This case history really started during the tail end of WWII when two Navy men, both Colorado School of Mines graduates, got together in Washington, DC, while they were assigned to the Office of Navy Petroleum Reserves doing some of the first aerial magnetometer work ever done on a practical oil exploration basis over the offshore area of the Gulf Coast. When separated from Naval Service active duty in 1946, the two men, Walter E. Heinrichs, Jr., and Robert E. Thurmond, tried, unsuccessfully, to form a commercial air magnetometer business. Later they got together again in Jerome, AZ, with Newmont Mining's early geophysical exploration endeavors from 1947 to 1949. Subsequent to the Newmont experience, they jointly proposed a specific mining geophysical exploration and development program to Herbert Hoover, Jr., then president of United Geophysical Co. of Pasadena, CA. Mr. Hoover, in consultation with his father Herbert Hoover and others of his staff at United, particularly Edwin G. Schempf, executive vice president, and Raymond A. Peterson, vice president of research, agreed to establish the proposed program under United's auspices, to be headquartered at Tucson, AZ. The primary objective would be to practically test and develop various mining geophysical methods and techniques while exploring particularly for base metals in the general area of southeast Arizona and southwest New Mexico.

Despite lower prices and the uncertain future of nuclear power, uranium continued to be the big attraction in 1979 exploration activity. Uranium again dominated exploration programs across the US-not only in primary producing states such as New Mexico and Wyoming, but in potential producing areas from the northern counties of Minnesota to the Grandfather Mountain region of North Carolina. The moratorium on uranium leasing was lifted in Colorado and Montana, and exploration activity intensified accordingly. In Wyoming, what may be the biggest uranium deposit in the state was discovered by Anaconda Copper Co. near Jeffrey City, but in general, there were few major discoveries and activity was concentrated on existing exploration programs. The Department of Energy expects 1979 uranium exploration expenditures to total $339 million, compared to the $314 million spent by industry in 1978. Surface exploration and development drilling in 1979 is estimated at 16.1 Mm, up slightly from 1978 figures. Gold demanded its share of the spotlight in 1979. Soaring prices lured prospectors, investors, operators, and speculators to Alaska, California, Colorado, and Washington in a small-scale gold fever. Exploration for molybdenum remained strong in Alaska, Colorado, and Washington, where mineralization at the Mt. Tolman prospect is now estimated at 816 Mt averaging 0.09% copper and 0.10% molybdenum disulfide. Again this year, one of the major deterrents to exploration was the drive to set aside huge areas of land as wilderness preserves. In Alaska, where Interior Secretary Cecil Andrus has withdrawn millions of acres under the Antiquities Act, BP Alaska decided to close its Anchorage office, reportedly due to the lack of public lands available for mineral exploration. In both geophysical and geochemical activity, the year is best characterized as one of consolidation and development of previous advances in the state of the art, without any fundamental breakthroughs. Many companies were active in the development of instrumentation. Continuing interest in spectral IP resulted in the introduction of two instruments, one by Phoenix Geophysics, the other to be announced shortly by Geotronics Corp. Radiometric and borehole logging equipment received considerable emphasis, reflecting the continued interest in uranium exploration. The first form of a surety bond was an honest handshake between two or more parties agreeing to a decision, and their personal guarantee of following through to completion. This has all changed. In 1895, the United States Treasury Department disclosed that $35 million worth of personal surety guarantees on file had become worthless. A law was then passed requiring all surety bonds, in favor of the United States, must be corporate surety bonds. Today, a surety bond is one of the nation's leading fi¬nancial instruments used to guarantee the completion of an obligation. One hundred-fifty years before cor¬porate surety bonds, outcrops near Richmond, VA, were being mined. These surface mines became under¬ground mines. Today, both are still being used to obtain a leading energy source, coal. Since that time, more than 5956 km2 (1.47 million acres) of coal mined lands have been reclaimed in the US (Coal News, August, 1987). More than 25,000 state and Federal mining permits cover¬ing 14,164 km2 (3.5 million acres) have been issued during the last 10 years. Coal production has exceeded 7.2 Gt (8 billion st). More than 5665 km2 (1.4 million acres) of mined land has been reclaimed by active coal mining opera¬tions and 267 km2 (66,000 acres) of abandoned mined lands have been re¬claimed by others. Reclamation bonds were freely writ¬ten in the 1970s. So why are they almost extinct today? Contract bond losses have been severe in the past several years, sureties reporting losses exceed¬ing 110%. But the same proof is not provided on coal reclamation bonds. A surety bond is generally required when one party has an agreement with another party, and that party wants a guarantee from a third party that a job will be completed according to the terms and conditions of a written contract. In the case of a reclamation bond, the surety company (surety) is the financial party. It extends the credit and a guarantee to the obligee (the State, Commonwealth, or Office of Surface Mining) that the principal (the coal operator/company) will complete the terms and conditions of the contract (the rules and regulations governing mining and reclamation). The Surety Association of America defines a surety bond as an agreement providing for monetary compensation should there be a failure to perform specified acts within a stated period. Webster's Dictionary defines surety in the following ways: "l: the state of being sure; 2a: a pledge or other formal engagement given for the fulfillment of an undertaking and; 3b: one who has become legally liable for the debt, de¬fault, or failure in duty of another." Banks never make accommodation loans. Either the loan is good or no loan is made. Surety companies feel the same way about surety bonds. In fact, the average person does not realize the dangers of becoming surety for another. How does a surety determine if a company is worthy of receiving surety credit? How is a coal account under¬written today for an obligation that may not be released for many years? When a surety company executes a reclama¬tion bond, it financially puts its name behind the coal company and its guaran¬tee that should the coal miner default on the obligation, the surety will fulfill the contract. How is the surety to determine if a coal company may still be in business five, 10, 20, or 40 years from today?

