This new technology offers maximum comminution performance bene­fits over today's more common comminution methods. These benefits will be presented via the discussion of performance results from existing installations, and the proj­ected performance gains for circuits sched­uled to begin operation in late 1991.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. Several small mines are producing refractory gold concentrates in Zimbabwe and, owing to the small scale of most of these operations, their output is processed in a central custom roaster in Kwekwe. Owing to the wide variations in the feed to the roaster, the efficiency of the old Edwards roaster is deemed unsatisfactory with gold recovery from concentrate as low as 70%, and alternative processes were evaluated to improve this situation. Various processes for oxidizing refractory arsenopyrite/pyrite concentrates to liberate gold prior to cyanidation are known. In practice, only two have to date met with wide industrial acceptance, pressure oxidation and roasting. Owing to the ·high arsenic and antimony levels of some concentrates in Zimbabwe, the only viable roasting alternative would be two-stage air-roasting of concentrates in two reactors, as practiced at Giant Yellowknife, Campbell Red Lake and New Consort. This process, however, creates an arsenic disposal problem, and produces gas of fairly low SO2 content, requiring a large gas handling system for acid production. On the other hand, there are currently four commercial pressure oxidation plants treating refractory gold ores (McLaughlin, Mercur, Getchell and Goldstrike) and three treating concentrates (Sao Bento, Porgera, Campbell). One other concentrate oxidation plant is being constructed (Con), and several more are being considered.

Nautilus is completing the world's first environmental impact assessment (EIA) of seafloor mineral extraction and Nautilus has gained extensive experience conducting environmental studies in subsea environments. Nautilus is currently working on the Solwara 1 Project in the Bismarck Sea, Papua New Guinea, where high grade seafloor massive sulfide deposits lie at ~1600 m water depth. Conducting an EIA in the deep sea presents some interesting and exciting challenges. Seafloor studies commenced in December 2005 using a remotely operated vehicle (ROV) fitted out with highly specialized scientific equipment to conduct water quality, sediment, biological and oceanographic studies. During 2007 and 2008, Nautilus launched two two 30-day ROV programs dedicated to environmental baseline studies and during this campaign, over 550 biological, sediment and water samples were collected and over 20,000 seafloor observations were logged. On board specialists included an international team of experts in the field of deep sea marine science. Collaboration between industry and scientific research institutions allows data to be collected for the EIA but also provides an extraordinary opportunity for researchers to access sites that might otherwise remain unobtainable to science. Denison Mines Limited, Canada's largest uranium producer located in Northern Ontario recently embarked upon an extensive development program that would allow them to substantially increase production and also meet the more stringent air quality standards established by the ministry of Natural Resources. To proceed with this program it was essential that the fresh air supply be greatly increased to the underground workings. A major portion of the mining area is located under Quirke Lake on the north limb of a syncline termed the Quirke Lake trough. The Denison engineers determined the most practical size and location for a proposed new fresh air shaft, eventually deciding to drive a 25 foot diameter shaft, 490 square feet in section for 1,800 feet long vertically. The shaft collar would be located on Roman Island, an island in Quirke Lake. A test hole was drilled from Roman Island to determine the ground through which the ventilation shaft would pass. This drill hole confirmed the location of the Quirke Lake over-thrust fault, a highly fractured water bearing zone 165 feet thick, approximately 800 feet below surface. Plans were made by Denison Mines Limited to seal and consolidate this ground when it was encountered by the shaft.

The Nuclear Waste Policy Act of 1982 (NWPA) assigns the U.S. Department of Energy (DOE) the responsibi1it.y of locating, constructing. operating, closing and decommissioning a nuclear waste repository. Prior to submittal of a licensee application to the U. S. Nuclear Regulatory Commission, the DOE is required by 10 CFR part 60 to conduct a program of site characterization for the site to be described in such application. Site characterization includes an exploration and research program in the field and laboratory to determine the geologic conditions and ranges of those parameters which are necessary for determining the suitabi1it.y of the site as a geologic repository. The information thus collected should be able to establish with reasonable assurance that the public and environment will be adequately protected from the hazards associated with a repository at the site. This paper demonstrates by example a geostatistical approach which, on the basis of the existing limited data base, can be used to evaluate (1) whether existing information on a certain parameter is adequate to be considered representative. (2) if additional information is required, where should the additional sampling or testing be performed, and (3) whether the new1.y acquired data along with the existing information constitute representative data.

