The mines of the country are called upon to bear a very large part of the enormous taxes to be raised for 1917 and later years. The Internal Revenue Bureau, which is charged with the assessment and collection of these taxes, desires that the taxation laws shall be administered in a fair and business-like way. The application to mines, however, which have wasting assets, involves questions of particular complication and difficulty. To meet this situation, there has been established in. the Income Tax Branch, a Section of Mine Valuation in which these specific problems of the industry will be handled by competent engineers. But it is realized that something more than this is required for the satisfactory application of the tax laws to the mines, namely, as complete understanding as possible between the Government and the taxpayer, a spirit of cooperation as between the two and every possible assistance and advice from mine owners and mining engineers.

THE Federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of Federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal indus-tries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Be-cause of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. HOTCHKISS, * Madison, Wis.-It was fortunate, in a way, that this subject of income taxation came up during the war when the government could appeal, on the basis of patriotism, to men of large, business experience to undertake the work of formulating this matter and practically donate their services. At any other time the government would have been unable to secure the necessary number of men of like ability. There is one thing that must not be forgotten. In all cases, except the very largest and most important, the application of this income tax law to a mine is going to be made by clerks whose salaries are fixed by a Congress that appropriated a half billion of dollars for a war purpose and provided that $4000 should be the highest salary paid in the adminis-tration of that great sum. The Congress of the United States unfor-tunately seems almost entirely unaware of the fact that men of ability and experience are worth money and must be paid adequately if proper public service is to be secured. While the formulation of the broad plans for administering the law have been in the hands of. men of unusual ability, we have the future to guard, and, if possible, the mining industry should see to it that the Internal Revenue Department is permitted by Congress to pay salaries that will enable it to secure men of the ability and experience necessary to insure proper consideration of the industry. Another fact to which I would call attention is the difference between the business and the economic, or economists', points of view as to what a mine is. The economists have properly, from their point of view, classed a mine as a wasting asset, but the average metal mine is not a wasting asset if it is a real mine. The economists are correct in a broad sense in that every ton of ore taken out diminishes the orebody by that amount. When it comes to the consideration of an individual mine from the business standpoint, the future of that mine rests on unfore-seeable events-the discovery of new orebodies or the development of old bodies beyond the point of probable expectations. Every going mine must develop new ore each year to replace that extracted, and, .during all but the last one or two years of its activity, actually does so. Instead of being a "wasting asset" such a mine, from the practical stand-point which must control valuation, is an "increasing asset." From

Less than 100 years ago the first major federal regulatory agency, the Interstate Commerce Commission was established (in 1887), and since that time literally hundreds of other federal agencies have been created. The regulations set by these agencies tremendously affect the individual citizens of this country as well as U.S. institutions. A few examples of the myriad agencies established include the Food and Drug Administration. (1907), the Bureau of Mines (1910), the Federal Reserve System (1913), the Federal Trade Commission (1914), the Tennessee Valley Authority (1933), the Securities and Exchange Commission (1934), the National Labor Relations Board (1935), the Small Business Administration (1953), the Federal Maritime Commission (1961), the Equal Employment Opportunity Commission (1965), the Farm Credit Administration (1971), etc., etc. Eight years ago, on December 2, 1970, still another federal agency was established by the reorganization plan of President Nixon -- the Environmental Protection Agency (EPA). The Administrator of EPA was given authority to regulate certain activities affecting the environ-ment, which were formerly within the jurisdiction of the Department of Interior, the Department of Health, Education and Welfare, the Federal Radiation Council, the Atomic Energy Commission, the Department of Agriculture, etc. Within weeks after the formation of this Agency, Congress began to enact legislation which would be administered by EPA. Over the last eight years a considerable number of such laws have been passed, a few of which include: the Clean Air Act (1970), the Noise Control Act (1972), the Federal Water Pollution Control Act (1972), the Marine Protection, Research, and Sanctuaries Act (1972), the Federal Insecticide, Fungicide and Rodenticide Act (1973), the Safe Drinking Water Act (1974), the Toxic Substances Control Act (1976), the Resource Conservation and Recovery Act (1976), the Clean Air Act Amendments of 1977, etc. It may be helpful to review, in a summary fashion, the major provisions in some of these statutes, and accompanying regulations, as they relate to water quality control in the mining industry. The Safe Drinking Water Act and the Federal Water Pollution Control Act contain provisions to be examined, as well as the Resource Conservation and Recovery Act and the Toxic Substances Control Act. One other law, the Surface Mining Control and Reclamation Act (1977), is not administered by EPA although it does contain many provisions related to environmental control, and it will also be dis-cussed because of its importance to the mining community.

