The 1977 Clean Air Act Amendments will have a large effect on the coal-fired segment of the electric utility industry. Since electric power generation constitutes by far the largest single use for coal, this legislation has the potential to greatly affect future patterns of coal utilization in the U.S.A. The inability to depend exclusively upon low sulfur coal as an exclusive mode of compliance with New Source Performance Standards may greatly lessen projected demands for low sulfur coal by eastern utility boilers. The requirements of the legislation is discussed with particular reference to the needs of the electric generating industry, along with the technologies available for complying with the Act.

The Alimak Raise Method, using the Alimak Climber, has proven to be a new, fast, economical method of driving raises at the Iron King Branch of Shat-tuck Denn Mining Corporation, Humboldt, Arizona. In order to fully understand the advantages of the Alimak Raise Climber, it is necessary first to describe the basic machine; second, a complete cycle of a raise round; and third, the comparative speed and economy afforded the Iron King operation by using this new method of raise driving: The raise climber consists of a drilling platform that is raised and lowered by two 6.2 HP compressed air motors that drive, through roller chains and sprockets, three worm gears connected in series. These worm gears drive pinions which grip the guide rail rack. The worm gems are fitted with spring-loaded couplings so that a small rock or grit in the rack is passed over without disturbing the mesh between the rack and the other pinions.

The control of grinding and flotation using a small digital computer has been complemented by this development. A control scheme for grinding which is based on maximum throughput at constant product size and preliminary work in flotation control are also outlined.

A new explanation of the scale dependency of rock strength is presented based on the theory of extremes. A brief review of past work on specimen size and strength relationship is followed by an introduction to the fundamentals of the underlying theory of extremes and its relationship to the scale effect. It is shown that the weakest link theory is directly related to extremal statistics and that parameters of strength distributions of rock can be derived as a function of the specimen size. Three sets of Brazilian test data are used to demonstrate the use of this approach.

INTRODUCTION In the past, the cost and time required for the construction of shafts has played an important part in the planning of underground mines. For reasons that are discussed later, the economics and technology of shaft construction in the future can be expected to play an even greater role in the planning of new mines and the operation of existing mines. Indeed, the very feasibility of a proposed mining venture may depend on the cost and timing of the shaft requirements. The most commonly used shaft sinking methods used today for excavating vertical shafts are discussed and the need for new technology and methods emphasized. In one study by the U. S. Bureau of Mines, it was reported that the coal industry in the United States alone could require 170 to 190 new shafts per year on the basis of doubling current production by the mid 1980's or 70 to 90 shafts on a more moderate coal production expansion program. This study concluded that the attainment of the required number of shafts would be unlikely with the present shaft sinking resources and costs. In order to meet the requirements for shafts in the United States coal and metal mining industries, more efficient and speedier shaft construction methods will be necessary. Current shaft sinking methods are, in the main, labor intensive, and it is noteworthy that it is becoming increasingly difficult to attract the work force required to sink shafts conventionally. The Permian Salado Formation of west Texas and southeastern New Mexico is composed of halite and subordinate amounts of anhydrite, clay and potassium and magnesium-bearing evaporite minerals. Aspects of the geochemistry of the Salado Formation have been investigated through studies of the stratigraphy, mineral assemblages, textures and minor element content of the salts. These studies provide information on the origin of the evaporites when combined with data on equilibria in saturated salt solutions. The principal potash ore zone in the district is composed essentially of halite (NaC1) and sylvite (KC1). Data on the color, bromide content, and proportions of halite and sylvite suggest that this simple assemblage is the product of a series of replacements rather than primary precipitation. The bromide content of the salts also indicates that the brine which precipitated the Salado Formation was derived from the dissolution of older evaporites rather than the simple evaporation of sea water.

