I propose to do three things today. First, take a broad look at the role of mining in the Latin American economy; then, review briefly the current situation in four principal metallic mineral exporting nations -- Chile, Mexico, Peru and Venezuela; and. finally, raise some, policy questions that seem to me to be important. The Role Of Latin America In World Mining First, let's consider Latin America's position in world mining markets. Latin America provides more than 5% of world output in 16 metals or ores, ranging from antimony and barite to Tungsten and Zinc. Latin America supplies a fifth or more of the world's antimony, beryl, bismuth, copper, fluorspar, silver and Tellurium.

Research shows that continuous mining sections can normally produce around 950 tons per shift in a seam 5 or 6 ft. thick. The shuttle cars as well as the continuous haulage systems are able to match with the continuous miners in capacity. However, in practice both of the two systems seem to be averaging at around 450 to 500 tons per shift in production. Continuous haulage systems are preferred in thin seams particularly where the floor is soft.

The loading characteristics of gold-bromide species onto activated carbon were evaluated using a batch system. The overall loading of gold onto activated carbon was rapid for the first few hours, but it continued without cessation as a result of the reduction of gold. Therefore, conventional equilibrium considerations were not applicable. Although loading continued slowly after several days, an abnormally high, loading capacity value of 10-12 meq/g carbon (650-800 kg Au/t) could be attained in 72 hours. The loading of gold-bromo species by activated carbon was by the mass transfer of (AuBr4)- species to the external surface to be reduced to metallic gold by carbon. Elution of gold from loaded carbon was feasible provided the carbon had not been loaded to high capacity values. If loading is carried to high levels, complete elution becomes impractical, and the gold may be recovered by ashing the carbon. For the high loading capacities observed, this option would appear to be cost effective. The effect of several variables on the loading capacity of the activated carbon for gold-bromo species is discussed.

"Tunnel closures are highly undesirable and the lengthiest are generally attributed to structural failures (e.g. Mont Blanc). Although historical data shows structural failures are closely linked to fire, design parameters for tunnel safety are not well defined. Current research has focused on defining the fire heat release rate and temperature, but these parameters cannot be easily used to determined structural performance. The energy transferred to the structure, the heat flux, is required but current literature lacks these values. Full scale experiments were undertaken on passenger vehicles resulting in heat fluxes between 20-70kW/m2. Analysis shows a vehicle fire’s duration is closely linked to its mass. Further analysis shows small vehicle fires can be scaled as a function of the tunnel diameter and the characteristic height of the desired vehicle. The present work provides engineers an appropriate design methodology to undertake informed thermal-structural analysis to minimize the risk of tunnel structural failure.INTRODUCTION Quantifying the effects of a tunnel fire depends on many factors such as the type of occupants, their vehicles and spacing, ventilation conditions and the geometric shape of the tunnel (Ingason and Lonnermark 2011). For design engineers investigating the thermal-structural performance of a tunnel, these factors are typically converted into spatial and temporal temperature distributions (Usmani et al. 2001) using various design curves such as those of ISO834-1, Hydrocarbon, Rijkswaterstaat (RWS) or RABT-ZTV (Promat 2013). However, to define a temperature profile through a structural element these curves require a heat transfer model that incorporates an appropriate boundary condition. The appropriate boundary condition is the net heat flux which is the result of a complex energy balance. For use in heat transfer calculations the net heat flux must account for the tunnel geometry as well as thermal properties of a given structural element and all other surfaces and mediums affecting the transfer of heat (Torero 2014)."

Although laboratory studies of tin flotation have been reported as far back as the 1920`s(1), the commercial application has only been realized within the past few years(2,3). The principal technical difficulty in the application of the process to tin ores has not been in the flotation of cassiterite itself, this mineral being readily recoverable with the common collectors, including xanthates with heavy metal ion activation(2). The difficulty has been with the depression of the gangue minerals commonly associated with tin ores, and to a lesser extent with the problems of collector consuming semi-colloidal minerals which are in some cases present. The application of sulfosuccinamate collectors to flotation of cassiterite from the Catavi, Bolivia, slime tailings has recently been described(3). The investigation which led to this successful process development included studies of other samples of gravity plant tailings as well as of lode tin ores. A common flowsheet with few significant variations was applied to most of these ore samples with acceptable results. In the following the process is described and the results of its application to samples from Bolivia and elsewhere given. Among the factors considered are: gangue depression, particle size and slime effects, and reagent and pulp density levels.

