This paper will cover the problems confronting an owner when planning and estimating the cost of a proposed tunnel. Three factors are known: the length, size and the time allocated for the completion of the work. In general the difficulties encountered when driving a tunnel in California are the greatest at the lower elevations and in the Coast Range and are minimal in the Sierra Nevada mountains particularly in granitic formation. The writer will discuss the experience gained from observing the driving of about 120 miles of tunnel in California as well as the repairs of some tunnels. SIZE OF TUNNELS It is known that a small tunnel may be more costly to drive than one of somewhat larger dimensions. This fact was found to be true when a tunnel about 4,000 feet long was constructed to eliminate 7 miles of canal. The formation was lava so it was anticipated the ground would be self supporting because of the small bore. Actually the tunnel required support for most of its length and working conditions were poor. It became apparent that a larger size could have been driven at no additional cost and probably in less time. Editor’s note: This is the first of two MINING ENGINEERING articles about the Grasberg deposit. The second, focusing on open pit mine development, will appear in the April issue of the magazine. The Grasberg porphyry copper-gold deposit of Freeport Indonesia Inc. lies within the Ertsberg Mineral District in central Irian Jaya, Indonesia. The Grasberg deposit was discovered during a drilling campaign initiated in the mid-1980s. Production at the open pit de- posit commenced in December 1989. The Grasberg copper-gold ore body is contained within a young igneous complex of dioritic composition that intrudes limestones of the Tertiary New Guinea Group. Alteration is typical of porphyry copper deposits worldwide except that higher grade primary chalcopyrite with significant gold values is associated with a centrally located zone of strong quartz stockwork. Irian Jaya comprises the western half of the island of New Guinea. The Ertsberg District lies 70 km (43 miles) inland from the Arafura Sea at an altitudeof3500 to45OOm (11,480to 14,764 ft). It straddles the Papuan fold belt. This belt forms the east-west trending chain of mountains that extend the entire length of New Guinea and is the site of numerous mineral districts.

The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and therefore only assist in recalibrating the operators' vision when major deviations occur. An image analysis system has been developed by IMC Fertilizer to improve upon the accuracy and precision of the composition estimation process. It still relies upon the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. This paper describes the system and its use and presents comparative results for various process streams.

For every blast pattern, zones of unique material types need to be classified before mining. Most material types can be summarized into different kinds of ore and waste. Blocks generated from blasthole assays are too small to be selectively mined, so areas with a single material classification meeting the mine’s selective mining unit must be defined. Current industry standard practices are to manually draw ore/waste dig limits, but this process is subjective and results in quantities of dilution and ore loss that can be improved upon to enhance the profitability of mining operations. In this study, two weeks of production data from a homogeneous copper (Cu) porphyry and heterogeneous manto-type Cu deposit were used to assess the variability in the hand-drawn dig limits of 20 geologists, mining engineers and ore control specialists, which were compared with the optimal ore/waste delineation. The profit for 20 distinct hand-drawn dig limits for the homogeneous mine varied by 3.7 percent, from $10.5 million to $10.9 million, averaging at $10.8 million. The percentage was nearly double for the more heterogeneous mine at 5.9 percent, from $17.9 million to $19.0 million, averaging at $18.6 million. Using the optimal ore waste delineation, the profit increased to $11.0 million (1.9 percent increase) and $19.3 million (7.0 percent increase) for the homogeneous and heterogeneous deposit, respectively. The natural variability, diggability requirement and selectivity are identified as the main drivers of ore loss and dilution. Recommendations are provided for reducing the subjectivity in manual hand-drawn dig limits by integrating dig limit optimization algorithms as a tool to assist practitioners.

