INTRODUCTION In May 1984, The Canadian Pacific Railway awarded to the Joint Venture of Foundation of Canada, Ltd. of Toronto, Atlas Construction Co. of Montreal, and S. A. Healy Co. of Chicago the contract for the construction of 27,000 ft of tunnel starting from the east portal. Selkirk contractors, the Joint Venture of Foundation, Atlas and Healy, which had successfully completed for CPR in 1983 the construction of both portal structures for this tunnel, studied several different alternative proposals before presenting its bid pooling each individual company's technical resources and experiences. (Foundation had just completed in association with other companies a similar tunnel project in British Columbia, and the S. A. Healy Co. could provide its experience of more than 40 miles of tunnels excavated by full face boring machines.) Among the alternatives investigated there was a fully circular tunnel to be excavated by a 30 ft diameter TBM, a full section drill and shoot proposal, and a mixed alternative, the "key hole" proposal, consisting of a TBM driven circular top heading followed by benching to design size. Technical, geological and economical considerations determined the alternative that was eventually proposed to CPR. HISTORICAL NOTES The tunnel construction parallels an existing tunnel through the Selkirk mountains that was excavated in 1885. In order to reduce the grade to 1% on the heavily loaded west bound trains, the new tunnel was at a lower elevation and lengthened to almost 9 miles. GEOTECHNICAL INFORMATION CP Rail site investigations began in 1978. The surface rocks in the tunnel construction area are metamorphosed Cambrian and Pre-Cambrian sediments; the underlying formation contains fine and coarse grained rocks presenting different degrees of metamorphism. Greensand, greensand marl, and green earth are names given to sediments rich in the bluish green to greenish black mineral known as glauconite. The word glauconite is derived from the Greek word glaukos, meaning bluish green. The term "greensand" as a rock name for a glauconite-bearing sediment is more appropriate than "greensand marl," a term that has been doggedly perpetuated in the literature. Because of its potash and phosphate content, greensand was mined and marketed as a natural fertilizer and soil conditioner for more than 100 years. The advent of manufactured fertilizers with adjustable nutrient ratios led to a decline in the use of greensand in agriculture. The material has since been recognized as useful in water treatment. Unfortunately, despite large reserves and world- wide distribution, glauconite has not been utilized to any significant commercial extent because no major application has been found for a substance with its chemical composition and properties. This is probably due mostly to a paucity of research on its potential commercial uses. Extraction of potash received considerable attention during and just after World War I. Because of relatively high extraction costs and a generally low potash content (viz., less than 8%), glauconite lost its appeal as a source of this commodity. Historical Background Greensand was used as a fertilizer in New Jersey in the latter part of the 1700s. During the early 1800s its use became more common; applications of as much as 22.5 kg/m2 were sometimes made, although recommendations for agricultural use suggested 4.5 to 11 kg/m2 (Tedrow, 1957). Many crops, especially the forage type, were said to improve with greensand application; however, because of its slow release of potash, large quantities were required. Certain greensands that contain sulfur and sulfide minerals are harmful to plant growth, and these were classified as poison, burning, or black marls. The availability of higher grade potash salts from other mineral sources and the manufacture of prepared fertilizers displaced the agricultural use of greensand during the latter 1800s. During the mid-1800s the greensand industry, centered in a small section of the eastern United States, grossed more than $500,000/y. Toward the end of the century, however, annual production had dwindled to less than $100,000 in value. By 19 10 there were only six or eight greensand producers grossing less than $5,000/y each (Tyler, 1934). There was a brief revival of the US industry during World War I because of the curtailment of foreign potash, especially from Germany. During the latter 1940s and early 1950s greensand was again recommended as a food nutrient for plants and farm crops. Agronomic studies discussed its potential as a soil additive that gradually releases potash and many trace element nutrients essential for plant growth (Tedrow, 1957). Greensand was sold with the idea that it would condition soil and absorb and hold water while its base exchange properties would release trace elements. For a short time glauconite was used in certain parts of New Jersey as a binding additive in the brick industry, and in the 1800s it was used for making green glass (Cook, 1868). In the early 1900s the base exchange properties of glauconite were recognized for water treatment and the mineral gained acceptance as a water softener. Mansfield (1922) does not mention base exchange even though this phenomenon was known in 1916 or earlier. From 1916 through 1922 several patents for the use of glauconite as a water softening agent were granted. A method was also patented for treating greensand to improve it for water softening and ready regeneration with common sodium chloride brine (Borrowman, 1920, Spencer, 1924, Kriegsheim and Vaughan, 1930). Treated glauconite, on contact with water containing magnesia or lime, takes up magnesium or calcium ions and releases sodium ions. This exchange is limited to the outer surface of glauconite grains, and when all the surfaces have absorbed their capacity, the grains must be regenerated. Regeneration, simply stated, consists of treating or backwashing the glauconite with a sodium chloride solution, which replaces the hard water elements with sodium, thus reviving the glauconite. The process has become more sophisticated due to competition among companies in the water softening business. Greensand products for water softening generally consisted of several different grades distinguished by the particular treatment the glauconite was given during processing. The standard greensand water softener was produced from natural glauconite that was only washed and classified. Its characteristics for water softening are given in [Table 1].

