The Bureau of Mines is conducting research at its Reno Research Center to develop a staged agglomeration-heap leaching system and to electrowin the dissolved precious metals from the pregnant leaching solution. For direct electro- winning to be successful, the pregnant solutions generated during the Initial stages of leaching must be higher grade than obtained by conventional heap leaching. The precious metal concentration of the pregnant solution can be Increased by agglomeration pretreatment with cyanide solution which starts the leaching process during the curing period, by leaching with small volumes of solution and by cycling the leaching solution through more than one heap in a staged manner. The resulting pregnant solution is passed directly through an electrowinning circuit. The barren solution from electrowinning is recycled to the leaching circuit. Bench-scale research on the development of the staged leaching system and on the development of an efficient electrowinning cell are described. The Bureau of Mines developed agglomeration- heap leaching technology. This technology was readily adopted by the mining Industry for heap leaching crushed ores and mine wastes. Current research involves the application of this technology to finely ground feed materials such as precious metal-bearing milled tailings. Tailings agglomeration-heap leaching has also been used commercially.

This technical note describes an alternative procedure that can be used in linear programming calcula¬tions where the compliance limit of lbs S02/million Btu for the blending coal is subject to change. Dr. Mateer in his technical note titled "Coal blending for sulfur compliance" (ME, September 1994, p. 1103) defined an "excess sulfur" parameter that provides a valid constraint equation for a linear program optimization. The coals used by Dr. Mateer in his examples are shown in Table 1. To create the parameters for the constraint equa¬tions to blend to an SO2 content of 1.2 lbs S02/million Btu; the excess sulfur for Coal A was defined as Sulfur excess%o = 0.5 - 0.6-13,000/10,000 = -0.28 This equation was used to create the constraint equation -0.28A + 0.44B + 1.36C<- 0.0 Another way to create the parameters for the constraint equation is given below. In these equations: ? W is the total weight; ? A, B and C are the fractional proportions of each potential blend stocks; ? Sa, Sb and Sc represent the percent sulfur content of the blend stocks; ? Coal fly ash and flue gas desulfurization (FGD) sludges can be returned to mine pits, fills and revegetation zones in Virginia by regulation if (and only if) a positive beneficial use can be shown. Utilization of alkaline fly ash for control of acid drainage from pyritic coal processing waste piles, and use as a soil amendment for revegetation, are the two dominant beneficial uses proposed over time. Both applications must be controlled by the basic chemical properties of the ash proposed for utilization. Currently, public concerns over long-term As and Se leaching from various applications are increasingly driving regulatory options for mine site utilization. Many fly ash materials are relatively low in inherent alkalinity or neutralizing ability, and certain ashes are actually acidic. Failure to add sufficient total alkalinity will result in strong acidification of the ash utilization zones, stripping heavy metals like Mn, Zn and Cu from the fly ash matrix. Similarly, if alkaline ash is loaded into non-acid forming coal wastes at high rates such that leachate pH is > 9.5, significant leaching of As and Se has been documented in large scale laboratory leaching columns. Utilization of fly ash and FGD as a mine soil amendment for revegetation is based upon combined liming and water holding capacity benefits, however, levels of soluble salts (primarily sulfate and borates) limit one-time application rates to 100 Mg/ha or less.

Data from about 3200 drill holes in the offshore area at Nome, Alaska was digitized and processed. Most drill hole files have associated lithology, gold value, and blow count descriptions for each drill hole. The gold intensity was used to present the potential gold resource in the study area on the world wide web. A web page was created that gives background information on the project, descriptions about the Nome area, maps of the claim blocks that include all the normalized slices of gold deposits, and links to other relevant sites on the web. Grinding and classification circuits at Climax Molybdenum Co. are described. Since the installation of a direct digital control computer in 1974, a number of control strategies were developed and evaluated. This paper deals in particular with the practical experience and results obtained in direct digital control of a wet grinding circuit consisting of a ball mill, constant speed sump pump, and hydrocyclones. For this circuit throughput is maximized, while maintaining a desired product size. Product size is inferred from measurement of operating variables.

