"SUMMARY While the basic elements of risk management, including probability, consequences, risk registers, mitigation measures, etc., are now well understood, the process to include correlation, dependencies and linkage of risks and risk scenarios is less well defined and not well understood. To perform accurate and complete risk analysis and risk management, it is necessary to include correlation, dependencies and linkage between risk events, as well as risks that may occur multiple times. In this way, owners and contractors can more accurately determine risk-based costs, risk impacts and risk mitigation strategies. This paper will outline methods to deal with correlation, dependencies and linkage and will consider risks that may occur multiple times. Practical result comparisons – with or without these elements – will be presented. INTRODUCTION We believe the reader is familiar with basic concepts of risk, risk management and mitigation and the use of probabilistic cost-risk processes versus deterministic ones (Reilly et al. 2015; Sander et al. 2015). The probabilistic approach, compared to the simpler and more common deterministic approach (unit prices times unit costs plus a contingency), offers more useful information with respect to the range of probable cost as well as cost “drivers” and better quantifies the effects of risks, opportunities and variability – which improves understanding, leading to a better potential for profit (or loss) for contractors and added value for owners. In this context, a valid and sufficient quantification of correlation, dependencies and linkage of risk events, plus the impact of risks that may occur multiple times, is essential. Components of Cost Estimates – Base Cost, Risks and Other Uncertainties The components of cost that need to be correctly addressed in an estimate include (Moergeli et al. 2015): •,Base costs – the costs that will result if “all goes according to plan” (Reilly 2004) •,Risk costs – the resulting costs of threat and opportunity events, if they should occur •,Escalation costs – costs resulting from normally expected inflation with variability •,Other uncertain costs – costs that result from other events, normally external to the project team’s control, which may include unanticipated events, politically related changes and “black swan” events (Talib 2007)"

The Minntac complex is a facility for production of iron ore pellets located on the Mesabi Range at mountain iron, Minnesota. It consists basically of a mine, crushing plant, concentrator, and a pelletizer producing twelve and one-half million tons of pellets annually. This paper deals with some of the aspects of the grinding circuits; but prior to that discussion, it might be well to briefly describe the flow of material in the operation. The crude ore, containing from 20% to 25% magnetic iron, is mined by 14-yard electric shovels. .the blasted ore is loaded directly into 50-yard side dump railroad cars and hauled to the crushing plant. Crushing is done in three stages, originally, two 60" primary crushers; four 7-foot standard secondary crushers; and six 7-foot short head tertiary crushers were installed, when the plant was expanded to double its capacity, five secondary and ten tertiary crushers were added. These were duplicates of the original 7-foot standard and short head crushers used in the original construction, there was no expansion of the primary crushers but a one-half-million-ton surge pile of tertiary crusher feed was added.

