Introduction The disposal of mine tailings, development rock, and other unwanted refuse material underground in mines by using pneumatic conveying techniques has been undertaken in the coal industry for many years. Similar equipment has been utilized for backfilling hard rock mines and is currently being applied in a gold mine in South Africa where development rock is being stowed in the mined-out stopes to help reduce the incidence of rock outbursts. On a limited scale, pneumatic conveying has been applied for backfilling uranium mines and one particular mine in New Mexico, U.S.A., has used this technique for 8 years. Other uranium mines in this area are now considerinq the dry backfill technique to eliminate the problems associated with hydraulic fill. The need to backfill in uranium mines is primarily of importance to improve ventilation, stabilize the pillars and roof, and possibly to extract a larger percentage of the uranium ore. If this can be achieved by utilizing the tailings from the beneficiation plant and using rock from the development headings which in itself may be slightly radioactive, then a greater benefit can be derived. Backfill can be achieved with hydraulic fill methods by running slurry into the stopes and allowing the water to decant and return through the footwall development entries to sumps for pumping to the surface. However there are several disadvantages associated with this method in that water is percolating throough the mine workings; it is necessary to build bulk heads in flat lying deposits; it is difficult to fill right to the back; and the decanted water takes with it quantities of the finer sand particles which results in maintenance problems with the mine pumps. Pneumatic conveying can overcome these problems in that the voids can be completely filled with high degree of compaction, heavy bulk heads are not necessary, the development rock can be added to the pneumatic system for disposal underground so eliminating hoisting cost to the surface, and cement can be added to the wetted material. There continues to be a certain magic attached to the word "Automation". When properly planned for, engineered, installed, and operated, the magic truly does take place - witness certain publicized mineral processing, metallurgical, and chemical plants. They operate successfully with few people, instead of previous dozens as in similar facilities not automated. Production quality has improved. Maintenance costs have been lowered. When such welcome results are achieved, it's proved to be a function of method and procedure in establishing criteria for choosing the intelligence and control systems followed by skilled choice of the specific elements used. The criteria, the bases for decision, are associated with design, construction, startup, operations, and maintenance. How to go about automating any process system to achieve the optimum profit depends on attention to all those aspects of a project. None of them can be forgotten if maximum satisfaction is to be gained. Control loops that look wonderful on an equipment. Piping, and Instrumentation diagram can suddenly turn into costly and. annoying problems in the field if there has been too little coordination of design. Panel boards that are literally works of art just before startup can become the largest of white elephants if an air header is inadequately sized and the pneumatic control circuits are sluggish. Conveyor belt replacement costs can skyrocket if a critical discharge chute far away from immediate operator attention lacks a simple yet effective clog-chute switch. Planning, execution, and followup of the work, the skills, and function of-the automating material can make any new project a success. An integrated owner contractor, producer-engineer approach is the key.

Eisenhower Memorial Tunnel, called Straight Creek Tunnel during construction is located 60 miles west of Denver, Colorado at 11, 160 ft. elevation. It is 8, 510 feet long, and carries two lanes of 1-70 traffic under the Continental Divide. This paper describes improvements and changes made in construction methods for utilities, concrete lining, ceiling, wall covering and paving to allow maximum offsite fabrication and activity overlap resulting in a one-year faster completion for traffic. The substantial changes proposed on a design-and-construct basis by the contractor and put into effect after State approval were: 1. Substitution of ductile iron and thick-wall P.V. C. pipes for clay pipes allowing placement and operation before hole-thru. 2. Outside pre-assembly of large rebar mats, using a novel tension-splice with cable clamps. 3. Arch concrete placement method modified to make 4, 322 ft. of lining in 10 weeks possible. 4. Safety barriers precast and epoxy coated offsite instead of cast-in-place and tile faced. 5. Prestressed hollow ceiling slabs with porcelainenamel coated steel sheets assembled offsite, instead of in-place glazed tile and in-place cast concrete ceiling. 6. Glazed tile wall panels 8 ft. long by 11 ft. high assembled off site and erected using vacuum pad mounted on special lift. 7. Asphalt paving while other work proceeded, instead of reinforced concrete slab and asphalt overlay. Work started in January 1968, but advance came to a one-year standstill for major structural redesign and negotiations of a new agreement during 1970. Using multiple drift construction followed by top-heading and bench excavation, it then progressed to hole-thru in July 1972. As a result of art 18-month overlap of activities the tunnel was opened for traffic only eight months later in March 1973. Gibbons and Reed Company of Salt Lake City, Utah sponsored the joint Venture of Al Johnson-Gibbons and Reed-Western Paving-Kemper during 1971, 1972, and 1973. The tunnel was the subject of a previous paper delivered at the RETC '72 in Chicago by R. C. Hopper, T. A. Lang, and A. A. Mathews, describing geology, unusually severe structural loading and multiple-drift tunnel excavation.

