INTRODUCTION. CULM is a general term used in the anthracite regions for many years to denote a mixture of coal, bony coal and impurities which is sent to the refuse-banks. Thus, 35 years ago culm contained the pea and buckwheat sizes of anthracite; but to-day, and as mentioned in this paper, culm is used specifically to denote the material which passes through the smallest screen in the anthracite-breaker. The smallest size of commercial anthracite is known as No. 3 buckwheat, barley, or bird's-eye coal, and is ordinarily made through a round-punched plate having openings 3/16 in. in diameter, and over a round-punched plate with opening 3/32 in. or 1/16 in. in diameter. Thus culm will consist of coal, bony coal, slate, gravel, iron pyrite, etc., ranging in size from ? 3/32 in. down to dust. Other local terms for culm are " slush," " silt," and " dirt." The first experiments towards the utilization of anthracite culm by briquetting, and the first briquetting-work done in this country, were in 1872 at Port Richmond Piers, Philadelphia, Pa., by E. F., Loiseau.1 Clay was used as a binder and the finished briquette was water-proofed with shellac, etc. Excessive cost was given as the reason for discontinuing work at this plant. The Delaware k Hudson Co., in 1876, built a plant at Rondout, N. Y., which operated until 1880. Gas-tar was used as a binder, and anthracite screenings were briquetted for engine fuel. Excessive cost, poor results in firing, and the tendency of the fuel to cut the boiler-flues were given as the reasons for discontinuing the manufacture. The next plant was built by E. F. Loiseau about 1878, at Nesquehoning, Pa., near the No. 1 or Nesquehoning colliery

The mine scheduling process defines a mining sequence across the life of the mine and stipulates the amount of ore, waste, and specific blocks to be mined each year so that the highest economic return can be obtained under a number of constraints. There are a number of mine scheduling software packages available. Each claims to be the best scheduler by maximizing Net Present Value (NPV) or by minimizing overall mining costs. These mine scheduling programs follow different procedures and scheduling philosophies based on either mathematical or heuristic principles. There was no study in which the mine production scheduling procedures applied by these packages were discussed and compared. This paper evaluates four open pit mine scheduling programs recently developed and compares them in order to determine if significant differences exist among them. The same input data, which consist of a 3-D block model, an economic set of parameters, and the initial surface topography for a operating copper mine in Southern Peru, was used to test each technique. The following programs were investigated with respect to their ability to optimize the NPV for the case study. 1) M821V1 Scheduler by Mintec; 2) NPV Scheduler by Earthworks; 3) Milawa Scheduler by Whittle Programming; and, 4) Fundamental Tree Scheduling Method (FTSM) developed at the Colorado School of Mines. The results from this case study demonstrate that the scheduling software packages, Mintec, Earthworks, and Whittle obtained similar NPV’s, while FTSM scheduler gave a six percent higher NPV than the other schedulers.

TO ASSIST users in the selection of reliable and satisfactory respiratory protective devices, the Bureau of Mines bas established five schedules of minimum performance requirements for the approval of respirators. The current revisions of these schedules3 include 13D for self-contained breathing apparatus, 141F for gas masks, 19B and the amendments to 19B for supplied- air respirators, 21B for dust, fume, and mist respirators, and 23B for chemical cartridge respirators. Copies of these schedules may be obtained from the Bureau of Mines, Publications Distribution Section, 4800 Forbes Avenue, Pittsburgh, Pa., 15213. Approval tests on respirators are performed only at the request of the manufacturer4 of the respirator and at his expense. If the device meets the approval requirements, a certificate of approval is granted on the complete respirator. This certificate states that as long as the respirator is manufactured as originally approved, or in accordance with any changes covered by an extension of the original approval, the manufacturer may advertise and sell his respirator as being approved by the Bureau of Mines. Many industries and regulatory agencies require that respirators approved by the Bureau of Mines he used where respiratory protection is needed. The Bureau of Mines, however, has no regulatory power over the use of the respirators that it approves. It acts as an impartial testing agency to insure the availability of suitable and safe respirators.

