Dr David Greenwood opened the first technical session of the conference by highlighting the diverse nature of the papers in this session but drawing attention to the common theme that each solved a particular problem. PAPER 1.1 Tony Elliott introduced his paper on deep mix-in-place soil/cement stabilisation by stressing its simplicity. The engineering solution adopted at Elland was detailed in his paper and had formed the key to success of the project. The process itself is not widely used or known in the UK, although it has the potential to achieve significant benefits, subject to proper engineering control being exercised. It was explained that although the concept was not new, development of the technique for soil modification was relatively recent. The alternatives to mechanical mixing are injection, which is very dependent on soil type, site geometry, etc, and jet grouting; both processes are soil-responsive, and not easily monitored or programmed, difficulties which can largely be overcome by mixing. To achieve this at depths to say 30m requires high-powered, high torque machines and has resulted in significant equipment development.

This paper describes a design-build project for the construction of a tanker wharf for 150,000 dwt vessels. The tankers deliver oil from offshore oil fields to a Transshipment terminal on the south coast of Newfoundland. The project described is an expansion to a previously constructed facility, adding an additional berth. The first berth was designed conventionally as concrete structures supported on groups of independent, single piles. The second berth was awarded to Peter Kiewit Sons' Co. Ltd. based on an alternate design which utilized a "jacket" concept whereby prefabricated steel frames are placed on the seabed and serve as permanent templates and also give lateral support to the piles, thereby increasing their load capacity. This led to economies and time savings. Discussed herein is the design process and the field installation, covering the jackets, driven pipe piles, and the rock anchors.

Much effort over the years has been put into the task of devising parameters which adequately assess the metallurgical efficiency of mineral processmg operations. One of the most celebrated of these methods is the so-called "release analysis" method of Dell (1953) which tackles the problem in terms of an ideal separation based on sequential retreatment of the products and tails of a given separation process. Other methods have also been proposed by Jowett (1969) and by Holland-Batt (1971 ). While these procedures are appropriate to multi-component mineralogical separations, they perhaps do not lend themselves to the much more simple two-component systems encountered in coal preparation. However Dell (1962) has suggested the use of the term "specific profit" in coal preparation in order to assess the conditions that give maximum economic gain. Specific profit is derived from data relating washability data with equipment performance and operating costs. The procedure for using this criterion for comparative purposes is therefore somewhat cumbersome as is illustrated by its lack of widespread acceptance in the coal preparation literature.In contrast, an efficiency index, E, which is both simple and meaningful from the utilitarian standpoint, has been proposed by Tsiperovich and Evtushenko (1959a). This index is defined by the relation, E = Yield X Tailings ash/Product ash (1) A cursory examination of this parameter shows that it increases when yield and tailings ash increase and also when product ash decreases; all of which are desirable circumstances in coal cleaning operations.Further, it will be shown that slight variations in operation are amplified by this function which makes comparisons simple and direct.While the use of this index is quite extensive in the Soviet coal preparation literature for some reason it has not received wide usag~ elsewhere.