A new approach has been developed that is capable of ascertaining the ore component that is responsible for the preg­robbing of pregnant pulps. Many gold mines are currently treating ores containing a component that is detrimental to the recovery of gold, in that they "preg-rob" the pregnant pulp by adsorption of some of the dissolved gold. The identity of the preg-robbing component in this type of ore has been the subject of considerable debate over a lengthy period, th various suggestions including amorphous carbon, chlonte, chalcopyrite and layered silicates, such as the phyllosilicate minerals pyrophyllite, kaolinite, phlogopite and illite. A means is now available to identify and characterize the preg-robber in gold ores. This new approach consists of contacting the ore with a synthetic aurocyanide solution, identifying the mineral grains by optical microscopy and analysing each grain individually using high-sensitivity electron microprobe analysis. The approach is exemplified in this initial study by identifying the preg-robbing component in an active sample of gold-bearing shale to be an amorphous carbonaceous phase consisting of discrete particles of about 5 µm diameter interspersed with shale particles and agglomerated into grains of up to 100 µm diameter. Microanalysis of these grains as well as other mineral particles revealed that the gold content of some of the carbonaceous grains was close to 7000 g,lt, with no gold being detected in any of the other mineral phases that were found to be present (e.g. quartz, chlorite, muscovite, pyrophyllite, etc). Bulk analysis of the sample for carbon and gold confirmed that gold loadings of around 7000 g,/t would be expected if all of the gold were adsorbed onto the carbonaceous component. The carbonaceous constituent is probably also responsible for the anomalously high surface area measured for the material. It probably acts in a similar fashion to activated carbon, and the correct choice of organic blinding agent will decrease the extent of preg-robbing by lowering the activity of the material for gold, without causing any downstream problems such as fouling of the activated carbon used for gold recovery

INTRODUCTION Semiautogenous (SAG) grinding technology first started to be seriously considered for comminution circuit design in the mid-1960s as an alternative to the three-stage crushing circuits and rod-ball mill circuits in vogue at the time. Since this time the application of SAG mill technology has become widespread with over 250 mills larger than 20 feet in diameter sold (Jones 2002). The vast majority of concentrators constructed over the past quarter century have utilized SAG mill technology, and a SAG-based comminution-based circuit is generally the first choice considered for new projects. Since the first generation of SAG milling technology was applied, many lessons have been learned, and new supporting technologies have emerged which make the design, installation and operation of SAG &-based grinding circuits more robust and efficient. This paper will discuss the current status of SAG and associated technologies. MILL MECHANICAL DESIGN ISSUES Table 1 summarizes the manner in which SAG design capability has evolved over the past 30 years. Increases in mill diameter came slowly as the industry took a wait-and-see attitude as the technology of larger mill diameters was advanced. The first 32-foot- diameter mill was ordered in 1969. It was not until 1979 that the technology jumped to the 34-foot-diameter mill and 1988 for the first 36-foot-diameter mill. The first 38- and 40-foot-diameter mills were both ordered in 1996. At least five 38-foot-diameter and two 40-foot-diameter mills will be in operation by mid-2004. Advances in structural analytical techniques and increased computational power, coupled with field measurements of large operating mills, have increased the confidence of the mill suppliers in their designs and the operating companies in the viability of larger diameter mills. Construction of the MBTA Red Line Extension through Somerville, MA, called for driving twin tube tunnels through a zone of approximately 83m (273 ft) with mixed face conditions. While the majority of the tunnels were driven through competent hard rock using drill and blast techniques, the mixed face zone was advanced using floating crown bars for primary support. The overburden consisted of medium clay, underlain by water bearing glacial till, over a sloping bedrock surface. Due to the unusual nature of the construction techniques, a program was undertaken by the Contractor to monitor ground movement and stresses in the temporary steel supports. This paper presents a description of the instrumentation employed, as well as the measured ground movements and support stresses. Additionally, the tunneling techniques are briefly presented and commented upon. PROJECT DESCRIPTION The Davis Square to Porter Square Tunnel Contract is part of the Massachusetts Bay Transportation Authorities (MBTA) Red Line Extension from Harvard Square in Cambridge to the Alewife Brook Parkway via Somerville. The 5.1km (17,000 ft) Red Line Extension consists of four major new stations, three of which will be interlinked via tunnel construction, and the remaining station will be the last link of an open cut portion, and a terminal point for this phase of the extension. This 866m (2,790 ft) portion began at Porter Square in Cambridge and rose at a 4% slope through Somerville, terminating at the new Davis Square Station. Twin tube tunnels were constructed through 763m (2,517 ft) of rock and 83m (273 ft) of mixed face conditions at the Davis Square end. Figure 1 presents a plan view of the entire contract.

