The Bureau of Mines is investigating the technology of petroleum and its products, the investigation including well-drilling methods and the transportation, treatment, and utilization of petroleum and of natural gas, with especial reference to the prevention of waste and to increased efficiencyin the development of oil and gas resources in land belonging to or controlled by the Government. During. the winter of 1912-13 the enormous waste of the gas encountered while drilling for oil in the Cushing field, Oklahoma, called forth protests from various sources, and appeal was made to the President of the United States and to the Secretary of the Interior in behalf of the landowner and of the public in general. The facts were wanted regarding the amount of waste and the technical conditions that were responsible for practices causing it. An investigation was ordered and conducted under the direct supervision of the late J. A. Holmes, the first Director of the Bureau of Mines. R. S.Blatchley was sent to investigate the amount of waste going on in the Mid-Continent flelds.s In the latter part of March, 1913, J. A. Pollard and A. G. Heggem were sent to Oklahoma to study well-drilling methods with reference to the waste of gas from wells on Indian lands and to suggest means of preventing the waste of natural gas on such lands. Pollard and Heggem decided that the mud-laden fluid process, which had been used successfully for some years in Texas, Louisiana, and California was the method that would meet the situation most efficiently and economically. The method was accordingly demonstrated in Oklahoma. In 1914 Congress provided for the employment of six oil and gas inspectors to supervise oil and gas mining operations on lands of the Five Civilized Tribes in Oklahoma and to conduct investigations with a view to the prevention of waste. Positions under this appropriation have been held by William F. McMurray, James O. Lewis, Harry D. Aggers, Ralph R. "Weed,George W. McPherson, James C. Fowler, Louis W. Courtney, and Carl H. Beal, the technical work of these men being directed "byW. A. Williams, chief of the petroleum division, Bureau of Mines. After careful and impartial investigation of conditions in Oklahoma, these men also decided that the mud-laden fluid process was the one best adapted to prevent further wastes. In 1915 laws were passed by the State of Oklahoma that provide for the conservation of natural gas and oil, authority being given to the corporation commission to make rules and regulations and to employ agents to enforce them. After hearings and investigations, the corporation commission reached substantially the same conclusions as the Federal agents regarding the importance of the wastes and the best methods of conserving the gas. Technical Papers 66a and 68b were published by the Bureau of Mines in December, 1913, and January, 1914, respectively. Technical Paper 66 deals with the mud-laden fluid process in general and No. 68 with its application in Oklahoma. The interest aroused by these publications has been so widespread that within two years the first editions have been practically exhausted. Rather than reprint these publications, it has been considered advisable to replace them with the present report, which includes the results of more recent investigations. The methods of using the mud-laden fluid are an outgrowth of the rotary drilling system, which was developed in Texas and later employed in Louisiana and California. Some of the principles of the use of mud fluid had been observed and used to a limited extent for a long time in cable-tool drilling. So far as known it was first used successfully with a circulator and cable tools in the Coalinga field, California, in 1906,Harry D. Aggers, one of the contributors to this paper, working on the well. The part of the Bureau of Mines has been to call attention to its merits and to demonstrate its practical use in fields like those of the Mid-Continent.

"In recent years operators of brown-ore mines have shown increasing interest in .the reclamation of ore heretofore lost in tailing ponds. In January and February.1945 the author made a preliminary survey of the ponds in the Russellville district, Franklin County, Ala. The Russellville district (fig. 1) was chosen for the preliminary work because it contains many large ponds in a comparatively restricted area. All important properties in the district were visited with Charles R. Wilson of Russellville, who has been familiar with the Franklin County brown-ore industry since 1890; with Edmund Craddock and W. S. Blackburn, managers of the two washers now operated near Russellville by Shook & Fletcher Supply Co., and with S. A. Britton, manager of the Sloss-Sheffield Steel & Iron Co. washer. The larger ponds were measured roughly and tonnages estimated. and samples taken from different areas were analyzed and beneficiated at the Southern Experiment Station of the Bureau of Mines; Tuscaloosa, Ala.The ponds explored were the Sloss No.1 (Ensley); the Sloss No. 8, and the Sloss No. 4-5, which are among the largest in the district and so located, within an area of .three square miles (see fig. 2), that ore from all of them could be-treated,one centrally located washer.Actual work was begun on May 9. Between that date and June 30, when field work was completed, 246 holes in ponds were drilled and sampled, and 15 additional holes were put down primarily to test the drill .in different types of ground with a view to its possible utilization in other types of prospecting. Samples from all holes were analyzed for iron content; samples from 13 holes were sized and analyses made for each size fraction, and six large samples have been composited for beneficiation tests.Brown iron ore has been mined in the Russellville district since 1815, when the first blast furnace in Alabama was built in NW1/4 sec. 10, T. 7 S., R. 12 W., about 3 miles southwest of Russellville (19).-J The furnace was abandoned before the Civil War, and mining continued on a small scale until 1888, when Enoch Ensley began to mine the ridge between Russellville and Pain Creek. His first washer, Ensley No. 1, was about 300 feet south of the junction of the present Tharptown road with the Waco spur of the Southern Railway."