"Gold bearing deposits of the Witwatersrand basin are generally less than 2m thick and require conventional narrow-reef mining methods for extraction and employ explosives as a means of rock breaking. Optimal utilization of explosives is dependent on the overall design of the blast. The under-utilization of explosives arises when shot-holes are drilled inconsistently, overcharged, and when tamping is absent. This can be rectified by emphasizing the importance of good drilling practices as part of induction programmes and refresher courses. The project was aimed at determining whether or not explosives are being optimally utilized at project site. This was investigated through a study of the properties of explosives, mine standards, and recommendations for usage. Underground observations were made to determine whether or not mine standards were being adhered to. Historic data was obtained to establish the historic relationship existing between the quantity of explosives used (kg) and the production output (m2). This was then compared to the quantity of explosives the mine expects to use per unit of production. The results obtained were analysed to determine the presence and extent of over- or under-utilization. It was found that explosives are being under-utilized at the mine. More explosives are ordered than expected per unit of production. The explosives’ properties are not thoroughly exploited during blasting, thereby requiring the use of more explosives than prescribed. The geology of the area studied is briefly described, together with the prospecting methods used in the search for copper, lead, zinc and uranium ore bodies.Four prospects, Mt. Corella, Yanasinga, Lawlor's and Greenmount, which were diamond-drilled, are described in detail and geochemical results are discussed in relation to the mineralization found. Copper anomalies were found wherever intrusive rocks were mapped, and showed a much closer relation to geology and mineralization than did the predominantly lead and zinc anomalies.Geochemical prospecting aids in the overall mineral search programme because of its speed and economy, as it helps to pinpoint areas worthy of detailed geological examination. Geochemical anomalies are a guide to favourable zones but may not indicate the presence of ore.INTRODUCTIONDuring 1953-55 the National Lead Company of New York carried out a search for minerals in an area south and west of Cloncurry (Fig. 1) in rocks of Precambrian age. After reconnaissance mapping, a number of prospects were chosen for closer examination by detailed geological mapping and geochemical sampling, and from these prospects, five sites were selected for drilling.This paper records the salient features of the exploration programme and discusses the geology and geochemistry of four of the prospects-Mt. Corella, Yanasinga, Lawlor's and Greenmount. Practically all the prospects examined showed high zinc "anomalies" or "dispersion" trains. Greta, Mt. Corella and Lawlor's prospects showed some copper anomalies and, to a lesser extent, lead anomalies. In particular, Greenmount exhibited striking copper anomalies.

Precast concrete segments have been used in sanitary sewer tunnel design for decades. Federal mandates (reduction in heavy metals and I & I), and system design changes (increased retention times) and other factors have exacerbated corrosion problems. In an effort to combat the ever-growing effect of microbiologically induced corrosion, owners, engineers, and designers have been specifying thin-film lining systems to protect precast concrete segments. These systems have compatibility and installation issues. Chemical additives or calcareous aggregates have been utilized in precast concrete, but have only proven to retard the rate of corrosion and do not eradicate the problem. Solid cast polymer segments are stronger than precast concrete, do not require linings or coatings, are impervious to ground water infiltration, and, above all, are inherently corrosion resistant through and through.

Queensland?s underground coal industry, as a whole, has arguably the best gas monitoring systems in the world. Each mine utilizes real time, tube bundle and onsite ultra fast gas chromatograph systems. Queensland?s mining legislation has specific requirements for mine gas monitoring but there is no requirement for all three techniques. Industry has however identified the need for all three and adopted this as a standard, resulting in over sixty thousand gas results collected each day. Automated monitoring systems are programmed to alarm for gas concentrations, gas ratios and explosibility. These alarms are then used to initiate predetermined actions to take control of the situation and prevent the compromise of safety to workers and the loss of resources. Dedicated software packages have been developed to assist in the interpretation of the large volume of results generated. The real time systems are used for real time warning, essential for incidents such as belt fires. Tube bundle systems suit long term trending used for identification of the onset of spontaneous combustion or for the determination of explosibility during the routine sealing of worked areas. Gas chromatograph analysis is used to provide a complete analysis and provides results for hydrogen and ethylene, key gases used in the assessment of spontaneous combustion. It is also crucial during significant spontaneous combustion events and coal fires to use gas chromatography to determine the explosibility status of the underground atmosphere otherwise the severity of the situation is likely to be under estimated. This paper outlines the need for all three techniques for assessing the underground status and outlines advantages and disadvantages of each.