Polymer utilization has increased steadily over the past several decades; however, their usefulness is sometimes limited by natural forces. For example, polymers tend to degrade when subjected to elevated temperatures. This degradation can release toxic fumes, create excess smoke, and aid in the spread of fire. For these reasons, many polymers are filled with various compounds which impart flame retardancy (FR) properties. These fillers do not make polymers non-combustible; rather, they increase resistance to ignition and reduce bum rate. Also, they suppress smoke generation, which is important as up to 80% of fire-related deaths are due to smoke inhalation [1]. Therefore, methods to impart flame retardancy in polymers are industrially important. The early flame retardants used in polymers were halogen-based, working on the principle of inhibiting free radical formation in the vapour phase thus impeding combustion propagation [2]. Usually these were combined with antimony compounds such as Sb203 to decrease loading, yet provide the same FR qualities. However, questions have arisen recently concerning toxicity of halogenated flame retardants. Possible release of toxic compounds (such as dioxins) upon combustion has been reported [3]. Fear of future regulations concerning halogen addition has led to the search for different FR fillers. Two of the more common replacements for halogen-based systems are alumina trihydrate (Al(OH)3 or ATH), and magnesium hydroxide (Mg(OH)2)&apos; These systems impart flame retardancy through heat absorption and by release of water of hydration upon their decomposition. ATH has a low decomposition temperature (230°C), limiting its use to unsaturated polymers, epoxies, urethanes, and some wire and cable formulations. However, some advantages of ATH over halogenated FR are that it is relatively cheap, doesn&apos;t generate toxic gases, is non-volatile, and is impervious to moisture [2].

The objective of this study is to provide potential users of booster fans in coal mines with the necessary information on monitoring and control of fans and environmental factors. The guide-lines listed in this paper were formulated based on the current practice of mine monitoring, the U.S. Code of Federal Regulations on environmental monitoring, and the United Kingdom&apos;s National Coal Board recommendations on the use of booster fans. The principles involved in the design of booster fans as well as the provisions needed to guarantee a safe operation of these units, are illustrated by means of an example problem. The example includes a summary of costs for two ventilation systems: a conventional surface fan system and a fully automated booster fan alternative. A comparison of these costs showed that significant gains may be attained by selecting a combined surface-booster fan strategy over a conventional surface fan alternative.

The use of on-board scrubbers on continuous miners is an important aspect in efforts to reduce the amount of dust that heading workers are exposed to. As part of the CSIR:Mining Technology&apos;s research programme to combat dust, a collaborative project with the University of Pretoria was conducted to evaluate scrubbers. Based on fundamental parameters that were identified to play a role in determining the efficiency of scrubbers, a protocol for testing scrubbers in the laboratory environment, as well as the working section, was established. Tests on various prototype scrubbers were conducted in the laboratory environment. These tests proved some of the fundamental premises according to which scrubbers were designed. By testing some of the newer scrubber types underground, insight into the effect of alternative design aspects on scrubber efficiencies was obtained. The importance of the factors which play a role in reducing the amount of dust in the air is illustrated, as well as the role which other non-design factors play in the reduction of dust levels.

Direct observations of intergranular fracture during comminution are very difficult to make. The best indirect method is based on the measurement of interphase area before and after comminution. If intergranular fracture does not occur, the interphase area should be conserved during comminution, but it should decrease if significant amounts of intergranular fracture occur. The interphase area per unit volume can be determined by image analysis from measurements on sections of the unbroken ore and on sections through the particles after comminution. However, the measurements must be corrected for the effects of image resolution on the measured phase and particle perimeters. A correction procedure was developed, and the true interphase perimeter per unit volume was measured before and after comminution in a sample of chromite-serpentinite ore and two samples of Witwatersrand pyritic quartzite. The pyritic quartzite showed no significant evidence of grain- boundary fracture while the chromite-serpentinite showed a significant decrease in interphase area per unit volume of chromite, indicating that intergranular fracture occurred.

The prevalent use of coal combustion byproducts in engineering applications has been with Class C and Class F fly ash as admixtures in structural concrete. But, the use of fly ash and bottom ash byproducts from modern desulfurization processes is receiving increased attention. The University of Kentucky has been conducting research into civil- and mining-engineering applications of these products. The studies have included extensive investigation of the geomechanical behavior of the materials and the effect of mineralogy on this behavior. These studies indicate important mineralogical considerations in the selection of materials for a specific application and highlight the importance of quality control before and during usage on specific projects.