Optical sensors have emerged during the telecom boom in the late 1900s, due to the availability to low-cost telecom-grade optical components. It's only after the telecom industry's fall in 2004 that optical sensors became sufficiently developed to be a viable technology for real-world applications. Geotechnical applications have long relied on electrical sensors such as thermocouples, strain, and the venerable vibrating wire to measure physical phenomena. Although these are well suited for a large variety of applications, electrical sensors cannot be used for all applications: these are vulnerable to noise, hazardous voltages and corrosion, limiting the environments in which they can be used. In addition, electrical wires can also become an issue when sensors require external excitation or are distant from the measurement system. Finally, changes in physical properties of electrical sensors and systems over time makes regular calibration a necessity - not easy to do when these are permanently mounted on structures. Optical sensing systems are non-conducting and use light to perform various measurements. There are several optical sensor technologies available, each with different strengths and weaknesses. In addition, there are different methods of interrogating optical sensors, each of which also present different strengths and weaknesses. To make matters worse, configuring the interrogation and scaling to physical units can also be challenging to the unprepared engineer. This paper will present a holistic view of optical sensing, presenting the different optical sensor technologies and interrogation techniques. Sample optical sensing systems will be revealed and top considerations for optical sensing will be presented.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and, education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.1

THE growth of the spirit of progress and mutual aid which motivated the founders of the Institute sixty years ago in Wilkes-Barre was vigorously demonstrated at the sixtieth anniversary meeting held there on May 22. Committees headed by Cadwallader Evans, "resident director" of the Institute, and Paul Sterling, chairman of the local section, had arranged for a full-day tour of the northern anthracite field, so that the hundred and fifty members and guests who had come for the celebration of the anniversary might see the changes and progress made in that field in recent years. More than forty automobiles were in line in the cavalcade which left the Westmoreland Club at nine- thirty. Operations visited were fully described in the May issue of MINING AND METALLURGY, so it is enough to say that after a seventy-five mile drive through the beautiful Susquehanna Valley and over the rolling green hills of northern Pennsylvania a stop was made for lunch at Forest City. Carey, Baxter and Kennedy, contractors at the stripping operations there, had provided, in the shelter of tents, a well-prepared luncheon and other refreshments. The return trip was made by way of Scranton, arriving at Wilkes-Barre at five- thirty.

"INTRODUCTION In view of the large tonnage of low-grade iron ore and iron-bearing material known to exist at the western limits of the Gogebic range, the Bureau of Mines undertook an investigation of the area for the purpose of evaluating the iron-bearing formations as sources of iron for possible future utilization.After 6o years of exploration an, development on the Gogebic range, the area investigated by the Bureau represents the known western limit of direct-shipping ore mined from operations on the Gogebic range.An area about 2 miles in length between the villages of Pence and Iron Bolt in Iron County, Vic., was selected for investigation, and trenches wore excavated through the overburden and fully across the iron-bearing formation to obtain 108 bulk samples for beneficiation tests. Exhaustive tests involving gravity and flotation methods, magnetic separation, and magnetizing roasts followed by magnetic separation were conducted on the samples to determine the ammability of the individual formations and the entire iron-bearing zone to beneficiation.Empirical data on the character and mineral content of the formations arc tabulated herein, as well as the results of the beneficiation tests."

