New equipment to handle specialized operations is being developed and new techniques for its use explored. One such system is reviewed. Another is a potential system for handling the thinner stray coal seams between the more profitable thick seams. The availability of federal coal leases in the West is reviewed and current planning discussed. Gulf Coast lignites have been of much interest in recent months and are overviewed.

Since the Buffalo Creek incident in February, 1972, Federal and state environmental agencies have had the pressure on the coal industry in the Appalachian area to close the coal processing plant water circuits. In an attempt to comply with this requirement, Eastern .Associated Coal Corp. decided to install a vacuum disc filter system at its Kopperston plant to eliminate the tailings pond and reduce the amount of plant make-up water. It was recognized at the time that the plant static thickener tailings would be a very difficult slurry to dewater because of its unusually high clay content. The following is a case history of the Kopperston installation and the refinements Eastern has made in its vacuum disc filter operation to increase efficiency.

Using an approach based on the theory of similitude, the author develops a general equation and related concepts that provide new insights to an old problem. The load-bearing capacity (strength) of a square, rectangular, or cylindrical prism of a brittle material such as rock, coal, or concrete is expressed as the mathematical product of a size effect, a shape effect, and a function of the mechanical properties (deformability, cleat/joint spacing, and friction) of the pillar, roof and floor materials. Through an application of multivariate statistical analysis, the results of assorted tests and observations of failed pillars can be combined into a fundamental scaling equation, which provides a unified, consistent approach to the estimation of mine pillar strength. The form of the equation is sufficiently general to be able to incorporate refinements in the characterization of the basis factors, as they become available through future experimentation and analysis.

Because of growing pressure from government and consumers to produce more coal, the mining industry must improve existing techniques and devise more efficient mining methods. Mining of the thicker, shallower and geologically superior coal seams in the western United States is being subjected to increasing pressure from environmentalists; and so in order to meet the demand, the coal industry is exhausting the more accessible surface seams and beginning to mine seam of over 1,000 feet in depth and less than. 30 inches in thickness. The longwall mining system is the natural choice for extracting deep and thin coal seams, as it operates almost independently of the overburden rock stress. Due to the added fact that longwall mining is an inherently more productive method than room and pillar mining, many coal producers are looking to it as a means of increasing productivity without a corresponding cost increase. The consistent rise in application of longwall mining in the United States in the last decade illustrates the excellent potential of this technique for the future. American mining conditions are geologically different from those in Europe where longwall mining has been highly developed and extremely successful. Although numerous successes have been recorded in the U.S. with this mining system, a substantial number of failures have also occurred. These failures are due primarily to roof control problems usually over the face, in the tail entry, or both. Another problem area for American operators contemplating the use of this method has been correct selection of equipment, which should be custom fitted to local mining conditions for optimum productivity. It is essential that correct estimates for chock resistances, support densities, supported and unsupported roof spans, as well as rates of advance and length of working faces be provided to optimize mining conditions. Unless extensive pilot projects are planned engineers must choose their equipment correctly at the outset. A typical investment in longwall equipment will amount to several millions of dollars.

MORE than thirty members of the Coal Division attended the Coal Land Valuations Round Table on Monday morning. Chairman Dilworth stated that the Committee had been appointed to take up the question and, after reading the list of members of the Committee, pointed out that the object of the meeting was to formulate a plan of action rather than to discuss any phases of valuation, per se. To this end he presented a tentative outline of points to be considered in the future by the Committee. After a lively discussion on the desirability of inclusion of some questions in the agenda of the Committee, the following outline was adopted :

PLANS are well matured for the joint meeting of the Coal Division and the Ohio Section of the Institute at Columbus, Ohio, Oct. 27 and 28, at which a large attendance is expected. The proceedings for a day and a half will be devoted largely to the uses of coal, the program providing for two technical sessions in the auditorium of Battelle Memorial Institute (505 King Ave.) on Friday, and various plant inspec¬tions on Saturday morning. By way of diversion on Saturday afternoon arrangements have been made for attendance en bloc at the football game between Ohio State and Northwestern, 100 seats having been reserved for the game at $2.40 each-as long as they last. An inventory of the high lights of the meeting would be incomplete without reference to the informal banquet at the Deshler-Wallick hotel on Friday evening, for which Eli T. Conner, Chairman of the Coal Division, is down for a talk, and Howard N. Eavenson, Vice-president of the Institute, will be the principal speaker. The program in detail is as follows:

THE Hazleton district of the Pennsylvania Anthracite Region will be the scene Oct. 14 and 15 of the fall meeting of the Coal Division and the Pennsylvania Anthracite Section. Here, coal mining has been active for more than 100 years and hereabouts industrial necessity inspired the numerous inventions of the Pardees, Eckley B. Coxe, a former A.I.M.E. president, and the Marltles, who contributed much to the success of the Institute in its early days, as well as to the upbuilding of modern methods in the anthracite and bituminous industries. Headquarters will be the Altamont Hotel, Hazleton, Pa. There will be two technical sessions Friday, registration preceding the first which is scheduled for 11 a.m. to 1 p. m. The second will be called at 2:30 p.m. Saturday is reserved for mine and plant visits, with golf and tennis after luncheon for those so inclined. The ladies are cordially invited to the meeting and arrangements have been made for their participation in much of the program. The chairmen of the committees preparing for the meeting are: Donald Markle, president, Jeddo-Highland Coal Co., General Committee; R. E. Hobart, mechanical superintendent, Lehigh Navigation Coal. Co., Committee on Visits and Inspections; H. D. Kynor, general manager, Northumberland Mining Co., Committee on Programs and Papers; B. H. Stockett, general manager, Weston; Dodson, Inc., Reception Committee.

THANKS to the excellent preliminary work of: the Division officers and the local committee the fall meeting of the Coal Division at Bluefields was a brilliant success. West Virginia was at its best with its beautiful mountains, good roads and foliage, just beginning to turn to autumn colors. The meeting began on time and was kept on time throughout. The papers were-well prepared and, being on subjects of live interest, provoked 'lively discussion. One factor in bringing this about was that they were not too numerous and that with one exception copies had been submitted in advance a sufficient time to permit of them having been studied. The Friday morning session was presided over by John .J. Lincoln of the Crozier Coal and Coke Co. and president of the Pocahontas Coal Operators Association. After brief announcements by Thomas H. Clagett, chairman of the local committee, regarding plans for the two day's involved, and by Howard N. Eavenson, chairman of the Division, the reading of papers was taken up.

PILOTED by Cadwallader, Evans, Jr., as chairman, the Coal Division got under way Monday morning for the first of three consecutive sessions. N. F. Patton started the ball rolling with a paper on the economics of anthracite distribution, which was ably discussed by H. J. Rose, W. S. Blauvelt, and others. Mr. Patton pointed out many incongruities in freight rates, dealers' margins, and other factors which are disturbing the distribution of anthracite, one result being that trucks are hauling at least six million tons of anthracite annually, half of which is stolen. In the discussion of the papers the desirability of greater uniformity in the production and shipment of coal from month to month was urged; with larger summer price concessions as a means toward this end. "Performance Expectancy of Domestic Underfeed Stokers for Anthracite," by Allen J. Johnson, brought this important platter down to date by showing the range in capacities and efficiencies to be expected from well-made stokers, and by detailing other of their operating characteristics. A LUSTY baby of the Institute, the Coal Division, showed that it had acquired a full set of teeth and was capable of man's work at the Division meeting at Fairmont, W. Va., on March 26 and 27. At this second of a series of field meetings, the first of which was held in Pittsburgh last fall, the industry in the East was represented from top to bottom and good humor and enthusiasm were the predominant notes. West Virginians are always good hosts and this meeting would have proved the statement to any inclined to doubt it. The spacious auditorium of the Fairmont Hotel was arranged for the technical sessions, the hotel being headquarters for the meeting. About a hundred and twenty-five representatives were registered and in attendance when Thomas G. Fear, chairman, opened the morning session at 10 o'clock Mr. Fear first introduced Howard Eavenson, vice-chairman of the morning program, who, as chairman of the Coal Division, had labored long and cheerfully to make the meeting successful. Mr. Eavenson talked briefly on what the organization was doing, pointing out that these field meetings were designed to bring the members into closer touch with the parent Institute and give the younger engineers in the field a better opportunity to participate in the work the Institute is doing. He congratulated the various committees for their work in promoting the meeting.