During the decade of the 1970's, a new emphasis was placed on assuring a safe and healthful workplace for all American workers. Much of the basis for this national effort was federal legislation: the Occupational Safety and Health Act of 1970 and the Federal Mine Safety and Health Act of 1977 (amended from the 1969 Coal Mine Act). One of the agencies involved in this protection effort is the National Institute for Occupational Safety and Health (NIOSH) of the Centers for Disease Control (CDC) in the Department of Health and Human Services (DHHS). In fulfilling its mandates under the 1970 and 1977 Acts, NIOSH conducts research, experiments, and demonstrations to support and stimulate advancements in health and safety practices. Priorities for NIOSH research are established primarily through congressional mandates, requests from the Department of Labor, needs as defined by NIOSH researchers, and surveillance information. Emphasis is placed on research in the areas of toxicology, industrial hygiene, physical and chemical sciences, physiology, ergonomics, engineering, psychology (behavior and motivation), and epidemiology (industry-wide studies). The framework of the current Institute program to identify, evaluate, and control occupational hazards includes activities in surveillance, research, evaluation, and training. These activities are planned and evaluated through a system that coordinates the efforts of eight research and scientific divisions. Each division develops projects to address program areas that have been identified by NIOSH management as having highest priority. In surveillance programs, the objectives are to identify substances and agents found in a representative sample of workplaces and to collect and evaluate information on rates of disease and injury in occupational groups. Information is also collected on occupational safety and health programs implemented by industry. Estimates of worker exposures and the potential for adverse health effects are considered in setting priorities for further investigations. A related activity, which also serves to provide technical assistance to industry, is NIOSH's Health Hazard Evaluation program. On-site investigations of workplaces are made in response to worker, employer, or government agency requests. Both industrial hygiene and medical examinations are conducted, and the results contribute to identifying new problems and evaluating their significance which may have public health implications beyond the particular worksites that are investigated. Field and laboratory research projects are performed to meet several objectives: - Characterize the working environment by evaluating current and past exposure levels for workers who are included in epidemiological or medical investigations. - Develop epidemiological information to define the association between the substance or agent under investigation and the acute and chronic health effects on workers. - Determine through animal studies the parameters of an association between exposure and effect. - Investigate the etiology of disease. - Develop sampling and analytical instruments and techniques and demonstrate their application for measuring toxic materials in the workplace. - Formulate sampling strategies that will accurately and precisely indicate exposure levels. - Develop medical procedures to prevent disease and to detect the presence of disease and early indicators of disease. - Assess the technology for control of exposures, including engineering and administrative techniques, personal protective equipment, and work practices. Presently, the research program is focused on reproductive effects, neurotoxic effects, injury/trauma, lung disorders, cutaneous disorders, cardiovascular disorders, cancer, stress-related disorders, effects of physical agents, digestive disorders, and renal and other organic disorders. In studying these issues, priorities are determined by the seriousness of possible adverse health effects resulting from occupational exposures, the feasibility of studying existing records or obtaining new data, and the size of the population which is potentially affected. Where there is low level of suspicion concerning adverse health effects or where an occupational disease occurs in a variety of industrial environments, investigations are limited to gross analyses of health effects such as review of mortality patterns. In such studies, the industrial populations selected are those for which existing data resources can be utilized. Such data consists of records of occupational exposures or health status which have been maintained by the employer, the union, or Government agencies. Where a review of the available information suggests that serious health hazards exist and the existing data resources are inadequate for quantifying the relationship between the specific biological response and type and degree of exposure, prospective studies are initiated. Information derived from such research is essential for the development of sound criteria for control of industrial exposures to noxious agents. Other input to the criteria documentation process comes from searching and evaluating the literature. Criteria documents contain the recommendation of an environmental limit where information is available to support it, as well as the recommendation of work practice controls, medical evaluation, information for workers to recognize and avoid the hazard, and identification of specific research gaps. In some cases, during the criteria document preparation, gaps in knowledge are found which necessitate further research before an occupational standard can be recommended.

The comminution laws The grindability of the ores or minerals is an important factor that could not be deduced from their mineralogical characteristics (Testut, 1958). Many theories have been proposed to determine the amount of work required in a comminution operation as a function of the nature of material, size and shape of the minerals before and after of comminution. The most important laws are proposed by Rittinger, Kick and Bond. According to Rittinger (1867), the work is directly proportional to the new surfaces produced during the comminution. Kick (1885) believes that the work needed to produce similar modification is proportional to the volume or mass of the material. Bond, during his 25 years of experience and research, reached to the conclusion that on the average the energy required for a known comminution is between the Rittinger's and Kick's laws (Bond, 1952). According to Bond's Third Theory, the work input is proportional to the new crack tip length produced during the particle breakage, and equals the work represented by the product minus that represented by the feed.

Recent advancements in computer hardware have led to the development of new ventilation planning software for PC's. These programs now can be run more quickly and can display their outputs with graphical techniques. Only a few of the existing programs have the capability to display the output data graphically on plotters. Graphical presentation of ventilation simulation data is essential for quick and sure comparisons of alternative analyses. Recently a noticeable growth has occurred in the application of graphics for display and interpretation of the data that have been developed by simulation procedures. The process of mine ventilation network analyses used for planning and design can benefit from this development. The authors describe and present graphics-assisted software that has been developed to work with a mine ventilation simulation program. This software has some of the following features: - graphic editor on screen, - graphical display of output data on screen (EGA, VGA), - graphical display on plotter or printer, - scaling capability (desired part of the entire schematic can be displayed), and - such values as flow, pressure loss, gas concentration for branches, and pressure and elevation at junctions can be presented as labels.