The concept of microorganisms as chemical reagents (flocculants, flotation modifiers and flotation collectors) is quite new. Potential uses for microorganisms include their use in place of certain conventional flotation reagents and as flocculating agents in minerals engineering processes. In addition, in some studies micro-organisms have been used to modify mineral surfaces and, thus, the flotation or flocculation of the minerals.

This report concerns Contract No. 3B of the Port Richmond Project, for the Department of Water Resources of the City of New York. It involves the construction of 7, 000 ft. of 7 ft. finish I. D. interceptor sewer by tunneling in soft ground, as well as associated manholes, regulator chambers, siphons and miscellaneous sewers and structures, beneath a heavily travelled perimeter road in Staten Island. The Contractor is Richmond Constructors, a joint venture of Grow Tunneling Corp., sponsor, MacLean Grove & Company, Incorporated, Morrison-Knudsen Company, Inc., and Andrew Catapano Co., Inc. Project manager is Paul DeMarco, Vice-President of Grow Tunneling Corp. The cortract, as designed and bid, requires the use of liner plates 101 -0" O. D., and both cast iron and steel designs of several widths were included in the bid documents by the owner. The specifications also required the contractor to install and put into operating condition, prior to commencement of mining, a complete low pressure compressed air plant and all accessories for mining in compressed air, even though the contractor was given the option of using other methods of ground water control. A third requirement of the specifications was that a shield be used, either manual or mechanical, and with full provision for "breasting". This study aims to identify individual elements and to gain an understanding of the surface reaction mechanisms, as well as the properties of precipitated pyrite particles observed during the hydrothermal formation of an ore deposit. A combination of X-ray diffraction (XRD), air annealing in a furnace, scanning electron microscopy/energy-dispersive X-ray spectroscopy (SEM/EDX), and X-ray photoelectron spectroscopy (XPS) was applied to investigate the crystal structure and identify the individual elements, permanence, transformation and chemical/electronic properties of such pyrite.

The ultrafast load cell (UFLC) has proved to be an exceptionally good device for the study of the fundamental processes associated with the impact fracture of particulate material. A new high- sensitivity UFLC has been commissioned at the Utah Comminution Center for the study of low-impact energy single-particle fracture. The force-time histories of individual fracture events have been measured. The force and energy absorbed at crack initiation have been measured at several particle sizes. The mass specific energy for fracture and the associated breakage function have been determined. The distributions of particle breakage energy and particle strength have been measured as a function of particle size.

Large metallurgical complexes have more data than a small city and much of it is "real time," changing rapidly as internal and external conditions evolve. As corporations buy and sell assets and reengineer their staff, the structures and tools that were used to understand these data are lost. This results in significant deterioration in the ability to maintain a "smart" operation. The solution is to use the sophisticated new tools built for the Internet so as to leverage information in a familiar browser format that people can use and understand. This paper describes the use of Internet technologies with plant data. Examples are drawn from existing industrial sites. Users must project where this technology will lead - standing still is the most dangerous philosophy and the only one guaranteed to be obsolete. These examples show the way to leverage existing workers with information technology.

Studies in eastern Ohio, northern West Virginia, and southwestern Pennsylvania determined whether subsidence caused by longwall mining influences soil moisture and tree growth. Soil moisture was measured both over new longwall panels and over an unmined control area throughout the growing seasons of 1990, a wet year when the panels were excavated, and 1991, a dry year. No significant effects of mining could be detected. Tree growth was studied in two pairs of woodlots. In each pair, one woodlot was located over a longwall panel excavated about 1980 and the other over an unmined area. Differences in tree growth between mined and unmined areas were neither significant (for most species) nor consistent in direction. The above results imply that if mining does have impacts they are likely to be highly site-specific and localized such as by disruptions of springs or soil slippage.