"EVTAC, an iron ore mine in Minnesota, had trouble meeting the customer’s pellet silica requirements. In addition, the mine plan was moving towards a lower grade ore and funding was not available for plant improvements to compensate for the change in ore or improving quality. Small changes to optimize various processing equipment resulted in significant improvements in both quality and productivity; for example, productivity on one mill line increased by 10% while producing lower silica concentrate. This paper will provide the methodology that allowed EVTAC to improve quality and productivity through process optimization with little capital investment.INTRODUCTION EVTAC, an iron ore mine in Minnesota, had trouble meeting the customer pellet silica requirements. In addition, the short-term mine plan was changing to a lower ore grade. Because of limited funds, EVTAC did not have the capital for investing in the plant to compensate for the ore change or to make improvements to lower product silica levels. Small changes to optimize process equipment resulted in significant improvements in quality and productivity; for example, one mill line feed rates increased by 10% while also producing a higher quality concentrate. These changes were sufficient enough to allow the mine to lower the target ore grade beyond their initial goal. At one time, a $3M flotation facility was considered as a way to meet quality with the new ore grade. However, the process changes were able to accomplish the same silica reduction with roughly a $50,000 investment in VFDs for sump controls. This paper will discuss some of the modifications that allowed EVTAC to meet the quality and production objectives with little capital investment. It also discusses the methodology used to make these process improvements."

A testing method for assessing the shear-bond strength of thin spray-on liner (TSL) on rock substrate was developed at Wits University Rock Mechanics Laboratories. The gap between a 20 mm thick steel ring and a rock core is filled with TSL along the depth of the ring. After the curing of the TSL for a predetermined period, the sample is placed on a base, which offers support to the steel ring and the TSL but not to the rock core. A compressive load is applied on the rock core displacing the core on TSL contact and punching it towards the void in the support base. Shear-bond strengths for different TSL products as well as shotcrete were measured. This paper describes the test set-up and points out the important aspects and procedures during sample preparation and test execution. The test results are also presented and discussed.

Expert control of grinding and flotation plants has been successfully used in the minerals industry since the 1970?s. The earliest of these systems were written in a hard-coded fashion in FORTRAN, BASIC or Pascal. Second generation systems were built using the first experimental expert system shells that were being developed in the artificial intelligence community. Later systems were deployed in expert system shells designed for real-time processing plants that also included the ability to model the process with neural network models and optimize setpoint selection through the use of genetic algorithms. Significant performance increases have been achieved using these systems, but in general, they suffer from the static nature of their rules and to a degree the process models also. Typical improvements quoted in the literature suggest throughput rate increases of 4 to 8 percent and recovery increases of 1 to 4 percentage points. In over 30 years of designing and installing expert systems we have never seen performance numbers less that these but have often seen numbers in excess of the high values. However, once the system has been installed and tuned up the performance usually does not improve much thereafter. Granted, the initial increases in throughput rate and recovery are significant but a question always lingers, that is, can the expert strategies be modified further to squeeze a little more improvement out of the system. The answer to this question is a resounding yes, however a complete understanding of what we do well as designers and operators of expert control systems is required as well as how we can improve upon our best practices is required to move us from the performance plateau we have been on for a number of years to a new higher level of performance.

The state of Pennsylvania was at one time one of the leading coal producing states in the east. However, legislation and industry trends over the last 10 years have adversely affected the amount of bituminous coal mined in Pennsylvania and the whole eastern United States. The application for and approval of a new mining permit is a very costly and arduous task. When a new mining operation is established it is crucial that nothing within the operator’s control causes the operation to stop producing. This paper discusses the action taken by a small mine in Pennsylvania when their blast induced vibrations rose to levels that typically would have resulted in a total mine shut down by the regulatory body governing such operations.

