"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. A PC-based simulation model using the software packages SIMAN and CINEMA was developed to simulate and animate truck-shovel operations. The model is capable of simulating one mathematical dispatching strategy using linear and dynamic programming and six heuristic dispatching strategies. Data were collected from an actual operating mine through time studies and analysis of historical records. Statistical analyses were performed, and appropriate theoretical distributions were fitted for various time events in the truck-shovel cycle. The model was then applied to study overall impact of these dispatching strategies on constrained and unconstrained mine productivity. The simulation/animation model developed in this study seems to be an efficient planning tool for choosing optimal fleets and finding an optimal dispatching strategy to produce an equilibrium between the quality and quantity of production.

The trend in the coal industry for many years has been to make everything "bigger and faster" This also held true for loading and storage facilities. Where once a million ton per year mine was rare, three to five million ton per year mines are not uncommon today in the bituminous industry. This greatly increased production, made possible through mechanization, required greatly improved loading facilities just to get the coal away from the mine. Also, there is a trend toward combining production from more than one mine and cleaning it in a single preparation plant. In addition to increased loading capacity, this frequently necessitates raw coal storage and blending facilities. The development of the unit train, more than any other factor, has contributed to the widespread construction of storage and high-speed loading facilities for clean coal. In the export market, the construction of ever larger coal bulk carriers has contributed to a need for faster and larger loading facilities at ports. The present engineering and construction cost of these larger facilities make it essential that the flow and handling properties of the particular coals are fully known. These properties can be measured well in advance and the proper design criteria established. This eliminates costly surprises later on during start-up and operations. This paper will review coal and coal refuse properties, such as shear strength, cohesion, friability, and the flowability of coal and how they affect the design criteria of storage silos.

Restricted fields of vision are a common problem with underground mining equipment. Also, when lighting systems are provided, they may be positioned where they cause glare. This restricts the visibility around the machines even further. To help address these problems, the US Bureau of Mines has developed a PC-based software package to aid in the analysis of certain human engineering aspects of mining equipment design. The software is available for use by equipment manufacturers and mining companies for design work on new machines, as well as for evaluating proposed modifications to existing machines.

Gob holes are routinely used by the mining industry to vent methane from gobs and to prevent it from entering the mine ventilation system. In some cases, flows from gob holes are measured by centering an anemometer on the end of the discharge pipe. These measurements are erroneous and tend to be high by as much as 30%. The Bureau of Mines determined correction factors (method factors) for anemometer measurements taken in this manner. Method factors for 10.2, 15.2, and 20.3 cm (4, 6, and 8 in) ID pipe are 0.68, 0.71, and 0.78, respectively. Comparisons between horizontal and vertical flows indicated no significant change in method factors. Consequently, the method factors for horizontal pipe flows can be applied to vertical upward flows.

A laboratory experimental research project was conducted to evaluate the use of chlorine for the oxidative destruction of residual ammonia which may remain in ground water after in-situ uranium solution mining operations. The work tested the idea of the injection of high strength calcium hypochlorite solution into the mining zone to convert ammonia to nitrogen gas as a final clean-up process for ammonia removal from the ground water system. The paper details ammonia removal efficiency as a function of chlorine dose, reactant and product material balances, and how the concept may be used as a final ground water restoration process.

The chemical reactions that occur within a copper-leach recovery system are discussed, and the impact on the overall acid balance is evaluated. Both oxide and sulfide mineralogy are addressed, and their effects on acid consumption, generation and solution buffering are presented. Two case studies that apply the discussed chemistry show the practicality of using a computer spreadsheet acid-balance model for the early planning and design of copper-leach systems.

New Zealand has been a significant producer of gold for over a century. Total recorded production is over 850 tonnes. There were three major periods of production: the first and biggest was between 1860 and 1880, the second was between 1895 and 1920 and the third was between 1930 and 1945. After 1945 gold production fell continually until 1980 when the major upward adjustment in gold price led to renewed interest. There have been important new developments in each of the known gold-rich areas: Westland, Otago and Coromandel and exploration for gold in these areas and in previously unprospected regions has reached unprecedented levels. In Westland over 140 gold processing plants are each producing between two and six ounces a day from low-grade placers. A major gold dredging operation will soon be producing over a tonne of gold annually and other new dredges are proposed. There are still vast reserves of gold-bearing gravels in Westland and prospecting is continuing to reveal new resources. In the Reefton area there is renewed interest in gold-bearing quartz reefs which were the source of over a million ounces of gold between 1900 and 1951. New large opencast reserves are now defined.

