Introduction The financial statement of the hypothetical Gold Mining Company, which forms the background of this survey, was designed for the Institute with the express abject of having it assessed in respect to Profits by the several taxing bodies representing the Federal and Provincial Governments, which comprise the Dominion of Canada. On the completion of the figures, copies were sent to the several Ministers of Mines, accompanied by a request that they be submitted to their taxing authorities and assessed accordingly. The response, while it was not general, was very favourable, and at all times we were treated with the utmost courtesy and patience, and what has been set forth in the compilation bears the authentication of the various government officials who are immediately concerned with taxation. The data itself constitutes a fairly comprehensive digest of taxation as it directly applies to gold mining profits in Canada. The Hypothetical Balance-Sheet (See Exhibit A) In the balance-sheet schedules 1 and 2 (Exhibit A), income is divided between taxable and non-taxable classifications, and here it should be noted that the division contemplates only the assessment for Dominion income tax. The same applies to the factors of exchange and depletion. Therefore, in making comparisons, it is to be borne in mind that the set-up for assessment to the Provinces, that is, Manitoba and Alberta, will stand as if the gross non-operating income is taxable, with the reservations as shown in the notes below the schedules.

In this paper is presented a review of the changes that have taken place in certain Canadian non-metallic mineral industries since 1909. The fifteen-year period 1909 to 1923, inclusive, has been selected for two reasons. In the first place, statistical treatment of the subject under review has been nearly uniform throughout the period. In the second place, this decade and a half is itself further subdivisible into three well marked quinquennial periods, the middle one covering the period of the great war when industrial conditions were greatly disturbed. It then becomes possible to institute certain comparisons between equal periods before and after the war disturbances. The items selected for inclusion in this review are certain of the more important members of that class of minerals usually grouped together under the heading of non-metallics. They are all minerals of which Canada is known to possess important resources, and which are indispensable to many of our greatest manufacturing industries.

Ilmenite-bearing paleo-beach deposits were discovered in Jylland, Denmark using a combination of Ground Penetrating Radar (GPR), portable X-ray fluorescence (XMET), bulk XRF analyses, Computer Controlled Scanning Electron Microscopy (CCSEM), and wire line logging. The Miocene-age paleo-beach deposits are located below a thin Quaternary cover in a region of very moderate relief and essentially no outcrop demanding unique approaches in exploration. Initially, an isopach map of the Quaternary is prepared from existing water well data. A geological model for likely occurrence of Miocene paleo-beach deposits is generated and the coincidence of thin Quaternary cover and potential paleo-beach deposits define targets for detailed exploration. The defined targets are traversed with GPR to identify paleo-beach structures which are then used to define a drilling program. This methodology located a paleo-barrier island at the Vorslunde location with more than 10% ilmenite in the sand. During the drilling process, the TiO2 and heavy mineral contents of the sand were logged every meter with a portable XRF unit (XMET) and subsequently calibrated more accurately by comparison to bulk XRF and CCSEM analyses for selected samples. The bulk XRF data also provided more complete compositional information. Insitu determination of geology, heavy mineral abundance, and corroboration of the XRF logging was done using wire line logs, a combination of spectral gamma and induction conductivity logs. Detailed characteristics (abundance, grain size, shape) and chemical composition of minerals was determined by the GEUS CCSEM methodology (Frei et al, this vol.). The average weight percent TiO2 for all Ti-minerals is 62%, 60% excluding rutile. That elevated TiO2 content (>> ilmenite stoichiometric value, ca. 50 %) indicates that ilmenite experienced an iron-leaching environment. The source of the sand deposit was investigated by dating contained zircon. The results show that the likely sources of zircon are in southern Norway and southwestern Sweden with common zircon ages of ca 1100 Ma. and 1500 Ma.