UNQUESTIONABLY the Coal Division has never had a meeting in which so many outstanding technical papers were presented of immediate practical application to problems of personnel, mining, safety, preparation, combustion, and carbonization. Should there have been those present with the lingering idea that all that was needed for success in the coal industry was a strong back and a weak mind they must have had a rude awakening.

THE COAL DIVISION started its share of the annual meeting Monday morning with a study of coal classi fication. A. C. Fieldner was in the chair. The report of the tellers of the ballot for division chairman, stating that Thomas G. Fear had been elected to that office, was read by M. D. Cooper. Mr. Fear acknowledged the honor in a few words. In reviewing the history of the Coal Classification Committee the chairman pointed out that this was its third symposium, the last previous one having been held at the 1930 Annual Meeting. Throughout its work the com¬mittee has had the active cooperation of the Canadian workers who are interested in the subject which should result in a uniform scheme of classification in Canada and the United States. F. E. Lathe, of the National Research Council, Ottawa, abstracted the first two papers of the session entitled "Determination of the Alkali-Soluble Ulmins in Coal," by Edgar Stansfield and K. C. Gilbart, and "Moisture Determination for Coal Classification," by the same authors. The third paper "Condition of Water in Coals of Various Ranks"' was presented by its author, A. W. Gauger. Written discussions of these papers were presented by H. C. Porter and Gilbert H. Cady. In the oral discussion which followed, W. T. Thom, Jr., brought out the advisability of considering age as a factor in classification. Mr. Fieldner favored retaining bed moisture as a partial classification basis, stating that a review of many coal analyses revealed a remarkable consistency in this item in samples from a given mine particularly where the moisture content was not high. Mr. Porter pointed out that the structure and porosity of coal often have much to do with its moisture content and that these vary in different parts of a seam, particularly in anthracite. Mr. Gauger expressed doubt as to whether the Stansfield method gives the true moisture content of coal, which is needed for classification purposes.

