Most commercial explosives contain from 70% to 94% (by weight) ammonium nitrate. When some of the explosives end up in shot rock and ore, through either spillage or incomplete detonation, ammonia and nitrates can leach into the ground water. In recent years, state and federal regulators have applied more stringent water-quality standards, particularly at new mines and development projects. When mining conditions permit, bulk ANFO, a mixture of ammonium nitrate and fuel oil, is the explosive of choice. ANFO is less costly than other explosives but it dissolves readily in water. Several case histories in the United States and Canada show a clear connection between uncontrolled losses of bulk explosives and high nitrate levels in mine effluents. Mining companies have tried several approaches to reduce ammonia and nitrate levels in groundwater. These approaches range from controlling explosive losses to treating the mine effluents. In this paper, controlling explosive losses is addressed For both packaged and bulk explosives, guidelines to limit losses during storage, handling and use are described in detail.

Introduction The absence of coal-face particle management heavily penalizes the transportation of coal from initial loading to final consumption. The penalties include dust problems, significantly reduced mine-loading-cycle productivity, mine-belt spillage, excessively high coal-preparation costs, chute blockages and dangerous pulverizer blockages at the final point of utilization. Fine particles commonly cause environmental and economic problems. It is well known that these fines can cause safety and environmental dust problems. But it is not well understood that these fines can also swell broken coal to a point where 5% to 15% more time and capacity must be used to deliver the same tonnage. In this paper, methods and rewards for reducing and/or managing fines at the mine face are discussed. Computer-based loading-cycle model productivity estimates, viewed from a new perspective, are made on the basis of material volume rather than on the long-established, and frequently misleading, basis of tonnage. It is typically the volume of broken material being transported that defines the capacity of a given transportation system, while the corresponding tonnages are merely a reflection of the specific material densities. Published evidence suggests that the swelling of broken coal can be decreased very significantly using small quantities of certain nonfrothing chemicals, which are added to mine-face spray water, and by employing improved mine-face breakage practices. In a future paper, the effects on transportation productivity beyond the coal mine will be discussed. The precursor to the work presented in this paper, involving the bulk density improvement for broken coal and the subsequent production gains for underground coal mines, was earlier presented in Leonard and Newman (1989). In the past, this topic has been studied and practiced only in byproduct coking in the steel industry. However, a potential exists for an increase in coal-industry productivity by improving the bulk density of coal to yield a subsequent reduction in delivered cost. This can occur with breakage, handling and treatment methods resulting in the loading of greater quantities of coal in fixed volumetric capacity haulage units such as mine cars, shuttle cars and scoops. Laboratory-based experiments to achieve an increase in productivity by increasing coal bulk density were discussed in Leonard, Paradkar and Groppo (1992). Chemical techniques using small quantities of commercially available reagents (surfactants) resulted in about a 13% to 15 % increase in bulk density, which was thought to produce a proportional increase in the productivity of a mine, together with a subsequent reduction in cost. The idea is to mix the reagents with the water that is used to spray coal during mining. In this paper, the impact of bulk density improvements on production rates is presented. Increases in production ranging from 60% to 88% of the bulk density increases are projected. This analysis was performed for atypical continuous-miner section. In the following sections, discussion and results of the analysis are presented. Discussion An analysis was performed to ascertain the impact of bulk density improvements on face-production rates for a typical continuous-miner section. Figure 1 illustrates the section layout and cut sequence. This layout and sequence is identical to the case described in King and Suboleski (1991). As can be seen, the section uses five entries and 12.2-m cuts that are taken by a remotely controlled continuous miner. The seam height is 1.5 m and two shuttle cars (5.7 t nominal capacity) are employed for haulage from the miner to the section feeder, which, throughout the cut sequence, is positioned as illustrated in Fig. 1. The simulation model was coded in the SIMAN simulation language. The major impacts of increased bulk density improvements on such a production system are as follows: •Shuttle-car payloads, in terms of the mass of coal transported per haul cycle, are increased proportionally to the increase in bulk density that results from the application of surfactant. •Shuttle-car discharge times should remain largely unchanged, because they are determined by the volume of material that is discharged, rather than the mass, and this volume does not change.