INTRODUCTION The work of the metallurgical engineer engaged in developing a leach, solvent extraction electro- winning process usually begins in the laboratory and generally proceeds via pilot plant testing before finally resulting in a commercial operation. The path leading to the development of the eventual process will involve a test program on leaching in order to derive information on the amenability of the copper-bearing material to acid dissolution, under various conditions. Commonly in North America the leach process of choice is either dump or heap leaching but it may also be in-situ leaching or the treatment of mine waste- waters and bleed streams. In the past, agitation and vat leaching have also been included in the list of options. Currently the economics of copper production dictate that only material of mineralogy and grade, capable of being leached without prior milling, will lead to a viable process. This is not necessarily true in other parts of the world where grades are higher and milling costs lower and therefore this paper con- fronts all the techniques available to the metallurgical engineer in terms of the evaluation of the solvent extraction process. Understanding the objectives of a laboratory and pilot plant evaluation of a solvent extraction route is important and these are described in some detail in this paper. Of at least equal importance is understanding limitations of such a test program and this aspect of process development is also discussed with reference to the kind of equipment and experimental practices that have been shown to produce results consistent with the objectives. WHERE TO BEGIN? At the inception of a project much information is developed on the variables of the leach process and indeed in some instances the type of leach that best suits the ore to be treated is the subject of intense investigation (Wadsworth 1983). The decision to treat the leach solution by solvent extraction focuses attention on the selection of the extractant most suited to the nature of the chemical composition of the solution. A laboratory screening program will probably need to be arranged in order to assist in narrowing the options and the following is suggested for this initial screening. Selection of a Representative Leach Solution This is preferably obtained from leaching a representative sample of the ore under conditions likely to pertain in the commercial leach circuit. As the conceptualized circuit flow sheet will undoubtedly involve the recycle of aqueous solutions via the leach, then it is desirable to know the nature of and the likely level of the impurity ions in the solution as well as the concentration of copper. The other most important parameter that is required is the free acid (Anon, Acorga Analytical Method) content of the solution. As a rule of thumb, it is always true that recovery across SX is maximized as the pH of the leach solution rises. Whilst a high pH may be desirable for SX recovery, it is not always desirable for the pH (or more correctly, the free acid) of the leach to rise too high. The working range, therefore, tends to be between 1.5-2.5 pH. At an early stage in process development it is likely that a number of ill-defined conditions will exist, making it difficult to decide on typical leach conditions in which case the screening tests should be carried out using a synthetic leach solution prepared from laboratory chemicals. In doing this the copper and free content should be carefully controlled along with the appropriate addition of major impurity ions as their sulphate salts. Metallic raw material flows are characterized by a complex global network of producers and consumers, as well as by a multitude of ecological, economic and social impacts across national boundaries and on different scales. This leads to the need to develop methodologies, which allow identifying obstacles that prevent metallic raw material flows to contribute to sustainable development. From a scientific point of view CRC 525 (Martens 2003) has developed an holistic indicator set consisting of approximately 80 different indicators. This set is taking into account the multi-dimensional character of sustainable development. Moreover the indicators reflect different system boundaries according to different actor levels and decision contexts. The full indicator set is important in scientific considerations and suitable for scientific awareness creation. However, to fulfil the function of a decision support approach for political and economic decision-makers some modifications are of central concern. At first a reduction of the full indicator set by selection of core indicators enables decision-makers to deal with complex issues of contrary economic and societal protection targets. Secondly, as thresholds of indicators justify societal call for action, they are discussed against its political or scientific origin. The proposed methodology is exemplified by indicator-based studies of the material flow of aluminium.

The Hai-Shan No. 1 Coal Mine, located in northern Taiwan, is one of the typical coal mines on the island which, limited by natural condition, are mostly small in scale. With the advancing longwall method, the mine is now winning a seam, 80 cm thick, at a 32° dip, with a working depth of 824 m below surface. The annual output is about 50,000 mt of clean coal. At the working gallery, the virgin rock temperature may go up to 46°C, difficult to be brought dam to n acceptable level: because .of the tropical climate with high intake temperature and high humidity. Besides, at this depth, the intake air that goes down the long inclined shaft generates considerable heat due to autocompression. The mine is ventilated by a set of axial-flow fan with 38 m3/S of intake air at 2.2 KPA WG. With this volume of air, the temperature at the working-face is usually above 30°C WB. Appreciable lowering of the temperature is not expected even with an increased volume of ventilated air. For this reason, decision has. been made to try the installation of a pilot underground refrigeration unit near. the lowest gate road to cool the intake. air. from 32°C WB to 28°C WB which seems acceptable to on-the-spot workers exerting heavy physical labor. The experimental unit is designed for carrying away a total heat load of 90 Kw. The capacity of the unit is 200 Kw. The unit consists of a compressor, an evaporator, a condensor and a motor. The heat rejection is done in a cooling tower. Chilled water is circulated from the evaporator to the cooler by insulated pipes. The cooler consists of 90 Kw-coils with two fans and forces air by flexible ducting onto the working face. This paper examines mainly the effect of this additional reduction of working temperature, on working efficiency of the workers. Another aspect of this experiment is to evaluate the overall economy of underground refrigeration in small-sized coal mines under tropical condition. The success of such an experiment may lead to wider application of refrigeration to render many of the deeper mines economically workable.