Investigations have been conducted at Chino Mines Co. into the effect that SAG mill recycle material (critical size) exerts on SAG mill throughput and specific energy requirements. Tests were conducted on laboratory, pilot, and plant scales to evaluate the merits of alternative treatment options. Removing critical size material from the SAG mill circuit has been shown to improve new feed rates by 84% with a reduction in specific energy (kWh./t) of 88%. Test results obtained to date are presented.

Procedure for approval by the U. S. Army Corps of Engineers of a new source of aggregate is in three phases. Phase 1 consists of an investigation of a quarry or proposed quarry by district geologist and laboratory geologist and/or petrographer. The quarry face or suitable outcrop is logged in detail or, if exposures are poor, cores may be taken to determine whether further investigations are warranted. Phase 2 consists of thorough laboratory testing. Cores and crushed material are subjected to a number of acceptance and quality tests for soundness, absorption, abrasion, reactivity, and other properties. Petrographic analysis is also made. Phase 3 is a physical and economic study of the site and involves determining quantity of stone avail- available, amount-and character of overburden, condition of haul roads and distance to rail shipping point, plant flow sheets and capacity, aggregate sizes produced, and approximate price of material at plant.

The single most unique design feature of the Centralia Coal Mine is the public information program. Just what the heck does public information have to do with the development of a coal mine? The utilities of today have had to build larger and larger plants to keep down the costs of power to the consumer. The large plants require huge amounts of capital, take up large areas of real estate, consume unprecedented amounts of coal, and generate large quantities of waste products which have to be reckoned with. Coal mines supplying these plants have also increased in size and production to meet the power plants' unending appetite for coal. This means the disturbance of great areas of land and significant alterations to the landscape. Today's public is greatly concerned about the environment in which he is living. The great size of a power plant with its large stacks, coal piles, and the coal mine with its large earth movers, disturbed acreages and the resulting waste products of both operations appears to present a threat to his environment. Because of this,' many power plants and coal mines are having public acceptance problems. This has resulted in the passage of stringent legislation and in some cases brought upon construction delays for major power plants.

"Performing risk analyses on tunnel projects has become common place and on many projects it is required from an owner or regulatory perspective. After the project is planned, designed and constructed, the data concerning identified risks, assumptions, costs, probabilities and mitigations is generally long forgotten and buried in some file somewhere. A study was performed comparing predicted risks versus actual events on four recently constructed rock tunnel projects in New York, Ohio, Georgia and California. Probabilities and costs for selectively common risks on tunnel projects have been studied and re-evaluated. Conclusions are presented that can guide future projects and the veracity of the tunnel risk analyses performed. INTRODUCTION Tunneling is a risky business. More than ever, attention is being paid to the risks associated with tunneled facilities and implications on project or program cost and schedule. Questions about why tunneling projects notoriously exceed budget numbers abound. Evaluations in retrospect and going forward have focused on the wide breadth of inherent risks associated with tunneling. More and more, these risks are being identified, studied and managed to a higher degree. As more and more scrutiny pervades the industry, little value is being obtained and leveraged on future projects. The industry seems to be headed in a direction of making the same mistakes over and over. The notion of risk evaluation has been around for decades and received wide notoriety with the U.S. Space Program and ambitious projects in the energy industry such as hydropower and nuclear power in the 1960s and 1970s (Stewart and Melcher, 1997). This led to the evolution of tunnel risk analyses with more rigorous identification of the unique risks in tunneling projects impacting cost and schedule. As tunneling risks became more readily identified, more attention has been paid to the frequency and impact of the occurrences unique to tunneling (ITIG, 2012). Currently, few tunnel projects are being planned, designed or constructed without a formal risk register that identifies the risks, mitigates the risks and quantifies the probable impacts of risks that cannot be mitigated. In hind sight on many recent projects, events that brought projects to “its knees” were not addressed in risk assessments or were not dealt with to adequately mitigate the risk of these events."