[Introduction] Since excess lung cancer mortality was first noted in the late 1800's among Joachimsthal-Schneeberg miners, there have been a number of studies of the long term health effects among various types of miners exposed to elevated levels of radon and its radioactive decay daughters. Substantial excesses of lung cancer have been noted among miners in the Joachimsthal mines (Sevc, 1976) , lead-zinc miners in Sweden (Axelson, 1979) , fluorspar miners in Canada (DeVilliers, 1971) , iron miners in Sweden (Renard, 1974) , uranium miners in Canada (Hewitt, 1976), and metal (Wagoner, 1963) and uranium miners in the United States (Lundin, 1971; Archer, 1976). The latter prospective cohort has also been shown to be at an excess risk of death due to tuberculosis, nonmalignant respiratory disease, and accidents when followed through September 30, 1974 (Archer, 1976). This report extends the followup of this cohort of miners through December 31, 1977 and expands the mortality analysis to investigate more cause-specific categories. [Methods] During the decade beginning with July, 1950, medical teams from the United States Public Health Service (USPHS) examined 3362 white and approximately 780 nonwhite males who had worked underground in uranium mines in the Colorado Plateau at least one month by January 1, 1964. Occupational, medical, and smoking histories were obtained during the examinations and often updated/confirmed during subsequent annual censuses of the miners conducted by the USPHS. The white miners now have been followed-up through December 31, 1977 using the Social Security Administration, Internal Revenue Service, direct telephoning and various other sources. Death certificates were obtained for the deceased and coded directly into the Seventh Revision of the International Classification of Diseases, Adapted, using the rules in effect at the time of death. Deceased miners for whom no certificate has yet been located were assumed dead on the date specified by the reporting agency, cause of death unknown. The uranium miners cohort was analyzed using a modified life-table system developed by the National Institute for Occupational Safety and Health (NIOSH). Person-years at risk of dying (PYAR) were calculated for each miner from his first USPHS medical examination date or date upon completion of one month of underground uranium mining if that was later. PYAR were calculated specific for five-year age groups, calendar periods, and periods after first underground uranium mining. The numbers of cause-specific observed deaths among the cohort occurring by December 31, 1977 were compared to the numbers of expected deaths. The expected deaths were calculated by multiplying the appropriate PYAR by the United States death rates for white males specific for five-year age groups, five-year calendar periods, and cause. The results were summed over the age and calendar period specific categories to obtain the total expected deaths for each cause. Standardized Mortality Ratios (SMR's) were calculated for each cause by dividing the observed number of deaths by the expected number of deaths and multiplying by 100. In some tables, two-sided 95% confidence intervals for the SMR's were computed using either Fisher exact confidence limits, if the observed frequency was less than eight, or approximate confidence limits, if the observed frequency was eight or greater, to indicate statistical significance. Because a priori hypotheses had been well established, one-sided lower confidence limits were used for tuberculosis, lung cancer, other nonmalignant respiratory disease (ONMRD), accidents, and total mortality. [Results] The cohort included 589 miners first examined in either 1950, 1951 or 1953; 753 first examined in 1954; 1235 first examined in 1957; 5 first examined in 1958; and 782 first examined in 1960. In Figure 1 the distribution of the cohort by first year of underground uranium mining indicates that 13.7% started before 1947 and would have thus had an opportunity to be followed beyond 30 years

Introduction The geological processes that form coal can also concentrate trace elements in the coal. For example, the average concentration of arsenic in bituminous coal (20 ppm) is ten times the average concentration found in all the other rocks that make up the earth's crust (2 ppm). Similarly, other elements, such as antimony, cadmium, mercury and selenium, are more concentrated in coal than in the earth's crust. When coal is burned, trace elements can be further concentrated. Although no new constraints on trace clement emissions were placed on the power generation industry under the 1990 Clean Air Act Amendments, the act does mandate a three-year study of air toxics. Any new regulations aimed at electric utilities as a result of this Federally-mandated study will almost assuredly be very costly-an estimated $1 billion per year. Many trace elements in coal are associated with mineral matter. For example, arsenic is commonly associated with pyrite, cadmium with sphalerite, chromium with clay minerals, mercury with pyrite and cinnabar, nickel with millerite, pyrite and other sulfides, and selenium with lead selenide, pyrite and other sulfides (Finkelman, 1980). There are also cases in which some of these elements are organically bound. Just as both organic and pyritic sulfur can be found in the same coal, the same trace element may be both organically bound and present as part of a mineral in the sane coal. Physical coal cleaning techniques are effective in removing mineral matter from coal and can potentially remove at least some of the trace elements associated with specific minerals, thereby reducing the release of these elements into the atmosphere. Conventional coal cleaning to remove trace elements As part of a project funded by the Electric Power Research Institute, CQ Inc., a wholly-owned EPRI subsidiary located in western Pennsylvania, has demonstrated that large reductions in the concentration of many trace elements are possible if conventional coal cleaning techniques are properly applied. Four examples are given in Tables 1 to 4. In each example, the results shown were generated by cleaning the coal at CQ Inc.'s commercial-scale cleaning test facility. Cleaning results for Upper Freeport Seam coal from Northern Appalachia are provided in Table 1. Data are presented in the table in two ways: as a weight-based concentration (parts per million) and as a concentration per heat unit (grams per billion Btu). Grams per billion Btu is analogous to pounds per million Btu, but avoids the use of numbers with many decimal places. The heat-based concentration provides a better measure of boiler impacts, because the increased heating value obtained through coal cleaning reduces the number of tons that must be burned to produce a given thermal output. Reducing the quantity of coal burned reduces the quantity of trace elements entering the boiler. This raw coal is relatively high in several trace elements of environmental concern, including arsenic, cadmium and chromium. Cleaning provided large reductions in the quantity of arsenic, barium, cadmium, chromium, fluorine, lead, mercury, nickel, silver and zinc. The results for tests with a Powder River Basin coal, Rosebud/McKay, are presented in Table 2. Large reductions in arsenic, barium, cadmium, fluorine, mercury, nickel, selenium and zinc were observed with cleaning. The concentration of chromium increased with cleaning, while lead concentration increased in one test and decreased in another. Table 3 presents test results for Croweburg Seam coal from Oklahoma. Large reductions in arsenic, barium, cadmium, chromium and zinc were obtained with cleaning. Smaller reductions were obtained with lead and nickel, while chromium, fluorine and mercury increased in at least one of the tests. Table 4 presents cleaning test data for Kentucky No.11 Seam coal. In this case, large reductions were obtained with all elements measured. In general, these data indicate that physical coal cleaning is effective in reducing the concentration of many trace elements, especially if they are present in the coal at relatively high concentrations. The degree of reduction achieved is coal-specific, relating in part to the degree of mineral association of the specific trace element and the degree of liberation of the trace element-bearing mineral. A computer-assisted resources and sedimentological study of the Andersonville, Georgia kaolin-bauxite district was begun in 1975 under a grant from the Office of Mineral Resources of the U.S. Geological Survey (Grant # 14-08-1110-G-173). A preliminary report on the kaolin and bauxite resources of the district has been placed on open file at the U.S.G.S. in Reston, Virginia; the Georgia-Geological Survey in Atlanta, Georgia; and Georgia Southwestern College in Americus, Georgia. In addition to a resources estimate, the objectives include the determination of the mineralogical variation, sedimentological parameters, and paleogeographic patterns of the deposition of the high alumina materials and their associated sediments. In the process of compiling data for the resources estimate, isopach maps were developed that provide information as to the shape, size, and distribution of the kaolin deposits and the kaolinitic sediments that contain them. These or similar maps developed for other districts can be useful exploration tools.