INTRODUCTION The application of micro-computers to the evaluation of an advanced exploration project is illustrated by reference to a large project in the Sudbury Basin region of Canada. The deposit in question is polymetalic (Cu, Pb, Zn, Au, Ag) with a strike length of 3048m (10000ft) and has been explored to a depth of 457m (1500ft) by approximately 1350 diamond drillhole of between 9 - 305m (30-1000ft) in length. The large amount of data involved and the ability to rapidly recalculate geological reserves in response to fluctuating metal prices were key factors in the application of a micro-computer based evaluation system. The evaluation software was implemented at two levels, with data capture implemented mainly on - an entry level workstation comprising an IBM-PC compatible (PC-XT) micro-computer equipped with a 20Mb hard disc, printer and RS-232 serial communication facilities. Data analysis, display, geo- logical modelling and processing was carried out on a high-level workstation based on a Hewlett-Packard 9000 super- micro computer and peripherals, including a 40Mb hard disc, tablet digitizer and plotter. Basic drillhole data was entered either directly at the super- micro or transferred from the PC via the RS-232 link. The evaluation process proceeds once the data is edited and in a "clean" format within a master project database. The software is comprised of a suite of modular, integrated programs based on ease of use, interactive graphics and optimized for the computer workstation. Drillhole data was displayed and plotted as hard copy plots on which geological interpretations were developed. The data was copied into small manageable projects consisting of 100 to 150 drillholes, within which a sectional model was created such that all the models are interconnected along the entire strike with no overlaps. Geological reserves were derived by developing a set of function variables, including Net Smelter Return, within the database. The values of these functions can be displayed on the model sections and "ore” zones defined in accordance with pre-determined cutoff values. Interpolation of the modelled data was then carried out and geological reserves calculated and reported. DATA CAPTURE Drillhole data for the project consisted mainly of existing drillhole logs, although the system allows for the entry of new information as it becomes available. The structure and format (i.e. number and length of variable fields) is user defined. The log for this project comprises an abbreviated section for name, competency, grain size, texture, colour and alteration. Fields are defined for structural information regarding bedding and fault angles and up to seven mineral identification columns and percentages are available. Assay information consisting of the sample number, width and six determinations (Cu%, Pb%, Zn%, Fe%, Au opt., Ag opt.) along with a comments section of 25 characters completes the log. One powerful feature of the data- base is the ability to set up function variables that are mathematical and/or logical combinations of the project variables, enabling the user to develop economic variables such as Net Smelter Return. These functions include current treatment costs, deductions and penalties and can be rapidly recalculated within the database to accommodate changes in metal prices, forecast recoveries and exchange rates (Table 1).

Tile Asheville Minerals Research Laboratory is a member of the Engineering Research Department of North Carolina State University. The Laboratory is engaged mainly in applied nonmetallic mineral processing research to assist the North Carolina mining industry. A few out of state projects are handled at times. The Laboratory helped to bring the flotation process to North Carolina feldspar, spodumene, mica and phosphate producers and maintains versatile batch and pilot plant facilities at Asheville. It is of interest that North Carolina has now one of the newest and largest flotation plants at Lee Creek where Texas Gulf Sulphur Company produces 10,000 tons of phosphate concentrate per day, and one of the smallest flotation plants at Pittsburgh Plate Glass Company's fiberglass plant in Shelby, North Carolina where $50,000 per year of platinum-rhodium metal is reclaimed from wasted fiberglass furnace refractories in a tiny flotation operation of pilot plant size. The conservation of mineral resources through improved processing methods has been the object of most of the Laboratory's projects. This work has been extremely interesting and rewarding in many instances. Or, the example of projects for Kings Mountain Mica Company it will be demonstrated how waste could be reduced step by step from 20 tons of waste per ton of product to LO tons of product per ton of waste by improved processing methods. Brick, high grade potash feldspar, and silica sand are now produced from formerly wasted materials. AL this time Laboratory work sponsored by three feldspar companies, the State of North Carolina, and the U. S. Bureau of Mines, is aimed at reducing the amounts of feldspar tailings in the Spruce Pine area. Mineral dressing techniques are applied to reclaim saleable mineral products such as feldspar, mica quartz, and to make more uniform material for possible ceramic and other applications. Processes to produce new products such as sand-lime brick, and lightweight foamed autoclaved calcium silicate building products will be tested.