A year ago, if I had the pleasure of addressing you, I would have discussed ocean mineral resources from a promotional standpoint. I would have described exciting indications of mammoth tonnages of sea-floor industrial minerals. I would have attempted to fire your imaginations as to the potential of a nation having the technologic know-how to exploit its submerged boundaries. As a first step toward this capability, I would have solicited your support for a Bureau of Mines? program aimed at determining the industrial worth of marine minerals and devising techniques and hard- ware for their recovery. We still need your support, but recently we have ventured out of the realm of planning and into your Government's first program in marine mineral engineering. Today, I wish to describe what we have done within the framework of existing research problems and our possible goals. I will be brief so as to allow ample time for questions, and I can do this with confidence because our program is so new that I need not be chagrined at not having all the answers.

The problem of setting the proper control objectives and/or having several objectives to be met in the implementation of grinding control strategies can be resolved. The design and implementation of a distributed control system for safe operation of a grinding circuit while maximizing profit is presented. An optimal recovery through- put target for a desired grind is accomplished by advanced control strategies at the DCS level. A mill load constraint control technique provides stable operation with a substantial increase in throughput, while the desired grind index is maintained by an inferential grind control technique without using a particle size analyzer. The integration of crushing/grinding and flotation in the overall design was the key to the success of the project. This synergistic effect was obtained by implementing a computer plant management system in the concentrator. The overall/philosophy was to keep the implementation simple while using new technology creatively.

Since 1984, nitrogen-species catalyzed pressure leaching has been utilized at the Sunshine Mining and Refining Company for the recovery of precious metals from a refractory sulfide concentrate, The process operates without the use of cyanide. The plant is now the only industrial-scale commercial application of this technology. Since the inception of the process, changes have been implemented to improve efficiencies and throughputs. Two of these changes, the replacement of nitric acid by sodium nitrite and a concentrate regrind, have recently been implemented. This paper will discuss the outcomes of these recently patented plant-process changes. In particular, a comparison between the previously used method and the new leach method is made. Also discussed is the potential applicability of the process to other materials. A companion publication (Anderson, Harrison and Keys, 1996) indicates possible mechanisms responsible for the success of these process changes.

Traditionally, the practical evaluation of a mining project for a potential investment has been made considering mainly technical aspects. But the concept of sustainable development has introduced significant changes in the factors analyzed to make the final decision. This paper proposes an empirical evaluation of a project considering not only technical, economic and financial parameters, but also associated risks and other intangible aspects, such as political considerations, stability in the legal frame, social factors and environmental issues. The proposed methodology is practical and easy to apply for project management. Among its main advantages, the following could be quoted: using this evaluation two different projects or locations of a same project can be compared, future behaviors could be predicted, the index incorporates a new approach to specific mining projects and this perspective could also be applied to other projects with environmental and social impact, such as civil works or industrial projects.

The complex mineralogy of the Porgera resource has a pronounced effect on process selection for the recovery of refractory gold and silver. Intimate association of gold with pyrite necessitates a high degree of sulphur preoxidation to achieve acceptable levels of gold recovery. Acid pressure oxidation has been demonstrated to be the only commercially proven process capable of achieving the required level of pyrite oxidation. Gangue mineralization dictates preconcentration of the sulphides to limit the acid consuming capacity and carbon dioxide generation during oxidation. However, the relationship between concentrate sulphur grade and gold recovery to concentrate ultimately governs the optimum degree of sulphide preconcentration. Minipiloting of the preconcentration and oxidation stages of the Porgera flowsheet are described. The influence of these processes on subsequent recovery of precious metals together with the technical and economic necessity of concentrate pretreatment prior to oxidation are discussed.

"Many underground mines use cemented backfill to mitigate environmental effects associated with tailings disposal. The large energy needs associated with mine backfilling and cement production operations create significant CO2 and Greenhouse Gas Emissions. This paper introduces post-consumer glass as an alternate, equally effective and lower cost binder agent strategy for cement in backfill that may be implemented to assist in reducing solid waste production, lowering energy costs, and restricting Greenhouse Gas Emissions. Extensive engineering testing, consisting of pipe flow loop tests and strength tests, has been implemented in order to demonstrate the technical feasibility of process integration within industry. An economic analysis has demonstrated that glass is competitive in cost relative to cement and a socioeconomic study has further indicated that the utilization of glass in mine backfill would create a new market for waste glass that requires less processing and reduces costs."