The spreading-ridge, or accreting plate margin, is the primary conduit of metals delivered to the earth's surface. Isotope ratios of lead show primitive mantle values at these sites, indicating that this is true. We can use lead isotopes in any mineral deposit to indicate the degree to which the metal is "primitive" in the sense of having been uncontaminated with U-enriched crust or "crustal" in the sense that it has been cycling at the earth's surface since earlier times. The reason for this is that the upper continental crust has an enrichment in the ratio of U/Pb over that in the mantle, so that old continental leads have a larger radiogenic component. The primitive metals delivered to the surface at the spreading-ridge are transported on the oceanic plate until they reach a subduction zone. Here they become cycled in the "orogen". However, in this process the primitive metals are mixed with metals from the continent so that the average lead isotope ratios are between those in the mantle and the average upper continental crust. Subsequently a part of the metals in the orogen may become fixed in a new block of continent. However there are processes which continue to uplift and erode ancient continental regions so that there is a continuous feeding back of metals to the orogen. We have therefore a cycling of metals from the existing continental crust into the orogen where they are mixed with new contributions from the spreading ridge and mantle.

The objective of the project is to construct and operate a pan-European underground drainage and minewater management research centre, which would be the hub for data gathering and dissemination in real time of new data to users for analysis and interpretation, as well as serving as a model for consistency, for other centres at key water management sites throughout Europe which would feed data in real time through the hub. The data from the centre will be essential for informing River Basin Management Plans arising from the EU Water Framework Directive, which is an important driver for the project. The implementation of this Directive sets out a requirement for all Member States to develop River Basin Management Plans for all water resource systems. The facility would be a major contribution to sustainable water management in Europe.

Fighting the challenge of diminishing ore grades, low base metal prices and a changing pattern of ore supply, Boliden has now taken the second generation of the fully­autogenous grinding concept on stream, Using new design and a highly-developed process control system the benefits of conventional two stage autogenous grinding technology are obtained with a wide range of ore types. The APC grinding system has been developed further. A new design of the Boliden Pebble Extractor together with an advanced control strategy make the performance of the APC concept superior to all other grinding systems with any ore quality. The capacity and simplicity of the autogenous grinding concept is equivalent to the best SAG installations but the operational costs are up to 25 % lower than for SAG or other primary ball or rod mill systems. The concept is as flexible as conventional crushing and rod mill installations but investment and operating costs are of the order of 25 % lower. Also, from the metallurgical point of view, the different types of autogenous grinding system outperform all other comminution systems including SAG. From 1989 to 1991 four fully autogenous grinding sections have been installed at various concentrators at the Boliden company. Old crushing plants and rod and pebble grinding circuits have finally been replaced by highly productive and cost-efficient autogenous grinding equipment. Significant savings in operational costs have already been reported. Power consumption and maintenance costs have been reduced significantly. Productivity expressed as milled tonnes per operator has been improved. Metallurgical results have developed favourably.

The mine plan for an underground longwall mine plan usually requires a longwall panel conveyor that begins operation at its maximum length and gradually shortens over the life of the panel. Current mine plans around the United States require initial panel conveyor lengths of up to 4500 m (15,000 ft) and capacities of up to 3.2 kt/h (3500 stph). Because these conveyors are constantly being moved from panel to panel, their components must be as compact and light as possible, and the design must be flexible enough to be modified as new terrain and conditions are met. In the past, when drive horsepowers or belt tensions were exceeded due to conveyor length, a new flight would be added, including additional belt storage units. In some cases, this led to as many as three flights installed in a single longwall panel. As the longwall retreated through each flight, mining was required to stop during removal of the drives and storage units. This sometimes meant several days of lost production. Intermediate drive technology was developed to eliminate this excessive downtime and still keep conveyor belts, motors, pulleys and other components as small as possible. With intermediate drives placed along the carrying side of the conveyor, belt and motor sizes are kept as small as possible, and only one storage unit is needed. Most importantly, as the longwall retreats through a booster drive station, it can generally be removed in a regular downtime slot and no additional production time is lost.

Ore was first discovered at the Kidd Creek mine site during the first few days of December 1963 when a diamond drill hole there cut sulfide mineralization. This event marked the end of the search started 11 years earlier with the conception of a geological idea. Economic forces provided the stimulus needed for the application of this idea but other-events, and legal considerations, also played arole in delaying the ultimate discovery. The location of Kidd Creek is shown in Fig. 1. Management of the then Texas Gulf Sulphur Co. had become concerned in 1951 at the company's declining reserves of native sulfur in Texas. This problem was to be alleviated by new discoveries and development of methods to recover sulfur from sour gas. At the time, however, the solution appeared to lie in the recovery of sulfur from pyritic ores. Canada was chosen as the best country in which to find these ores. Walter Holyk was hired in 1951 to conduct the search. By 1952, he was working in the area near Sherbrooke, Quebec, known as the "Eastern Townships" where mineralization consisting of base metal sulfides in volcanic rocks has long been known. His observations here led him to the then revolutionary conclusion that such mineralization could have formed as part of the volcanic process and not, as was generally supposed at the time, by replacement. On learning of the discovery of similar mineralization near Bathurst, NB, he moved there in the spring of 1953. He was able to utilize his new concept and found the Half-Mile Lake sulfide deposit.