Introduction Metals exploration activity is moderately intense in the US despite the 1981-82 recession in the mining industry. Although exploration expenditures are significantly less than the 1981 peak, quality and goal orientation of current exploration are high. Major foreign and domestic mining companies as well as nonmetal companies had been attracted to invest in minerals in the US. Its capital markets, political stability, and open-door policy are attractive for hard mineral explo¬ration, particularly in the West. The approach was to either acquire fully or partially developed ore bodies through merger and acquisition, or to fund large scale exploration programs in search of bulk-tonnage deposits. The acquisition avenue has not proved the panacea envisioned for overcoming lack of substantive mineral development. Nor has the decentralized approach to exploration that was adopted proven cost-effective. The emphasis on gold, to the exclusion of all other commodities, raises questions regarding the direction of exploration in the US for the rest of the 1980s. Overview More than 300 companies are active in metals exploration in the US. These range from established, well-known domestic and foreign corporations to hurriedly incorporated, unknown companies financed by having promoted mineral prospects or occurrences of questionable quality. Junior companies tend to be oriented toward property entrepreneurship, rather than the development of minerals resources. These companies have helped maintain mineral lands from prospect to production by holding blocks of property intact during periods of exploration inactivity. This was done through promotional efforts, even though few properties that attracted major venturers proved to have real merit. Exploration objectives of senior and junior exploration companies currently embrace only a few commodities. Arranged in approximate descending order of priority, these are: precious metals; base metals in monometallic or polymetallic deposits; strategic metals, such as tungsten, tantalum, and tin; unconventional commodities, such as diamonds; ferrous metals; and commodities such as beryl, zeolites, and barite. Prospectors are important in searching for these targets. In the US, where they have been financed by major and junior companies, prospectors have proven a useful and low-cost means of locating gold prospects (e.g. the Alligator Ridge property in Nevada). The tenacity and persistence of independent prospectors have been factors in discovering properties rejected or overlooked by professional geologists (e.g. Lornex mine in British Columbia). This has been realized by the provincial government that grubstakes bona fide prospectors. Exploration interest in commodities has always been cyclic with price. Gold is one of the few metals that has experienced a price increase of such magnitude to warrant attention. The potential for realizing adequate operating margins for the Nevada open-pit "no-see-um" gold deposits is great. The present declining gold price, however, may indicate that this emphasis on gold, to the exclusion of other commodities, is shortsighted. Mining companies have been the last to react to price increases, opening new mines based on unrealistic market expectations. A scenario could develop where plummeting gold prices bring recession to the gold industry, as lately occurred in uranium, molybdenum, and copper. At this 5th U.S. Mine Ventilation Symposium I would like to focus your attention on safety and the contribution of the ventilation engineer over the past 50 years. This conference affords us the opportunity to express, to listen, and to learn. As ventilation engineers it is indeed an exciting time--a time that not only stimulates our imagination but also pin points our aims in our quest to obtain zero fatalities by the year 2000, the goal expressed by William J. Tattersall, Assistant Secretary of Labor, Mine Safety and Health Administration. In the past, coal mine ventilation has often been unfortunately synonymous with explosions and resulting fires. Those not familiar with us do not recognize the painful evolution of the coal mining industry and particularly the evolution of mine ventilation. To put my presentation into perspective, I recently reviewed a U.S. Bureau of Mines Bulletin No. 586 - "Historical Summary of Coal-Mine Explosions in the United States 1810 - 1958 prepared by H. B. Humphrey Mining Health and Safety Engineer. This bulletin was published in 1960. Mr. Humphrey stated "In 1946, factors contributing to the explosions occurring from 1941 to 1945 were: (1) The rapid increase in the use of electrical equipment at face regions where gas and dust are most likely to be found; (2) the increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost, which in many mines has resulted in neglect of even rudimentary precautionary measures; (3) multiple-shift operation without provision of time for adequate maintenance of equipment, effective rock dusting, and testing for gas; (4) decrease in supervision owing to demands on supervisors for maximum tonnage and loss of competent supervisors to other employment; (5) lack of effective supervision, owing to numerous new conditions, some of them war-connected; (6) inability to obtain adequate equipment repair and replacement parts; (7) shortage of labor and inadequate training of coal-mine workers; and (8) failure of both miners and mining officials to show regard for safety in changing from hand-loading to mechanized methods". Most of the eight factors listed by Mr. Humphrey continue to affect our work lives as mining engineers. The increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost has never changed. The local and regionalized coal industry of the 40's is today competing against the world coal market. Our mines work or shut down based on cost. This has always been the case. During the five year time-frame Mr. Humphrey was documenting, 345 miners were killed in major explosions. A major explosion was one in which five or more miners were killed in a single accident. In addition, 105 more miners were killed in minor explosions for a total of 450. What a wanton waste of life. What fears, anxieties, miseries, and sufferings were created by these accidents. However, we must remember and keep in mind that the coal mining company officials, engineers, and foremen, the governmental agencies- federal, state, and local - were using the technical tools and knowledge available to operate the mines as safely as they could. Obviously mine ventilation engineering technology was woefully inadequate.