The use of diesel engines in underground hard-rock mines dates back to the late 1940s. For the first several years, they were used only occasionally, being limited to a few metal mines that experimented with crawler¬mounted front-end loaders, tractor-trailer hauling units, a few tractors for drill-compressor mounts, and utility cleanup machines. By the mid-1950s, track loaders had become commonplace in limestone mines and uranium mines on the Colorado Plateau in the United States, as well as in Canada. Use of crawler-mounted tractors as drill and compressor mounts also increased. By the end of the 1950s, rubber-tired loaders and some haulers began to replace the track-type machines and rail-mounted cars that had been in use. About 1960, the rubber-tired machines brought about a new era of underground mining mobility and flexibility, centered on a method commonly known as "trackless mining." Ultimately, many of the underground rail-type systems for loading and hauling were replaced by the trackless mining technique. ECONOMIC CONSIDERATIONS The size and nature of mineral deposits, plus ground control techniques, historically had dictated small open¬ings to the surface from many underground mines. The small mine openings led to the development of special rubber-tired loaders and haulers designed specifically for access through the small openings. However, some mines, particularly those in massive mineral deposits, are able to excavate and maintain very large openings, and some use modified room-and-pillar systems. With the large mine openings, the use of larger, more produc¬tive equipment such as that commonly found in surface mining becomes economical. In fact, productivity gen¬erally increases at a more pronounced rate than machine size increases because many of the larger machines were designed for heavy-duty shot-rock applications in surface mines and construction sites where the handling of blasted rock is common. Combining greater productivity often inherent in larger machines, with reduced downtime resulting from using fully developed machines with fast parts and service backup, some mine operators have been able to reduce material handling costs appreciably while reduc¬ing manpower requirements for operators and main¬tenance men. Large mine openings increase the amount of rock that must be handled in the development work, and they sometimes increase the dilution in stopes or rooms, de¬pending upon the dimensions of the ore zone. Providing adequate space for the unrestricted operation of large surface mining machines could, therefore, lead to more waste segregation and handling costs. It could also cause greater ore dilution that would result in a lower grade of ore being delivered to the processing plant. The tradeoffs between opposing cost factors must be reconciled and balanced to achieve the best overall cost of the crude ore, concentrates, or product. EQUIPMENT MODIFICATIONS Loaders and haulers designed for surface mining are seldom used underground in their standard con¬figurations without some modifications. If done, the modifications generally are made by the equipment dealer and/or the user, and the modifications usually include one or more of the following items: 1) The exhaust stack is lowered, and its direction is changed. Usually, it is repositioned horizontally to the rear, or it is fed into the engine fan to diffuse the exhaust gases. 2) The operator's position is lowered by either lowering the seat or changing the seat to a side mount. 3) The operator controls are adjusted to fit the new operator position. 4) Other components, such as the radiator and loader tower, are lowered. 5) Special bumper guards are mounted at the base of the radiator area. 6) An exhaust conditioner is mounted and con¬nected, using either a catalytic or a water-type condi¬tioner, or both. The degree of fragmentation obtained in primary quarry blasting has always been a factor in the speed of digging' the muckpile This paper will discuss a case history of increased production and associated lowered costs from increased fragmentation. The quarry under discussion is fairly new, located in Georgia, and is in the large operation .category. Loading is done by three yard shovels, and, primary crushing by a 48" x 60" haw crusher preceded by a 5' wide feeder. The stone is a hard granite gneiss, of Los Angeles rating 22, and apparent specific gravity is 2.68. The product is shipped to points in that state for railroad ballast, concrete aggregate, and road building stone. Inasmuch as fairly large shovels and a large Jaw were to be utilized, initial drilling and blasting were pointed toward producing fairly large sized muck for this large equipment. This was following a concept somewhat in vogue for some years in the Southeast wherein many large equipment plants would tend towards larger fragmentation, and smaller equipped plants would conversely tend toward attempts at smaller sized rock piles for smaller shovels and crushers.