"The U.S. National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. RAs typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The U.S. Mine Safety and Health Administration requires that these valves vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer, above mine atmospheric pressure in the RA. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: (1) a modified polyvinyl chloride check valve, (2) an off-the-shelf brass/cast-iron butterfly check valve and (3) a commercially available valve that was designed specifically for one manufacturer’s steel prefabricated RAs and had been adapted for use in one mine operator’s built-in-place RA. PRVs used in tent-style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with Title 30 Code of Federal Regulations, or 30 CFR, regulations. The commercially available relief valve did not meet the 30 CFR relief pressure specification but may meet the manufacturer’s specification. Alternative valve designs were modified to meet the 30 CFR relief pressure specification, but all valve designs will need further design research to examine survivability in the event of a 103 kPa (15.0 psi) impulse overpressure during a disaster. BackgroundThe Mine Improvement and New Emergency Response Act of 2006, known as the Miner Act (U.S. Department of Labor, 2006), was enacted in the wake of three mine accidents involving explosions or fire that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the Miner Act includes provisions that target mine safety issues in areas such as emergency response planning; adoption of new technology; training and education; and mine safety standards enforcement. Section 13 of the Miner Act specifically directed the U.S. National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the U.S. Department of Labor to act on the results of such research, as appropriate. These mandates culminated in the 2009 adoption of changes to the Title 30 Code of Federal Regulations, or 30 CFR, mining health and safety regulations (U.S. Department of Labor, 2008), requiring underground coal mines to supply mine emergency RAs and associated components so as to provide a life-sustaining environment for persons trapped underground. Such RAs can be either selfcontained mobile units or built-in-place facilities. The regulatory changes also include provisions establishing requirements for the approval of RAs and their components by the U.S. Mine Safety and Health Administration (MSHA), among which are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One criterion for maintaining a safe RA atmosphere is the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in. H2O), or as specified by the RA manufacturer, above mine atmospheric pressure in the RA (U.S. Department of Labor, 2008)."

More than 150 Mt (165 million st) of material crashed down at the Bingham Canyon Mine (Rio Tinto/Kennecott Utah Copper) near Salt Lake City, UT on April 10, 2013. The mine, one of the largest openpit mines in the world, ceased operations and evacuated personnel prior to the slide when it was discovered that material was moving at a rate of 5 cm/d (2 in./day). The slide destroyed the mine?s visitor?s center, buried several pieces of large mining equipment and severely hampered production. The Kennecott Utah Copper Corp. immediately began to assess the damage and look for options to reestablish operations. The highly unstable ground ? emphasized by another minor slide in September 2013 ? makes any cleanup efforts extremely dangerous. With terrain too dangerous for human operators, Kennecott was forced to look for alternatives that would help the company work on the treacherous slopes of the landslide while also keeping personnel safe.