THE Executive Board of The American Engineering Council met in Pittsburgh, May 26 and 27. Its actions on the licensing of engineers and on the Employment Bureau are printed at length elsewhere in this issue. The board announced plans purposing the solution of the national problems of water power and forestry, upon which "the industrial development of the nation and the standard of living of future generations largely depends. The whole Federal water-power situation is in so critical a condition that immediate constructive action by the Government to conserve the public interests, involving vast consequences of economic and Federal policy, is necessary. After a long discussion during which the water-power problem as it affects Government reorganization was reviewed and Henry Ford's Muscle Shoal's plan was discussed, the board decided to lay the entire question before President Harding. A national movement to conserve the nation's forests, in which engineers, the U. S. Forestry Service, the forestry services of the states, universities and technical schools, and other groups such as the farmers, the railroads, and lumbermen, shall pool their efforts, was set in motion by the engineers. The work will be in charge of a Reforestation Committee of the Council, headed by Charles H. MacDowell of Chicago. Mov-ing picture interests will be asked to aid. The board pledged its support to President Harding in his plan for Government reorganization. In adopting the report of its Committee on Public Affairs, headed by J. Parke Channing of New York, the Executive Board of the council determined, in the event of the failure of the President's efforts to bring about greater economy and ffieciency in national affairs by regrouping of Federal functions, to press independ-ently a nation-wide movement for the establishment of a Department of Public Works. Progress in a national survey of the two-shift day in American industries was reported by the Council's Committee on Work Periods in Continuous Industries. This survey, called the most extensive of its kind ever made, has been in progress for more than a year; and purposes an exposition of industrial conditions which shall form a basis for establishing the relative merits of three shifts of eight hours each and two shifts of twelve hours each.

Thickening is the most widely applied dewatering technique in mineral processing. Thickeners are used to increase the concentration of suspension by sedimentation, accompanied by the formation of a clear liquid. As the particles get finer the thickening process encounters difficulty due to a significant change in the settling behaviour of particles. The batch settling tests of coal refuse of a coal washing plant which contained 91% particles smaller than 38µm and 0.6% coarser than 75 µm showed that the optimum feed percent solids that provided highest flux (solids handling capacity) was 4%. The flux of the pulp with the plant solids concentration (i.e., 10%) was 60% lower than that of the pulp with 4% solids. A thickener with a diameter of 22m based on the dilution of feed from solids concentration of 10% to 4% was designed. Monitoring of the thickener performance for a period of one month in the plant indicated that on average the feedrate of 25t/h (dry solids) with solids concentration of 10% could be thickened to the underflow concentration of 26.5% with a clear water overflow. It was found that the key component of the successful operation of the thickener is the dilution of the feed without which the overflow loses its clarity and the system ceases to operate under predetermined conditions. Specially designed feeding system which efficiently dissipated the energy of the incoming flow and staged flocculant addition regime are among the main contributing factors in making the design and operation of such thickener possible.

MORE or less contradictory findings as to the most satisfactory feed for concentration tables of the Wilfley type is shown by the diversity of opinion among experimenters. Prof. R. H. Richards,l as a result of his work, favors classification. On the other hand the work of Messrs. Cox, Gibbins, and Porter,' of McGill University, points in general to the desirability of screen-sized feed The ore used was obtained from the West mill of the Bunker Hill and Sullivan Mining and Concentrating Co., Kellogg, Idaho, and consisted of argentiferous galena in a gangue of quartzite and siderite. The natural feed was taken from the launder supplying the Fahrenwald classifier. Classified feed was collected from each of the ten spigots of this same classifier. From the natural feed the screen-sized feed was pre- pared in the laboratory. All three types of table feed were therefore derived from the actual mill circuit of a large plant.

The treatment of ores in preparation for fatty acid flotation is characterized by a wide divergence in methods, and attempts to define "common practice", even for the same type of mineral, are usually of little value because of the numerous exceptions. Such factors as desliming, pulp density, pulp temperatures, and reagents for conditioning are successfully employed under conditions representing almost extreme opposites. More precise control of variables is necessary than with sulphydric flotation processes It appears likely that variations result from independent development of a process from the multitude of variables that characterize fatty acid flotation and the ores of non-metallic minerals. Consequently, a symposium is a suitable way of presenting a summary of pretreatment methods for fatty acid flotation processes, together with froth control practices, as they exist today.