Mineral suspensions in water show Newtonian flow properties at low percent solids. However, this changes to a non-Newtonian regime as the pet-cent solids increases. For Newtonian fluids, viscosity is independent of shear rate, hut, for non-Newtonian fluids, viscosity varies with shear rate. Therefore, if the slurry is non-Newtonian, attempting to measure the viscosity at a shear rate different from the shear rate experienced by the fluid within the process is futile. This is especially true for a hydrocyclone, where the rate of shear is different at different points within the hydrocyclone. In this case, it is very important to determine the flow type of the suspension before attempting to establish any correlation between the viscosity and the process efficiency. A new technique to distinguish such changes inflow type was developed. This involves two viscometers: a coaxial cylinder-type viscometer that measures apparent viscosity at low shear rates and a vibrating sphere-type viscometer that measures the apparent viscosity at high shear rates. For each of these instruments, special precautions were taken to allow, for the measurement of the viscosity of rapidly settling mineral suspensions. Because the vibrating sphere viscometer is operated at a much higher shear rate than the rotating viscometer, the two instruments together could determine the shear-rate dependency of the viscosity. Ground silica (80% passing 65 µm) in water was used to prepare slurries at concentrations ranging from 10% to 70% (by weight) solids. The viscosity of each slurry sample was measured simultaneously by both viscometers, and the results were compared. With this technique, it was found that all of the silica-slurry samples tested were in the Newtonian flow regime for up to 70% (by weight) solids. Methocel and Cellosize polymer solutions showed clear non-Newtonian behavior using this technique. This confirmed that non-Newtonian behavior of the silica slurries, if present, would have been detected by this arrangement.

In planning for the future, Nkana Division deepened the Mindola sub-vertical shaft which was commissioned in 1994 in order to access the 30 Mt of ore between 1274 and 1570 m levels. The Nkana Synclinorium which is estimated to contain 250 Mt of ore is being accessed from the vicinity of Central Shaft. These areas are being planned with the intention of maximizing the use of computers in geological modelling and mine design so as to overcome the inadequacies of manual planning techniques. As a result, there is an increased demand for quality output from the computerized mine planning system the division has been developing over the last few years. A new workstation comprising the Hewlett Packard HP 71 51100 MHz and a CRX graphics monitor was acquired in 1995 together with the LYNX (version 3.09 and version 4.0) Mine Modelling System. Currently the workstation is being used for geological modelling and mine design for the Zerofold at Central Shaft and the Mindola mining at depth project. AutoCAD and Mine Works Planner have been added to the sys- tem configuration. Mine Works Planner is likely to replace Lo- tus123 for mine scheduling tasks. Computer applications in the area of mine planning at Nkana has led to considerable time savings and improved efficiency in areas formerly performed manually and has allowed speedy processing of data that would otherwise have proved too time consuming. Nevertheless, a lot of work still needs to be done in the areas of geostatistics, stope design and financial modelling of mining options. For the foreseeable future computer based planning will operate parallel to manual methods until such a time as sufficient personnel are proficient in the use of computer systems. This paper describes the program of computerization at Nkana Division, reviews current applications and the benefits and experience gained and discusses the promise of current and future developments.

The National Lead Company operates its MacI tyre Development at Tahawus, New York for the production of ilmenite and. magnetite. The heavy ore of titanium and iron is mined from the open pit mine at an average rate of 7,000 tons per day, and the development waste is removed at an average rate of 10,000 tons per day. The mine working benches are spaced, at 35-foot vertical intervals, and 6 ½ inch blast holes are drilled 39-feet deep with 18-foot burden and spacing by down-the-hole drills. Waste is loaded with a 6 yeard shovel and ore with 2 ½ yard shovels into 22-ton rear dump trucks. A good account of the history of MacIntyre drilling and. blasting was presented to this assembly two years ago, by F. R. Jones. (1) Most of the blasting since the start of the mine in 1941 was done with 90% gelatin dynamite until 1955, when relatively insensitive canned blasting agents were adopted.. In 1956, 9-inch blast holes drilled with down-the-hole drills. In 1956, also, the first experimental trials of prilled ammonium nitrate fertilizer and fuel oil (hereafter called fertilizer) was made following the lead of Cleveland-Cliffs operations in the Hibbing district. Since that trial did not, as some local skeptics predicted, make grass grown on the bluff, but resulted in a well-broken shot, further tests were conducted in dry holes. I Observations of those tests indicated that the fertilizer did its share of the work. If anything, it produced better fragmentation than the normal load di in neighboring wet holes.