"TBMs have been used in mining in decades past, but their use has been limited and sporadic, due to both perceived and actual application difficulties. With new technology and mounting success stories, this is changing. For both coal and metals mining, deep ore bodies require long access tunnels, and an efficient and economical method of reaching those deposits. Today, mining engineers are considering TBMs as part of the overall mine development plan. Planned TBM mine drifts are not only longer, but have more complicated trajectories. Mine development TBMs will have to cope with varying geology, potential for high water inflows, steep gradients, and high temperatures. TBM systems are being planned to cope with such difficulties. TBM systems will be considered and increasingly deployed for mine development, even if commodity prices remain low. TBMs can satisfy the need for increased productivity, better life of mine infrastructure, and safety. Effective conveyor systems are essential to support TBM operation in many mining applications. Many mine development tunnels are slopes, driven down at the steepest practical gradient to reach the deep ore body. Conveyors are often the only safe and effective way to haul the TBM muck form such tunnels. This paper will review the historical use of TBMs in mining, and will discuss the 2015 status of TBMs and conveyor systems in mining, and the special requirements and adaptable features needed in order to make efficient TBMs a reality in mines worldwide.HISTORICAL USE OF TBMS IN MINING APPLICATIONS The first successful hard rock TBM was invented in 1954. The National Institute for Occupational Safety and Health (NIOSH) in partnership with Strata Products tested the sealing capability of Ventstop®? as part of an ongoing mine fire control and suppression research program. Ventstop®? is a multi-purpose, inflatable device that is produced by Minvent Solutions and is available world wide for use in the metal and nonmetal mining industry. Ventstop®? is also used in the Australian coal industry as a temporary ventilation control device. The device can be quickly deployed, is reusable and can be placed in horizontal and vertical mine voids to control dust, fumes and smoke. Deployment, multi-day inflation and air leakage tests were conducted at the NIOSH Lake Lynn Laboratory to determine the capability and limitations of Ventstop®? in a simulated coal mine setting. During the tests, Ventstop®? was also subjected to low level forces of a nearby methane gas ignition. It is thought that Ventstop®? could be used by the US coal mining industry to temporarily close an underground mine area in response to a fire or spontaneous combustion heating event, to temporarily redirect mine ventilation during longwall equipment moves or during stopping construction. This paper describes this inflatable temporary mine sealing technology and presents the results of the NIOSH tests.

Industries dependent on pyrometallurgical processing generally find themselves facing a common set of problems, namely, serious environmental restrictions, heavy capital requirements for new facilities and for plant modernization, the certainty of rapidly escalating fuel costs, and the uncertainty of fuel availability. To remain competitive, it has become clear to industry that a new dimension of attention must be given to assuring the maximum performance from plant facilities already in place and from those that are built in the future. In the last decade or so, in response to these needs, there has been an acceleration in the development of new pyrometallurgical process concepts. Their application, though spotty, is increasing. A common factor in this developing base of technology is the need for effective process control. Digital control is an indispensable element of meeting the challenge. We cannot make the point, however, by looking to a general survey of instrumental control of pyrometallurgical processes. Computer control is in its awkward adolescence. Its application is so new that only isolated applications can highlight the trends. For this reason, the authors have chosen to focus on the nonferrous smelting industry to illustrate the status of pyrometallurgical processing and control. We believe this approach will best meet the interests of most readers of this edition and the background of the authors.

Changes in our energy, national security, and commerce needs have necessitated identification of new sources of minerals, such as rare earths, lithium, copper, silver, aluminum, titanium, and the minerals on the U.S. Geological Survey’s (USGS) list of critical minerals (USGS, 2022). With the need to domestically produce these minerals, more mining will be required within the U.S. Some of these critical minerals deposit with naturally occurring radioactive materials (NORM), therefore, mining these minerals may concentrate NORM to the point that some states may require licensing and radiation protection programs. NORM is not regulated by the Federal government; it is regulated by the individual states. Consequently, overall national state of NORM regulation is chaotic with each individual state either choosing to regulate or not regulate NORM, and, if a state chooses to regulate NORM, then that state develops its own unique regulations. Further complicating the regulatory environment, states utilize a wide variety of strategies for regulating NORM, which sometimes results in inappropriate regulations, inconsistencies with specific radionuclides that are regulated, and inconsistencies with specific NORM types that are regulated. This paper will review the nature of NORM regulations, identify regulatory traps, and provide general guidance for identifying NORM and potentially avoiding regulatory jeopardy. Because of the chaotic nature of NORM regulations nationally, seeking guidance from qualified professionals with relevant expertise is recommended. Also, contacting the appropriate regulatory agency to gain a complete understanding of the NORM regulatory environment is useful for maintaining compliance.