There is a markedly increasing tendency to design deeper and deeper mines, to use larger amounts of explosive per round, to increase the advance rate of the excavations and so the natural ventilation tends to be more intense in the new mines. For this reason, the mines that make use of powerful mechanical ventilation should also take into account such factors as natural ventilation pressures, especially in the case of mines excavated in high-temperature rocks for which natural ventilation is particularly intense. The results of the studies reported here refer to a very hot mine excavated in an area with a high geothermal flow (the Boccheggiano - Campiano mine, southern Tuscany). At various external temperatures, experimental measurements and analyses have been made of the trend of the thermodynamic characteristics of the ventilation air and of the trends of the air/rock heat exchange along the downcast shaft and along the upcast shaft. These data were then used to work out approximate values of the corresponding natural ventilation pressures. After having identified the most conspicuous variations of the thermodynamic parameters of the ventilation air and the factors causing them, an assessment was made of the repercussions they have on the air flow rates and, above all, on the climatic conditions of the underground excavation sites. The natural ventilation pressures were found not to be constant in time; indeed they change continously and it is difficult to predict the changes. Moreover, it was found that their influence on the ventilation of a section of the mine network is greater if the effect of mechanical ventilation on that section is weaker. In the mine section where the measurements were carried out, some portions were found where the ventilation could become insufficient as a result of the effects of natural ventilation pressures. Finally, some guidelines to be followed in designing hot mines have been put forward which ensure efficient ventilation throughout the network at times with the aid of the natural ventilation pressures, which in certain circumstances may reach very high values in mines of this type.

Perhaps no other mineral commodities in this volume have as many uses as limestone and dolomite. These carbonate rocks are the basic building blocks of the construction industry, the material from which aggregate, cement, lime, and building stone are made. Carbonate rocks, and their derived products, are used as aggregates, fluxes, glass raw material, refractories, fillers, reactive agents in sulfur-oxide removal, abrasives, soil conditioners, ingredients in a host of chemical processes, and much more. Although the use of limestone and dolomite goes back before recorded history, new uses and products are continually being found. Carbonate rocks form about 15% of the earth's sedimentary crust and are widely available for exploitation. Found extensively on all continents, they are quarried and mined from formations that range in age from Precambrian to Holocene. Reserves of carbonate rock are large and will last indefinitely, although high-purity deposits may be absent or have limited availability in certain areas. Limestone and dolomite are so useful and so abundant that in 1989 about 798 Mt were produced in the United States. In fact, about 75% of all stone quarried or mined in the United States was carbonate rock. Sand and gravel was the only mineral commodity produced in greater quantity. In this chapter we have sought to provide the general reader an overview of carbonate rocks, their composition, distribution, production, and uses. The literature on the limestone and dolomite resources of the United States and Canada is so vast and diverse that one can easily become mired in print. We tried to list those references that are easily accessible and that provide the economic geologist with a starting point for more intensive study. The table listing selected references on limestone and dolomite resources in Canada and the United States reflects our attempt to be selective rather than exhaustive and to direct the reader to the best sources of detailed information.

This paper was presented at the ‘17th U. S. Symposium on Rock Mechanics’ on August 29, 1976, at Snowbird, Utah, at the SME-AIME Fall Meeting on September 1, 1976, at Denver, Colorado, and at the Polish-American conference on Ground Control in Room-and-Pillar Mining on August 7, 1980 at Southern Illinois University, Carbondale, Illinois. Introduction The purpose of this paper is to present a viable method of reinforcing rock pillars by utilizing fully grouted reinforcing steel and a cement- fly ash mortar. Although the fully bonded bolt concept is not new as exemplified by the present widespread use of resin bolts within United States mines and by the use of cement grouted reinforcing used as back pins in the Kiruna Iron Ore Mine in northern Sweden, (1)(2)the method of stabilizing mine pillars with fully bonded reinforcing is new. This method, called the "grout-rebar system", was first incorporated at St. Joe Minerals Corporation's Fletcher Mine in December of 1972. The system was used on an emergency basis before extensive research on the mechanics of the system could be completed. Since Decmeber of 1972, however, approximately 206 pillars have been reinforced at Fletcher and the system is currently being used on a regular basis at two other St. Joe mines and at two competitor mines in the area. Basically, this paper is a case study of the efforts, research and results of utilizing the grout-rebar system, on a selective basis, at the Fletcher Mine. In addition to information about the system, this paper will explain in detail the three rock mechanics instruments developed by St. Joe and used to measure and monitor rock movement to validate the group-rebar system.