This presentation shows the results of laboratory and field tests to date for the NCHRP project entitled "Downdrag on Bitumen-coated Piles". This project required to test a variety of bitumens in the laboratory to determine their properties and then to establish a field testing program to verify the bitumens effectiveness. Figure 1 shows an organizational chart that gives an overview of the agencies involved in the project. The first part describes the laboratory testing program in which bitumen samples of various types were obtained from a variety of manufacturers. Initially, classification tests were performed to verify the manufacturers' specifications. Additional tests were then developed and performed to determine the bitumens behavior under the various conditions that they may be exposed to in the field. The test results were analyzed and their usefulness for design purposes were determined. The test results are presented in either graphical or tabular form. The second part describes the field testing program which was designed to test the effectiveness of various bitumens under a wide range of soil, temperature, and construction conditions. The first site was in Edmonton, Alberta, Canada, where a construction project was to take place in the winter of 1989-90. This was ideal for the cold temperature extreme that was needed. The soil conditions were conducive to downdrag problems: an embankment placed over soft clay underlain by dense sand resulting in end-bearing piles. The other site was in New Orleans, Louisiana. The part of the project involving this downdrag study was to be carried out in the summer of 1990. "In project evaluation there are two matters of keen interest to non-executive directors: the process by which an investment recommendation is reached, as well as the investment itself, as presented. It is sometimes mistakenly believed that Boards of directors are interested only in the result. That is not so. The process by which project evaluations are derived and socialised with the Board is as important as the result, sometimes more so.Setting aside the gloomy predictions of the doomsayers and looking through short-term volatility in supply and demand, the overall availability of mineral resources more often than not exceeds demand. There are in reality more development projects in prospect at any one time than are needed to meet the market. Only the fittest will prosper, although some others may survive.Optimism springs eternal in the mining industry and every project promoter, executive or entrepreneur has a convincing project development case. Some will create value for shareholders, but the historical evidence suggests that many will fail to meet the expectations set in their evaluation.Boards of directors make the final decision to invest, or not, in a new mine. Knowledge is power, and on that basis the balance of power favours management. Management has the facts (or in some cases, what passes for fact) and the passion to invest. The non-executives have the power of approval – yes or no – but before making a decision directors must demonstrate due diligence, the essential precursor to project approval.Management has a vital part to play in facilitating that due diligence process and in encouraging the independent thought processes of the Board. A closed approach by management fosters a negative, risk-averse attitude on the part of the Board. The work and costs involved in controlling three large fires in abandoned mines in the anthracite region of Pennsylvania are presented in detail. The work was done under authority of Public Law 89-4. Three basic control techniques were successfully employed by the Bureau of Mines: (1) forming underground fire-containing barriers by systematically flushing incombustible material into mine voids, (2) excavating an isolation trench around the fire area, and (3) complete excavation of hot and burning material in the fire area. When methods 2 and 3 were used, the excavations were subsequently back- filled with incombustible material. Preliminary location of fire perimeters by the standard use of patterned 6- and 8-inch-diameter boreholes is discussed. Investigations into air-borne infrared scanning, shallow subsurface thermal anomalies, and the use of helium to trace the movement of mine air currents are covered. Although they are costly and time consuming, boreholes have proven to be the most efficient means to date of obtaining necessary subsurface fire data. Infrared scanning was ineffective in delineating fires under more than 30 feet of cover. Helium-tracing was shown to have a good potential for determining possible hazards to adjacent residential areas from traveling mine fire gases.

By 1980, the U.S. mining community had reached a broad consensus regarding coal pillar design. The pillar load could be estimated from tributary area theory, and the pillar strength from empirical formulas and laboratory coal strength testing. Then the growth of longwall mining required new thinking. Recently, powerful design methods have emerged from analysis of large data bases of real-world pillar successes and failures. These include the Analysis of Retreat Mining Pillar Stability (ARMPS), the Analysis of Longwall Pillar Stability (ALPS), the Mark-Bieniawski rectangular pillar strength formula, and guidelines for preventing massive pillar collapses. Sophisticated numerical models have also helped transform the pillar design landscape. In the process, our understanding of pillar mechanics has been greatly enriched.

This information circular is one of a series the Bureau of Mines plans to publish describing the methods and costs of mining uranium on the Colorado Plateau. The Temple Mountain mining district is unique among the uranium-producing areas on the plateau. This relatively isolated mining district is in Emery County, Utah, on the eastern flank of the San Rafael Swell, about 35 miles southwest of the town of Green River. The district lies just within the eastern escarpment of the San Rafel Reef - a rampart of rugged and tilted sandstone cliffs that encircles the highly eroded core known as the Sinbad Country. The presence of petroleum matter found associated with the ore deposits, the occurrence of uranium in various formations, and the structural deformation caused by collapsed features have aroused a great deal of geologic interest. Mine development on Calyx Flat is distinctive, in that the ore deposits are worked through 36-inch calyx-drill holes.