In this study, research on the use of monosodium glutamate for copper leaching, with emphasis on the thermodynamics and oxidant characteristics, is presented. Copper dissolution was conducted following a hydrometallurgical route, using monosodium glutamate in alkaline solutions. The effect of oxidizing agents such as hydrogen peroxide (H2O2) and potassium permanganate (KMnO4), and the efficiency of copper leaching with glutamate compared with glycine have been studied. Results, obtained at room temperature, showed 92% recovery of copper using 0.03 M hydrogen peroxide, 0.5 M monosodium glutamate at a pH of 9.44.

A computer software package, named CFIRE, for the general ventilation network analysis and fire control, mine fire and/or coal spontaneous combustion, has been developed at Xian Mining Institute in China. It is a multipurpose package with adequate capacities of ventilation map drawing, ventilation network analysis, gob fire simulation, steady state ventilation simulation and transient state ventilation simulation. It was written in a user-friendly style, driven by menus, facilitated by on-screen messages and supported by the allowance of user interferences. CFIRE has used up-to-date research findings focussing on the practical needs of coal mines. This paper discusses briefly also the relevant theoretical principles on which this package has been perceived.

"The development process of Metal Resources Technical and Economic Evaluation Expert System (MRTEEES) is introduced in the aspects of requirements analysis, design of the expert system, main functions of the expert system and features of the expert system. The system is based on C/B/S mixed mode and uses ASP.NET technology with .Net Framework being chosen as the development platform and metal resources database providing data support at the bottom layer. The system is an auxiliary management system for metal resources technical and economic evaluation and has the basic functions of auxiliary decision analysis, metal resources database management, data management and comprehensive query. Technical and economic evaluation model can be set up by users independently according to at which stage a project is, mainly including exploration stage, development stage and production stage, and according to the mining methods, for example underground mining, surface mining and in-situ leaching mining. Then, the technical and economic evaluation parameters can be generated. By inputting the value of each parameter in a simple and convenient way, the evaluation results can be directly calculated out and shown in the form of diagrams among others, and feasibility evaluation report can also be automatically generated, making the technical and economic evaluation process accurate and efficient. As the system can achieve the functions of scenario analysis, sensitivity analysis, shareholder’s returns analysis, horizontal comparison of different projects, it can improve the ability of project senior decision makers for rapid response to the rival and meet the demand of pricing negotiations. IntroductionWith the arrival of a new round of industrialization upsurge in both developing and developed countries, growth of demand for metal resources is entering a new stage. Population involved in the new industrialized countries is about four times that of all previous industrialized countries, implying resource consumption increases dramatically both in speed and in quantity. It is a must to seize the strategic opportunity of developing and utilizing metal resources around the world to lay abundant resource base for national industrialization. Objectively speaking, global configuration of metal resources is an inevitable tend. Presently, many issues, for example, resources exploration, mining, merge of mining companies, metal trades, mining financing, etc., generally show the feature of globalization. For the reality that competition for metal resources is becoming fiercer, industry standards of mineral resources will undoubtedly be improved. Occupying large scale mineral resources with high grade and developing them with low cost is the base for the survival of mining companies and metal resources merchants. With the growing demand of global investment in mineral resources exploration, which is at the upstream of the industry chain, geological exploration industry is promising. Globally building market relationships for mineral resources exploration companies is key to their sustainable development. Developing large and super-large deposit with low cost is also an important approach to enhancing core competence of a country or an enterprise. Mining companies around the world are rushing to purchase mineral resources globally. However, in different countries, economic, financial and tax systems for mineral resources vary greatly, and mining and processing techniques, technical parameters and equipment selection also change a lot. "An industrial waste liquor having high sulfate concentrations was subjected to biological treatment using the sulfate-reducing bacteria (SRB) Desulfovibrio desulfuricans. Toxicity levels of different sulfate, cobalt and nickel concentrations toward growth of the SRB with respect to biological sulfate reduction kinetics was initially established. Optimum sulfate concentration to promote SRB growth amounted to 0.8 - 1 g/L. The strain of D. desulfuricans used in this study initially tolerated up to 4 -5 g/L of sulfate or 50 mg/L of cobalt and nickel, while its tolerance could be further enhanced through adaptation by serial subculturing in the presence of increasing concentrations of sulfate, cobalt and nickel. From the waste liquor, more than 70% of sulfate and 95% of cobalt and nickel could be precipitated as sulfides, using a preadapted strain of D. desulfuricans. Probable mechanisms involving biological sulfide precipitation and metal adsorption onto precipitates and bacterial cells are discussed.IntroductionIndustrial effluents from hydrometallurgical and mineral processing operations often contain high sulfate and metal concentrations posing significant disposal problems, which require urgent solution to avoid serious environmental contamination. In such waste liquors, sulfate and heavy metals such as cobalt, nickel, zinc and iron originate from the chemical or biological oxidation of exposed sulfide minerals. Reduction of sulfate and precipitation of toxic metal ions from industrial wastes is essential from the viewpoint of environmentally acceptable waste disposal and recovery of associated strategic metals.Many of these heavy metals are essential for metabolic activity of bacterial cells at low levels. But they exert toxic effects at concentrations encountered in polluted water. Removal of toxic metals through biological reduction of sulfates from industrial waste waters have been practiced for several decades. Metal remediation through common physicochemical techniques such as oxidation-reduction, chemical precipitation, filtration, electrochemical treatment, evaporation, ion exchange and reverse osmosis processes is expensive and not suitable in the case of voluminous effluents containing complexing organic matter and low metal concentrations. Further, strong and contaminating reagents are used for desorption, resulting in toxic sludge and secondary environmental pollution. Biotechnological approaches can be more efficient and cost effective for detoxification of such effluents. Biotreatment/ bioremoval offers several advantages over conventional chemical and physical treatment technologies, especially for diluted and mixed contaminants. Biological detoxification, which involves the use of microbes to detoxify and degrade environmental contaminants, has received increasing attention in recent years (Iwamoto and Nasu, 2001). In addition, valuable metals can be recovered from metal sulfide sludge (Boonstra et al., 1999)."