COAL preparation will be the main topic discussed at the first fall meeting of the Coal Division at Pittsburgh, Sept. 11, 12 and 13, though valuation, mergers, safety, stream pollution and other topics will not' be neglected. It is particularly appropriate that the great changes taking place in preparing coal for the market should be discussed at length where in the plants of the Pittsburgh Coal Co. and others the opportunity is afforded to see on a large scale just what is being accomplished. In wartime, the United States broke all records in coal production, but, as the late Franklin K. Lane pointed out, every fifth car shipped consisted of dirt. Obviously that constituted a big bur- den on industry and, in the remaking of the business which is now taking place both in the anthracite and bituminous fields, clean coal has properly enough be- come a watchward. Central coal-cleaning plants are being erected as a part answer to the puzzled inquiry of those familiar with metal mining as to why miners of coal have so long been content with what are relatively small units of production. Gradually big collieries comparable in tonnage output to the biggest copper mines are being built, and excellent examples are to be seen near Pittsburgh. ALTHOUGH nearly 10 pct of the total tonnage of coal produced annually within the United States is handled by bulk freighters on the Great Lakes, very little of the detail connected with it has been published other than occasional newspaper stories and publication of tonnage statistics. Of the total tonnage floated on the Lakes each year some 10,000,000 is stored and distributed from the port of Duluth Superior, at the western end of Lake Superior commonly known as the Head of the Lakes. This port has the largest single area concentration of coal docks in the world. Since this area contains the largest ore docks, the largest movable material handling bridge, the largest and highest grain elevator and the largest coal briquetting plant in the world, it is entirely fitting and proper that here also should be located the largest coal dock and what we believe to be the worlds largest clam shell. Of the sixteen coal docks operated by ten companies, five are owned and operated by the North Western-Hanna Fuel Co. which has two docks on the Superior, Wis. water-front and three docks in Duluth, Minn. It is with these five docks that we are primarily concerned. GENERAL HISTORY In the summer of 1871 a small sailing vessel entered the harbor of Duluth Superior with the first commercial coal cargo. All the coal brought up that first year did not amount to more than 3000 tons. During the year 1877 the first dock equipped for handling coal was built in Duluth. Coal receipts increased to 52,785 tons in 1879 the first year for which an official record was kept. Since then the volume of water-borne coal to the Head of the Lakes steadily increased to a maximum of 12,688,321 tons in the year 1923. This tonnage was nearly equalled in the year 1927 and the next highest tonnage recent year was in 1946 when 10,105,703 tons were unloaded. The average annual bring-up over a ten year period 1938 to 1947 was 8,605,231 tons. Approximately 30 pct of the coal unloaded at the Head of the Lakes is handled over the docks of the North Western-Hanna Fuel Co. Competition of other fuels coupled with expansion of coal fields in the mid-west have held coal receipts for Duluth-Superior at a relatively constant figure during the last eight years although the total tonnage of coal floated on the Great Lakes has more than doubled in the past 25 years. The employment of a tunnel boring machine (TBM) is the default delivery method for the realisation of traffic, utility and primary resource underground space worldwide, with hundreds of kilometres completed safely each year. This is not yet the case for the mining sector in Australia, specifically underground coal mining. The safety advantages of TBM delivery when compared to New Austrian Tunnelling Method (NATM) delivery, or that of drill and blast, remains unrealised.With coal access drifts ranging between 1000?m and 3000?m in length, the construction of these facilities using TBMs could be done in a fraction of the time when compared to current practice. TBM world records currently stand at 435?m/week or 1600?m/month for the 7.0?m to 10.0?m range. Resource owners and developers should embrace the opportunity to deliver access to their orebodies in only a few months, excluding machine assembly and disassembly time.There are challenges in utilising TBMs for construction of Coal access drifts, such as; TBMs generally being bespoke design, maximising capital efficiency for drift development, and geotechnical variances between projects. This paper explores safer and more cost-effective options. This paper also provides detail of how the configuration within a completed drift could be optimised to ensure all site specific needs are met with regard to future use of the drift. The paper also includes descriptions of the engineering solutions that are available for physical and atmospheric challenges specific to coal drift applications and how the TBM manufactures are adapting to the regulatory requirements are also covered.Due to downward pressure on high cost bases and ever increasing safety requirements the popularity of TBMs in the Australian mining sector can be expected to increase and eventually become the default delivery method for coal drift construction, building them cheaper, faster and?safer.CITATION:Sibthorpe, D, 2014. In the USA, the National Institute for Occupational Safety and Health (NIOSH) does a lot of work and has provided news of interesting new developments. Marcia L. Harris describes an ?Explosibility Meter: ?In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. Federal [US] regulations require 65% and 80% incombustible content in samples taken in intake airways and return airways, respectively, assuming a nominal coal dust size of 20% minus 200 mesh. The Coal Dust Explosibility Meter (CDEM), a hand-held instrument developed by NIOSH uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture.? The CDEM is now commercially available. It provides real-time results during rock dust surveys instead of waiting weeks for laboratory results1. ?With real-time results, the potential for a disaster can be mitigated immediately. The CDEM displays the percent incombustible content as well as a colour indicating the relative explosibility of the coal and rock dust mixture. A red read-out indicates that more incombustible material is required to inert the coal and rock dust sample, while a green read-out indicates that the dust sample is sufficiently inert. When the mixture is marginally explosible, a yellow read-out is indicated. The red-yellow-green output depends upon the particle size distribution of the rock and coal dust mixture with the finer size fraction being more explosible.?