Design and optimization of open pit limits are of paramount importance because they provide information for evaluating the economic potential of a mineral deposit and for developing short and long range mine plans. Many algorithms and their modifications have been used to design and optimize open pit limits. These algorithms have provided mine planning engineers with pertinent information in designing, optimizing and extracting ore reserves by open pit technology. However, they do not address the random field properties associated with the ore grades and reserves and commodity prices, and thus, fail to yield the truly optimized pit limits in any time horizon. In this paper, a new algorithm, MCSIMFNN, which overcomes these limitations is proposed and used to optimize open pit limits. The random field properties of the ore grade and reserves have been modelled using the modified conditional simulation based on the best linear unbiased estimation and local average subdivision techniques. Artificial neural networks are used to classify the blocks into classes based on their conditioned values. The error back propagation algorithm, in the neural networks, is used to optimize the pit limits by minimizing the desired and actual outputs error in a multi- layer perceptron under the pit wall slope constraints. The optimized pit value obtained by this algorithm has been compared to that from the Lerchs-Grossman's algorithm in a case study. The results are the same, but in random multivariable states, the MCSI MFNN algorithm is the most suitable for pit optimization. The method is also fast since it mimics the operation of the brain in the solution of the pit optimization problem.

With commodity prices rising again and market conditions stabilizing, the Metals Economics Group (MEG) found that most mining companies increased their exploration budgets in 2010. In the groups 21st edition of the Corporate Exploration Strategies (CES), MEG found a 44-percent rise in the estimated worldwide exploration total for 2010. MEG found that the estimated total 2010 budget for nonferrous metals exploration reached $12.1 billion, reinstating almost two-thirds of the industry?s $6 billion in cuts to exploration in 2009. Nonferrous exploration refers to expenditures related to precious and base metals, diamonds, uranium and some industrial minerals; it excludes iron ore, aluminum, coal, and oil and gas. In 2008, exploration budgets were at an all-time high of $14.4 billion. This capped a six-year run in which budgets rose. In 2009, nonferrous exploration budgets dropped 42 percent in 2009 as the global economic crisis and declining prices for almost all commodities took their toll on the industry. Metals prices - the primary driver of exploration spending - have improved markedly since bottoming in early 2009, and have traded well above their long-term trends throughout 2010. In response, major, intermediate and junior companies have all increased their aggregate exploration allocations in 2010. In particular, the significant improvement in the availability of equity financings for the juniors over the past 12 to 18 months has allowed this group to account for the largest share of the overall increase in exploration spending this year.

SUNNARY AND CONCLUSIONS Argentina presents to the foreign and local investors a mineral wealth that is largely unexplored, untested, underdeveloped and therefore incompletely evaluated. In view of the above, the new administration of President Raul Alfonsin through its Department of nines has designed and implemented a strategy ( Plan de Expansión Ninera P.E.M.), whose main objective aims at improving the "investment climate" in the sector. It is the Government's basic intention to apply the Mining Promotion Law with responsibility but with generosity to encourage the attraction of investment (local and foreign) to the sector. The establishment of a Data Bank system to evaluate possible new potential ore mining developments will help to connect the owners of potential projects with investors outside the sector. Argentina has an interesting gold ore potential. Estimated reserves of individual projects already known amount to almost 300 tonnes of gold for potential production. The government strongly believes and present information indicates that more systematic exploration has to be undertaken in the Jurassic areas that almost cover the whole of Patagonia. Two recent gold discoveries (Angela in the Chubut province, and Cerro Vanguardia in Santa Cruz province) indicate the potential of this area.

Strategic mine planning focuses on cutoff grade selection, capacity planning and block sequencing. Despite significant knowledge accumulated, potential value can be added to mineral sourcing by addressing various aspects. A case study on a metallic deposit with a lognormal grade distribution examines if grade/metal distribution influences cutoff grade selection. Six data sets with different shape and scale factors, but the same ore tonnage and metal quantity, are analyzed. Results indicate deposits with lower shape and scale factors are more sensitive to metal price and discount rate changes. The study also investigates the effect of economies of scale (EoS) on project value, focusing on the ratio of variable cost to total cost (capacity factor). Two regression analyses are conducted for optimal capacity planning and cutoff grade selection. The first shows capacity planning is highly sensitive to the EoS of mining and mineral-processing costs, with grade variability and metal distribution being negligible. In the second analysis, grade variability and EoS of mineral processing costs are vital for cutoff grade selection.