We are proud that one of our predecessor companies originated the phrase "Safety First". That phrase remains today as the guiding principle that governs our total approach to safety and well being in U. S. Steel. U. S. Steel management is totally committed to this attitude and our objective is to have every employee as deeply conscious of his safety responsibilities. Safety is a state of mind but like most things it must have a physical side - both intertwined and inseparable. You might say each promotes the other; and this gives us confidence that with hard work, cooperation from all individuals, and proper application of knowledge and experience, our ultimate objective of frequency "0" will be attained. It is in this vein of thought we present a paper today which gives you briefly our progress, mainly in the physical, or mechanical, protection of miners at work in the Southern District mining operations of U. S. Steel. The Southern District not only includes the underground mining of coal but the underground mining of zinc ore in Jefferson City, Tennessee, and the quarrying of dolomitic limestone near Bessemer, Alabama.

The Ertsberg East discovery was announced by Freeport in 1979 with proven geological reserves of 45 Mt (49.6 million tons) with a grade of 2.65% copper and recoverable gold values. This recently discovered deposit is one of a cluster of skarn-type copper occurrences found within the limits of Freeport Indonesia's mining con- cession at an elevation of about 3600 m (12,000 ft) in the extremely rugged Jaya Wijaya Mountains of Irian Jaya, the Indonesian half of the island of New Guinea. The Ertsberg East lies about 1.5 km (0.9 miles) east of the Ertsberg ore body, which is also known by the Indonesian name "Gunung Bijih" or "ore mountain." For general background, the original Ertsberg ore body was first discovered by the Dutch geologist Jacques Dozy in 1938 while on a mountain climbing expedition. It was mapped and sampled by Forbes Wilson and Del Flint after a two-week harrowing trek into the mountains from the coastal swamps. A drilling program in 1967- 1968 established that the Ertsberg was a viable mining venture, containing approximately 33 Mt (36.4 million tons) of skarn-type copper ore. The deposit averaged 2.5% copper, with significant values in gold and silver. The first shipment of copper concentrates was made in December 1972, following a capital investment of $200 million. Following the routine production of ore from this deposit, it became necessary to consider additional sources of ore to extend the life of the mining operation. An exploration program was thus started with the initial objective of finding shallow or surface ores which could be blended with the material being mined at Ertsberg. Project geologist Frank Nelson was transferred from Freeport Exploration Co. to the Freeport Indonesia organization at the Ertsberg mine. However, the exploration work was the functional responsibility of Freeport Exploration. Del Flint had overall responsibility for the program from the Reno headquarters office and provided liaison with management in the USA and Indonesia.

"The north segment of the Zizhi Tunnel that consists of twin tunnels was excavated at a shallow depth in soft ground using the Shallow Tunneling Method. Based on continuous field measurements, the development histories of surface settlement were analyzed first. The observed development process could be roughly divided into three stages and the influence of river was evidenced. Transverse and longitudinal surface settlements above the twin tunnels were then fitted with empirical models. The obtained trough width parameters in transverse and longitudinal direction (it and il) and the volume loss (VLs) were presented and discussed. Additionally, surface settlement was compared with the crown settlement. The relationship between surface and crown settlement behaved in two different ways inside and outside the river-affected region. The findings in this project give references for predicting surface settlements in similar tunneling condition. INTRODUCTION Nowadays tunnel construction has become a major way of utilizing underground space in many large cities. The ground deformation will be inevitably induced in the tunneling process. Engineers should always be careful about excessive deformation that may damage adjacent structures. For shallow tunnels, controlling ground deformation turns to be more risky. Since soil arching is not completely formed in the shallow tunneling, settlements can easily develop from tunnel crown to ground surface.A conventional tunneling method named Shallow Tunneling Method (STM) has been developed and widely applied to constructed shallow tunnels in China. The major difference between this method and the New Austrian Tunneling Method (NATM) is whether considering self-supporting capacity of surrounding ground or not. In order to reduce the disturbance of surrounding soils, several guidelines are highlighted in this method, including advanced pipe forepoles, strict grouting, short excavation length, strong support, quick closure and frequent measurements (Fang 2012). Nevertheless, the ground deformation is still hard to control and becomes a concerned problem, mainly because ground settlement has some regional features and largely depends on the detailed excavation methods (bench cut method, multiple heading method, etc.) and ground condition (sand, clay, decomposed rock, etc.)."

Acid rain legislation included in the Clean Air Act Amendments of 1990 caused a great deal of uncertainty regarding the price, source and production quantities of coal supplied to the eastern coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward. South American coals move into the northern markets. States are proposing legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries. Some utilities question the long-term availability of eastern compliance coal. Major coal producers must make decisions now to assure their continuing presence in the market place. Several companies have adopted a strategy to acquire eastern compliance reserves, while others have invested in technology to compete as a low-cost producer. Legislation "Acid rain." This is a topic that was debated within the scientific, environmental and industrial communities for years. Those discussions resulted in a large outlay for the federal National Acid Precipitation Assessment Project (NAPAP), which was then ignored. Acid rain then became the subject of a "60 Minutes" broadcast that debunked the acid rain theory, supporting the NAPAP study conclusions. In the final outcome, however, acid rain was the driver for the Clean Air Act Amendments of 1990.