The competitive position of producers of industrial minerals depends upon the delivered price of their product. Freight charges are a major factor in the sales to consumers. A comparison of freight rates on movements of limestone and silica rock in the Pacific Northwest shows a wide variance in mills per ton mile for like hauls, thereby favoring some localities over others. Introduction: Sooner or later the potential miner of industrial minerals reaches the conclusion that of the various factors he must consider, the marketing of his product is. the most important. The sooner he realizes this the better, as successful industrial mineral producers .will confirm. Herein lies a difference between i.ndustria1 mineral mining and metal mining. Often in the latter, technical problems of mining or concentrating are equal to or even surpass those of marketing. This is not meant to imply that there are no problems in mining and beneficiation of industrial minerals, but these usually are outweighed by the problem of marketing. Recentlv. an official of a nationally known corporation :i the elecl.ro-metallurgical industry made an industrial mineral survey in the Pacific Northwest. In the course of his investigation he interviewed producers and potential producers of the various industrial minerals scheduled for use in the plant now being constructed in this area. He stated that he was interested in only three factors: namely, (1) Can your product meet our specifications? (2) Are you able to supply our tonnage requirements? and (3) What will be the delivered price? If there are several sources of supply of sufficient grade and tonnage, as is often the case in the Northwest, then the third factor becomes the important and deciding one. While industrial minerals are usually sold f.0.b. cars with the freight being paid by the buyer, it is the delivered and riot the f.0.b. price that determines the competitive position of the producer and his industrial mineral product. Unfortunately for both the consumers and producers of industrial minerals in the Northwest, the sources are generally a considerable distance from the markets. This necessitates long rail hauls, for which transportation charges make up the largest share of the delivered cost and the delivered price of the product. Is it any wonder then, that rail rates play such an important part in the marketing of industrial minerals? In order to sell his product, the producer must be able to deliver to the market at a competitive price. It must be remembered that his largest cost factor is rail transportation, and that he is limited to markets that he can reach competitively. Since the cost of rail transportation is so important, let us compare various freight rates in the Northwest and attempt to determine their influence on marketing. A study of all rates on all industrial minerals transported in this area, is beyond the scope of this paper. For the purposes of comparison, let us consider limestone (broken, crushed, or ground), and silica rock. These are widely used industrial minerals, and are carried by several different rail routes from.the sources of supply to the centers of consumption in the Pacific Northwest. Markets and Sources of Supply: Limestone has a number of uses in western Oregon and Washington. Among them are agricultural lime for the soils of the Willamette Valley and southwestern Washington; paper rock for the mills in such cities as West Linn, Oregon City, Newberg, St. Helens, and Salem, Oregon, and Camas and Everett, Wash.; chemical and metallurgical-grade limestone for the metallurgical plants centering around Portland, and the Tacoma-Seattle areas'; and sugar rock for the sugar refineries at Toppenish, Wash., and Nyssa, Oregon. Tables show the relative frequency of violations of certain provisions of the Coal Mine Health and Safety Act of 1969 in particular areas of concern, such as circuit breakers, grounding, and permissibility. Examples of past use of the data and analyses are presented.

The objective of this study was to investigate the environmental effects of slaking of surface mine spoils. To accomplish this, both field and laboratory programs were undertaken, supplemented by a thorough literature search. The field program consisted of drilling the highwall as well as test pitting in recent, two-, five, and ten- year-old spoil piles at four active mining sites in the eastern bituminous coal fields. Pertinent observations were made and samples collected for laboratory analyses which consisted of several standard geotechnical, agronomic, and geochemical tests. Durability tests utilized included jar slake, cyclic wet-dry, rate of slake, and slake durability tests. Correlation between field and laboratory portions was made- and results presented. The report is concluded with a discussion of the slaking process and associated environmental impacts, proposal of a preliminary classification system for use in premine planning, and presentation of management techniques to optimize the slaking process.

THREE regional meetings are planned for this summer and fall following the spring meeting held under the auspices of the Iron and Steel Committee and the Ohio Section at Cleveland in April and in lieu of a general fall meeting of the Institute. Plans for all of them are maturing rapidly. Excellent programs and. interesting visits to points of local tech¬nical interest are already assured. THE SALT LAKE CITY MEETING This meeting will be under the auspices of the Milling Committee and the Utah Section. It will be one of the features of the joint convention held the week of August 22 to 26 with the Western Division of the American Mining Congress. The 1987-88 Denver Brown Cloud Study was performed to determine the sources of the particle cloud which forms over Denver each winter. The study was organized under the leadership of Colorado Governor Roy Romer , EPA Region VIII and the Greater Denver Chamber of Commerce. The study was sponsored by over 40 organizations representing governmental agencies, the natural gas industry, the coal industry, utilities, oil companies, railroads, the motor vehicle industry, and other Denver area companies and organizations. The cost of the study was $1.5 million which was raised almost entirely from private sources. The study team was headed by Dr. John Watson of the Desert Research Institute of the University of Nevada. Dr. Watson is a recognized expert in conducting studies of this type.