In most resource recovery plants the incoming solid waste material is first shredded and then air classified into a light and a heavy fraction. The light fraction which contains mostly paper, cardboard, etc., can be used either as a fuel for power generation or in the production of new paper products. The heavy fraction which remains consists mostly of glass, ceramics, wood, ferrous metals and non-ferrous metals. The ferrous metals may be removed from the heavy fraction by conventional magnetic separators. After primary shredding, most of the glass and ceramic is fine in size and may be screened away leaving a residue of wood, cardboard, and non-ferrous metals. This residual heavy fraction is the input material for the separator described in the present paper. A new metal separator was recently reported by t. Schlömann1. The author described the theoretical relationships and presented results of tests on samples of the residual fraction of municipal solid waste. This paper describes the operation of the metal separator and develops the basic separation relationships controlling the process.

Laboratory leaching experiments were conducted to ascertain the effectiveness of acidic solutions of thiourea, CS(NH2)2, for dissolving gold from finely disseminated gold ores. The ore tested was from the Chipmunk orebody of the Northumberland mining district in Nye County, Nevada, USA. Extractions of up to 90 percent were attained from the ore. Extraction was shown to be dependent on thiourea concentration, ferric sulfate oxidant concentration, acid concentration, and leaching time. Optimum conditions were an ambient temperature leach near pH 1.0 utilizing 100-200 kg/t thiourea and 50 kg/t ferric sulfate for 8 to 24 hours.

"A new raw water intake from the South Holston River to the Kingsport water treatment plant is under construction. The exploration for the 335 meter long horseshoe shaped tunnel design took advantage of the site topography along the alignment to better define the complex geology consisting of Knox Limestone and Sevier Shale formations separated by a fault zone. To assess the geological conditions and to determine the extent of the fault zone, a 183 meter long horizontal boring and geophysical investigation was performed along a portion of the tunnel’s horizontal alignment. Explorations defined the fault zone width at approximately 5 meters and packer testing along the alignment provided a means of estimating groundwater inflows. As the tunnel excavation advances, comparisons of exploratory data versus encountered conditions will be made. This paper provides details on the geotechnical investigation, lessons learned, and the influence of the geology on the tunnel design. PROJECT OVERVIEW The Kingsport WTP is supplied with raw water via the South Holston River. The City of Kingsport (City) owns and operates the Kingsport Water Treatment Plant (WTP). The existing raw water intake system, consisting of pumps, power supply, raw water piping and appurtenant facilities has been determined to be vulnerable to failure. The original Raw Water Pump Station (RWPS) was constructed in 1928 as part of the original Kingsport WTP project. The 1928 RWPS operated until 1970 when it was replaced by the existing RWPS. This existing system still utilizes the 1928 piping and piping tunnel. Improvements to the RWPS hydraulics and capacity are required to meet the City’s future water treatment needs. The system extracts water from the South Fork of the Holsten River and coveys it via three pressure pipelines to the WTP. The conveyance piping exits the RWPS, ascends approximately 23 m up a near vertical rock outcropping then enters a 120 m long tunnel. Upon exiting the tunnel the piping continues underground to the WTP. The drill and blast tunnel is horseshoe shaped and nominally 3.3 m high by 3.3 m wide. The easternmost 62.3 m of the tunnel is without any type of support. The remainder is lined with concrete. According to the City of Kingsport, the concrete lining was installed in the 1970’s as part of upgrades to the facility. An evaluation of the current facilities concluded that the conveyance piping was in poor condition and required replacement."