Liebherr Mining Equipment Co., of Newport News, VA and Baxter Springs, KS, introduced the T282, a new two-axle, diesel-electric, AC drive haul truck with a payload capacity of 327-t (360-st). The T282 was unveiled at a press briefing in October 1998 at the company's Baxter Springs research and development1 manufacturing facility. In addition to an increase in pay- load capacity, the truck's AC drive system has been de- signed to allow for easy configuration to a trolley-assist system with minimal additional equipment. The T282 provides fuel savings, reduced maintenance requirements, and reduced downtime and maintenance costs, providing the mine operator with increases in productivity. By 1980, the US mining community had reached a broad consensus regarding coal pillar design. The pillar load could be estimated from tributary area theory, and the pillar strength could be estimated from empirical formulas and laboratory coal strength testing. Then the growth of longwall mining required new thinking. Recently, powerful design methods have emerged from analysis of large databases of real-world pillar successes and failures. These include the analysis of retreat mining pillar stability (ARMPS), the analysis of longwall pillar stability (ALPS), the Mark-Bieniawski rectan¬gular pillar strength formula and guidelines for preventing massive pillar collapses. Sophisticated numerical models have also helped transform the pillar design landscape. In the process, the understanding of pillar mechanics has been greatly enriched. A new paradigm identifies three categories of pillars according to the types of failure that are associated with them. These categories are slender pillars (w/h < 3.0), which are subject to sudden collapse; intermediate pillars, in which pillar squeezes seem to be the most common failure mode; and squat pillars (w/h > 10), which are dominated by entry failure (rib, roof or floor) and coal bumps.

In the last five years Eldorado Resources Ltd. (ERL) has undergone a major expansion and modernization of its uranium refining and conversion plants. A new refinery for processing yellow cake to UO3 was constructed at Blind River in northern Ontario and started up in 1985. Its rated capacity is 18,000 t/a uranium as UO3. At Port Hope, Ontario, ERL&apos;s new UF6 conversion plant has been constructed. This plant started up in 1984. It utilizes the novel, wet-way process to produce UF4 and gives the company a UF6 production capacity of 14,500 t/a U. Also at Port Hope is Eldorado&apos;s ceramic UO2 powder production facility, commissioned in late 1980. It has a capacity of 1700 t/a uranium as UO8. With the completion of these capital projects, Eldorado has the largest and most up-to-date refining and conversion facilities in the western world. This paper reviews the refining process and process design. The methodology used to start up the Blind River plant is described as are some startup difficulties, solutions that were developed, and the resultant current operation.

The number of uranium in situ leach operations has increased significantly since 1975. As of May, 1980, there were a total of 27 active projects, including 16 commercial scale operations (or under construction) and 11 pilot scale operations. The south Texas uranium district and Wyoming have been the most prominent areas in early field experiments as well as in commercial application of this new recovery technique, although in situ leach tests are now being conducted in Colorado and New Mexico. The growing number of commercial-scale operations is accepted as prima facie evidence that in situ mining now offers a third option along with open pit and underground mining for winning uranium from sandstone host rocks. It is estimated that in 1979 about 9 percent of the nation&apos;s total uranium production was from in situ mining. However in situ mining of uranium is not without its environmental controls. The primary emphasis of environmental controls falls into two catagories; namely, control of the leach solutions during mining and demonstration of ground water restoration. Finally this paper briefly reviews the Bureau of Mines research program in uranium in situ mining.

Steady state simulation has become a highly effective approach to the optimization of existing mineral processing plants and the design of new facilities. Accurate phenomenological models imbedded in user-friendly software packages make this advanced technology available to the mineral processing engineer. The new version 2.0 of the USIM PAC software package contains many improved features, and a new Windows 3 graphics interface. The main features include Objective-Driven Simulation, new fields of application, improved data processing algorithms and improvements in the design and optimization capabilities.

