ONLY two of the Institute's 26 Local Sections were unrepresented at the delegates' three sessions, held on Monday morning and afternoon and Thursday afternoon of the annual meeting. The Philadelphia and Wyoming Sections alone sent no delegates. In all, seven hours were spent most profitably in reviewing the work done by the Institute at headquarters and in the field, comparing ideas and practices in varied activities, and in establishing personal contacts. Cordiality and the co¬operative spirit marked the meeting and apparently no one had any serious grievances to air. Four motions were introduced and unanimously passed. The first, which was introduced by B. L. Sackett, was a recommendation by the delegates that a national committee be appointed to cooperate with Local Sections in the matter of student activities, to promote Institute welfare. It was agreed that this recommendation be made simultaneously to the Board of Directors and to the Mineral Industry Education Division. A subsequent resolution by A. M. Smith was passed asking that a part of the duties of this committee be to secure the opinions of Local Sections as to the most desirable methods of interesting students in the preparation of technical papers, by giving prizes or otherwise, and to report their findings at the Section Delegates' meeting next year.

(l)The direct economic costs to this nation resulting from a decision to embargo South African strategic and critical minerals imports are estimated at $1.85 billion per year.2,3 About 94 percent of these estimated costs are for two platinum-group metals (PGM's), platinum and rhodium. The estimated costs of a 5-year embargo beginning in 1988 for the strategic and critical minerals analyzed are presented in Table 1.4 (2)There are sufficient alternative world sources to South Africa for manganese, chromium, palladium, titanium, and vanadium to meet U.S. industrial demand in the event of an embargo. (3)Alternative world sources to South Africa for platinum and rhodium cannot meet U.S. industrial demand. Non-South African world supply sources can meet about 40 percent of domestic platinum consumption requirements and 50 percent of rhodium requirements. (4)As a result of the increase in prices for platinum and rhodium during the embargo, expansion of domestic platinum-group metals mining and secondary production is expected. During a five year embargo, domestic primary and secondary production expand and together satisfy about one-third of U.S. platinum requirements, one-third of U.S. rhodium requirements, and over one-half of domestic palladium requirements.

Thermodynamic properties of the solutions of hydrogen in metals and carbon in austenite were investigated and it is possible to predict the interstitial solubility in these systems over relatively wide ranges of temperature and solute activity. Monte Carlo methods were used to compute the arrangements of interstitial atoms on the tetrahedral sites in body centred cubic metals and the octahedral sites in face centred cubic metals. It was shown that the non-configurational entropies of solution of hydrogen in metals can be interpreted as being principally vibrational and on this basis the potential value of the isotopic solubility ratio theory in indicating the compositional variation of these non-configurational entropies was discussed. The need for future work along these lines is pointed out.

Computer modeling of the blasting process can aid in gaining an understanding of the physics controlling the process. The sequence of events in a blast occur so rapidly and in such a violent environment that measurements are still difficult to obtain. Computer modeling using a program such as DMC [Taylor and Preece, 1989a, 1989b] can provide insights into the physics of the rapid and violent events associated with a blast. DMC has been used to simulate crater blasting @‘teece, 199Oc] and the blasting of Oil Shale for modified in-situ retorting [Freece, 1990a, 1990b]. This paper will address the influence that damping has on the velocity distribution in the rock mass during the rock motion phase of a blast. Since velocity distribution is a controlling factor of muck pile shape, damping also conbibutes to muck pile shape.