Newmont Mining Corporation?s Carlin (?Carlin?) operation processes roaster feed through a double rotator, dry grinding mill following secondary crushing. Metso Process Technology & Innovation (?PTI?) was involved in a review of crushing and dry grinding circuit operations in August 2009. A number of opportunities for increased throughput were identified in the PTI study. Extended plant trials were conducted in July 2010 to provide justification for possible circuit modifications and if needed, additional equipment. The trials confirmed that a finer crusher product would reduce the build-up of material ahead of the coarse grinding chamber in the double-rotator. Also revealed were material transport and airflow restrictions in the dry grinding circuit that resulted in a high circulating load. The secondary crushing plant demonstrated it was capable of reducing the amount of +¾? material in the mill feed thus increasing dry grinding throughput. However, wet and sticky feed affected screening efficiency resulting in low utilisation of the existing crusher capacity. The open circuit configuration also made it difficult to control crushing circuit product size. For the dry grinding circuit, changes in grinding media size, transfer grate design and increased airflow were recommended to reduce circulating load issues and increase circuit capacity. This paper summarises the crushing and grinding circuit review, the extended site trials performed by PTI and the improvements in dry grinding operation that resulted from this study.

Dutch State Mines [D.S.M] introduced the Heavy Medium Cyclone into the United States for cleaning fine coal about three decades ago. Since that time the general industry practice has been to deslime the raw coal at 28 Mesh (0. 59mm) size. The plus 28M material is fed to the Heavy Medium Cyclone for cleaning, and the 28M x 0 fraction is processed by other means (e. g. flotation or hydrocyclones). This approach recognized that 28M was the smallest size particle that could be easily rinsed on vibratory screens without excessive loss of magnetite, and without blinding of sieve bend and vibratory screen decks. Another reason for the 28M de-sliming was to avoid excessive contamination of the media with non-magnetic coal, shale, or clay fines. The most undesirable of these contaminants is the sub-micron size clay particles (2) that greatly increase the viscosity of the media and reduce the numerical maximum level that the media specific gravity can obtain due to the lower specific gravity of clay with respect to magnetite. The higher the fugitive clay content, the more severe the preceding problems become. During the last 30 years, many conventional Heavy Medium Cyclone Plants have been built throughout the world. In the United States, the initial cyclone plants were confined to the production of high quality metallurgical coal where lower gravities of separation were required than could be obtained from the conventional hydraulic or air separation processes. In recent years a large and ever-increasing number of preparation plants producing steam coal have started utilizing Heavy Medium Cyclone technology due to the environmental pressures being encountered to produce low sulphur coal. Due to the inherent characteristic of many coals of having a lower pyritic sulphur content at lower specific gravity fractions, many applications and markets are appearing for separating steam coals at much lower specific gravities than have been historically normal in the United States. Therefore. Heavy Medium Cyclones are being utilized to a much greater degree in this field, due to the flexibility of low separating gravity ability coupled with high efficiency when high percentage of near gravity material is present.

Theoretically the heavy medium cyclone is capable of cleaning raw coal from a top size of about 38 mm (1 1/2 in.) to a bottom size of about 200 mesh. With this idea, plants have been built recently using the heavy medium cyclone without desliming. The full size range down to zero is fed into the cyclone. Products + 28 mesh are removed in the normal manner on drain and rinse screens. The 28 x 200 mesh products are recovered separately from the magnetic separator tailings. Simplicity of flowsheet and plant operation coupled with the high efficiency of the heavy medium cyclone makes this a very attractive approach.

Feed-forward control (i.e. the forward flow of information in a control system ) is a simple and flexible approach to over-all control of a ball mill-rake classifier grinding circuit. The system described here uses mill power, feed rate, mill dilution water flow rate, and classifier dilution water flow rate only, to control mill load, throughput, mill solids, and classifier solids as well as classifier overflow grind. The mill load is controlled by a simple feed-back control loop, while mill solids and overflow grind are controlled within close limits by a unique non-linear feed-forward water control system. In effect the control follows a limited mathematical model of the grinding circuit. The configuration minimizes deviations in overflow grind due to changing ore conditions, but since it is open-loop, and the model is not complete, it is affected by changes in total ball charge and liner wear. These effects are fortunately gradual, and changes in the grind can usually be kept to within ± 1% of a target continuously for several days without adjustment. Control adjustments are made with feed-back from laboratory composites. This control system has won enthusiastic operator acceptance; it is easily started up and shut down; grind-outs have been eliminated along with flotation machine flooding and mill spills. Standard measurements and components are used throughout providing a trouble-free system design at a moderate cost.