Up to now, the hands-on approach to construction has been stressed. This chapter reviews the basic tools available for construction design and monitoring of a construction project. It is divided into three discussions, all under the general title of computer aids, since the trend for using these tools-is via the computer. In the context of our discussions, the focus for computer aids will be on the use of evaluation and analysis techniques for coal mine construction applications, including mainframe programs, CPM techniques, as well as mini and microcomputer applications. Although the presentation of material in this chapter may be detailed at times, by no means does it cover the entire field of computer applications for design or project scheduling and monitoring. It is only an attempt to illustrate the possibilities that are available to construction and mine engineers. Interested persons can pursue computer applications for coal mining by reviewing Computer Methods for the 80's. by Alfred Weiss, editor, published by SME-AIME.

Recent research has shown that enhanced gravity separators provide the opportunity to effectively clean I mm x 37 micron coal. At Southern Illinois University, a detailed experimental program was performed on a continuous Falcon Concentrator, which was found to achieve separations at mass throughput capacity values in excess of 100 tonnes/hour. The apparent particle separation density for I mm x 73 micron coal was about 1.60 with relatively high efficiency (Ep = 0.12). Typical ash and sulfur rejection values of 85% and 70%, respectively, were achieved while recovering 85% of the combustible material. Metallurgical and efficiency data from the evaluation are presented in this publication.

A major bauxite belt was discovered and evaluated from 1969 to 1974 by P. T. Alcoa Minerals of Indonesia in West Kalimantan, Indonesia. The proven reserves of beneficiated bauxite are 800 million tons averaging 38.6% AA1203 and 3.0% RSiO2. Inferred reserves of washed bauxite are in excess of 2 billion tons. The bauxite occurs as capping of low lying hills which were formed during the post Paleogene peneplaination stage. The overburden varies from 0.6 to 3.8 meters and the nodular bauxite horizon from 2.2 to 5.2 meters. The deposits were formed by the in situ weathering of predominantly acidic and basic intrusive rocks.

Heap leaching is a simple means of recovering copper from oxide and oxide-sulfide ores. Although this method requires relatively low capital investment, it suffers from low copper recoveries and relatively high acid consumption. The objectives of this study were (1) to determine what factors influence these shortcomings, and (2) to establish a basis of correlation. between laboratory and field testing. The principal methods of leaching copper ores at the present time are heap, dump, in-place, and vat. A number of references are presented in the bibliography on the theoretical and practical aspects of these methods. In the heap-leaching method, crushed or uncrushed oxidized copper ore is placed on a prepared drainage pad. Acid leach solutions are dis¬tributed over the top of the heap, caused to percolate downward through the ore bed by gravity, and are drained from its base. The leach duration is generally a matter of a few months. Dump leaching is used to recover copper from very low-grade oxide-sulfide pit-waste materials. Here again, leach solutions are, percolated downward through a heap. However, in this method, little or no acid is added to the leach liquors, prepared drainage pads are not used and the leaching cycle is generally measured in terms of several years. Leaching agents are usually autogenously generated by the breakdown of sulfide minerals within the dump.

Feeder-Breakers were an unknown but much needed piece of machinery when U. S. underground coal mines started converting to more efficient belt haulage of the R.O.M. coal as compared to conventional methods that the 1950's offered. These simple electromechanical machines offered efficiencies in three areas: (1) they contained a surge hopper that allowed a "load' of coal to be dumped without delay; (2) this material was fed horizontally by a drag chain conveyor into a rotating carbide pick breaker that broke all oversize material into a beltable size, and (3) it fed this broken material onto the belt conveyor at a rate conducive to its design. Since its introduction, the Feeder-Breaker has evolved from that first low capacity, low breaking force machine to today's model capable of breaking materials up to 5 MOHS in hardness and having throughput capabilities exceeding 3,000 TPH with availability in the 90 percentiles.

Two pilot-scale biological reactor systems were installed to treat metal-contaminated water. The reactors consisted of barrels and tanks filled with spent mushroom compost, within which bacterial sulfate reduction became established. Concentrations of Fe, Zn, Mn, Ni, and Cd were lowered by over 95% as these metals were precipitated as insoluble sulfides by reaction with bacterially generated H2S. The chemistry of the reactor systems is examined, and opportunities for maximizing their metal-retaining and alkalinity-generating potentials are discussed.