The Haines-Klukwan-Porcupine subarea of the Juneau Mining District (JMD) is located in the northern portion of the JMD and consists of the land between the Alaska-British Columbia boundary, the Chilkoot Valley, Glacier Bay National Park boundary, and extending south to the Davidson Glacier and the Chilkat Peninsula and Islands (fig A-I). This area was studied as part of the larger JMD study in a cooperative effort between the Alaska Division of Geological and Geophysical Surveys (ADGGS) and the Bureau during 1985 to 1988. Prior to this, during 1984, the ADGGS and the Bureau cooperated in a study of the Porcupine mining area and during 1981 to 1983 conducted separate studies in the area. Field work was conducted by foot, boat, truck, and helicopter. Figure A-I shows the Haines-Klukwan-Porcupine sub-area and shows the areas covered by previous Bureau and ADGGS studies. PHYSIOGRAPHY AND CLIMATE The physiography of the subarea ranges from gentle to rugged. Glaciers formed the major features in the sub-area and left "U" shaped steep walled valleys and rugged mountains. The Chilkat, Chilkoot, Klehini, Tsirku, and Takhin are the major rivers in the subarea. The higher mountains are glacier clad and some valleys still harbor glaciers that reach the valley floors. Lush forests and dense brush predominate up to timberline at about the 2,000-foot elevation. Low point in the subarea is at sea level in the area around Haines while the high point is 7,434 feet at: Mount Henry Clay in the Porcupine mining area.

This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cuft), tons (/T) (2000 lbs) or acres (/A). 1 cu yd = 0.76m3 1 cu ft =0.28m3 1st = 0.9 t7 1 acre = 0.40 ha or m2 In several cases the royalty is a percentage of the finished products, sale price and is levied against either the amount produced or the amount sold. Recent mapping at the Kelian epithermal gold deposit in East Kalimantan, Indonesia has delineated intrusive and extrusive-phreatomagmatic breccias, their magmatic roots, and late-stage endogenous domes of a maar-diatreme complex. The Kelian epithermal system is characterised by a wide variety of mineralised and unmineralised breccias, which include tectonic, hydrothermal, phreatic and phreatomagmatic varieties. Phreatomagmatic breccias and associated igneous rocks post-date early stage alteration and mineralisation, and pre-date main stage precious and base-metal mineralisation. This study emphasises the spatial, temporal and genetic links that have been drawn between diatremes and both epithermal and porphyry systems in volcano-plutonic arcs.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. A quick-reaction, mine permissible rescue vehicle (MERV) was developed for use by rescue teams. The MERV is a 6-wheeled, battery-powered unit with life support equipment and instrumentation; designed for a two-man team, with provisions for handling two victims or tools in a trailer. The vehicle is 100 inches long, 56 inches wide, and maximum height of 34 inches. It can be lowered down most mine shafts and has clearance to travel mine railways. The vehicle has power to all six wheels with power transmitted separately to either or both sets of wheels. Low-pressure, high-traction tires give the vehicle the ability to handle soft, muddy mine floors, flooded areas and significant obstacles, and can negotiate a 45% grade. Power and life support are sufficient for a 4-hour mission. The life support system is a commercially-available, approved unit currently used by MESA rescue personnel. A payout wire system provides communication between the vehicle and home base over a distance of 10,000 feet. On-board monitoring of carbon monoxide, methane and oxygen is provided, with master and individual alarms to warn of gas concentrations outside pre-set limits. A lightweight, water-tight trailer was developed for carrying victims or hauling tools and equipment.

Silicon metal as a commodity material is produced by carbothermic reduction of quartz in electric submerged arc furnaces, where CO2 forms as a by-product. Since 1997 the Norwegian Ferroalloy Producers Association have been engaged in research programmes aiming for reduced CO2-emissions associated with fossil carbon in their processes. One important issue has been to study how charcoal and wood chips perform compared to coal and coke in the silicon process. The ability of the carbon-rich reduction materials to react with SiO-gas is commonly assumed to be of large importance to the performance of the process. Based on laboratory experiments with different carbon materials, combined with estimation of parameters in a mathematical model of the reaction between carbon and SiO-gas, a foundation for a theoretical study of the performance of the carbon materials in a silicon furnace is established.