In our laboratory, a new detection system using smell detectors was developed to detect the spontaneous combustion of coal and the combustion of other materials used underground. Laboratory experiments were carried out on several kinds of coals, including South African coals, and machine oil, wood and rubber used in belt conveyers. The following results were obtained: 1) Spontaneous combustion of coal can be detected earlier by smell detectors than by conventional CO detection methods. 2) There were no differences in the results using different kinds of coal. 3) Combustion of other materials can also be detected earlier by this system than by conventional detectors for gas and smoke. 4) Use of this detection system enables one to discern the source of the combustion gases, whether it be coal, wood, oil or rubber.

INTRODUCTION Tens of deposits in' coal basins of Western and Eastern Siberia are being open-mined with the technology of overburden rehandling into the mined out space of pits by excavators - draglines. This technology is preferred due to the high productive Russian equipment, comparatively low cost, and relatively small Influence exerted on the environment. The basic tendency of the last decades is the aspiration for enlarging the sphere of the' technology application for development of gentle and steeply dipping seams with the use of blast destruction of overburden and with combined winning of loose alluviums and rock partings. Complex technological schemes with multiple rehandling are widely used. In addition to it, stripping workings, intermediate storage of mineral resources, placing of transport dumps, and engineering construction can be realized with the use of draglines. More than ten of dragline faces are simultaneously exploited in some pits, and the rehandling coefficient ranks from 0.1 to 8. Here, conditions of winning and placing (position of a face and existing dump) are varying in space and time; this leads to the necessity of reconsidering the order for conduction of works (schemes) within the current designing. By now, in order to this, it is required to realize complex engineering calculations by graph-analytical methods and definite experience. The need is available for automatization of this process by creation of the corresponding software. The software is to: • Orient on the active pits and use information on the existing geology, equipment, and situation in mine. • Calculate the existing schemes more operative and on a higher qualitative level to model their development in a pit space with parameter optimization. • Predict situations demanding to change the existing technology for mining operations and recommend optimal technological schemes. METHODOLOGICAL FOUNDATIONS FOR MODELING The problem is not new, it has more than fifty year-old history of creating mathematical models algorithms, and programs in Russia, Ukraine, USA, Canada. Australia and other countries with the developed mining branch. Conventionally, all population of programs can be divided into three groups depending on goal and interval of prediction: • Long-term programs used in designing and intended for substantiation of the nine capacity, selection of mining system, establishment of limits for applying the technology of overburden rehandling. Utilization of true in situ technologies for mining copper in Arizona will involve a complex environmental permitting process. This process is a key factor in determining the feasibility, costs, and implementing time- frames required for development of this innovative mining method. The regulatory structure in Arizona is presently changing due to enactment of the Environmental Quality Act (EQA) of 1986 and development of new aquifer protection rules and regulations. The US Bureau of Mines has reviewed the comprehensive hydrogeologic characterization, ground water monitoring, mechanical integrity testing, well construction, contingency planning, and other regulatory elements that will serve as mechanisms to assure protection of ground water resources. The purpose of this paper is to inform the domestic copper industry of the significance of the new Arizona regulatory structure and its implications for prospective in situ operators.