"Mining is the main activity that supports civilization. Actual mining presents contradictory concept to the health of the planet. Its business model is linear, fragmented and characterized by inefficiencies in the utilization of water, energy and mineral resources which generate waste and pollution. Before mining begins, it is critical to determine the vulnerability of the ecosystem and after mining, it is critical to determine the depletion of nature. Attending to these vital matters will require quantifying and measuring them. The purpose of this study is to provide and establish the metric to assess the performance and manage a sustainable future for our existence and that of our planet. This index is defined to measure and control Nature Friendly Sustainability (NFS) based on understanding nature. This index will determine the condition of nature constructed on the measurement of physical, chemical and biological equilibrium. Proposing a new mindset for mining design to satisfy nature’s needs would be to offer the same opportunities to future generations. Hence, sustainability is synonymous with equilibrium under a limited ecosystem. Nature is interconnected. Finally, this index of NFS is readable, standardized and relevant to keep nature’s needs in equilibrium. Establishing and NFS index is the next metric for humanity. INTRODUCTION There are a multitude of definitions of what sustainability is. Most of them are defined in terms of the corporate entity from which they emanate. The classical definition of management states that, “if we do not measure it, we cannot manage it.” Management of ecosystems is the definition of sustainability. Indicators of quantity and quality of sustainability are vital in order to create a metric for sustainability. These indicators will measure the depletion and degradation of nature as they occur through human intervention. The first step is to create a metric of sustainability to simplify its definition. The definition of sustainability is based on whether or not you consider nature to be finite or infinite, which is described in Nature Friendly Sustainability (NFS) [1]. The definition of NFS applies to any anthropogenic activity with an understanding of the equivalent activity in nature. That is to say, human activity with nature requires balance and equilibrium in order to be sustainable. The minerals barite (BaSO, -barium sulfate) and witherite (BaCO, -barium carbonate) are the chief commercial sources of the element barium and its compounds, whose many uses are nearly hidden among the technical complexities of modem industrial processes and products. Barite, the major ore mineral, is extremely vital to the petroleum industry, which in 1990 consumed about 90% of the world's production of 4.9 Mt as a major ingredient of the heavy fluid called mud that is circulated in rotary drilling of oil and gas wells. The remaining 10% of the barite production was consumed chiefly in the manufacture of barium chemicals and glass and as a pigment, filler, and extender. Barite is found throughout much of the world and is available from three major geologic types of deposits-vein and cavity-filling, residual, and bedded-in sufficient quantity at competitive prices to meet current demands. The world's demand for barite is expected to increase because of the world's need for oil and gas. Geologic circumstances are favorable for the discovery of new deposits of commercial value. Witherite, desirable as a raw material for the production of barium chemicals, is much less common and abundant than barite.

1.1. INTRODUCTION Despite indications of a general economic recovery in the U.S. during the mid-19801s, mine operators have not generally shared in the benefits of these reported better times. Budgets have not rebounded, borrowing is tougher, parent companies' pockets are not as deep as in previous years, and margins are not any better -- if there is any left over at all. Managing capital equipment budgets is always a challenge, and the last five years of stretched equipment lives make these decisions more tenuous. Delays and avoidance of replacements due to tough times inevitably makes those decisions increasingly difficult and usually more expensive The purposes of this paper are to present. a brief refresher outline of the fundamentals of equipment replacement analysis, to suggest a number of papers where analysis methods are explained in greater detail. and to recommend the use of a widespread microcomputer software capability (1-2-3) as the easiest path to a much-needed solution for a very difficult, and usually under-supported management decision problem 2. REPLACEMENT DECISION POLICY Investments in equipment replacements must compete for capital with all other investment alternatives. Capital for replacements of ten represents a greater commitment than do the new projects which a company might handle in a given year. But. sadly, formal policies for standardized analysis of replacements rarely exist, even in major companies. Yet this policy can be very significant in determining the competitiveness of a firm. Whereas many replacement decisions are based on cost minimization, economists and financial analysts agree that wealth maximization or return on investment is the superior criterion. Though the difference may seem slight, agreement on a firm's financial objective is vital. Replacement policy should be straight- forward. have a logical basis, and a proper level of sophistication. There are several reasons to develop a policy for replacement decision-making: [I] 1 - equipment's optimal economic life is nearly always shorter than its physical life; 2 - mine life often exceeds equipment life, so management must face these decisions routinly 3 - replacement capital costs, on an undiscounted basis, can run 25 to 75% of original capital 4 - technological changes may result in a newer machine or system which can operate more efficiently, more safely. or less expensively 5 - estimates should be made consistently in the fundamental areas of life expectancy, availability, utilization. price escalation, taxes 6 - long-term and short-term budgeting without decent data and analytical capability is nearly impossible, or at least ineffective Policy development assumptions which must be considered include: the planning horizon, cost patterns, interest rates, availability of capital, replacement vs. expansion, technology advances.