Syncrude Canada Ltd. is currently mining over 120 million tons per year of overburden and oil sands to produce 40 million barrels per year of synthetic crude oil. Production increases are planned. This paper reviews the technical and economic assessments of feeder breaker applications in both ore and waste mining which led to an extensive testing and development program and finally to the procurement of full scale production equipment.

The method of feeding blast-furnaces to be described below is simply the application of well-known principles, and an attempt to carry that application to its logical conclusion. It does not involve radical changes in equipment, nor does it require unusual skill on the part of the furnaceman. In fact, much of its value lies in its very simplicity. Before giving details of the method it will be well to consider briefly the conditions under which it was used at the Nickelton plant of the British America Nickel Corporation, in the Sudbury district, before that plant closed down. The Sudbury nickel ore consists chiefly of pentlandite, chalcopyrite and pyrrhotite in a gangue of norite or greenstone. The proportions of sulphide and gangue vary widely in different mines, the former constituting about 45 per cent of the total in the British America sorted ore. The gangue is fairly uniform in analysis, carrying about 55 per cent Si02, 18 per cent A120 3, 13 per cent FeO and smaller quantities of CaO, MgO, Na20 and K20. The ore has been frequently described as refractory, a word which seems suitable when one considers the many unsuccessful attempts to smelt it pyritically, as well as the high percentage of coke normally used at all the plants in the district.

Educating the public about the role of mining and minerals can be a challenge. While it sometimes seems that little is being done to counteract negative publicity, there are many exciting things happening across the country that are helping meet this challenge. This paper will discuss existing minerals education activities and will provide tips for developing successful programs for a variety of groups, from students to industry to minerals educators themselves. The paper will also include an overview of the 9th annual National Minerals Education Conference held in July 2000 in Spokane, WA.

Feeding 600 pm X 0 raw coal to heavy media cyclones, along with the +600 pm size coal, produces an efficient separation of both the +600 pm and 600 pm X 150 pm sizes. Major advantages of the process include the elimination of desliming screens and secondary fines circuitry for cleaning the 600 pm X 150 pm size coal, and result in a very simple circuit. Incorporating four 660 mm diameter heavy media cyclones, the Providence Plant of Island Creek Corporation has operated efficiently for ten years with a magnetite consumption rate of less than 0.45 kg per ton of raw feed at a feed rate of 454 tph.