Gentlemen: The subject of this paper is: ADVANCED APPLICATIONS OF BUCKET WHEEL EXCAVATORS AND RECLAIMERS. Against an urgent world wide energy crisis, the role of bucket wheel excavators and reclaimers in the surface mining of fossil fuels and other ores has been raised to new prominence. This paper will review the reasons for the expanded application of bucket wheel technology, its unique contributions, and other factors relative to volume, cost, versatility, and efficiency. Today, surface mining is faced with the twin challenge of (1), accelerating the rate of removal of massive quantities of overburden and ore, and (2), replacing comparable high volumes of overburden back into the mined-out portion of the pit. Optimum quantitites for - a single electrical power plant now range from 5 to 15 million tons of coal per year. The use of bucket wheels offers the best method for meeting this challenge at lowest possible cost. For example, an advanced application that also satisfies environmental concerns involves the simultaneous functioning of two bucket wheel excavators during surface mining operations. Working at spaced intervals and different levels in conjunction with a transfer conveyor and stacker, one excavator removes the ore while the other one transfers overburden to a stacker that replaces it back into the open pit. The result of this continuously operating cycle is: (1) removal of ore and replacement of overburden back into the pit in massive quantities, (2) at accelerated volume and extreme low cost that cannot be matched by conventional loading machines of any size, and (3) fulfills a basic environmental requirement which is to

In this paper, the results of mathematical modeling of casing pipes decontamination from radio-active new mineral forms directly in boreholes using hydrochloric and hydro-silicic-fluoric acids are presented. Modeling for highly and low radioactive coatings on the walls of casing pipes of Anastasievka oil-and-gas deposit was performed using GEMS software, based on the method of Gibbs energy minimization. Calculations have shown that thorianite and goethite, that are present in low-active crusts, detected in casing pipes uplifted from comparatively low depths, are well dissolved in hydrochloric acid, but radiobarite is almost insoluble. For the same acid concentrations, almost all radiobarite of high-active coatings detected in pipes uplifted from considerable depth is dissolved. To evaluate the possibility of decontamination of pipes from radiobarite of low-active coatings, modeling of crust dissolution under the action of H2SiF6 has been performed. The results have shown that for acid concentrations of more than 13 % almost all Ra and Ba are dissolved while all iron and thorium remains in goethite-thorianite solid solution. For the same acid concentration, almost all radiobarite from high-active coatings is dissolved. Therefore, no reagent allows decontamination of pipes from coatings of both types. It seems that successive or simultaneous use of both reagents (HCl and H2SiF6) in certain ratio is required. To clarify this issue, further experimental and model investigations are necessary. The issue of decontamination of casing pipes from galena that is present in high-active crusts also needs to be clarified.

In many cases, substantial time may elapse between the exploration stage and a serious detailed planning stage which has the objective of putting a mineral property into production. This is always true where properties change ownership and new partners are brought in for joint venture situations. Such conditions make it imperative that the recording of complete and accurate geological data for the property is done during the active part of the exploration phase and accomplished by competent geologists and engineers. This work should not be left to helpers and technicians. Furthermore, it should not have to be redone years after the actual drilling was accomplished, when either those involved have parted company or those present have lost the touch and feel of their part of the exploration program and must rely on a memory sketchy in detail, at the best. All of this emphasizes the importance of thorough geological evaluation and reporting during the exploration program. To evaluate and comment on the application of geological data by a mine planning department, we must assume (1) that sufficient diamond drill holes have outlined the existence of a potentially economic ore deposit, and (2) that the next step is to obtain the required information to allow a detailed feasibility study. This paper will comment on: 1. what types of geological information are required, 2. how it can be obtained, and 3. comments on the application of this information by the mine planners.