The challenge of managing geological uncertainty in mine planning is central to optimizing resource extraction while minimizing risks and costs. This paper introduces a novel approach to coal mine planning by integrating chance-constrained programming to address the uncertainty inherent in mining operations. The main takeaway from this work is the demonstration that focusing on reducing the variance of high-quality coal blocks, rather than low-quality ones, can lead to better blending outcomes, higher profitability and more efficient resource utilization. The study presents a case study of a coal mining operation, using chance-constrained programming to manage the uncertainty surrounding coal property predictions, specifically the predicted coke strength after reaction (CSR).

The tremendous growth in grinding mill size and horsepower during the 70s demanded advancements in gear cutting technology and equipment for the 80s. A new standard in gear cutting machines is now used to generate-cut large open gear sets to over 12.2 m (40 ft) in diameter at an AGMA quality level much higher than the accepted levels a short five years ago. The precision of the resulting gear set assures maximum tooth contact with the resultant longer gear set life.

Dragados USA is constructing the LA Effluent Outfall Tunnel, a 7-mile, 18 ft internal diameter effluent discharge tunnel, utilizing a 21.6 ft (6.585 m) Herrenknecht Mixshield TBM. This paper highlights the means and methods used for TBM launch from a 55 ft diameter shaft excavated in wet with diaphragm wall support of excavation. This included SEM excavation of jet grout blocks for starter and tail tunnels, temporary concrete structures and steel installations, TBM sealing system, umbilical management for TBM hydraulic, electric and bentonite circuits as well as complex segment delivery logistics. The many launching challenges were overcome thanks to the innovative approaches from the project team.

Residential and commercial plumbers in the United States were introduced to Viega?s copper press technology in 1999. In short, the technology allows plumbers and installers to join copper pipe securely in four to seven seconds on pipe sizes of 1.2 to 10 cm (0.5 to 4 in.) by pressing the connections with specialized tools and fittings rather than through sodering or welding. The water- and air-tight technology, first introduced in Germany in 1989, includes three different sealing elements, a variety of materials and a selection of configurations. By eliminating the need to thread or solder pipe, connections and repairs can be made quickly and securely. Installations are also much quicker and as secure as traditional methods.

The Regional Connector Transit Corridor (RCTC) Project is a 1.9-mile-long metro light-rail extension project that traverses the historical core of downtown Los Angeles, California. This project aims to improve mobility throughout downtown LA with fewer transfers for riders. It is designed to connect two existing rail lines for a more seamless travel. The project consists of twin bore tunnels, three new stations, and is scheduled to be completed in 2022. The design-build contract was awarded to the Regional Connector Constructors (RCC) in 2014, a joint venture of Skanska and Traylor Bros, Inc. with Hatch Mott MacDonald as the designer. One of the challenging aspects of the project was the construction of a crossover cavern in a narrow public right-of-way surrounded by historical structures. RCC used Sequential Excavation Method (SEM) to construct the crossover cavern measuring 287 ft long by 58 ft wide by 36 ft tall. The initial lining of the cavern featured a 12 in. fiber reinforced shotcrete lining. The initial lining was separated from the final lining by a hydrocarbon resistant membrane, as specified by the standard requirements of Metro. The cavern features a cast-in-place final lining with a thickness of 5 ft 9 inches in the invert and 18 inches in the crown and walls. The structure also features a nonload bearing plenum slab and interior walls for ventilation.