Corrosion and product contamination have been difficult problems for extractive metallurgy industries in the U.S. because of the highly active chemicals used. During the past twelve years, other industries, particularly the chemical and paper segments, began to combat this problem with some degree of success using newer materials of construction, including reinforced plastics. These materials are made by combining a corrosion resistant thermosetting resin with a glass fiber reinforcing material and are used to con¬struct hoods, stacks, blowers, tanks, towers, pipe, and equipment of the most complex configurations. For service in contact with aggressive chemicals, the equipment is most often fabricated with the bisphenol-A fumarate polyester resins because of their resistance to corrosive attack. Data from both laboratory work and case histories of field applications are presented-for many common chemicals found in extractive processes. Information is also presented concerning design standards and recommended construction procedures

The expanded role which coal has been assigned in the energy future of the United States has raised numerous policy questions. The very complexity of these questions makes them suitable to analysis by econometric models. However, as the Wall Street Journal indicated in its recent article, business' success with such models have been mixed. I have been asked to present my views as to how coal producers can use such models and in what ways the industry is likely to be impacted by such models. I do not presume to speak for the whole coal industry, but only to share with you the personal observations of one who has worked "both sides of the street", having been employed' both by government and a consulting firm prior to joining the coal industry. In my opinion, the use of econometric models to analyze the coal industry will impact the coal producers in two main ways. First, their use by government will have a profound impact on future government policies related to the mining, transportation and utilization of coal. Second, such models, when properly calibrated and refined, may become useful tools for the coal producers in doing market research and long-range planning. While the former has already begun to impact on the operating environment or the coal industry, the latter is still in the embryo stage.

The Bureau of Mines is conducting research to boost domestic production of manganese. Virtually no mining exists in the low grade and/or small deposits that occur in this Country. One large, low-grade manganese deposit located in westcentral Arizona--The Artillery Peak district--was extensively studied and sporadically mined during the 1940's and 1950's. Although manganese mining in the district has been long dormant, recent studies indicate that the deposits may be amenable to economical production by heap and/or in situ leaching methods. A conceptual design for an in situ leaching system features undercutting and blasting a block of ore, leaching with SO2, and extracting the manganese as a sulfate or oxide. Possible applications to other manganese deposits depend upon formation permeability and specific manganese mineralogy.

"Since entering the new century, China’s coal industry has witnessed the rapid development, and provided a reliable energy supply for the national economic and social development. But after the “golden decade” of rapid development, the coal industry now is facing overcapacity, low industrial concentration and production efficiency, high pressure of production safety and environmental protection and other prominent issues. Based on defining the connotation of highly-efficient recovery of coal resources, this paper established the relevant 8 indicators to reflect the highly-efficient recovery level of coal resources, summarized the present situation of China's coal resources recovery and the main problems, analyzed the development environment of China's coal industry under the new situation, and finally put forward the strategic measures to promote highly-efficient recovery of coal resources in China.1. Background Coal is the main energy in China. Since entering the new century, China's coal industry has made significant progress, and the level of production safety, resource recovery rate and mining mechanization increased significantly, which provided a reliable energy supply for the rapid development of the national economy. However, due to the changes of China's economic environment, slow growth of energy demand and other factors, some prominent contradictions in the coal industry have significantly restricted the healthy development of the industry. The first problem is serious overcapacity. In the past few years, 16 industries including coal, electric power, chemical and others have invested in coal mines. It is reported (Han 2016) that only during the nine years from 2005 to 2014, the fixed assets of coal industry increased totally more than 3.3 trillion RMB, which brought a large number of production capacity. Affected by the slowdown of economic growth and energy structure adjustment, Chinese coal demand has reached the peak platform and caused the overcapacity of coal supply, so shutting down the backward capacity is the most important task in the future. The second problem is the low efficiency of coal production. There are about 4.3 million coal mine workers in China, and the annual coal production per capita is less than 900 tons, while it was reported (EIA 2016) that the annual production per capita in the United States is more than 10 thousand tons. The third problem is that the green coal resources are not rich. Among the 1.53 trillion tons proven reserves, only about one third are green coal resources in accordance with the principle of ""safety, technology, environment and economy"". The coal resources with high quality and easily mining conditions are not abundant."

