"Chloride ions and their interactions with two organic smoothing additives – Cyquest® N-900 and HydroStar® 4208 – during copper electrodeposition were explored using cyclic voltammetry and electrochemical impedance spectroscopy. The results revealed that chloride ions, up to a concentration of 40 mg/L, depolarized the copper deposition reaction. A combination of chloride ions and Cyquest N-900 inhibited the depolarization reaction during copper electrodeposition. It is proposed that the chloride ions acted as bridging ligands between copper and Cyquest N-900. Addition of HydroStar at a concentration of 2.5 mg/L depolarized the copper deposition reaction when no chloride ions were present. This behavior did not change with the addition of chloride ions at the concentrations tested, indicating that chloride ions and the polysaccharide do not interact.IntroductionElectrowinning is a major production method used to obtain high-purity copper. In modern tankhouses, copper is electrodeposited onto stainless steel blanks and then stripped, washed and bundled for delivery. Significant improvements in the quality of electrowon copper have been made over the last few decades. Additives, temperature, current density, electrolyte concentrations and agitation are known to influence the quality of copper electrodeposits (Jenkins and Eamon, 1990).The influence of chloride and organic additives on copper electrodeposition has been the subject of considerable research. The addition of small quantities of chloride and organic additives has been recognized to significantly improve the properties of copper electrodeposits. These additives are critical in the prevention of dendrite growth and the production of smooth, dense cathode deposits.Chloride ions have been reported to catalyze the copper reduction reaction and assist in the production of uniform deposits (Lakshmanan et al., 1977; Sun and O’Keefe, 1992). Moreover, it is generally agreed that chloride ions depolarize the copper deposition process at low (several millimolar) chloride concentrations. This is because chloride ions catalyze the reduction of copper (II) ions to copper (I) ions (Cu2+ ? Cu+ + e-) in the rate-limiting step of this process (O’Keefe and Hurst, 1978; Ilgar and O’Keefe, 1997; Hebert, 2005; Shao, Pattanaik and Zangari, 2007)."

INTRODUCTION The U. S. mining industry experienced a severe recession in the early 1980's. This resulted in the realization that the domestic mining industry had to compete on a global basis and only the strong or the low-cost producers would survive. The economic viability of a mining company not only depended on maximizing mineral recovery but also on its ability to do so at minimum cost. Companies had to become more productive not only by cutting costs, but also by developing and/or evaluating new technologies in existing or new plants. Several innovative concepts, including in-pit crushing and conveying, fine crushing, improved classification equipment, flotation, column flotation, pressure filtration, etc., have been developed in recent years. This paper addresses the impact of new flotation concepts and equipment on mill design. MILL DESIGN PHILOSOPHY Modern mill design, especially for large capacity plants, has its foundation in minimizing capital and operating costs. Capital costs can be minimized by minimizing the various components of the capital cost: infrastructure, equipment, instrumentation, structural, initial spare parts costs, etc. All these costs are minimized by simplifying the mill design and/or process flowsheet. The simplified process flowsheet, where applicable, consists of a single stage primary crusher followed by a semiautogeneous - ball mill grinding circuit to produce feed for a flotation circuit. Multiple flotation circuits have been eliminated in most cases. These concepts minimize the cost and encourage the use of large capacity equipment while maintaining optimum metallurgical recovery. The philosophy of mill modernization/modification is generally driven by the desire to increase the mill capacity within the limits of the existing mill building. This need is facilitated by using large size flotation equipment and eliminating multiple parallel flotation circuits in order to minimize capital and operating costs. Conventional flotation machine development has paralleled this mill design philosophy. FLOTATION CELL DESIGN Since froth flotation has been the most widely used separation process for over half a century, one would expect that it would be possible to design and select flotation machines for specific applications based on scientific principles. But this has not been the case. Best judgment, experience and personal prejudice have played a key role in equipment selection. These factors, along with the difficulty of evaluating new concepts in commercial plants, has slowed progress in implementation and commercialization of innovative ideas and/or equipment. Conventional Flotation There have been no major technological advances in conventional flotation cell design in recent years. A recent flotation cell survey indicates that 'larger flotation cells are still the order of the day.”(1) A comprehensive review of design of flotation machines indicate that they have been mechanically redesigned and are generally simpler and easier to maintain and less expensive to manufacture. (2,3) The approximate chronological development of conventional cells from the 25 cubic foot cells to the 3000 cubic foot cells, which were recently installed at the Copperton concentrator of Utah Copper, is given in Table 1. Larger flotation cells are the obvious choice for new plants or plants looking for expansion because of the following reasons: • They have lower capital cost per unit volume • Installation costs are generally lower because fewer units require less space • Maintenance costs are lower because of fewer mechanisms • Power requirements (HP/ton dry feed) are generally lower • with increased flotation cell size as illustrated in Table 2 [Table 1. This paper presents a 20-year global account of tunneling in gassy ground demonstrating high probability of schedule delays, cost overruns, worker injuries and fatalities. Causes of these failures are systemic. Gas is seldom characterized in terms relevant to design of effective ventilation systems. Control measures deployed in tunnels are often based on outdated industrial safety codes. A change in approach is needed. This paper describes how to perform a desk study to determine if field investigation for gas is warranted, and lists the content of an effective characterization of gas in a geotechnical report.