This paper reports US Bureau of Mines (USBM) research on the explosibility of coal dusts. The purpose of this work is to improve safety in mining and other industries that process or use coal. Most of the tests were conducted in the USBM 20 litre laboratory explosibility chamber. The laboratory data show relatively good agreement with those from full-scale experimental mine tests. The parameters measured included minimum explosible concentrations, maximum explosion pressures, maximum rates of pressure rise, minimum oxygen concentrations, and amounts of limestone rock dust required to inert the coals. The effects of coal volatility and particle size were evaluated, and particle size was determined to be at least as important as volatility in determining the explosion hazard. For all coals tested, the finest sizes were the most hazardous. The coal dust explosibility data are compared to those of other hydrocarbons, such as polyethylene dust and methane gas, in an attempt to understand better the basics of coal combustion.

The approach of using the Coward Triangle for the analysis of flammable mine gas mixtures has been examined for its application, to the flammability of coal dust/gas/air mixtures. Explosible lean limit and rich limit concentration data for dust/methane/air mixtures are examined and illustrated using co-ordinate geometry. It is concluded that a three-dimensional envelope representing hybrid explosible mixtures can be drawn. The dimensions of this explosive zone will vary with the characteristics of the coal dust and the gaseous composition of the mine atmosphere. Further research is needed to establish these dimensions for important mined seams.

There are a large number of facilities throughout the world which handle coal, such as preparation plants. Many other facilities use coal as a fuel, such as cement and lime factories. Although coal can be handled safely and can be an efficient fuel, there are explosion hazards which are accentuated as the particle size is reduced. Particle sizes of coal which can fuel a propagating explosion occur within thermal dryers, cyclones, baghouses, pulverized-fuel systems, grinding mills, and other process or conveyance equipment. This paper discusses how explosions can occur within these facilities.

Coal dust explosions still remain the main hazard in the coal mining sector, notwithstanding their relatively wide recognition compared to other hazards and the development of effective methods of prevention. Coal dust explosions are still the cause of numerous catastrophes, often leading to fatalities. Fortunately, they rarely occur, and it is for this reason that their hazardous impact is often underestimated. This problem in Poland is being exclusively solved by the Central Mining Institute, Experimental Mine Barbara. Here, basic research on the phenomenon of coal dust explosions and prevention methods is carried out, as well as investigations into the causes and circumstances of past accidents. After 15 years of no coal dust explosion accidents in Poland (1987?2002), a few coal dust explosions have recently occurred, with tragic consequences. These events have taken place not only in hard coal mines, where the presence of dangerous coal dust is the result of common production cycle, and safety measures against coal dust explosions are subject to specific regulations, but also in coal-fired power plants. This is of special concern because prior to 1987, such accidents had been been reported only for coal mines and not for coal-fired power plants. In recent years, two dust explosions occurred in Polish power facilities: the Dolna Odra and Turow power plants. In both cases, coal dust explosions occurred in the fuel supply system, but biomass dust was also involved. The explosions caused significant damage to the systems and buildings. This paper gives description and schematics of the regions of catastrophic coal dust explosions that have occurred in recent years in Poland, as well as the results of post-accident investigations, presenting the coal dust explosion hazard at the accident scene The results specify in detail the state of safety measures against coal dust explosions in light of the relevant regulations in force, including amount of deposited coal dust, content of incombustible matter in coal dust, free moisture content in coal dust, state of coal dust explosion safety zones, and state of explosion barriers. The conclusions from the site inspection and post-accident investigations presented enable us to determine locations of explosion initiation, probable ignition sources, range of explosion flames, and explosion barrier performance. A complete elimination of coal dust explosion hazard at the site of dust deposition is practically impossible to achieve. Similarly, a total elimination of ignition source, which may be related to the occurrence of other natural hazards, equipment malfunction or human errors, is impossible. The examples of tragic events that took place in Polish coal mines and coal-fired power plants highlight shortcomings and mistakes made in terms of assessment and prevention measures taken against the coal dust explosion hazard.