Pore-filling organic material concentrated uranium to form sandstone-hosted primary uranium deposits in the Jurassic Morrison Formation of the Grants uranium region, New Mexico. Petrographic observations and radiometric ages for primary ore in the Westwater Canyon Member require that the organic material was emplaced early in the diagenetic history of the host sandstone; in fact, organic material was emplaced before major compaction. This inferred early emplacement constrains models concerning the nature and origin of the organic material and thus also constrains models of ore genesis. Reconstruction of the burial history of the basin indicates that Late Jurassic-Early Cretaceous time, the interval of inferred emplacement of the organic material, was probably not a time of hydrocarbon generation and migration. Nuclear magnetic resonance analyses, elemental abundances, and isotopic studies provide further constraints on the nature of the organic material, and data from these studies are consistent with a humic acid rather than an oil origin. In addition, the overall tabular shape of primary uranium orebodies and the way these orebodies are suspended in the host sandstone mimics Recent deposits of humate, the precipitated form of humic acids. The critical clue that favors a humic acid origin for ore-related organic material is provided by the nature and patterns of postdepositional alterations that are spatially and temporally related to primary ore, specifically destruction of detrital magnetite and ilmenite (iron-titanium oxide) grains. Humic acids are implicated in the destruction of iron-titanium oxide grains because these organic acids are one of the most effective natural agents in leaching of Iron from these grains. Thus, timing constraints, chemical evidence, orebody geometry, and the nature and patterns of ore-related alterations favor a humic acid origin and suggest that an oil origin is highly unlikely. Because alteration of iron-titanium oxide grains tracks the pathways of humic-bearing solutions through the host sandstones, it is possible to trace these solutions back to their source. Alteration patterns in the Westwater Canyon Member suggest that the humic-bearing solutions originated as pore fluids in the mudflat facies of the overlying Brushy Basin Member and moved into adjacent sandstones during early dewatering of the mudstones. The humic acids precipitated, by the process of cation loading, in tabular layers. Uranium was concentrated within these tabular layers by complexation with the humic acids to form primary uranium orebodies.

Within the last year, the Nation has been shocked by two major tunneling disasters. Almost exactly a year ago 17 men died in the San Fernando Tunnel in an explosion attributed to gas. A few months later another 21 men died in an explosion laid to the same cause at Port Huron, Michigan. The analysis of the causes of these accidents is still continuing. While it appears that they differ substantially from each other in their specifics, they share the common trait that, like most industrial accidents, they might well have been prevented. Gas explosions in tunneling are neither new nor particularly unusual. Forty years ago, Assistant Director Jarrett was hired as a safety engineer on the Hetch Hetchy Aqueduct in California after an explosion that killed 12 men. Prior to 1946, in California alone, the Bureau of Mines had recorded 27 gas explosions incidental to hard rock mining and tunneling. The purpose of this paper is to review the status of the principal regulations affecting tunneling and to indicate some ways in which safer and more healthful conditions can be obtained. The Bureau of Mines was established by an Act of Congress of May 16, 1910. Since that time the Bureau has been making investigations and compiling and publishing health and safety data relating to mining and to tunneling. If any benefit is to come from an anaylsis of tunneling accidents, it must be the knowledge needed to prevent their repetition. The Bureau of Mines has also had informal discussions with the Department of Labor regarding the possibility of the Bureau's assuming that agency's responsibility for tunnel inspections.

