The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.

Uranium mill tailings disposal facilities present unique problems with respect to siting, design, and long-term stability because their contents remain potentially hazardous for 100,000 years. Dawn Mining Company, operator of a uranium mill in Washington, undertook geological and geophysical studies relative to planned expansion of existing disposal facilities. Seismic refraction and reflection, resistivity, and ground magnetics data were integrated with limited drill data to determine the configuration of Quaternary sediments and the underlying basaltic and granitic bedrock. Analysis of multiple reflections and magnet modelling on a micro-computer with CRT graphics added detail to the interpretation.

The enthusiasm with which individuals have participated in mineral exploration in the development of this country testifies to the fact that there was once a very real probability of making a worthwhile discovery. Over the years, the discovery and subsequent exploitation of the accessible ore deposits have made the finding of new deposits progressively more difficult. Present day mineral exploration has evolved from the lone prospector with the grubstaker behind him to a very costly and complex business, involving large sums of money and a staff of experts in the fields of exploration technology. Exploration today must be carried out on a large scale to be profitable. With the involvement of large amounts of capital, there has been a good deal of interest in methods of optimization of the allocation of the resources of a firm 'engaged in mineral exploration. As a step toward this, mathematical models have been formulated which are designed to quantify those variables of mineral exploration in such a manner that they can be integrated with all phases of the firms operations so as to optimize its profit objective or more simply, to make exploration more efficient and effective.

The demand for thermal coal both nationally and internationally is projected to increase rapidly. The marketability of high ETU thermal coal produced in the USA is, however, limited by its high sulfur content. Fortunately, over 70 percent of the sulfur exists in pyritic form. The research conducted at Southern Illinois University indicates that over 90 percent of the pyrite can be removed by simple devices such as concentrating tables, cyclones, or froth flotation cells and the desulfurized coal can be blended with low sulfur western coal to produce EPA compliance coal. Thus, both the low BTU western coal and the high sulfur midwestern coal can be rendered competitive in the utility markets, here and abroad due to improved utilization.

Application of Quality Management philosophies and techniques commonly referred to as Managing for Continuous Improvement, Team Management , or Managing for Consistency is required in today's mining, manufacturing, and service industries in order to meet quality demands, beat competition, lower costs, optimize operations, effectively use personnel, improve morale, and enhance profitability. Most of these phiosophies and techniques are known to today's managers but either have fallen into disuse or were never allowed to surface in the corporate environment of the organization. Managers should review and adopt the philosophies and techniques of Quality Management and use them to revitalize their organizations and bring about a "paradigm" shift in the way we manage, thereby achieving the goals listed above.

The Mineral Park Mine is an open pit copper-molybdenum mine located in northwestern Arizona, approximately twenty miles northwest of Kingman, Arizona. The concentrating facility has been regarded, with the expansion in 2011, as a plant capable of treating fifty thousand short tons of feed per day for the mixture of supergene and hypogene ores available. The grinding circuit consists of two 32? x 14? SAG mills and four 20? x 28? ball mills. As ores became harder with greater depth in the adjacent pit areas, however, the SAG mills became severely throughput limited. The traditional treatment for similar properties is the installation of a recycle pebble crushing circuit. Because the cost of such an installation is quite elevated, and preliminary testing and research was inconclusive regarding the predicted throughput increases, management and technical personnel set out to find another solution to the problem. The result entailed a redesign of SAG lifters/liners and a nearly unique circuit change which was, at best, a difficult step that defied current grinding logic. This paper describes these changes, events leading up to them, and the results.

The Bellavista Gold Deposit lies 75 Kms north west of San Jose, the capital of Costa Rica, Central America and 3 Kms north east of Miramar, in the Province of Puntarenas. The total road distance from San Jose to the deposit is 120 Kms all paved road except for a 2.5 Km graded, gravel road on the property (Figure 1). Infrastructure services in the Miramar-Puntarenas area are well developed with electrical power distribution, a modern port facility and community services being available. The deposit lies on the south west flank of the Tilaran Mountain Range between an elevation of 550 and 800 meters above sea level. The local topography is steep, originally covered with pre-montaine, tropical wet forest vegetation which has been largely destroyed due to clearing for cattle grazing. The annual rainfall is approximately 2,950 mms, 90% of which occurs between May and October.

In open-pit mining, blasting pattern design is performed to achieve a desired degree of fragmentation for loading, hauling, and crushing operations. Inappropriate fragmentation of rock will result in numerous problems such as incurring extra costs for secondary blasting, production interruption, etc. Wetness of the blast holes is one of the most important factors, which can cause the inappropriate rock fragmentation. Lowering ambient temperature in the vicinity of the explosion, the presence of water in the hole adversely affects the quality of the explosive while dissipating part of the explosion energy, ending up with inappropriate fragmentation problems. In the present research, in order to study blast-induced fragmentation conditions in Baba-Ali Iron Ore Mine, three scenarios were considered: explosion of ammonium nitrate with fuel oil (ANFO) in dry hole, explosion of ANFO in wet hole, and explosion of the emulsion in wet hole. For this purpose LS-DYNA, a numerical simulation code was used. Results of the present research showed that, compared to the explosion of ANFO in wet hole, the explosion of the emulsion produced more uniform distribution of fragment size, while the explosion of ANFO in dry hole resulted in fewer large fragments.