IT does not seem practicable to review all the other specialized curricula that have developed in the mineral industries field in so much detail as has been given for petroleum. Nor is it easy to draw a definite line between true curricula, leading to a designated degree in the special subject, and options, which may range from the mere substitution of one or two courses for others ' in the final years to differences so extensive as almost to amount to separate curricula. Even to attempt to catalogue all the options that have been offered at one time or another would , require too much space. The remainder of this discussion, there- fore, will be confined to three topics which seem to be of major importance. Mining and metallurgical curricula will be covered in a later chapter. Geology The first, from the historical view, is geology in its relation to the mineral industries. Previous, chapters have made clear that in the early years of mineral industry instruction in the United States economic geology and mining engineering, so overlapped one another that men who were by training and experience economic geologists were appointed professors of mining, while men who had graduated as mining engineers sometimes developed into professors of geology. Even today men whose basic training was in- geology as a pure science, and who perhaps took a doctor's .degree in that subject, have attained such distinction in the mineral industries as to be universally accepted as "mining men," and their right to be regarded as mining engineers would not be questioned, even though 'they did not .take a degree in engineering. Tremendous improvements in mining technology have been witnessed during the past 100 years. For example, before 1860 all blastholes were drilled manually and blasting was done with low-energy black-powder. During the 1860's both the pneumatic rock drill and high-energy dynamite were introduced, ushering in an era of mining mechanization that has steadily progressed since that time. Today, with the rapid implementation of the latest advances in communication science, mining technology is moving into a new era that goes beyond mechanization as such. Transistors, transducers, scanners, telemetry, and the like, all terms largely derived from the new communication sciences, add up to what is popularly know as automation-the communication of machine with machine. Automation is now playing an important role in selected parts of the mining process, such as hoisting, hydraulic roof supports, and underground surface locomotive haulage and belt conveyor systems. But this year marked the first attempt to auto-mate the total mining process with the commencement of production at the British National Coal Boards Bevercotes mine. If this full-scale experiment proves successful, it could lead towards other fully automated mines in both Britain and other parts of the world. This decade, there-fore, could be considered the one that provided the foundation for the mines of the future.

Shandong MinMetals Corporation, a state-owned import and export organization located in the city of Qingdao, Shandong Province, China, was opened in 1954, with the mission of marketing metal products and industrial raw material in oversea areas for hard currency to support the modernization project of the country as well as the province. The management officers are appointed by the provincial government, and report to the Foreign Trade Department of Shandong Province. Meanwhile, the company also receives guidance from MinMetals head office in Beijing, the capital city of China. The head office does not own and control any provincial MinMetals organizations, but merely coordinate business among provinces.

Mining activity began in colonial times with ironmaking operations scattered along the eastern seaboard. Iron furnaces and forges manufactured iron implements from bog iron ores using charcoal from the extensive forests as a fuel. Lead ores were mined in the Mississippi Valley and copper ores in the Lake Superior region. However, the real beginning of the American mining industry did not occur until the 19th century. The history of American mining is organized around three epochal events. The first was the discovery of gold in California in 1848, which marked the beginning of a period of apprenticeship in mining and metallurgical techniques. The second was the discovery of the fabulous Comstock Lode in western Nevada in 1859, which expanded mining throughout the Far West and led to large-scale underground mining and the development of smelting techniques for lead, silver, and copper ores. The third event was the building of a transcontinental rail-road system after the Civil War, which brought about the consolidation of the industry from a large number of independent mines, mills, and smelters into integrated operations run by large corporations. Thus developed the mining industry that today supplies the energy and critical materials for the great-est industrial complex the world has known.