INTRODUCTION Geotechnical models, particularly those based on the finite element method, have been available to aid in en¬gineering design of underground mining excavations for over ten years. Despite this fact there are remarkably few cases of their use in mine design documented in the literature. It is therefore to be anticipated that many potential users of these models are relatively unaware of their capabilities and limitations and also of the form and detail of geotechnical data needed for their success¬ful application. This subsection attempts to address this problem by discussing the different types of numerical models now available and by noting how some of them have been used to study a variety of problems associated with underground mining. The subsection concludes by discussing the applica¬tion of the displacement discontinuity method to the de¬sign of possible mining systems for the copper-nickel deposits of northeastern Minnesota. The object of the analyses, which were nonsite specific, was to determine the significance of geotechnical parameters, such as ini¬tial stress and rock structure, on the stability of under¬ground excavations and hence to provide guidance for future geotechnical investigation. NUMERICAL MODELS In the geomechanical design of underground mining openings, use is made of numerical models that repre¬sent or simulate the large-scale mechanical behavior of rock. There has been less interest in analysis involving fluid flow and heat transfer, but with increasing interest in such areas as in-situ retorting and solution mining it is likely that there will be a growing need for numerical models embracing and coupling all three physical proc¬esses. However, the emphasis in this subsection will be on mechanical behavior. Models which simulate such behavior will be divided into two groups: continuum models and discontinuum models. These will be dis¬cussed in turn in order that some insight into alternative solution strategies and their merits may be gained. Continuum Models Almost all geomechanical numerical models must be classed as continuum models even though particular computer codes incorporate special provisions for rep¬resenting discontinuities such as faults, bedding planes, or joints. They are continuum models because they pro¬vide solutions for cases where material behavior is governed by the differential equations of continuum mechanics. Two basic solution strategies for such equa¬tions may be identified immediately: the differential ap¬proach and the integral approach. In the differential approach a means of approximating the differential equations over the entire region of interest is sought. In the integral approach use is made of fundamental solutions from continuum mechanics, and these are used to construct a solution to the whole problem, making approximations only on the boundaries of the region of interest. The several differential and integral methods are identified in Table 1. Differential Methods: Problems in continuum me¬chanics involve the solution of three types of partial differential equations. Two of these govern the behavior in so-called initial value problems, in which variables change both in time and in space. Examples of such problems include nonsteady heat transfer and fluid flow, and stress wave propagation. The last type of partial differential equation governs the behavior in boundary value problems. In these, variation is in space but not in time. Solution of initial value problems may be achieved in two significantly different methods: implicit and ex¬plicit. The differences between these two methods will be illustrated by considering a very simple initial value problem, that of one-dimensional heat diffusion. The equation governing this process may be written as: [ ] where T is temperature, K is thermal conductivity, p is density, c is specific heat, t is time, and x is the spacial coordinate. In finite difference form this equation might be written as: [ ] where the superscripts refer to the time and the sub¬scripts to the spacial location. Several solution strategies for this equation have been used. Two important ones may be illustrated very simply by discussing the signifi¬cance of the superscript * on the right-hand side of the equation. If i + 1 is substituted for * then the second derivative of the temperature with respect to distance is evaluated at the end of the next time step (using tem¬peratures not already known). Such an approach leads to a set of equations involving unknown temperatures and a solution procedure which is referred to as being implicit. The important characteristic of the implicit procedure is that it leads to a set of equations that must be solved for each time at which the temperature dis¬tribution is required. If instead of substituting (i + 1) for the superscript *, i is substituted, the following equation is obtained: [ ] {In this case the new temperature is defined in terms of an already known temperature distribution. For most geologists and miners the term asbestos refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven; these fibers are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for uses where incombustible, nonconductive or chemically resistant material is required. The US Mining Safety and Health Administration (MSHA) specifically refers to the naturally occurring minerals chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as asbestos if the individual crystal fragments have the following dimensions: length-greater than 5 µm; maximum diameter-less than 5 µm; and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer-causing agent), it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment. Very few recent issues have caused as much concern for the crushed stone industry as asbestos. Complicating the problem is the fact that several federal and state bureaus have greatly compounded the confusion because each has become involved in the asbestos dilemma. Simple solutions to a very complex problem have been proposed by these various governmental groups. In addition to governmental bungling is the fact that public interest groups have been able to use federal and state laws that have been enacted with a strong environmental bias to foment even greater complexities. Such is now the state of the asbestos problem. No con- firmed health risk has been associated with low-level exposure, namely crushed stone in an unbound form; a methodology for sampling and analyzing for asbestos has not been developed; a precise definition of what is asbestos does not exist, nor does a concensus among the various government groups as to what course of action to pursue. Pure asbestos as it is mined for commercial purposes does not exist in the properties mined by the crushed stone industry. Where the six asbestiform minerals do appear (to date we've been referring mainly to chrysotile in serpentinite formations in Maryland) the amount of the asbestiform mineral present is generally quite small. They generally appear in scattered, miniscule amounts. In the case of Rockville Crushed Stone in Montgomery county, Mary- land, the chrysotile is less than 1/2 of 1% of the rock deposit. No health risk has been identified with such minute quantities of asbestos minerals. MSHA standards for the occupational health and safety of quarry workers are being met; and there is every indication that normal background levels of asbestos, throughout the surrounding countryside, are as high or higher than levels measured on roads where the rock is used in pavement or base. The problem and the controversy lie with improper terminology on the part of so-called public interest environmental groups, aided and abetted by some governmental agencies who, to be charitable, we can best describe as uninformed. The news media frequently has fanned the issue, unintentionally we'd like to think, by quoting these misinformed authorities and not bothering to question the facts or adequately report balancing information handed to them. It is much better copy to talk about an asbestos cancer scare, than to deal with rather mundane measurements and descriptions that are hard to understand. At the heart of the issue is the improper use of the word asbestos. Instead of being confined to the geological description of the six asbestiform minerals-chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos-the word asbestos is also wrongly used, but too-frequently to identify many other minerals that happen to have elon-