This Bureau of Mines report reviews the mineral industry of the Black Hills area, including Butte, Custer, Fall River, Lawrence, Meade, and Penning- ton Counties, S. Dak.; and Crook, Niobrara, and Weston Counties, Wyo. It includes discussion of geological occurrence, processing, and potential of 27 commodities that have been produced from the nine-county area. The value of mineral production exceeds $70 million annually. Gold and petroleum account for two-thirds of the total, followed by clays, cement, sand and gravel, and rock. The combined mineral industries annually consume 268 million kilowatts of electrical energy, 933 million Mcf of gas, and 2 million barrels of fuel oil. Water consumption is about 10,000 gallons per minute. About 2,700 persons are employed on a year-round or significant part-time basis.

To extend or delimit the known ore reserves of the Black Wonder manganese de-posit, the Bureau of Mines undertook an exploration project consisting of trenching, underground excavation, long-hole drilling, and sampling. The mineralization is spread over 6 square miles containing numerous small individual manganese deposits. There has been only small production from some of these deposits; however, simultaneous operations from many such small deposits could contribute considerably to the production from the district. A custom mill to treat oxide ore for battery use was built near Patterson in 1942 by the General Dry Batteries Co., Inc. It operated during World War II and was removed in 1944 when the manganese mines ceased operation. Except for some small experimental shipments, there has been no activity in the district since that time.

[Sales of explosives - permissible explosives5/ other high explosives, and black blasting powder - in the United States during the calendar year 1937 reached a combined total that slightly exceeded the quantity sold in 1936. A larger output was reported for permissible and other high explosives but a smaller for black powder. Production of the three classes of explosives totaled 404,744,294 pounds, more than 3 percent over 1336. The total quantity produced included 49,579,441 pounds of permissible, 288,924,253 pounds of other high ex- plosives, 36,403,950 pounds of black powder in pellet form, and 23,836,550 pounds of black powder in granular form. Sales of granular black powder declined 26 percent compared with 1936 and of pellet black powder 12 percent; gales of permissible explosives increased nearly 4 percent and of other high explosives 10 percent]

A small static bed was used to study the thermal cycles required for the heat hardening of pellets based on synthetic magnetite concentrates and a naturally fine hematite. This apparatus can be employed to yield broad process data for the design of a recuperative strand system operating on the magnetite concentrates.Various alternatives are given for a process to heat harden the hematite ore but a preference is given to the production of a self fluxing pellet. Bond types and general mineralogical structures are interpreted against the optimum firing cycle necessary to produce a defined quality of pellet.INTRODUCTIONThe work reported in this paper extends that on the "Heat Hardening of Artificial Magnetite Pellets", which was described at the International Symposium on Agglomeration, sponsored by the American Institute of Mining, Metallurgical and Petroleum Engineers at Philadelphia, U.S.A. in April 1961. Whereas that work was of a more basic nature, serving to illustrate the suitability of artificial magnetites with various admixtures, to the application of heat hardened pellets, on this occasion the aim is to illustrate the procedures which were used to establish the dimensions of commercial recuperative strands for Australian raw materials.The nature of the pellet feed, Le. relatively uniform spheres of + i in.-Yi6 in. diameter, makes it possible to use small scale static pots for test work. The Ernest Henry Mine (EHM) is situated 38 km north-east of Cloncurry in the Mount Isa – Cloncurry mineral district of northwest Queensland. The EHM orebody is an iron oxide copper gold deposit with an average grade of one per cent copper, 0.5 g/t gold and 23 per cent magnetite, with current reserves of approximately 88 Mt.The copper concentrator is a single line plant with a nominal throughput rate of 1300 tonnes per hour. An average of 350 000 tonnes of concentrate is produced each year containing around 100 000 tonnes of copper metal and 120 000 troy ounces of gold.In December 2009, Xstrata Copper announced approval of a $589 M investment to extend the life of EHM to at least 2024, through the transformation of open pit mining operations to a major underground mine together with the construction of an associated magnetite extraction plant.The EHM magnetite plant extracts the magnetite from the copper concentrator’s tailings stream. It will produce approximately 1.2 Mt of magnetite concentrate per annum at full capacity for export to Asia, making EHM Queensland’s first iron ore concentrate exporter. Construction of the magnetite extraction plant commenced in July 2010 and was completed in January 2011.This paper gives an overview of the development of the EHM magnetite extraction plant flow sheet from the early mineralogy and laboratory test work through to the plant commissioning and early operation of the base plant. It has a major focus on the commissioning learnings from the plant start-up and includes a review of the operational performance of the plant versus original design and expectations.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

The International Seabed Authority and a number of countries have or are in the process of developing environmental impact assessment guidelines and legislation for seafloor mineral development. The formal decision to grant a project an environmental permit is based on an environmental and social impact assessment (ESIA), culminating in an environmental impact statement (EIS). The EIS needs to be supported by sufficient data upon which an assessment of impacts can be made and mitigation measures developed. Given the remote locations of many seafloor prospects, collection of sufficient environmental data to inform an EIS is often a difficult, expensive and lengthy process.