Mineral sands mining for ilmenite, rutile and zircon has disturbed over 1000 ha of prime farmland in Virginia (USA) since 1997 and additional areas are likely to be disturbed in Virginia and North Carolina (USA) over the next 15 years. Full-scale mining operations at the Old Hickory Project in Virginia were initiated in 1997 by Iluka Resources Inc. and restoration protocols have continued to evolve in response to a variety of economic, technical and social issues. Early on, the return of these lands to agricultural row-crop production was complicated by vertical stratification of tails + slimes and lateral variability in soil physical conditions in the reclaimed pits and by limited topsoil return. Virginia Tech and Iluka have worked cooperatively with all stakeholders for over 20 years to review the pre-existing research base, conduct new and innovative site-specific research and thereby provide reasonable expectations of post-mining soil productivity levels. In 2004, Virginia Tech, Iluka Resources and a local leaseholder (Carraway-Winn family) agreed to jointly manage a 45 ha research demonstration farm where the long-term effects of alternative soil reconstruction practices are being rigorously monitored for both row crops (corn and wheat) and forage production. All mined land crop yields are also compared to an adjacent undisturbed exceptional quality prime farmland soil. Row crop yields between 2005 and 2010 were significantly above county average yields (regulatory target level) and approximately 75 - 80 per cent of undisturbed adjacent prime farmlands. The state regulatory authority has recently relaxed its position on the necessity of topsoil return versus use of topsoil substitutes based on appropriate on-site research results and the ability of the reclaimed soils to meet comparative local county crop yield targets. This cooperative effort allows all clientele groups to objectively assess the post-mining productivity of these mined lands while providing an invaluable educational opportunity for the mining industry. Thirtysix years only have elapsed since the birth of that beneficent industry whose footsteps were the first to traverse the wilderness of the prairies and penetrate the solitude of the mountains. So soon is history made. The men who halted on the rolling plain where Denver now stands and gazed westward at the snow-clad ranges in eager questioning of their possibilities of golden wealth, have lived to see a noble city built where once their camp-fires burned, and have participated in the discovery of a magnificent series of productive mines amid the mountains which seemed at that time the Ultima Thule of their pilgrimage. To those who investigate the workings of our complicated mining and metallurgical industries, the story of their evolution from humble beginnings will appear an instructive romance. Well designed and maintained haul roads are the key to minimising truck haulage on-road hazards and costs, as well as increasing productivity. However, practically designing and managing a haul road for optimal performance is often diff cult to achieve. Poorly designed and built roads exhibit high rolling resistance - a one per cent increase in road rolling resistance can typically reduce speed on ramp by as much as ten per cent - and on the f at by up to 26 per cent. In the current economic climates, investment and operating decisions come under scrutiny. In the long run, this scrutiny returns improved efficiencies and leaner, healthier operations. The focus of this evolving evaluation process should and will certainly fall on haulage operations - simply by virtue of their contribution to overall cost of operations - often in excess of 50 per cent of total costs for deep open-pit mines. Whilst the end result - improved efficiency and reduced cost per ton hauled - is not in itself problematic, it is the route, or process followed to achieve these savings that needs to be carefully managed. We can be guided on this journey by our understanding of how a road is designed, and, critically, the interplay between a good design and safe, cost efficient haulage.This paper brief y summarises the evolution of mine haul road design, from the seminal USBM work of Kaufman and Ault in 1977, through to current geometric, structural, functional and maintenance management design components. These augmented design and management guidelines have been developed over the past decade, both in response to the requirements of mine operators for more safe and efficient haulage systems, and the truck manufacturers' requirements for a more predictable and controlled operating environment. These developments have been paralleled by the need to minimise haulage hazards, both from a health and safety perspective. Generally, both objectives have been achieved, but with some specific areas of design and operation still presenting ongoing potential health and safety hazards.The paper then summarises current design guidelines for these safety-critical issues, both from a road-design 'best-practice' and road management perspectives. Implementation of the approach is seen as a basis for reducing the potential of an under-designed mine road to lead to health and safety defects and secondly as a means of giving haul road safety and performance issues greater prominence in the minds of the road-user, operator, mine planner and designer alike.

Various methods have been used to evaluate the effectiveness of shields in place. The most common method used is static recording of leg pressures by visually examining pressure gauges. In an effort to more closely examine the shield cycle and therefore the shield effectiveness, Jim Walter Resources has implemented a program of monitoring utilizing a polycorder system which is capable of recording convergence and pressure measurements on a continuous basis. This paper will discuss two longwall panels at Jim Walter Resources which have been monitored.