Antoine M. Gaudin was a vigorously creative man and throughout his career an internationally respected leader of his chosen profession of mineral engineering. To his professional colleagues and clients and to his former students he was both "Professor Gaudin," their wise, inspiring, and enthusiastic teacher, and "Tony," their warm and beloved personal friend. Thus, his teachings and his unique inquisitive-creative approach to problems live on and grow in the accomplishments of his students. Antoine Gaudin was born at the turn of the century in Smyrna, Turkey, where his father was general manager of a French-owned railroad. It was there that he spent his earliest years, literally in the shadow of classic marbles from diggings at the site of Aphrodesias, which his father had rediscovered. From this, Tony developed an appreciation of the arts. He eventually surrounded himself with art treasures; he reveled in the beauties of nature, and he cherished his choice collection of rhododendron and azaleas. His artistic traits led him to take up painting when his daughter, Elinor, sought his help in blending her tints for a water color. In typical fashion he was not satisfied until he had become adept with pastels in capturing the muted tones of distant landscapes and the technical properties of light and color. Unfortunately not many paintings were produced. His paternal grandfather was Marc-Antoine Gaudin, for many years secretary of the Academie des Sciences in Paris, and a well known chemist and mineralogist whose primary interests included the synthesis of precious stones. In an autobiographical sketch written in 1939, Dr. Gaudin recalled: "As a child I saw many of the original synthetic sapphires and rubies which my father had inherited. This, coupled with my father's avocation of mining ventures and archaeology, early decided that I would become connected with the mineral industry." One can speculate that the archeological activities of his father, the mineral systhesis experiments of his grandfather, and his own early studies of mineralogy and geology formed a base from which his special talents as an experimentalist were to develop. Laboratory research under Professor Gaudin's personal guidance was often an intensive, fast- moving, and exciting experience--especially to a new graduate student. The Chino Mines Co., a Kennecott- Mitsubishi partnership, located in Hurley, NM, recently completed a $405 million modernization of its mine, concentrator, and smelter facilities. The mine/concentrator modernization commenced in 1980, and the smelter modernization began during 1982. Modernization of the mine and concentrator facilities involved increasing the mining rate from 98 kt/d (108,000 stpd) to 152.2 kt/d (167,800 stpd). Ore mining was designed to increase production from 20.2 kt/d (22,300 stpd) to 34 kt/d (37,500 stpd). A new concentrator was con- structed near the mine using semiautogenous grinding. The new smelter uses the INCO flash smelting process, increasing capacity by 40.8 kt/a (45,000 stpy) to 99.8 kt/a (110,000 stpy) of saleable copper.

Finnish mining traditions date back 400 years. The country was then one of Europe's major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.

