronto). The Mill treats copper (Cu) and nickel (Ni) sulphide ores. The primary diluents are pyrrhotite (Po) and non sulphide gangue rock (Rk). The process description of the circuits at Clarabelle is documented in the paper by Taylor, Doucet, Blanchette, Barrette & Lawson (2012) in this Proceedings and will not be repeated. The Mill treats ore containing Cu, Ni and platinum group elements (PGE’s) and produces two concentrates; a Cu concentrate and a bulk Cu/ Ni Concentrate (referred to as nickel concentrate). The Cu concentrate is sold to market while the Ni concentrate is thickened at the Mill and pumped to Vale’s smelter complex in Copper Cliff Ontario for further processing. Since commissioning in 1971, Clarabelle Mill has undergone many circuit changes to suit the changing needs and wants of our customers, both internal and external. The Mill processes ores of varying quality, based on mineralogy and size and until 2009 the Mill daily performance was primarily based on throughput. The second key performance indicator (KPI) of “good” or “bad” performance was quality of the concentrate and third; Mill metal recoveries. There were other plant level KPIs such as flotation feed grind size, slurry densities and mass flows to the separation circuit, but for the most part each day was good or bad depending on how many tons were processed through the Mill."