The quantitative determination of the mass rate of flow of methane in an underground airway is calculated as the product of the methane concentration and the air flow rate. Velocities are taken at several points and then averaged over the airway cross section to determine the total volume flow. Errors in velocity measurement thereby result in errors in total volume flow as well as the mass flow rate of methane. The purpose of this program was to evaluate existing instrumentation for measuring air velocities in the speed range under 2000 feet per minute; to evaluate the method for determining total air volume flow from the velocity measurements; to evaluate new techniques which may be applied to measuring air velocities; and to design a prototype instrument which represents the best technique based on the evaluation. "INTRODUCTION Wright Engineers Limited is active and has extensive experience in the design of pressure oxidation plants for the treatment of refractory gold ore and concentrate. In addition to the Mercur oxidation facility, similar projects undertaken during the last few years include the 3000 ton per day acid oxidation plant for the Getchell Mine, Nevada, a concentrate treatment autoclave for Asamera in 1984 and a feasibility study of a 50-tons per day autoclave plant for Consolidated Professor's Duport property in Ontario. The Equity Silver antimony and arsenic precipitation autoclaves, and the low pressure autoclaves at Key Lake Uranium in Northern Saskatchewan were also engineered by Wright in recent years.In August 1986, Wright was retained by Barrick Resources (U.S.A.) Inc. to add a 750 tpd pressure oxidation circuit to the existing mill at their Mercur Gold Mine, Utah. This paper describes this facility and outlines the start up in the spring of 1988 and subsequent successful operation. MERCUR OPERATION The Barrick Mercur Gold Mine is located at the south end of the Oquirrh Mountains in Tooele County, Utah. The carbon-in-leach (CIL) process plant camnenced operation in 1983 with a design throughput of 3000 tpd and has since been expanded to handle rrore than 5000 tpd. 'IWo ore types are mined, an oxide ore and a refractory ore, which is by Barrick's definition ""an ore from which less than 60% gold extraction is achieved by a standard CIL amenability test."" Typical of many sulphidic/carbonaceous ores, the refractory gold does not respond well to the cyanidation process. As a result, refractory ore has been stockpiled since the start of mining. As of June 1987, Mercur had about 570,000 tons of refractory ore stockpiled and 5.7 million tons of proven and probable reserves, grading 0.06 oz/t including approximately 3.5 million tons of tailings from the previous operation grading 0.55 oz/t. In 1986, Barrick decided to build a 750 ton per day pressure oxidation plant to process these ores. The process, for which a patent was granted, comprises pressure oxidation of the sulphides in an alkaline environment. It was developed in 1981 but was set aside in preference of a CIL plant treating only oxide ores by the previous owner of the property, Getty Oil. This process is capable of increasing gold recovery from the refractory ore from as low as 35% by conventional CIL processing to more than 85%. In 1986 Wright Engineers was engaged to undertake a feasibility study based on batch testing. This lead to a decision by Barrick Mercur later that year to build the commercial pressure oxidation plant. Wright was awarded the contract for engineering, procurement, construction managernent and commissioning in March 1987. The plant was mechanically complete in January 28, 1988, and was in operation by February 1988."

The use of walk-through inspections, approvals and ad hoc investigations to ensure risk is kept within acceptable levels is reaching its limits of effectiveness. Further improvement in occupational health and safety requires a systems approach, and the use of Quality Management principles is an obvious basis for this. SafeGuard, a æbest practiceÆ model health and safety management system and audit criteria based on AS/NZS ISO 9001:1994, has been produced by the Department of Mines and Energy. Quality style audits of mine and quarry health and safety systems are now being carried out by the Inspectorate.

This paper describes the field application of the NTH fracture classification to rock encountered in the construction of the 9.6 km long, 10m diameter, Second Manapouri Tailrace Tunnel. Excavation of the tunnel was undertaken by TBM between 1997 and 2002, in gneisses, granitic and diorite rocks. The paper outlines an adaptation of the NTH fracture classification used during the geological logging of this tunnel. The NTH fracture classification was primarily applied to assess discontinuity spacing for tunnel support requirement decision-making. The paper includes some general comparison of NTH classes with overall penetration rate.

The Millet copper deposit is on the north shore of Iliamna Lake in southwestern Alaska. Copper mineralization occurs in a zone of altered limestone .adjacent to and intruded by a diorite porphyry with some diabase facies. During 1949 and 1950, the Bureau of Mines investigated this prospect as a part of the U. S. Department of the Interior program in Alaska for the development of critical and strategic minerals. Field work was begun August 8, 1949; it was recessed November 28, 1949, because of inclement weather. The work was resumed Nay 28, 1950, and completed July 3, 1950. The program of investigation by the Bureau of Nines included topographic surveying, machine and hand trenching, diamond drilling, and sampling the zones of mineralization. This report outlines the general geology of the area, gives a description of the deposit, and contains the factual data resulting from work by the Bureau of Mines.

Inpit tailings disposal has been undertaken at a number of mining sites within Australia. This paper presents a brief history of the experience of inpit tailings disposal at the Marymia Gold Operation in Western Australia, including geotechnical aspects of the design. Regular monitoring of the inpit tailings disposal into the K1SE Pit at Marymia has allowed the operators of the mine to assess the performance of the tailings storage against its predicted performance during the design phase. Results of this monitoring indicated that the predicted performance was exceeded and the results have been incorporated into the design of another large inpit tailings disposal, the K1 Pit. Monitoring of tailings disposal to both the K1SE Pit and K1 Pit has allowed the mine operator to make substantial savings from inpit tailings storage when compared with above ground tailings storage facilities. The inpit method of tailings disposal at Marymia has proven to be acceptable from an environmental perspective by reducing the water resource requirements of the project, backfilling pits, which would otherwise collapse with time and eliminating the need for disturbing additional areas of mining leases, which usually accompanies construction of above ground tailings storage facilities.