In the past mining engineers have tended to rely heavily on the advice of fan manufacturers in relation to fan equipment issues. A more adequate approach was advocated in a paper [ Wallis, 1965 ] submitted to the Eighth Commonwealth Mining and Metallurgical Congress held at Surfers Paradise, Australia during 1965. At that time Mount Isa Mine were in the process of installing 3 large 6096mm (20ft) diameter vertical axial flow surface fans of an advanced type [ Mathews et al, 1967 ]. The preliminary feasibility studies prior to preparing the detailed job specification for this project were extremely thorough with the result that it was possible to include detailed information and instructions in the document, ensuring the procurement of equipment that was satisfactory in all respects. Full advantage was taken of expert services provided by external organizations during the large coordinated multi-disciplinary exercise. My continuing activity and development in relation to the technology of axial flow fans is now at a stage where all known design and performance data are accessible through CAD programs [ Wallis and Kipp, 1987 ]. The extensive calculations that were necessary in 1983 can now be carried out in a mere fraction of the time, and with complete confidence. Model testing in order to validate the fan and duct design proposals is, in my view, no longer essential. The first of the computer programs enables a mine ventilation engineer to study a large number of alternative axial fan arrangements for comparison with the centrifugal alternative. By entering the volume flow rate, fan pressure and air density, he can then with ease, and rapidly, investigate the effect of various blading arrangements, downstream evasee area ratios, and hub ratios, on fan diameter and speed, with their related attainable fan efficiencies. This procedure had its origin back in the 60s when I was advising mining companies on new fan equipment. At that time such an investigation was quite lengthy and lacked the precision and completeness that is now available within the present programs. To obtain the major benefit from these outputs, it is most important not to be disconcerted by the three very important nondimensional parameters, namely, the tip flow coefficient (LAMt), the fan pressure coefficient (Kt or Kit), and the swirl coefficient (Es and/or Ep) as these are important when assessing the various design proposals. When seeking an understanding of the role and importance of each of these variables, ample help is provided in the user manual; the design recommendations are summarized in the help screens which are readily accessible within the design programs.

"With decades of development and exploitation of coal resources, the first batch of coal-based cities in China are faced with the challenge of economic shrinkage and environment deterioration due to the rapid resource exhaustion and single industrial structure. Nowadays, as a policy instrument for sustainable development, a nationwide circular economy mode has been implemented during the design and planning of new coal mines to address the challenges arising from economic depression, energy shortage and environmental pollution. It should be mentioned that several national coal bases and most of constructing and planning coal mines are located in the underdeveloped areas in the Midwest of China which means that the distance between supply source for energy resources and the demand market is significantly increased. Moreover, the eco-environment vulnerability in these rural areas should be taken into serious consideration. Therefore, after comparison and analysis with several successful coals based and diversified circular industry chains, this paper presents a case study on the circular economy park (CEP) in the northwest of Shanxi Province. Through discussion and evaluation of ‘1+3’ mode in the CEP, this paper aims to enhance the understanding of coal mine sustainable development and shed light on the relationship between resources exploitation and local economic development.1. Introduction Earth's fossil energy resources are crucial to both economic prosperity and human well-being. Taking coal mining and consumption as an example, coal has been widely used to generate electricity since the 1880s, and more than 40% of the electricity globally is provided by coal nowadays. However, as one of the largest worldwide anthropogenic sources of carbon dioxide releases (39% of global CO2 emissions), the extensive excavation and utilization of coal have brought a series of side effects to both natural environment and human health (Wikipedia 2017). As the largest coal producer and consumer in the world, China is leading the list over the past decade (as shown in Figure 1) (BP 2016). The excavation and utilization of coal resources have made a crucial impact and irreplaceable contributions to China’s industrial development and economic prosperity (Long and Zhang 2009). However, most of the air pollution in China are also attributed to the simplified and extensive exploitation of coal resources, e.g., 90% of SO2, 67% of NO, 70% of smoke ashes, and 70% of CO2 in 2016. In recent years, most of North China and the developed coastal areas were wreathed by smog due largely to the oversimplified extensive utilization of coal, suggesting that the development patterns of coal utilization need to be reshaped so that both the biosphere and humanity could thrive equally."