This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

THERE has been considerable controversy regarding the structure and mineral constituents produced when iron ore is sintered. This investigation was undertaken in order to establish the fundamental reactions that take place in the sintering process by determining the nature of the resulting minerals. The writer's immediate interest in the subject arose mainly from the request of E. W. Davis for information based on a microscopic study of sinter submitted by him in May, 1926. In the author's preliminary work, samples of iron-ore sinter were secured from the Minnesota School of Mines Experiment Station and from commercial plants. These were polished by the usual methods for polishing opaque ores. In order to study these surfaces satisfactorily, it is necessary to magnify them rather highly, a range from 100 to 1000 dia. being used. For the higher magnifications oil-immersion lenses and an intense source of light are necessary. After the preliminary study had shown the problems involved, a series of small samples were sintered under carefully controlled conditions and with analyzed materials. Variations in the relative amounts of ore, coal and water were made in order to study the effect of each constituent. The attempt has been to arrive at a clearer understanding of the sintering process and the reactions involved without reference to any preconceived notion as to sinter. It is clear that the study of polished surfaces has yielded results not possible with thin sections alone. The thin sections made in this work were found unsatisfactory at magnification greater than 75, whereas magnifications of 1000 were easily studied with reflected light on carefully polished surfaces. A rather complete statement of observed facts is made so that the reader may form his own conclusions. The writer's interpretations are suggested.

A circuit is considered intrinsically safe when any spark or thermal effect produced normally (that is, by operating the equipment in its correct operational manner to fulfill its purpose) or accidentally (caused by short circuit, earth fault, defective components, breaking the wiring, etc.) is incapable under prescribed test conditions of causing ignition of a prescribed gas mixture. The test conditions and gas mixture should be at least as hazardous as the true parameters of the environment where the circuit will be operated. According to present practices, the question of whether or not a circuit is intrinsically safe is decided upon experimentally. The circuit is inspected first for mechanical soundness and a survey is made to determine what faults should be considered as probable. Then the individual branches are connected, in sequence, to a test apparatus called 'breakflash" which acts as an opening, closing contact and thus draws sparks from the circuit. This test is repeated a given number of times in the presence of the prescribed gas mixture under specified conditions (electrode configurations, gas parameters, etc.). The equipment will be regarded as intrinsically safe if during testing no ignition has occurred.

Dumper operators are frequently exposed to whole body vibration (WBV) in surface mines. Surface mining activities involve the amalgamation of comparatively high intensity of vibration and extended exposure durations. Efficient risk reduction mandates knowing of important phases of a task that poses a threat to health of dumper operators. So far in India very limited studies have been reported on WBV exposure with regard to surface mines. This paper evaluates WBV of dumper operators based on ISO 2631-1:1997 Standards and European Union (EU) Directive 2002 for different phases of job cycle. Six dumpers were considered for this study and the vibration measurements were made for all the four phases of the job cycle by placing the triaxial accelerometer on the operator’s seat-surface and at the seat-back, independently. The findings of the study revealed that the haulage task (loaded travel and empty travel) remains the chief contributor to vibration exposure according to seat-surface and seat-back measurements. Maximum frequency weighted root mean square (RMS) of 1.12 m/s2 and 1.09 m/s2 were reported for empty travel task for seat-surface and seat-back measurements, respectively. For seat-surface measurements based on RMS, Z axis remains as the dominant axis of vibration for all the dumpers during haulage task, whereas for seat-back measurements, the dominant axis varies between X and Y. Exposure action value (EAV) based on RMS has exceeded the threshold value of 0.5 m/s2 for all the dumpers during loaded travel and empty travel for seat-surface as well as for seat-back measurements.

The value of non fuel mineral production in Alabama in 1991 was $539.9 million, a decrease of $20.7 million, a result of the nationwide recession that was felt throughout the State's economy. The 3.7% decline in mineral sales was due primarily to a slowdown in construction, which had a major impact in the construction minerals mined instate. Production and sales of crushed stone and sand and gravel fell significantly below the value reported in 1990. Despite the recession, Alabama moved from 21st to 20th place nationally in mineral value. Mineral industry developments in 1991 were primarily in the metals manufacturing sector. Reynolds Metals Co., Sheffield, celebrated 50 years of operation in Alabama. During the November celebration, the company dedicated a $121 million expansion that included a new casting facility and sheet rolling operation. Gulf States Steel Corp., Gadsden, completed the first full year of operation of its new multimillion-dollar continuous caster.3 The Foundry of the Shoals Inc., Florence, replaced two coke-fired furnaces with electric furnaces.