Several years prior to 1962, it became obvious that in order to develop ore reserves below the Storke Level, it would be necessary to devise a method to facilitate the ore being lifted three hundred feet to the surface or six hundred feet to the mill. The final plans called for an underground crusher complex with two stages of crushing and a conveyor belt gallery for transport of the ore six hundred feet above, to the third crushing stage. Access into the area was gained in 1962, by sinking Five Shaft approximately one quarter mile southwest of the proposed complex site, and drifting into the area. Collar elevation of Five Shaft is three hundred feet above the 600 Level Crusher Complex. All muck was loaded into ten-ton granby cars, hoisted to the surface and dumped. (See Figure 1 for the relationship between Five Shaft and the Crusher Area) Drifting into the Crusher Area contunued until 1965 at which time the Crusher Room Cutout was started. The Crusher Access Drift (CAD on Figure 2) war driven and mining pm- ceeded according to the description on drawings marked Figure 3a and 3b. After the arch portion of the Cutout was excavated and concreted, removal of the center "pillar" commenced. This muck was removed with an Eimco 123C crawler-mounted front-end loader. (See Figure 4) A total of 576,000 cubic feet of rock was removed from the Crusher Cutout. All sup- port was afforded by grouted roofbolts on a specified pattern, as shown in Figure 3c. Crane support columns were put into place and held by braces welded to roofbolt heads. Sidewalls and endwalls were formed and concreted. (See Figure 5 for the finished product)

For this paper, blending is conceived as a linear process that takes a proportion from one stockpile or location and mixes it with another proportion from another stockpile or location, with the aim of obtaining a set of attributes in the final combination that satisfies a given quality standard. A blending class is the combination of ore attributes and grade limits that should be stockpiled in order to achieve the target quality for the process Plant. Current literature considers the number of blending classes in the Open Pit Scheduling Problem as fixed; however, this paper shows how to define specific blending classes for a given deposit so that the schedule can be solved with Sequential Linear Programming. Finally, a practical application in a Peruvian copper mine is shown, involving four ore attributes: alteration code, arsenic, oxide content and copper grade. INTRODUCTION In copper ore deposits, blending for quality has not been a typical issue as it was for coal and iron ore; however, current copper deposits in the world are becoming geologically and chemically more complex than in the past and is not uncommon to have quality standards involving up to four attributes, introducing an additional complexity to the mine scheduling process [1]. In order to solve the Open Pit Scheduling Problem with multiple ore quality constraints, two assumptions are necessary [2]: - Grade constraints are defined only by specifying an upper and lower limit; - Ore attributes in stockpiles are pre-determined, i.e., the upper and/or lower grade limits defining each stockpile are already known at the time of setting the schedule. Assuming each ore attribute is classified as high, medium or low, and there are four attributes to be controlled in the target ore quality, the number of possible blending classes would be 3^4 = 81. This number is impractical to manage in Operations, and increases the complexity at the time of running the schedule; therefore, a more efficient way of classifying ore is required. Note that in practice, one blending class can be split into more than one stockpile location due to physical capacity constraints. Therefore, the number of stockpiles could even be more than 81. BLENDING CLASSES DETERMINATION For a given set of ore grades with lower and upper limits to be achieved, one has to find all feasible ore classes such that when blended, their grades will lie within those limits.

Introduction Amidst the apparent chaos of the final push to complete a major construction project, a small group of specialists works with great intensity. Armed with yellow "in test" and green "turned over to operations" tags, these startup engineers follow detailed preoperational test procedures to confirm that a plant is ready to operate. They follow a test schedule designed to complete individual process system in the order they will be needed by operations. After extensive preliminary testing, the startup engineers begin the truly exciting part of their work - initial operations. The thrill of engaging the clutch for the first time on a 10,000 horsepower grinding mill makes all the long hours worthwhile. Preoperational testing and startup are of critical importance to the success of a project. No other aspect of a construction project allows such opportunities for success or failure, and no other aspect is so critically influenced by careful planning. At Bechtel, the tasks of preoperational testing and startup are among the responsibilities of the Mine and Plant Operations group. The Preoperational Testing Process Preoperational testing is the transition phase between constructon and startup on a new plant. It includes the preparation of detailed test schedules and procedures. The schedules are used to coordinate construction completion activities, so that systems are available for startup and operations in a rational sequence. The procedures form the basis for performing the testing and documenting its completion. Tests include instrument calibration, wire insulation tests, wire termination verification, mechanical alignments and inspections, and system cleaning and flushing. Where possible, the systems are then operated on water and their performance recorded. Normally, either the construction contractor or a team of specialists has the responsibility to perform preoperational testing. Witnesses to the testing may be owner operations and maintenance personnel, engineers from the design firm, or specialists assigned to the project who provide assistance and guidance to the contractor in addition to witnesing the work.

INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970&apos;s. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications.