In 1987, LAC Minerals (USA), Inc. conducted a high resolution helicopter electromagnetic (EM) and magnetic geophysical survey on the Ortiz Mine Grant, New Mexico. The primary purpose of this survey was to assist in geologic mapping of a major structural zone, the Tijeras-Canoncito Fault System (TCFS). This structure is a very important ore- controlling feature in the area. Geophysical signatures over known deposits was a secondary goal of the survey, but direct detection of mineralization was not anticipated. The TCFS was revealed to be a complex, branching and anastomosing system of faults which locally form the bounding structures of a graben. The geophysical survey guided subsequent geologic mapping by redirecting field investigations, and geophysically redefining some features which previously had been only partly defined.

The "Hormite Group" was proposed for palygorskite (attapulgite) and sepiolite for their complex magnesium silicate composition and elongate crystals (Martin-Vivaldi and Robertson, 1971). These minerals occur in close association with each other and more complex structural variations may exist (Bailey, 1972). In 1862 Savchenkov used the name palygorskite to describe a mineral from the Palygorsk locality (Hay, 1975), near the Ural Mountains. Ovecharenko and Kukovsky (1984) mention that when mountain leather deposits were prospected in the Palygorsk Division mine it was assumed this unusual mineral was a variety of asbestos. Early mineralogists used the terms "mountain cork" or "mountain leather" when referring to palygorskite. Robertson (1986) mentions that it appears palygorskite was known since Theophrastus&apos; time, ca. 314 BC. J. de Lapparent used "attapulgite" for clays from Attapulgus, GA, and Mormoiron, France, because he thought them different from palygorskite, but the two types were proved to be the same (Bailey et al., 1971). The name attapulgite is still used for the Florida and Georgia deposits when the crystal length to diameter ratio does not exceed 10:1(Merkl, 1989). Georgia palygorskite clays are of much shorter length compared to classic palygorskite. In 1847 Glocker first used the name sepiolite which was called "Meerschaum" by Werner (1788) and Hauy (1801) namedit "Ecume de Mer." Brochant (1802) described low density and white magnesium silicates adding the name Talcum Plasticum and Ecume de Mer. In the Meigs-Attapulgus-Quincy district palygorskite (attapulgite) commonly occurs in two distinct forms referred to as short length palygorskite (Meigs Member) and long length palygorskite (Dogtown Member) (Merkl, 1989). Long length palygorskite crystals (> 10 pm) are rarely observed in the Meigs and Dogtown Members, but when present are in association with dolomite crystals. The short length form is usually less than 2 pm in length and has a low magnesium content whereas the long length form has a high magnesium content and a length greater than 2 pm. The distinctions in morphology are not only important because of the relationship to the origin of the deposits, but also in relation to activity in causing membranolytic activity related to data on palygorskite samples from 9 locations ranging from relatively inert to active in work reported by Nolan et al. (1989). The > 10 pm lengths amounted to only 51 of 17,401 fibers sized. The shortest lengths (< 0.5 pm) were relatively inert. This study pointed out that surface activity, morphology, and chemical differences may be distinctly different within the definition of palygorskite, or for that matter for any individual mineral so that health and other properties must be measured because the name alone does not necessarily indicate uniformity. Palygorskite (attapulgite) fuller&apos;s earth was first sold for drilling mud in 1941. The market for this use expanded slowly and has maintained a level of 7 to 10% of the total US production during the last few years. Most of the fuller&apos;s earth sold for drilling mud comes from the southern part of the Meigs-Attapulgus-Quincy district of Georgia and Florida. Palygorskite clays produced in this area are superior to most other fuller&apos;s earth for mud used in drilling salt formations, but because of high water loss, they are inferior to bentonite where the rocks drilled contain no saltwater. According to Oulton (1965), more than 90 different grades of fuller&apos;s earth are produced. Some of these grades are used for pharmaceuticals designed to absorb toxins, bacteria, and alkaloids; for treatment of dysentery; for purifying water and dry cleaning fluids, dry cleaning powders and granules; for the manufacture of NCR (no carbon required) multiple copy paper; for the manufacture of wallpaper; and as extenders or fillers for plastic, paint, and putty. Fuller&apos;s earth mined near Ellenton, FL, was used for making lightweight aggregates for the construction of concrete barges during World War I1 (Calver, 1957). Still other uses of fuller&apos;s earth and its suitability for uses in new products are outlined by Haden, Jr., and Schwint (1967), Haden, Jr., (1972), and Haas (1970). One special use of fuller&apos;s earth is as a carrier of platinum catalysts that are made in the United Kingdom from sepiolite clays mined in Spain. Other uses of sepiolite fuller&apos;s earth (Chambers, 1959) are similar to those of the palygorskite (attapulgite) type mined in the United States.