In this paper we apply continuous-time option pricing theory (Dixit 8 Pindyck 1994) to show how to obtain an optimal investment rule for a mining project which requires sequential in- vestments. The application per se is to some extent very simple. The main purpose of the paper, however, is to draw the attention of mining people to how the option pricing theory may be used to capital investment decisions. This topic in economics is quite new but is attracting a lot of attention.

The U.S. Bureau of Mines (USBM) is developing new dewatering technology to permit the recycling of iron values contained in wet steel plant sludges. In laboratory tests, Q-BOP fume sludge was dewatered to 12% moisture by displacing water with acetone in a plate-and-frame pressure filter. Acetone is reclaimed through distillation at lower cost than conventional thermal drying of the sludge. The projected additional energy requirement for acetone treatment of the sludge, including acetone recovery, is $5 to $7 per dry ton.

The Homestake Mine, located in Lead, SD, has been in business for 113 years. Until 10 years ago, conventional mining methods were used to extract ore. Due to complexities in the ore bodies and increasing costs, new technology was introduced to the mine. An integral part of this technology was mechanized cut-and-fill mining. This mining method currently produces about 50% of the annual production and has proven to he safe and economical. As a result, the Homestake Mine remains competitive in today's market.

The Getchell Gold Hine is located about 40 miles northeast of Winnemucca, Nevada. Gold was discovered at the mine in 1934 and production was started in 1938 and ended in 1967 for its first phase of operation. Gold production during this period was about 800,000 ounces. In 1983, FirstHiss Gold Inc. purchased the property and initiated an exploration program that proved minable reserves of about 1,300,000 ounces of gold remained in the mine. During the exploration period, metallurgical testing was conducted to determine the most economical process that could be utilized for recovery of gold from the very refractory ore. After extensive investigation, pressure oxidation of the ore was selected, Engineering for the new plant commenced in 1987 and construction was completed in 1989 at a cost of about $87,400,000.00, not including financing cost.

The Jones Trickett Ratio (JTR) is generally used in investigations of fires and explosions for the determination of the composition of the fuel. This paper takes a close look at the JTR and finds it unreliable and ambiguous for the determination of fuel composition. A new index is presented, termed the (H/C) Index which uniquely determines the fuel composition. The (H/C) Index is simple to use requiring only the results of a single gas analysis of the combustion products. Experimental data testing the (H/C) Index for methane, propane, ethylene and coal dust are given, showing that the Index unambiguously determines the composition of the fuel. The (H/C) Index is also applied to the gas analysis data of several mine fires, illustrating how the Index changes with the progression of the mine fire.

Acid mine drainage (AMD) is a serious environmental problem in mining activities. Prediction is the first step for evaluate the potential of acid generation and there are some possible methods to estimate it. They are described as static tests, which examine the balance between acid producing and acid consuming materials, and kinetic tests, which attempt to predict drainage quality over time. Static methods are very simple and give a qualitative classification of the ores based on their potential to generate acid drainage. The characterization of ores to determine their acid producing potential is vital for the prevention of long term environmental liabilities. Laboratory tests were conducted under different methodologies to predict the acid producing potential of sulphide overburden, ore materials and tailings from a deposit of copper ore.

Managing environmental compliance at a complex facility has the potential to bring a high degree of personal and professional satisfaction to both the corporation and the individuals responsible for day-to-day operations. The decade of the 1990's, however, has seen the emergence of a nationwide trend of aggressive federal and state civil and criminal enforcement for environmental violations. This trend, spearheaded by the U.S. Department of Justice (DOJ) and the U.S. Environmental Protection Agency's (EPA) Office of Enforcement, has the potential to place the corporation, its corporate officers, and compliance personnel at collective professional risk, as well as a growing tendency to place accountability on individuals. Management of environmental compliance has been anecdotally compared to a shooting gallery at a carnival, with the following exception: At the shooting gallery, successfully hitting nine out of ten targets usually brings a reward and recognition of shooting skill; hitting nine out of ten environmental compliance expectations not only brings agency consternation and negative publicity, but the "gallery" will likely shoot back with stiff fines and possible criminal allegations. Faced with the challenges of the new environmental compliance shooting gallery, corporations and professionals are often left asking themselves, "How do we (or more appropriately, can we) win at this game?" This paper examines recent federal enforcement statistics and offers several suggestions for coping with the responsibility of managing environmental compliance in the 1990's.

INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper.