Industrial minerals can have similar financing requirements to those needs of metaliferrous and coal mining projects. Although, one may see many similarities in the fundamentals of the various risks that must be evaluated in lending to any specific project, one of the outstanding differences is the understanding of the many different markets that these industrial minerals represent. There are in excess of 30 principal industrial minerals ranging in terms of annual production from the largest quantity such as sand and gravel, to possibly the smallest quantity of production of a legitimate industrial mineral which may be defined as industrial and rough gem diamond. If we assume that it is necessary to finance independent projects of ore bodies of industrial minerals for development, the financing techniques are similar to the fundamentals that we would use for financing coal projects or metaliferrous deposits. Therefore, let's begin by redefining project financing in the traditional banking or private sector area, and then in the later development of this paper, we will apply these techniques to industrial minerals in general and cite it with several specific examples.

One of the most important considerations in the efficient operation of an under¬ground mine is the haulage system. Often the determining factor between profit or loss is the quick removal of ore and waste from the working places to secondary and main-line haulage areas, and so on to the outside. Important, too, is moving supplies from the surface to the working faces so that the loading process can continue with little interruption. Men must he transported in a rapid but safe manner. It has been through the efficient use and generally the combination of mine cars, track, belt conveyors and rubber-tired haulage equipment that underground operations have been able to compete with the more popular strip or surface mining. As near-surface ore bodies are exhausted, underground haulage will play an expanding part in economically furnishing the world's needs for all types of minerals. The choice of underground haulage equipment, wherever possible, should be one that will give the smallest overall cost of ore removal during the life of the mine while meeting necessary safety requirements. The reader is referred to Sec. 12 for equipment such as scrapers and load-dump-¬haul units that perform loading as well as haulage duties. 14.1-MINE CARS AND TRACK NILES E. GROSVENOR Main-Line and Secondary Haulage-Many mines today use a combination of belt and rail haulage. Even if a- belt system is used to carry the product from the face to the surface, track is used to transport workmen and supplies. A track system, when properly installed, will provide interruption-free and safe haulage. Schrecengost 2 lists the following as major advantages of track haulage: 1. Safety in transporting men in and out of the mine in personnel cars. 2. Easy and rapid transportation of supervisory personnel. 3. A temporary shutdown occasioned by a roof fall or power failure along the haulage system will not shut down the production areas. 4. Quick availability of repair parts and supplies. 5. Large pieces of coal or rock can be handled without damage to the haulage equipment. 6. In areas where quality fluctuates noticeably, different cars may be separated out for special preparation. 7. Rock or equipment may be loaded and moved out of the mine without interference with the production or preparation of the coal. 14.1.1-MINE CARS Mine cars with steel bodies are used in all types of present-day mining. Wooden cars usually are more bulky and less resistant to wear and damage, but are more easily repaired. Regardless of the type of mine car selected, it is most practical to standardize on one type or make to simplify repairs and limit the amount of spare parts necessary to stock. Rigid-body flat-bottomed cars are simpler and usually lower than others of equal capacity. This paper considers various techniques available for the measurement of blast damage, making particular reference to recent underground hardrock mine studies. This paper concludes by indicating the importance of understanding and accounting for geology and emphasizes the need for a robust damage-audit procedure.

Seismic geophysical methods have long been used by geologists and geophysicists to delineate subsurface features. These techniques work because different types and strengths of soil and rock transmit energy at different velocities. The Crosshole-Downhole tests (CH-DH) and seismic refraction survey (RS) are among the most used methods in engineering applications to obtain the elastic properties of subsurface layers. As a result, seismic methods have evolved into a cost-effective tool for rapidly determining depth to bedrock in engineering and construction projects. The seismic methods are best suited to sediment thickness analysis, bedrock quality determination and detection of the presence of weaknesses in the bedrock before the erection of any civil engineering structures such as bridges, tunnels, dams and portals. Seismic methods are also useful in estimating the rippability of bedrock ahead of construction. These methods are particularly useful for large-scale projects that require a significant number of drill holes, resulting in a substantial investment of time and costs for drilling. The CH-DH and RS methods are typically comparable in total cost to drilling, but provide significantly more information in 2-D and 3-D and therefore reduce the likelihood of conceptually oversimplifying the subsurface conditions. The above mentioned methodologies were considered to be the most appropriate geophysical methods for investigating the shallow structure and the dynamic soil properties of the area where the Ilarionas Dam is scheduled to be constructed. The main target of this work was to prove the potential of geophysical methods in providing accurate information to the civil engineer and to obtain information on the dynamic soil and rock properties for earthquake design analyses for the dam construction. Specifically, nine refraction seismic profiles and three cross-hole-downhole seismic tests were implemented to determine the subsurface conditions of the study area. The tests determined the shear and compression wave velocity profiles versus depth and other crucial parameters such as Young and Rigidity modules. Furthermore, they allowed the detailed 2-D mapping (along several profiles of the study area) of the subsurface variation of the soil and rock dynamic moduli.