In 1976, the Resources Conservation and Recovery Act (RCRA) aroused concern in the mining community about the regulation of mine waste streams under RCRA. In response, the Bureau of Mines initiated research in the late 1970's that addressed mine and minerals processing waste. Research included investigating improved environmental technology for metal, coal, non-metal, and emerging industries such as oil shale, tar sands, peat, and lignite. Environmental issues escalated in the 1980's. Proposed regulations addressing control technology for mining and mineral processing wastes prompted the Bureau of Mines to become involved in 1985 in an advisory capacity to the regulatory agency, the Environmental Protection Agency. In Fiscal Year 1988, the Bureau of Mines initiated a research program designed to provide the minerals industries with cost-effective solutions for ameliorating environmental effects of mining. Bureau research has led to advances in the areas of acid mine drainage control and mitigation, subsidence prediction and control, and control and treatment of solid wastes resulting from mining and mineral beneficiation. The Bureau also conducts research seeking new methods to remediate abandoned mine lands. A discussion of the mine waste issues is presented, followed by a summary of past and present research conducted by the Bureau of Mines.

Introduction The mining industry has a poor public image. It is often perceived as a despoiler of the landscape and a polluter of the environment, and there is little recognition of societal needs for the raw materials and fuels that this industry produces. There are many reasons for this poor image, but an important one is that a substantial number of mining operations have caused significant damage to the environment. Many of these operations, particularly those that now are abandoned, continue to have an adverse impact, principally in the form of water pollution.1 In some cases, the damage caused by this pollution extends well beyond the immediate region around the mine. Chemical contamination of ground and surface waters can, and does, occur in nature when these waters flow through or over undisturbed, mineralized rock masses. However, the problem is greatly exacerbated by mining because the mining activities increase, by several orders of magnitude, the permeability and the surface area of rock that can be contacted by percolating water. Water flowing through either the mine workings or the waste rock dumps becomes contaminated. Pollution can also arise if leachate from tailings ponds enters either groundwater or surface waters. This leachate may contain chemicals used in processing the ore. The magnitude of the threat posed by mining wastes depends on the type of minerals in the deposit, and on the chemicals used to process the ore. The magnitude of the threat also depends on two other, site-specific factors. One is the volume of water flowing into the mine and through the dumps, which depends on rainfall patterns, topography, and whether the mine workings are surface or underground. The other is the proximity of the pollution source to groundwater or surface waters, which depends on both the climate and geology. These factors influence the concentration and the quantity of polluted water forming and reaching the receiving water. Mining activities present a potential problem of enormous scale. Vast amounts of rock are mined each year2 and, as noted above, substantial problems have arisen at some mine sites. These problems are usually exceedingly costly to address, and it is imperative that these mistakes not be repeated. There are indications that we can accomplish this goal; we now better understand the processes that cause pollution and have methods to prevent or contain it. In addition, in the past few decades society has started to recognize the need for all industries to operate in a manner that maximizes the health and safety of workers and the public and minimizes adverse environmental impacts. A variety of recently enacted federal and state laws regulating public health and environmental hazards reflect the increasing concern over these issues. Many statutes, such as the federal Clean Air Act and the Clean Water Act, encompass activities undertaken by the mining industry. Other laws, such as the Surface Mining Control and Reclamation Act, have been written to regulate specific hazards posed by this industry. At the present time, the federal government. through the Environmental Protection Agency (EPA), and several state governments, are preparing new regulations specifically tailored to control the disposal of mining wastes. Given the magnitude of the potential environmental and health risks posed by disposal of mining wastes and the regulatory costs to the mining industry (both of which are due to the tremendous volume of waste generated), it is especially important that regulators have a good understanding of the different types of mining wastes and the risks they are likely to pose in various geographic and climatic circumstances. Only then can a regulatory program be designed with suitable procedures and substantive criteria to protect the environment and ensure compliance, while avoiding unnecessary or wasteful expenditures. California has long enjoyed a large, active mining industry. Today it produces a wide range of mineral commodities. The revenue from production of non-fuel minerals in California ($2.85 billion in 1988) greatly exceeds that of any other state. About a third of this revenue is from the production of inert sand, gravel and crushed stone. However, the remainder is from the production of a wide range of materials. These include boron minerals, rare earths, asbestos, talc and pyrophyllite, and gold. In earlier decades, an even broader range of minerals was produced, including mercury, copper, lead, zinc, and barite. There are acute environmental problems at some of these early mine sites. Because in 1987 the state of California was engaged in a revision of its regulations for mining waste disposal, the legislature commissioned a study by researchers at the University of California at Berkeley to investigate and review: the magnitude of the problem posed by these wastes, • the best feasible control measures available for waste management and disposal, • the problems of abatement and cleanup at so-called "problem" mine sites, • the current regulations imposed on mining waste disposal by various federal, state, and local agencies and the effectiveness of these regulations. This paper summarizes the principal findings from this study (Mining Waste Study, 1988). The lessons from this investigation are likely to be of general interest because of the diversity of mineral products produced, and the wide range of geographic and climatic conditions encountered. The acute problems seen at some of the older mines are typical of the western United States, and teach useful lessons on strategies that should be implemented at new mines to prevent recurrences of these problems.