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

A series of nonionic and anionic surfactants were tested to enhance the flotation response of a low rank coal. An ethoxylated octyl phenol and several polypropylene polyethylene block copolymers were tested as nonionic surfactants. The anionic surfactant was a dioctyl sulfosuccinate. All the surfactants employed improved the yield significantly but the influence on grade was complex. Separate studies were conducted to determine the emulsification behavior of the surfactants. For the nonionic water soluble reagents tested, a correlation between emulsifying power of the surfactant and flotation was observed. An increase in the number of droplets produced in surfactant containing systems was considered to be the main reason for increase in the yield. Since it increased the number of collisions between dodecane droplets and coal particles. When a surfactant was introduced into the flotation pulp prior to addition of dodecane, it decreased the benefits of the surfactant significantly. The decrease was attributed to an increase in the wettability of coal and a decrease in the surfactant available for emulsification. When a suitable surfactant was added as a solution dissolved in the oily collector, a considerable increase in yield was observed.

A high-pressure intensifier system was designed, constructed and field tested as part of a program to determining the feasibility of applying high-pressure water jets on conventional mechanical rock excavation equipment to increase advance rates. Also developed were a high-volume swivel, capable of transferring the high-pressure water to a rotating cutterhead and manifold system for locating and protecting the jets on the cutterhead. Field tests were conducted in a granite quarry near Skykomish, WA, approximately 90 miles east of Seattle. The concept of improving excavation rates by using water jets to assist mechanical cutting was proven to be successful, with an average increase in excavation mete of 50 to 60%. For some tests, the excavation rate was more than doubled. Machine torque requirements were reduced approximately 25% when the water jets were used. It was suggested this was due to reduced cutterhead friction in the presence of the water jets. A comprehensive economic analysis was undertaken as part of a concurrent study to determine the degree of cost benefits attainable from increased advance rates. Very significant savings were seen to be possible. It was concluded that the basic concept of combining a water jet capability with a mechanical excavating machine is definitely possible.

GERMANIUM is an element that has come into widespread use in the electronics industry in recent, years. So far this increasing demand has been, met by ample supply: however, the future balance is uncertain, and the need has been recognized to discover additional domestic sources of germanium. This investigation was conducted to study the possibility of obtaining a potential supply of germanium from coal or coal ash. It has been known for some time that coal contains germanium; the discovery that By ash from coal-fired boilers often contains appreciably more germanium than the original coal suggested the possibility that coal ash might be an abundant and economical source of this element. In this study the concentration of germanium was determined in numerous samples of coal and ash. A number of miscellaneous waste materials also were examined in the course of the investigation; the results are reported as a matter of general interest. The methods and equipment employed are discussed in detail. Sample-preparation and analytical techniques are described in the appendix. Spectrographic analyses were made on a total of 639 samples, including coal, coal ash, slap ash from lignite and peat, wood ash, and various inorganic materials. Qualitative analyses were run on all samples, and quantitative determinations were made on those samples that contained enough germanium to be measured by this method The lower limit at which germanium can be determined quantitatively by spectrographic analysis is 50 parts per million (p. p. m.), but concentrations of less than 20 p. p. m. can be detected qualitatively.

"The mineral potential of the Nanisivik area was discovered as far back as 1910 when a prospector of the Geological Survey of Canada, on an expedition under Captain J. G.Bernier, recorded a deposit of pyrite with minor sphalerite and galena. An outcrop of the present orebody was discovered by Texas Gulf Company in 1957. Subsequent drilling outlined the orebody consisting of 6,000,000 tonnes of ore containing 13 % Zinc and 1.5 % Lead. The orebody appears to have been formed by the filling of a limestone cavern with sulphides. The sulphide minerals consist of pyrite, sphalerite and galena. The limestone bedrock is mostly dolomite with some calcite and magnesite. A cutoff grade of about 6% Zinc has been calculated.In 1972 Mineral Resources International Limited took an option on the property. Upon completion of the feasibility study by Watts, Griffiths and McOuat, the then new independent project management group of Strathcona Mineral Services Ltd. were engaged to develop the project through the financing, construction and operating phases. Strathcona Mineral Services still manage the project from their head office in Toronto and through the Mine Manager and Department Superintendents at the Mine site. The interest for the project is presently split five ways: Mineral Resources International Ltd. 53.5 %, Government of Canada 18 %, Metallgesellschaft A.G. of Germany 11.25 %, Billiton B. V. of Holland 11.25 % and Texas Gulf Co. 6 %."