[Methods s of preparing the manganese metal that has been used in chemical and metallurgical investigations have passed through a cycle. Most of the investigations made before the turn of the century, used Moissen's pyrophoric manganese.3/ This material was made by electrolysis into a mercury cathode and distillation in vacuo. The material was essentially pure, and investigations in which it was employed (with proper precautions against oxidation) led to accurate results on tie intrinsic behavior of metallic manganese.]

The Bureau of Mines is studying possible modifications in conventional uranium ore-processing steps to confine and permit controlled disposal of radioactive wastes. A potential method of minimizing pollution from radio-active nuclides, principally radium 226, in uranium mill waste streams is to reuse the waste solutions within the mill. Such reuse of waste solution in the Kerr-McGee Shiprock-type process was investigated in the laboratory. The Shiprock mill employs a two-stage acid-leaching process for dissolution of the uranium, countercurrent decantation for liquid-solid separation and washing, and organophosphorus solvent extraction for recovery of the uranium and vanadium from solution. The simulated use of barren raffinate instead of fresh water in the mill circuit was carried through a laboratory campaign of 28 interlocked leaching, washing, and solvent extraction cycles. About 99 percent of the uranium and 91 percent of the vanadium were dissolved from the are, Washing efficiency in the thickener circuit averaged about 99.5 percent when the pulp was washed with enough barren raffinate and makeup water to recover 2.5 tons of pregnant solution per ton of ore. The only solution discarded was that contained in the washed and thickened leach residue. A buildup of salts due to recycling of solutions did not adversely affect operation of the washing circuit.

As this paper is written, the only method for the commercial production of lithium metal is by the fusion electrolysis of LiC1-KC1 mixtures, as first proposed by Gunkz.2 The details of the industrial process have not been made public hut Osborg8 stated that an efficiency of more than 90 pct is obtained with a lithium metal recovery above 95 pct and that the metal is 99.5 pct pure. Pletenev9 gave a power consumption of 66 kw-hr per kilogram of lithium metal produced with a salt consumption of 9 kg of LiCl and 0.4 kg of KCI. Pletenev's figures indicate a somewhat lower recovery than that given by Osborg. In a recent report on' German lithium plants, Motock7 gives figures that are also less favorable than those reported by Osborg. At the German plants the lithium recovery in electrolysis was only 83.4 pct, with a power consumption of 140 kw-hr per kilogram of lithium. The metal averaged only 97 pct pure, with sodium and potassium as the chief impurities. The presence of SO2, SO3, SiO2, Ba, Ca, and appreciable amounts of Na and Fe2O3 were especially disturbing in the electrolysis, and it was necessary to run the cell for some time to eliminate most of these impurities and condition the bath. It may be noted here that most of these impurities do not interfere with a thermal reduction process. These facts show that the present method of producing lithium is fairly efficient and would suggest that other methods could not compete. However, fusion electrolysis has certain drawbacks, such as the necessity of supplying costly, low-voltage direct current and of collecting and processing the anodic chlorine if it is not to be wasted. An even greater disadvantage is that lithium chloride must be used for an electrolyte. It is one of the most expensive salts of lithium, since it cannot be produced in anhydrous form by precipitation from aqueous solution, as is done with LiF or Li2CO3. The reduction of lithium by a vacuum process similar to the ferrosilicon method for the production of magnesium would have certain advantages. Small units such as Pidgeon retorts, would give flexibility of production to meet demand, and a small plant would require moderate capital outlay. There is a possibility of using idle Government-owned magnesium plants for such purposes. The raw materials needed for vacuum thermal reduction would not have to be extremely pure, Director, with respect to the iron and calcium Content. The Sales Comparison Approach to estimating the value of a mineral property must always be attempted1 . In addition to other parameters, the approach depends heavily on the availability of transaction data. The consideration for the mineral property must be in form of cash, cash equivalent or other consideration. In other words, “What dollar amount did the property sell for?” Mineral properties are generally real estate, albeit frequently buried deeply under the overlying surface real estate, unless the property may be a quarry. In some states, transactions must be recorded in county courthouses, and the sale consideration must be included. In such cases, the appraiser’s job is made easy. In other locations, the sale considerations are withheld in the courthouse data; but occasionally a local transfer tax is collected and recorded. Again, the appraiser’s job is made easy by back calculation with knowledge of the legislated transfer tax percentage. The worst problem occurs when the consideration for a mineral real estate sale is totally withheld. That may occur in so-called nondisclosure states. Recent research both on active and fossil systems has demonstrated that shallow subseafloor replacement processes are not only viable depositional mechanisms for massive sulfide mineralization, but likely contributed as a major component of the mineralization occurring in large VHMS deposits and in many present-day seafloor hydrothermal systems. In the giant Neves Corvo deposit, as in many others VHMS deposits of the Iberian Pyrite Belt, there is overwhelming evidence for silicate-sulfide replacement processes being largely responsible for the efficiency of the ore-forming systems and huge size of the deposits. Textural evidences at all scales, coupled with a well-constrained mass-balance geochemical analysis, indicate that extensive replacement in the lavadominated volcanic rocks of the footwall sequence, and disseminated replacement mineralization in the volcaniclastic and/or sedimentary units were major mechanisms of ore formation in the Neves Corvo deposit. Shallow metal deposition prior to fluid discharge on the seafloor is likely to play a major role in seafloor massive sulfide mineralization. This premise should be envisaged as critical in evaluating the economic potential of seafloor resources, and should certainly be part of the equation when plans for seafloor mineral exploration missions are drawn.