The WMATA Yellow Line is the section of steel segmentally lined tunnels that have experienced leakage and significant corrosion in isolated areas. A three part rehabilitation design has been developed for curtain grouting, structural repairs, and corrosion protection to provide continued performance. As WMATA’s first Construction-Manager-at-Risk (CMAR) project, the design development benefitted from collaboration with the Contractor through the final design development process. Rehabilitation work started in Fall 2022 and will be completed by late Spring 2023. Details of the project, the remediation design, and the process and benefits of the CMAR approach in the design development are presented.

In 2017, the North Texas Municipal Water District (NTMWD) initiated the design of the Sister Grove Regional Water Resource Recovery Facility (SGRWRRF) to provide additional treatment capacity for future population growth within the Lavon Lake watershed. To provide a discharge location for SGRWRRF approximately 4.5 miles of 2.4- meter (96-inch) internal diameter pipeline will be constructed, including 2.3-kilometer (7,800) feet and 487-meter (1,600 foot) long tunnel segments. This paper will discuss the anticipated geology of the two tunnel segments, selection of the tunnel alignment, the anticipated initial tunnel support requirements and other aspects of the project design

Although the Sagasca deposit has been known for 76 years, the property was never put into successful operation because of various adverse factors including low market price for copper, legal entanglements, unsuccessful financial arrangements, and an inadequate metallurgical process. Late in 1963, Continental Copper & Steel Industries, Inc., obtained legal control of this property. Since that time there has been a concentrated effort to complete the necessary mine appraisal, process development, and engineering design, and to solve the legal and financial problems to bring this property into production.

Restrictions on fugitive emissions and crushing operations continue to get tighter. Although fugitive dust control in the gold mining industry has historically been difficult, there are now several options that can make dust control both effective and efficient. Using new technology, mine operators can now design and maintain a dust control program that can reduce product losses, decrease equipment failure, cut cleaning costs, and meet air quality compliance standards as well as provide a better working environment. This paper discusses the sources of fugitive emissions related to the gold mining and crushing operations and describes effective new control methods.

An extensive drilling and laboratory testing program indicates that diagenetic dolomitization of the Oligocene Sombrerito Fm. limestone, southwestern Dominican Republic, is detrimental to the usefulness and quality of the potential construction aggregate resource. The first part of this program was the collection, photographing, and geologic logging of diamond drill cores to allow lithologic subdivision of the strata into potential quarry layers. The primary lithostratigraphic units are: I (youngest) approximately 10 m of white, dense marine limestone; II, approximately 5 m of white, interbedded dense and chalky marine limestone; III, 2+ m of tan, chalky calcitic dolomite. Unit I has been often altered by lateritic weathering and/or dolomitization; Unit II is often altered by dolomitization. The quarry layers were individually crushed, by core, into coarse aggregate sizes for chemical and physical (specific gravity absorption, MgSO4 soundness, sand equivalent, and LA degradation) analyses. The non-weathered units decrease in coarse-aggregate yield and quality with depth and dolomitization. Dolomitization typically causes about 5% lower yield of coarse aggregate, a sand equivalent of about 20 units below the original value, an increase in absorption of about 3%, an increase in the LA of up to 13%, and a decrease in the average 5-cycle MgSO4 soundness by about 17%.