Silane coupling agents have been used in the filler industry for years. One particularly unique feature is the ability of the coupling agents to enhance the adhesion between filler and polymer matrices. This paper will review the use of coupling agents for polymer matrix composite applications and discuss a new approach to coupling agent chemistry, namely, direct formation of a silicon-carbon non-hydrolyzable linkage between glass and coupling agent. The grafted silane monolayers were evaluated by infrared spectroscopy to ascertain their surface coverage and relative stability. Finally, composite specimens were fabricated and their mechanical properties were compared with traditional silane coupling agent treatment.

Investigations were undertaken to evaluate peroxygen compounds for effective­ness in alkaline cyanide leaching of gold. The addition of peroxygens improved the leach results. Calcium peroxide was the best performed reagent to be employed. Improved reagent consumption followed the trend of calcium peroxide> hydrogen peroxide> no peroxygen addition. In general, preaeration stages could be eliminated, and improved leach rates achieved with no detrimental impact on leach perfor­mance. Interox has not developed an Au Plus (Trade Mark pending) system to utilise this new leach reagent. Initial plant trials are verifying its potential to give additional benefits.

Screening during the production of high-grade lump ore for blast furnace burden, particularly from recently developed ore deposits in Australia, South America, and Africa, has resulted in large tonnages of fine iron ore. Certain owners have decided to stockpile these fines until some later date; however, others have either sold these fines "as is" for agglomeration at the steel plant or have established their own pelletizing plants to produce a premium quality agglomerate. Normally these fines consist of the higher oxides of iron and the hydrated oxides. Unfortunately, grinding these types of materials in a wet process produces a slurry that is difficult to filter to obtain the requisite moisture level for the subsequent balling and indurating operations. The purpose of this paper is to review recent developments in fine dry grinding of iron ore and to discuss the various design and operating parameters involved. Although dry grinding of raw feed and clinker has been practiced in the cement industry for many decades, its significant application to the iron ore industry has taken place within the past ten years. Even though the basic concept of dry grinding has been borrowed from the cement industry, the successful application to iron ore grinding has not taken place without some difficulties. Consequently, the application to iron ore has required the solution of several unique design and operating problems.

The length of Alaska's coastline, combined with the presence of a significant number of fjords, encourages consideration of marine disposal of mine tailings. However, the decision-making process is complex because various factors govern the viability of the submarine tailings disposal (STD) option. An expert system, called the Submarine Tailings Disposal Expert System (STADES), was developed to help mining project planners explore the feasibility of STD. A review of the existing literature, supplemented by engineering recommendations, on the various aspects of the marine disposal of tailings formed the knowledge base for the expert system. The shell used to develop the expert system was LEVELS.