INTRODUCTION Square-set timbering of stopes developed from stull support methods because veins too wide for stulling were being mined. In general, the void caused by the stoping of the ore is filled with a system of interlocking timbers. Timber framework supports the wall rock, the mining operations, and provides access. A timbered stoping method can be used in all widths of veins at any dip. The timbering can be normal and parallel to the planes of the walls or at angles to these planes. Irregularly shaped ore bodies can be worked by timbered methods. Pinching or swelling of the vein will not adversely affect the method. Timbered stoping is especially advanta¬geous where weak ground is encountered in the vein or the wall rock. The ground is unsupported only until timber sets are stood. These stopes can be filled with sand or waste when desirable. The customary method of developing a square-set timbered stope with haulage drifts above and below and timbered raises on each endline is shown in Fig. 1. The drifts are timbered the full stoping length. The raises have two compartments with the manway and timber slide in one compartment and the chute in the other. The drifts and the raises cannot be widely spaced as handling timbers is an important consideration. Stoping can begin immediately above the drift timber and continue in both directions and upward from the raise. Breasting down each blast round for only one timber set laterally is the common practice. The blasted ore falls to a lower floor where it is slushed or trammed to the chute. Drilling can proceed on the upper floor while broken ore is being removed from the stope. As shown in Fig. 2, square-set timbering may be used in cut-and-fill stopes to support the back and walls until fill is added. There are various ways of developing an ore block for timbered stoping. Fig. 3 depicts the situation for the main haulage in the vein with an intermediate drift separated from it by a sill pillar. The ore is slushed into the chute connecting the two drifts. The situation in Fig. 4 is identical to that in Fig. 3 except that no sill pillar is used. In Fig. 5, the haulage drift development is done in the footwall with crosscuts driven to intersect the ore body. The intermediate drift development is above the crosscuts with a minimal sill pillar. The main bottleneck in timbered stoping is in the timbering process. Drilling in the stope is generally held up while timbering is done. Two or three men are re¬quired to do the timbering and an additional one or two men are needed to transport and raise or lower the tim¬ber. Good organization is essential to timbering. Skill must be exercised in standing the timber to support the ground and still maintain good production. GeoBiotics, LLC and Kumba Resources (Pty) Ltd are jointly developing the GEOCOAT® heap bioleaching technology and downstream processing technology for recovery of zinc from tailings at the Rosh Pinah Mine in Namibia. This paper outlines the development of a computer simulation for the bioleaching of sphalerite and the downstream processing. Computer modeling has shortened the product development cycle by allowing many flowsheet scenarios to be analyzed negating much of the expensive and time consuming laboratory testing. A model was developed using the Limn® system which is an Excel® Add-In flowsheet drawing and solution engine. Given that most engineers are familiar with Excel® this software is extremely easy to use and has less hidden calculations making model verification much easier.

Experimental designs are data acquisition plans which, if followed exactly, will quickly provide process engineers with information to assess statistically the individual and joint influence of factors on responses to permit of rapid decision making. Methodology employed to construct data acquisition plans is described in some detail. In production environments, factorial designs are appropriate for most purposes. Use of two level factorials to make decisions is described for a grinding circuit.

The Upper Silesian Coal Basin is located in the area of the Upper Silesian Syncline and belongs to one of the most complex tectonic units in Europe. It occupies 5,650 km2. In 2020, there were 20 hard coal mines operating in the area. Seismological research in this area consists of observation of precursors/symptoms of shock generation and understanding of their effects. Studies (Teisseyre R. 1972, Mutke G. & Stec K. 1997, Stec K. 2007, Dubiński J. & other 2010, Idziak A. 2010) of complex impacts of rock mass provided a background for determining the conditions for the formation of exploitation and regional seismic shocks. Issues related to tectonic and exploitation stresses, successive extraction of coal seams at higher depths, operation in the vicinity of fault zones, often complex geological and organic conditions result in the activation of a discontinuity surface due to stress caused by deformation of rock layers, which, as a result, causes the emergence of strong shocks above 107 J. The article was based on analyses of extraction value, high-energy shocks, both of mining and tectonic-mining (so-called regional shocks) origin, against the background of changing operating conditions, which, as a result, creates an image of periodically changing seismic activity and location of strong shocks. Observation results show that, with an increase in exploitation depth and declining extraction, the number of strong shocks caused by tectonic stress (107 - 109 J) and exploitation stress (≥105 J) has been steadily increasing over the last 25 years.