The public relations problems of users of explosives have greatly increased within the past few years. One reason is that explosives and blasting agents are being consumed in increasing quantities. The principal reason, however, is that more people have become physically affected by blasting. Mines, quarries, and construction sites that were formerly in relatively remote locations now find themselves near congested areas. New express traffic ways being constructed to connect the suburbs with downtown areas are being built through the middle of long-established business and residential neighborhoods. The public becomes aware of blasting by two physical sensations-vibration and noise. Vibrations are usually so slight as to be negligible, and in most cases the only sensation noted is noise. The reduction of vibrations to this low level has been primarily achieved by the use of blasting practices and explosive products recommended by vibration engineers based on seismograph recordings. Unfortunately, very little scientific attention was given to the accompanying physical sensation-noise.

Open pit mining, always a demanding task, faces two relatively new problems today: 1. Availability of equipment. Moderate to large draglines can take as long as 6 years from date of contract to date of operation. 2. Environmental restrictions. Strip mining in the minds of environmentalists compares unfavorably on the scale of social desirability to the activities of Jack the Ripper and Attila the Hun. Specifically, lowering of the water table to allow strip mining in the dry is being looked upon with increasing disfavor. The modern dredge offers relief in both problem areas. Delivery on a major dredge might run 18-24 months rather than 60; and lowering of the water table is precluded, thus minimizing environmental objections. In addition, a lower first cost and potentially increased efficiency may offer real advantages to the miner who is forced away from his traditional mining methods. This talk is dedicated to acquainting the miner with dredge types, advantages, and limitations.

"Urban tunneling projects are usually extensively monitored. Most of the instruments used rely on benchmarks providing a sustainable datum throughout the life of the project. The monitoring program also is based on a predicted model of deformation induced by specific construction methods. Events can interfere with those assumptions and eventually alter the stability of these datum. In addition, the anticipated ground conditions and hence the theoretical deformation model often differ from reality. Satellite Radar Interferometry provides useful information to overcome the weakness of the hypothesis made before construction. It is also a powerful tool to ensure the continuity of the monitoring program throughout the life of the project, accurately describing the true effect of the project on the surrounding environment. This paper emphasizes the benefits and limitations of this technique for urban tunneling applications, illustrated by examples of major tunneling projects around the world. MONITORING URBAN TUNNEL PROJECTS Why Monitoring? Retrofitting existing tunnels or constructing new tunnels – including access and retrieval shafts, portals and cross passages – implies an alteration of the neighboring soil structure. Excavating, dewatering, grouting, loading tie backs, etc. artificially modifies the natural equilibrium of the pore-water pressure, of the water table level and of soil stability. In many cases, the effects are immediate: ground loss, deformation of utilities, settlements of buildings, and distortion of infrastructure are a few examples resulting from construction activity.Instrumentation and Monitoring Scope To control and mitigate the risks of damage associated with the above effects, tunnel projects usually include an instrumentation and monitoring program. Depending on the level of geotechnical, structural and environmental risk, the magnitude of this program varies. Projects with a low exposure to risk may restrain the program to conventional methods such as limited topographical surveys and intermittent manual readings of geotechnical instruments. On the other hand, iconic projects with high risk or with controversial history may implement complex and extensive instrumentation plans, involving highly technical solutions such as Automated Motorized Total Stations (AMTS – see opposite Picture 1), Multi-Point Borehole Extensometers (MPBX), In-Place Inclinometers (IPI) and a wide series of fully automated geotechnical, structural and environmental sensors. In this case, all the devices are usually connected to field data loggers collecting raw data around the clock at frequencies ranging from days to seconds, depending on the sensors."