Many factors must be considered when performing engineering and construction work for a major minerals project. Dravo's Afton copper smelter in British Columbia illustrates some of the E&C factors considered when setting up this new operation. In March 1978, Afton Mines Ltd., a Tech Corp. subsidiary, began blister copper production at the world's first integrated copper ore mining, milling, and smelting operation to use Top Blow Rotary Converter (TBRC) process smelting technology. This key TBRC smelting element is licensed by INCO Ltd. to Dravo Corp. The TBRC process uses a single vessel of modular design. It rotates for mixing and provides complete processing capability, from concentrate through blister copper. The Afton facility is about 16 km west of Kamloops, a town in south-central British Columbia. To make its operation as economic as possible, Afton officials considered several options for the copper smelter, the first in modern times in the province. Inability to extract precious metals-primarily gold-from the concentrates ruled out hydro-metallurgical processes. The final choice was between a conventional electric furnace/ Peirce-Smith converter combination and the TBRC process. The TBRC process was chosen for its versatility in processing the various Afton concentrates and grades and its 40% lower capital cost compared to the electric furnace converter system. The TBRC smelter -including concentrate slurry receiving, drying, storage, smelting, off-gas cleaning, and copper casting-had an installed cost of about $25 million. In December 1974, a pilot program was conducted by Teck, Dravo, and INCO at INCO's Port Colborne, Ontario, research facility. The pilot program demonstrated the TBRC's ability to smelt, convert, and clean copper slags. After the successful pilot effort, Dravo performed additional research to find an effective fixation system for high grade, intermittent SO2 gases. Once the go-ahead was given, design and procurement for the Afton copper smelter was provided by the Denver Division, Dravo Engineers and Constructors. Commonwealth Construction, Vancouver, constructed all Afton facilities. Afton's single furnace smelter is designed to produce 25-kt/a blister copper in 363-408 kg cake form. The product is sold to England for electrolytic refining. The TBRC process is only one of several innovations proposed by Dravo and chosen by Afton to insure the most modern smelter in North America and meet all British Columbia's environmental restrictions. Conventional smelting methods use a separate furnace for each process step. The TBRC process employs but one furnace. The Afton TBRC vessel measures 6.4 m in length and 4.3 m in diameter. The furnace is supported on a set of motor-driven rollers. These permit the vessel to rotate at variable speeds to 40 rpm. Rotation provides good mixing, high reaction rates, and effective heat transfer from the refractory sides to the molten bath resulting in a low thermal gradient. The furnace can tilt through a full 360° for charging, firing, and pouring. Smelting at Afton is accomplished in sequential fashion. Flotation concentrate and limestone flux are initially charged to the hot, empty vessel. Using the water-cooled, oxy-fuel lance, the initial charge is smelted. Once sufficient molten bath is obtained and slagging completed, the metallic concentrate is charged. INTRODUCTION The selection of the optimum coal preparation plant flowsheet is a vital part of the development of a new plant or the expansion of an existing facility. Selection of an inappropriate flowsheet or individual equipment items can result in costly production losses, or needless expenditures or redundant or oversized equipment. The accuracy of the flowsheet selection process is, like most decisions, heavily dependent upon the amount, reliability, and quality of the database. A flowsheet which is based on simple borehole information from an area that has experienced little or no previous mining activity must necessarily include significant allowances for uncertainties. However, a plant which is to be built at an existing mine with good information on run-of-mine (ROM) coal quality, as well as bulk washability data and accurate projections of future quality, can be optimized. The following chapter will describe the processes which should be followed to select the most appropriate flowsheet for each unique operation. They include: 1. Examining and adjusting the washability database to reflect the ROM feed. 2. An evaluation of clean coal specifications. 3. Selection of the level of washing required. This includes no washing, if the coal is already at the desired specification, all the way through to complex total washing circuits for metallurgical grade coals. 4. Selection of the appropriate circuit such as dense medium bath vs. Baum jig. The most appropriate circuit is generally determined on the basis of economics. An approach for performing the evaluation will be desired. 5. The steps that need to be followed to develop a balanced plant flowsheet. ADJUSTING WASHABILITY DATA It is not unusual to have as many as 10 to 20 sets of washability information available for a particular mining property. These may be a combination of core and bulk samples or all bulk samples. In the latter case, they may also be face and/or ROM samples. It is necessary to reduce all of this information to a single set of washability data that is representative of the mean feed to the proposed preparation plant. This set is used to compare the clean coal yield and quality characteristics of the various flowsheet options. The term "representative" has some serious negative connotations. It is recognized that ROM coal quality will vary throughout a mine. However, over a period of 250 to 350 days per year, certain trends can be established. If possible, this "representative" sample should be close to the coal quality of the mean daily sample in terms of raw ash and sulfur contents, clean coal yield, and clean coal ash and sulfur content. Conflicts are common in the mining industry. Engineers are accustomed to addressing issues such as land use, air and water pollution, and health and safety. Although conflicts of interest are important in the industry, they do not have the impact on organizational decision making that controversy does. Controversy is a type of conflict, probably the most important type, for effective decision making and competent problem solving. It exists when one person's ideas, information, preference, choices, conclusions, theories, opinions, or perspectives are incompatible with another's and the two seek to reach an agreement (Johnson and