"The last few decades have seen some remarkable advancement in information technology, but recently various digital technologies have resulted in several synergies to deliver innovation in diverse applications. The mining industry has been relatively slow in adopting these technologies compared to the other industries, but this scenario is changing fast.Challenges. Mining companies globally are going through a series of challenges such as declining ore grades with complex metallurgy, increasing depth of ore bodies, high capital and operating costs, lower productivity, shortage of technical resources, significant pressure from stake-holders to deliver, along with growing environmental and corporate social responsibility issues. Improvement in profitability would need significant improvements in operational performance.Consequently, over the last few years, there has been a major focus among some mining companies to imbibe operational excellence. This has been only possible because of the replacement of a silos-based approach by an integrated view of the organization. Such an integrated view is now possible via the evolving digital technologies. Even so, such a transformation calls for a change in culture, which, for most organizations is not trivial. Attempts in the past to integrate functions, such as through mine-to-mill initiatives in the mining industry, have demonstrated significant benefits to many operations (McKee, 2013). Still, sustaining these benefits has clearly been a challenge due to manpower turnover and lack of proper systems and structures that integrate information between business functions within an operation and between operations and the corporate level.Opportunities. The advent of digital technology has opened up opportunities to integrate interdepartmental information for a unified understanding across an entire organization. The advances in instrumentation, equipment control systems, supervisory control systems (SCADA/ Historian) and industrial networks have helped in the direction of enterprise- wide integration. The availability of real time information across an enterprise has given rise to numerous possibilities to improve organization performance. The room-and-pillar mining method is used extensively in underground limestone mines in the Eastern and Midwestern U.S. The rock mass is typically a near-horizontal, bedded deposit at relatively shallow depth. A survey of 34 mines was conducted in which data on roof spans, rock mass properties and support practices were collected as part of a National Institute for Occupational Safety and Health research project into ground control in limestone mines. The average room width is 13.5 m (44 ft), accommodating large mechanized equipment. The results show that the immediate roof beam can consist of many individual layers and can contain several near-vertical joints. In spite of the room widths, the roof is naturally stable in many mines. Observed roof instabilities can generally be related to excessive horizontal stresses or unfavorable geological structures that cause block fallout or beam failure of the bedded roof rocks. The survey showed that the rock mass quality of the limestone does not vary significantly throughout the Eastern and Midwestern U.S. Roof conditions and the need for support were found to be closely related to the thickness and competence of the first layer of limestone in the roof. The findings highlight the need to identify local geological structures and the roof beam characteristics so that support alternatives can be evaluated. Monitoring and observational technologies that are available for identifying potentially unstable roof are presented, which include: roof characterization using the Rock Fall Risk Index, automated logging of roofbolt hole drilling, microseismic monitoring and displacement monitoring.

The Ilo Refinery was commissioned in 1975, with a cathode production capacity of 150,000 tpy. In 1994, Southern Perú Copper Corporation (SPCC) purchased the Refinery from Minero Perú SA. Subsequently, in November 1999, Grupo Mexico acquired control of Southern Perú. The anode production facility is located at the Ilo Refinery. A number of effective operating and quality control practices have been developed that have improved anode quality, as well as increasing anode production capacity to 350,000 tpy. These, and other optimization actions have allowed for a current density increase from 213 A/m2 to 275 A/m2, while maintaining current efficiency at 98% and sustaining the high quality of the cathode. The paper will outline the scope of operational practices in the Anode Plant and provide some discussion on the Ilo Smelter modernization project, and the resulting impact on the existing anode plant.