"In underground mining, machine design is predominantly dictated by mine conditions and individual customer desires. In partnership with Foresight Energy, J. H. Fletcher & Company was tasked to design and manufacture a new roof bolting machine with six independent drilling apparatus on board capable of drilling and bolting the roof and ribs with material handling. This is the first Fletcher® six head machine to be designed and built for the mines in the United States. The machine is intended to work in the Illinois Coal Basin. The objective was to produce a machine capable of drilling and installing six bolts simultaneously with a limited number of operators. The goal of the mine is to decrease the time to bolt a cut to improve the safety level of the current roof bolting method, improve efficiency and to improve the bottom line cost of entry development. The customer wanted four mast feed drills at the front of the machine dedicated to installing roof bolts and then another two mast feed drills behind them dedicated to rib bolts. This dictated the requirement of latched controls, which would allow the operator to start drilling one hole and then latch the controls to be able to move on to the next. To accomplish this, we developed a unique hydraulic latch circuit to maintain operator safety and compliance. Guarding was added to prevent an operator from coming into accidental contact with a latched drill. The result of the design is a machine with a single platform and six independent masts with drillheads: four masts strictly for drilling and installing roof bolts on the front of the platform and then two masts on the back of the platform for rib bolts. The feed and rotation controls at each operator’s station include a latch control for drilling. The latch control will allow the operator to lock in the feed and rotation once the hole has been collared, allowing the operator to move on to the next hole. The rear of the machine is equipped with material handling. There are two material pods with winch controls as well as a mesh rack that includes mesh lift, mesh tilt and mesh sump. The six-head roof bolter allows fewer operators to drill and install roof and rib bolts, which in turn lowers the miners’ roof exposure per cut. This design reduces the operator’s exposure from the inherent pinch points and rotary hazards once he has engaged the latch drilling. Therefore the machine will help to decrease the time to bolt a cut, improving productivity while enhancing the ability to operate the machine safely. INTRODUCTION When mining underground it is necessary to support the roof quickly to prevent it from collapsing after an area has been mined. Since the 1950s, the primary method for supporting the roof has been the installation of roof bolts. Roof bolting is one of the most basic functions yet one of the dangerous jobs in the underground mining operation (1). The Mine Safety and Health Administration’s (MSHA) Health and Safety Accident Classification injury database showed an average of 660 roof bolter operator accidents per year over a 5-year period (1999-2003) (2). The numbers show that roof bolting is the most hazardous machine-related job in underground mining. It represents 39 percent of all machine-related accidents in underground coal mines. In 1993, the U.S. Bureau of Mines conducted a study that has shown the activity of drilling as the most hazardous job task performed by a roof bolter operator, accounting for 31 percent of all roof bolting injuries (3). Almost half (46%) of these drilling injuries were due to falling rocks or coal from the roof. All of these injuries occurred under supported roof. The majority of these injuries (about 99%) are not caused by a major roof collapse but from falls of smaller rock from the immediate roof. This type of roof failure has also been termed “skin fall.”"

To ensure the continued growth and economic viability of the Western coal industry, both in the domestic and inter- national markets, it is essential for the industry to become more creative and active in confronting the most serious obstacle in this objective; and that is, the inherently long distances which Western coal must be transported inland to reach its major markets. Figure 1 shows the 1982 coal consumption by state for those states where Western coal was consumed. (Except as noted in this paper, Western coal producing states are defined as Colorado, New Mexico, Arizona, Utah, Wyoming, Montana and North Dakota. Any exceptions used will have only an insignificant effect on the content of the paper). This figure illustrates the long distances that are required for Western coal to reach its markets. The total production for 1982 from the Western coal producing states was approximately 220 million tons, of which only 85 million tons was consumed within the boundaries of these states. The remainder was transported to markets outside the area. This map also shows, based strictly on the consumption of the states to which Western coal was shipped during 1982 and not considering other factors which are involved in the marketing of coal, the total market potential of Western coal would amount to a total of 445 million tons. This does not include export coal from the West Coast, which is now estimated to be less than 2 million tons for 1983. In 1980, it had been estimated that by 1985 the West Coast exports would have been at least 10 million tons per year, which will not be attained.

This paper describes the facilities at Pointe Noire, Quebec that Wabush Mines utilizes for the receipt, distribution, stockpiling and shipping of iron ore concentrate and pellets. The main topics to be covered will be: 1. - General description 2. - Concentrate receiving facilities 3. - Conveying circuits 4. - Stockpiling 5. - Vessel loading GENERAL DESCRIPTION The map of the eastern Quebec - western Labrador area as shown in Appendix #1 shows the location of Wabush Mines properties. You will note the Scully Mine located at Wabush Lake, Labrador, 235 miles north of the town of Sept-Iles, Quebec. Our neighbors, the Iron Ore Company of Canada have their properties further north at Shefferville, near by at Carol Lake and at Sept-Iles. To the Southwest, our other neighbors, Quebec Cartier Mining, have their iron ore processing facilities and their terminus on the St-Lawrence at Port Cartier. Concentrates are prepared at the scully Mine by mining, crushing, grinding, concentrating, drying and high tension separation for shipment by rail to Pointe Noire, Quebec. Pointe Noire is situated across the bay from the town of Sept-Iles, Quebec on the North Shore of the St-Lawrence River. The concentrate consists of 66% iron, 2 ¼ percent silica and practically no moisture, permitting the use of specially constructed railroad cars and handling facilities to convert the concentrate into pellets, the final product.