Johnson, 1979). Interpersonal and intergroup controversy is prevalent in the day-to-day functioning of organizations. If constructively managed, this type of controversy has important implications for effective decision making and problem solving. Too few organizational members accept controversy, and almost none attempt to stimulate it. This is because too few of them understand controversy well enough to accept and use it effectively. Most organizational personnel lack the interpersonal skills needed to stimulate controversy and manage it effectively. Discussion of conflicting ideas may not be common in problem solving situations due to the fear and anxiety most people feel in conflict situations. Traditionally, organizations suppressed conflict. They believed it was avoidable, caused by management errors. Optimal organizational performance required its removal. Conflict, though, is inevitable. And optimal organizational performance requires a moderate level of conflict. Management should manage the level of conflict and its resolution, for optimal performance. The current view stresses the importance of controversy for learning. Confronting a person with a different point of view stimulates that person to gather more information to elaborate, justify, or provide rationale for their position. Controversy: Process and Outcomes The decision making process begins with participants categorizing and organizing current information and experiences so that a conclusion is derived. When participants present their conclusions to another group and realize their conclusions are being challenged, a state of internal conceptual conflict or uncertainty ensues. This uncertainty motivates the challenged group to actively search for more information, experiences, and a more adequate cognitive perspective and reasoning process to resolve the uncertainty. Participants will adapt their cognitive perspective and reasoning through understanding the perspective and reasoning of others to derive a new or reorganized conclusion. This process may be repeated several times before a decision is reached. The active search for additional information on the alternatives is also promoted, along with greater mastery and retention of information and a more accurate understanding of opposing viewpoints (perspective taking). Of the many positive outcomes of the use of controversy, the effect on higher level cognitive reasoning and processing is especially important in engineering decision making. Research has been done on expert-novice difference in medical diagnoses, physics problem solving, and geological exploration. It shows that preparation for verbal interaction and the actual verbal interaction with peers with differing view-points promotes the development of expertise. Constructive Controversy Conditions Some controversies among decision makers concerning their preferred solutions to a problem can be beneficial. But sometimes they are not. As with all types of conflict, the potential for either constructive or destructive outcomes is present. Whether the consequences are positive or negative depends on the controversy and the way it is managed. The conditions and procedures of controversy management that determine the outcome include: the goal structure within which the controversy occurs; the degree of heterogeneity of decision makers; the amount of relevant information distributed among decision makers; the ability of decision makers to disagree with each other without creating defensiveness; and the perspectivetaking skills of the decision makers. In the paper presented by F.W. Brackebusch on the "Basics of paste backfill systems," paste fill was presented as a backfill process that offers many advantages over other alternatives such as hydraulic fill and rock fill. It was observed, however, that the mechanics of paste-fill transportation in pipelines is not fully understood and that the success of its implementation in practice depends on the precise control of the proportions of fines, aggregates and water in the mixture. The author emphasized the necessity for laboratory and full-scale testing to determine the suitability of a material to be used as paste fill. Although experimental testing is definitely an important operation in the design of a reliable paste fill, advances in the understanding of the fundamental laws that govern paste flow in pipelines are equally relevant. Ideally, the results of such efforts would provide predictive models for the rheology of the paste and the corresponding pumping-energy requirements. In an attempt to achieve this objective, an ongoing research program has been active at McGill University's Department of Mining and Metallurgical Engineering. Preliminary results showed that the underlying mechanics of paste-fill flow in pipelines may be described in terms of what is known as "plug flow," as depicted in Fig. 1. Although this flow mechanism has been known qualitatively for many years, few attempts managed to offer a comprehensive model (Gandhi, 1987; Duckworth, 1986). In our model, it is assumed that coarse aggregates present in the mixture form a porous core, which is filled with paste (fines and water) and is surrounded by an annular non-Newtonian (Bingham-plastic) lubrication layer, which enables the mixture to flow with pressure losses that are easily overcome by common positive-displacement pumps. In summary, our model predicts the thickness of the annular lubricating layer, which controls the magnitude of the pressure losses. This is done either by collecting data on the apparent viscosity of the Theologically-active fine fraction and using an analytical equation (Bouzaiene, 1994), or is done by measuring the void content of the coarse aggregates and deducing the thickness as a function of the fine- to coarse (weight or volume) fraction ratio in the mixture for a given pipe diameter and solids concentration. Our model predictions showed good agreement with data from Duckworth et al. (1986), as shown in Fig. 2.? INTRODUCTION Caving offers the lowest cost per ton of any large-scale mining method, but its successful application demands an ore body that conforms to several rigid requirements. The deposit must be of wide areal extent, massive and not spotty in ore values, and insensitive to ore dilution. It must also be a rock mass that breaks up readily. There are only three active caving operations in the US-Climax, Henderson, and San Manuel-but caving methods have recently taken on new importance as deeper lower grade mineral occurrences and ore bodies are found. These deposits are too deep for surface min¬ing methods, and too low grade