This guide also gives procedures for obtaining United Nations (U.N.) classification for shipping outside the United States.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. "SUMMARYMagnetic and gravimetric surveys wore conducted over an area of ap¬proximately 1,400 square miles in the bauxite district of central Arkansas. The primary purpose of these surveys was to discover any possible buried and hitherto unknown syenite masses favorable for the occurrence of bauxite and to determine the approximate position of the buried flanks of the known syenite masses which might offer conditions favorable for the discovery of new ore bodies.Those surveys indicated that the various syenite outcrops were domes or bosses on a large batholith and that ether similar domes occurred on the batholith but did net outcrop.Drilling on the local geophysical anomalies proved the presence of 10 buried domes, but only 2 of them were found to project above the upper surface of the Midway clays, a requisite of conditions favorable for the occurrence of bauxite ore bodies. The geophysical data indicated the approximate configuration of the buried flanks of the known syenite coutcrops, and the portions of these flanks that project above the Midway have now been outlined more accurately by drilling.The geophysical surveys have produced evidence permitting the elimi¬nation of a large area as unfavorable for the occurrence of bauxite.Magnetic surveys extending along the Midway-Wilcox contact from Gurdon, in Clark County, on the southwest to Searcy, in White County, on the northwest have proved the improbability of the existence of other syenite masses similar to those found in Pulaski and Saline Counties. A detailed magnetic survey of the Magnet Cove area in Hot Spring County has proved that the syenite mass exposed in that locality is an isolated intrusion and entirely unrelated to those of Pulaski and Saline Counties. This syenite mass does not occur under conditions believed to be favorable for the occurrence of bauxite."

This paper summarizes the results of the rock mechanics monitoring program performed as part of Old Ben Coal Company's longwall coal mining demonstration project conducted in cooperation with the United States Bureau of Mines. The work described herein included installation of instruments, collection of data and data analysis performed during mining of the first longwall panel in Mine No. 24. The rock mechanics monitoring program included both surface and underground instrumentation and was designed to achieve the following purposes: 1 -To provide the capability to observe unusual situations during mining so that remedial measures could be instituted quickly 2 -To formulate design guidelines for future longwall mining efforts; 3 -To evaluate surface subsidence, and its character, rate and potential effects on cultural features, and to develop criteria to assist in predicting subsidence for other mines having similar roof conditions. Six previous attempts with longwall methods in Old Ben Coal Company's Hine 21 had been unsuccessful due to roof control problems. A description of these attempts is given by Moroni (1973). During the runway expansion project at the Fort Lauderdale-Hollywood International Airport in Florida (FLL project), therewere complicated geotechnical issues with a number of cavities in the limestone-loose sand mixed ground thatexisted in many areas below the existing ground. Collapsing the cavities and compacting the runway foundation to secure the take-off and landing of aircrafts was a necessary requirement for the project. The Mammoth Vibro-Tamper (MVT) which produces less vibration and noise level, was proposed and accepted as the alternative to the originally specified Deep Dynamic Compaction (DDC) for the runway with its length of 1.5 miles and area of 570,000 square yards. In this report, the shallow compaction effect and reduced ground vibration with the MVT are presented in comparison with the DDC which was utilized on the same project in a different area of the airport. INTRODUCTION MVT was developed by Fudo Tetra Corporation in the 1960’s and has been widely used in Japan (more than 14,400,000 square yards). For example, at the Kansai International airport, a large area including aprons was compacted with the MVT. It is capable of compacting up to approximately 5m in depth by using a heavy steel plate (3m x 3m) and a strong vibrator motor (V-180, 10Hz) on top of the steel thick plate with specified time duration. We were involved in densification work with the MVT at the Fort Lauderdale Airport Project (Figure 1) from June, 2012 to February, 2014. Deep Dynamic Compaction (DDC) was originally specified as the compaction method to secure the relative density over 70% in every 2,000 square yards grids, however, we proposed the application of MVT to reduce the vibration risk and it was accepted as the alternative (Figure 2). The compaction work was completed in February 2014, without causing any delay in regard to the residual settlement due to the high embankment (H=60ft=18m).