IN the first edition of this volume,44 feldspar was introduced as "the I commonest mineral of the crystalline rocks," usually in small grains associated with other minerals and commercially produced only from pegrnatites. Now other crystalline rocks, such as alaskites and granites, have become present or potential sources of feldspar. In addition, feldspar has encountered very vigorous competition from such substitutes as nepheline syenite and aplite. COMPOSITION AND PROPERTIES The feldspars form a group of which the principal species are orthoclase, microcline, albite, and anorthite. These are aluminum silicates of potassium, sodium and calcium. There are also a barium feldspar, celsian, and barium orthoclase feldspar, hyalophane, rarely found and of no commercial importance. None of the minerals in the feldspar group are found pure or nearly pure. The potash feldspars, orthoclase and microcline, nearly always contain some albite (soda microcline, an- orthoclase); the soda feldspars usually contain some anorthite (lime feldspar). There is a series of soda-lime feldspars known as plagioclase in which the albite and anorthite molecules replace each other in varying proportions from albite through oligoclase, andesine, labradorite, and bytownite to anorthite. Theoretical chemical composition of the principal feldspars is given in Table 1. The Whiteware Division of the American Ceramic Society sub- mitted a list of definitions of ceramic terms, in April 1947, for use in technical literature. For feldspar it gives: "A group of igneous minerals consisting chiefly of the aluminum silicates of potash, soda and lime, in which one base generally predominates." Commercial feldspars are intergrowths of at least two species of feldspar, which occur associated with one or more accessory minerals such as quartz, muscovite, biotite, garnet and tourmaline as well as with small but varying proportions of the decomposition product, kaolinite. Feldspars, the most abundant minerals of the igneous rocks, occur in numerous forms and mixtures. The feldspars of commercial significance are found in widely distributed pegmatites as large crystals usually free of iron- bearing impurities and thus suitable for hand-cobbing, and also in larger bodies where the ore contains various types of feldspar inter- mingled with quartz and relatively free of iron- bearing impurities, or at least readily unlocked from impurities present at relatively coarse mesh. The latter type of ore includes some pegmatites, and the ''alaskite" bodies so common in the Spruce Pine district of North Carolina. On the west coast of the U.S. and in Oklahoma there is-r has been--commercial recovery of natural feldspathic sand as a source of alumina in glass and ceramics. "Aplite" in commercial terminology is a light-colored igneous rock with a granitic composition and a fine sugary texture, often banded with readily removable iron impurities. Two areas in Virginia produce aplite for the glass industry: one located in the vicinity of Piney River, Amherst County, and the other near Montpelier in Hanover County. According to Deer et al. (1966) the word feldspar derives from the Swedish feldt or falt (field) and "spath:" chunks of rock appearing in tilled ground overlying granite. Castle and Gillson (1960) indicate a Germanic origin, citing "spat," which is said to refer to any transparent or translucent material which is readily cleavable. The term "spar" has in the past been applied to minerals other than feld- spar, such as barite, calcite, and fluorite. It is correct to call the latter "fluorspar." There is a true barium feldspar, but it is rare and of no present economic importance. What is recognized as feldspar or "spar" by present producers and consumers consists of three silicate minerals which, if pure, would have the formu- las KAISi,O, (microcline or orthoclase), NaAlSi,O, (albite), and CaAl,Si,O, (anorthite). These are almost never found in pure form in nature, but occur together in great abundance in a three-component system. A considerable number of different combined ratios of these three exists, with the exception that isomorphism between potassium spar and calcium spar is very limited. User specifications for feldspar products are largely built around the prevalent naturally occurring ratios. Pas- sages following will refer to "K-spar," "Na- spar," or "Ca-spar." Nomenclature and Descriptive Terms Relating to both the mineralogy and the economics of feldspar are certain terms whose coverage it is useful to specify. Commercially, aplite is a feldspathic rock mined and beneficiated in two locations in Virginia, in which both titanium and feldspar minerals are present-the latter now being the major, if not the only, economic product. Technically, the term aplite when applied to this rock is of questionable accuracy. But, in light of accepted commercial usage, the term will be here used to designate it. "Feldspar may represent 60% of the earth’s crust, but the mineral does not exist in a pure state. It is generally associated with quartz, iron containing minerals such as mica, and titanium containing minerals such as rutile. Feldspar itself can even exist in different lattices from those containing sodium to various divalent ions. As such, its beneficiation has become a process that is quite complicated, when compared to the beneficiation of other minerals. It is this complexity that has made feldspar beneficiation dependent on tailor made reagents to successfully yield the industry specified feldspar products. This paper reviews the mineralogical variations found from two feldspar mines and the development of collectors to specifically target a Fe+Ti concentration of < 0.05%, while maintaining a feldspar recovery greater than 90%.INTRODUCTION Feldspar is a class of aluminum silicates that represents the most abundant mineral on earth (Vidyadhar, 2002). This class of mineral can further be defined by the types or concentrations of cations present in the crystal lattice, MAlSi3O8 (M = K, orthoclase and microcline; M = Na, Albite; M = Ca, Anorthite) (Heyes, 2012). Feldspar is most commonly mined and processed for either the alumina used in glass making or for the alkalis used in ceramics. The alumina is known to improve product hardness, durability, and resistance to chemical corrosion. The alkalis act as flux, which means they not only lower the melting temperature of the mineral mixture, but also assist in connecting the other components present in ceramics. It was stated in 2009 that the world production of feldspar was in excess of 18.3 million tons produced, with the majority coming from China, Italy, and Turkey. Raw feldspar is typically found with quartz, iron containing minerals such as mica, titanium containing minerals such as rutile, and other feldspar minerals (Celik, 2001). Quartz is stated as having a negative effect on the melting point of the feldspar, whilst the iron and titanium based mineral contaminants are known to have negative effects on color and quality of the product produced; these mineral contaminants must therefore be separated prior to application (Barns, 1997 & Celik, 2001). Mineral flotation and magnetic separation are the most common means of feldspar beneficiation. However, conditions vary greatly from mineral contaminant to mineral contaminant (Table 1). Some literature suggests feldspar can be floated with an amine, but this generally yields lower than acceptable recoveries and often still requires the magnetic separation of iron based minerals to achieve the desired grade (Amarante, 1997 & Heyes, 2012). Feldspar flotation can be further improved with the addition of hydrofluoric acid (HF) as a silica depressant and feldspar surface modifier, but this still requires the removal of some of the other minerals first. Rutile can be floated with an anionic fatty acid collector at a pH range of 7-8 or with a petroleum sulfonate at a pH < 4 (Celik, 2001), while mica can be floated with a petroleum sulfonate or an amine collector at a pH of 3.5."