Greater awareness of the increasing need to develop supplementary energy sources is accelerating us towards many basic decisions regarding future utilization of mined energy materials -- uranium, coal, oil sands and oil shale. The latter material comprises a major potential source of oil which will require creation of unusually large and low-cost underground mining systems. In this paper, the author briefly outlines and analyzes several of the factors which continue to provide the somewhat unique character of oil shale nine planning and mine operation.

Historically, research organizations have made significant contributions to the development and commercialization of new chemical products for the mining industry and examples of commercial results are cited With the recent demise of research organizations within the mining industry and dynamic changes in the industry, the supporting role of R&D groups has become limited or non-existent. Cat- reduction requirements and new raw-material sources offer future opportunities for R&D organizations to continue their effective participation in the commerical development of new chemical products. Potential areas of interest for future process applications are reviewed.

It can be useful to model the mean grade values for a metal in mineral deposits containing that metal as representing the extreme value tail of a lognormal frequency distribution for the concentration values of the metal in rocks of all types. Results for copper and zinc in the Abitibi area of the Canadian Shield are compared to results previously obtained for the Canadian Appalachian Region. The lognormal model is also applied to a set of 162 large gold deposits in the Abitibi area. In the second part of the paper, 1311 large and small gold deposits in the Abitibi area are modelled as discrete events. By means of a newly developed spatial clustering model it is possible to predict the variances of random variables for frequencies of deposits in cells of different sizes.

The Pioche District of Lincoln County in southeastern Nevada (Figures 1 and 2) has been an historically important producer of silver, zinc, and lead. Economic geology of districts in the Pioche area is summarized most adequately in recent reports by Tschanz and Pampeyan (1) and Gemmill (2) and only a few major aspects will be discussed here. Production in the Pioche District began in 1869 and early mining concentrated on silver-bearing fissures in lower Cambrian quartzites. In the early 1870's the Pioche District was second only to the Comstock Lode in world silver production (3). More recent mining activities have centered on the other major ore type in the area, bedded replacement of lower Cambrian carbonates by Ag-Zn-Pb sulfide ore. Production of replacement ore peaked around 1950. The present study is focused on the Pan American Mine because it is an excellent example of low grade carbonate replacement deposits, because there is little structural dismemberment, and because access was readily available. Most previous workers have suggested that both the fissure vein deposits and the bedded replacement deposits of the Pioche districts are a result of spatially related Laramide igneous activity. The purpose of this study is to determine whether ore genesis is a result of igneous activity or if mineralization might be related to late diagenetic processes such as formed Mississippi Valley "type" deposits. Stable isotopes of sulfur, carbon, and oxygen in ore and gangue minerals have been studied to determine the probable isotopic composition of the ore fluid and paleomagnetic studies of the carbonate rocks have been utilized to determine timing of mineralization. Additionally, petrographic and field studies of carbonate lithologies were undertaken in an attempt to delineate non-structural controls on ore localization. These studies are still proceeding and the results presented herein are, therefore, preliminary in nature.