Introduction Mining operations require maps for each phase of project development. Engineering plans, cross-sections, and isometric drawings are also needed. Maps are used for geologic interpretation, reserve estimation, permitting, property acquisition, site studies, development work, and production. Maps and drawings are essential to mining. They provide needed information. Generating these products, however, requires many manhours. The filing and organization of maps and drawings is cumbersome, due to their size. Major map changes can necessitate the production of entirely new documents and, thus, additional manhours. The volume of maps and drawings generated in the life of a single project can be extensive. For example, some utility companies have data bases containing more than a million individual maps (one reported eight million). These problems were considered necessary evils in the past. Now, with the automation of map and drawing production, improvements can be realized. Computer-aided mapping and design offers a new approach for the production, management, and storage of drawings and maps. This approach promises benefits in time management, productivity, efficiency, and flexibility. In all economic projects, the bottom line is cost reduction. And implementing computer-based mapping and design techniques can lower costs and increase project profitability. AM/FM/CAD/CAM Automated Mapping/Facility Management (AM/FM) and Computer-Aided Design/Computer-Aided Manufacturing (CAD/CAM) are becoming buzz words in the engineering world. Most relevant to mining are the concepts of AM and CAD. These terms relate to the application of computers, specifically computer graphic technology, to mapping and design. CAD refers primarily to the design of components and structures in two and three dimensions. But it can apply to the three dimensional modeling of mine workings, ore bodies, and geologic structures AM refers to the automation of conventional map production. AM/CAD systems use computers to store, manipulate, produce, and update drawings and maps in two and three dimensions. Ideally, the calculating capabilities of computers are also used in conjunction with design and drawing generation, offering capabilities not available with conventional, manual mapping and design processes. To better understand concepts associated with AM and CAD applications, the understanding of a few computer-related terms is necessary. Table 1 explains some of these terms. System Features The capabilities of AM/CAD systems are based on viewing transformations. These are the basic, manipulative tools by which AM/CAD packages generate visual representations of data. Examples include the rotation of a three-dimensional object through space, the expansion or contraction of maps to fit a given scale, enlargements of small areas on maps or drawings for detailed viewing, and the generation of cross-sections from three dimensional data. Calculation of consistent steady-state mass balances in operating metallurgical plants and pilot plants is of interest for many reasons. In general, enough data can - and should - be collected to overdefine the system, i.e., permit calculation of nonmeasured quantities via more than one path. In such cases, resulting steady-state metallurgical mass balances rarely close due to sampling, analysis and/ or instrument error. Indeed, determination of a valid calculational sequence for complicated process flowsheets with multiple recycle streams can prove quite difficult. Here we present and discuss a method that has proven useful in analysis of numerous grinding circuit flowsheets of varying-degrees of complexity our technique requires only a consistent process flowsheet with appropriate associated data and arbitrary numbering of streams and equipments. Process topology and user data are decoded to yield a set of "search" or base variables and a set of "calculated" variables in solids, water, particle size and splitter parameter space. This procedure greatly speeds subsequent actual mass balance adjustment calculations since perturing certain variables (e.g., a solids value) does not require recalculation of other variables (e.g., the water balance). Finally, internal search and calculated variables are back converted to User units and used in a Sum-of-Squares criterion. Global minimization of this performance functional then yields a consistent mass balance in a least, squares sense. Weighting factors of choice can be used. Examples illustrate application of these methods.

Pretreatment of sulfidic refractory gold ore by biooxidation in coarse-crushed ore heaps is a promising new technology, especially for low-grade ores that cannot afford pressure leaching or roasting. An algebraic equation for determining the economically optimum biooxidation of the sulfide minerals in the ore is provided that is based on the empirical biooxidation rate constant for the ore, the project's financial discount rate, the ore grades of both refractory and non-refractory gold, and the gold price. Then, the economically optimum duration of bioheap pretreatment, t$, is determined from its logarithmic relation to the optimum fractional extent of ore biooxidation, F$, through the ore's biooxidation rate constant. In doing so, it is assumed that the ore is adequately crushed and amenable to bioheap pretreatment and that the cumulative oxidation of the ore with time is known from ore testing so that the rate constant can be determined.