The investigation, selection, and implementation of remedial activities for large, complex mining and milling sites is dependent on the cost-effective management of tailing and waste materials. Site investigations evaluate the contaminant source areas, assess the potential release rate of contaminants, and determine the acceptable contaminant release rate for the site. Selection of appropriate remedial activities is based on evaluation of constructability, reliability, performance, effectiveness, permanence and cost. Remedial technologies available for tailing and waste material include removal, consolidation, capping and drainage control. Proper implementation and documentation of the selected remedial activities are critical to the overall success or failure of the remedial program. A step-by-step process, established at the initiation of a project, should accurately document all construction activities, monitor environmental conditions at the site, assess the performance of the remedial activities, and, ultimately certify that the remedial activities have met relevant and appropriate standards. Case histories are presented for a uranium mill at Uravan, Colorado and a lead, zinc mine at Gilman, Colorado. These case histories provide examples as to the combination of remedial technologies that have been applied at these specific sites.

Recent developments in expanded PTFE membrane filter cloths offer high flow rates and sub-micron particle removal. These high strength, industrial grade filter cloths can be tailored for tubular filters, leaf filters and rotary vacuum drums. Filtration techniques using tubular filters make possible filtration of difficult slurries with the elimination/reduction of filter aids and chemical additives. This paper describes principles of surface filtration, applying the membrane filter cloth and comparisons to gravity separators. Benefits to the mining industry include clear effluent, enhanced solids recovery and accelerated cost payback.

The Palabora Mining Company Ltd. is probably best known for its production of copper since 1965. The success of the PMC mine lies in the outstanding technical and highly organized efficiencies applied to the massive mining, transportation, and treatment operations necessary to produce profitable copper. We are not however going to discuss the well-known copper operation but the extremely successful recovery and marketing of Baddeleyite by the PMC group. Let us first review the extraction process at the Heavy Minerals Plant. Non-magnetic ground ore from the copper magnetic separators is processed in the Heavy Minerals Plant for the extraction of the "heavy minerals" uranium and zirconia (Baddeleyite). Thorium is also present as a potentially recoverable mineral. The content of the minerals in the feed is probably the lowest in the world to be treated commercially. Minerals are separated from the waste ore by a gravity separation process in which the high density minerals segregate preferentially in a waterborne system.

It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. The methodology and results of a feasibility study of an Automatic Truck Dispatching (ATD) system in an actual open pit mining operation, are presented. Using mine cost data, an economic analysis confirms that capital and operating cost savings with ATD out-weigh the costs. Productivity improvement achievable with ATD is quantified with a computer simulation of truck haulage based on mine production and operational data.

"Hecla Limited has been investigating the potential benefits of using a Spendrup/Compact Filter Technic (CFT) diesel filtration system to remove diesel particulate matter (DPM) from the mine atmosphere to optimize use of the available air. The National Institute for Occupational Safety and Health (NIOSH) has evaluated the scrubber efficiency for dust and DPM which is to be presented in another report. This paper reports on a new mining application of a carbon particulate sensor’s ability to continuously monitor long-term mine DPM levels in conjunction with the scrubber evaluation. Magee Scientific is the manufacturer of the Aethalometer®, a continuous black carbon monitor which has been used extensively in worldwide ambient air quality monitoring networks. Two Aethalometers were used at the mine to assess their potential to continuously track underground DPM levels. In this first underground mine application, the Aethalometers were used to continually monitor black carbon (BC) in the intake and exhaust of the CFT scrubber system. Results showed that an off-the-shelf Model AE33 Aethalometer could continually track underground BC levels for extended periods of time over the course of the six-week trial. Data at the scrubber intake over 14 days of testing showed that DPM filtration would be required less than half of the time to maintain BC levels below 50 µg/m3. If the Aethalometer BC data output were “smart coupled” to control a 200-HP in-mine scrubber, significant electrical cost savings would be realized. INTRODUCTION Mine ventilation airflow quantities are calculated to maintain a safe and healthy environment for miners. Dilution of diesel particulate matter (DPM) is often a key factor used to determine the required quantities of ventilation air (Bugarski et al. 2011). DPM emissions and exposure levels are highly variable depending on mine schedules and activities (Janisko & Noll 2010); however, lacking technology to continuously monitor levels, mine ventilation systems are often over-designed in order to handle worst-case scenarios to ensure that DPM levels are maintained at or below regulatory limits. As mines go deeper it becomes more difficult to supply air, and the development of new shafts for air is not economically feasible (Basu et al. 2008). Cleaning and reuse of available air then becomes an attractive option to maintain good air quality."