The Florida Institute of Phosphate Research (FIPR) is an independent, state of Florida research agency. It was created in 1978 to conduct research to enhance the competitiveness of the Florida phosphate industry. The institute also conducts research to prevent, minimize or rectify environmental impacts caused by the industry. And it helps educate the public concerning phosphate-related technology and issues. FIPR is funded by a severance tax on the industry and is governed by a five-member board of directors appointed by the governor. FIPR's research is playing a role in enhancing the competitiveness of the Florida phosphate industry. Its technology research program seeks to improve surface mining and pipeline transportation while reducing the energy cost for pumping phosphate matrix. It is developing new and improved methods of beneficiation and fertilizer production. This includes new process flowsheets and on-line analyzers and process control methods. FIPR is also developing uses for the phosphogypsum byproduct of phosphoric acid production and evaluating the risks associated with its uses.

To develop strategic and tactical strategies to manage seismic hazard in a safe and economic manner, it is necessary to understand the spatial and temporal distribution of mine wide seismogenic behavior. Global mine-scale numerical stress modelling provides a means to forward predict seismic susceptibility thereby facilitating informed decision making for the development and implementation of strategic and tactical risk mitigation measures. To make forward predictions of hazard susceptibility using global stress models with reasonable confidence, it is necessary to rigorously calibrate numerical stress models to the observed history of ground reaction. This paper demonstrates quantifiable methods for calibrating numerical models and developing probabilistic prediction criterion using seismic data. The appropriate applications of model inputs (including boundary conditions, constitutive models and material parameterization) specific to global mine-scale modelling are also discussed. Lastly, this paper demonstrates how the calibration process adds value not only to informed decision making, but also to the improved understanding of site geomechanical conditions; including enhanced identification of geotechnical domains and mechanical indicators required for seismic mechanism domaining.

New technologies confront mining organizations with unprecedented human factors challenges. Likely problem areas range from the design of the human- machine interface to the design of work groups and mine organizational structures. However, these human design considerations are commonly ignored in most industries, resulting in a failure rate of 75% for advanced technology programs. The U.S. Bureau of Mines is addressing these concerns through a program of research on the human side of high technology mining systems. Interviews with mining industry participants and researchers have identified concern in several areas, including training and equipment design. Although new mining technologies promise to improve overall safety by relocating miners away from hazardous areas, data from MHSA accident reports and other sources suggest that certain types of new hazards may be created. Many of these new hazards can be reduced though a systems approach to ergonomic design of equipment, tasks, and work processes. This evidence, combined with reviews of high technology human-machine systems in other industries. can help in the design of safe and efficient future mining technologies.

"To Sink or Not to Sink"; this play on the Bard's words sums up the considerations and problems that face the owner on every potential shaft sinking project. The growing demand for access into the earth is pressing construction into new areas and to greater depths. The following discussion will entertain some of the effects of these new and unknown aspects upon the approach to designing and sinking of deep shafts. We will also look at the current shortages of equipment, materials and skilled manpower, and their effect upon the planning and sinking of shafts. Particular emphasis will be placed upon equipment selection, and we will discuss how economics, while always a prime consideration, is now, more than ever, both an incentive and a detriment to the industry. FUTURE CONSIDERATIONS Shaft construction is assuming ever increasing importance both in mining and civil endeavors. The rapid depletion of near surface mineral reserves is requiring the mining industry to look deeper into the earth for new sources. These greater depths increase the exposure to unfavorable geological conditions; heavier ground, high water pressures, and high temperature. South African gold mines have now reached depths of 12, 000 feet, where the rock temperature is 1380 and water bursts from the fissures. The properties of a geologic mass may be considered from a resource or an engineering viewpoint. The primary engineering applications include ground control, excavation, bulk handling, and hydrology. This study will focus upon these areas in descending order. For an adequate geologic description, data is necessary on the following components: (1) the intact rock, (2) geologic structures, (3) contained fluids, and (4) existing pressures and temperatures, see Table 1. This information, combined with the engineering specifications, provides the basis for a formal geotechnical analysis as illustrated in Figure 1. For a structural analysis it is essential to establish the mechanical properties of the material composing the structure. This material, termed the "rock mass," consists mainly of the first two geologic components, the intact rock and geologic structures (Figure 1) Consideration of fluids will be subordinated to their role as chemical agents affecting the mechanical properties. The existence of pressures and temperatures generally lies beyond the scope of this study.