The northern zone of the Indus Basin comprises a vast area of essentially level land in West Pakistan which is irrigated by means of a complex system of canals that distribute more water to more land than any other irrigation system in the world. In spite of the development of this extensive irrigation system, production of food and fiber has not met the requirements of the country. The major reasons that crop production has not reached anticipated levels are the lack of adequate irrigation supplies and effective subsurface drainage. As a result, yields per acre are among the lowest in the world for areas where irrigation is practiced, and many thousands of acres of valuable crop land have been removed from production or are seriously affected by salinity and waterlogging. To rectify the problems of irrigation supply and drainage the Government of Pakistan has undertaken a program of Salinity Control and Reclamation which is being administered by the Water and Power Development Authority. The Authority retained Tipton and Kalmbach, Inc. , of Denver,, Colorado as Engineers for the program in the northern zone of the Indus Basin. -This program consists of the construction of about 30, 000 irrigation wells to provide drainage for waterlogged lands and full irrigation supplies, including leaching requirements, for; all cultivated lands. The program will ultimately ensure the productivity of 20 million acres and will involve an annual pumpage from ground water storage of nearly 40 million acre-feet of water. The value of the crops produced when the program is in full operation will be 4 to 6 times the value of the crops that could be produced without the benefits of this program.

Introduction The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska, with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 shows the reserves of the deposit. Bob Baker, a local bush pilot, discovered Red Dog in 1968. The US Geological Survey assessed the find. But the Red Dog site had been withdrawn from staking by provisions in the Alaska Native Claims Settlement Act of 1971 (ANCSA). Under the terms of ANCSA, the deposit was selected by the NANA Regional Corporation, one of 13 native corporations established by the Act. Then, in 1980, the US Congress confirmed this selection, in the Alaska National Interest Lands Conservation Act. In 1982, Cominco and NANA reached an agreement that has led to the development of the mine. Under the agreement, Cominco leases the property from NANA, develops and operates the mine, and markets the concentrate produced. In return, NANA receives royalties and, after capital recovery, participates in the net proceeds from the operation. The Alaska State Government is also playing a role in the development of the mine. Under the auspices of the Alaska Industrial Development Authority (AIDA), the state will construct, own, and operate the DeLong Mountains Regional Transportation System. This consists of a 84-km (52¬mile) road from the minesite to the Chukchi Sea. Located here are the port facilities necessary to store and ship the annual concentrate production and receive the mine fuel and supplies. For using this transportation system, Cominco will pay an annual toll fee. Over the anticipated 50 year life of the operation, the fee will provide a 6.5% return to the State of Alaska. In late 1986, Cominco's Board of Directors approved the Red Dog project. And, during the summer of 1987, road construction began. In February 1988, initial stripping began at the ore body and construction started at the millsite. Project setting The project site is approximately 1000 km (600 miles) northwest of Anchorage, 84 km (52 miles) east of tidewater on the Chukchi Sea, and 192 km (120 miles) north of the Arctic Circle (Fig. 1). The countryside consists of low, rolling hills that lead into mountains north and east of the deposit. The vegetation is typical tundra mat. And the site is in an area of permafrost. However, the permafrost is relatively warm and some areas have been found to be thawed. Examples would be creek bottoms and the site of the main waste dump.

Electron spectroscopy for chemical analysis (ESCA) was used to determine the-surface characteristics of products from operating Pb-Zn-Cu concentrators on the New Lead Belt of southeast Missouri and pure galena and sphalerite samples treated-with flotation reagents in concentrations similar to those used in the mills. The emphasis was on the action of surface modifiers such as Na2Cr207, starch, SO2, CuSO4 and NaCN in sphalerite flotation and in the galena-chalcopyrite separation. The objective of the investigation was to monitor the relative oxidation states of the mineral and reagent constituents and correlate these surface concentrations and oxidation states with flotation theory and practice. ESCA was able to follow the action of all the modifiers except NaCN. The existence of PbCrO4 on the surface of galena conditioned with Na2Cr207 was verified. The Pb in the bulk PbS-CuFeS2 scavenger concentrate was found to be significantly more oxidized than the Pb in the bulk PbS-CuFeS2 rougher concentrate. ESCA was found to be most useful for investigating the actions of modifiers rather than collectors due to the large amounts of sulfur and background carbon already present on the mineral surfaces. After calibration for the particular chemical system of interest, ESCA can yield semi-quantitative analyses of the oxidation states of many elements (except hydrogen, and helium) present in the outer 10 to 25 A of a sulfide mineral surface.

The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. Each file is stamped with the date each sample bottle is distributed. A file contains: all original test results, a completed registration