The role of a project metallurgist is diverse and covers input into the resource definition, mining studies, metallurgical test program development, process engineering and plant design, cost estimate preparation and financial analysis aspects of project feasibility studies. Mining project schedule and cost overruns can often be attributed to cutting short metallurgical test work, engineering and cost estimating leading up to commitment to development. In a significant number of cases this may result from the lack of understanding and commitment by the project proponent to the requisite metallurgical and processing studies required during the various pre-commitment stages of a mining project. Metallurgical test work, process development, engineering and cost estimating requirements for each stage of pre-commitment development are described together with a summary of the ongoing role of the project metallurgist during detailed engineering and commissioning of a process plant.

A novel instrumentation system has been developed which enables simple, quick, and accurate measurement of vehicular dynamics within low speed ranges. The system, consisting of a microwave transceiver and microprocessor data acquisition and reduction system, measures the deceleration dynamics of low-speed mining and construction equipment. It makes the basic measurement, calculates key parameters such as average deceleration, initial velocity, stopping distance, and brake system delay time, and produces autoscaled graphs of velocity, acceleration, and displacement versus time.

Mine planning and scheduling is based on using a geological model for the deposit. Blocks are used to discretize the deposit into mineable volumes where grade values are assigned. Traditional estimation techniques such as kriging or inverse distance weighting are frequently used for this task where an interpolated value is calculated within a discrete volume. This group of block grades is the input for sequence optimizers, which base their decision on the economical value of a given block. Ultimately, the economical value of a block depends on its grade, making mine sequencing sensitive to all estimated values. If one looks to a block not as a single grade but as a set of equally possible grades, its economical value will change as different grades can be assigned to it. Stochastic simulation is known to provide the tools to assess grade variability, which makes it possible to generate equally probable values in a block. Different grade block models can thus be built and multiple sequencing alternatives are observed by running the optimizer for these distinct inputs. The results demonstrate that the methodology is adequate for risk assessment and proves to be useful for mining project sensitivity analyses. Differences in the project net present value showed that there is little difference between the two simulation methodologies (sequential Gaussian simulation and sequential indicator simulation) applied. The process is demonstrated using a Brazilian kaolin deposit. Keywords: geostatistical simulation, mine planning, sequencing, risk assessment, open pit optimization.

The purpose of these studies by the Federal Bureau of Mines was to determine the feasibility of refining low-grade hafnium by an inert-gas-shielded molten-salt electrorefining technique to produce a hafnium metal meeting reactor specifications. The techniques were adapted from those used success-fully for titanium electrorefining. Three electrolytes containing hafnium chlorides were developed from which deposits having a Brinell hardness of 170 or below were recovered. A KC1 + NaC1 + HfC14 electrolyte produced deposits in the hardness range of 140 to 165 Brinell. Deposits with a hardness range of from 132 to 152 Brinell were pro-duced from an electrolyte composed of KC1 + LiC1 + HfC14. A third electrolyte composed of NaC1 + K3HfC17 produced deposits with a hardness as low as 139 Brinell. In a fourth electrolyte, composed of NaC1 + K2HfF6, a measure of refining was accomplished, but under the test conditions no metal meeting specifications was recovered; none was softer than 174 Brinell. A number of metallic impurities were reduced in quantity by the electro-refining process, notably iron, which normally was reduced from 250 p.p.m. to less than 50 p.p.m. Magnesium generally was reduced from 680 p.p.m. to less than 80 p.p.m. Manganese content was also reduced by the electrorefining process. Sponge containing 90 p.p.m. Mn yielded deposits containing a maximum of 50 p.p.m.; some deposits contained only 10 p.p.m.