The conditioning of phosphate flotation feed with anionic flotation reagents was identified as a high- priority research topic during a beneficiation work- shop sponsored by the Florida Institute of Phosphate Research (FIPR). FIPR subsequently solicited research proposals to identify the mechanisms of reagent adsorption, to determine scale-up relationships for conditioner design, and to investigate the effect of conditioning variables on reagent adsorption and flotation performance. The two-year research project was awarded to Jacobs Engineering. Somasundaran, Inc., the University of Florida Mineral Resources Research Center, and the U.S. Bureau of Mines assisted Jacobs. Two mechanisms of anionic collector adsorption were detected by spectrographic analyses and confirmed by microcalorimetric measurements. The mechanisms provided a sound technical basis for the empirical practice of conditioning phosphate flotation feed at a high percent solids. Tests performed in laboratory and pilot-scale agitated tanks indicated that power intensity may be used as a reliable scale-up parameter for anionic conditioning of phosphate slurry. Excessive agitator speed during conditioning was found to be detrimental to anionic flotation performance. Some dimensional ratios of anionic conditioners were found to be consistent with good utilization of agitation energy. Laboratory conditioning and flotation tests demonstrated that adsorption of collector onto phosphate and the subsequent recovery of phosphate in anionic flotation were significantly influenced by the quantity and quality of water used in conditioning. Conversely, the quality of water used in flotation was more influential on the recovery of quartz in the concentrate. A comprehensive survey of anionic conditioners and conditioning practice in the Florida phosphate industry was also performed during this project. The study clearly showed that flotation testing with laboratory conditions typical of scientific research gives different results than laboratory testing with simulated plant conditions. The effects of test conditions on laboratory test results should be carefully considered by investigators planning and conducting applied research.

A four-mile length of interceptor sewer tunnel in Manhattan has finished sizes ranging from 10'6" to 14'6" horseshoe. Mixed face conditions were anticipated in three areas and encountered in five. All were short but since the tunnel lies well below the water table and failures would involve important utilities, major structures and human lives, great care had to be exercized in choosing a construc¬tion method. Chemical consolidation was selected as the best approach with compressed air working as a backup system. Initially grouting was accomplished from within the tunnel, but treatment from the surface was more successful and was later adopted. The soils consisted largely of impermeable weak silts and it was found possible to inhibit access of water to this material so that it could be controlled by breasting within the tunnel without loss of stability. It is concluded that in the interlayered permeable and impermeable soils encountered, chemical grouting would successfully stabilize the working face. INTRODUCTION An interceptor sewer is currently under construction along the entire length of the west side of Manhattan. When complete, the tunnel will intercept and divert to a treatment plant (also under construction) a daily flow in excess of 200 million gallons per day. About 9 miles of the interceptor sewer is in tunnel and the remain¬der is cut-and-cover construction. Using computer applications to solve mining problems began in the early 1960s, utilizing the large (for that day) centralized computing facilities at a few universities and major mining company headquarters. Many years passed before technology was adequate to allow any of those applications to be run at the mine sites to provide immediately available solutions. One of the first mining applications attempted was for ore reserve analysis and long- to medium-range mine planning. As these are among the most frequent and familiar minicomputer applications at the mine site, it is interesting to follow the evolution of computing and communications hardware which has finally allowed effective transfer of this technology.

1.1 Biological Process Description Pintail Systems, Inc. (PSI) has developed and in partnership with their clients in the mining industry has applied biological remediation processes for detoxification of spent ore and process solutions from heap leach operations. Contaminants that are treated to mine closure levels or drinking water standards include cyanides (weak acid dissociable and total cyanides), thiocyanate, nitrates and heavy metals. Biological processes are both site-specific and ore-specific processes. PSI specializes in isolating indigenous microorgan­isms from spent ore and process solutions and augments them in the laboratory for enhanced bio-detoxification in the field. Bioaugmentation in the lab is a key to successful heap bio-detox in the field. In PSI's bioaugmentation processes native microorganisms are isolated from the spent ore environment and are tested for contaminant remediation capacity. A majority of the indigenous microbes will be tolerant of the spent ore environment but will not contribute to contaminant metabolism. Indigenous enrichment or biostimulation of these non-working microbes by adding trace nutrients can competitively inhibit the working microbes. For this reason PSI focuses on the bioaugmentation process where non-working microbes are discarded and the working population is enhanced through stress, mutation and exogenous enrichment before it is re-introduced to the heap and process solutions.