THE Falcon Lake stock is a small igneous mass, 2.6 square miles in area, which has intruded a belt of older lavas and metamorphosed sediments. It is well exposed and the entire area of its outcrop is taken up with surveyed mining claims, the claim lines forming a grid which makes ideal conditions for a detailed petrographical study of the unusual variations which are found in the composition of this unit (see Figure 1). The study of this mass, which has revealed features of both scientific and economic significance, began in the summer of 1939 when trainees in a Prospectors' Training Camp, a Do-minion-Provincial youth-training project under the writer's supervision, were, detailed to map rock outcrops on various mining claims. Microscopic study of rock specimens taken on a line across this stock were made during the following winter and proved to be of such interest that a special trip was made the following summer for the purpose of gathering more data, the results of which are presented here. Location The stock is close to the southeast corner of the province of Manitoba, about three miles from the Ontario boundary. It lies between Falcon and West Hawk lakes and less than a mile south of the Trans-Canada highway. It is easily accessible by motor car, as a branch road from the highway leads to the Sunbeam Kirkland gold mine, which is within the inner core of the stock. Previous Work This area was the first in the Province to receive attention from prospectors, who entered it from the adjacent Lake of the Woods district during the days of the mining boom in the 1890's. Small occurrences of gold, copper, molybdenum, and tungsten ores were found, but to date there has been no production from the district, except for small shipments of gold ore. The regional geology has been mapped by the Manitoba Department of Mines and Natural Resources, the Falcon Lake stock being shown and recorded as of "varying composition". The more detailed work involved in preparing the accompanying map has necessitated only minor changes in the outline as previously mapped.

Preloading of bored pile bases by grouting is an effective way of reducing foundation costs. The bearing performance of a pile may be considerably improved. Various techniques and devices are used. Preloading of a pile base by a special grouting installation is preferred. The grouting device consisting of a U-shaped grouting tube with sleeves and a plastic membrane, separating the tube from the pile concrete, has well proven in Polish practice. The preloading may raise the pile design loads by as much as 30%, and increase their stiffness by 50%, in suitable conditions. The preloading equalizes the deformability of piles in a foundation or a structure. Examples of the base preloading use and load tests of base grouted piles are presented.

"In a previous publication, the depressant action of Mg above pH 10 on Cu-activated sphalerite was described (Lascelles et al., 2001). In the present communication, a second role, aggregation is introduced.Aggregation (i.e., the tendency of particles to cluster) is measured using settling rate and turbidity converted to an aggregation index (AI) where 0 corresponds to dispersed and 1 to aggregated. Surveys of Cu and Zn flotation stages at four concentrators showed the A1 increased significantly above pH 9. The metal ions identified in the process waters, principally Ca and Mg, were tested to determine which might be responsible. The presence of Mg was found to be the most important, 50 ppm Mg having a greater impact than 500 ppm Ca fkom pH 9 to 1 1. In one plant, poor repeatability in A1 was suspected to be related to varying Mg levels; doping with Mg significantly increased AI.In both aggregation and depression, therefore, the common feature is the impact of Mg at pH > 9. Over this pH range Mg forms a range of hydroxy species, including Mg(OH)2 precipitates. Suggested aggregation and depression mechanisms associated with these precipitates are introduced. Possible problems and opportunities arising from the findings are discussed.INTRODUCTIONProcess waters in flotation circuits contain a variety of metal ions that may introduce unwanted activation or depression. Two common metal ions are calcium and magnesium. Typical concentrations are in the range 50 ppm Mg and 500 ppm Ca (Marticorena et al., 1994, Basilio et al., 1996, Negeri et al., 1997, Nesset et al., 1998)."

Coal refuse slurries stored in tailings impoundments can potentially lead to environmental concerns such as effluent seepage, property devaluation, and in extreme cases, dam failures. Pressure filtration offers an opportunity to reduce the impoundment requirements by providing significantly drier solids. A full-factorial design was used to study the effects of temperature and pH on dewatering a refuse slurry obtained from a coal preparation facility in Pennsylvania, USA. The experimental results indicated a strong effect of temperature on cake moisture as the cake moisture after about 2800 s was 22% at 43 °C and only 36% at 10 °C for tests conducted at pH 3. ANOVA results confirmed the statistical significance of pH, temperature, and their interaction effect. Also, the results showed no significant differences between the tests conducted near neutral and alkaline pH values at low and ambient temperatures. On the other hand, Tukey's test indicated higher reductions in cake moisture at higher temperatures for lower pH values. This study affirms the need to monitor and control the pressure filtration process as throughput could significantly vary with changes in temperature and slurry conditions.