The following paper describes an overview of evaluations for assessing the potential hazards associated with handling newly developed reagents used in the mining industry. Important factors in determining the risk and hazard associated with handling a particular chemical include hazard identification, dose-response assessment, exposure assessment, and risk characterization. The hazard evaluation step involves collecting and evaluating appropriate toxicology information on a chemical. This can include a comparison of the structure of a developmental chemical with that of a material with known toxicology information. Acute toxicology data, including oral, inhalation, and dermal LD50 values, eye and skin irritation data and sensitization or allergic potential information are typically generated for new chemicals. Environmental and in-vitro genetic toxicology data (e.g. Ames test) are also used to evaluate new mining reagents.

Milling has traditionally been considered more art than science. In the last 10 years, significant improvements in process equipment have been made and we are finally taking significant steps toward approaching grinding as a science. Two machines have been at the center of this development. These are the roll press and the high efficiency separator. The former can be considered as a new technology or adaptation of existing i.e. roller mill. The latter is clearly an improvement of existing technology. Other machines have been introduced to a lesser degree and later. Among these are the CKP and Horomill. The purpose of this paper is to provide an over- view of the currently available modifications for operating systems and options for new milling circuits with some comments on their application and history.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

As the importance of particle shape in mineral processing is increasingly recognized as an major variable in predicting the behavior of both individual particles and particle systems, whether it be in dense media, froth flotation, comminution or the flow of particles, new method of shape characterization are being developed, particularly for use on image analyzers. These shape characterization methods may be broadly classified into the analytical, empirical and physical formation methods. Discussed are approaches and the strengths and weakness of each of these methods. Moreover old and new shape measuring techniques are reviewed, particularly the new image analysis methods techniques such as Fourier, Haar, Fractal, Walsh and Delta as well as a variety of other techniques such as tabling, the Cascadograph, settling and L/D ratios. Also discussed are the problems of doing shape research, current progress and the future of the field.

The hydrometallurgy review did not arrive in time for publication in the May issue. 1992 was not a banner year for hydrometallurgical installations or new hydrometallurgical developments. Installation of copper solvent extraction/electrowinning circuits were under construction or began operation in Nevada (Yerrington ), Arizona (SilverBell), Chile (Copiapo and Escondida), Peru (Toquepala and Cuayone) and Australia (Girilambone). These installations will produce more than 100 kt/a (110,000 stpy) of cathode copper. Several new heap leach gold facilities using conventional technologies were announced or were put into operation. New technologies undergoing widespread testing include biological oxidation of low-grade ores in a heap leach mode and evaluation of new agglomerating agents.

Automated temporary roof support (ATRS) systems have been incorporated into roof bolters since the 1970's. During roof bolting, many injuries have occurred from large pieces of draw rock falling inby the ATRS beam and tipping back into the operator's area. Other injuries have occurred due to smaller, sharp rocks falling onto the operator's hand and arm during initiation of roof bolt drilling. These injuries are attributed to weak immediate roof, sometimes called roof skin failure. Even though ATRS systems support the roof and provide a measure of protection against roof skin failure, additional hazards sometimes do exist immediately inby and outby the supported roof. Design innovations such as the ATRS mounted rocker pad deflector systems have been designed to improve the roof bolter operator safety. This paper will inform the reader of the hazards, machine evolution through different design solutions, and the current state of the art in preventing roof skin failure injuries when roof bolting.