Wireless technology is a hot topic for anyone involved in the design, operation, maintenance or upgrading of mines or mineral processing plants because wireless technologies overcome barriers that have prevented many useful data inputs. Wireless communications can contribute to worker safety, satisfy environmental concerns, support plant security, track human and physical assets, and improve equipment maintenance. The cost structure of wireless is compelling and users can realize savings ? up to 90 percent less installed cost than wired instruments ? since wireless technology eliminates the need for expenses associated with cabling, engineering, construction and documentation. Many applications previously considered too expensive have become economically feasible with wireless. Two examples are continuous monitoring of safety showers to notify operators when one has been activated, and monitoring effluents to ensure environmental regulations are being met. In many cases, wireless transmitters can be installed where wired devices were too expensive to justify, or were not feasible due to physical or technical barriers. Examples include monitoring temperature measurements inside a rotating reactor or monitoring process variables in a tough, corrosive environment too challenging for a wired solution. Wireless also gives operating personnel mobility with the ability to communicate from remote or hard-to-reach zones. According to a recent Venture Development Corp. survey covering radio frequency (RF) of microwave industrial monitoring and control products, these features are contributing to the expected nationwide growth rate for industrial wireless applications of 19 percent annually from 2007 to 2012 (Taylor, 2008). At the same time, mineral producers have many questions about wireless systems including their applicability, reliability and security in this industry. Just what can wireless do? Is it secure and reliable? Can these instruments stand up to the rigors of the industry? Can wire-less technology provide the flexibility needed for mining applications?

The important characteristics of a gas-promoted oil agglomeration process for cleaning coal particles in an aqueous suspension were determined. Numerous agglomeration tests with scale-model mixing systems of different sizes with controlled amounts of air were conducted. The tests were conducted on high- and mediumvolatile bituminous coals using either i-octane or hexadecane as an oily agglomerant. The performance of the system was characterized by employing the minimum time required to produce spherical agglomerates (tE), the mean agglomerate diameter (dp), coal recovery and product ash content. Among these parameters, tE was found the most useful. It is a key parameter in the scale-up of an agglomeration mixing system. This parameter was found to depend on a number of system and operating variables. By controlling these variables and conducting further agglomeration tests with mixing systems that varied in size, an appropriate size scale-up rule was established.

Modified after procedures for assessing acid-generating potential of coal spoils, most acid-base-accounting (ABA) analyses inadequately characterize highly varied metal deposits. Although mineralogy critically controls acid generation and metal leaching, acquisition of appropriate data and their interpretation are poorly developed. Metal loading rates are commonly determined by kinetic testing, which rarely duplicate actual field samples and conditions. Accurate predictions and reduced assessment costs can conceivably be achieved by (i) use of geochemical analyses to define surrogate indicators; (ii) intelligent acquisition and use of mineralogical data; and, (iii) compilation of geo-environmental ore-deposit models to validate inference based on detailed geology.

If the emission of methane into any particular area of an underground coal mine remains constant, then the calculation of ventilation requirements is relatively simple. This is also true if the ventilation system is recirculatory. However, the emission of methane into a working area can vary considerably. There is always a risk that the ventilation will not be able to dilute the emission of methane to acceptable levels, because there are often short-lived peaks of emission which are very large. The ventilation design must therefore consider what is an acceptable level of risks and calculate the airflow requirements to meet this level. The acceptable level of risk can be calculated by examining the historical variation in methane emission into the area to be ventilated. For example, consider that an acceptable level occurs when methane emission peaks only exceed the capability of the ventilation one day in twenty. Then, from the history of methane emission, it is possible to calculate the necessary ventilation requirements. This method has been used since the early 1980s for conventionally ventilated districts. This paper examines the application of this technique to districts ventilated by recirculatory ventilation.

Since our firm was established by Mr. Price in 1937, we have followed an investment philosophy which is based on the belief that investment in growth stocks is the most assured way of achieving superior, long term investment accomplishment. There are many criteria that we use to select growth companies but the most important is a combination of superior management operating in an industry with above average growth potential. This growth stock approach is the cornerstone of our investment strategy for two of the three mutual funds sponsored by the Price organization and for our private clients. However, during the past 5 years we have seen inflation accelerate due to a variety of factors including the inability of our government to meet seemingly unlimited needs with limited revenue sources. While there might be temporary periods of price stability, we believe that inflation will still continue to be the investor&apos;s greatest problem in future years. Our conviction that inflation would increase combined with the acceleration of inflation in the late 1960s stimulated an intensive investment research effort, on our part, to identify those companies with strong natural resource bases -- who own or control large, secure, and low cost tangible assets. Over the longer term and in an environment of a depreciating dollar some of these firms should be able to develop and sell these assets at higher prices. While we still believe that investing in growth companies is a sound investment strategy to offset inflation, we also believe that certain natural resource companies will show well above average investment performance. In the newest Price mutual fund, The Rowe Price New Era Fund, we have, as a matter of policy, placed a large portion of the portfolio in natural resource companies.