to support any type of underground mining except a bulk method such as caving. Announced discoveries or indications that may be amenable to caving include: Climax's Mt. Emmons molybdenum discovery in Colorado; Molycorp's Goat Hill molybdenum prospect in New Mexico; the Phelps Dodge molybdenum deposit in Beaver County, UT; Arizona copper occurrences such as Asarco's Sacaton, Hanna's Casa Grande, Noranda's Lakeshore, and Ken¬necott's Safford; Anaconda's suspected deep copper de¬posit in Butte, MT; Anaconda's Carr Fork, UT, deposit; and perhaps others. CAVABILITY'S ROLE IN FEASIBILITY STUDIES Caving is a system of underground mining which removes support from underneath an ore body. As a result, the rock mass fractures, fails, and flows vertically downward by gravity to be collected in previously ex¬cavated funnels. Types of ore that have been mined by caving include molybdenum, copper, iron, nickel, as¬bestos, and diamonds (Julin and Tobie, 1973). It is primarily a large-scale method, with production rates of more than 45 300 t/d (50,000 stpd) having been achieved. However, the initial capital investment before return is very high, often in the hundreds of millions of dollars. The cavability of an ore body or mineral occurrence is a critical item in the feasibility study of a proposed mine, not only from the point of overall minability, but from the point of impact on other costs such as blasting, loading, hauling, crushing, and grade recovered. Aside from the often-asked question of, "Will it or will it not cave?" the real questions are, "Can we afford to make it cave, carry the rock away, and extract the mineral?" The last is not a topic of this chapter, but the first two are. The cavability of an ore deposit or mineral occur¬rence is based on many things, but clearly, if a large enough area is undermined, any rock mass will cave. The result could be a violent collapse as occurred at Urad, CO (Kendrick, 1970), or perhaps the rock mass will cave beyond the ore boundary. Another unfavor¬able result could be ore blocks that are too large for the equipment and orepasses to handle without considerable secondary blasting. Weak rock with numerous fractures may produce a very fine ore when it caves, resulting in dilution and ground control problems. DETERMINING STRUCTURAL DOMAINS It has long been recognized that the geologic nature of an ore body is important to cavability (King, 1946). Such items as weak rock material, intensity of fractur¬ing, and severity of faulting all contribute to the success of a caving operation, and information regarding these is required as a minimum for the cavability determination. In practice, the rock mass-defined as the blocks of intact rock together with the intervening fractures, joints, faults, bedding planes, and other discontinuities-that contains the ore body, as well as the surrounding and overlying rock, must be examined in a systematic and detailed fashion. Surficial geology maps must be pre¬pared, exploration holes drilled, and core logged for en¬gineering information. The fracturing of the rock mass must be studied to ascertain the three-dimensional dis¬tribution of fractures and their characteristics, and faults must be located and described. The strength and other mechanical properties of the rock material, the fracture surfaces, and the fault filling materials must be tested and reported for later use by designers and planners. With this basic information and an understanding of the geologic setting, the rock mass can be divided into one or more structural domains which tend to behave similarly in response to engineering activities (Robertson and Piteau, 1970). One must keep in mind that the determination of the structural domains goes beyond the geologic units present. Several lithologic units may be lumped together, while a single lithologic unit can be divided into multiple domains. Major faults often form their own domain, and the direction of engineering ac¬tivity-for example, cave advance to the north rather than the south-may alter rock mass behavior, resulting in different domains. As an example of the detailed rock fracture map¬ping required for such studies, the structural domain determinations at the Climax mine (Kendorski, 1973) are shown in Fig. 1. The circles are Schmidt equal area projections of the three-dimensional attitudes of frac¬tures (Ramsay, 1967) mapped in detail at various rock exposures. The attitude of fractures is important to the cavability determination since it dictates the directional behavior of the rock mass as it fails, and determines the effectiveness of arching, keying, and rock block inter¬locking. Low-angle fractures must be present to allow movement of the rock in the vertical direction during undermining (Mahtab and Dixon, 1976); if low-angle planes of weakness are absent, the rock mass may arch with a keystone effect, rather than moving vertically downward.

The Carlin Gold Mining Company, a wholly owned subsidiary of Newmont Mining Corporation has been successfully operating an open pit gold mine and cyanide mill for approximately the past ten years. It is a unique operation in that about 20 percent of the mill feed is a carbonaceous ore refractory to cyanidation that must undergo a pretreatment stage developed for, and by, Carlin. The mine and plant are located in the Tuscarora mountain range is north-eastern Nevada near the towns of Carlin and Elko. Claims were staked at the minesite in 1961 and 1962. A drilling program was initiated late in 1962 and after drilling a total of 250,000 feet of rotary drill holes an estimated 9,300,000 tons of ore at a grade of 0.32 ounces of gold per ton was delineated.

This paper summarizes results from an investigation into possibly the largest coal pillar failure in the USA. The newly opened coal mine worked an 3.35 m (11 ft) seam under overburden depth that ranged from 91 to 671m (300 to 2200 ft) . The mine main entries, and the enclosed pillars, experienced a massive slow squeeze. The squeeze could not be controlled and the mains were lost. A new set of mains were driven. Entry convergence (closure) measurements were carried out behind the advancing face to monitor stability. Pillar stresses were also measured under four different depths of overburden: 229.433, 472.579 m (750,1420,1550, and 1900 ft). The strength of pillars in the new mains was calculated from the loads that triggered the failure in the old mains, using three pillar strength formulas. The stress measurements showed that the new pillars supported more load than their predicted strength, indicating that current strength formulas are inadequate under deep conditions.
